A
B
Good
morning
today
is
tuesday
september
the
20th.
The
time
is
nine
o'clock.
The
board
is
in
session
to
conduct
its
oakley
open
with
business
meeting.
B
B
B
Okay,
I'm
quirk.
Are
there
any
changes
to
the
agenda.
B
Okay,
we
have
a
couple
of
resolutions
that
we'll
need
to
have
a
public
hearing
on
so
I'll
open
a
public
hearing
on
resolution
number
2794,
a
resolution
establishing
a
temporary
employee
referral
and
recruitment
and
senate
program.
B
F
Chairman
commissioners,
thank
you
very
much.
Last
week
I
was
in
to
give
the
latest
update.
We
have
had
the
referral
program
going
and
we've
had.
Nine
offices
and
departments
participate
in
the
program
and
I've
had
18
requests
come
in.
We
have
had
new
just
since
last
week
that
have
come
in
we're
seeing
some
activity.
It
has
been
a
short
intro
period,
of
course,
but
we're
seeing
success
so
far
from
it.
B
Okay,
is
there
any
other
discussion
hearing,
none
I'll
close
the
public
hearing
and
resolution
number
two:
seven,
nine
four
I'll
accept
a
motion.
G
B
Thank
you
all
favor
you've
heard
the
motion.
All
in
favor,
say
aye
aye
right
right
motion
carries.
Thank
you.
I
will
now
open
the
public
hearing
on
resolution
number
2795,
a
resolution
adjusting
the
80
county
budget
to
reflect
the
use
of
retained
earnings
to
the
emergency
communications
fund
budget
from
title
31
chapter
48,
idol
code,
the
emergency
communication
act.
B
Nope
nope,
okay,
any
other
discussion
on
this
resolution.
B
Okay,
we'll
close
the
public
hearing
on
resolution
number
two:
seven,
nine
five
I'll
accept
a
motion.
E
Mr
chair,
I've
read
the
resolution
and
even
with
that,
testimony
I'd
make
a
motion
to
go
ahead
and
approve
resolution.
2795
is
listed
on
the
agenda.
G
B
Okay,
you've
heard
the
motion
all
in
favor,
aye
carries
all
say.
B
Okay,
we
have
a
couple
of
operational
changes
here:
change
order,
number
one:
rectangular,
rapid,
flash
beacon,
rf
rfb
for
barrister,
drive
pedestrian
crossing
we're
changing
that
from
1
321.5.
H
H
Are
four
items
that
weren't
required
originally
we're
working
on
that
project
with
achd
and
some
parts
and
pieces
that
were
supplied
by
them?
Weren't
anticipated.
So
that's
what.
B
B
Okay,
you've
heard
the
motion
all
in
favor,
say:
aye
aye
aye
most
carries
next
up.
We
have
change
order,
number
nine,
eighty
kind
of
corners
office
replacement
facility
agreement
number
one,
four,
five:
seven,
oh
increase
of
three
hundred
thousand
seven
hundred
and
forty
six
dollars.
Sixty
one
cents.
A
H
The
contractor
thought
they
were
doing
us
a
favor
by
going
with
the
phobos,
because
it
was
less
expensive
and
unbeknownst
to
us
until
about
a
month
ago
it
was
lodox
loradox
lorebox,
which
is
the
basis
of
design,
and
we
were
not
aware
of
photos
until
the
engine
was
processed
yeah.
Unfortunately,
and
the
unit
was
shipped
and
that's
why
we.
E
I
B
Have
licenses
we
have
a
catering
permit
new
licenses
and
license
transfer
I'll
attempt
a
motion.
E
B
Okay,
you've
heard
the
the
motion,
I'll
ever
say:
aye
aye.
All
right
motion
carries
okay,
we
have
a
representative
in
the
clerk's
office,
our
distinguished
soon-to-be
clerk.
D
Mr
chair
commissioners,
today
is
national
voter
registration
day,
so
we
are
advertising
that
we're
going
out
to
a
couple
of
different
places
this
evening,
one
including
bsu
campus
and
we're
sending
out
tweets
and
instagram
posts
and
no.
