B
A
D
B
Hey
we'll
get
right
into
new
business,
so
we
have
a
couple
of
resolutions:
we'll
need
to
do
a
public
hearing,
I'll
work
on
the
public
hearing
on
resolution
number
2914.
B
and
Harper
resolution
number
32
for
the
return
of
unspent
funds.
Is
there
any
discussion.
D
B
Yeah
you've
heard
emotional
if
they
ever
say.
I
I
motion
carries
I'll
open.
The
public
hearing
on
resolution,
29
15
resolution
adjusting
the
amounts
distributed
to
the
coroner
from
the
Ada
County
local
assistance
and
tribal
consistency.
Grant
fund
Grant
award
wanna
tell
us
about
that.
First
I
heard
of
it.
G
This
is
the
latcf
funds,
the
computer
equipment
required
for
the
coroner's
office.
G
G
G
B
Thank
you
very
much.
Okay,
I'll
close
public
hearing
on
2915
call
Promotion.
B
C
Pre-Quote
waiver
good
morning,
Mr,
chair
Commissioners
before
you
this
morning,
are
a
couple
requests
for
three
quote
waivers,
the
first
of
which
is
the
Elder
Street
TCA
drug
court,
Treatment
Center
access
control
operations
is
asking
for
a
three-quote
waiver
for
the
genatech
control
system
and
would
like
your
approval
to
go
forward
with.
B
C
All
right
thanks.
Our
second
request
is
for
a
three-quote
waiver
for
operations.
Department
for
a
Transit
van,
our
fleet
manager
found
a
van
for
operations
and
we
would
like
to
purchase
it
as
expeditiously
as
possible
before
it
is
taken
away
from
us.
As
you
know,
yes,
vehicles
are
very
hard
to
come
by,
especially
Vans
right
now,
they're
very
popular
with
not
only
government
agencies
but
also
private
Enterprise.
C
So
we
have
asked
the
dealer
to
put
this
on
hold,
so
we
have
an
opportunity
to
purchase
this
so
we'd
request
that
you
approve
this
three-quote
waiver,
so
we
can
buy
this
van
okay,
any.
H
I'll
move
to
accept
the
to
approve
the
three
quote:
waiver
requirement
related
to
the
2023
Ford
truck
Transit
van.
My.
B
Okay,
you've
heard
emotional
favorite,
say:
aye
aye
aye
motion
carry
all
right.
Thank
you.
Thanks,
Commissioners
appreciate
it.
Okay,
next
up,
we
have
licenses
three
catering
permits
and
one
license
transfer.
Is
there
any
discussion
on
these
hearing?
None
I'll.
D
B
G
Morning,
Mr,
chair
Commissioners
good
morning,
we
our
following
deadline,
come
and
go
last
week
for
the
Municipal
elections
coming
up
in
November.
I
have
quite
a
few
contested
races.
G
Make
it
for
an
interesting
election,
it
looks
like
we
will
be
close
to
a
full
deployment.
Some
of
that
will
be
dependent
upon
the
board's
decision
in
the
coming
days
on
the
the
board
or
the
bond
issue
with
the
jail
as
well.
The
bond
issue
ends
up
on
the
ballot.
It'll
be
a
100
deployment
for
the
whole
County.
If
it
doesn't,
then
we'll
have
a
slightly
smaller
deployment,
but
it'll
be
a
large
one
because
of
all
the
contested
races
that
we
have.
B
G
So
we're
we'll
full
speed
head
now
with
the
election
coming
up
in
November.
Obviously,
courts
are
remain
busy
and
recording
is
steady,
but
everything
else
in
the
office
is
going
well.
G
If
not
now
we
soon
will
there
were
some
districts
that
were
very
stingy
with
providing
us
information
until
the
filing
deadline
had
passed,
so
we're
hoping
to
get
that
information
put
it
up
on
our
website,
because
the
community
comes
to
us
for
information
on
elections,
even
though
these
districts
decide
who
is
going
to
be
running
based
off
the
filings
they
receive.
So
for
the
most
part,
everybody
was
providing
us
up-to-date
information
as
we
went
along,
but
there
was
at
least
one
city
that
was
not
wanting
to.
