If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
B
Today
is
tuesday
may
10th
and
the
time
is
9
00
am
the
board
is
in
session
to
conduct
its
weekly
open
business
meeting
two
commissioners
are
present.
Commissioner
davidson
is
absent.
Madam
clerk,
are
there
any
changes
to
the
to
the
agenda.
B
C
For
the
record,
actually,
let's
go
ahead
and
make
the
change
on
the
record.
Okay,
that's
fine!
So
mr
chair,
under
unfinished
business
on
items
b
and
c,
we're
going
to
be
requesting
final
ranking
and
award
recommendation
not
enter
fee
negotiations
on
bnc,
okay,.
B
All
right
we'll
make
those
changes
all
right,
but
we
need
we
need
to
introduce
everybody
for
the
record
by
the
way.
So
we
can
get
everybody
start
over
here,
internet
for
the
record.
C
C
C
Yes,
mr
chair,
very
excited
to
make
this
reappointment
jane,
I
think,
has
done
a
great
job
for
the
board,
the
various
boards.
I
should
say
over
the
years
that
she's
served
so
I'll
go
ahead.
If
there's,
I
don't
think
she's
on
sometimes
they're
listening.
C
I'll
go
ahead
then,
and
gladly
make
the
motion
to
approve
the
reappointment
of
jane
young,
the
central
district
health
board
term
to
expire
june,
30th
2027.
D
J
B
When
they,
when
they
came
in,
she
came
in
with
with
the
executive
director
on
their
on
their
proposed
budget
and
jane,
has
been
a
solid,
steady
member
of
the
board
and
that's
kind
of
like
what
I'm
looking
for
or
somebody
that
can
just
keep
the
board
going
and
not
get
into
a
lot
of
stuff
like
they've
had
in
the
past.
You
know
so
I'll.
Second,
that
motion
is
there
any
further
discussion
on
the
appointment
of
jane
young
hearing,
none
all
his
favor
say:
aye
aye.
C
B
Jane
young,
well,
it's
kind
of
unusual
the
way
that
the
way
that
actually
works,
we
are
making
the
recommendation
and
because
it's
the
central
district
health
we've
turned
it
over
to
the
centralistic
health
and
then
all
the
other
three
commissioners
commissions
valley,
boise
and
elmer
county.
Then
they
also
have
they
get
a
chance
to
vote
on
which
they
will
do
and
then
that's
when
she
returned
will
be
extended.
So.
B
A
B
Pointing
her
to
the
board
that
we're
nominating
her
yeah
to
the
board
and
the
other
commission's
get
get
it
get
her,
get
a
go
at
it.
Okay,
did
we
get
a
motion
already
on
this?
An.
B
Okay
and
it's
past
okay,
first
one
is
word
of
bid
number
two,
two:
five:
zero:
five:
six,
eighty
canadian
landfill
north
ravine
cell
topsoil
stripping.
K
Yeah
so,
mr
chair,
commissioner,
the
the
evaluation
team
has
reviewed
the
sole
bid
received
for
bid
22056
the
ada
county
landfill
north
ravine
sales
topsoil
stripping
project
and
would
like
to
submit
this
recommendation
for
award
letter
for
your
consideration.
Have
you
read
the
award
letter?
I'd
be
happy
to
it's
a
letter
dated
may
10th
2022
to
the
board
of
any
county
commissioners
from
the
county
procurement
regarding
bid22056,
dear
members
of
the
board.
C
B
I'll
second,
that
motion
any
further
discussion
hearing,
none
all
in
favor,
say
aye
aye.
All
right
motion
carries
all
right,
we'll
go
to
b
final
ranking
and
actually
awarding
of
the
bid
for
rfb
22057,
480
county
grounds,
maintenance
for
courthouse
and
civic
platform.
Yes,.
K
Mr
chair,
commissioner,
the
evaluation
team
for
rfp22057
has
completed
the
evaluation
of
the
sole
proposal
and
would
like
to
submit
an
award
recommendation
letter
for
your
consideration.
Okay,
you
read
it
yes,
a
letter
dated
may
10
2022
to
the
board
of
ada
county
commissioners
from
ada
county
procurement.
Regarding
rfp22057,
dear
members
of
the
board,
the
evaluation
committee
has
evaluated
the
sole
response
for
rfp22057.
K
K
G
Mr
chairman,
commissioner,
procare
is
currently
knowing
the
environments
here
around
the
courthouse
and
has
done
a
great
job.
I'm
very
happy
with
it,
however,
plus
as
discussed
in
our
depart
our
operations
meeting
that
we're
looking
at
severe
price
escalations
across
the
board
for
a
lot
of
services.
This
is
one
of
them
and
we
had
negotiated
prior
to
this
with
sunshine,
and
they
still
were
higher
than
this
bid
that
we
got
from
total
cares.
