Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
That
that's
going
to
occur,
anything
that
comes
before
our
planning
and
zoning
commission
or
in
front
of
you.
We
would
notify
all
property
owners
within
1
000
feet
that
that
that
alcohol
would
be
sold
and
consumed
on
the
site.
So
during
the
public
hearing
process,
any
interested
party
would
have
typically
either
the
opportunity
to
come
in
front
of
the
planet
zone
commission
and
testify
concerning
their
concerns,
as
well
as
potentially
on
appeal
to
the
board
of
county
commissioners.
A
B
C
Just
to
add
I
mentioned
this
previously,
but
with
this
ordinance
relates
to
licensing
of
alcohol
right
development
services
has
its
process
in
some
instances,
which
there's
been
some
recent
examples.
They
overlap,
but
this
is
more
broad
than
specifically
just
development
services,
where
I
think
it's
very
helpful
that
development
services
has
updated
their
application
process,
because
I
think
one
of
the
biggest
concerns
was
someone
going
through
that
process
and
not
being
aware
of
the
licensing
requirements
that
also
come
along
with
the
cell
alcohol.
D
So
we've
we've
changed
the
actual
ordinance
and
there
is
still
a
requirement
of
signatures
correct
correct
only
if
they
haven't
already
sold
alcohol,
if
it's
just
an
establishment
that,
let's
say
like
a
convenience
store
or
something
that
has
already
been
selling
alcohol,
then
there's
no
risk.
C
C
D
Required
signature;
okay,
all
right
any
any
discussion
or
questions
from
our
staff.
E
I
would
suggest
that
we
go
ahead
with
the
rest
of
our
agenda,
waive
client
privilege
and
give
folks
who
want
to
look
at
this
from
the
two
sides:
a
chance
to
take
a
look
at
what
the
changes
are.
So
then
you
can
prepare
your
testimony
that
we're
going
to
allow,
at
the
end,
to
be
relevant
to
the
new
ordinance.
Not
to
do
anything
in
the
past.
F
D
C
D
E
C
For
everybody
in
the
room
so
based
on
the
recommendations
from
the
board,
we
have
had
a
couple
of
meetings
with
development
services,
as
well
as
with
our
legal
folks
to
kind
of
review,
based
on
some
of
the
feedback
that
we
had
received
the
public
feedback
to
make
some
recommended
changes
to
the
existing
ordinance.
C
I
think
it
was
a
good
I.
There
are
some
good
elements
to
this
because
it
helped
refine
the
ordinance.
So
this
does
still
maintain
a
signature
requirement
for
new
licenses
and
again
this
is
specific
to
alcohol
licensing.
This
is
different
than
the
land
use
permitting
process,
and
what
this
does
is
it
changes
the
signature
threshold
to
67
percent
from
75
percent,
so
there's
still
a
signature
gathering.
C
It
defines
it
more
specifically
to
all
property
owners
within
a
thousand
feet
of
the
establishment,
which
is
the
same
radius
that
that
didn't
change
but
specifies
who
the
people
who
are
that
the
signatures
are
needed.
It
makes
it
clear
on
our
part
on
who
we're
supposed
to
validate
signatures,
for
it
also
changes
it
such
that,
if
there's
an
establishment.
C
So
we
have
an
example.
That's
not
related
here
that
happened
recently
that
has
already
been
licensed
and
been
selling
alcohol.
There
was
a
lap
in
license
that
the
new
license
holder
does
not
need
to
go
get
signatures
if
alcohol
was
served
at
that
facility
within
the
last
year.
Right
so
just
saying
it's
a
continuation,
whereas
if
there
was
an
existing
building,
let's
say
there
was
a
boutique
that
then
turned
into
a
bar.
C
It
also
takes
into
consideration,
though,
that
the
conditional
use
permitting
process,
which
is
where
richard
from
development
services
mentioned,
that
they've
added
to
the
conditional
use
permit
application
the
element
of
identifying
if
alcohol
is
a
consideration
for
the
the
use
of
the
facility
so
that
anybody
going
through
that
process.
Since
there's
public
hearings
involved
in
the
conditional
use
permit
process
that
that
would
be
the
public
input
element
there.
In
those
circumstances,.
B
I
A
Yeah,
so
I
think
phil
covered
it
well,
essentially,
if
and
from
a
zoning
or
land
use
perspective.
If
an
application
comes
before
our
planning,
zoning
commission
or
in
front
of
this
board
we're
going
to
notify
property
owners
within
1
000
feet
of
that.
Hey
thanks.
E
Okay,
so
I
think
what
we'll
do
then
just
write
a
couple
of
copies
of
a
few
copies
of
what
we
just
heard
in
writing
and
we're
going
to
go
ahead
and
take
up
the
rest
of
the
agenda
and
then
we'll
take
testimony
on
this
at
the
end
of
our
agenda
today,
and
that
will
give
you
all
a
chance
to
take
a
look
at
this
and
pass
it
around.
D
So
this
is
the
new
the
new
proposal.
It's
as
I
understand
it,
it
still
requires
signatures
from
67
of
the
individuals
as
opposed
to
75,
but
it
does
not
require
signatures
if
it's
already
an
establishment,
that's
just
being
sold.
D
Is
that
the
best
way
to
describe
it
and
it
still
goes
through
if
there's,
if
it's,
if
it's
a
land
use,
then
a
proposal
that
it
still
goes
through
the
normal
public
disclosure
and
public
hearings
of
the
land
use.
D
So
there's
two
separate
things
here
and
so
I
think,
didn't
did
we
have
a
motion
to
take
this
up
at
the
end
of
our.
E
D
Well
without
objection,
we
will
put
this
at
the
end
of
the
today's
business
meeting
to
give
everyone
here
a
chance
to
review
what
is
being
proposed,
and
I
have
another
copy
here.
D
If
anybody
wants
to
take
a
look
at
it,
because
we
want
everybody
and
then
there
you
go
and
what
we'd
like
is
at
the
end
of
the
discussion
when
we
start
this
back
up
again,
we've
already
taken
a
lot
of
public
testimony
and
I
think
we'd
like
to
hear
from
one
a
leader
from
your
group,
five
minutes
or
so
and
then
from
the
other
group.
E
D
Yeah,
so
we
can
okay
well
with
that
objection,
then
we
will
move
on
to
the
next
item
of
business.
While
everybody's
taking
a
look
at
the
changes
to
the
ordinance,
we
have
four
resolutions
to
consider.
D
I
will
open
up
the
public
hearing
on
resolution
number
two:
seven
five:
three,
the
resolution
of
just
in
the
county
budget
for
american
rescue
plan
act.
Ems
hazard
pay.
Is
there
the
discussion
on
resolution
number
two,
seven,
five
three
or
an
explanation.
E
G
Just
to
restate
I'll
move
to
approve
resolution,
number
2753
is
listed
on
the
agenda.
D
You've
heard
the
motion
all
in
favor
say:
aye
aye
aye.
