great
success

were
audited
last
week
by
the
secretary
of
state's
office.
This
was
part
of
the
first
post-election
audits.
I
think
in
particular,
ada
county
stood
out
everything
matched
perfectly,
which
is,
of
course,
what
we
want.
So
I
think
it
was
a
huge
success
to
the
team.

was
a
big
lift
too,
to
get
everything
in
place
to
be
able
to
do
those
audits
with
the
size
of
the
county
we
are,
and
the
number
of
ballots
potentially
go
through
so

The
big
success
and
his
big
suspect
success
across

do
the
audits
really
reinforce
that
our
elections
are
working
the
way
they
should
be
people.

were
being
audited,
so
we
weren't,

oversaw
part
of
the
process,
but
I
think
our
area
stood
out.

think
some
best
practices
were
found
visiting
us
because
we've
done
so
many
recounts.

team
of,
I
believe,
one
republican
one
democrat
as
well
as
a
member
of
the
secretary
of
state's
office
that
actually
did

auditing.

we
had
the
saul
had
prepared
and
impounded
the
ballots

in

was

to
oversee
access

the

it
took
us
about

full
day
last
wednesday

it's
a

new
law
that
was
passed
this
legislative
session
with
an
emergency
clause,
so
this
is
the
first
time
doing
it.
So
I
think
there
will
be
a
lot
of
lessons
that
come
out

it.

state
board
of
canvassers,
just
like
we
canvassed
the
results.
Last
week,
state
board
of
canvassers
meets
tomorrow
afternoon
to
canvass
the
statewide
results,
so
they're
trying
to
do
the
audit
in
preparation
for
the
state
board
of
canvassers
hosting
their
meeting,
and
the
legislation
was
part
of
the
governor
little
cyber
security
task
force.

One
of
the
things
just
to
instill
confidence
in
what
we're
doing
elections
has
been
a
high
focus
area
for
that
in
terms
of
the
selection
process.
It's
a
weighted
process
by
the
population
of
each
county,
so
they
did
randomly.
They
use
kind
of
a
three
bingo
ball
system
to
pick
both
the
counties
and
the
precincts
and
the
batches,
but
it
is
weighted
by
population.
So
ada
county
has
a
90
chance
of
being
selected
on
any
given
audit,
so
pretty
fair
chance
that
we'll
always
be
a
part
of
it.

had
geared
up
and
developed
some
things,
but
you
know
there's
a
really
good
example
of
practices
that
we've
had
in
places.
We've
provided
documentation
to
the
auditors
that
they
didn't
have
the
secretary
of
state's
office
didn't
have
just
in
terms
of
what
constitutes
a
vote
so
that,
when
someone's
looking,
you
know
because
you'll
see
all
sorts
of
different
things.

know,
of
course
we
all
know
filling
in
the
box

what
about
the
check
mark

circle
when
multiple

marked
all
sorts
of
different

a
little

successes

election

we
had

unique

jump

all
partners

criminal
justice
system
in
ada
county
did
we
got
together
and
talked
about
navigating
the
system
for
groups
that,
whether
it's
because
of
language
barriers
or
because
of
access
and
resource
issues
have
a
difficult
time,
navigating
the
system
and
therefore
either
slows
down
the
process
or
essentially
costs
them
more
time
and
money
than
is
necessary.

so
that
was
a
really
really
successful
event.
Things
like
that,
talking
to
you
know
and
listening
to
communities
that
have
been
historically
marginalized
by
law
enforcement
and
it
with
law,
enforcement,
interaction
and
criminal
justice
interactions.
So
working
with
them
and
then
also
not
only
engagement
but
also
supporting
our
ctc
and
the
continued
work
to
our
community
transition
center
and
our
continued
work
to
make
sure
that
the
folks
who
are
utilizing
that
have
what
they
need
to
really
be
successful
and
leave
that
center
and
not
return
to.

we
wrote
the
initial
grant
application
back
in
2015,
we
were
awarded
a
small
amount
of
money
in
2016
to
continue
to
work
toward
what
we
wanted.
We
were
actually
awarded.
You
know,
granted
the
acceptance
in
2017.