C
B
Second,
to
motion
any
further
discussion
hearing,
none
all
in
favor,
say
aye
aye,
mr
kerry's.
Thank
you.
We'll
move
on
to
final
ranking
and
final
negotiations.
Actually,
we've
got
the
negotiation
award
for
rfp22058
80
county
ground
maintenance
for
select
ed
county
facilities.
Okay,.
K
So,
mr
chair,
commissioner,
the
evaluation
team
for
rfp22058
has
completed
the
evaluation
of
the
sole
proposal
for
this
project
and
would
like
to
submit
an
award
recommendation
letter
for
your
consideration.
Thank
you.
If
you
could
read
there,
yeah
I'd
be
happy
to
render
dated,
may
10
2022
to
the
board
of
ada
county
commissioners
from
ada
county
procurement.
Regarding
rfp
22058,
dear
members
of
the
board,
the
evaluation
committee
has
evaluated
the
sole
response
for
rfp22058.
K
G
Mr
chairman,
commissioner,
saying
here
as
well,
we
did
see
some
price
escalations,
not
as
much
as
we
did
around
the
courthouse,
but
it
was
very
significant
and
we
did
check
the
references
on
all
sides.
We
have.
C
B
Second,
the
motion
any
further
discussion
hearing,
none
all
in
favor,
say
aye
aye
motion
carries.
Thank
you
all
right
thanks.
Commissioners,
thanks
bob
okay,
we
have
one
resolution.
This
morning
I
will
open
the
public
hearing
on
resolution
number
2749
resolution
for
sole
source
contract
for
priority
dispatch,
software
and
services
related
to
80
county
dispatch
for
fy
22..
A
A
I'm
sure
the
sheriff's
office
is
requesting
to
acquire
the
priority
dispatch
emergency
fire
dispatch
protocols.
These
are
a
companion
if
you
will
to
the
emergency
medical
dispatch
protocols
already
in
use
in
the
communications
center.
A
It's
two
hundred
and
seventy
thousand
dollars,
four
hundred
four
hundred
two
hundred
and
seventy
four
hundred
thousand
four
hundred
seventeen
dollars
and
that
cost
is
inclusive
of
the
acquisition
of
software,
the
training
of
all
of
our
dispatch
staff
members
training
for
our
quality
assurance
team,
so
that
we
can
ensure
that
our
staff,
once
trained,
are
doing
it
correctly
and
also
inclusive
of
consultation
for
our
buyer
agencies
within
the
county
to
make
sure
that
we
do
an
optimal
implementation
of
the
overall
product.
K
It
does
it's
for
a
compatibility
and
continuity
of
software,
and
it
calls
under
one
of
those
sessions
for
sole
source.
Thank
you.
B
Okay,
is
there
any
further
discussion
before
I
close
the
public
hearing
hearing
none,
I
will
close
the
public
hearing
on
resolution
number
two:
seven,
four:
nine.
Let's
pleasure
the
board.
B
All
second
motion
and
for
the
discussion
hearing,
none
I'll
favor,
say
aye
aye
motion
carries
okay.
We
now
have
a
proclamation.
Would
you
like
to
read
the
proclamation.
B
The
board
of
county
commissioners,
ada
county
state
of
idaho
proclamation
to
designate
the
week
of
may
9th
through
13th
2022
as
jury
appreciation
week,
whereas
a
right
to
a
trial
by
jury
is
one
of
the
core
values
of
american
citizenship
and
whereas
the
obligation
and
privilege
to
serve
as
a
juror
are
fundamental
to
our
democracy.
And
whereas
our
court
depends
upon
citizens
to
serve
as
jurors
and
whereas
service
by
citizens
as
jurors,
is
indispensable
to
the
judicial
system.
B
And
whereas
all
citizens
should
be
encouraged
to
respond
when
summoned
by
for
jury
service
and
whereas
it
is
important
for
the
courts
and
the
county
to
show
appreciation
for
the
jury
system
and
for
the
tens
of
thousands
of
citizens
who
annually
give
their
time
and
talents
to
serve
on
juries.
Now,
therefore,
be
it
resolved
that
the
ada
county
board
of
commissioners,
in
collaboration
with
the
fourth
judicial
district
court,
are
committed
to
the
following
goals.
B
Applauding
jurors,
who
fulfill
their
civic
duty,
ensuring
that
the
responsibility
of
jury
service
is
shared
fairly
by
supporting
employees
who
are
called
upon
to
serve
as
jurors.
Ensuring
that
all
jurors
are
treated
with
respect
and
providing
jurors
with
tools
that
will
assist
their
decision
making
and
do
hereby
proclaim
the
week
of
may
9th
through
the
13th
2022
as
designated
as
jury
appreciation
week,
the
witness
whereof
on
this
10th
day
of
may
2021
signed
three
commissioners.