Thank
you.
Next,
I
will
open
the
public
hearing
on
resolution
2754
a
resolution
adjusting
the
county
budget
to
reflect
the
receipt
of
unscheduled
revenue
to
the
county
sheriff's
office.
Is
there?
Is
there
a
discussion
hearing,
no
hearing,
no
discussion,
I'll
close
the
public
carrying
on
resolution?
Two
seven,
five,
four
I'll
accept
a
motion.
G
Well,
mr
chair,
I
move
to
approve
resolution
number
two.
Seven,
five,
four,
as
listed
on
the
agenda.
D
E
Mr
chair,
I
believe
the
eddy
county
staff
has
already
had
a
discussion
with
this
on
updating
these
systems.
All
consistent.
G
D
Okay,
you've
heard
the
motion
all
in
favor,
say:
aye
aye
aye
motion
carries
that
finishes
our
discussion
with
the
resolutions
we
now
have
you
bring
a
chair
around
I'm
sorry.
I
know
we
didn't
get
a
chair
here.
That's
fine,
all
right,
just
just
get
in
the
middle.
Here,
sir,
we
got
there,
you
go
we're
going
to
review
beds
and
award
recommendations
for
public
work
projects.
Fifty
to
two
hundred
thousand
dollars
bid
number
two:
two:
zero:
five:
nine
rectangular
rapid
flash
beacon
for
barrister.
I
Yes,
mr
chairman,
commissioners,
accounting
procurement
received
one
response
for
this
project
and
would
like
to
submit
this
letter
of
the
bid
received
and
a
recommendation
for
ward
for
your
consideration.
I
Okay,
could
you
read
the
letter
and
we'll
I'd
be
happy
to
so
it's
a
letter
dated
may
24th
2022
to
the
board
of
ada
county
commissioners
from
ada
county
procurement
regarding
bid
22059
members
of
the
board.
Ada
county
procurement
received
one
response
for
bid
22059
the
following
is
the
name
of
the
bidder
and
the
amount
submitted.
I
The
bidder
is
quality
electric
incorporated
and
they
have
a
bid
amount
of
eighty
four
thousand
six
hundred
and
eighty
four
dollars
and
sixty
seven
cents.
After
reviewing
the
bid
submitted,
it
is
recommendation
of
the
evaluation
group
to
award
the
contract
for
bid
22059
to
quality
electric
incorporated
as
the
lowest
responsive
bidder
for
the
total
bid
amount
of
eighty
four
thousand
six
hundred
eighty
four
dollars
and
sixty
seven
cents.
D
Okay,
thank
you.
Do
we
have
a
motion.
E
Sounds
good
to
me
I'll
go
ahead
and
make
the
motion
to
accept
the
recommendation
of
the
evaluation
committee
in
award
bid.
22059
rectangular,
rapid,
flash
beacon
for
barrister,
drive
pedestrian
crossing
to
quality
electric
incorporated
in
the
amount
of
eighty
four
thousand
six
hundred
eighty
four
dollars
and
sixty
seven
cents.
D
You've
heard
of
motion
in
favor
say
aye,
all
right,
hi
hi
moving
on.
We
will
do
a
bid
opening
of
bit
number
two
two
zero
six
two.
Eighty
can
the
court
has
cooling
tower
replacement
project
202
too?
Yes,
mr.
I
Chairman,
commissioner,
the
any
kind
of
procurement
received
two
responses
for
bid,
two,
two
zero
six,
two
and
robin
has
those
up
on
our
screen
up
there
on
bonfire
and,
if
you're
ready
for
us
to
open,
we'll
proceed,
we're
ready
all
right
robin.
Let's
go
ahead
and
open
them
up.
I
So,
mr
chair,
this
morning,
we'll
be
looking
at
the
name
of
the
bidder
and
also
the
the
total
bid
amount
and
that
total
bill
amount
will
have
the
base
bid
amount,
we'll
have
a
twenty
thousand
dollar
contingency
and
we'll
also
have
the
add,
alt
bid
included
in
that
amount.
So,
depending
on,
if
the
bid
amount
comes
in
under
our
projected
budget,
then
we'll
add
in
the
adult.
But
if
not,
we
will
be
taking
it
out
to
make
the
budget
fit.
H
D
And
you'd
like
to
review
the
we're.
E
J
Okay,
now
there
goes
the
spreadsheet
will
be
popping
up
here
in
just
a
second.
J
I
All
right,
so
the
name
of
the
bidder
is
the
two
bidders
is
echo
engineered
systems
and
american
chiller
service.
Ecoengineered
systems
has
a
total
bid
amount
of
437
418
dollars.
I
American
chiller
service
has
a
total
bid
amount
of
six
hundred
sixty
five
thousand
five
hundred
and
forty
dollars
and,
as
you
can
see
in
there
there's
a
additive
alternate,
that's
included
in
on
there.
Without
the
additive
alternate,
the
low
is
377
788
dollars,
and
that
would
be
with
echo
engineered
systems.
I
D
Okay,
you've
heard
the
motion
all
in
favor,
say
aye
all
right,
bye,
bye,
okay,
thank
you
motion
carries
we'll
now
review
the
proposals
received
for
rfi22063.
I
Yes,
mr
chair
commissioners,
about
two
months
ago,
you
directed
procurement
to
solicit
a
request
for
information
for
possible
turf
club
leasing
opportunities,
and
so
we're
circling
back
around
today
on
this
project
for
discussion.
I
But
I
thought
it'd
be
good,
just
kind
of
run
through
a
quick
review
of
the
process
that
we
went
through
to
get
us
here
today.
Okay,
so
april
8
2022,
the
rfi
was
released
to
vendors
and
we
emailed
local
commercial
real
estate
firms
about
this
opportunity.
We
also
posted
it
on
our
bonfire
e-procurement
system.
I
On
april
20th
2022,
a
pre-submittal
meeting
and
turf
club
walk
through
occurred,
and
we
had
three
interested
parties
show
up
for
that
pre-submittal
meeting
they
were
cushman
wakefield,
facilitech
and
midnight
racing.
Also
ktvb
showed
up
on
site
to
do
a
story
about
the
turf
club
on
april
25th,
we
issued
an
addendum
to
address
the
questions
that
were
received
and
these
questions
really
centered
around
the
size
of
the
turf
club,
how
big
it
was
and
if
we
had
a
building
diagram
and
also
availability
of
the
turf
club
during
the
fair.
I
So
we
answered
those
questions
in
the
addendum
and
on
may
2nd
2022.
We
received
the
rfi
responses
and
we
received
two
responses:
one
from
midnight
racing
and
the
other
from
facilitech,
and
so
shortly
after
that,
due
date,
the
board.
The
board
was
forwarded.
The
proposals
for
review
and,
I
believe,
had
an
opportunity
to
take
a
look
at
the
the
proposals.
