A
Today
is
tuesday
february
8th
and
the
time
is
9
o'clock.
The
board
is
in
session
to
conduct
his
weekly
open
business
meeting.
There
are
those
on
the
webex
and
we
have
a
full
audience
here,
because
we
have
lots
of
business
to
conduct
this
morning.
C
A
Okay,
all
right,
we
had
the
pleasure
of
opening
this
morning's
meeting
with
an
employee
recognition.
Commissioner
davidson
will
would
you
please
read
the
synopsis
of
mark
butcher's
time
with
ada
county
end
of
the
record.
D
Of
course,
this
is
for
20
years
of
service
to
ada.
County
mark
began
his
career
with
ada
county
in
2002,
as
a
juvenile
detention
officer
on
the
night
shift
and
has
transitioned
between
various
night
and
day
chef
positions
during
his
tenure
with
the
division.
Currently
he
is
a
detention
officer.
3
on
day
shift
mark
is
known
to
be
a
team
player
who
brings
bright
positive
energy
to
his
team
mark
is
considered
to
possess
a
high
level
of
knowledge
of
facility
operations
and
is
extremely
dependable.
C
We're
so
thankful
to
be
here
again
with
you
this
morning,
recognizing
our
very
experienced
and
excellent
park.
We
have
a
really
deep
bench
in
detention.
We're
thankful
because,
as
you
know,
staffing
is
difficult
these
days
and
we
step
up
run
a
team
mentor,
the
new
hires
that
we're
lucky
enough
to
be
getting
right
now,
so
we're
here
to
honor,
mark
and
also
rebecca
for
our
programs.
Division.
B
Thank
you
well,
thank
you.
I
really
appreciate
I
just
want
to
say
I
personally
appreciate
all
the
work
that
you
do.
I
know
touching
these
juveniles
lives
when
they're
early
makes
all
the
difference
in
the
world,
and
so
the
work
that
you
do
is
very
heroic
as
well.
So
thank
you
for
for
20
years
of
service
data
county,
hopefully
another
20.
A
A
We
all
appreciate
stories
that
move
and
inspire
us.
This
is.
B
Thank
you
yes,
mr
chair.
We
all
appreciate
stories
that
move
and
inspire
us
and
that's
why
the
board
would
like
to
recognize
the
act
of
heroism
that
happened
this
weekend
in
ada
county.
It's
a
heartwarming
story
that
began
in
the
freezing
cold
this
past
sunday,
80
county
sheriff's
deputies,
dylan,
slaar
and
sean
dahlrumple
rescued
a
woman
from
a
freezing
pond
several
hours
before
sunrise,
but
deputies
deputy
square
was
on
patrol
fortuitously.
He
saw
a
motorist,
hit
a
berm
and
lose
control
of
the
vehicle
on
pine
street.
B
The
suv
the
woman
was
driving
spun
out
and
ended
up
in
in
the
pond,
as
the
vehicle
sank,
deputy
square
called
for
backup
and
when
deputy
don
rumple
arrived,
both
men
stripped
off
their
gear,
jumped
into
the
freezing
pond
and
pulled
the
window.
The
woman
from
the
window
of
her
submerged
vehicle,
the
temperature
outside
was
27
degrees,
ems
transported
the
women
to
the
hospital
where
she
was
treated
for
injuries.
B
A
A
And
deputy
delray
in
recognition
of
your
valor
and
heroic
actions
in
saving
the
life
of
a
motorist
whose
car
was
submerged
in
an
icy
pond,
it
is
with
sincere
appreciation
that
we,
the
board
of
eda
county
commissioners,
award
this
certificate
of
commendation.
Your
actions
represent
best
in
public
service.
Thank
you.
F
B
A
Safer,
it's
humbling
to
notice
that
we
know
we
have
those
kind
of
people
working
for
ada
county
and
serving
the
citizens
of
ada
county.
I'm
sure
the
woman
appreciates
it
as
well.
Oh
no.
A
Okay,
new
business.
We
have
two
resolutions
this
morning
resolution
number
two,
seven
one
eight.
I
will
now
open
the
public
hearing
on
resolution.
Two
seven
one,
eight
arpa
resolution
number
seven
for
approval
of
allowable
expenditures
from
the
american
rescue
fund
budget.
Are
there
any
discussions
or
does
anybody
want
to
say
anything
about
this
resolution?.
B
A
There
anyone
else
that
would
like
to
say
anything
about
this
resolution
hearing
none.
I
will
close
the
the
public
hearing
on
resolution,
two,
seven
one,
eight.