E
Yes,
mr
chairman,
commissioner,
we
are
very,
very
happy
about
this
opportunity.
This
is
something
that
randy
our
jury,
commissioner,
has
been
working
for
a
long
time
and
finally,
we
were
able
to
make
it
happen
this
year.
Just
to
give
you
an
idea,
we
summons
about
his
office
summons
about
1200
jurors.
Every
week,
some
instances
up
to
4
000
individuals
are
coming
for
a
week.
For
particular,
you
know
more
high
profile
cases
and
the
several
citizens
are
coming
and
they're
very,
very
thankful
for
all
the
accommodations
that
his
team
makes.
E
So
I
really
wanted
to
just
get
you
know
say
thank
you
to
them,
since
we
started
just
to
give
you
an
idea
of
the
number
of
trials
we've
had
in
2019.
We
did
375
trials
this
year,
starting
on
march
1..
We've
had
about
103
trials
and
counting
without
counting
this
week.
E
That
is
a
lot
of
cases
that
we've
tried
it's
a
new
average
for
the
state
as
well,
because
of
the
backlog
that
we've
had,
and
so
we're
really
really
fortunate.
I
also
want
to
say
thank
you.
We
did.
We
had
musicians
yesterday
with
with
the
blisser
that
we
had
to
going.
We
had
193
jurors,
who
came
in
for
jury
duty
and
they
listened
to
music.
It
was
really
nice
and
at
one
point
because
it
was
jesse,
music
right
and
the
snows
coming
down
and
the
jurors
actually
wanted
christmas.
Music.
E
Christmas
music,
which
is
really
cool,
we've
also
done
raffle,
baskets
just
door
prizes
and
that's
been
thanks
to
the
collaboration
of
people
that
have
donated
things.
The
fairground
donated
tickets
for
people
and
just
you
know
little
just
tokens
of
appreciation
for
them
as
well.
Nice
really
happy.
M
You
yeah,
that's
one
of
our
goals
is
to
change
the
perception
of
of
jury
service
and
myself.
My
staff
and
everybody
else
involved
really
take
that
to
heart
and
try
to
show
that
the
jurors
the
benefits
of
what
we
can
offer
in
ada
county
as
far
as
jury
service
with
just
the
technology
and
the
support
that
we
give
them
and
show
them
and
let
them
know
it's
not
not
that
bad,
not
that
bad.
C
Well,
thank
you,
I'm
going
to
go
ahead
and
make
a
motion
and
then
we'll
have
elizabeth,
take
a
picture
and
we'll
spread
around
social
media.
So,
mr
chair,
if
you're
ready
I'll
go
ahead,
I'm
ready.
Yes,
I
would
love
to
move
to
approve
the
proclamations
listed
on
the
agenda
and
designate
the
week
of
may
9th
through
the
13th
as
jury
appreciation
week.
B
The
motion
and,
if
there's
any
further
discussion.
D
B
D
B
Discussion
all
in
favor
of
the
passing
the
the
proclamation
say,
hi.
J
L
Congratulations:
here's
a
here's
approximation,
I'm.
C
B
Okay,
moving
on,
we
have
operations
on
change
order.
Number
one
change
order:
number
one
is
rebid
of
80
county
juvenile
services,
rtu
replacement.
B
B
I'll
second,
the
motion:
it's
ready
for
the
discussion
hearing,
none
all
in
favor,
say
aye
aye
aye.
Thank
you
motion
carries
next,
we'll
have
item
b
change
order.
Number
eight.
Eighty
county
coroner's
replacement
facility
agreement
number
one:
four,
five:
seven,
oh
slight
increase.
G
It's
like,
mr
chairman,
commissioner,
this
is
will
this
is
for
the
generator
sets
out
at
the
new
corners
facility
that
we'll
be
starting
out
in
meridian.
This
is
the
last
piece
we
are
hole
now
with
all
the
parts
and
pieces
that
we
had
to
cobble
together
to
make
this
project
worse
because
of
these
communications
and
price
escalations
and
budgets
there's
a
cornucopia
of
things
against
us
on
this
project.
D
L
B
B
L
If
I
may
yeah
this
license
sorry
a
couple
of
things,
but
on
this
license
specifically,
our
office
is
recommending
demo
denial.
Yeah,
we've
reviewed
it
with
legal
there's
certain
conditions
in
order
to
be
able
to
have
one
and
one
of
those
conditions
related
to
criminal
history
isn't
met
here
in
this
case,
and
so
this
is
recommended
and
I'll.
Also,
commissioner
kenny,
you
had
asked
previously
about
a
couple
weeks
ago
about
some
of
the
licenses.
L
We
are
holding
one
additional
one
that
we
have
presented
to
you,
because
there
is
an
infraction
pending.