D
No,
maybe
not
tick
tock,
unless
I
can
convince
chelsea
to
tick
tock
video
which
she
might
be
on
board
for.
But
if
you
want
to
spread
the
word
with
your
friends
and
offices,
it's
a
good
day
to
register
and
bring
awareness
to
it.
That
said,
we're
in
full
swing
for
the
november
election
absentees,
the
first
tranche
of
absentee
ballots
that
have
been
requested
will
go
out
the
23rd
the
end
of
this
week
and
then
we'll
be
continually
sending
those
out
for
now.
D
Until
up
until
the
election
early
voting
sites,
we
have
secured
eagle
city
hall
as
an
early
voting
site.
That
will
come
up
for
the
board
here
in
a
little
while
to
make
sure
that
happens,
which
would
be
a
good
addition
to
the
other
sites
that
we
have.
But
we're
excited.
We've
got
a
lot
of
work
ahead
of
us,
but
that's
where
our
minds
are
going
to
be
for
the
next
49
days.
I
B
G
I
B
We
have
two
transfers:
one
introductory
period:
completion;
one
job
change,
61,
mass
adjustments,
one
promotion,
I'll
accept
the
motion.
E
B
Gotta,
be
there:
okay
is
there
a
second
question,
a
little
second,
that
okay,
you've
heard
on
favor,
say
all
right:
hey
motion
carries.
I
B
With
us,
our
distinguished
assessor,
mr
bob,
thank.
I
You,
mr
chairman,
mr
chairman,
all
I
have
today
is
just
the
next
item:
the
tax
cancellations
we
have
103
and
almost
all
of
those
are
homestead
exemptions
that
we
received
after
the
wall
closure.
E
E
Chair
of
a
good
question,
so
someone
like,
for
example,
lost
their
homestead
homeowners
exemption
for
the
year.
Let's
say
they
were
doing
airbnb,
and
so
they
I
don't
know
if
they
lose
that.
Because
of
that,
but
can
with
this
new
legislation,
can
they
go
ahead
and
apply
again
the
same
year.
E
That's
okay,
we'll
talk
afterwards.
Okay,
it
was
a
question
that
was
posed
to
me
and
I'm
I
don't
know
why.
But
apparently
someone
is
losing
or
thought
they
were
going
to
lose
their
homeowners
exemption
because
they're
renting
their
home
out
for
airbnb,
and
so
if
they
stopped
renting
the
house
out
for
airbnb,
they
did
lose
it.
Could
they
then
reapply
the
same
year.
I
Mr
chairman,
commissioner,
I
understand
that
question.
That's
a
good
question.
I
don't
know
the
answer.
I
can
make
a
guess,
but
let
me
talk
to
my
to
the
person
responsible
for
that
in
the
office.
My
guess
would
be.
They
would
be
able
to
yeah.
B
F
B
You
got
some
more
tax
cancellations
to
process.
C
Yes,
good
morning,
mr,
we
do
have
tax
cancellations
to
process,
so
we
are
we're
looking
at
those,
we
can't
finalize
them.
Until
we
have
the
levies
finalized
in
the
system,
then
we
can
more
aggressively
process
these
cancellations.
Well,.
C
Thank
you.
Yes,
okay,
so
not
a
whole
lot
to
report,
it's
pretty
much
business
as
usual
as
you'd
expect
in
the
final
days
of
our
fiscal
year.
C
One
thing
that
we
are
watching
is
the
federal
reserve
will
meet
tomorrow,
so
something
we
always
keep
an
eye
on
central
banks
or
in
europe
are
also
they've
also
been
meeting
one
country.
I
think
it
was.
Sweden
even
went
up
a
full
point,
so
I
think
the
projection
is
that
the
feds
tomorrow
will
raise
it
by
75
basis
points
so
that'd
be
the
third
rate
height
of
that
amount.
C
B
Okay,
all
right!
Well,
thank
you
all
right!
Next
up
we
have
trash
billing
services.
One
trash
service,
suspension,
request
good
morning
board.
A
Our
chair
members
of
the
board
and
in
front
of
you
for
consideration,
is
the
suspension
request
before
one
two
six
one
six.