What's
the
pleasure
of
the
board.
B
A
G
Yes,
good
morning,
mr
chairman,
good
morning,
commissioners,
along
with
me
this
morning,
I
also
have
saul
seiler
saul,
as
you
know,
as
our
elections
director,
but
it's
really
been.
Salt
and
team
who's
been
working
really
hard
on
these
precincts
and
just
everything
related
to
the
districts
and
everything
else.
That's
going
on.
So
I'm
happy
to
report
that
we've
got
to
a
point.
G
You
know
we've
met
with
you
in
the
past
about
these
precinct
changes
in
total
we
will
be
adding
46
additional
precincts
here
in
ada
county,
as
you
might
recall,
from
when
we
made
our
budget
presentation
a
year
ago,
ada
county's
average
precinct
size
is
nearly
double
the
state
average
we
kind
of
are
just
we
were
at
about
2
100,
registered
voters
for
precinct.
This
will
bring
us
in
the
range
of
about
1500
to
1600
registered
voters
for
per
precinct.
G
G
What
is
now
precinct
1408,
you
can
kind
of
see
it's
just
actually,
a
residential
neighborhood
there's
no
real
good
way
to
divide
it's
all
connected
with
an
elementary
school
and
that
one
is
still
I'm
just
over
the
2000
mark,
but
that's
the
exception.
So
there's
a
few
larger
ones.
We
have
a
few
under
represented
ones
in
growth,
areas
like
in
meridian,
where
we
anticipate
some
of
the
growth.
G
Since
we
met
with
you,
we
made
a
few
tweaks
over
here,
mainly
because
of
the
congressional
lines
we
needed.
We
had
split
the
congressional
districts
at
one
point,
so
those
and
one
thing
worth
noting,
because
I'll
show
two
different
spots
related
to
congressional
lines.
The
idaho
supreme
court
has
still
not
weighed
in
on
the
legality
of
the
congressional
districts
they
have
weighed
in
on
the
legislative
districts,
as
you
well
know,
so
we're
there's
always
the
potential
we
could
have
to
come
back
to
you.
G
If
something
dramatic
happens,
I'm
not
anticipating
that
at
this
point
in
time,
but
you
know
you
never
know
what
can
happen
with
the
court.
So
we've
gone
through
really
just
trying
to
balance
trying
to
make
sure
that
the
precincts
are
a
reasonable
size,
so
poll
workers
won't
are
so
voters
don't
have
to
wait
at
the
polls.
G
You
know
the
next
step
in
this
process
will
be
now
going
in
and
updating
all
of
this
information,
so
the
staff
has
already
started.
I
can't
praise
the
gis
team
with
todd
buchanan
and
alex
aker
enough
for
their
work
to
make
all
these
maps
and
we
were
able
to
share
these,
as
you
know,
with
the
public
forum
and
get
the
information
out
to
candidates
who
are
interested,
there's
kind
of
a
scramble.
I
think
commercial
davidson
is
well
aware
of
people
looking
for
precinct,
committeeman
positions
and
trying
and
right
now.
G
Unfortunately,
we
have
this
mapping
tool.
We
can
make
this
available
to
the
public
and
all
the
information,
but
it's
going
to
take
us
about
a
month
to
convert
this
into
identifying
which
voters
live
in
which
precincts
anthony
did
a
rough
analysis,
and
it
looks
like
only
five
percent
of
voters
in
ada
county
will
have
the
same
precedent
number.
So
it's
a
pretty
significant
change.
So
one
of
the
big
efforts
that
we'll
have
this
year
is
just
sending
out.
G
You
know
the
no
no,
where
to
vote
information,
since
there
is
so
much
change
to
make
sure
people
know
their
new
precinct
number
and
know
where
they're
going
to
be
voting
in
the
upcoming
election.
So
you
know
we've
done
that
in
the
past.
So
we'll
we'll
do
that
again
here
in
this
case
I'll
show
you
the
one
anomaly,
because
you've
heard
me
talk
about
it
and
our
solution.
G
G
Just
eager
to
put
these
in
place,
make
them
official
and
to
start
getting
ready
for
the
primary
election
coming
up
on
may
17th
saul,
and
I
are
both
happy
to
answer
any
questions.
We're
sold.
You
have
anything
to
add.
A
Have
a
question
for
you:
there's
approximately
75
000
people
has
been
appropriated.
D
A
G
So
we
only
number
our
precincts
yeah
the
home
county,
so
we
will
it's
going
to
matter
more
on
election
night,
making
sure
that
people
know
the
results
for
any
of
the
elections,
specifically
in
those
legislative
districts
that
are
shared
that
we
will
need
in
the
past.
