A
Good
morning
today
is
tuesday
february
22nd,
and
the
time
is
10
o'clock.
The
board
is
in
session
to
conduct
its
weekly
open
business
meeting.
All
three
commissioners
are
present
also
with
us
are
identify
yourself
for
the
record.
A
It
guy
okay,
madam.
E
A
Thank
you
may
have
a
motion
to
remove
unfinished
business
from
the
table.
E
A
Okay,
we
have
the
final
ranking
and
award
of
rfp22029
80
county
grounds,
maintenance.
C
Mr
perfect,
yes,
mr
chairman,
commissioners,
the
evaluation
team
for
rfp22029
has
reviewed
the
sold
proposal
submitted
and
we'd
like
to
submit
this
letter
with
the
evaluation
team's
recommendation.
Okay,
would
you
read
the
writer.
C
E
Bob
are
we
going
to
go
back
out
on
the
market
and
do
we
need
to
reevaluate
whether
we
need
to
increase
the
budget
as
well?
Because
if
we
didn't
get
anyone,
what
makes
us
think
we're
going
to
get
bids
a
second
time
around.
C
Mr
chairman,
commissioner
kenyon
a
great
question,
and
we
would
love
the
opportunity
to
kind
of
discuss
that
with
you,
and
I
think
we
have
time
carved
out
in
today's
pa
staff
to
kind
of
go
over
some
options.
What
might
be
the
best
path
forward?
C
Okay,
good,
so
the
recommended
recommendation
now
would
be
just
to
reject
the
proposal.
Okay,.
A
You,
the
motion
all
in
favor,
say:
aye
aye,
aye,.
E
A
Motion
carries
thanks.
Commissioners.
Thank
you.
We
now
have
several
public
hearings
on
several
resolutions.
I
will
open
the
public
hearing
on
resolution
number
2725
resolution
to
hire
outside
counsel
for
personnel
matters.
A
A
A
Second,
that
okay,
you've
heard
the
motion
on
favor,
say:
aye
aye
motion
carries
resolution,
passes
I'll
now
open
the
public
hearing
on
resolution
number
2726,
a
resolution
of
soul
source
procurement
for
catch
consulting
to
update
the
jail
evacuation
plan.
Is
there
anyone
here
wishing
to
speak
to
that.
C
Yes,
so,
mr
chairman,
commissioners,
this
is
a
salesforce
resolution
to
be
able
to
hire
catch,
consulting
to
help
out
with
the
jail
evacuation
plan.
Catch
consulting
had
originally
done
the
plan
for
the
jail
back
in
2011,
so
it
makes
sense
to
continue
that
relationship
with.
D
A
You've
heard
the
motion
all
in
favor
say
hi
hi
thank
you
motion
carries.
I
will
now
open
the
public
hearing
on
resolution.
2727
resolution
for
the
sale
of
personal
property
owned
by
eddie
county
is
there.
Anyone
here
wish
to
speak
to
that.
C
Yeah
so,
mr
chairman,
commissioners,
this
is
a
resolution
for
an
auction
for
our
surplus,
so
this
is
our
second
surplus
option.
A
Of
the
year
and
music
auction
will
be
handling
the
course
okay.
Thank
you.
Anyone
else
wish
to
speak
to
resolution
2727
hearing
none.
I
will
close
the
public
hearing
on
resolution
2727
any
discussion
from
the
board.
E
Now
mr
carroll
go
ahead
and
make
the
motion
okay
to
approve
resolution.
2727
is
listed
on
the
agenda.
F
G
To
speak
to
it,
what
this
is
is
this
is
help
america
vote
act.
Security
grant
fund
so
help
america
vote
act
is
a
large
legislation
federally
where
a
lot
of
grant
money
is
distributed
specifically
to
address
elections
a
couple
years
ago.
They
added
some.
I
think
it
was
right
after
the
2016
election
money,
specifically
for
security
enhancements,
we've
used
some
of
it.
This
is
bringing
that
grant
money
into
our
budget
so
that
we
can
expend
it
at
least
most
of
it
this
year,
or
maybe
some
of
it
next
year.
G
It
expires
at
the
end
of
2024,
but
we
have
a
project
specifically
working
with
bruce,
if
you
recall
from
the
budget
to
upgrade
the
security
out
at
benjamin.
