B
A
Tuesday
september
the
13th,
it's
nine
o'clock,
the
ada
county
commission
is
in
session.
Mr
davidson
and
I
are
present
commissioner
kenyon
is
tied
up
not
here.
E
G
A
Okay,
we
have
some
unfinished
business
I'll,
accept
a
motion
for
unfinished
business
to
be
removed
from
the
table.
Yes,.
B
Mr
chairman,
I
move
that
the
unfinished
business
shall
be
removed
from
the
table
for
consideration.
A
H
A
I
Go
ahead,
yes,
mr
chairman,
commissioner,
the
evaluation
team
for
rfp22082
the
asher
training
exercise
support,
has
completed
the
evaluation
of
the
seven
proposals
submitted
and
would
like
to
submit
an
award
recommendation
letter
for
your
consideration.
Please,
if
you
read
the
letter,
I'd
be
happy
to
thank
you
letter
dated
september
13,
2022
to
the
board
of
ada
county
commissioners
from
ada
accounting
procurement.
Regarding
rfp22082,
dear
members
of
the
board,
the
evaluation
committee
has
evaluated
the
responses
for
rfp22082.
I
The
final
ranking
of
qualified
candidates
was
determined
by
evaluation
score.
The
final
rankings
in
order
of
evaluation
scoring,
are
as
follows:
number
one:
hands-on
training,
llc
with
a
score
of
80.2
number:
two
marsh
ems:
consulting
llc
with
a
score
of
75.8
number:
three
armada
ltd,
with
a
score
of
70.6
number:
four
high
street:
consulting
llc
with
a
score
of
59.0
number:
five
coletta
with
a
score
of
55.8
and
number
six
centurion
solutions,
llc
with
a
score
of
50.8
and
number
seven
spear
group
with
a
score
of
23.0
quad
bread.
There
is
quite
a
spread.
A
All
second
motion:
is
there
any
discussion
hearing,
none
all
in
favor,
say
aye
aye
aye.
Thank
you
all
right.
Thanks,
commissioners,
okay,
we
now
have
a
public
hearing.
A
C
Yeah
we
did
yeah
yeah.
As
mr
chair
you,
you
mentioned,
we
had
the
auction
on
september
8th,
we
had
two
qualified
bidders
that
came
and
bid
and
the
highest
bid
came
in
at
3.1
million
dollars,
so
that
was
a
successful
bid.
The
documents
have
been
prepared.
We
have
to
purchase
a
sale
agreement
and
this
resolution,
which
authorizes
the
sale
and
the
chair
to
sign
the
documents
and
take
all
the
actions
necessary
to
consummate
the
transaction.
A
And
we,
the
the
the
final
bid,
was
3.1
nice
work,
so
we
got
about
yeah.
H
A
And
I
think
this
will
conclude
in
a
sale.
I
I
hope
because
they
gave
us
what
was
fifty
thousand
dollars
and
that's
all
in
the
resolution.
So
is
there
any
further
discussion
on
the
resolution
hearing
none.
I
will
close
the
public
hearing
on
resolution.
Two,
seven,
nine
three,
which
includes
the
agreement,
one
four,
eight
five
correct
one:
four,
eight,
four:
five:
okay!
Is
there.
B
A
motion
yeah
mr
chair.
I
will
move
to
approve
resolution
number
two:
seven,
nine
three
and
agreement.
B
C
H
A
A
H
A
Do
dildos
in
the
spring
60
days,
60
days,
all
right
good
enough!
Moving
on,
we
have
procurement
again.
A
I
Yes,
mr
chair
and
commissioner,
before
you
this
morning,
is
the
review
of
the
bids
received
an
award
recommendation
for
bid
22079
the
ada
county
parks
and
waterways,
boat
motors
purchase
and
installation,
and
we
received
one
proposal
for
this
this
project
and
we
are
ready
to
prepare
a
recommendation
for
reward
if
you're
ready.