We
have
had
combined
districts
right,
so
cwi
is
a
perfect
example
comprises
both
and
canyon
county.
A
So
people
in
in
and
ada
county
are
hooked
up
with
hawaii
and
canyon
county
and
what's
the
district
number
in
that
in
that
area,
that.
G
A
G
I've
been
in
touch
with
them.
I
don't,
I
believe,
a
county
names,
their
precincts
as
opposed
to
numbers,
they're,
precincts,
okay,
right,
there's,
different
schemes
across
the
state
I
have
talked
to
chris
yamamoto
and
canyon
county.
I
think
they
will
be
updating.
I
think
we're
ahead
of
them
in
terms
of
the
process.
Right
now
now.
H
G
I
was
with
shelley
tilton
over
the
weekend
and
I
think
similarly,
where
they
they
haven't
broken
up
by
like
city
and
numbers
as
opposed
to
the
smaller
jurisdictions
throughout
the
state,
still
have
kind
of
an
older
naming
scheme
which
we
can't
name
our
star,
eagle
and
cuna.
Well,.
A
Star
is
in
with
canyon
county
correct,
which,
which
legislative
district
is
that
that's.
G
A
Is
the
one
that
is
the
one
that
shared
jim
county
they're
all
for
they
were
all
they're
staying
with
with
number
14,
because
that's
what
they
were
prior?
Okay,
all
right.
Well,
I
thank
you
thanks
for
your
for
your
efforts.
Do
we
have
any
other
questions
on
this
resolution?
A
D
Go
ahead
does
the
congressional
boundaries.
G
D
D
G
I
G
I
I
A
It
is
well
thank
you
for
your
your
efforts
and
getting
this
done,
we're,
probably
not
probably
we
are
the
only
county
in
the
entire
state
that
will
be
adding
this
many
precincts.
A
G
These
so
the
precincts
are
based
on
the
current
voter
registration
numbers,
so
we
balance
them
by
based
on
the
number
of
voters
in
each
precinct,
not
a
number.
G
It
is
different
and
the
reason
I
give
that
example
is
you
well
know.
This
is
like
south
of
the
county,
where
the
prisons
are
really
high,
population
really
low
number
of
registered
voters,
and
so
we
don't
take
those
into
consideration
because
that's
not
going
to
impact
the
ability
to
for
people
to
vote
and
really
precincts
are
a
tool
to
distribute
ballots
and
allow
people
have
a
voting
location
exactly.
A
Well
again
appreciate
all
your
efforts,
saul
and
phil,
and
your
team
that
put
these
precincts
together
I'll
now
close
the
the
hearing,
the
public
hearing
on
resolution
number
2719
the
resolution
designated
precinct
boundaries.
Is
there
what's
the
pleasure
of
the
board,
mr
chair.
D
Yeah,
I
would
move
to
approve
resolution
number
2719
as
listed
on
the
agenda.
A
A
Great,
we
have
bob
perkins
with
us
to
for
the
opening
of
rfp22029.
J
Yes,
mr
chair
commissioners,
before
you
this
morning
is
rfp22029
the
ada
county
grounds,
maintenance
2022,
and
we
received
one
proposal
for
this
project
and
robin
has
our
bonfire
e-procurement
system
cued
up
on
the
screen
up
there
and
if
you're
ready,
we'll
go
ahead
and
open
this
we're
ready
all
righty
robin.
Let's
go
ahead
and
open
it
up.
J
A
J
Okay,
we
have
the
proposal
opened
and
the
sole
proposer
for
this
project
is
sunshine:
landscape,
sunshine,.
J
Yep
and
mr
chair
we'll
need
a
little
bit
of
time
to
review
their
proposal.
Make
sure
that
they've
done
all
the
things
that
they're
supposed
to
do
in
the
administrative
requirements.
Technical
requirements
and
the
evaluation
team
would
like
to
request
that
this
be
tabled
for
final
ranking
and
award
recommendation
to
the
february
22nd
2022
open
business
meeting.
B
J
J
J
It's
a
large,
it's
a
large
contract.
We
have
mike
here
with
us
this
morning
and
he
can
explain
kind
of
the
immenseness
of
this
of
the
contract.
I
This
contract
there's
only
two
contracts,
yet
courthouse
complex.
H
B
J
Mr
chair
and
commissioner
davidson,
you
know
this
is
a
contract
that
we
just
don't
see
a
lot
of
participation
in
even
in
the
past,
when
it
was
cut
up
into
smaller
pieces.
