Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
The
time
is
nine
o'clock.
The
board
is
in
session
to
conduct
its
weekly
open
business
meeting.
All
three
commissioners
are
present
also
with
us
introduce
yourself
for
the
record,
so
we
can
get
a
record
julie.
A
We
have
on
the
bridge,
we
have
mr
bob
batista.
We
have
scott
and
beth
and
kelly.
A
Enough,
better
change
to
the
agenda.
I
A
Okay,
may
I
have
a
motion
to
remove
the
unfinished
business
from
the
table.
A
Okay,
you've
heard
of
motion
all
in
favor,
say:
aye
aye,
aye,
aye.
F
A
We
have
unfinished
business
removed
from
the
table.
First
up
is
a
procurement
with
the
final
ranking
and
award
recommendation
for
rfp22032
ada
county
medical
tpa.
D
So,
mr
chair
commissioners,
the
evaluation
team
for
rfp22032
has
completed
the
initial
evaluations,
but
would
like
additional
time
to
interview
the
top
two
proposers
and
so
we'd
like
to
request
to
re-table
the
final
ranking
and
award
recommendation
to
the
may
31st
2022
open
business
meeting.
C
F
Can
you
remind
the
board,
who
are
the
two.
D
A
D
Chair
commissioners,
the
evaluation
team
for
rfp
22033
ada
county
dental
tpa
has
completed
the
evaluation
of
the
four
proposals
submitted
and
would
like
to
submit
an
award
recommendation
letter
for
your
consideration.
Okay,
could
you
read
a
letter?
I'd
be
happy
to
a
letter
dated
may
17
2022
to
the
board
of
ada
county
commissioners
from
any
county
procurement
regarding
rfp
22033,
dear
members
of
the
board,
the
evaluation
committee
has
evaluated
the
responses
for
rfp
22033.
D
A
final
ranking
of
qualified
candidates
was
determined
by
evaluation
scoring
the
final
rankings
in
order
of
evaluation
scoring
are
as
follows:
number
one
delta,
dental
of
idaho,
with
a
score
of
92.33
number,
two
cigna
health
and
life
insurance
company
with
a
score
of
75.33
number.
Three
metropolitan
life
insurance
company
with
a
score
of
73.33
and
number
four
was
blue
cross
of
idaho
with
a
score
of
64.33.
D
A
F
F
And
move
to
award
rfp22033
eda
county
dental
tpa,
third-party
administrator
to
delta
dental
of
idaho,
with
a
score
of
92.33.
A
Okay,
you've
heard
of
motion,
they
ever
say:
aye
aye,
hey,
hi,
moses,
carey,.
A
Right
now
we
have
some
resolutions
and
we
have
three
public
hearings.
I
will
open
the
public
hearing
on
resolution
number
two:
seven:
five:
zero
resolution
for
sole
source
contract
with
ccr,
especially
chemicals,
dba,
atmos
technologies
for
ac667,
foam
material
and
equipment
leaves
okay.
Is
there
any?
Is
there.
A
He's
yeah,
actually
he
perked
right
up
there
yeah.
This
is
the
foam
that
goes
over
to
that,
replaces
the
the
actual
dirt.
Isn't
it
and
then
it
shrinks
back
down.
This
is
just
to
procure
the
phone
for
the
pilot
project
that
was
approved
by
deq.
Just
a
few
weeks
ago,
we've
been
working
with
atmos
for.
J
A
while
so
we're
just
trying
to
go
through
all
of
the
proper
procedure
to
make
sure
we
can
get
it
and
get
the
right
okay,
so
an
odor
capturing
foam
will
also
be
used
in
replacement
of
dirt.
So
it
should
reduce
odor
that
escapes
the
landfill
and
also
reduce
the
amount
of
cover
soil.
That's
getting
used
to
save
airspace.