So
I
thought
it
might
be
good
to
discuss
your
thoughts
on
the
submittals
and
how
you
how
you
may
want
to
proceed
from
here.
G
Well,
mr
chair,
you
know,
based
on
what
we
saw
it
seemed
like.
We
only
got
one
legitimate
proposal
that
might
be
workable,
related
to
simulcast
racing,
and
I
think
it's
good
that
we
finally
have
we've
done
our
due
diligence
and
we
have
a
a
proposal
in
front
of
us
that
we
can
bring
to
the
public
and
consider
which
is
good,
because
every
single
day
that
the
turf
club
sits
empty,
the
taxpayers
are
losing
money
every
single
day
the
taxpayers
are
paying
to
heat
and
cool
that
building
just
to
have
it
empty.
G
So
I
think
it's
good
that
we
now
can
actually
discuss
making
some
revenue
and
reimbursing
the
taxpayers
for
that,
and
so
I
I
would
suggest
that
we
move
this.
The
proposal
from
midnight
racing
forward
for
public
consideration
did.
D
We
get
any
any
cost
offers
from
any
ben
bent
any.
Did
anybody
offer
to
lease
the
building
for
x
amount
of
dollars.
I
I
think
the
only
one
that
submitted
a
cost
for
leasing
was
midnight
racing.
The
other
proposal
that
was
submitted
was
kind
of
conceptual
plan.
E
H
E
To
follow
up
on
what
we
stated
on
the
record
before
hand
we'll
open
this
up
for
public
input,
and
I
think
elizabeth
can
probably
work
with
our
team
to
get
something
set
up
on
our
website.
Where
folks
can
weigh
in
during
a
certain
amount
of
time.
And
then
the
other
thing
is
we're
going
to
send
a
letter
and
email
out
to
our
fellow
elected
officials.
The
mayors
of
the
cities
in
ada
county,
as
well
as
the
legislators,
and
get
their
feedback
yeah.
D
One
of
the
questions
was
the
square
footage.
What
is
the
square
footage
of
that
building.
I
It's
12
495
square
feet.
D
I
D
Thanks
a
lot:
okay,
let's
see
next
up,
we
have
change,
orders
change
order,
number
one:
eighty
county
jail,
roof
replacement;
section;
ten
agreement
number
one;
four,
five:
six:
seven:
a
decrease
of
nine
thousand
dollars
operations.
You
want
to
tell
us
about
that.
K
Yes,
mr
chairman,
commissioners,
this
is
more
contingency
items,
although
that's
not
needed.
As
you
know,
when
we
do
looking
projects,
we
don't
have
to
pull
off
the
old
roof,
make
sure
all
the
insulation
is
correct
and
the
qrikets
and
sloping
is
taken
care
of
and
happy
to
report
that
the
conditions
with
our.
E
E
Excellent
I'll
make
the
motion:
okay,
yes,
I'll,
move
to
approve
change
order;
number
one
ada
county
jail,
rough
replacement,
sections
10,
as
listed
on
the
agenda
and
authorize
the
chair
to
sign
the
documents
on
behalf
of
the
board.
D
Okay,
you've
heard
the
motion
all
in
favor,
say
bye
motion
carries.
Thank
you.
Okay,
next
up,
we
have
a
several
licenses
I'll
entertain
a
motion
on
the
licenses.
G
H
D
C
H
C
But
so
we're
getting
close
to
the
end,
I
know
heather
and
her
team
have
been
working
really
hard
to
reach
out
to
people
nudge.
All
those
final
license,
folders
get
their
applications
in
so
that
they
can
continue
service.
So,
just
a
update
on
where
we
stand
on
those
we're
seeing
the
there
is
a
light
at
the
end
of
the
tunnel.
C
Also
very
significant
today
is
the
certification
of
the
results
for
the
primary
election.
There
are
multiple
elections,
there's
also
the
spring
valley.
Election
saul
and
trent
are
here
I'll.
Let
them
talk
to
it
a
little
bit
more,
but
this
is
so.
The
county
will
certify
these
results
once
we've
certified
them,
we'll
be
submitting
them
to
the
state.
The
state
board
of
canvassers
will
be
meeting.
I
think
it's
next
week
that
they'll
be
meeting
to
certify
all
the
state
results.
Obviously
you
can
recognize
there's
personal
significance
to
this.
C
For
me
as
well
as
many
other
things
and
as
a
result,
I
largely
stepped
away
from
a
lot
of
things.
You
saw
me
last
week
while
they
were
working
hard
on
election
day.
So
I
I
want
to
just
really
give
a
big
shout
out
to
trent
and
to
saul
and
to
the
team.
I
think
they
worked
really
hard
to
make
sure
things
ran
smoothly.
C
You
know
there
were
some
issues
reported
in
other
counties
in
the
state,
just
in
terms
of
some
delays
and
getting
results
out
or
some
lines,
the
polls
and
really
hearing
aid
accounting.
I
think
things
went
exceptionally
well
and
I
think
it's
to
their
credit
that
it
did
and
then
also
this
election
is
unique.
C
Later
today
the
secretary
of
state's
office
will
be
drawing
precincts
across
the
state
to
implement
the
very
first
post-election
audits,
they've,
already
asked
saul
and
team
to
be
teed
up
that
there's
a
90
probability
that
we
will
get
drawn
because
of
our
size,
and
so,
if,
if
we
do
get
drawn
this
afternoon,
the
secretary
of
state's
office
audit
teams
will
show
up
tomorrow
morning
to
go
through
and
audit
do
a
sample
audit
of
some
of
the
results
for
our
election.
M
I
do
feel
that
it
was
a
successful
election.
As
you
know,
we
have
redistricting
this
time.
We
had
180.
M
By
far
our
largest,
ever
previously,
we
were
in
the
130
ranges
so
very
successful
in
that
we
had
a
massive
recruitment
effort
in
order
to
get
all
of
our
poll
workers
and
chief
judges
there,
and,
despite
having
you
know,
over
50
new
chief
judges,
things
went
surprisingly
well
in
terms
of
numbers
and
results.
We
had
just
about
a
third
of
the
county
participate
in
terms
of
eligible
voters.
We've
had
just
under
3
000
new
election
day
registrants
as
well
during
the
process.
M
The
one
thing
just
some
comparison
numbers
from
2018,
similar
election
very
similar
early
voting
numbers.
Our
absentee
numbers
were
significantly
higher.
This
go
around
with
a
return
rate
of
84
and
election
day.
Numbers
were
on
part
of
last
time,
so
just
a
few
sample
statistics
there
for
you.
So
any
questions,
I'm
happy
to
answer.
H
E
Are
there
new
races
that
we're
really
close
that
what's
the
deadline
to
challenge
for
recounting
nothing,
nothing
in
ada,
county,
okay,.
C
L
Helping
us
with
redistricting
with
the
funding
and
everything
else.
I
had
a
unique
perspective
in
that.
