A
D
F
A
A
A
We
also
have
with
us
on
the
bre
a
number
of
people
we
have
the
Paul
Paul
Lori,
Adam
schroer
and
Bob
Carney
and
Evan.
Okay.
First
up,
we
have
some
volunteer
boards
to
reappoint
two
volunteers
to
the
Ada
County
Health
Trust.
Is
there
a
motion
or
discussion.
D
You
thank
you,
commissioner.
Thank
you.
Mr
chair,
I've,
been
on
the
healthcare
trust
for
nine
years.
I
was
appointed
by
the
by
the
board
back
then
so
this
would
be
my
fourth
appointment,
I've
been
the
the
chairman
of
the
trust
since
Derby
retired
from
paramedics,
but
we
do
we
revisit
that.
So
it's
it's
been
a
a
very
good
experience.
It's
a
privilege,
I
I
understand
a
lot
and
one
of
the
values
that
we
have.
D
We
also
have
Josh
Smith
who's,
one
of
our
trustees
as
well,
one
of
the
values
that
we
have
is
we
we
understand
it
better
and
we
can
share
that
information
throughout
throughout
our
organization
through
our
various
organizations.
A
And
answer
question
questions
so
I
would
I
would
be
honored
if
and
humbled.
If
you
chose
to
reappoint
me
for
another
term,
all
right,
thank
you.
Is
there
any
any
further
discussion.
B
So
I've
been
on
the
trust
for
six
years.
This
will
be
my
third
appointment
if
you,
if
you
approve
that
and
so.
D
B
Along
with
Travis
I,
it's
a
great
opportunity.
We
learn
a
whole
bunch
about
things
that
are
happening
with
the
healthcare.
Obviously,
it's
a
privilege
to
be
able
to
U.
You
know
to.
D
B
C
A
Now
we
have
some
unfinished
business
application:
2023
0172,
CPA,
zcd,
a
BC!
U,
ms.
I
A
A
That
you
heard
the
motion
all
in
favor
say:
I
I,
I,
I,
okay,
the
application
been
removed
from
the
table.
We
have
our
development
director
here
you
want
to
tell
us.
There
was
some
just
technical
changes
from
our
agenda
was
from
the
hearing.
J
Yeah
Mr
Jeremy
Commissioners.
This
was
an
item
you
considered
on
the
September
13th
hearing.
You
moved
to
approve
and
table
to
give
us
some
time
to
prepare
the
final
documents.
We've
got
the
signed
development
agreement
back
this
morning
and
have
updated
the
findings
of
fact.
There
was
I
think
a
a
date
that
was
changed
as
all
in
the
findings
of
fact,
and
prepared
all
the
other
documents
and
submit
those
for
your
consideration.
H
J
Yeah
Mr
chairman
commission
davidon.
There
were
no
changes
to
to
The
Proposal
with
the
with
the
the
motion
to
approve.
J
A
J
J
G
J
G
Mr
chairman
I
I
I
move
to
approve
the
revised
findings
of
fact
and
conclusions
of
law
for
223
0172
CPA
zc
da
VCU
Ms
P
corx
Engineers.
A
All
right,
moving
on
to
new
business,
we
have
couple
of
resolutions
that
we'll
need
to
have
a
public
hearing
on
so
I'll
open
a
public
hearing
on
resolution,
2920
a
resolution
adopting
amendments
to
the
Ada
County
Deferred
Compensation
Plan
to
implement
the
cares
act.
Okay
is
there
anyone
here
to
speak
to.
C
That
good
specifically,
this
is
the
cares,
act
additional
language
related
to
retirement
funds,
and
it
allows
for
special
distribution
options,
also
some
additional
rollover
rules
and
permissible
loans.
Additionally,
folks
who
may
have
gone
off
of
work
and
coming
back,
it
has
a
lot
of
details.
It
does
not
necessarily
directly
impact
us
significantly.
It
is
really
just
ensuring
that
we
are
compliant
in
our
language,
with
the
federal.
A
Rols,
as
are
required
under
the
cares
act.
Okay,
any
other
discussion,
I'll
close
the
public
hearing
on
resolution
2920
and
accept
a
motion.
D
A
E
Yes,
Mr
chair
chairman
Commissioners.
This
is
a
so
Source
resolution
for
the
maintenance
of
U.
H
The
Stanley.
E
Security
system
out
at
the
gel
back
in
2016,
we
went
out
to
bid
for
the
Jael
security
system.
Stanley
Security
was
the
subcontractor
for
that.
A
Project,
so
it
would
make
sense
that
they
would
be
the
ones
doing
the
maintenance
for
their
own
system.
Okay,
is
there
any
further
discussion
hearing
none
I'll
close
the
public
hearing
on
resolution
number
2921
ask
for
a
motion:
I
move.