Okay,
all
right
letter
dated
september
13,
2022
to
the
board
of
80
county
commissioners
from
ada
county
procurement
regarding
bid
2207.99
dear
members
of
the
board,
canady
county
procurement
received
one
response
for
bid.
22079.
I
The
following
is
the
name
of
the
bidder
and
the
bid
amount
submitted
leader
number
one
was
idaho
marine
and
they
bid
fifty
six
thousand
forty
dollars
after
reviewing
the
bid
submitted.
Is
the
recommendation
of
the
evaluation
group
to
award
the
purchase
order
to
idaho
marine
as
the
lowest
responsive
bidder
in
the
met
in
the
amount
of
fifty
six
thousand
and
forty
dollars.
B
Mr
chair,
I
would
move
to
accept
recommendation
of
the
evaluation
committee
in
award
bid.
22079
ada
county
parks
and
waterways
boat
motors
purchase,
an
installation
to
idaho
marine
in
the
amount
of
fifty
six
thousand
and
forty
dollars.
A
I
will
second,
the
motion
in
favor,
say:
aye
aye,
right,
motion
carriers.
Thank
you
thanks,
commissioners.
Okay,
next
up,
we
have
the
licensing
and
catering
permits.
Do
we
have
any
discussion
on
the
licensing
and
catering
permits.
B
Mr
chair,
I
would
move
to
approve
the
licenses
as
listed
on
the
agenda,
including
five
catering
permits
and
one
new
license
and
authorize
the
chair
to
sign
the
documents
on
behalf
of
the
board.
A
D
D
I
think
it
was
last
week
anyways
that's
coming
up
and
then
also
as
we
were
discussing
right
before
the
meeting.
The
election
is
well
underway.
Saul
and
the
team
are
working
hard.
I
got
a
report
yesterday
that
I
think
they've
got
all
the
polling
places
identified
and
and
ready.
That's
actually
well
ahead
of
schedule.
So
that's
a
a
good
thing
leading
into
the
election.
D
Absentee
ballots
will
start
going
out
on
the
24th,
so
we're
about
two
weeks
away
for
absentee
ballots
to
start
going
out
so
they're,
really
in
the
thick
of
final
ballot
design
and
everything
else
we're
watching.
There's
a
few
deadlines
still
that
are
coming
up
in
between,
but
most
of
the
big
deadlines
have
passed.
Friday
was
the
last
date
for
partisan
candidates
to
withdraw
so
we're
we're
in
the
final
steps
of
getting
the
battle
ballot
finalized.
Secretary
of
state's
office
has
been
in
close
contact
with
us,
making
sure
we
have
everything
ready
to
go.
D
No,
I
mean
there
were
a
while
back,
but
nothing
recently
right
trying
to
can't
think
of
no
yeah.
I
mean
way
back
in
may.
There
were
right:
okay,.
A
All
right
well,
thank
you.
Thank
you.
We
have
the
claims
journal
up
I'll,
accept
a
motion
on
the
claims
journal.
Mr.
B
Chair,
I
would
move
to
authorized
payment
of
claims
on
the
claims
journal
dated
september
9th
2022.
A
I'll
check
in
the
motion,
all
in
favor,
say
aye
aye
all
right
motion
carries
okay,
we
have
personnel
actions,
we
have
seven
step
increases,
sheriff's
pay
plan
and
two
grade
ladder.
Changes
I'll,
accept
a
motion.
A
I'll
section
that
motion
all
in
favor
say
aye
aye
all
right
most
carries
now.
We
have
with
us
our
distinguished
assessor,
mr
bob
mcquade
good
morning.
E
Mr
and
you
have
a
good
report,
I
do.
Yes,
things
are
pretty
quiet
in
the
assessor's
office,
primarily
because
you
appraise
those
about
in
the
field
doing
their
inspection.
We
have
to
do
20
of
the
parcels
and
that's
what
they're
doing
the
physical
inspections
board
of
tax
appeals.
We
have
our
first
hearing
today
and
then.