I
was
doing
a
lot
of
live
interviews
that
night
and
they
were
taking
live
feeds
from
other
counties
that
were
experiencing
long
lines
and
problems
at
some
of
the
polls
and
our
whole
emphasis
in
going
into
redistricting
was
to
reduce
the
number
of
registered
voters
at
each
one
of
our
precincts
so
that
we
can
manage
better,
and
I
think
that
played
out
in
spades
for
us
on
this
election.
L
Everyone,
I
think,
was
fairly
happy
with
how
they
were
able
to
access
the
polls,
whether
it
was
by
mail
or
early
voting
or
on
election
day,
and
I
think
by
and
large,
our
our
voters
were
very
pleased
with
that.
So
thank
you
for
the
support
of
that.
D
Yes,
what
was
the
percentage
turnout
for
this
election?
You
know
32
percent
yeah
just.
C
B
C
N
E
L
I
think
you
saw
that
helps
with
that
is
our
use
of
electronic
pull
books
that
helps
immensely
with
not
only
the
speed
but
the
accuracy
given
the
985
different
ballots
types
that
could
be
issued,
that
electronic
poll
book
that
we
use
really
narrows
down
and
really
gives
people
confidence
that
they're
getting
the
right
ballot,
which
I
think
is
important.
G
With
all
the
new
precincts,
did
you
notice,
if
any
of
them
just
had
way
less
turnout,
and
so
we
might
have
to
review
where
the
polling
location
is
or
did
all
the
precincts
get
fairly?
Similar
turnout.
L
M
M
Second
question,
mr
commissioner:
we
did
not
see
any
areas
that
were
significantly
depressed
versus
others.
You
know
we
had
some
turnout
areas
that
were
a
little
bit
lower,
just
because
of
demographics,
but
not
any
particular.
G
Precincts,
do
you
know
what
time
the
final
vote
was
counted?
Oh.
M
Geez
well,
I
left
the
office
around
3
45
a.m,
about
3
30.,
so
around
3
30.
We
got
another
last
ride
in
and
got
him
uploaded.
C
Yeah
one
of
the
biggest
challenges
I
didn't
live
through.
Thank
goodness
the
was
write-ins.
As
you
remember,
on
the
democratic
ticket
there
was
a
massive
write-in
effort
and
those
have
to
be
individually
reviewed,
including
mickey
mouse
and
donald
duck,
and
everybody
else
who
got
right
in
votes,
and
so
that
was
I
mean
that
took
hours
right,
yeah.
G
And
that's
all
done
on
election
night.
You
don't
wait
till
the
next
day,
so
without
the
write-ins.
How
much
time
would
you
have
saved.
M
I
can
say
for
the
bulk
of
our
accounting:
it
is
significantly
faster.
When
you
see
result
reporting,
we
are
able
to
get
the
level
of
results
up
relatively
quickly
compared
to
our
size.
It
is
the
write-ins.
You
know
we
had
over
3000
write-ins
that
need
to
be
individually,
and
that
is
quite
time-consuming.
At
the
end
of
the
night.
L
B
E
C
G
Well,
mr
chair,
pursuant
to
idaho
code,
34-1205
and
34-1410.
G
Which
requires
the
board
of
county
commissioners
to
canvas
the
election
results
sitting
as
the
board
of
canvassers?
I'm
not
mistaken.
I
moved
to
certify
the
may
17
2022
primary
election
and
spring
valley
community
infrastructure
district
number
one
results
as
presented
by
the
clerk.
D
B
D
That
hey
you've
heard
the
motion.
All
in
favor
signify
by
saying
aye
aye
aye
motion
carries.
We
now
have
personnel
actions.
I
may
have
a
motion
on
the
personnel
actions.
D
You've
heard
the
motion
all
in
favor,
say:
aye
aye
aye
motion
carries
we
have
with
us
our
distinguished
assessor
bob
mcquaid
good
morning.
You
have
a
good
report
for
us.
N
Yes,
I
do
we're
just
we've
wrapped
up
the
private
tax
reduction
applications
they've
all
been
processed.
We
had
about
two
about
4
400,
which
is
about
what
we've
had
the
last
several
years,
but
that's
behind
us
circuit
breaker.
D
We'll
have
to
we'll,
hopefully
nothing
wrong
with
being
busy.
N
Do
I
need
to
repeat
myself
I'll,
be
happy
to
yeah
yeah,
go
ahead,
repeat
that
I
just
had
mentioned
to
the
commissioners
that
we
had
just
completed
all
of
the
property
tax
reduction
forms.
Those
are
the
circuit
breaker
forms
that
people
are
in
need
of
assistance
for
the
property
taxes.
It's
a
state
program.
We've
got
that
all
wrapped
up,
we're
going
to
be
sending
that
off
to
the
state
soon.
Secondly,
we're
sending
out
assessment
notes.
D
Okay,
thank
you
is.
Can
people
hear
better
with
all
right
good?
Thank
you.
Okay!
Thank
you.
Bob
do
we
have
is
anyone
from
the
treasurer's
office
here
I
don't
see
beth
here.
F
D
F
The
treasure's
office
is
in
full
swing
for
the
2021
property
tax
collections.
I
just
note
that,
because
I
want
to
minimize
any
confusion
for
the
2022
assessment
notices
going
out
versus
the
2021
property
taxes
that
we're
collecting
taxpayers
will
be
happy
to
know
that
tomorrow
we
are
opening
our
cloverdale
facility.
F
That
facility
will
remain
open
to
the
public
until
the
due
date
of
june
21st,
it's
a
very
popular
location.
We
staff
that
location
with
the
same
friendly
faces,
who
we've
had
out
there
for
several
years.
So
for
a
lot
of
our
taxpayers,
it's
really
enjoyable.
They
go
out
there
and
catch
up
with
someone,
so
they
will
be
there
again
until
june
21st.
F
I
will
just
know
in
terms
of
overall
collections
for
the
second
half
we're
sitting
at
about
25,
so
we'll
watch
that
number
increase
over
the
next
month.
Right
now
we're
seeing
high
volume
of
mailed
in
payments,
then,
as
we
approach
the
due
date,
fasten
we'll
start
getting
the
larger
wires
for
processing.
F
E
D
E
D
Second,
that
you've
heard
the
motion
all
in
favor,
say
aye
aye
aye.
All
right.
Thank
you
motion
carries.
We
now
have
grants
a
grant
application
to
the
department
of
idaho
department
of
juvenile
corrections
for
safe
teen
assessment
center
up
to
one
million
five
hundred
thousand
dollars.
No
county
match
funds
a
grant
period,
seven
one.
Twenty
two
to
6
30
23.
D
O
Ask
for
approval
to
file
our
application
for
this
grant.
Amy
herrig's
with
me
this
morning,
she's
largely
responsible
for
what
a
robust
and
beautifully
presented
application.
It
is,
as
you
know,
we're
really
excited
about
the
about
the
proposal.