money
in
2018,
the
first
installment,
and
then
we
have
been
working
on
this
since
and
we
have
had
quite
a
few
projects
and
truly
that
have
been
like,

said,
really
working
with
our
partners
across
the
criminal
justice
system

engage

our
community

just
be
smarter,
ultimately
smarter.

remember
when
we
wrote
that
grant
the
entire
purpose
was
to
avoid
the
overuse
of
our
jails,
so
reducing
the
amount
of
money
and
time
that
folks,
who
would
better
be
served
in
our
community,
our
community
is
better
served

folks

served
if
we
could
do
that
just
a
little
bit
better.
That
was
the
the
intent
of
the
grant.

We
are
also,
I
mean
like
they
require
monthly
reports.

require
yearly
reports,
annual
reports
looking
at
our
jail
data
and
also
there's
the
use
and
then
how
we're
using
the
money.
Of
course,
we
have
to
justify
all

seen
so
really,
you
know
cove
it
through
us
for
a
little
bit
of
a
loop,
because,
as
you
know,
I
mean

lot

different
things
went
into
lowering

jail
population.

as
you

it

back

difficult
to
say
that
this
specifically,

tying
the
grant
right
now
specifically
to
a
reduction.

the
more
people
that
we
see
in
the
ctc
we
absolutely
know
is
a
result
of
the

grant
because
it
wouldn't
exist
without
it.

the

population
of
ada
county,
and

what
we've
done
to
start
to
dig
into
that
deeper.

those
numbers,
it
doesn't

disparity
exists.

closely
with
the
idaho
commission

hispanic
affairs,
as
well
as
local
hispanic
community

develop
more
outreach

engagement

marketed

inclusive
of
anyone
who
wants
to
join
and
really
trying
to
figure

data
that
shows
that
the
hospitalizations
are
increasing
or
are

only
growth
in
hospitals
that
we've
really
seen
are
in
nampa,
so
st
alex
has
that
big,
complex
right
off
of
garrity
and
now
st
luke's
has
a
hospital
in
nampa,
but
over
the
past
20
years
there
hasn't
been
a
lot
of
growth
and
capacity,
and
so
some
of
it
is
backlog
that
we
had
from
people
that
needed
surgeries
or
different
procedures
that
were
done,
but
anytime
that
you're
running
close
to
capacity
like
that.
If
you
have
a
surge
of
people
that
come
in
with
covid
it
just
you
know,
pushes
them
to
their
capacity.

I
did
hear
last
week
that
at
least
st
luke's
I
might
be
getting
that
wrong.
One
of
the
hospital
systems
is
re-evaluating
their
contracts
on
their
travel
nursing
program.
So
one
of
the
things
that
got
them
through
the
pandemic,
as
staff
went
out,
they
could
bring
these
travel
nurses
in
well,
they're,
very
expensive
and
so
they're
renegotiating
those
contracts,
but
as
they
do
that
the
staffing
levels
may
decrease
at
the
hospital
for
a
time
frame
until
they
re-establish
whatever
that
travel
nurse
program
is.

It
sounds
like
I
think
saint
owls
is
looking
at
more
of
an
internal
travel
nurse
program
where
they
could
borrow
from
one
of
their
other
hospitals
in
the
the
trinity
system,
as
opposed
to
contracting
with
an
external
agency,
or
what
have
you
that
tends
to
be
the
most
expensive
option.
Of
course,
over
the
past
two
years
they
kind
of
had
to
do
anything
they
could
to
have
all
hands
on
deck.

that's
that's
a
big
difference
in
the
ems
industry.

