A
B
Is
Tuesday
August,
the
2nd
and
the
time
is
nine
o'clock.
The
board
is
in
session
to
conduct
its
weekly
open
business
meeting.
We
have
a
number
of
guests
here
because
we
have
an
employee
recognition,
so
we
won't
bother
with
the
introductions
right
now,
but
I
would
ask
clerk
if
there
are
any
changes
to
the
agenda.
B
D
Awesome
and
what
are
your
names
hi
Rita,
thanks
for
coming,
Cooper,
I'm,
Jackson
and.
F
D
Jackson
well
welcome
and
she's
out
all
right.
Well,
thank
you
all
for
coming
so
Rebecca
Travis
began
her
employment
with
Ada
County
in
2002
as
a
community
service
crew
leader
in
early
2006,
she
moved
to
a
detention
officer
position
before
becoming
a
probation
officer,
one
in
August
of
2006..
Throughout
her
years
of
service,
Rebecca
worked
in
almost
every
unit
within
the
Probation
division,
carrying
females,
male
sex
crimes,
investigators
and
diversion
cases.
Now
a
po3.
D
A
We're
so
thankful
to
have
employees
like
Rebecca
that
have
been
here
a
long
time
have
such
varied
experience.
I've
worked
in
detention
or
different
divisions,
but
bring
phenomenal
energy
to
the
job
every
day.
Right
now,
probations
Gathering
school
supplies
for
kids
that
are
in
need
for
some
of
our
youth
that
need
clothing.
D
B
Oh
okay,
now,
if
you
will
read
Rebecca's
after
we
read
these,
then
we'll
let
them
take
a
few
pictures.
Okay,
all
right.
G
All
right,
well,
Kathy,
first
applied
for
a
front
count,
front
counter
motor
vehicle
clerk
position
for
Ada
County
in
early
2002
and
was
not
selected
for
that
position
at
that
time.
But
fate
works
in
mysterious
ways.
After
not
getting
the
motor
vehicle
clerk
position,
Kathy
went
to
work
for
a
temp
service
and
was
working
different
jobs
here
and
there
for
a
few
months
when
she
was
then
assigned
to
work
at
the
Ada
County
DMV
as
a
front
counter.
G
Kathy
then
spent
the
next
eight
years.
Learning
and
training
others
on
everything
a
front
counter
clerk
does
to
take
care
of
Ada
County
residents
that
are
registering
and
titling
their
vehicles.
During
that
time
she
also
began
learning
to
do
the
accounting
as
the
backup
to
the
accountant
and
after
a
few
years
as
backup
she
was
promoted
to
the
accountant
position
in
2010..
G
H
I
Want
to
say
anything
Mr
chairman
I
would
like
to
ask
something:
we
are
so
lucky
that
Kathy
is
here
celebrating
20
years.
It's
been
almost
two
years
since
itd
implemented
that
disastrous
software
I
had
Kathy
left
at
18
years.
We
really
would
have
been
in
a
world
of
hurt.
It
was
extremely
difficult.
Reports
were
very
limited.
They
were
new.
I
As
you
all
know,
it
was
just
an
absolute
mess,
but
Kathy
hung
in
there
in
spite
of
all
of
the
difficulties
and
the
frustration
and
the
insults
that
were
being
hurled
at
all
the
motor
vehicle
employees
so
Kathy.
Thank
you
so
much
you,
you
stuck
it
out,
and
you
have
things
running
very
well.
It's
really
important
because
Motor
Vehicles
is
fee
supported,
they're
no
tax
dollars.
I
So
if,
if
we
start
to
run
run
a
deficit,
we
can't
pay
our
bills,
and
can
you
just
make
sure
that
we're
always
on
top
of
things
so
Kathy?
Thank
you
so
much
and
thank
you
for
staying
around
the
last
two
years.
Yes,.
B
All
right
we'll
do
that
and
who's
gonna
take
this
picture.
D
F
B
G
D
J
F
B
Back
on
the
record
and
next
item
on
the
agenda
is
Unfinished
Business,
ranking
and
shirtless
recommendation
for
RFQ
to
2077
Design
Services
for
Expo
Idaho
Park.
We
need
emotion.
D
J
Okay
Bob,
yes,
good
morning,
Mr
chairman
Commissioners,
the
evaluation
team
for
RFQ
22077
The
Design
Services
for
Expo
Idaho
Park
development
has
completed
the
evaluation
of
the
sixth
qualification
statements
received.
I
would
like
to
submit
the
shortlist
letter
for
your
consideration.
Okay,
okay,
did
you
read
a
letter
I'd
be
happy
to
letter
dated
August,
2nd
2022
to
the
board
of
Ada
County
Commissioners
from
80
County
procurement.