Lastly,
I
would
like
to
invite
you
to
the
assessor's
office
picnic
at
julie
davis
park
this
coming
friday.
A
H
E
Good
morning,
do
you
need
a
copy.
G
So
last
month
we
had
changed
a
little
bit,
the
way
the
report
looked
and
kind
of,
went
through
that
and
recognized
that
you
know
sort
of
a
work
in
progress,
because
I
want
to
make
sure
and
present
to
the
board
the
important
aspects
of
the
portfolio
and
and
highlight
you
know
significant
changes
and
so
forth.
Commissioner
cannon
had
asked
that
we
re-add
the
chart
that
shows
the
bar
graphs
for
the
maturities
and
we
we
have
some
in
there
that
show
the
calls
and
the
maturities.
G
We
had
been
at
a
point
in
recent
months,
where
we
had
no
bonds
that
had
call
features
on
them,
and
so
it
went
away,
but
we've
since
purchased
some
callable
bonds,
the
market,
the
spreads
on
those
versus
the
what
they
call
bullet
bonds.
The
non-callable
made
sense
for
us
to
add
to
our
portfolio,
so
those
are
in
there.
We
also
modified
the
scale
of
that.
You
may
recall
in
the
past
it
was
a
little
bit
smaller,
and
so
we
made
some
adjustments
to
it.
G
G
For
instance,
algeb
this
month
is
our
biggest
amount
of
market
value
and
holdings
172
million
just
to
the
right
of
that
you'll
see
the
percentage
of
the
portfolio's
55
last
month.
It
was
about
65
percent,
and
so
this
is
a
good
place
to
just
kind
of
look
and
see.
You
know,
overall
what
the
portfolio
is
doing.
G
Yeah
the
second
page
we're
just
kind
of
highlighting
the
interest
we
received
for
the
month
and
by
what
source
and
the
third
page,
I
think
it's
important
to
highlight
any
purchases,
any
any
sales,
any
maturities
that
come
in
and
we
did
have
about
30
million
dollars
just
just
a
little
bit
over
30
million
dollars
in
purchases
last
month,
and
so
two
of
those
were
agency
bonds,
five
million
a
piece
roughly
and
then
two
separate
purchases
of
mortgage-backed
securities
about
10
million
a
piece,
and
so
the
rates
have
been
changing.
G
The
fed's
going
to
meet
again
next
wednesday,
we'll
probably
see
75
basis,
point
hike
there.
This
morning
the
cpi
numbers
came
out
about
6
30
this
morning
and
they
were
not
what
most
economists
had
expected
and
so
the
market
early
this
morning,
the
fed
futures
for
the
the
dow
was
up
a
couple
hundred
points
as
soon
as
the
cpi
report
came
out,
wasn't
looking
very
good
and
it
fell
immediately
about
500
points
and
just
prior
to
the
meeting
I
noticed
the
dow
was
down
about
700
points,
so
the
market
wasn't
happy.
G
G
I
know
that
you
know
we
have
our
core
inflation
that
excludes
energy
and
food,
and
I
know
that
energy
has
been
going
down
in
the
past
month,
so
the
that's
part
of
what
they
call
the
headline
inflation,
but
all
the
other
core
components.
I
really
didn't
get
a
chance
to
look
at
them
all,
but
overall
the
market
was
expecting
it
to
be
a
little
less
than
it
was,
and
so
therefore,
most
likely
we'll
see
you
know
higher
rates
and,
of
course
that
really
has
a
significant
impact
on
our
market
values.
G
And
if
we
look
from
month
to
month,
we
can
see
that,
however,
as
we
discussed
in
the
past
as
we
get
new
money
coming
in,
we've
got
about
a
million
dollars
a
month
and
between
interest
and
principal
pay
down
on
our
mortgage-backed
securities
and
and
that
will
go
up
a
little
bit
more
now,
because
we
just
purchased
20
million
more
mortgage-backed
securities.
That
gives
us
the
opportunity
to
reinvest
at
the
higher
rates.