G
B
G
B
B
E
Commissioners
before
you
is
the
month-end
report
for
August
and
for
that
I'll
hand
it
off
to
Tim
good
morning
Commissioners,
how
are
you
doing
good.
I
So
I'm,
here
to
just
review
August
portfolio,
we
haven't
had
any
real
big
changes.
We
did
have
one
new
purchase
and
we
continue
to
generate
our
interest
payments
that
we
use
to
fund
new
purchases
and,
if
you
happen
to
see
the
blue
chart,
when
we
call
it
there
that
shows
our
interest
payments.
Through
a
year
we
received
about
1.4
million
in
interest
payments.
I
We
also
generate
about
close
to
about
a
million
dollars
each
month
it
comes
back
to
us
in
prepayments
on
the
mortgage
backs
Securities,
and
so
what
we
had
this
month
was
One
new
purchase,
in
fact,
I
believe
that's
the
next
page.
Behind
there
Let's
see
we
had
a
new
purchase
of
a
mortgage-backed
security.
It
has
a
coupon
at
four
percent,
but
because
of
the
the
timing
of
it,
when
we
purchased
it,
we
have
a
yield
to
maturity
4.7.
I
So,
as
you
can
see,
we're
continuing
to
see
as
these
rates
sort
of
reverberate
through
the
economy,
and
if
you
go
to
the
first
page
there,
where
it
shows
a
summary
of
the
various
Investments
that
are
categorized
the
very
last
one
they're
the
money
markets.
If
you
look
at
the
yield
of
maturity
on
that,
that
kind
of
represents
that
inverted
yield
curve,
we
have
pretty
much
cash
right.
There,
that's
highly
liquid
available
for
us
at
any
time.
I
We've
got
a
72
million
dollars
in
that
and
it's
yielding
just
about
the
highest
of
of
all
the
Investments.
So
a
lot
of
Market
participants
and
economists
think
we're
kind
of
at
the
near
the
top
of
the
interest
rate
hiking
the
fed's
going
to
be
meeting
again
next
I
believe
it's
Tuesday
Wednesday
the
19th
of
the
20th.
Whenever
that
is
and
right
now
it
seems
like
most
economists
and
Market
forecasters
are
expecting,
maybe
a
hold,
and
but
personally
you
know
I
could
see
maybe
a
50
50
chance
of
a
25
basis.
Point.
I
However,
there's
a
lot
of
things
in
the
economy
where
people
are
struggling
and
and
depending
on
what
happened
with
the
CPI
report.
You
know
we
we
could
see
them
hold
I'm,
just
not
real
sure,
but
we're
continuing
to
see
the
benefits
of
these
higher
rates.
Although
you
know
your
average
person
out
there
struggling
in
fact,
I
think
this
morning,
I
read
that
oil
hit
its
year
yearly
high.
Today,
if
I
read
the
headline
correctly,
I
didn't
have
time
to
read
the
article,
but
so.
B
B
The
it's
up
to
about
100
Barrel,
isn't
it
yeah.
I
It's
getting
it's
getting
up
there
for
sure
and
I
know
the
the
Saudi
government
cut
back
and
that
much
more
pressure
on
the
Strategic
petroleum
Reserve
is
is
low,
so
the
US
isn't
in
a
great
spot,
but
as
far
as
our
our
portfolios,
it's
holding
steady.
It's
doing
well
we're
reaping
the
benefits
of
this.
The
treasurer
was
talking
to
me
this
morning
how,
on
that
very
chart
there.
If
you
looked
at
that,
where
we're
at
a
little
over
10
million,
we
still
have
a
month
left
to
go.
I
D
I
To
be
we
well,
it
depends
on
how
many
of
our
agency
bonds
are
coming
due
for
a
payment
in
in
this
next
month
and
I'm,
not
sure
what
that
is,
and
that's
why
you
see
these
fluctuations,
because
sometimes
you
have
you
know
four
bonds
that
they're
going
to
pay
the
agency
bonds,
and
sometimes
you
might
have
two
other
times
you
might
have
six
our
mortgage-backed
Securities.