We
just.
B
J
There
are,
and
there's
only
really
a
few
businesses
in
town
that
can
really
take
on
this
project
and
hire
the
folks
that
need
to
to
be
laborers
for
the
for
the
maybe
so.
B
B
A
A
J
Thank
you,
mr
chair,
okay,
commissioners,
before
I
leave
out
of
here
and
your
your
award
yeah.
Oh
that's
the
award
yeah
yeah!
Yes,
yes,
so
yeah!
This
is
our
award
for
the
achievement
of
excellence
and
procurement.
We
were
one
of
182
agencies
across
the
united
states
and
canada
to
receive
this
award,
and
only
one
of
42
counties
to
receive
it
and
the
only
idaho
agency
ever
to
receive
this
award.
So
we're
we're
pretty
proud
of
it.
Well,.
A
Come
on
up
with
your
team
and
we'll
I
mean,
let
me
let
me
feel
that
feel
that
nothing,
that's.
B
A
Congratulations
on
your
national
procurement
institute,
achievement
of
excellence
and
procurement
all
right.
Thank
you.
Thank
you
appreciate.
I
H
For
the
the
proper
jack
symposium.
A
All
right,
okay,
we
have
with
us
our
distinguished
county
clerk,
phil
mcgrain.
Do
you
have
some
good
updates?
Besides
your.
G
G
A
D
B
A
Next
up
we
have
personnel
actions,
we
have
seven
step
increases,
sheriff's
paper,
pay
plan,
one
miscellaneous,
four
transfer,
two
introductory
pay
period,
completions
and
one
promotion.
We
have
a
motion
on
the
personnel
actions.
D
A
A
H
Always
like
great
information
in
my
office,
we
have
what
are
called
comment
cards
and
those
are
out
on
the
calendars
just
available
sure
I
just
thought
I
would
just
read
just
a
couple
of
those
to
you
to
give
you
a
feel
of
what's
going
on
it's.
This
is
motor
vehicle
division
downtown.
This
division
is
my
favorite
of
all
your
service,
centers,
the
employees,
sure
do
a
lovely
job
of
welcoming
and
helping
an
authentic,
wonderful,
true
to
form
for
this
group,
a
plus
another
one.
H
That
says
this
is
my
second
time
I
have
come
to
your
office
with
rather
complicated
questions.
Both
times
tiffany
was
called
to
help.
You
all
provide
the
impeccable
accurate
information
quickly,
best
government
office,
the
interaction
I
have
ever
had
we
got
another
one,
which
is
just
it's
really
kind
of
a
moving
letter.
This
has
to
do
with
a
ptr.
H
It
says,
thank
you
so
much
for
putting
me
on
your
follow-up
list
for
discovering
my
dad
had
passed
and
the
condolences.
You
are
truly
remarkable
and
helpful
person,
as
I
have
told
you
before
well,
above
and
beyond
that,
I
have
to
come
to
accept
from
many
government
offices.
This
is
the
best
part.
It
is
obvious
to
me
that
your
job
is
more
than
just
a
job
to
you
and
you
truly
care
about
the
people
you
serve.
I
continue
to
be
expressed
impressed
nice
work.
Thank.
H
It's
the
employees
in
the
office.
They
just
do
an
amazing
job
just
day
after
day
I
just
wanted
to
mention.
We
do
have
a
few
more
tax
cancellations
coming
up,
and
our
clerk
reminded
me
that
I
said
there
will
be
no
more
tax
cancellations.
Unfortunately,
I
have
to
go
back
on
my
word.
We
have
just
a
few
more
tax
cancellations,
and
these
all
are
because
the
homestead
exemption.
A
Thank
you.
You've
heard
the
motion.
All
in
favor
say:
aye
aye,
aye
aye
motion
carries
and
now
we
have
with
us.
Our
distinguished
do
have
some
good
news
for
us.
A
You
get
a
few
more
tax
cancellations
to
process
a.
A
F
So
we'll
get
those
wrapped
up
just
a
quick
update.
You
may
recall
from
the
conference
last
week
that
several
of
the
treasures
and
coroners
are
working
together
on
legislation
related
to
public
administrator
and
our
case
load
continues
to
increase.
I
was
just
looking
at
the
stats
this
morning.
Our
year-to-date
case
is
referred
to
us
we're
at
13,
whereas
you
look
back
just
three
years
ago.
The
whole
year
was
16.
F
If
cases
referred
to
us
so
we're
continuing
to
see
an
increase
in
cases
that
we're
evaluating
and
administering
the
legislation
we've
been
working
on
with
the
coroners
is
to
extend
the
time
period
from
when
the
public
administrator
must
be
notified
of
the
death
and
property.