G
This
morning
the
two-year
yield
was
at
a
15-year
high,
and
so
the
short
end
of
the
yield
curve
is
going
up
and
that's
what
the
the
fed
has
can
impact
is
the
short
end
of
the
curve
and
then
the
long
end
of
the
curve.
You
know
10
years
30
years,
the
market
sort
of
determines
that
and
that's
why
sometimes
you'll
hear
about
an
inverted
yield
curve.
We
had
an
inverted
yield
curve.
G
We
still
do
it's
starting
to
flatten
out,
but
that's
closely
followed
because
it
it's
a
pretty
good,
accurate
predictor,
it
sort
of
portends
an
economic
downturn,
and
so
anyway,
there's
a
lot
going
on
our
investments.
Are
you
know
we
invest
in
high
grade
everything
we
do
is
safe
and
secure.
However,
the
values
are
going
to
change
based
on
that
and
so.
A
G
So
as
we
go
through
that,
as
I
said,
the
the
charts
are
back
in
there.
The
bar
charts
that
commissioner
kenyon
had
asked
and
then
just
beyond
that
I
included
and
I'll
still
include
the
detail
of
what
we
used
to
build
those
bar
charts.
So
if
you're
interested
in
the
detail
it's
there
and
then
beyond
that
we're
showing
our.
G
Investments
by
issuer
it
shows
the
breakdown.
You
know
the
diversification
of
the
various
types
of
bonds.
We
have
and
that's
just
a
quick,
easy,
visual
graph
and
beyond.
That
is
the
breakdown
again,
if
you're
interested
in
the
actual
breakdown
of
all
the
bonds
that
we
have
in
there,
it
shows
what
that's
comprised
of
our
gas
b40
is
shows
our
credit
and
interest
rate
risk.
G
It's
a
good
way
to
see
that
we're
in
compliance
and
we
have
the
most
highly
rated.
We
use
s
p
for
our
readings
and
then
then,
finally,
in
in
the
back
I'd
include
it
in
the
very
back,
whereas
in
the
prior
months
I
had
it
in
the
front-
and
this
is
just
our
trial
balance
for
the
treasurer's
office
and
our
daily
cast
position
report
it's
in
the
very
back
and
and
that
the
treasurer
and
I
had
discussed.
G
G
In
the
past,
we
had
compared
that
to
the
treasures
trial
balance
because
we
balanced
daily
and
occasionally
we're
going
to
see
a
discrepancy
there
and
in
this
case,
there's
a
15
difference.
It's
simply
a
15
check
that
was
returned,
and
so
we
don't
want
to
probably
spend
a
lot
of
time.
You
know
in
those
little
details
that
we
we
do
daily
and
if
there
was
anything
significant,
of
course,
the
board
we
hear
about
it,
but
we
wanted
to
include
it
just
for
you
know,
posterity's
sake,
I
guess
other
than
that.
F
C
F
So
public
surplus
auctioned,
these
properties
for
the
county,
there
were
three
parcels
up
for
auction
all
three
sold.
So
that's
what
the
quit
claims
before
you
are
to
transfer
that
ownership.
I
will
note
that
we
did
receive
excess
proceeds,
so
the
sales
price
exceeded
the
minimum
bid,
so
the
minimum
bid
was
set
to
recoup
delinquent
taxes,
late
charge,
interest
and
some
costs,
and
so
now
we're
initiating
a
claims
process
to
notify
claimants
of
the
right
to
provide
documentation
of
their
liens
and
that
they're
entitled
to
the
proceeds
so
we're
initiating
that
claims
process.
F
I
just
want
to
make
clear
like
we
don't
profit
from
this,
we're
just
recouping
our
costs
and
we'll
then
distribute
those
to
the
taxing
districts
and,
what's
before
you
today
is
the
quitclaim
deeds.
A
Okay,
we
have
human
resources.
Temporary,
employee
referral
and
recruitment
incentive
discussion
go
ahead.
J
Chairman
commissioners,
thank
you
very
much.