O
It
would
establish
a
resource
center
for
youth
and
families
here
in
ada
county
and
would
further
our
goal
to
keep
youth
out
of
the
criminal
justice
system
or
to
prevent
further
entry
into
the
criminal
justice
system.
The
concept
is
a
best
practice
based
on
research
and
based
on
a
network
of
similar
facilities
around
the
country.
O
We've
really
done
our
research
here.
The
goal
would
be
for
law
enforcement
to
be
able
to
bring
youth
and
refer
families
to
the
center,
where
we
would
wrap
them
in
resources
in
an
effort
to
address
the
underlying
issues
that
might
be
causing
behavior.
That
would
cause
them
to
enter
the
justice
system,
much
better
outcomes
for
kids,
better
outcomes
for
families
and
actually
less
expensive
in
the
long
run
for
everyone,
so
good
use
of
resources,
law,
enforcement's
been
very
in
support.
Our
partners
have
been
very
supportive
and
we're
pleased
to
be
here
right.
H
E
Mr
chairman,
yes
just
want
to
commend
staff
and
and
director
allison
tate
for
their
efforts
on
this,
and
I
know
you've
been
out
there
collaborating
with
a
lot
of
folks
in
the
community
to
make
this
grand
application
happen.
I
think
we
have
a
really
good
shot
at
it.
Fingers
crossed
we'll
go
ahead
and
submit
it.
We'll
prove
it
here
in
a
minute
on
by
friday,
it
has
to
be
submitted
by
friday
and
then
what's
the
turnaround
time
well,.
O
Since
mr
chairman,
commissioner
kenyon,
since
funding
becomes
available
july,
1st
they're.
O
E
Yes,
mr
chair,
I'm
happy
to
move
to
approve,
grant
number
2205a
as
listed
on
the
agenda
and
authorize
the
chair
to
sign
the
appropriate
documents
on
behalf
of
the
board.
D
That
you've
heard
the
motion-
I
don't
favor,
say
aye
aye
aye
hi
motion
carries
thank
you.
Next
up,
we
have
some
interim
agreements
at
expo.
Idaho
may
have
a
motion
on
the
interim
agreements
and
concessionaire
agreements
for
expo
idaho.
D
Hearing,
none
all
in
favor,
say:
aye
aye,
aye
aye
motion
carries
next
up.
We
have
parks
and
water
right
waterways
agreements.
Do
we
have
a
motion
for
the
barber
park,
education
and
event
center
agreements?
There
are
six
of
them.
D
B
D
That
you've
heard
the
motion
all
in
favor,
say:
aye
aye,
aye,
aye,
motion
carriage.
Thank
you.
We
have
an
a
miscellaneous
item,
an
easement
between
80
county
and
the
state
board
of
land
commissioners,
idaho
department
of
lands
for
the
bed
of
the
boise
river
agreement.
Number
one,
four,
six,
eight
three!
Is
there
any
discussion.
H
E
I'm
going
to
go
ahead
and
move
to
approve
the
easement
between
the
80
county
and
state
board
of
land
commissioners,
idaho,
department
of
lands
for
the
bed
of
the
boise
river
and
authorized
a
one-time
payment
of
1
million
20
dollars
and
70
cents
to
idaho
department
of
lands
and
authorize
a
chair
to
sign
the
appropriate
documents.
On
behalf
of
the
board.
D
You've
heard
the
motion
all
in
favor,
say:
aye
aye
aye
motion
carries
okay.
Next
up
we
have
a
consent
agenda
for
the
indigent
program
from
4
27
22.
D
Okay,
do
we
have
a
a
second
to
the
motion,
I'll
second,
that
okay,
you've
heard
the
motion
all
in
favor
say:
aye
hi
hi?
Do
we
have
a
motion
on
the
weekly
indigent
items?
E
D
D
Was
removed
from
the
table
and
we
delayed
it
till
the
end
of
our
agenda
and
that
was
ordinance
number
936.
The
public
hearing
was
left
open
from
the
april
14th
open
business
meeting
as
their
questions.
We
have
our
staff
that
presented
it
and
we
distributed
it
to
the
to
anybody
in
the
public
that
wanted
a
copy
of
it.
D
Yeah,
I
think,
because,
because
we've
already
had
we've,
we've
already
had
a
lot
of
public
testimony
on
this.
We've
had
a
lot
of
a
lot
of
discussion
and
it
been
changed
from
our
earlier
meeting
in
in
that
this
ordinance
will
still
require
signatures
from
people
within
a
thousand
feet
of
the
of
the,
and
this
ordinance
will
still
require
signatures
from
residents
that
live
own
property
within
a
thousand
feet
of
a
proposed
organization
that
wants
to
serve
alcohol.
D
That's
already
serving
alcohol
that
has
already
had
a
license
that
that
there
is
no
signature
requirement.
There's
it
just
changes,
ownership.
Okay,
so
I
think
in
the
in
the
if,
if,
if
there's
people
that
are
opposed
to
this
ordinance,
if
you
could
choose
somebody
to
represent
you
and
speak
speak
for
it
or
speak
to
your
position
or
is
there
anybody?
P
Can
I
get
some
clarification
on
the
renewal
policy
because
right
now,
currently,
in
the
code,
it
is
very
deceiving
and
nebulous
as
to
when
a
a
business
has
to
apply
for
a
new
alcohol
license
when
they
apply
for
a
new
permit.
Q
All
right,
hello,
everyone,
I'm
heather
luther
I'm,
the
director
of
report.
Q
I
think
I'm
usually
pretty
loud,
but
please
let
me
know
if
I
need
to
speak
louder,
so
my
name's
heather
luther
I'm,
the
director
of
recording
and
then
to
answer
mr
castro's
question
in
regards
to
the
renewal
process.
So
a
renewal
process
is
done
for
every
license
holder
every
year,
so
that
is
separate
from
any
conditional
use
permits.
Once
an
alcohol
license
has
been
established
for
a
premise
that
license
then,
is
just
on
a
renewal
process.
Q
The
difference
in
the
use
permit
of
the
premise
and
the
land
itself
is
separate
from
the
actual
holding
of
the
alcohol
license.
So
if
the
county
is
issuing
a
license,
then
it's
it's
an
issued
license
for
either
beer
wine
or
within
city
limits
could
incorp
incorporate
hard
liquor
for
unincorporated
area,
we're
strictly
speaking,
beer
and
wine
that
can
be
renewed
yearly
without
any
regard
to
the
conditional
use
permit
changing
now.
Q
The
conditional
use
permit
is
a
completely
separate
process
and
they
may
have
a
difference
in
terms
of
what
they
have
to
to
clarify
for
that
process.
But
as
far
as
the
alcohol
license
goes
once
you
hold
the
alcohol
license
for
beer
and
wine
for
service
or
selling
on
that
premise,
we
do
not
have
to
then
go
and
renew
that
off
of
the
conditional
use
permit.
Mr.
C
Let
me
just
add
to
that
real
quick.