It
extends
the
time
period
from
48
hours
to
72
hours.
F
So
I'm
in
support
of
that
legislation
because,
to
the
extent
we're
able
to
identify
next
of
kin,
that's
fewer
cases
that
we'll
be
administering
so
that's
being
heard
today
in
the
health
and
welfare
committee
around.
I
think
around
three
o'clock
this
afternoon.
So
just
an
update
on
that
you'd
be
testifying.
No,
I
think
dottie
might
be
okay.
A
And
just
just
for
the
record
in
case
people
you,
you
have
had
13
cases
referred
to
you
from
from
the
first
year.
So
that's
pretty
much
just
in
january.
A
A
A
Okay,
next
up,
we
have
minutes.
Do
we
have
a
motion
on
the
minutes.
A
We
have
leave
for
the
motion.
Is
there
any
discussion
hearing,
none
all
in
favor,
say
aye
aye
aye
motion
carries.
We
have
an
interim
agreements
at
expo.
Idaho
may
have
a
motion
on
the
interim
agreements
at
expo,
idaho.
B
A
Tattoo
and
pygmy
show
you
forgot
about
the
autocross
okay,
you've
heard
the
motion
all
in
favor,
say:
aye
aye,
aye,.
H
A
Motion
carries
we
have
some
interim
agreements
or
interim
events
at
parks
and
waterways.
Is
there
a
motion
on
the
parks
and
waterways
education
event,
center
agreements
for
for
barber
park
for
parks
and
waterways.
A
Motion
carries
now
we
have
up
on
the
next
on
the
agenda
are
agreements.
We
have
some
significant
agreements
on
today's
agenda.
B
Yes,
mr
chair.
Yes,
if
I
may
I'd
like
to
call
out
first
of
all,
agreement
number
one,
four,
five,
seven,
five
clinical
services
agreement
between
ada,
county
and
terry
reilly
for
mental
health
related
services.
B
This
is
a
wonderful
partnership
and
the
beginning
of
a
long
partnership
with
terry
riley
and
also
saint
luke's
and
seeing
alphonse's
health
systems.
And
what
this
does
is.
We
are
providing
enough
funding
for
three
adding
three
additional
full-time
positions
for
terry
riley.
One
is
a
counselor
social
worker
position
there
that
there's
a
patient
navigator,
slash
community
mental
health
educator
and
the
last
one
is
a
psychiatric
nurse
practitioner,
and
we
believe
that
these
three
positions
will
go
a
long
way
towards
providing
the
support
that
folks
out
there.
B
B
I
B
I
know
there's
just
been
a
lot
of
hard
work
and
effort,
that's
gone
into
this
by
our
staff
as
well,
jess
and
ammon,
and
we
have
the
principals
here
from
lfg
from
hidden
hollow
that
have
flown
in
for
this
ceremonious
event.
Here,
I
think
we're
all
really
excited.
This
is
an
opportunity.
B
I
think
it's
a
giant
step
towards
ada
county
being
able
to
fulfill
its
promise
of
clean
energy
by
2045,
and
this
will
allow
us
to
take
a
look
at
that
new
north
ravine
cell
and
as
we
continue,
unfortunately,
to
put
trash
and
garbage
into
that
cell.
At
least
this
way,
we'll
be
maximizing
something
positive
for
the
environment
for
our
community.
A
Yes,
I
do,
would
you
like
to
say
something
aaron
sure.
E
B
Thank
you
and
I
think
we
might
note
for
the
public
that
this
relationship
partnership
is
not
new.
We've
been
working
with
this
company
for
a
number
of
years
on
our
gas,
our
electro
electric
project
out
there
we
have
two
generators
right
and
so
we're
going
to
be
ramping
those
down
over
the
course
of
a
few
years.
I
don't
know
exactly
the
timing
on
that
as
we
ramp
this
project
up
and
hook
into
gas.
So
it's
going
to
be
fun
to
watch
and
thank
you
for
all
being
here.
B
A
It
should
also
be
noted
that
this
this
contract
right
now
ada
county,
only
uses
about
45
of
the
of
the
available
gas
that
comes
out
of
the
out
of
the
landfill.
The
rest
of
it
goes
up
in
the
up
and
we
burn
it.
A
This
will
stop
most
of
that
and
we'll
be
able
to
use
most
of
the
gas
instead
of
burning
a
big
share
of
it,
which
is
a
positive
for
the
environment
and
it's
positive
for
the
citizens
of
beta
county
and
it's
positive
for
the
company,
and
so
I
want
to
thank
you
as
well
for
the
your
patience,
because
when
we
ryan
I
first
got
here.
