her
shift

in
92
was
from

to
10
p.m.
By
today's
standards
this
is
a
peculiar
shift,
but
not
back
then

was

everyone
received

actual
paper
check
printed
by
Ada,
County,

and
more

So
we
owe

our
paychecks

still

drive

promoted
to
programmer
analyst.
Even
then
he
did
not
settle.
Oh
no,
three
years
later
he
became
a
software
engineer,
pushing
the
boundaries
of
software
and
making
Ada
County
more
efficient.

think

Drive
could
not
be
sustained,
but
Josh
pushed
forward
further
obtaining
his
next
Stripes
as
senior
analyst
continuing
to
demolish
the

can't
be
done
challenges
the
world
said
this
can't

headlines

What
will
he
do
next,
like
Hercules,
although
significantly
nerdier,

shorter
hair,
he
continued
taking
on
heavy
development.

rose
yet

concern

it
relates

the
revision

regarding

off
leash
ordinance.
So
today,
under
5-7-6
there
is
an
exception.
Clause
that
allows
a
dog
under
control
to
be
off
leash
I've
had
discussions
with
Society
regarding
that
and
as
long
as
the
dog
is
not
bothering
other
people
bothering
other
animals,
it's
within
the
ordinance.
Today
there
is
no
provision
for
the
dog
to
be
off
leash
unless
it's
in
an
area
approved
by
the
commissioners.

I
could
have
my
dog
off
leash
on
private
property
that
doesn't
belong
to
me
and
I
would
be
subject
to
a
citation
I
find
that
a
little
bit
concerning
I
I
send
a
note
to
the
Humane
Society
Regarding.
Why
that
change
has
been
made
and
I've
yet
to
receive
a
response
that
was
about
three
weeks
ago
and
I
tried
to
find
out
what
changes
have
been
proposed.
The
latest
changes
and
the
redline
version
online
on
your
guys's
website,
doesn't
have
any
red
lines
so
I
I,
guess
it

Remains
at

people

one
neighbor

has

well-trained,

Bulldogs,

trained.

fence

yard.

walked
across
the
street
and
attempted
to
draw
the
dogs
across
the
street
into
the
public
area,
and
then
he
films
them,
and
then
he
complains
to

Humane
Society.
That
he's
he's
been
infringed
upon.
That
he's
afraid

he
verbally
assaults,
people
specifically
women
when
women
are
out
exercising
their
dogs.

has
happened
to
my
wife,
a
couple
of
times
unprovoked.
My
dogs.
Again,
don't
bother
other
people,
they
only
care
about
chasing
the
ball,
so
it
feels
like
and
I,
and
the
Humane
Society
has
said
they.
Wouldn't

wouldn't
cite
me,
but
I've
gotten
several
warnings
in
the
mail
from
Humane
Society
over
this
issue
and
I've
got
clarification
from
the
Humane
Society
from
Tiffany
Shields
that
5-7-6
as
written
today.

dogs
are
not
bothering
people,
then
there's
no
room,
the
citation
would
never
be
issued
which
once
the
dog
goes
over

starts,
jumping
on
people
jumping
on

dogs
being

hindrance

other
people's
inability

citation
would
take
place
under
the
proposed
ordinance

see
that
flexibility
existing
and

under

after
my
dogs

infringing
upon
other

issue

idea

with
was

would
apply
to
one
if
you're
walking

dog
without
a
leash

two

lost
dog,
and
my
thought
was
well.

couldn't
we
separate
those
into
two

categories?

in
the
situation

if

are
walking

dog
in
a
park
in
the
county
or
on
County
land
or
wherever,

it's
under
the
control
of
an
owner
that'd
be
considered
off
leash.

have
your
dog

leash
in

responsible
way.

dog's

leash,

not

still
be
sighted

thought
on
giving
a
little
more

just
completely
having
language
that
would
ban

County
enforcement
of
the
under
competent
control
is
impossible
to
enforce.

able
to
enforce

people
believe
they
have
reasonable
control
of
their
dog,
even
if
they
don't
now.

talking

reactive,
we
are
not
proactive.

not
driving
around
looking
for
people
who
have
their
dogs
off
leash.

are
responding
to
complaints.

example,

called
out

schools
all
the
time
because
they
don't
want
new
stocks
on
the
school
grounds.
They
don't
want
people
playing
ball
with
their
dogs,
not
everyone
is
responsible,
like
Mr
Yannick,
who
cleans
up
after
his
dog.
Some
people
don't
and
those
people
do
ruin
it
for
everyone,
and
so
we
want
the
dog
to
be
on
a
leash.

agree
with
officer
shields
on
her
concerns
about
enforcement,
I
also
understand,
and
we
would
like
to
find
a
way
to
accommodate
this
gentleman's
use
of
his
dogs.
One
of
the
ways
in
which
we
had
discussed
is
potentially
expanding.
The
the
areas
that
could
be
designated
by
the
council
in
terms
of
public
lands
are
a
perfect
example
that
are
not
otherwise
designated
by,
for
instance,
fishing
game
that
restricts
off
leash
use
of
dogs
for
certain
times
of
the
year.

know
that
there's
dog
parks.

public
lands

work

a

ordinance

made

clear
that
unless
the
dog

really
presenting
a
problem,
they're
never
going
to
enforce
the
leash

a
liability
issue

member

gun

run
the

range

in

Southeast
portion

gravel
pit

to
close
down

portion
of
the
range
for
liability
purposes

they're

taking
gravel

area,

the
HOA
doesn't
want

it's
okay
to
have
your
dog
off
leash,

then
it
becomes

issue.

and
to
protect
the
animals
from

elements

personally
seen
in
the
county,
animals
that
are
tethered

will
decide
animals
that
are

example,
last
winter
there
was
a
small
poodle
that
was
living
in

snow.

had
single
digits,
the
dog
was
tethered
and
you

the
Animal
Control
hands
are
tied
to
be
able
to
do
anything
for
that
dog
was
to
just
stay
and
sleep
in
the
snow,
a
small
dog
that
is
not
you
know,
made
for
those
sort
of
elements.

these
updates
would
give
the
Animal
Control
the
opportunity
to
really
protect
the
animals
in
the
county
in
a
Humane
and
civilized
way.

think
that
the
county
is
a
very
pet
friendly
place
and
I
think
it's
important
that
we've

opportunity
today
to
be
able
to
to
protect
them
and
and
I
appreciate
you
guys
taking
the
time

to
look
into
these
changes

Idaho
Humane
Society
to
write
up
these
changes.

cruelty

felony
for
extreme

Idaho

able

charge

most
cruelest
disturbing
acts

animal
cruelty
as

misdemeanor.

charge

as

felony.

we

did
provide

sheriff's
office

chance

connect

them

discuss
some

There's
still
some
concerns
with
the
licensing
portion.

issue
zoning
certificates
or
permits,
but
there's
some
language

requirement

have
their

lists

fish

game
has
theirs.

preference

County

aren't

excluded

state

a
compelling
reason
to
do

would
almost
look
to
pull
all
of
the
prohibited
animals

statement

any
animal
that's
prohibited
by
the
state
is
prohibited

County.
That
would
be

preference

issue
that
came
up
is:
there's
a

state
approved

licensed

ostrich
farm
near
Cuna.
