D

Okay
hearing
none,
we
will
I'll
accept
a
motion
to
remove
the
unfinished
business
from
the

It's.

G
Good
morning,
Mr
chairman
Commissioners,
the
evaluation
team
for
vid
23012,
the
Ada
County

ballot
printing
services,
reviewed
the
bid
submitted
and
would
like
to
submit
this
letter
with
the
evaluations
recommendation
for
your
consideration.
Please.
A
A
G
Letter
dated
December
6
2022
to
the
board
of
Eden
County
Commissioners
from
Navy
County
procurement
regarding
bid
23012
dear
members
of
the
board.
After
reviewing
the
soul
bid
submitted,
the
bidder
did
not
meet
the
requirements
of
Idaho
code
60-102,
which
requires
that
County
Printing
be
executed
within
the
county
or,
if
not
available
in
the
county
within
the
state
of
Idaho.
G
D
F
A
Second,
that
okay,
you've
heard
the
motion.
Oh
they
ever
say
yeah
all
right.
All
right
motion
carries
thank
you.
We
next
have
up
the
award
of
bid
number
two
three
zero
one:
three,
eighty
Penny
landfill
in
our
C3
lift
D
horizontal
materials.
G
Mr,
chairman
Commissioners,
the
evaluation
team
has
reviewed
the
bids
received
for
23013
and
would
like
to
submit
this
recommendation
for
award
letter
for
your
consideration.
Okay,
please
read
the
letter.
If
you
have
to
read
the
letter,
it's
stated:
December
6
2022
to
the
board
of
Ada
County
Commissioners
from
Ada
County
regarding
bid
23013,
two
members
of
the
board.
After
reviewing
the
bid
submitted,
it
is
the
recommendation
of
the
evaluation
group
to
award
the
purchase
orders
for
bid
23013
to
the
following
bidders
and
data
amounts.
G
The
first
bitter
is
core
and
Main
LP
for
the
products.
Hdp
thermal
butt,
Fusion
fittings
in
the
amount
of
1186.84
cents
and
HDPE
Electro
Fusion
fittings
in
the
amount
of
334.81
the.
G
The
next
bidder
is
Knife
River,
Corporation,
Mountain
West
for
the
product
of
drain
gravel
and
their
the
amount
for
that
is
127,
000,
73
dollars,
and
then
the
final
bidder
is
specialty.
Construction
supply
for
geotextile
product
and
their
bid
is
twenty
five
thousand
three
hundred
seventy
nine
dollars
and
fifty
cents.
So
that
is
the
recommendation
of
the
evaluation.
All
right.
D
A
I
A
A
F
A
Right
you've
heard
the
motion
all
in
favor,
say
aye,
all
right.
All
right
all
right
motion
carries.
Thank
you.
We'll
have
I'll
open
the
public
hearing
on
resolution,
2820
resolution
adjusting
the
80
County
budget
to
reflect
the
receipt
of
unscheduled
Revenue
to
the
Emergency
Management
Department's
budget.
Is
there
a
discussion.
A
Hearing
none
I
will
close
the
res
the
public
hearing
on
resolution.
Two
eight
two:
zero
I'll
accept
a
motion.
A
Okay,
good
any
further
discussion
hearing,
none
I'll
close
the
public
hearing
on
resolution
number
two.
Eight
two
one
and
I'll
accept
a
motion.
I.
D
A
You've
heard
the
the
motion
all
in
favor,
say:
aye
aye,
aye,
nice
motion
carries
I,
will
open
the
public
hearing
on
resolution,
2822
resolution
of
the
of
the
board
of
Ada
County
Commissioners
amending
the
2025
Ada
County
comprehensive
plan
providing
for
the
adoption
of
amendments
to
the
Dry
Creek
Ranch
comprehensive
plan.
Is
there
a
discussion.
H
Chairman
Commissioners,
this
resolution
is
related
to
the
recent
application
and
requests
from
1400
homes
to
modify
the
restrictions
associated
with.
I
A
A
Will
call
for
the
question:
is
there
a
all?