So
right
now,
it's
not
in
a
position
to
be
denied,
because,
but
we
need
to
see
the
disposition
of
what
happens,
the
infractions
being
challenged
and
depending
on
what
happens
with
that,
we
may
come
back
to
you
for
a
denial
if
they're
convicted
in
terms
of
that
infraction
so
we're
just
holding
that
one
right
now
when
we
wait
for
it
to
go
through
the
court
process,.
C
I
read
the
application
and
and
the
report
from
the
clerk's
office,
so
I'm
going
to
go
ahead
and
make
a
motion
to
deny
the
peddler
solicitor
license,
is
listed
on
the
agenda
and
authorize
the
chair
to
sign
the
appropriate
documents
on
behalf
of
the
board.
B
Okay,
y'all.
Second,
that
motion,
I
do
have
a
question
for
the
clerk.
I
did
read
the
application.
How
many?
When
would
this
individual
actually
qualify
for
a
license?
It's.
L
L
Don't
make
those
decisions
but
because
you
know
just
like
an
infraction
for
driving,
I
mean
you
don't
lose
your
license,
but
right
now
the
way
it's
cited
is
it
doesn't
have
a
time
period
to
it.
So.
B
B
Well,
there's
actually,
as
I
recall
from
this
one-
correct
effects-
all
right:
okay,
keep
in
motion
I'll
favor,
say
aye,
aye,
aye,
okay
motion
carries
all
right
now
we
have
catering
permits
new
licenses
and
license
renewals.
C
C
J
L
You,
mr
just
one
quick
update
on
the
renewals
heather,
said
there's
about
200.
I
remember
at
278,
renewals
remaining
the
end
of
the
month
is
the
deadline
right,
so
the
office,
heather
and
team
will
be
making
some
calls
and
things
to
try
and
nudge
people
along
to
get
those
renewals
in
so
we're
getting
close
to
the
end
on
that
and
then
in
case
you
weren't
aware
voting
on
election
day
begins
in
six
days,
22
hours
and
36
minutes
how
many
minutes
36.,
but
who's
counting
things
are
underway.
L
L
Yeah
give
me
a
second
I'll
pull
that
out.
Let
me
just
give
you
update,
but
I'll
pull
those
numbers
up.
We've
had
so
far,
4
000
people
vote
early
across
each
of
our
locations,
so
that's
been
going
really
well
and
I
think
kudos
to
the
trailer
team
and
trent
and
others
that
they
did
set
up
the
trailer
in
garden
city
yesterday,
despite
the
snow,
falling.
H
L
Would
have
thought
may
would
be
the
month
that
the
trailer
would
experience
snow
for
the
first
time,
but
there
we
go
so
that's
going
well
yeah
so
and
it's
about
8
500,
absentee
ballots
that
have
been
returned
so
far
I'll
pull
up
here,
real
quick
on
the
comparison.
L
So
that
is
up
significantly
in
terms
of
the
number
of
absentees.
I
think
it
started
out
normal
as
I
had
reported,
but
it's
probably
about
three
times
as
many
centuries
right,
25
000
is
what
we
would
normally
see
in
a
general
election
in
the
past.
So
it's
still
up
significantly.
We
still
expect
much
more
voting
to
occur
between
early
and
election
day
voting,
but
it
is
significantly
the
big
push.
The
big
rise
was
just
in
the
past.
L
Like
week
we
saw
a
big
uptick
and
I
don't
know
if
you
received
any,
but
numerous
candidates
and
other
groups
sent
out
mailers
pushing
so
I
know
senator
crapo
pushed
out
of
mailing.
There
was
a
group
american
voters.
First,
I
think
something
of
that
nature
that
sent
out
a
bunch
of
absentee
request
forms,
and
so
that
seems
to
have
really
driven
it.
L
We're
expecting
about
2
000
absentee
ballots
a
day
coming
back
in
at
this
point,
so
we've
staffed
up
to
make
sure
we
can
process
all
of
those
timely
and
get
everything
ready
and
so
trent
is
spending
most
of
his
time
now
at
elections.
That's
really
where
his
focus
is.
I'm
spending
more
of
the
time
here,
helping
other
operations,
the
one
thing
we
have
on
thursday
afternoon.
L
It's
not
typically
of
a
lot
of
interest,
but
given
all
the
conversations
about
elections
integrity,
I
think
it
will
be
much
more
this
year
is
our
logic
and
accuracy
test.
That's
where
we
test
the
equipment
to
make
sure
a
vote
for
candidate
a
goes
candidate.
You
know,
b
goes!
Can
it
be
so
we'll
be
doing
that
a
public
test
where
candidates
watchers
anybody
wants
to
see
how
the
equipment
works,
we'll
be
demonstrating
that
and
then
we'll
be
locking
the
equipment
down
until
next
tuesday,
so
yeah
things
are
very
much
underway.
D
L
I
think
that
is
yet
also
I
mean
we're
gearing
up
kathleen
and
tim
are
gearing
up
for
the
budget
stuff.