So
half
of
that
security
upgrade
is
being
paid
for
by
this
grant
to
cover
the
elections
portion
and
the
county's
paying
the
other
portion
the
cover
driver's
license
in
the
other
parts
of
the
building
to
to
get
the
swipe
at
right.
Now,
it's
a
keypad,
so
it's
upgrade
cameras
and
some
other
things
out
there
for
security
purposes.
So,
mr.
E
Chair,
yes,
phil,
is
this
a
federal
grant
or
it
is.
E
Have
we
seen
remember
the
grant
that
came
through
a
few
years
ago
for
elections
that
was
from
a
private
foundation.
G
No
because
it
is
now
prohibited
by
state
statute
yeah.
I
I
hear
about
this-
often
okay,
but
yeah.
No,
it's
that
grant.
We
filed
all
of
the
paperwork
and
everything
and
reported
on
it.
We
can
provide
it,
we've
been
sharing
it,
we've
had
records,
requests
related
to
it,
but
that's
all
been
expended
that
was
expended
right
after
the
2020
election,
but
this
is
specifically
federal
money
and
we've
received
lots
of
help
america,
but
this
is
how
congress
gets
money
in
the
election.
G
F
Is
there
any
strings
attached
to
the
telecom
america
vote
grants
that
people
be
concerned
about.
G
None
that
I
think
people
would
be
concerned
about
other
than
it's.
I
mean
this
is
the
way,
the
mechanism
that
the
fence,
you
know,
keep
us
in
line
with
what
the
things
are,
but
we
the
the
requirements
to
help
america
vote.
It's
it's
the
help
america
vote
act
was
the
bill
passed
in
response
to
the
hanging,
chads
and
everything
in
florida.
So
it's
the
help.
America
vote
act
of
2002,
that's
what
the
actual
act
is.
So
these
are
just
amendments
to
that
act:
to
distribute
funds
so
most
of
our
elections
equipment.
G
A
A
Thank
you.
You've
heard
the
motion
all
in
favor,
say
aye
aye
aye
aye
motion
carries.
Thank
you.
Thank
you.
A
H
Yes,
mr
chairman,
you
heard
the
expression
building
about
the
basement.
This
is
just
the
opposite.
We
specify
the
shower
and
the
project
specifications
that
would
not
fit
through
the
doors
we
had
to
go
to
a
four
piece
unit
to
get
through
the
door
that
happens
on
occasion.
It
was
missed
by
our
design
team
and
the
extra
cost
of
727.69.
A
E
F
G
Bill
miss
chairman,
I
think
in
just
in
terms
of
updates.
I
don't
have
a
lot
of
new
information
where
a
couple
things
you
and
I
chatted
briefly.
The
legislature
seems
to
be
in
full
swing.
I
don't
know
if
that's
the
right
way.
I
had
a
brief
conversation
with
seth
greg
and
he
said
he
was
called
into
the
capitol
building
sunday
evening
to
work
on
tax
policy,
and
I
don't
know
what
good
tax
policy
comes
by
people
going
to
the
capitol
on
a
sunday
evening,
but
they're.
G
G
The
other
thing
is
so
candidate
filing
begins
on
monday,
so
it's
coming
up
quickly
month,
so
starting
on
the
28th
all
the
way
through
march
11th
is
the
candidate
filing
window.
So
we'll
start
to
see
a
lot
of
activity
where
you
may
get
some
inquiries
potentially,
and
I
think
you're
well
aware
of
this.
But
just
we
are
working
very
hard
on
getting
the
voter
information
updated
with
the
new
precincts
and
the
legislative
districts
and
congressional
districts.
G
G
All
of
the
eight
large
counties
that
were
split
are
in
the
same
boat
and
actually
they're
a
little
bit
delayed
because
they're
kind
of
all
banking
on
us
being
successful
and
they're
going
to
try
and
model
what
we've
done
in
other
parts
of
the
state.
So
it
feels
like
a
scramble,
it's
all
behind
the
scenes,
but
for
people
wanting
information
it
definitely
you
know,
puts
them
in
a
bind.
They
just
have
to
wait.
A
E
Chair,
yes,
so
in
the
paper
this
morning
there
was
the
emergency
legislation,
that's
being
proposed
that
you
need
to
affiliate
or
you
will
be.