We
thought
this
thing
was
well
underway,
and
here
we
are
now
we're
signing
it
a
year
later.
But
it's
that
that's
how
complicated
this
is.
A
Our
legal
staff
has
done
a
great
job
on.
Thank
you,
ammon
and
your
your
other
other
people
who
helped
work
on
this
on
this
agreement.
It's
a
it's
a
complex
agreement
and
it's
it's
one
that
that
I
think
will
endure
the
test
of
time
and
I
think
the
citizens
of
eden
county
will
be
will
benefit
greatly
from
the
annual
and
the
company.
Well,
it's
a
win-win
for
everybody,
I
think,
and
anyway,
if
you'd
like
to
come
up,
get
a
picture.
Ask
me:
go.
A
Okay,
you've
heard
the
motion.
Favor
say:
aye,
aye,
aye,
aye
motion
carries
agreements
have
been
approved,
so
yahoo.
E
A
B
B
A
H
L
L
L
As
far
as
tax
filings
sarah's
last
tax
filing
with
ada
county
was
back
in
2014
and
then
for
15
and
16
through
17
and
2020.
They
were
filing
as
a
joint
couple
as
non-residents
of
idaho
and
had
listed
this
parcel
as
a
rental.
L
We
also
could
not
find
any
voter
registration
for
either
one
of
them
and
the
utility
company
had
it
listed
as
a
rental
as
well.
So
we
had
sent
out
a
initial
inquiry
letter,
which
is
where
the
assessor's
office
requests
any
type
of
proof
of
residency
to
make
sure
that
the
exemption
should
still
be
in
place
and
that
they
do
still
qualify
for
that
exemption.
L
We
did
not
hear
a
response
from
either
party,
so
at
that
point
we
moved
to
the
next
step,
which
would
be
the
homestead
recovery
letter
that
was
sent
out
in
november
of
21.,
which
also
incorporates
letting
them
know
that
we're
pursuing
the
recovery
for
2015
to
2021,
as
well
as
that
appeal
letter
where
they
can
come
in
in
front
of
all
of
you
and
and
request
that
either
the
exemptions
stay
in
place
or
any
other
changes.
L
L
That
total
amount
was
ten
thousand
sixteen
dollars
and
eighty
cents.
At
that
point,
we
still
did
not
hear
from
anybody
in
the
party.
We
did
not
receive
any
returned
mail
for
any
of
the
notifications
that
we
had
sent
out
to
them
until
january
10th,
when,
at
that
point
sarah
had
reached
out
to
our
office
just
to
kind
of
go
over
everything
and
discuss
the
recovery
situation.
L
L
At
that
point,
our
discussion
was
that
the
recovery
process
had
ended
and
the
assessor's
office
was
unable
to
help
with
anything,
because
at
that
at
that
moment
in
time
she
was
requesting
that
we
come
up
with
some
kind
of
a
deal
where
maybe
she
could
pay
half
of
it
or
we
could
remove
the
interest
and
the
late
fees,
those
type
of
items.
L
I
do
believe
she
reached
out
to
the
treasurer's
office
within
a
few
days
of
that
conversation
that
we
had
requesting
the
same
thing.
She
was
told
the
exact
same
answer
that,
unfortunately,
the
recovery
process
was
over
and
that
the
balance
that
was
listed
was
what
was
owing
and
then
at
that
point
she
did
request
to
update
all
of
her
contact
information
with
the
assessor's
office,
and
that
happened
on
the
13th
of
january.
B
L
A
B
Correct
mr
chair,
so
okay
with
that,
I'm
going
to
make
a
motion
I
hate
to
to
do
these.
But
you
know
we
have
to
be
fair
to
everybody,
so
we're
going
to
need
to
move
to
deny
the
waiver
of
late
charges
and
interest
for
ben
and
sarah
moscow
parcel
r202
4370490
is
listed
on
the
agenda
and
authorize
the
chair
to
sign
the
documents
on
behalf
of
the
board.
D
A
Thank
you
you've
heard.
The
motion
is
there
for
the
discussion.
A
Okay,
all
those
in
favor
of
the
motion
signify,
I'm
saying
all
right.
All
right
all
right
motion
carries
thank.
F
E
A
K
Yes,
mr
chair
commissioners,
good
morning,
just
a
quick
covet
update.
We
continue
to
see
our
data
trend
downward.