Those
in
favor
you've
heard
the
motion,
all
those
in
favor
say,
aye
aye,
aye
aye
motion
carries
thank
you.
A
G
Oh,
thank
you
Mr,
chairman
Commissioners,
before
you
this
morning
is
the
opening
of
rfp23005
the
area
County
landfill,
North,
Ravine
sales
stage.
Four,
we
did
receive
three
proposals
for
this
project
and
Evan
has
our
bonfire
e-procurement
system
Cuda,
if
you're
ready
for
us
to
open
we're.
G
G
G
D
A
All
right
next
up,
we
have
licenses,
we
have
three
catering
permits
and
three
license
transfers.
Is
there
any
discussion?
F
D
H
I
A
C
Sure,
thank
you.
I,
don't
have
anything
to
really
report
other
than
we're
kind
of
in
full
transition
mode.
Phil's
tying
up
some
loose
ends
over
the
coming
weeks
and
he's
got
his
hands
full
with
a
new
office
over
Capital
I've
heard
that
yeah
and
so
far
everyone
seems
excited
about
the
future
in
the
clerk's
office.
So
I'm
excited
for
the
energy
that
we
have
there
so
great.
C
I
said:
I
have
previously
reported
on
the
signature,
verification
that
we're
doing
for
the
Open
Spaces
as
well
as
we're
waiting
on
the
eagle
recall
that
is
due
by
the
27th
of
December.
Do
they
have
to
be
submitted
any
names
or
anything
if
not,
but
if,
in
fact
they
do,
we
are
going
to
be
under
the
crunch
to
get
those
things
done
in
time,
because
the
amount
of
signatures
that
they
would
need
to
affect
the
recall
would
be
close
to
40
000.
40.
yeah.
Are
you
kidding.
C
The
actual
threshold
is
twenty
thousand
twenty
thousand,
but
it
requires
forty
thousand
for
the
the
the
signature
it's
a
fork
to
go
through
for
us
and
so
far
they
haven't
submitted
any
I
thought
that
I'm
aware
of
okay,
but
we
are
going
to
reach
out
to
them
and
let
them
know
that
even
if
they
did
get
40
000
signatures,
the
general
turnout
for
a
March
election,
which
is
when
it
would
be
required
to
be
held,
would
not
give
them
anywhere
near
the
votes
that
they
would
need
to
affect.
The
recall,
because.
B
A
A
Okay,
you've
heard
the
motion
all
in
favor
signify
by
saying
aye
aye
aye
aye
motion
carries
thank
you.
We
have
the
some
Personnel
actions.
I
will
accept
a
motion
on
Personnel
actions,
I.
F
A
You've
heard
the
motion
all
in
favor
signify
by
saying
aye,
all
right,
all
right
bye.
Now
we
have
our
distinguished
assessors
McQuaid
for
give
us
a
report.
B
Good
morning,
Mr,
chairman
Commissioners,
just
a
couple
of
things:
we're
just
wrapping
up
the
physical
reinspection
for
the
2023
reappraisal.
We
have
our
last
Board
of
tax
appeals.
Hearing
for
this
year,
scheduled
for
tomorrow
and
I
will
be
attending
that
and
and
then
lastly,
we
have
101
tax
cancellations.
B
It's
people
really
don't
they
really
don't
pay
too
much
attention
to
their
assessment
until
the
tax
bill
goes
out
and
of
course,
and
that
triggers
a
lot
of
excitement
and
we
get
a
lot
of
calls
and
you
go
back
and
revisit
and
correct
errors
that
would
have
made.
So
it
is
the
because
of
that
plus
also
homestead
exemption
is
being
granted
too.
B
A
Thank
you.
Yes,
thank
you.
Okay,
we
have
tax
cancellations
which
are
not
really
cancellations,
but
rather
adjustments,
but
the
code
says
cancellation.
So
do
we
have
a
motion.
A
Do
we
have
a
second
in
motion?
Second,
okay.
You've
heard
the
motion
all
in
favor
signify
this
hangout.
All
right,
all
right
motion
carries
thank
you.