Regarding
rfq22077,
dear
members
of
the
board,
the
evaluation
committee
has
evaluated
the
six
qualification
statements
for
RFQ
22077.
B
J
Ranked
in
order
of
evaluation
scoring
is
as
follows:
number
one:
Rios
Incorporated
with
a
score
of
90.50
tied
for
number.
One
is
Port
architecture
and
urbanism
LLC
with
a
score
of
90.50
number
three:
the
Land
Group
Incorporated
with
a
score
of
82.50
number;
four:
the
burger
partnership
with
a
score
of
80.50
number,
five
gglo
with
a
score
of
78.0
and
rounding
out.
The
field
at
number.
Six
is
Rodney
Evans
and
partners
LLC
with
a
score
of
69.25.
J
D
J
B
Oh,
thank
you
I
think
we're
we're
on
to
something
here:
yeah,
okay,
so
you've
heard
the
motion.
Is
there
any
further
discussion
hearing?
None
all
in
favor,
say:
aye
aye,
aye
aye
motion
carries
all
right.
I've
just
been
informed
by
our
clerk
that
we
need
to
have
everybody
identify
themselves
for
the
record.
We
start
that
over
here
and
just
go
around.
B
D
L
Mr
chairman,
yes,
thank
you
for
the
time.
I
would
just
offer
that
these
fee
increases
have
been
a
long
time
coming.
Last
time
we
increased
our
fees
to
2018
right
now
in
certain
categories
of
service,
we
are
losing
money
as
far
as
the
services
you
can
provide
for
office
speed
control.
So
this
is
just
an
effort
to
bring
us
back
up
to
speed
and
in
the
modern
era
of
what
people
are
charging
for
these
types
of
services,
foreign.
B
Okay,
thank
you.
Any
further
discussion
hearing
no
further
discussion,
I'll
close,
probably
carrying
on
the
resolution
2771,
what's
pleasure,
the
board
Mr.
G
L
That
will
happen
as
soon
as
the
excuse
me
Mr
chairman.
That
will
happen
as
soon
as
the
you
know.
This
is
published
in
the
Statesman
for
one
week
and
then
we're
afraid
to
do
that.
So
I'm
not
exactly
sure
when
we'll
Implement
that,
but
it
won't
be
before
the
end
of
this
fiscal
year.
Okay,.
B
D
B
All
right
any
other
discussion:
okay,
I'll,
close
the
public
hearing
on
resolution
2772.
What's
the
pleasure
of.
B
You've
written
emotional,
if
they
ever
say
aye
aye
motion,
carries
I'll
now
open
the
the
public
hearing
on
resolution
number
2773.
Our
upper
resolution
number
18
for
approval
of
allowable
expenditures
from
the
American
Rescue
plan
act,
budget
for
extension
of
funds
for
maximum
contract
for
nursing
staff,
Ada
County,
Sheriff's
Office.
B
Is
there
any
discussion
on
that.
C
Okay,
this
is
an
extension
of
a
contract
that
we
have
been
covering
for
nursing
in
the
jail.
So,
as
you
all
know,
covet
has
done
some
damage
in
terms
of
Nursing
and
Staffing.
In
these
types
of
settings,
it's
a
little
bit
more
challenging
because
they
have
shift
work
and
booking
in
private
sectors
make
a
lot
more
money.
So
it
has
been
a
challenge
for
our
jail
to
keep
it
at
Staffing
levels
and
keep
it
in
regulation,
in
compliance
with
legal
model
standards
and
in
compliance
that
they
have
with
the
federal
government.
C
So
we
are
helping
them
kind
of
Gap
as
they
work
out
a
plan
for
Staffing
and
they're.
Looking
at
some
various
increases
in
their
pay,
they're
looking
at
different
pay
for
weekend
work
and
night
shift
differentials
and
those
types
of
things.
So
this
is
just
to
help
them
through
those
efforts
and
we
hope
that
it
will
be
done
by
December
no
promises.
But
that's.
D
B
B
You've
heard
the
the
motion
in
favor
say:
aye
aye,
aye
aye
motion
carries.
B
Next
up,
we
have
opening
of
bid
number
two
two
zero
seven,
eight
re-bid
at
the
public
safety
building,
complex
boilers,
exciting.
D
J
B
J
This
is
the
rebid
for
bid
22078,
the
Ada
County
public
safety
building,
complex
boilers,
replacement
2022,
and
we
received
three
responses
for
this
project.
Our
bonfire
computer
system
is
all
queued
up
if
you're
ready
for
us
to
open.