All
the
budgets
have
now
been
submitted,
so
it
takes
us.
You
know
a
couple
weeks
to
compile
and
make
sure
everything
we
know
where
the
numbers
are,
but
we'll
be
after
the
election
we'll
be
coming
back
to
you
guys
to
start
those
conversations.
B
Okay,
thank
you
thanks.
Okay,
we
have
claims
journal
I'll,
entertain.
B
I'll
second,
the
motion:
that's
our
discussion
hearing,
none
all
in
favor,
say
aye
aye
motion
carries.
May
I
have
a
motion
on
the
personnel
actions?
Yes,.
B
K
H
Good
morning,
mr
chairman,
commissioner
kenyon
I'm
just
I'm
going
to
mention
something
we
have
talked
about
yesterday.
Briefly,
assessment
notices
are
going
out
in
about
two
and
a
half
weeks.
Single-Family
residential
is
up
about
30.
H
This
year,
we've
created
a
flyers
in
insert
that's
going
to
go
out
with
the
assessment
notices
that,
with
the
help
of
elizabeth
duncan,
has
really
turned
out.
Well,
we
talked
about
why
the
assessed
values
have
gone
up
so
much
this
year.
What
is
this?
The
effect
have
how's
this
going
to
affect
property
taxes
and,
of
course,
we
included
the
the
donut
graph,
which
is
very
very
helpful
about
how
the
property
taxes
are
distributed.
H
It's
just
not
eight
of
counties,
taxes,
it's
the
achd,
the
cities
and
and
everyone
else,
and
then
there's
a
piece
about
property
tax
relief.
B
Yeah
good
job
elizabeth,
I
think
people
will
be
once
they
get
over
the
shock
of
the
increased
valuation
of
their
homes
at
least
have
some
pleasant
thing
to
look
at.
B
Yeah,
and
and
anyway
it
should
be-
it
should
be
noted
that
the
the
assessed
valuation
is
as
of
the
first
as
a
end
of
the
year.
So
it's
always
it's.
It
lags
quite
a
bit
yeah,
so
so
some
people
might
be.
Oh,
my
arm's
worth
more
than
that,
because.
H
It's
six
months
old,
mr
I
mean
that's
correct
and
I
just
heard
on
the
radio.
I
think
it
single
flame
residential
is
up
20.
I
just
heard
those
on
the
radio
coming
to
work
this
morning.
I
think
so
26
year-over-year
right,
so
it's
slowing
down,
but
yesterday
last
year
was
a
record
year.
This
two
will
land.
Yes,
that's
hope
not
too
abruptly.
B
O
Good
morning,
mr
chair,
commissioner
kenyon,
we
are
also
preparing
a
large
mailing
right
now
that
is
a
tax
notice,
so
we're
starting
that
today
this
is
the
the
second
half
the
second
half
2021
notice.
So
this
is
for
the
bills
that
went
out
last
november,
but
we're
sending
notices
for
the
second
half
that's
owing
by
june
21st.
O
O
I
think
it's
helpful
to
sometimes
kind
of
pull
it
up
a
level
just
an
overview
of
what
this
report
is
and,
in
a
nutshell,
it's
showing
how
funds
are
invested.
So
if
you
looked
at
the
first
page
under
the
book
value
the
280
million,
what
this
report's
showing
is
the
280
million
that's
invested
and
how
that
amount
is
accounted
for
on
the
treasurer's
trial
balance,
add
some
cash
on
some
other
things
and
how
that
ties,
the
auditor's
operation
and
fun.
So
that's
that's
kind
of
the
flow
of
it.
O
The
investments
to
the
treasury
trial,
balance
to
the
auditor's
funds,
less
any
reconciling
items,
so
hopefully
that
kind
of
helps
paint
like
a
bigger
picture.
Another
way
to
think
of
it.
Sometimes
I
think
of
it.
This
way
is,
if
you
had
like
a
pie,
the
auditor
is
tracking
funds,
so
they're
they're,
looking
at
all
the
slices
and
all
the
apple
chunks
or
whatever
it
is,
and
then
on
our
side.
O
We
are
looking
at
how
much
of
that
do
we
need
now
and
how
much
of
that
do
we
need
later
so
we're
dividing
that
pie,
so
those
are
kind
of
the
different
lenses
that
we're
looking
at
the
same
pool
of
funds,
so
hopefully,
that
kind
of
just
as
a
reminder
of
what
we're
doing
on
this
report,
I'm
happy
to
answer
any
specific
questions
or
tim
come
on
up
here.
If
you
have
any
questions
about
oftentimes,
we'll
talk
about
the.
F
Yeah
talking
about
the
reconciliage,
we
just
had
two
items
this
month
and
what
those
were
is
when
beta
county
issues
checks,
we
have
what
we
call
positive
pay
and
what
that
does
security
feature
where
a
check
is
printed.