Now
we
have
with
us
our
distinguished
treasure.
Do
you
have
a
good
report
for
us.
E
Good
morning,
Mr
chairman
Commissioners,
the
priority
for
our
office
right
now
and
for
the
rest
of
the
month
is
tax
collections.
I
mean
that
includes
these
cancellations,
just
to
prove
for
the
ones
for
the
property
roll
right.
E
Now
it's
really
a
race
against
the
clock
for
us
to
get
those
adjusted
before
payments
come
in
payments
due
the
20th,
so
we're
trying
to
correct
those
today
in
the
next
few
days
as
soon
as
possible,
just
so
that
we're
not
we're
having
fewer
refunds
or
carryovers
the
second
half,
but
then
for
the
sub
roll
cancellations.
Those
will
be
reflected
on
the
several
tax
bills
that
will
bill
in
January
so
other
than
that.
E
Super
grateful
for
our
staff
right
now,
they're
coming
in
early
working
late,
working
through
lunch
so
crunch
time,
but
appreciate
all
the
support,
also
support
from
other
offices
and
departments
who
are
lending
a
hand
really
grateful
for
that.
That's
great!
That's.
H
E
Bishop
they
will
be
processed,
hopefully
this
week
for
the
ones
on
the
property
roll.
Yes,
hopefully,
this
week
might
fall
into
next
week,
but
because
several
ones,
those
will
be
reflected
on
the.
A
A
A
Bridge,
do
you
have
any
any
discussions
on
the
board.
C
H
F
Yeah,
well,
they
got
the
red
line
version
here,
because
one
question
I
had
I,
don't
know
if
ax
wrote,
These
or
Tom
and
Max
together.
F
D
F
Foreign
was
I
think
deciding
if
non-voting
members
count
toward
the
Quorum,
which
they've
changed
it
to
say
that
only
voting
members
have
a
forum
and
then
the
other
only
real
major
change
was
just
put
the
order
of
business,
but
there
was
no
real
serious
compelling.
Oh.
D
F
There's
there's
no
major
changes,
it
just
sort
of
clarifies,
there's
three
classes
of
member
voting
members
from
the
city
and
the
county,
ex-official
members
and
the
third
category
is.
D
A
J
Our
two
trash
service
suspensions
requests,
the
first
one
is
a
trash
account
423-252.
This
is
an
applicant
that
you
approved
this
time
last
year,
she's
just
seeking
renewal
situation
Remains
the
Same
he
primarily
resides
in
London.
Therefore,
this
home
here
in
Boise
is
vacant
and
there
is
no
homeowner's
exemption
in
place
and
we
have
verified
with
hard
and
sanitation
that
trash
services
are
not
being
used,
so
I
would
go
ahead
and
submit
with
recommendation
for
approval
on
that
one
and
then
the
second
request,
number
255512
is
a
pretty
straightforward
situation
as
well.
J
No
homers
homeowners
exemption
in
place
and
we
verified,
no
services
are
being
utilized
and
the
house
is
currently
vacant
and
they're,
either
going
to
subdivide
the
property
or
bulldoze
and
rebuild
a
structured
down
the
road.
So
we
would
also
like
to
submit
that
one
with
recommendation
for
approval.
Okay,.
A
Okay,
even
the
motion
favor
say:
aye
aye,
aye
aye,
most.
A
A
Idaho
we
have
five
interim
events,
including
a
bubble
gum,
a
bubble
run
that
would
be
interesting,
dog
show
and
a
pygmy
goat
show,
pygmy
goat
show
School.
D
A
Favorite
Truck
Rodeo,
okay,
I'll,
accept
a
motion
on
the
five
inch
from
a
gram
events
I.
F
D
A
Okay,
you've
heard
the
motion.
All
in
favor,
say:
I
I
motion
carries,
we
now
have
parks
and
water
Rays.
We
have
two
events.
I'll
accept
the
motion
on
those.
A
Okay,
you've
heard
the
motion.
All
those
in
favor
say
goodbye
by
saying
aye
aye
all
right
motion
carries
now.
