market

significantly
down
from
what
it
was
a
year
ago.

state
task
force

continues

governance
committee

this
board's
aware

really
pushing
to
have
the

governance

county

commissioners.

the
way
it
sounds
like
things
are
going
right
now
is
the
county
commissioners
would
be
responsible
for
ensuring
that
ems
is
provided
in
the
entirety
of
whatever
county
it
is
and
then
many
different
forms
could
take
place,
for
example,
kootenai
county.

So
it'll
be
interesting
to
see.
You
know
there
is
a
representation
from
fire
districts.
There
wasn't
anybody
in
the
last
meeting
we
had
and
as
things
progressed
that
direction
you
know
I
kind
of
voiced
the
word
of
caution,
because
the
last
time
we
did
this,
the
fire
districts
really
kind
of
put
up
a
fight
against
that.

Certainly,
against
the
county
commissioners
having
authority
over
them
for
the
provision
of
ems.
So
I'd
like
to
see
this
committee
make
some
real
progress.

The
are
the
labor
unions
weighing
in
they
have
in
the
past,
and
and
they
were
generally
against
that
idea
too.
So
you
know
it
it's
difficult
to
to
say
the
county
is
going
to
be
in
charge
of
this
thing
and
not
give
the
county
any
authority.
It
is
interesting.
We
riggins
up
in
idaho
county,
ran
a
permanent
well
forming
an
ambulance,
taxing
district
and
it
actually
passed
77
percent
back
in
may
so
you
know
obviously
a
small
community,
but
it's
an
example.

That's
actually
the
first
example
of
the
the
board
up.
There
is
not
the
county
commissioners,
it's
three
individual
people
that
are
the
elected
officials
for
the
ambulance,
taxing
district.
So
that's
the
first
district
formed
under
the
new
law.

As
well
and
that
what
what
I'm
not
sure
of
if
they
actually
formed
it
county-wide
or
if
they
formed
it
more,
like
east
boise
yeah,
where
they
carve
out
a
portion
of
the
county,
what
the
state
would
like
to
see,
or
not
necessarily
the
state
that
the
task
force
is
some
form
of
governance
that
ensures
that
every
inch
of
the
state
is
covered
by
ems.
Now
that
doesn't
mean
that
every
inch
of
the
state
is
going
to
have
a
nine
minute
response.

You
know,
if
you
break
your
leg
in
the
frank
church
wilderness,
it
may
take
hours
before
somebody
gets
to
you,
but
someone
is
coming
and
that's
not
the
case
today.
You
know
you
could
you
could
be
in
an
area
of
no
man's
land
and
nobody
is
coming.
You
know
here
in
ada
county,
since
the
the
district
is
is
formed
by
the
borders
of
the
county,
even
if
somebody
breaks
their
leg,
you
know
in
the
room
of
the
canyon
above
the
snake
river
out
in
the
sagebrush
we're
going
out
there.

were
quite
a
few
commissioners
from
around
the
state
that
were
in
that
meeting
and
I
think
they
were
all
supportive
generally
of
the
idea
of
having
that
formed
at
the
county
level.
The
different
things
that
they
looked
at
were
public
health
districts,
the
counties
having
the
state
actually
govern
it.

Regional
districts
and
some
of
that
stuff
gets
a
little
bit
difficult
to
do,
and
even
counties
you
know.
Boise
county
is
a
good
example
that
east
boise
county
has
an
ambulance
district
for
idaho
city
in
that
that
side
of
the
county,
but
it
doesn't
go
over
to
horseshoe
bend,
so
they
just
carved
out
a
portion
of
the
county.
But
if
you
think
about
it,
you
you
know
in
the
wintertime
unless
you're
on
a
snowmobile
you're,
not
going
from
idaho
city
to
horseshoe
bend,
but
it.

we
I'm
on
the
committee
as
a
committee
as
a
county
commissioner.
I
you
know
I.
I
can
certainly
ask
wayne
denney.
There
are
a
few
county
commissioners,
one
from
washington,
county
who's,
also
a
volunteer
firefighter
over
there
and
one
from
jerome
county.
I
believe
there
I
think
there
are
three
commissioners
so
I'll
ask
me
and
danny
I.
I
don't
think
you
would
necessarily
be
opposed
to
having.