There's
the
check
number
there's
the
dollar
amount
of
check
and
then
there's
a
name
on
that
check
and
when
an
individual
or
company
goes
and
presents
that
to
the
bank.
If
there's
a
mismatch
on
any
of
those.
F
So
if
someone
were
to
you
know
chemically,
remove
and
try
to
change
a
number
add
a
digit
or
change
a
name.
It's
going
to
get
caught
in
that
and
what
happens
is
one
of
our
financial
analysts.
F
So
it
might
say,
john
smith,
but
in
the
file
it
says,
smith,
john
and
so
there's
going
to
be
a
mismatch
because
it
doesn't
match
exactly,
and
in
this
case
we
had
two
checks
that
popped
up
in
there
they
presented
as
an
exception
item,
and
so
our
financial
analyst
looked
at
them.
They
were
okay
to
pay,
and
so
they
indicated
a
little
check
box,
okay
to
pay
and
it
should
have
cleared
them.
But
for
some
reason
the
bank
rejected
them.
F
The
default
by
the
way
is
to
reject
if
we
don't
get
to
it
in
time,
but
in
this
case
they
were
approved,
but
for
some
reason
we're
not
sure
exactly
why
they're
rejected.
So
they
show
up
here
as
exception
items,
because
on
the
auditor's
books
they
show
us
money
has
gone
out.
Those
two
checks
were
cleared
on
their
site,
but
on
ours
we
still
have
that
cash
in
the
bank,
because
the
checks
didn't
clear.
So
that's
what
those
are
it's.
F
It's
no
big
deal
really
in
terms
of
the
portfolio
our
investments
we
did
have
one
purchase.
In
april
we
purchased
a
federal
home
loan
bank,
which
is
an
agency
bond.
It's
a
three-year
bond,
so
it'll
mature
in
2025,
3.8
million.
It
was
the
cost
of
that
and
we
are
seeing
the
the
yields
on
those
go
up.
Our
rate
on
that
was
3.05,
and
so
you
may
recall
not
too
long
ago,
you
know
one
percent.
We
were
seeing
somewhere
on
the
one,
so
we're
getting
a
little
over
three
percent
with
that.
F
We
also
had
three
others
mature
small
ones.
One
of
them
was
a
a
municipal
bond
for
forty
thousand
small
one,
and
we
had
two
certificates
of
deposits,
two
cds,
that
matured
245
and
240.
So
we
had
a
little
bit
of
maturities
there.
In
fact,
on
the
front
page,
you
may
recall,
last
month
we
had
a
line
item
there
on
those
investments.
It
said
certificates
of
deposits.
We
don't
have
that
anymore,
because
those
were
our
final
cds
that
we
held.
If
we
purchase
more,
there
will
be
another
line
item
that
shows
up
there.
F
Other
than
that,
you
know
the
portfolio.
The
market
values
have
been
going
down
as
the
yields
on
on
bonds
go
up,
but
we're
reinvesting
at
those
higher
rates
and
so
we're
kind
of
employing
a
laddering
strategy.
As
we
move
forward,
and
we
have
maturities
come
in.
C
C
L
Yeah
to
maintain
our
cash
flow
I'll.
L
B
D
B
How
much
is
outstanding
taxes
that
you'll
be
collecting
by
june
20th.
O
Mr
chairman,
for
all
of
the
districts,
approximately
300
million-
that's
not
exact,
but
approximately
around
around
300
and
then
so
80
counties
portion
would
be
approximately
20.
H
B
B
B
Next
up
we
have
development
services,
I'm
on
it.
Richard
come
on
up.
I
Mr
beck,
thank
you,
mr
chairman,
christopher
kenyon,
we're
pleased
to
present
for
your
consideration
a
final
platform.
England
subdivision.
It's
a
three
residential
lots.
South,
let's
see
southeast
of
the
city
of
cuna
and
staff,
has
taken
a
look
at
the
platforms
that
it
complies
with
county
code,
state
law
and
that
the
applicant
is
satisfied
all
the
conditions
of
approval,
and
we
recommend
that
the
board
authorize
the
chair
to
sign
and
stamp
the
plat.
J
C
B
D
B
I'll
entertain
a
motion
on
the
minutes.
Yes,.
C
B
I'll
second,
the
motion-
favor
say
aye
aye
aye
motion
carries
we
have
grant
number
2204a
grant
application
to
the
idaho
public
defense
commission
for
indigent
defense
formula
financial
assistance
up
to
1
million
458
thousand
246
dollars
grant
period
ten
one
twenty
two
to
nine
thirty.
Twenty
three:
is
there
any
discussion.
G
My
wife
can't
even
sit
on
a
jury
they're
like
yeah.
Your
last
name,
mr
chair,
commissioner,
thank
you.