We
have
21
agreements,
I've
looked
through
all
these
agreements,
so
a
lot
of
them
are
most
of
them
are
renewals
and
a
lot
of
these
are
renewals
between
Ada,
County
and
other
counties
for
for
pathological
services.
A
H
This
is
the
Association
of
counties,
Healthy
Living,
prescription
drug
discount
program.
We
have
a
news
release
prepared
to
go
out
on
Thursday
once
the
board
is
unit
and
approved
it,
and
some
messaging
for
that,
including
the
prescription
card
that
we
can
share
through
Ada
County
offices
and
posters
for
our
lobbies.
So
it's
really
amazing
program
because
it
doesn't
require
anything
from
the
county.
It's
a
discount
program
put
on
through
National
Association
of
counties
for.
H
Any
member
in
the
community-
and
we
have
a
bunch
of
frequently
asked
questions
like
can
County
Employees
use
this.
No,
because
our
system
is
better
and
other
well,
they
could
use
it.
They
could
use
it
if
they
wanted
to,
but
you're
going
to
actually
the
prescriptions
that
you
pay
for
are
less
expensive
than
what
would
be
provided
with
this
card.
H
But
this
is
especially
helpful
for
people
who
are
dealing
with
substance,
abuse
issues
and
may
not
or
or
mental
health
issues
and
may
not
have
prescription
drug
coverage
for
some
of
the
medications
that
are
required
of
them.
So
Mr.
D
Chair
I
think
that's
what
we're
really
hoping
for
too,
as
we
expand
drug
court
and
we
bring
in
the
medical
component
to
that.
Hopefully
a
nurse
practitioner
with
some
of
the
opioid
funding
next
year
that
we'll
have
the
ability
to
offer
prescriptions
to
folks
who
need
them
but
can
afford
them
and
make
it
convenient.
So
it's
a
great
program
looking
forward
to
launching
it
in
our
community.
Thanks
for
your
work
on
that.
A
Yeah
doing
a
motion:
no
okay!
We
don't
we'll
we'll
move
on
to
the
next
item
of
business
recess,
go
out
and
play
we're
now
in
recess.
A
A
Good
morning
the
Ada
County
Commissioners
sitting
as
a
board
of
Emergency
Medical
Services
district,
is
in
session
to
conduct
this
weekly
open
business
meeting
today
is
Tuesday
the
6th
of
December.
The
time
is
9
almost
9
30..
A
A
And
we
have
with
us
some
guy
on
the
big
picture
of
a
guy
on
bridge
up.
A
A
All
right,
we
have
some
unfinished
business
to
take
up.
I'll
accept
a
motion
on.
D
A
B
A
G
Mr
chairman
Commissioners,
before
you
this
morning,
is
the
final
ranking
and
award
recommendation
for
rfp23009.
The
evaluation
committee
has
reviewed
these
proposals
and,
and
they
do
have
an
award
recommendation
for
your
consideration.
Could.
G
Us
I'd
be
happy
to
it's
a
letter
dated
December
6
2022
to
the
board
of
Ada
County
Commissioners
from
Ada
County
procurement
regarding
RFP
23009,
the
Ada
County
Emergency
Medical
Services
District
Billing
Services,
dear
members
of
the
board.
The
evaluation
committee
has
evaluated
the
responses
for
RFP
23009.
G
We
do
have
two
non-responsive
proposers
DigiTech
computer
LLC
was
non-responsive.
They
submitted
a
proposal
that
just
basically
said
we're
not
bidding
and
number
five
was
systems
Design
West
LLC.
They
were
also
non-responsive.
They
submitted
a
proposal
also
stating
that
there
would
not
be
bidding
so.
G
We
I
don't
think
we
have
one.
Apparently
the
EMS
folks
are
doing
that.
I
I
Yes,
Mr,
chair
Commissioners:
this
is
to
supplement
what
we
do
in
the
billing
office.
The
pandemic
increased
call
volume
and
then
lack
of
Staff
got
a
time
we're
back
to
full
staff
now,
but
this
will
get
us
caught
up
so.