We
peaked
out
at
about
10
patients
a
day
that
was
about
a
week
and
a
half
ago,
we're
down
to
about
eight
and
a
half
now.
So
it's
coming
down,
not
as
quick
as
we'd
like
to
see,
but
the
numbers
are
coming
down.
We
had
through
so
far
throughout
this
omicron
surge
38
of
our
personnel
tested
positive.
K
You
know
so
pretty
big
impact
on
staffing.
We
did
get
to
the
point
where
we
actually
had
to
mandate
people
back
into
work,
even
with
the
ot
incentive.
On
a
normal
day,
the
ot
and
senate
puts
three
ambulances
on
the
street
that
we
wouldn't
normally
have,
and
so
I
had
a
pretty
big
impact
of
staffing
staff
are
are
tired.
You
know
this
chronovirus
just
seems
like
it
never
ends
for
them,
but
at
least
things
are
trending
in
the
right
direction.
Currently
we
have
very
few
people
out
with
covet
or
symptomatic.
K
So
that's
a
good
things.
Things
have
have
turned
around
for
the
access
system.
We
were
able
to
purchase
those
kits,
they
should
be
here
tomorrow,
testing
kits
so
we'll
get
those
distributed
to
the
fire
department
for
their
use
and
get
reimbursed
by
each
department,
based
on
the
number
of
kits
that
they
they
wanted
on
the
allocation.
K
So
outside
of
that,
you
know,
the
hospitals
are,
are
still
struggling,
but
probably
less
to
do
with
cobin
more
to
do
with
covid,
but
staffing
for
them.
And
you
know
the
blood
supply
continues
to
be
an
issue.
K
Seven
to
ten
days
with
a
negative
test,
you
can
come
back
at
seven,
but
what
we're
seeing
with
this
omicron
variant
is
people
are
still
testing
positive
at
seven
days,
and
so
that's
been
an
impact
for
us.
You
know
we
haven't
been
able
to
bring
many
people
back
at
seven
days.
Most
of
them
have
had
to
wait
until
ten
test
negative,
even
some
of
the
employees
that
had
it,
even
though
it's
pretty
mild,
you
know,
still
have
a
cough
and
don't
feel
great,
even
though
they're
they're
testing
negative
but
they're
coming
into
work.
K
So
you
know
I
I
just
can't
say
how
much
I
appreciate
my
staff
and
what
they've
endured
for
the
last
two
years
has
been
a
big
challenge
for
them,
and
I,
I
think
when
you
look
across
the
nation,
there
was
a
story
on
national
news
last
week
that
talked
about
emergency
responders
and
the
shortage
that
we
have
in
the
nation,
and
I
don't
know
if
it's
linked
directly
to
that,
what
they're
calling
the
great
resignation
but
we're
seeing
problems
across
the
country
with
people
just
saying
you
know
what
I'm
I'm
done,
I'm
not
going
to
do
this
anymore.
K
I
can't
do
this
job
anymore
and
we've
seen
a
little
bit
of
that
here.
I
think
I
mentioned
that
we
lost
eight
of
our
personnel
to
fire
departments
over
the
the
course
of
the
fall
with
their
their
testing
and
hiring,
and
I
hate
to
see
that
I
hate
to
see
good
people
leave,
but
just.
B
So
we're
moving
into
budget
season
and
your
district
came
up
of
course,
and
so
we're
you
know,
looking
at
new
construction
role,
the
three
percent
and
you
do
have
a
balance
in
your
foregone
and
I
forgot
what
that
balance
is.
B
K
And
I
think
this
board
has
done
a
good
job
for
several
years
of
you
know,
realizing
that
we,
our
levy,
is
so
low
that
taking
the
three
percent
and
and
growth
every
year
is
important
for
us,
and
I
I
certainly
appreciate
that
we
do
have
a
print
hearing
this
afternoon
for
the
gmt
legislation
so
I'll
be
down.
There
sounds
like
with
dottie
at
three
o'clock
in
health
and
welfare
to
be
available.
Okay,
question.
A
Okay
at
3,
30,
3
o'clock,
3
o'clock;
okay,
you
s
how
many
of
your
people
have
been
out
with
omicron
38.
K
K
Since
christmas,
since
we
started
seeing
it
right
after
christmas
and
our
our
staff
numbers
peaked
probably
about
two
two
and
a
half
weeks
ago.
So
when
we
had
our
largest
number
at
one
point
in
time,
we
had
a
total
of
22
people
that
were
either
positive
or
we
were
monitoring
their
symptoms
and
testing
them
to
see
if
they
would
turn
positive.