Just
in
addition
to
what
heather
said.
Also,
the
alcohol
licenses
don't
relate
to
volume
right
so
tasting
versus
kegs,
there's
no
difference
in
terms
of
licensing
once
you've
been
approved
through
the
state
and
through
the
county.
It's
not
a
volume
question.
That's
where
the
conditional
use
that's
the
permitting
process
regarding
the
use
of
the
facility,
but
alcohol
licensing
doesn't
relate
and
it
each
premises.
C
So
you
could
have
the
same
license
holder,
but
they'll
have
to
have
different
licenses
for
each
premises
that
they're
going
to
serve
alcohol
on
so
and
that's
one
of
the
confusing
things
here
is
the
cup
process.
These
are
overlapping,
but
this
this
ordinance
is
specific
to
alcohol
licensing,
which
is
different
than
the
than
the
the
development
services
process.
C
P
Is
not
what
the
code
says?
The
code
b
says
that
if
somebody
applies
for
a
new
zone
and
is
issued
a
new
zoning
certificate,
which
basically
is
what
a
conditional
use
permit
is
given
when
they
apply,
for
you
know
additional
venues
or
whatever
that
they
then
that
their
automatic
room
they
do
not
automatically
get
renewed.
They
have
to
apply
for
a
new
alcohol
license
for
that
use,
permit
or
zoning.
C
P
C
Think
we're
trying
to
balance
the
two
processes
here.
That's
the
proposal
in
terms
of
what
it
is,
but
again
a
lice.
This
is
one
of
the
confusing
things
about
this
is
alcohol?
Licensing
is
just
the
license
to
serve
whether
a
facility
exists
or
doesn't
exist
in
terms
of
coming
together,
and
I
think
this
is
where
it's
being
blurred.
E
Yeah,
I'm
just
going
to
make
a
suggestion
here.
I
don't
think
that
this
is
a
proper
venue
for
this
kind
of
back
and
forth,
and
people
yell
from
the
audience
and
whatnot
I'm
going
to
recommend.
I'm
really
not
very
happy
actually
that
the
wine
commission
is
not
having
conversations
with
neighbors.
E
This
is
a
viticulture
area
where
people
have
lived,
live
there
pretty
much
their
whole
lives
and
to
come
before
this
board
without
any
discussion
and
any
workshops
out
in
the
community,
I
think
is
really
premature
and
we're
seeing
that
play
out
here,
and
so
what
I
would
like
to
see
is
is
have
the
white
commission
go
back
out
to
the
community?
Hold
workshops
have
heather
luther
and
development
services
staff
there
to
answer
any
questions
get
clarification
because
we're
not
going
to
get
it
here
in
this
format.
E
Here
today
and
again,
I
think
that
this
was
premature
to
just
jump
it
right
into
a
board's
decision.
So
that's
what
I'm
going
to
recommend
I'm
going
to
make
a
motion
that
we
direct
staff
to
go
out
and
help
moya
work
with
the
community,
because
this
is
going
to
continue
over
and
over
and
over,
and
it's
going
to
come
before
the
border
county
commissioners
over
and
over
and
over,
and
we
don't
want
to
see
the
same
people
show
up
at
every
single
public
hearing
and
hear
the
same
testimony.
E
E
D
I
I
think
we
are
you
making
a
motion.
I'm.
E
Going
to
make
a
motion
is
to
send
the
y
commission
out
to
convene
workshops
with
folks,
so
they
can
work
through
these
issues
where
it
needs
to
be
worked
out,
and
then
we
can
have
our
staff
development
services
and
the
clerk's
office
recorder's
office.
Be
there
as
experts
that
everyone
can
get
the
same
understanding
get
on
the
same
table
and
then
come
back
with
a
spokesperson.
One
spokesperson
for
each
group
with
identified
solutions
and
recommendations
and
no
you're
not
going
to
testify
today.
I'm
sorry,
okay,.
D
Can
we
so
we'll
we'll
table
this
until
a
future
date
to
give
the
wine
commission
and
the.
G
Give
us
we
all
came
here
yeah
a
couple
minutes,
mr
chair
yeah.
Well,
I'm
just
wondering
if
maybe
we
could
hear
the
testimony
that
each
side
and
I'm
saying
just
one
representative
each
side
meant
to
give
today
that
might
help
clarify
the
issues
that
need
to
be
tabled
to
a
future
date.
If
that's
the
will
of
the
board.
E
Mr
chair
again
this
we
can't
get
this
on
the
record,
it's
not
being
recorded
properly.
This
is
not
a
good
procedure
for
this
and
I
think
that
they
need
to
go
back
out
and
then
we'll
have
a
proper
hearing
at
a
public
hearing.
We
can
do
it
down
here,
but
when
we
have
people,
sir
you're
out
of
place
out
of
order,
so
I'm.
D
Yes,
I
would,
I
would
agree,
we
don't
have
a
too
many
questions
that
have
been
raised.
That
needs
to
be
addressed
before
we
proceed.
I
I
would
think,
and
so
everyone
can
get
a
chance
to
see
a
new,
a
new
draft.
R
B
E
G
Mr
chair,
yes
I'll
just
restate
my
suggestion
that
we
allow
one
representative
from
each
side
to
give
testimony
today
before
we
decide
to
table.
D
P
D
P
E
E
E
E
P
Go
ahead,
mr
mark
pesculi
is
an
iwc
commissioner.
Mr
pascule
is
preparing
to
apply
for
a
conditional
use
permit
requiring
an
alcohol
license
for
his
rolling
hills
winery
in
unincorporated
eagle.
He
knows
he
likely
cannot
get
the
required
75
approval
of
his
neighbors
and
is
therefore
pushing
this
legislation
for
his
own
personal
benefit,
thereby
violating
sections
18-13-51,
74-40
and
67-6506
state
of
idaho
conflict
of
interest
laws
and
committing
an
ethics
violation.
P
It's
shocking
to
me
that
such
an
obvious
misuse
of
the
power
of
a
state
agency
be
used
to
further
the
personal
financial
interests
of
an
official.
You
should
not
ratify
or
permit
such
behavior.
By
approving
this
proposal,
I
don't
think
there's
any
question
that
the
75
percent
rule
was
established
to
protect
the
residents
and
citizens
of
ada
county
from
the
dangers
and
nuisances
of
alcohol
sale
and
consumption
in
their
neighborhoods.
P
The
iwc
is
selfishly
lobbying
to
eliminate
this
restriction
on
behalf
of
their
own
members
and
board,
with
complete
disregard
for
the
citizens,
property
rights
in
ada
county.
They
have
an
entire
web
page,
replete
with
false
talking
points
and
lies
dedicated
to
pandering
to
their
members
who
live
outside
the
county,
to
submit
letters
on
the
behalf
of
these
entities
with
complete
disregard
for
the
residents
living
in
proximity
to
these
wineries.