I
Six
months
and
then
we'll
we'll
evaluate
whether
or
not
we
will
continue
or
go
back
to
business
as
normal.
G
So
Mr
chair
of
Commissioners,
it
is
the
recommendation
evaluation
group
toward
the
contract
for
RFP
23009
to
Captivate
billing.
As
a
number
one
ranked
proposer,
zero.
G
F
A
H
F
A
Yeah
this
week
we
have
the
approval
of
the
minutes.
Is
there
a
motion.
F
D
A
Okay,
you've
heard
the
motion
all
in
favor,
say:
aye
aye
aye
motion
carries
now.
We
have
our
director
to
give
us
an
EMS
update.
I
G
I
Chair
Commissioners
good
morning,
quick
update,
obviously
I
think
you
all
heard
I
I
caught
coded
last
week
and
I'm
still
testing
positive,
hopefully
we'll
be
back
into
the
office
at
some
point
this
week,
but
that
it
was
not
fun
to
say
the
least.
But
you
know
the
CDC
has
moved
Ada
County
and
most
of
Southwest
Idaho
into
the
medium
risk
category.
I
Now
after
the
holidays,
that
number
that
I
give
you
every
week
has
climbed
to
six
and
we're
seeing
a
pretty
steep
uptick
on
that
and
that
really
started
right
Halloween.
We
were
sitting
around
three
and
a
half
a
day
and
and
it's
climbed
to
like
I,
said
six
now,
there's
a
the
state.
Does
a
hospital
call
once
a
week,
and
last
week
we
had
some
pretty
discouraging
news
out
of
the
hospitals.
I
St
Luke's
is
for
Pediatrics
is
in
contingency
standards
of
care,
so
they're
modifying
some
of
the
you
know
normal
procedures
that
they
would
do
Saint
Alves
last
week
was
boarding
10
patients
in
the
emergency
department,
for
lack
of
you
know
a
bed
for
them
upstairs.
So
there
has
been
some
talk
about
moving
back
to
crisis
standards
of
care,
but
they
haven't
made
that
decision.
Yet.
I
The
only
other
thing
that
was
that
was
kind
of
interesting
out
of
that
last
week
is
that
the
West
State
of
school
district
had
a
TB
outbreak,
and
so
it
sounds
like
they're
at
this
point:
they're
just
monitoring
and
testing
a
number
of
students,
but
just
kind
of
things
we
expect
after
a
holiday
when
everybody
gets
together.
I
Outside
of
that,
we
just
closed
our
hiring
process.
We
had
14
paramedic
applicants
for
advanced
DMT
applicants
and
48
EMT
applicants,
so
that
was
good
news,
a
pretty
good
number
of
people
that
want
to
come
and
work
for
us,
so
either
that
I
would
stand
for
any
questions.
That's
really
all
I
had.
I
That
I,
commissioner
Kenyan
I'm
not
sure
if
we've
had
any
code
related
well,
I
know
of
one
personally,
a
retired
paramedic
that
died
from
just
about
a
month
ago.
So
we're
still
seeing
you
know
if
people
that
are
immunocompromised
can
be
impacted
by
the
virus
in
in
a
bad
way
and
still,
but
most
of
the
cases
have
been
fairly
mild
I.
You
know
that
I
would
describe
mine
as
super
mild.
I
It
wasn't
fun,
but
you
know
I'm,
on
the
mend
at
this
point,
I
just
sound
terrible,
sound,
pretty
good
to
me.
Okay,
as.
A
The
now
Sean
is
the
the
sick
went
up
from
three
and
a
half
to
six.
Is
that
just
covered,
or
is
that
RSVP,
the
the
respiratory
disease
that
affects
the
children?
Is
that
part
of
that
group
yeah.
I
We
really
don't
know
until
oh
hear
me
now.
Can
you
hear
me
now
yeah,
oh
okay,
but
yeah?
We
we
wouldn't
know
that
until
they
get
a
diagnosis
at
the
hospital.
I
I
D
Just
hope,
you're
you're,
looking
better
and
get
back
to
work
and
feel
good
yeah.