Let's
open
it
all
right,
Evan.
J
Always
takes
just
a
bit
to
open
up
the
bed
table,
but
yeah.
This
will
open
up
in
an
Excel
spreadsheet
and
we'll
read
into
the
record
the
name
of
the
bidder.
The
total
bid
amount,
which
will
include
the
basement
amount
and
a
twenty
thousand
dollar
contingency.
J
J
's
got
our
our
three
of
bitters
up
there,
and
so
the
first
bidder
is
acco
engineered
systems
with
a
total
bit
amount
of
268
817
dollars.
J
D
J
So
we're
going
to
have
to
make
sure
that
they've
complied
with
all
the
administrative
requirements
and
make
sure
that
they're
good
with
their
bid
and
and
Josh
will
do
that
too.
He'll
follow
up
with
them
and
make
sure
that
they're
good
with
their
numbers
before
we
yeah.
J
Do
yes
so
Mr
chair,
commissioner
Kenya?
We
need
to
table
this
for
award
to
August
9th
2022.
B
D
B
That
you've
heard
the
motion.
No,
if
they
ever
say
aye
aye
aye
aye
motion
carries.
We
have
remaining
licenses.
I'll
accept
a
motion.
B
Yeah,
well,
that's
the
yeah
catering
prevention
licenses.
Yes,
yes,
Mr.
D
G
G
B
G
B
Nothing
else
from
your
office
all
right.
All
right.
We
have
claims
Journal
up,
I'll,
accept
a
motion
on
the
claims.
Journal.
G
B
That
yeah
you've
heard
the
motion
all
in
favor,
say:
aye
aye,
aye
aye.
Thank
you.
Okay,
Personnel
actions,
I'll
accept
a
motion
for
the
Personnel
actions.
B
That
okay,
you've
heard
the
motion
all
in
favor,
say
aye
all
right,
bye,
bye,
thank
you.
Well,
it
looks
like
we
have
a
number
of
tax
cancellations
but
they're,
not
tax
cancellations,
they're,
just
adjustments,
the.
I
These
was
so
wrapped
up
with
Board
of
Equalization
and
making
adjustments
reported
Equalization
that
these
Corrections
here
were
put
on
the
back
burner
until
we
got
Boe
out
of
the
way,
I
would
say,
two-thirds
of
these
exemptions
or
these
tax
cancellations
have
to
do
with
people
who
apply
for
homestead
exemption
after
what
would
have
been
the
normal
five
days
of
April
15th
and,
as
you
know,
we're
going
to
be
seeing-
and
the
treasure
is
very
well
aware
of
that-
we're
going
to
be
seeing
tax
cancellations
coming
through
for
the
rest
of
this
year
because
of
the
homestead
exemption
being
read.
B
I
All
I
would
just
mention
is
just
that.
Last
week
the
staff
was
in
summer
school.
Most
of
the
president
staff
and
clerical
staff,
and
even
land
records
were
attending
Summer
Schools
performed
by
the
State
Tax
Commission.
Our
appraisers
have
to
have
at
least
32
hours
of
classroom
instruction
every
two
years,
otherwise
they
lose
their
certification
by
the
state
they're
back
in
the
office,
but
now
we're
just
starting
believe
it
or
not.
The
new
assessment
for
2023,
so
we're
going
out
in
the
field.
I
Doing
the
physical
inspection
statute
says
that
we
have
to
physically
inspect
20
of
the
parcels
every
five
years
and
that's
what
is
going
on
right
now
and
we'll
be
going
on
up
until
probably
November
and
it's
what
we're
looking
for
is
are
any
additions
that
would
be
on
a
property,
any
additional
depreciation
that
needs
to
be
recognized
impressive,
some
deferred
maintenance
needs
to
be
recognized,
and
so
that's
what
we're
working
on
now.
I
I
Mr
chairman
commissioner
Kendra
can
I
I,
don't
know
I,
don't
have
the
list.
We
move
around.
I
F
F
We
can
do
some
validation
at
this
time,
just
to
kind
of
make
sure
that
we're
capturing
them
right
and
if
there's
any,
that
aren't
working
correctly
in
our
process
to
pull
them
out
now
and
correct
them,
so
that
doesn't
stop
our
bill
Creation
in
November,
so
yeah.
All
of
this
is
leading
up
to
the
bills
that
we'll
send
out
in
November.
So
we
are
actively
working
on.
Those
I
will
also
note
that
we
are
excited
to
offer
a
training
here
in
a
few
weeks.
It's
on
detecting
counterfeit
funds.
F
We've
done
this
in
the
past.
It
was
a
huge
success.