As
you
are
aware,
in
july,
you
passed
the
opportunity
for
the
referral
bonus
to
help
motivate
some
of
our
employees
to
recruit
people
to
come
work
here
at
the
county
that
there
isn't
a
very
long
period
right
now
to
give
an
update.
If
you
did
want
an
update
so
that
we
could
consider
expanding
into
the
new
fiscal
year,
we
have
had
nine
different
offices
and
departments
impacted
by
the
program.
Seven
have
been
paid
out
and
nine
are
sitting
waiting
for
future
dates.
J
I
believe,
even
overnight
we
received
a
couple
more.
So
we
don't
have
a
whole
bunch
to
report
at
this
point,
but
it
is
getting
some
activity.
Certainly,
we
get
a
lot
of
enthusiastic
inquiries
from
employees.
J
So
far
you
know
anecdotally,
it's
I
mean.
Certainly,
the
bonus
creates
an
incentive
for
people
to
do
some
recruitment,
and
I
will
admit
it:
it's
nice
to
review
those
and
provide
some
good
news
for
our
employees.
I
look
forward
to
watching
this
as
it
goes
on
and
seeing
how
the
links
of
employment
work
for
these
referrals
and
the
quality
of
our
applicants.
J
H
J
K
K
If
they
get
paid
out
from
certain
departments
before
vacancy
savings
are
built
up,
that
will
have
to
come
out
of
contingency
personnel
contingency
line
items,
so
she
feels
comfortable
doing
that.
She
does
think,
and
I
also
recommend
that
we
revisited
the
end
of
the
calendar
year
based
off
bethany's
comments
as
well.
D
Mr
chairman,
I'll
just
I
won't
be
president,
but
I
just
recommend.
I
think
that
what
trent
recommended
in
bethany's
comments
about
just
visiting
as
we
collect
more
information,
but
if
this
does
continue
well
into
the
future,
it'd
be
good
just
to
budget
it
next
year
I
mean
one
of
the
issues
at
the
moment
is
this
is
we're
using
accrued
savings,
as
opposed
to
budgeting
for
the
program,
so
I
mean
it's
very
doable
assuming
it's
successful,
that's
right!
Yeah.
A
J
Chairman,
commissioner,
yes,
I
do.
The
next
item
is
very
much
an
administrative
piece.
This
is
we're
back
with
some
more
agenda
for
the
regents
contract.
Regents
was
the
successful
proposer
in
our
recent
rfp
for
our
medical
tpa
services.
J
A
H
A
Next
item
is
authorization
and
approval
of
the
minutes
for
public
hearing
and
for
open
business
meeting?
Is
there
a
motion
all.
B
A
In
favor,
say,
aye
right
motion
carries
okay,
we
have
40
agreements
to
sign.
Is
there
any
question
or
discussion
on
the
agreements.
B
A
Will
second,
the
motion
all
in
favor,
say:
aye
aye
right
motion
carries
okay.
Now
we
have
our
development
services.
Here
we
have
a
request
for
reconsideration
by
t
vanderschaff
for
project
number
202
20071-s.
A
Can
to
tell
us
what
we
know.
I
know
where
it
is,
but
if
anybody
else
was
interested
yeah.
Mr
chairman,
again,
this
is
mr
van
der
schaff's
request
that
you
reconsider
your
decision
to
approve
yellowstone
ridge
subdivision
looks
like
he
submitted
a
reconsideration
request
letter
that
includes
multiple
points.
A
detailed.
H
H
B
Is
there
a
motion
yeah,
mr
chair?
I
think
we
gave
that
issue
good
consideration.
We
heard
from
all
parties
and
we
didn't
identify
any
errors
in
the
record.
So
I
would
move
to
deny
the
request
for
reconsideration
for
project
number
two:
zero:
two:
two:
zero
zero:
seven
one
one
dash
s.
A
I
will
second,
the
motion.
All
in
favor,
say
aye
aye
motion
carries
will
be
in
recess.