I
don't
know
the
exact
language.
But
how
does
that
impact
us
or
you
if
that
is
passed.
G
Let
me
pull
up
because
I
got
some
just
recent
updated
information
from
anthony
on
it.
So
what
it
does
is
the
current
statute
says:
if
you
are
a
member
of
a
political
party,
you
must
change
by
march
11th.
So
that's
been
the
practice.
This
includes
now
unaffiliated
voters.
In
the
same
so
someone
who's
not
affiliated
with
the
political
party,
would
have
to
affiliate
with
the
political
party
by
march
11th
if
they
wanted
to
make
the
change
prior
to
the
primary
on
the
surface.
It's
not
a
huge
change
at
that
point.
G
It's
just
election
day
would
be
where
I
think
we'll
see
the
the
tension,
because
it
will
limit
the
choices
that
people
who
are
a
member
of
a
political
party
have
when
they
get
to
the
polls
to
vote,
and
so
in
the
past
I
think,
and
they
pulled
up
some
numbers
that
it
was
like.
I
want
to
say,
like
7
000
people
had
affiliated
on
election
day
right.
A
G
That
that
well
it's
complicated.
This
is
where
the
complication
and
the
secretary
of
state's
office
is
trying
to
help
navigate
is
on
a
pure
new
registration.
Absolutely
right.
So
if
someone
moves
from
california
here
registering
for
the
first
time,
they
could
pick
a
party
or.
G
Yeah,
that's
where
it
becomes
the
way
the
secretary
of
state
office
interprets
it
is
that
no
they
could
not
do
it
then,
and
that's
complicated,
because
there's
no
real
way
to
know
that
at
the
polls
that
someone
moved
from
twin
falls,
even
if
they
tell
us
you
know,
do
they
know
that
they're,
a
party
member,
and
so
it's
gotten
really
convoluted-
that
they're
they're
designing
a
specific
registration
card
for
the
primary
election
day.
Registration
which
would
be
like
you
know.
Where
did
you
move?
G
A
F
B
F
G
And
all
of
you
are
well
aware,
if
you
get
the
there
was
a
legislative
change
after
the
20,
it
was
the
2020
election,
the
2020
primary
that
triggered
it.
But
there
was
legislative
change
that
once
you
request
a
ballot,
you
can
only
be
given
that
same
ballot.
What
that
means
is
so
if
you
request
the
nonpartisan
ballot,
some
people
do,
you
will
only
get
supreme
court
judge.
G
Well,
I
don't
even
know
what
you'll
get
right
now,
let's
assume,
there's
a
contested
supreme
court
race
you'll
get
that
that
might
be
the
only
thing
on
your
ballot
and
then
you
can't
go
back
and
ask
for
something
you
can't
change
and
so
that.
A
G
G
I
think
it's
an
open
question
right
now.
I
I
agree
with
your
conclusion.
I
think
two
factors
to
your
point,
that
was
that
close
in
the
house
means
it's
got
a
tougher
fate
in
the
senate,
most
likely
there's
an
emergency
clause
on
the
bill,
which
is,
I
would
be
surprised,
both
the
senate
and
then,
more
importantly,
maybe
the
governors-
if
I
don't
know
if
the
governor
would
sign
it
like
on
march
13
or
march
11th,
or
something
yeah.
A
A
F
G
Hawaii
and
gem
are
different
because
they're
wholly
within
their
respective
legislative
districts,
I
don't
believe
their
precincts
are
changing.
I've
seen
both
of
those
clerks
I've
seen
all
three
of
the
clerks
that
you
referenced
recently,
so
I
think
they're
just
sticking
with
their
precincts
like
I
know
I
was
in
waikiki
county
yesterday,
so
they
used,
they
have
names
for
their
precincts
right.
G
Pre-Scene
versus
the
you
know,
murphy
precinct
the
so
I
think
on
both
sides,
they'll
be
staying,
the
same
christian
moto,
which
is
a
clerk
for
canyon
county.
They
did
split
some
precincts,
but
they
did
minor
changes
in
terms
of
the
volume
of
the
precincts
compared
to
what
we
did,
but
they
are
one
that
is
waiting
for
us
because
they
just
haven't
figured
out,
and
I'm
I'm
nervous
that
the
secretary
of
state's
office
is
putting
a
little
bit
too
much.