P
The
internet
is
replete
with
press
articles
describing
the
contentious
problems
resulting
from
wineries
in
rural
and
residential
districts,
and
there
are
countless
internet
advertisements
for
attorneys
specializing
in
criminal
defense
of
dui
resulting
from
these
wineries,
and
yet
the
iwc
wants
you
to
believe
their
wine
drinkers
are
a
better
class
of
people
who
don't
overindulge
and
who
obey
the
laws.
This
is
unequivocally
untrue
and
borders
on
absurd.
They
also
want
you
and
the
uneducated
public
to
believe
that
this
is
an
attack
on
vineyards
themselves,
and
this
is
their
way
of
protecting
the
area
from
development.
P
P
I'm
disturbed
by
the
draft
ordinance
proposed
by
aydah
county
as
potential
solution
to
this
problem.
First,
the
approval
of
the
permit
appears
to
be
ultimately
left
in
the
hands
of
the
planning
and
zoning
commission.
At
the
time
of
the
application,
the
commission
has
already
demonstrated
an
unwillingness
to
abide
by
code
regulation
and
blatantly
ignores
the
wishes
and
concerns
of
neighbors
residents
and
citizens
in
favor
of
these
businesses.
P
H
P
Well,
I
realize
much
work
has
been
done
in
drafting
this
ordinance.
I
urge
you
to
reject
it
in
its
entirety,
as
the
current
system
of
legislation
in
place
was
established
for
a
reason
to
protect
residents,
citizens
and
voters
of
unincorporated
ada
county
from
special
interest
groups
like
the
iwc
who
have
no
regard
for
citizens,
property
rights
or
the
law.
Okay,
thank
you.
R
Mark
pascually,
I'm
with
the
ida
wine,
commission,
the
owner
of
rolling
hills
vineyard
and
I
live
at
4562
north
burke
place
in
eagle.
Mr
castro
doesn't
like
me,
which
is
fine.
I
don't
particularly
care
for
him.
R
He
has
seemed
to,
though,
wanted
to
fame
an
industry
and
go
to
the
lowest
common
denominator
and
just
go
on
and
on
about
things
that
he
doesn't
know
things
that
aren't
true,
so
he
can
pontificate
all
he
wants,
but
he's
doing
it
from
a
premise
of
ignorance
and
primarily
most
of
what
he
said,
isn't
true,
okay,
I
said
most
of
what
he
said:
wasn't
true,
setting
all
that
nonsense
of
time
and
a
tremendous
waste
of
time
and
trying
to
slander
an
industry
that
benefits
the
community.
R
D
D
R
R
D
E
Mr
t,
I'm
going
to
recommend
too
that
this
board
go
ahead
and
reject
the
ordinance
as
it's
written
today,
because
we
don't
everyone's
not
clear
about
it.
So
let's
go
ahead
and
reject
it.
Let's
reconvene
in
approximately
120
days
that
would
be
september.
27Th
folks
do
a
chance
to
get
their
questions
answered
and
we'll
supply
our
subject
matter.
Experts
to
be
available
during
those
workshops.
D
D
Second
bit
we
have
a
motion
and
a
second
to
reject
ordinance
number
nine,
three,
six
with
the
also
with
the
recommendation
that
neighbors
in
the
wine
commission
get
together
and
be
respectful
of
one
another
and
have
a
discussion
and
work
with
our
staff
and
produce
potentially
an
ordinance,
that's
acceptable
to
to
all,
because
that's
what
we
we're
trying
we're
trying
to
do.
D
So,
if
there's
no
further
discussion
I'll
ask
for
the
call
for
the
question
is
all
in
favor
of
the
motion
say:
aye
aye,
aye
aye
motion
carries.
G
Mr
chair,
yes,
just
one
more
comment,
you
know
regarding
the
testimony
we
just
heard
any
allegations
of
any
party
that
somebody
is
violating
state
code
regarding
lobbying
or
anything
like
that.
That's
not
really
doesn't
necessarily
affect
the
ordinance,
but
that
should
be
something
that's
reported
to
the
appropriate
agency,
because
we
can't
necessarily
adjudicate
all
these
things
or
take
it
into
consideration.
D
Yes
and
again,
I
would
like
to
admonish
everyone
to
to
get
together,
there's
clearly
a
conflict
be
respectful
of
one
another
and
come
back
with
a
proposal
for
us.
Is
that
reasonable?
With
that.
D
The
24th
of
may
the
time
is
10
25..
The
board
is
in
a
session
sitting
as
a
board
of
emergency
medical
services
district
to
conduct
its
weekly
open
business
meeting.
All
three
commissioners
are
present
also
with
us
are
identify
yourself
for
the
record.
D
We
have
in
the
back
of
the
room
way
back
there.
I
t
guy.
Okay,
are
there
any
changes
to
the
agenda?
Madam
clerk.
D
D
Okay,
you've
heard
a
motion
all
in
favor
say
aye
aye
aye
most
carries.
Do
we
have
a
motion
on
the
minutes.
B
D
Second,
that,
okay,
all
in
favor,
say
aye
aye
motion
carries
we
have
an
agreement
between
80
count,
emergency
medical
services,
district
and
zhal
medical
corporation
for
x-series
cardiac
monitor
supplies.
D
S
Tell
us
about
that,
mr
chair
commissioners,
good
morning,
so
the
cuna
fire
station
remodel
is
underway,
our
portion
of
that
the
base
of
that
was
a
188
a
little
over
188
000.
There
are
several
change
orders
that.
S
And
the
issue
in
cuna
with
the
cuna
fire
district:
they
don't
have
an
operations
department,
so
the
chief
out
there
is
still
a
pretty
new
chief
is
acting
as
the
fire
chief
and
kind
of
the
building
project
manager,
and
so
thankfully
bruce
crisco,
because
we
have
a
vested
interest
in
that
remodel
project
is
helping
cune
out
to
make
sure
that
we
don't
go
crazy
with
change
order
requests.
I
think
the
chief
out
there
got
a
little
overwhelmed
with
some
of
the.
F
E
K
Commissioners,
back
in
the
day
when
sean's
folks
first
started
this.
D
K
We
had
offered
our
services
and
I
guess
the
board
that
overseas
cunifier
did
not
want
any
of
our
input
or
help
right
and
now
they
do
so
we're
here.
I
was
hoping
to
dodged
this
bullet
back
in
the
day,
but
now
we're
here
and
right
now
they
have
just
so
you
know
I
talked
to
the
fire
chief.
He
is
not
to
approve
any
other
change
order
without
my
input
and.
K
So
we're
on
hold-
and
he
was
thankful
for
that-
he's
a
very
nice
guy
but
to
sean's
point
he's,
got
a
lot
to
do
getting
up
to
speed
just
being
the
fire
chief
and
not
running
a
project
and
people
don't.
K
It
is
to
run
a
construction
project,
so
not
the
first
client
that
I
ran
into
this
with
so.