It's
very
difficult
to
say:
take
a
paramedic
from
somewhere
like
ohio
and
bring
him
in
here
and
say:
hey
you're,
gonna
work
for
us
for
the
next
month,
because
there's
a
saying
in
ems,
if
you've
seen
one
ems
system,
you've
seen
one
ems
system,
there's
enough
variance
and
difference
that
you
really
can't
just
take
somebody
and
put
them
in
a
paramedic
role
and
have
them
start
working
quickly.

training
program
and
learning
the
nuances
of
of
the
system

require
a
fairly
extensive
training
program
that
we
put
all
of
our
employees.

last
14
days,
hospitalizations
are
up
20
percent
covert,

hss
data.

seen
the
wave
coming
it
started
on
the
east
coast
in
new
york
and
new
jersey,

you
know,
we've
been
able
to
watch
it
kind
of
just
move
this
direction.
It
started
popping
up
in
washington
and
california,
and
you
know
we
can
expect
more
surges.
You
know
cove,
it's
not
going
to
go
away,
we're
just
going
to
have
new
variants
and
we'll
just
have
to
learn
how
to
deal
with
it.

there's

still
an
omicron
variant
and
then
now
there's

four
and
five
that
is
actually
here
in
idaho.

we've
got
three
new
variants
and
what
I've
noticed
out
of
these
is
the
science
is
showing
that

newer
variants
tend
to
be
more
infectious
but
they're
very
similar
to
the
the
same
kind
of
virility
of
the
omicron,
the
original
variant
so
milder
symptoms.

coexisting
or
pre-existing
conditions
that
would
expose
them
to
hospitalization
that
type
of
thing
they're,
they're
more
predisposed
to
be
hospitalized,
certainly
if
they're
not
vaccinated
and
that

the

signs
and
symptoms
are
all
very
similar,
just
not
people
getting
quite
as
sick,
but
it
seems
like
every
time
a
new
variant
comes
out.

infectious,

report

some

don't
know
high
stress
situations,
an
emt
will
get
end
up
getting
arrested
by
law
enforcement
on
on
a
scene.

goes
we're
subject
to
everything
that
any
other
citizen
would
be
subject
to.
We
don't
enjoy
any
other
protections
on
the
civil
side,
we're

practice
of
medicine
goes
as
opposed
to
simple
negligence,
an
example
of
that.

years
ago
we
had
an
incident
where
one
of
the
local
police
departments
ordered
one
of
our
paramedics
on
scene
to
do
an
immediate
blood
draw
on
a
person
at
the
that
was
at
the
scene
and
that's
certainly
not
our
protocol.
We
we
have
our
battalion
chiefs,
go
out
that
are
trained
in
the
processing
of
evidence
and
all
that,
and
we
learned
after
that
incident
that
a
law
enforcement
officer
can
compel
us
to
they
can
order
us
to
do
a
blood
draw
and
it's
a
legal,
lawful
order
that
we
have
to
obey
and
abide
by.

follow
up.
This
is
when
chief
laby
was
still
the
meridian
police
chief
and-
and
he
assured
me
that
you
know
he
wasn't
going
to
arrest
any
of
our
folks,
but
they
do
have
that
power
and
we
work
through.
You

letting
him
know
that
our
normal
paramedics
on
ambulances
aren't
trained
in
handling
that
chain
of
evidence
for
a
blood
draw,
and
then
it's
better
to
get
one
of
our
battalion
chiefs
there.

somebody
in
the
back
of
the
annual
gunshot
wound
or
something
you're
about
ready
to
take
them
to
the
hospital,
the
police
officer
says
don't
go
yet.
I
want
to
search
him
for
contraband.
The
emt
says
well
he's
dying.
We
can't
wait.
Can
the
officer
still
force
the
emt
to
to
hold
until
he
does
the
surgery.

Never
really
run
into
that.

we
would
probably
want
him
to
search
that
person
for
like
a
weapon
before
we
transport
or
at
the
very
least.
We
would
convince
the
officer
to
go
with
us
so
that
they
could
do
that
on
the
way
to
the
hospital,
while
we
do
our
job,
but
for
the
most
part
we
work
well
well
with
our
law
enforcement
partners,
and
we
haven't
really
run
into
situations
like
that.

think

outside

sometimes
when
there's
a
death

the

tend

wait
for
the
law
enforcement
officials
to
show
up,
depending
on
the
department
and
we've
worked
with
different
departments,

scene.

minutes
with
a
unit
out
of