This
is
our
annual
grant
from
the
public
defense
commission.
It
goes
up
a
little
bit.
Every
year,
almost
one
and
a
half
million
this
year
I
hire
seven
attorneys.
I'm
an
investigator
two
legal
assistants.
G
C
Skill
courses,
death
penalty
seminars,
those
types
of
essential
training,
so
a
very
important
addition
and
the
application
is
due
seven
days
sunday.
K
H
C
All
right,
mr
gellman,
okay,
I
moved
to
approve
grant
number
2204-a
author
authorized.
The
completion
and
online
submission
of
the
grant
by
jake
preach,
correct
and
authorize
the
chair
to
sign
the
appropriate
documents
on
behalf
of
the
board.
B
C
B
B
B
B
Guy,
okay,
madam
clerk,
are
there
changes
to
the
agenda.
B
Okay,
first
up,
we
have
a
proclamation
designating
the
week
of
may
15th
through
the
21st
as
emergency
medical
services
week.
I'm
going
to
ask
commissioner
kenyon
if
she
would
read
the
proclamation
into
the
record.
C
I
would
love
to
thank
you.
The
board
of
county
commissioners,
ada
county
state
of
idaho
proclamation
to
designate
the
week
of
may
15
through
the
21st
2022
as
emergency
medical
services
week,
whereas
emergency
medical
services
is
a
vital
public
service
and
whereas
the
members
of
emergency
medical
services
teams
are
ready
to
provide
life-saving
care
to
those
in
need,
24
hours
a
day,
seven
days
a
week
and
whereas
access
to
quality,
emergency
care
dramatically
improves
the
survival
and
recovery
rate
of
those
experiencing
sudden
illness
or
injury.
C
And
whereas
injury
prevention
and
the
appropriate
use
of
the
ems
system
will
help
reduce
care
costs.
And
whereas
emergency
medical
services
providers
have
traditionally
served
as
the
safety
net
of
our
health
care
system.
Whereas
emergency
medical
services
systems
consist
of
emergency
physicians,
emergency
nurses,
emergency
medical
technicians,
paramedics,
firefighters,
educators,
administrators
and
others,
and
whereas
the
members
of
emergency
medical
services
teams,
whether
career
or
volunteer,
engage
in
thousands
of
hours
of
specialized
training
and
continuing
education
to
enhance
their
life-saving
skills.
C
And
whereas
it
is
appropriate
to
recognize
the
value
and
the
accomplishments
of
emergency
medical
services
providers
by
designating
emergency
medical
services
week
and
now,
therefore,
it
be
resolved
that
we,
the
board
of
ed
county
commissioners,
boise
idaho
in
recognition
of
this
event,
do
hereby
proclaim
the
week
of
may
15th
through
the
21st
2022
as
emergency
medical
services
week
and
encourages
the
community
to
observe
this
week
with
appropriate
programs,
ceremonies
and
activities,
and
it
is
signed
by
the
three
board
of
commissioners.
Thank
you
for
all
you
do
you
appreciate
it
yeah
ooh
that.
C
P
Yes,
mr
chair,
commissioner
kenyon.
Thank
you
very
much
for
the
proclamation
ems
week
is
always
a
special
week
for
us
to
recognize
our
our
people
and
the
the
work
that
they
do.
Certainly,
you
know
kind
of
on
the
back
end
of
covid
watching
things
closely,
but
the
last
few
years
have
literally
kind
of
been
hell
for
our
folks.
So
it's
a
good
week
to
remember
and
show
some
respect
for
these
folks
can
have
a
barbecue.
We
are
going
to
have
a
barbecue
on
thursday
at
noon.
So
you
are
welcome
to
come
out.
P
P
This
a
week
from
away
from
thursday.
B
J
K
B
B
I'll
second,
the
motion
all
in
favor,
say
aye
aye
aye.
Do
we
have
a
motion
on
the
minutes.
B
I'll
second
motion,
all
in
favor,
say
aye
aye
aye
motion
carries
any
discussion
on
the
agreement.
Agreement
number
one
for
670.
C
P
Mr
chair
commissioner,
kenyon
good
morning
again
just
a
few
quick
things.
I
went
to
coeur
d'alene
week
before
last
to
the
fire
chiefs
association
conference
met
with
our
consultant
that
is
working
on
the
gmt
product
project.
We
actually
have
a
meeting
with
director
jepson
in
medicaid,
along
with
senator
riggs
this
afternoon.
To
get
the
state
plan.
Amendment
process
started
great,
we're
shooting
for
to
get
that
done
before
june
30th.
P
I
don't
know
that
that's
actually
going
to
happen
now,
but
we'll
see
we're
going
to
push
for
it
but
hold
up
just
your
awkwardness,
speed
of
government.
B
Speaking
so,
it
makes
a
big
difference.