We
bring
in
a
representative
from
the
Secret
Service,
with
some
real
life
stories
and
samples
of
counterfeit
currency.
That's
in
circulation.
So
it's
fun
to
see.
The
latest
schemes
you
know
gone
are
the
days
of
photocopiers,
making
members
much.
B
F
B
F
So
yeah
so
I
decided
training
people.
We
have
extended
an
invitation
to
the
Department's
targeting
those
who
handle
cash
yeah.
So,
okay.
E
B
You
thank
you
appreciate
it.
Okay,
we
have
trash
Building
Services
up
next.
Are
there
any
discussion
on
the
one
give
us
a
report
good
morning,
chair.
H
Consideration
our
true
trash
extension
request
for
traffic
help
229-863
and
293-740.
Both
of
these
applications
appear
to
align
with
the
code.
There's
one
of
them
is
for
medical
reasons
and
the
other
one
is
the
property
will
be,
the
model
is
developed.
The
one
thing
I
would
like
to
note
is
one
of
the
applicants
are
requesting
that
you
approve
this
for
at
least
three
years
and
I
did
explain
that
that
did
not
align
with
our
policy,
but
that
I
would
bring
it
in
front
of
you.
Consideration
and
I
don't
have
any
concerns.
B
B
Right
just
for
a
regular
yeah
go
beyond
our
our
ordinance.
Well,
I've
read
the
the
applications
is
I'll
cut.
The
motion.
G
B
Okay,
all
in
favor,
say
aye
aye,
bye,
hi.
Thank
you.
Thank
you.
Okay.
We
have
approval
in
minutes.
I'll
accept
a
motion.
Yes,.
G
B
That
okay,
you've
heard
the
motion
all
in
favor
say:
I
I
mostly
carries
all
right.
We
have
interim
event
and
several
commercial
I
got
weed
pests.
Oh
yeah.
Excuse
me
yeah
yeah.
We
best.
We
have
several
late
Lane
releases.
G
G
It's
a
pretty
common
thing
with
these
property
companies
that,
and
it's
usually
vacant
Lots
Mr
chairman
commissioner
Gibson.
Yes,
we.
L
Do
get
a
lot
of
vacant
properties
for
development
properties
where
to
disturb
soil,
usually
creates
nauseous
food
issues,
so
yep
that
happens
quite
a
bit,
and
some
development
companies
are
a
lot
better
than
others
as
far
as
paying
attention
to
what
happens
on
those
properties.
So
usually
the
out-of-state
ones
are
usually
ones
that
end
up
being
leaned
before
they
yeah.
B
Okay,
you've
heard
the
motion
for
the
release
of
three
lanes.
All
in
favor,
say:
aye
aye
aye
aye
motion
carries
now.
We
have
the
Expo
Idaho
interim
agreements
and
Commercial
exhibitors
I'll
entertain.
B
B
B
B
I'd
ask
all
three
Commissioners
are
present.
If
you
could
identify
yourself
yeah.
B
Second,
that
okay,
you've
heard
motion
all
in
favor,
say:
aye
aye,
aye
aye
most
carries
number
five's
added.
Okay,
let's
see
Zoo
business.
We
have
the
claims.
Journal
I'll
entertain
a
motion
from
the
claims
Journal.
B
Okay,
you've
heard
a
motion
all
in
favor,
say:
aye
aye
I'll
entertain
a
motion
on
the
Personnel
actions.
G
I'm
sure
I
moved
to
prove
the
Personnel
actions.
D
E
B
Motion
carries
I'll,
entertain
a
motion
on
the
approval
of.
G
B
D
M
Mr,
chair
Commissioners:
this
is
an
agreement
with
Dr
hilver's
office.
They
were
emergency,
responders,
Health,
Center
and
really
what
it
does
is
and
Dr
hilvers
throughout
the
pandemic
has
given
us
a
tremendous
amount
Islam
dealing
with
with
our
folks
that
get
covid.
M
M
You
know
there
have
been
a
number
of
change
orders
that
have
have
occurred
and
then
there's
another
issue
with
station,
alerting
and
so
stational
learning
is
a
system
that
actually
notifies
us
before
dispatcher
gets
on
the
radio,
and
this
is
something
that
we'll
we'll
be
installing
in
our
stations,
probably
not
this
coming
fiscal
year,
but
the
following
fiscal
year,
along
with
all
all
the
other
fire
departments,
so
we've
been
talking
to
sheriff
Clifford
about
it,
sounds
like
the
the
emergency
communications
fund
will
pay
for
the
setup
at
dispatch
and
and
basically
to
the
connection
of
the
station.