However,
they
pay
every
month
on
the
25th
and
those
are
the
bulk
of
what
we're
seeing.
I
B
D
A
I
No,
we
don't
in
fact
treasure.
Mom
and
I
were
talking
about
this.
Also
this
morning,
when
we
forecasted
fiscal
year,
24
which
will
begin
in
October
and
then
what
we
had
tried
to
do
is
try
to
look
through
that
crystal
ball
and
determine
what
is
going
to
happen
with
rates
and
how
will
that
affect
our
portfolio
from
October
all
the
way
through
next
September,
and
obviously
that's
you
know
really
hard
to
do.
But
but
you
know
we
enjoy
doing
it,
it's
actually
pretty
fun.
So
we
look
at
the
fed
the
fund
Futures.
I
B
E
Well,
I,
don't
have
that
statistics.
C
E
I
would
note
that
a
lot
of
the
the
tax
servicing
companies,
those
large
escrows
they
weigh
and
hold
their
electronic
payments
until
the
18th
or
19th.
So
we'll
have
a
high
volume
of
checks
early
on,
but
then
the
large
lumps
on
payments
right
at
the
due
date.
D
E
E
E
That's
when
they'll
provide
the
amount,
we'll
then
calculate
that
little
and
reflect
it
on
the
tax
bill.
Then
payment
from
the
state,
as
on
the
other
taxpayer,
will
be
due
to
the
county
by
December
20.
E
Especially
November
the
calculations
December
we
just
just
collect,
but
it's
earlier
on
when
we're
actually
doing
the
calculation
calculations.
F
You
guys
set
the
report
in
a
while
ago,
so
you
I'll
just
tell
you
the
the
numbers
are
kind
of
Right
Where
I
expected
them
to
be.
You
can
all
been
here.
A
short
period
of
time
doesn't
take
long
to
figure
things.
Some
some
things
out,
but
I
do
want
to
say.
You
know
when
you
look
at
the
percentages,
be
careful
how
you
interpret
those.
F
For
example,
the
Ada
cases
shows
173
percent
you're
dealing
with
small
numbers,
so
a
change
of
one
can
so
just
know
that
there's
an
increase
sure
but
I
just
don't
want.
You
know
people
to
see
this
and
go
whoa,
hey
but,
like
I
said,
I
think
the
numbers
are
right
about
where
we
projected
them
and
expected
them
to
be.
F
You
know
we'll
probably
finish
out
the
year
higher
than
but
higher
than
in
the
past,
but
then
we're
all
expecting
that
so
it's
for
managing
and
things
are
plugging
along
quite
nicely,
so
on
the
side
of
that
I
can
just
run
through
these.
If
you
want,
research
has
begun
on
a
proposal
to
house
tip,
which
is
the
trauma
Intervention
Program
inside
the
new
building
right
now,
it's
in
the
hands
of
legal.
F
First
of
all,
we
just
got
to
make
sure
we
can
do
it
before
I
pull
the
trigger
on
trying
to
get
it
done,
and
what
that
would
provide
us
is
a
tip
tip
quite
often
goes
out
on
scene,
so
they
help
with
the
family
the
interaction
with
the
family.
That's
what
they're
trained
to
do.
Another
bonus
or
or
a
benefit
to
us
is
that
tip
Personnel
will
now
be
more
available
to
our
employees.
F
Should
they
need
those
kind
of
services
and
that's
not
required
or
anything
else.
It's
just
another
tool
in
the
toolbox
for
for
mental
health,
the
records
we're
moving
records
out
of
the
building
and
and
they're
they're
starting
to
to
scan
those
in
and
digitize
those.
So
we're
we're
pretty
pretty
jazed
about
that.
F
The
ossuary
we
pulled
the
trigger
on
that
one.
So
to
speak,
sorry
for
the
pun,
so
that's
officially
been
launched.
We're
in
the
design
stage
right
now
and
the
funeral
home
tells
us
if
we're
real
lucky.
We
can
expect
it
to
be
completed
early
summer,
ish,
not
in
a
big
hurry,
because
we
can
just
move
the
date
of
the
of
the
service,
but
apparently
it
takes
a
while
to
get
that
marble
cut
and
and
engraved
okay
good.