J
J
It
all
depends
on
how
long
it
takes
to
get
the
material
up,
so
atmos
is
actually
bringing
in
the
material
to
spread
the
foam
and
a
pre-treatment
center.
So
we
can
use
our
leachate
water
I'll
use
that
term
loosely
as
the
water
for
the
material.
So
it's
just
going
to
be
a
little
bit
of
getting
everything
up
there
and
getting
everything
mixed
all
right.
Mr
chairman
commissioners,
I
just
want
to
remind
all
excuse.
J
A
All
right
see
how
it
works.
Yes,
sir
see
it
works
as
good
as
advertising.
Yes,
precisely,
okay,
any
more
discussion
on
resolution
number
two:
seven:
five:
zero,
if
not
I'll
close
the
the
public
hearing
on
resolution,
two:
seven:
five:
zero!
What's
pleasure,
the
board.
A
Second,
that
okay,
every
demotion
all
in
favor,
say
aye
aye,
aye
aye
motion
carries
I'll
open.
The
public
hearing
on
resolution
number
two
2751,
a
resolution
providing
for
the
sale
of
personal
property
items,
including
three
vehicles
by
ada,
county
and
expo
idaho.
Is
there
discussion
on
this
resolution.
C
Well,
since
we
acquired
a
couple
of
vehicles
from
development
and
services,
thank
you.
Richard
we've
had
a
couple
of
vehicles
out
here
that
we've
just
run
out
of
life
on,
as
you
know,
we
never
buy
anything
new.
We
always
buy
and
get
used,
and
this
is
this
is
the
huge
used
stuff
that
needs
to
go
away.
So
in
a
couple
of
covers
that
were
on
those
two
vehicles
that
development
service
gave
us,
so
we
just
feel
the
need
to
get
rid
of
them
right
now.
A
F
A
In
favor,
say,
aye
aye
motion
carries.
We
have
one
more
resolution,
I'll
open
a
public
hearing
on
resolution,
2752
arpa
resolution
number
13
for
approval
of
allowable
expenditures
from
the
american
rescue
plan
act
fund
budget.
I
t
digital
access
survey.
B
Very
brief
information:
this
was
brought
forth
from
legal.
It's
part
of
a
larger
infrastructure
project
that
was
proposed
under
arpa,
so
what
they've
decided
to
do
is
partner
with
boise
city
to
do
a
survey
of
the
area
to
see
if
it's
even
feasible,
to
go
to
a
larger
broadband
project.
So
this
is
part
of
that
assessment
survey.
F
Mr
chair,
yes,
so
this
is
yeah
the
collaboration
between
the
city,
since
we
were
all
individually
going
to
do
broadband
projects.
That
brings
us
all
together
and
one
project.
Hopefully
this
will
give
us
the
the
digital
access
survey,
kind
of
the
picture
on
the
overall
cost
and
the
needs
etc.
Drill
down
on
that.
What's
the
city
of
boise's
share
in
this.
F
A
A
C
I
No,
it's
starting
well.
The
polls
closed.
I
C
I
Right
opened
an
hour
and
15
minutes
ago
voting
is
underway,
trent's
been
giving
me
updates.
Things
seem
to
be
going
smoothly.
It's
nice
to
have
the
good
weather
as
ryan.
Put
it
right
today
is
the
super
bowl
over
in
our
office,
so
the
election
team
has
been
up
early
and
making
sure
everything
goes
smoothly.
I
I
Be
around
a
thousand
poll
workers
give
or
take
just
because
the
size
of
the
election
yeah,
but
last
I
heard
there's
been
a
few
small
things.
Some
chords
missing
and
things,
but
polls
were
all
open
at
eight
to
get
the
day
started.
Trent's
done
a
number
of
interviews
already
today,
so
that's
been
good.
The
big
thing
we're
reminding
people
is
to
check
their
polling
locations
because
again
lots
of
those
changed
for
this
election
and
we've
seen
a
huge
uptick
in
absentee
voting.