M
M
We're
going
on
a
call,
so
it'll
get
us
out
the
door
much
quicker,
then
it
actually
provides
in
the
station
more
information.
You
know
our
stations
already
have
automation,
the
door
opens
when
the
tones
go
off
and
it
turns
off
the
kitchen.
So
we
don't
burn
the
place
down,
but
this
takes
it
a
step
farther
to
give
our
people
more
situational
awareness
when
they're
responding
to
a
call,
and
so
that's
what's
a
an
addition
to
the
community
model
that
they
didn't
include
in
the
original
bid,
and
so
they
got
two
bids
they
came
in
yesterday.
M
One
was
seven
a
little
over
7
seventy
thousand,
and
this
is
just
for
the
equipment.
It's
not
the
installation,
the
other
one
was
I
believe
it
was
53
000.
for
for
the
product,
Star
fire
when
they
built
their
new
station
or
remodeled
that
building
probably
four
years
ago
installed
it
and
it's
it's
pretty
slick
and
I
know
all
the
other
fire
departments.
N
I
mentioned
the
flooring
last
week
went
from
a
dollar
a
square
foot
to
six.
I
was
one
issue,
the
fair
others
Mr
chairman
Commissioners
we've
been
monitoring
the
progress
out
at
the
kuna
fire
department,
I
attend
all
the
weekly
meetings
and
the
change
orders
are
abundant,
so
the
architectural
firm
you
know
as
capable
as
they
are,
there's
a
lot
of
unforeseen
conditions
in
the
building.
Specifically
mold.
There
was
some
moisture
on
initial
tests.
The
good
news
is,
is
we've
we've
pushed
back
on
a
lot
of
this.
N
The
change
order
for
the
moisture
barrier
that
they
wanted
to
install
was
approximately
thirty
thousand
dollars.
We
made
contact
with
Armstrong
Flooring
and
a
lot
of
other
professionals,
a
kind
of
vet
that
conclusion
that
they
came
to
and
it
looks
like
that's
going
to
fall
off
so
we're
just
going
to
go
with
a
nicer
floor,
probably
cut
that
from
30
000
down
to
around
7
500,
that's
paying
for
a
moisture
barrier
that
never
existed
before
and
never
really
caused
any
problems
before
anyway.
I'll
shut
up
about
that.
N
So
currently
we
and
with
the
including
that
moisture
barrier
which
will
fall
off
our
burden
is
21.
309
I
understand
that
that
emergency
communication
fund
will
cover
the
other
portion
of
that
alerting
system
correct.
So
we
won't
be
pulling
out
of
our
contingency
and
correct
me
if
I'm
wrong,
we
had
40
000,
which
was
approved
as
a
contingency
for
this
project.
Okay,
so
we're
still
we're
still
approximately
18
000
below
that
so
and
the
good
news
is,
we've
had
conversations
with
Chief
and
he
is
very
TJ's.
N
K
Home
finished
and
so
that
I
think
yuna's
taking
it
up
next
week
and
then
I
will
come
to
you
for
approval,
but
the
only
addition
that
I
think
Sean
didn't
mention
that
I,
don't
think
you've
heard
yet
is
utilities
we're
going
to
be
absorbing
25
of
the
annual
utilities
every
year
as
part
of
the
operational
cost
ongoing
and
there's
a
cost-sharing
mou
that
is
being
updated
and
that
also
reflects
there's
some
temporary
housing.
That's
been
set
up
for
the
Personnel
about
out
in
Kuna,
and
so
we're
also
sharing
in
those
costs.
So.
N
Again,
if
I
could
Mr
chairman,
if
I
could
update
on
that,
we
do
have
some
long
lead
items
specifically
rtus
that
might
kind
of
eat
into
the
time
that
we
initially
allocated
for
those
temporary
housing
Arrangements
there's
a
burden
per
month.
So
if
we
have
to
renew
for
the
you
know
one
or
two
extra
months,
we
may
incur
a
little
bit
of
that
as
well.
What's
that.
M
So
yeah
just
what
they
are:
construction
trailers,
and
so
the
first
thing
they
ran
into
is
they.
They
didn't
have
the
electrical
hookup,
so
they
had
to
rent
a
generator
for
a
couple
of
weeks,
and
you
know
I.
K
Do
feel
for
the
the
king
of
fire
chief
because
he's
basically
managed
in
this
project
and
fire
chief
for
not
quite
a
year.
He
was,
he
was
a
captain,
maybe
a
year
and
a
half.
So
all
right.
Let's
test
you
have
an
updated
completion
date,
estimated
at.
N
L
K
D
B
Okay,
good
morning
today
is
Tuesday.
The
2nd

August