A
Is
there
is
there
symptoms?
You
got
the
the
booster,
didn't
you
oh
yeah,
how'd
that
go
with.
K
With
you,
mr
chair,
that
my
booster
shot
was
much
like
my
second,
you
know
I
the
next
morning
had
a
fever
of
103.7
and
felt
pretty
pretty
terrible
that
that
whole
next
day-
and
I
don't
know
why
I
react
that
way-
my
wife
reacts.
Similarly,
but
then
I
you
know,
deputy
chief
blake
and
deputy
chief
shabbat
both
got
it
and
they
I
think
one
of
them
got
a
sore
arm,
and
that
was
about
it.
I.
A
Was
only
you're
only
one
day,
one
day,
okay,
all
right!
Well,
thank
any
other
questions
or
discussions
with
our.
K
Mr
chair,
commissioner,
can
you
know
that
that's
a
question
that
comes
up
with
my
staff?
Quite
often,
I
think
that
sometimes
they
get
angry
with
they
just
don't
understand
that.
There's
not
a
lot
that
this
board.
You
know
we
need
money
and
the
board
can't
just
give
us
money,
and
I
don't
think
that's
a
something
that
folks
understand.
K
Run
this
like
a
business,
but
ems
in
idaho
was
set
to
run
more
like
a
business
where
we
had
a
subsidy,
but
then
we
had
to
go
out
and
make
the
rest
on
our
own,
but
when
they
hamper
the
ability
to
do
that,
it
impacts
us
in
our
ability
to
deliver
the
service.
So
I
am
working
with
our
access
partners,
chief
niemeyer
and
I
have
been
meeting
just
trying
to
brainstorm
ideas
on.
How
can
we
do
this
better
system-wide
and
provide
service
being
able
to
pay?
K
K
Mr
chair,
commissioner,
kenyon,
the
the
only
one
that
I'm
aware
of
in
idaho
is
there's
a
cooperative
agreement
with
saint
luke's
and
magic
valley.
Paramedics
in
twin
falls,
so
the
paramedics
are
actually
employed
by
saint
luke's
and
then
magic
valley,
paramedics,
which
is
the
taxing
district
down.
There,
contributes
to
that
funding
mechanism
and
they
provide
service
not
only
to
twin
falls
county,
but,
I
believe,
also
jerome
county.
It's
kind
of
a
consortium
down
there.
K
K
One
big
draft
that
we
have
and
continue
to
have
is
the
benefit
package
of
county
offers
is
still
good
and
percy.
You
know,
percy
is
a
big
deal
and
I
think
that
my
staff
certainly
tend
to
compare
themselves
with
the
firefighters
that
they
respond
on
calls
with
yeah,
you
know,
and
so
you're
not
union
right,
yeah
we're
not
union,
and
you
know,
of
course
the
unions
negotiate
and
get
these
contracts
in
place
that
have
benefit
packages
that
you
know
we
we
just
can't
provide
the
same
way
here.
K
You
know
it's
interesting
years
ago
we
we
had
discussions
with
a
previous
board
about
even
looking
at
the
idea
of
taking
my
department,
the
sheriff's
department.
You
know
the
two
rule
of
80
agencies
in
in
the
county
and
creating
a
trust
kind
of
like
what
the
city
of
boise
has
for
not
only
health
care,
but
also
post
employment,
health,
because
that
is
important
to
my
folks
is
you
can
retire
so
early?
You
know
when
you're
so
young,
but
there's
a
tremendous
gap
between
that
date
and
when
you're
eligible
for
medicare.
K
So
we
do
have.
You
know
the
php
right
now
that
that
some
money
goes
into,
but
that
was
an
idea
that
that
we
had
years
ago.
I
don't
know
what
really
ever
happened
to
it
if
it
just
wasn't
viable.
But
I
know
the.
K
Data
looked
like
it
was
a
viable
option,
so
maybe
something
to
to
look
out
for
at
least
these
two
agencies
that
fall
into
rule
of
80
in
the
future,
just
as
an
added
kind
of
benefit
to
get
people
and
keep
people
here.
I
B
I
B
Yeah
I
read
an
article
yesterday.
An
analysis
of
you
know,
what's
happening
with
people
in
the
workforce
and
it's
not
just
covet,
and
it's
not
just
disgruntled.
You
know
people
going.
You
know.
I
need
a
better
balance
in
my
life
and
whatnot
that
they
pointed
out
that
a
huge
percentage
it
was
like
in
the
30s
of
baby
boomers,
who
were
set
to
retire
in
a
few
years
retired
early.