I
think
I've
talked
about
that
before
the
nice
thing
is.
I
I
Yeah
it
is,
it
is
considerably
higher
yeah
yeah,
it's
closer
to
what
we
would
see
in
than
a
general
election
yeah
yeah
for
people
voting
early
voting
was
almost
exactly
on
track
with
what
we
expected
it
to
be.
Absentees
were
about
three
times
as
much
as
we
had
expected
absentees
to
be
so
seems
like
there's,
I
mean,
of
course,
I'm
living
in
a
bubble,
but
it
seems
like
there's
a
lot
of
attention
going
into
today,
so
excited
to
see
the
results
come
in.
It's.
H
Interesting
that
all
these
people
get
absentees
and
then
don't
bring
them
in
until
today.
You
know,
which
means
they
didn't
really
need
to
request.
It
so
makes
you
wonder
if
the
automatic
absentee
renewal
program-
or
I
don't
know
what
you
call
it,
where
people
just
sign
up
to
automatically
receive
absentees
every
year.
Maybe
that
should
be
scaled
back
and
you
should
have
to
affirmatively
ask
for
it
every
year
I.
I
I
No
idaho
does
not
have
an
automatic
registry
you
have
to
proactively
and
because
this
is
really
the
first
election
of
the
year
locally,
people
had
to
proactively
request
an
absentee
ballot
for
this
one
of
the
big
drivers.
I
think
you
guys
saw
various
forms
of
this
is
organization,
so
campaigns
specifically
sending
out
apps
to
request
forms.
There
was
a
non-profit
that
sent
out
a
bunch
of
abs
request
forms
that
was
the
biggest
one.
I
can't
remember
that
its
name
off
the
top
of
my
head.
It
was
a
very
generic
looking
one.
A
I
A
I
I
Voted
absentee
than
ever
before.
It's
been
interesting
to
me
just
to
see
there's
a
lot
of
discussion
about
how
to
vote,
but
a
large
volume
of
legislators
take
advantage
of
voting
in
advance
the
election,
which
I
just
find
interesting
because
it's
not
necessarily
how
they
vote
when
they
comes
up
there.
So
I
don't
know,
make
sure,
encourage
everyone
to
vote
today,
we're
hoping
for
a
really
good
turnout.
F
I
H
I
The
busiest
hour
is
always
five
to
six
pm.
So,
as
you
see,
everyone
headed
home
because
voting
is
still
based
on
your
residence
right.
If
you're
working
here
downtown,
there's
probably
many
people
in
the
room,
you
have
to
get
back
to
home
to
go
to
your
polling
location,
so
the
businesses
hours
are
right
when
people
get
off
work
the
best
hour
to
vote.
I
If
you're
trying
to
I
don't
expect
any
lines
today,
but
if
you're
trying
to
avoid
that
is
around
the
lunch
hour,
which
is
about
the
slowest
point
in
the
day
so
yep
and
we
get,
we
can
now
track
and
monitor
all
that
we
are
doing
for
those
interested
on
the
candidate
portal.
We're
doing
updates
in
terms
of
what
turnout
is
throughout
the
day
on
the
candidate
portal,
so
we
can
see
kind
of
the
makeup
of
who's
voting
and
mr
chairman
on
the
agenda
today.
I
B
Thank
you,
mr
chairman.
We
worked
with
beth
in
the
treasurer's
office
to
update
a
lot
of
the
policies
relating
around
cash
and
checking
accounts
and
merchant
accounts,
and
so
that's
a
majority
of
the
updates
other
than
that.
It's
just
really
grammatical
and
then
just
to
bring
us
back
in
line
with
what
practices.
F
A
Second,
that
okay,
you've
heard
a
motion
all
in
favor,
say:
aye
aye,
aye
aye,
mr
karex.
Thanks
all
right
I'll,
entertain
a
motion
on
the
claims
journal.
Mr.
F
A
F
Anyway,
you've
heard
of.