Thank
you
thanks.
Everyone.
E
A
A
A
Is
missing
and
davidson
and
myself
are
here,
could
you
introduce
yourself.
A
I.T
guy,
okay,
are
there.
B
A
A
L
Yes,
mr
chair,
commissioner,
davidson
good
morning
a
quick
update
today,
coveted
numbers
are
staying
about
the
same,
we're
about
three
and
a
half
really
I
they
were
kind
of
trending
up,
but
it's
kind
of
leveled
off
now,
so
we'll
just
keep
an
eye
on
that.
We're
more.
L
Outbreak
within
the
department,
so
that's
a
good
thing.
We
got
people
back
on
other
topics,
though
we
we
have
a
new
hire
academy
that
started
yesterday
with
16
new
full-time
employees,
and
then
we've
got
four
of
our
volunteer
reserves
that
are
going
through
the
full-time
academy,
so
they'll
come
out
fully
trained
and
and
ready
to
go
so
we
met
with
them
yesterday
afternoon
and
kind
of
introduced
ourselves
and
and
set
down
some
expectations
from
the
department
and
that
kind
of
thing.
L
Last
week
we
had
kelly
packer
with
the
idaho
association
or
association
of
idaho
cities
that
came
and
did
a
ride
along
and
and
toured
the
emergency
departments
and
dispatch,
and
all
of
that
yesterday
we
actually
had
sarah
westbrook
with
the
idaho
association
of
counties,
and
I
met
with
her
for
about
two
hours
yesterday
afternoon,
just
kind
of
strategizing
on
this
whole
ems
sustainability
task
force.
With
the
state
great
discussion
with
her
next
week,
we've
got
kelly
brassfield
from
the
idaho
association
of
counties
also
going
to
be
doing
the
same
thing.
L
So
I've
been
a
pretty
pretty
busy
past
few
weeks,
but
we're
getting
the
word
out
to
folks
and
and
trying
to
get
people
behind
us.
You
know
it's
interesting,
because
the
state
really
would
like
to
see
legislation
go
to
the
legislature
this
year
and
just
timing
wise.
You
know
to
get
the
support
of
the
the
cities
and
counties
the
associations.
L
You
know
they
need
to
have
that
legislation
in
front
of
them
basically
last
week,
so
we'll
be
working
with
kelly,
packer
and
sarah
just
to
make
sure
that
they're.
H
L
The
task
force
so
they're
they're
well
aware
of
what's
going
on
and
and
how
we're
moving
forward,
but
that
work
continues
so
outside
of
that,
we
did
have
a
meeting
last
week
with
the
idaho
division
of
medicaid
for
the
gmt
stuff
and
they're
going
to
be
allowing
that
consultant
agency
to
draft
the
state
plan
they'll,
send
it
and
submit
it.
Their
goal
is
to
submit
it
by
mid-december
so
that
we
actually
have.
L
A
Okay,
any
questions
don't
think
so.
Well,
all
right,
so
you
think
the
that
consultant
is
actually
gonna
get
the
update
the
plan
put
together
and
time,
so
we
haven't
backed
it
to
the
first
of
july.
L
To
actually
be
october
1st,
so
they
won't
get
it
submitted
until
probably
mid
mid-december
there's.
They
have
to
do
a
notice,
a
30-day
notice
so
that
for
public
comment
and
that
kind
of
thing
so
unfortunately
october
1st,
but
all
right
well
october
1st
it
is
yeah.
A
H
A
Okay,
the
board
of
commissioners
sitting
as
a
board
of
avamor
community
infrastructure
district
number.
F
A
Is
in
session
to
conduct
its
weekly
open
business
meeting
mr
davidson
and
I
are
present,
mr
kenyon
is
absent.
Okay,
I'm
clerk.
Are
there
any
changes
to
the
agenda.
A
I'll
second,
the
motion,
don't
ever
say,
aye
aye
all
right
motion
carries.
We
need
approval
of
the
minutes.