G
H
G
G
A
Well,
at
least,
we
won't
have
to
worry
about
the
state
unilaterally
extending
the
the
primary
date.
I
didn't.
G
A
F
F
And
then,
as
far
as
filing
declarations
of
candidacy
is
the
only
place
at
the
elections
office,
or
can
you
file
here
at
the
courthouse.
A
Second,
one:
okay,
you've
heard
the
motion
all
in
favor,
say:
aye
aye,
aye
aye
motion
carries.
We
have
personnel
actions
up
next,
I
may
have
a
motion
on
the
personal
actions.
A
D
You
nothing
out
of
the
ordinary
just
a
couple:
last
tax
cancellations,
we're
pushing
through
cleaning
up
the
2021
data.
So
that's.
F
A
Do
have
some
tax
cancellations
on
the
agenda
I'll
entertain
a
motion
on
the
tax
cancellations.
A
B
Well,
mr
chair
and
commissioners,
before
you
for
your
consideration
are
two
requests
to
waive
late
charge
and
interest.
These
were
for
tax
payments
that
were
due
back
in
december
and
in
both
cases,
payment
was
late.
So,
as
we
are
required
to
do
by
law,
we
assessed
a
two
percent
late
charge.
These
taxpayers
then
reached
out
to
us
and
shared
some
unfortunate
personal
circumstances.
B
E
Mr
chair,
yes,
which
one
was
it
that
the
her
mail,
her
check,
was
stolen
out
of
her
mailbox
and
she
filed
a
sheriff's
report
and
that
was
verified
with
us.
Yeah.
B
Mr
chair,
commissioner,
kenyon,
that
was
the
first
one:
partial
ending
six
zero.
E
Mr
chair,
I'd
like
to
take
these
up
separately.
I
do
think
that
this
board
has
the
discretion
to
go
ahead
and
wave
the
first
one
parcel
r3638330060.
E
As
this
person's
mail
was
stolen
and
she
did
file
the
sheriff's
report-
and
I
do
think
that
it's
within
the
discretion
of
this
board
to
go
ahead
and
waive
the
they
charge
and
penalties
so
make
that
motion
on
that.
One.
A
E
E
A
Motion
carries
now:
we
can
take
up
the
parcel
number
five:
zero:
seven:
zero,
zero,
zero.
Two
six,
eight
three.
E
F
A
E
E
A
D
D
On
kokanee
lane
for
472
935,
the
applicant
is
requesting
to
combine
the
two
accounts,
there's
a
main
property,
and
then
she
has
a
what's
referred
to
as
a
mother-in-law
suite
or
accessory
dwelling
and
she's
asking
for
those
to
be
combined
because
she's
not
using
it
as
a
rental
property.
At
this
time,
however,
as
we
know,
these
situations
can
change
property
owners
change
all
the
time,
so
I
would
advise
keeping
those
separate.
D
D
So
that's
a
part,
a
property,
that's
currently
unoccupied
that
they
have
purchased
for
development
and
they're
working
with
the
city
of
eagle
on
some
development
initiatives.
But
the
way
that
our
office
looks
at
it
is
it's
still
a
standing
residential
structure.
So
we
need
to
put
it
on
a
suspension
until
those
developments.
E
E
And
we
have,
we
have
proof
that
that's
empty
the
resident
residential
property
to
the
best
of
arnold
not
being
occupied.
Okay,.
A
Okay,
on
the
the
combined
one:
don't
do
we
not
have
a
policy
if,
if
a
customer
wants
to
suspend
it
for
up
to
six
months,
you
don't
have
to
come
and
get
board
approval,
you
can
just
give
them
a
six-month
suspension.
They.
D
A
formal
application
with
you
guys
that
customer,
I
think,
she's
indicated
that
she
does
not
plan
to
rent
that
accessory
dwelling
in
any
time
in
the
near
future.
So
I
guess
she
just
assumed
it
was
better
to
go
ahead
and
get
it
suspended
for
a
year.
E
H
D
So
when
we
put
them
on
a
suspension,
hardin's
drivers
have
a
stop
report,
and
so
they
should
be
when
they're
going
out
on
their
routes.
They
should
be
looking
at
that
report
and
making
sure
that
they're
not
picking
up
cards
if
they're
left
out
there.
D
E
E
E
Okay,