A
H
G
Mr
chum,
I
have
news,
not
necessarily
good
news.
You
know.
We've
talked
before
about
house
bill
562,
which
the
legislature
passed
a
couple
of
years
ago
right
having
to
do
with
extending
the
homeowners
exemption,
and
there
were
some
questions
that
were
out
there.
One
of
them
had
to
do
do
you
prorate
the
homestead
exemption
or
not,
and
all
but
two
of
the
counties
were
were
not
prorating.
They
gave
it
for
the
entire
year.
G
They
had
a
hearing
last
wednesday
and
the
commissioner
took
testimony
from
the
ag's
office
or
their
attorney,
and
the
two
counties
lincoln
and
later
county
and
issued
an
order
that
they
had
to
stop
prorating
and
grant
the
grant
the
exemption
for
the
full
year
and
it's
my
understanding
that
pretty
much
is
the
end
of
that
that
they
were
not
going
to
appeal
it
any
further
and
they
will
step
into
line
with
the
directive
of
the
tax
commission.
G
I
I
just
might
add:
I've
talked
to
todd
lakey.
He
said
he
would
sponsor
that
bill
next
year
with
the
cleanup
provision
that
needed
to
be
there.
Senator
rice
was
going
to
do
that
this
year.
He
didn't
but
todd
like
you
said
he
would
have
be
happy
to
to
do
that.
I'll
get
in
touch
with
aic
and
let
them
know.
A
A
A
E
Yes,
I'm
news
yeah
we
came
in
this
morning
and
our
emails
were
blowing
up
and
phones
were
ringing.
That's
because
the
second
half
reminder
notices
have
hit
email
boxes
and
mailboxes,
so
I
have
for
you
a
copy
of
the
insert
that
we
included
this
year
and
it
highlights
some
important
things
for
taxpayers.
One
is
that
you
see
there.
This
is
for
the
2021
tax
year.
E
Of
that
interest
date-
and
then
we
also
note
on
here
that
we
are
closed
an
observance
of
juneteenth,
and
we
note
that,
just
because
that's
the
day
before
the
due
date,
so
making
taxpayers
aware
of
other
payment
options
on
that
date,
should
they
wish
to
pay,
then
we've
got
dropboxes
our
online
payments
and
phone
payments.
H
E
H
A
Okay
I'll
entertain
a
motion
on
the
minutes.
A
On
behalf
of
the
board,
second,
you've
heard
the
motion,
I'll
forever
say:
aye
aye
aye
motion
carries
next
up.
We
have
the
interim
events
at
expo.
Idaho
may
have
a
motion
on
the
interim
events
or
other
and
concessionaire
agreements.
A
You've
heard
the
motion
all
in
favor,
say:
aye
aye,
aye,
okay
motion
carries
okay,
we
next
up
we'll
have
parks
and
waterways.
Do
we
have
a
motion
for
the
barter
park,
education
and
event
center
agreements,
there's
four
of
them
on.
H
A
Skipping
ahead:
okay,
yes,
now
we
have
the
agreements
listed
on
the
agenda.
Is
there
any
discussion
on
any
of
the
agreements.
F
Yeah,
mr
chair,
what's
the
maintenance
equipment,
the
meridian
fire
department?
I
think
we've
got
sean
here
yeah
it's
it's
a
agreement
between
ed
county
and
meridian
fire
department
department
for
maintenance
equipment.
A
H
Mr
chair,
could
we
have
scott
maybe
talk
about
the
green
belt
agreement.
K
Can
you
hear
me?
Okay,
yes,
when
you're,
just
fine,
okay,
sure,
yeah
so
you're?
Looking
at
agreement
number
679,
we
had
a
the
county,
had
a
10-year
license
agreement
with
the
u.s
bureau,
reclamation
for
management,
maintenance,
construction
of
the
penitentiary
canal
green
belt,
roughly
between
diversion
dam
and
where,
where
the
green
belt
runs
downstream
towards
the
warm
springs
avenue.