This
is
a
situation
where
there's
two
residential
buildings
that
sit
on
one
parcel
and
they
use
the
second
building
for
household
numbers,
so
they've
just
added
an
extra
cart
to
their
account
and
they're,
asking
us
to
suspend
the
second
dwelling.
This
is
one
that
you
guys
approved
this
time
last
year,
so
they're
just
going
through
the
process
to
have
it
renewed.
B
G
B
They
ever
say
aye
aye,
all
right
hi.
Next
up
we
have
the
expo
idaho.
We
have
two
interim
agreements:
a
holiday
helper,
an
rv
show
on
sale,
I'll,
accept
the
motion.
G
B
A
B
E
Mr
chair,
I
think
our
chief
public
defender
is
here
tony
gettys,
and
he
probably
would
want
a
few
minutes
to
speak
to
the
outside
counsel
for
conflict
clients.
We
have
a
number
of
agreements
on
here.
B
Yes,
mr
chairman,
commissioners,
good
morning,
yes,
we
are
renewing
our
conflicts
contracts
with
all
of
our
attorneys
that
have
worked
with
us
for
many
years,
you'll
see
on
here,
11
or
12
of
them.
Most
of
them
are
private
practitioners.
Some
of
them
are
firms
with
multiple
practitioners.
Foley
freeman,
for
instance,
is
a
larger
firm.
They
have
several
attorneys
who
provide
conflict.
H
Representation
for
us
joel's
work
is
a
firm
with
more
than
one
attorney.
H
Barnum's
law
is
a
firm
with
more
than
one
attorney,
but
most
of
these
paul
reagan's,
josh
taylor
wayne
davis,
rob
chastain
et
cetera,
are
private
practitioners
who
are
renewing
their
contracts.
I'm
happy
to
answer
any
questions
that
you
may
have.
G
Chair
yeah,
are
we
doing
on
caseload
management
and
case
numbers
throughout
the
year
yeah,
mr
dave's,
commissioner,
davidson
poorly
cases
are
on
the
rise
and
conflict
attorneys
are
hard
to
find
and
we
have
conflict
attorneys
that
we've
contracted
with
for
many
years,
who
are
loyal
to
us
and
provide
those
services,
and
they
make
money
on
our
contract
through
volume,
because
the
accounting-
and
so
that's
kind
of
we
have
our
conflict
attorneys.
Many
of
them
are
some
of
the
some
of
the
best
attorneys
in
the
valley,
but
they
just
get
too
many.
H
But
since
this
is
on
hold
until
2025
to
see
what
happens
with
house
bill,
735
that's
been
put
on
hold.
So
we
have
the
same
conflict
attorneys,
but
business
is
up
case
loads
are
high.
I
know
we
have
one
contract
in
particular
that
by
contract
we've
limited
the
number
of
cases
that
that
individual
takes.
So
we
monitor
it
and.
G
And
do
what
we
can
to
to
minimize
that
effect,
but
it's
a
very
real
thing:
conflict
contracts,
obtaining
the
services
of
conflict
attorneys
throughout
the
state,
is
one
of
the
seminal
issues
that
the
legislature
and
governor's
office
are
going
to
have
to
figure
out
in
the
coming
years
and
we
meet
with
the
governor's
office
on
thursday.
As
part
of
that
conversation,
so
I
hope
that
answered.
G
E
E
B
B
Us
are
there
any
changes
to
the
agenda.
Man,
clerk.
B
You've
heard
the
motion,
oh
favor,
say
aye
aye,
aye
aye.
We
have
the
personnel
actions
answer
any
discussion
or
I'll
accept
a
motion
on
the
personnel
action.
B
E
B
An
ems
discussion
agreements-
oh
excuse
me:
oh
yeah,
we
have
the
agreements,
oh
yeah.
Okay,
I'm
sorry.
We
have
all
these.
We
have
11
agreements
that
we
need
to
authorize.
Most
of
are
they're
all
renewal
agreements.
E
B
E
Hey
steve,
are
you
listening,
mr
rutherford?
Are
you
just
pretending
to
be
listening.
B
Okay,
well
we'll
check
off
we'll
check
on
that.
We
missed
you
sean
anyway.
No
further
business
we'll
be
in
recess.