Don't
you
get
there
yeah,
that's
an
entire
quarter
worth
of
revenues.
P
But
what
it
really
means
so,
we'll
we'll
see
I'll,
have
a
better
idea
after
this
afternoon
on
kind
of
time
frame.
The
consultant
has
a
a
lot
of
knowledge
on
what
they
need
to
submit
on
the
state
plan
amendment,
so
it
shouldn't
be
a
difficult
process,
but
anytime
you're
dealing
with
cms.
It's
not
an
easy
process,
have
a
meeting
this
afternoon
with
the
fire
chiefs
and
sheriff
clifford
to
talk
about
the
services
we
get
from
dispatch.
P
I
know
you
guys
approved
the
resider
the
resolution
for
the
sole
source
on
getting
the
fire
priority
dispatch.
That's
going
to
be
a
great
thing
for
the
fire
service.
I
know
you
know
sending
the
appropriate
resource
to
a
call,
as
opposed
to
sending
everything
to
every
call
is.
Is
that's
going
to
be
a
big
help
from
them.
P
Oh,
I
was,
I
was
the
initial
person
on
that
project
when
I
was
with
boise
fire
and
I
believe
it'll
be
like
three
to
six
months
to
get
all
the
training
and
everything
done,
but
that
that'll
be
a
great
project
to
get
up
and
running.
And
of
course,
as
I
mentioned,
barbecue
ems
barbecue
will
be
next
thursday
at
noon.
Stacy
is
sending
hannah
an
invite
for
that,
for
you
guys
so
come
on
out
and
enjoy
lunch
with
us.
P
So,
and
I
know
you
guys
have
met
him
before,
but
I
brought
ryan
larondo
as
our
public
information
officer
for
our
department.
P
He
he
does
a
knockout
job
for
us.
N
He's
you
do
you've
done
a
great
job
this
week.
We
have
excuse
me
for
next
week
for
ems
week
we
have
a
few
videos
planned
an
ambulance
tour,
a
station
tour
kind
of
an
intro
and
who
ada
county
paramedics
are
where
I'm
planning
to
hop
around
to
different
stations
and
speak
with
our
different
paramedics
and
emts,
and
have
them
explain
who
we
are
so
a
little
bit
of
information
for
our
community.
Still
being
you
know
done
virtually
because
you
know
it
is
still
coveted
times
too.
So
we
do.
B
Great
john
I've
noticed
a
sort
of
an
uptick
in
like
flu
symptoms
going
around
the
community.
Have
you
noticed
that
as
well
or
are
you
doing
any
hauls
on.
P
That
or
what
mr
chair,
I
don't
know
that
we've
we
haven't
seen
a
significant
increase
in
calls.
We
are
starting
to
see
that
number
kind
of
creep
back
up.
We,
we
hit
a
bottom
about
two
weeks
ago,
around
two
two
patients
a
day
and
now
we're
we're
taken
back
up
towards
three.
So
I'm
watching
that
very
closely.
P
There
are
two
new
variants
and
my
voice
is
still
kind
of
horse-
I
kind
of
cold
about
a
month
ago,
and
I'm
still
trying
to
kick
this
thing,
but
there
are
two
new
variants
that
have
been
identified
that
are
here
in
idaho
now,
b,
ba
4
and
b
a5
ba
2
is
that
what
they
called
stealth
omicron.
But
there
are
two
new
variants
and
I
think
we're
just
going
to
continue
to
kind
of
see
this
thing
as
we
go
forward.
P
But
we,
we
have
had
a
few
of
our
staff
here
in
the
last
few
weeks
that
have
contracted
and
tested
positive
for
covid
the
symptom's,
much
different.
It's
really
about
the
same
as
the
omicron
yeah
for
vaccinated
people.
It
tends
to
be
fairly
mild,
for
those
that
are
unvaccinated
could
be
more
severe.
B
B
Today
is
tuesday
the
10th
of
may.
The
time
is
10
o'clock,
the
board
of
commissioners
sitting
at
the
board
of
avimore
community
infrastructure
district
number.
One
is
in
session
to
conduct
his
weekly
open
business
meeting.
All
two
commissioners
are
present.
Commissioner.
Davidson
is
absent.
All
right.
We
don't
need
to
do
that
medal
clerk.
Are
there
any
changes
to
the
agenda.
C
Yes,
mr
chair,
I
move
to
authorize
payment
of
claims
on
the
claims
journal
dated
may
6
2022
regarding
have
more
cid
expenditures.
B
I'll
second,
the
motion
any
further
discussion,
aaron
nunn
on
favor,
say
aye
aye.
We
have
the
minutes
of
the
last
meeting
and
they.
B
In
that
motion,
or
not
I'll,
second,
the
the
extraordinary
motion-
okay,
if
we
all
in
favor,
say
aye
aye
aye
not
to
the
root
force.
Okay,.