F
B
H
F
Okay,
and
the
other
thing
is
that
emergency
preparedness
is
working
on,
is
she's
starting
a
conversation
with
FEMA
and
whoever
else
is
involved
for
to
potentially
place
the
Urban
search
and
rescue
task
force
in
Ada
County,
which
will
trigger
the
use.
We
can
use
dogs
search
dogs,
apparently
FEMA,
and
their
Infinite
Wisdom.
If
you're
not
within
100
miles
of
an
actual
facility,
they
can't
be
used
and
I
thought
well.
Okay,
well,
the
rest
of
us
exist
as
opposed
to
you
know,
Seattle
and
L.A.
F
So
anyway,
so
she's
working
on
that.
Hopefully
we
can
get
that
off
the
ground
and,
and
that
would
provide
it
would
allow
us
to
trigger
additional
resources
from
FEMA.
Should
bad
things
happen?
F
Okay,
are
you
getting
all
ready
to
move
you're
so
funny,
yeah,
kinda,
that's
just
say:
kind
of
yeah
was.
F
Furniture
starts
install
on
December
4th
should
take
about
two
weeks.
So
if
we're
real
super
lucky
somewhere
in
mid-December
but
I
haven't
heard
the
status
on
there's
a
switch
that
they're
waiting
for
I'm,
not
sure
what
the
status
is
of
that
one.
B
H
B
F
I'd
like
to
do
and
I'm
going
to
have
a
chat
with
Bob
here
from
Ops
is
the
ribbon
cutting
and
those
type
of
the
open
house
ceremonies
and
all
that
stuff.
If
I
can
time
it
right,
I
would
like
to
try
to
do
that
before
we
take
occupancy,
mostly
so
that
when
we
give
tours
you're,
not
looking
at
body
bags
kind
of
be
nice
to
people
and
that
and
then
it's
also
less
disruptive,
if
we're.
Actually,
you
know
if,
if
we're
working
it's
it's
least
destruct
disruptive
method,
so
obviously
yeah
well.
D
F
A
Know
actually,
I
don't
really
have
a
report
this
week
we're
just
continuing
to
get
ready
for
the
BTA
hearings
on
114
appeals
and
we've
kicked
off
the
reappraisal
process
so.
B
Those
hearings
happen.
B
Right,
well,
good
luck
with
that.
Thank
you
all
right.
Well,
thank
you.
Okay!
Moving
on,
we
have
agreements.
A
lot
of
these
Agreements
are
renewals
any
questions
on
any
of
the
agreements.
Our
issues.
D
Eight
set
number
c
and
just
as
a
statement
as
to
why
he'd
be
that
request,
that
is
an
agreement
with
a
relative
of
minus
wise
and
I
accuse
myself
from
that
vote.
D
H
I
believe
that's
that's
an
agreement
for
dental
to
the
jail
I
think.
Is
that
correct,
so
yeah.
If
we
wouldn't
take
that
one
up?
First,
all
right
well
go
here
in
motion.
I'll
move
to
approve
agreement
number
one;
five,
three,
six,
eight,
as
listed
on
the
agenda
and
authorize
the
chair
to
sign
the
appropriate
documents
on
behalf
of
the
board.
H
Then
I'll
move
to
approve
the
remaining
38
agreements
as
listed
on
the
agenda
and
authorize
the
chair
to
sign
the
documents
on
behalf
of
the
board.
B
All
right,
you've
heard
the
motion
all
in
favor,
say:
aye
aye
motion
carries
okay,
all
that.
B
D
D
D
B
Right
good
morning
today
is
the
12th
day
of
September.
The
time
is
9
35..
The
board
is
in
session
sitting
as
a
board
of
Emergency
Medical
Services
District.
All
three
Commissioners
are
present.
B
Are
there
any
changes
to
the
agenda?
Madam
clerk.
B
Changes
to
the
agenda,
okay,
the
the
next
item
up
is
the
claims.
Journal
I'll
accept
a
motion
on
the
claims
General.
H
B
B
All
right,
the.
B
B
B
.,