K
So
it's
just
under
two
miles
and
the
view
of
reclamation
now
has
gone
to
a
different
form
of
agreement
called
a
management
agreement
and
the
the
positive
thing
about
this
for
the
county
is
that
it's
a
25-year
agreement,
which
means
the
public
will
be
able
to
access
and
use
that
green
belt
for
25
years
under
80
county
management,
and
it
also
allows,
for
example,
for
federal
cost
sharing
for
any
improvements
to
the
green
belt.
K
So
the
management
agreement
structure
has
been
reviewed
by
legal
and
by
us
and
we
there
are
some
additional
reporting
requirements
and
things
of
that
nature,
but
we're
confident
this
is
a
better
agreement
for
the
public
and
gets
us
25
years
down.
The
road.
A
I'll
second,
that
you've
heard
the
motion
all
in
favor,
say:
aye
aye,
aye
aye
motion
carries
we're.
A
F
A
You've
heard
the
motion
in
favor
say:
aye
aye,
hey
motion
carries
I'll
entertain
a
motion
on
the
personnel
actions.
H
L
This
week
is
ems
week,
so
thank
you
for
the
proclamation
last
week,
yeah
so
ryan
larondo
has
got
several
events
planned.
We're
working
with
the
hospitals.
They've
got
some
food
trucks
out
for
our
folks
to
grab
food
when
they
bring
patients
to
the
hospital.
This
week
we
also
have
the
ems
barbecue
on
thursday,
of
course,
the
weather-
it's
probably
going
to
be
the
worst
day
this
week
for
that,
but
it
seems
like
it
happens.
Every
year.
L
Not
going
to
snow
windy
and
chilly,
we
can
move
it
inside
if
we
need
to,
but
outside
of
that
steve
rutherford
and
I
have
a
meeting
with
mayor
simison
at
11
today
to
talk
about.
F
L
Fees,
so
I
would
go
out,
I
I
have
a
feeling.
The
discussion
will
also
come
up
about
co-locating
ambulances
in
station
seven
and
eight
that
they're
currently
in
the
process
of
building
out
there
so
prepared
for
that
conversation,
but
outside
of
that
our
cove
cases
are
staying
right
around
three.
You
know
I
watched
that
on
a
daily
basis
and
and
it's
just
kind
of
hovered
right
around
three
right
now
we
are
seeing
cases
kind
of
go
up
across
the
country
and
we'll
continue
to
keep
an
eye
on
it.
L
L
So
when
you
look
at
our
the
the
standards
that
we
agreed
to
on
access,
meridian
fire
department
is
nine
minutes
and
ten
seconds
and
we're
nine
minutes
and
16
seconds
so
we're
six
seconds
behind
the
inside
fall.
Some
data
was
released
prematurely
that
included
every
call
type
that
showed
12
minutes,
but
that
includes
your
non-emergent
calls,
and,
and
so
that's
why,
at
the
access
level
we
agreed
to
to
pair
those.
L
Look
at
how
we
can
respond
on
the
delta,
plus
or
delta
delta
plus,
and
echo
call
types,
the
more
serious
call
types
so.
F
A
One
of
the
consistent
items,
because
when
we
were
down
before
it
was
three
three
right
about
three
years
about
four
years,
seems.
A
C
L
A
It's
been
over
a
month
and
a
half
yeah,
since
they
first
and
they
they
have
military
guys
out,
making
sure
that
they
are
not
having
wow
they
are.
Is
he
allowed
to
fly
out
or
not?
Yeah
he's
late
he's
leaving
on
saturday.
A
Yeah
well
his
assignment's
up
so
he's
leaving
anyway
but
anyway.
Well,
thank
you
thanks,
we'll
be
we'll
be
in
recess
after
meridian.
A
Okay,
good
morning
today's
tuesday
may
17th

37.