To
that
end,
we
have
currently
one
two
three
four
change
orders
that
have
been
approved
for
a
total
of
about
thirty
three
and
a
half
thousand
dollars
we're
looking
at
another
seven
for
another,
fifty
three
thousand
dollars.
I
did
review
the
plan
sheets,
I'm
waiting
on
the
official
plan
sheets
and
specifications
from
the
design
firm,
it's
architectural,
north
west
or
out
of
nampa.
K
K
We
have
ekc
they're
a
good
company,
and
but
there
are
some
concerns,
like
any
other
contractor
they're
trying
to
squeeze
as
much
blood
out
of
iraq
as
they
can,
and
I
don't
blame
them.
But
if
the
plans
and
specs
say
you
were
supposed
to
do
this
and
they're
trying
to
get
money
where
it's
not
due
I'll
get
to
the
bottom
of
that
as
well.
It
happens.
K
I'm
not
saying
that
this
case
here,
but
know
that,
even
if
these
change
orders
were
included
in
the
original
bid
that
we
would
have
probably
had
to
pay
more
than
the
bid
came
in
it's
just
a
matter
of
how
much
now
and
I've
got
to
drill
down
and
get
to
the
validity
of
these
changeors.
The
specifically.
K
Let's
pull
them
up,
so
we
will
be
moving
ahead
and
ekc
knows
I'm
on
the
case
now,
so
they
begrudgingly
gave
me
access
to
procore
yesterday,
which
is
a
software
program
that
tracks
the
construction
documents.
Rfis
change,
orders
schedules,
yada
yada
thank.
R
Be
on
the
hot
seat
and
helping?
How
would
you
like
to
deal
with
these?
Do
you
want
bruce
to
come
forward
with
every
change
order?
He
wanted
to
come
forward
on
a
regular
basis,
nancy,
and
I
talked
about
you-
could
set
a
dollar
amount
if
he
sees
change
orders
above
you
know
ten
thousand
dollars
to
us.
He
comes
back
and
talks
to
you
about
them.
K
K
What's
your
recommendation,
I
would
be
more
than
happy
to
represent
the
county
and
improve
the
value
and
the
need
for
the
changes
right
now.
Looking
at
the
plan
sheets,
there's
not
even
any
civil
drawings
at
all,
and
one
of
them
was
to
have
to
relocate
the
water
line.
That
is
underneath
the
new
addition.
K
When
we
do
a
project.
The
first
thing
we
do
is
establish,
what's
called
a
faulty
survey
which
surveys
the
entire
perimeter
of
the
property.
They
probably
just
did
a
down
and
dirty
survey
of
the
actual
perimeter
itself
so
that
they
could
get
the
setbacks
of
the
building
correct
or
we
do
an
alta
survey.
K
K
Also,
one
of
the
things
that's
concerning
me
is
the
fire
alarm.
There's
a
thirty
thousand
dollar
change
order
for
the
fire
alarm
and
now
cuna
the
fire
department
is
authority
having
jurisdiction.
So
I'm
curious
how
that
got
missed
in
the
planned
review.
E
B
D
M
H
E
Then,
mr
chair
yeah,
I'm
really
disappointed
in
sean.
D
E
S
E
S
B
G
G
S
S
For
the
the
work
that
I
did
on
the
gmt
baby
yeah,
can
we
get
a
picture
sure
I
can
you
want
me
to
bring
it
in?
Can
you
bring
the
real.
S
D
S
Chair
commissioners,
the
coveted
cases
are
starting
to
trend
up.
We've
had
a
few
people
out
in
our
department.
The
last
few
weeks.
Boise
wastewater
is
starting
to
indicate
a
little
bit
more,
so
just
being
mindful
of
that,
certainly
from
a
personnel
out
perspective
because
rolling
into
the
summer
it's
our
busiest
time
of
year-
and
we
don't
want
to
you-
know-
go
into
that
lacking
staffing
so
and
the
only
other
thing
I
would
mention
is
I
want
to
thank
the
board
immensely
for
approving
the
art
but
proposal.
S
Mr
chair,
commissioner,
can
you
not
not
particularly
you
know,
I
I
just
as
things
have
kind
of
normalized.
You
know
I've
seen
in
the
last
few
weeks.
I
think
those
that
that
want
to
wear
a
mask
are
going
to
wear
a
mask,
and
you
know
I
kind
of
saw
this,
as
we
were
moving
more
towards
an
endemic
phase
that
I
think
it
really
becomes
like
the
individual
responsibility
of
somebody
to
say
you
know,
I
want
to
keep
myself
safe
and
try
to
protect
others.
S
So
you
know
I
a
month
ago,
I
I
don't
think
I
saw
hardly
anybody
wearing
a
mask,
but
just
being
out
about
this
last
week
and
I've
seen
more
people
that
have
masked
up-
and
certainly
you
know
more
n95
type
masks
are
available
now
that
we
didn't
have
it
they're
free
at
albertson
walmart,
so
those
actually
protect
the
wear.
In
addition
to
you
know
the
people
around
them,
so
I
just
wanted.
S
Yeah,
I
I
I
don't
really
see
that
you
know,
I
think,
the
the
anger
that
we
saw
with
some
of
the
mask
mandates.
Last
year.
You
know,
I
I
think
it
comes
down
to
you're
gonna,
wear
a
mask.
You're,
not
you
know
and
really
a
personal
decision.
S
You
know
and
that's
a
difficult
thing:
those
cloth
masks.
You
know
when
they
first
came
out
and
we
didn't
have
masks
and
they
were
like
hey
here's
how
you
can
sew.
You
know
a
three-ply
mask.
The
studies
were
really
kind
of
to
show
that
at
least
you're
not
projecting
virus
out
of
person
that's
being
diffused,
but
certainly
from
the
wearer's
perspective
and
n95
or
km95
is,
is
much
better
and
you
know
I've
got
a
small
stockpile
of
those
myself
at
home.
D
S
S
You
know,
I'm
sure,
you've
all
seen
the
reports
about
monkey
pox.
There
are.
S
S
Then
I
do
know
how
to
deal
with
it
yeah,
and
that
was
the
main
difference.
They
are
releasing
some
vaccine
from
the
strategic
national
stockpile,
but
that's
for
the
people
that
have
been
exposed
at
this
point.
So
just
I
think
you
know
five
years
ago.
This
probably
would
have
barely
made
the
news,
but
since
we're
just
coming
out
of
a
pandemic,
you
know
it's
bigger
news.
S
E
S
E
S
Yeah,
so
it's
really
watching
across
the
country.
You
know,
as
cases
start
to
climb,
watching
the
wastewater
data
out
of
the
city
of
boise,
because
that's
actually
identifying
that
particular
virus
particle,
and
it
is
it's
not
climbing
tremendously
fast,
but
it's
certainly
higher
than
it
was
a
month
ago.
So
I'm
just
keeping
an
eye
on
things.
My
biggest
concern
is
for
my
staff.