mean,
I
think
it
would
be
helpful
to
have
the
representation
there
so
I'll
ask
wayne,
I
think
they're,
trying
to
not
let
the
committee
get
unwieldy
right,
but
you
know
when
it
comes
to
things
like
governance,
the
three
category,
the
three
different
committees
under
the
task
force
are
governance,
personnel
and
coverage,
and
governance
also
includes
funding,
because
that's
the
other
piece
of
this
that
they've
got
to
address
the
funding
issues
and
it's
interesting
bonner
and
boundary
county
have
a
collaborative
agreement
and
you
look
at
at
our
funding
situation,
we're
about
30,
funded
from
taxes
70
from
fee
for
service
and
up
there.

It's
the
exact
opposite.
You
know
so
only
about
30
comes
from
fever
service
and
what
that
means
is
that
if
they
can
adjust
their
fees
to
address
things
within
their
budget,
where
we're
maxed
out
on
both
sides.
Well
we're
not
maxed
out
on
the
levy
side
we're
at
0.9
mills,
but
that's
that's.

Yeah
it'll
certainly
help.
I
don't
think
it's
the
complete
answer
and
I,
I
think
part
of
it
also
comes
down
to
what
the
executive
board
at
the
access
level
kind
of
agrees
to
on
how
that
money's
going
to
be
spent.
If
you
remember
back
in
may,
I
believe
mayor
simison
came
out
very
strongly
and
said.
I
want
to
see
that
money
used
to
increase
the
level
of
service
specifically
for
aid,
accounting,
paramedics
and-
and
I
personally
agree
with
that,
but
he
was
really
the
only
one
that
spoke
up
in
that
meeting.

that
the
problem
is
that
you
know
if
you're
a
very
small
area,
even
if
you
have
a
high
percentage
of
medicaid
patients,
it
still
doesn't
equate
to
enough
revenue
to
make
a
difference
for
them
it.

helps
them
and
it
helps
us,
but,
like
I
said
I
don't,
I
don't
think
that's
the
complete
answer.

the
things

mentioned

some
analysis

done

do
the
work
that
they're
doing

have

few
we'll

see
come
november,
who

elected
and

doesn't

a
senate
seat
out
of
jerome
county-

she

a
big
proponent
for
us
this
last
year,
so
maybe
we
can
get
her
on
the
senate
side
and
then
I
think
vander
rauda
would
would
certainly
sponsor
the
same
bill
on
the
house
side.
So
and
he's
he's
been
very
helpful
for
us.
So
but
beyond
that,
we've
had
some
staffing
issues.
Lately
we've
got
a
number
of
people
out
on
long-term
injury
where
they've
had
surgeries.
You
know,
we've
got
14
vacancies
right
now.

six
of
those
were
paramedics,
but
we
do
have
10
folks
that
tested
and
they
are
in
the
varsity
class
and
will
be
graduating
from
ifc's
paramedic
program
in
december,
but
it's
just
getting
from
now.
Until
we
get
them
on
board
and
out
in
the
field,
you
know,
it'll
be
a
little
tight,
but
we're
not
the
only
ones
canyon
county
on
saturday
had
to
shut
down
three
ambulances
over
there.

think
they
only
have
seven
so.
Unfortunately,
that
meant
that
on
our
mutual
aid
agreement,
we
were
running
calls
in
middleton
and
did
an
emergency
transfer
out
of,
I
think,
seeing
house
garrity
over
there
last
weekend.

know
how
many
they
restored.
I
know
they.
Canyon
always
seems
to
post
right
after
we
do
and
they
I
talked
to
the
chief
over
there
last
week
and
they
had
six
applicants,
for

openings,

hiring

take
those
folks
and

basically
just
hire
them
without
putting
them
through

academy
because
they
go
through

academy

reserve
program.

it
gives
us
a
little
bit
of
flexibility.

them

still
up
around

and

calls
a
day.