E
Bob
in
front
of
us
good
morning,
Commissioners
before
you
this
morning,
we
we
have
a
couple
items
for
your
under
procurement,
so
the
first
of
which
is
opening
a
bid
23069,
the
ad
county
trial
court
administration,
Treatment
Center,
tenant
Improvement
project,
and
we
received
11
responses
for
this
project.
So
really
good
response.
E
Yeah
so
Evans
got
our
bonfire
C
up.
E
Ready
so
just
take
a
second
as
as
Evan
unseals
this,
but
today
we'll
be
looking
for
the
name
of
the
bidder.
The
total
bid
amount
and
that
total
bid
amount
will
will
include
a
$200,000
contingency
for
the
project.
That's
an
owner's.
E
Allowance
and
spreadsheets
going
to
open
up
here
and
EV
will
have
to
kind
of
help
walk
me
through
here,
because
there's
quite
a
few
of
them.
There
we
go
okay,
so
our
first
bidder
is
Alpine
construction
and
they
have
a
total
bid
amount
of
$2,687
78.
Our
second
bidder
is
Anderson
Construction
and
they
have
a
total
bid
amount
of
$2,588
21.
Our
third
bidder
is
ekc
incorporated.
They
have
a
total
bit
amount
of
$2,543
390
bidder
number
four
is
ESI
and
they
have
a
total
bit
amount
of
2,868.
E
63
HC
company
is
our
next
bidder.
They
have
a
bit
amount
of
2,375,
754,
kenb
Constructors
are
next
bidder
and
they
have
a
bid
amount
of
2,445
,
691
lacing
Mechanical
Incorporated
has
a
bid
of.
E
Even
radic
construction
has
a
total
Bild
bid
amount
of
2,351
280
Strath
General
has
a
to
total
bid
amount
of
$2,527
58
and
that's
it
okay.
So
all
those
bids
are
pretty
close
together,
say:
that's
pretty
close
together,
look
like
a
pretty
spread
there
yeah!
So
that's
that's
a.
A
A
D
It
includes
adjusting
some
stuff
on
the
roof.
This
includes
replacement
of
roof
all
of
the
Interior
Design.
All
the
HB
work,
that's
going
to
happen
inside
of
the
building
and
just
to
let
you
know,
this
is
what
this
is.
Basically,
we
budgeted
a
year
ago,
everything's
right
right
in
the.
E
Ballark
good
all
right,
all
right,
so
Commissioners
I.
We
would
like
to
request
this
be
tabled
for
award
to
the
October
3rd
2023,
open
business
meeting.
A
H
So
I
thought
there
were
supposed
to
be
a
contractor
shortage
with
all
these
big
projects
going
on.
Is
it
kind
of
unusual
to
get
this
many
bids.
E
G
F
E
Yes,
Mr
chairman
Commissioners:
this
is
the
opening
for
RFQ
23077,
The,
Design
Services
for
ad
County
elections,
office
and
Warehouse
Remodel,
and
we
receiv
received
four
responses
for
this
project
and,
if
you're
ready
for
us
to
open,
we'll
proceed.
A
E
Ahead
so
on
this,
opening
we're
just
looking
for
the
name
of
the
firms
and
our
first
firm
is
CS
hqa.
Our
second
firm
is
Cushing
Terell.
Our
third
firm
is
urad
and
our
fourth
firm.
D
E
Zga
Architects
and
planners
Charter,
so
those
are
the
four
firms
that
have
proposed
on
this
project
and
we
would
like
to
request
that
this
be
tabled
for
final
ranking
and
request
to
enter
fee
negotiations
to
the
October
10th
2023,
open
business.
F
E
It's
the
office
at
400,
Benjamin,.
F
A
Okay,
you
heard
the
motion
I'll
in
favor,
say:
I
I
I
motion
carries
thank
you
thanks,
Commissioners
appreciate
it.
Okay,
we
have
page
full
licenses,
four
new
license
and
one
license:
transfer
I'll
accept
a.
H
Motion
Mr,
chair
I
will
move
to
approve
the
licenses
as
listed
on
the
agenda,
including
38
catering
permits
four
licenses
and
one
license,
transfer
and
authorize
the
chair
to
sign
the
documents
on
behalf
of
the
board
I.
Second,
the
motion.
F
F
A
year
ago
there
are
some
sa:
do
you
know
how
many
of
that
is
or
well.
H
From
a
year
ago,
there's
just
a
handful
from
from
actually
may
there's
quite
a
few,
because
may
we
had
such
an
odd
distribution
of
voting
availability
because
the
consolidating
nature,
so
we
had
to
change
the
number
of
precincts
for
May,
so
there's
a
decent
number
from
May
to
this
time.
But
you
know
we're
in
approximately
about
the
15
range
from
May
to
this
time,
single
digits
from
last
November.
So.
F
On
our
talking
earlier,
there
seems
to
be
a
trend,
not
a
huge
one
right
now,
but
one
we're
keeping
our
eye
on
is
that
a
lot
lot
of
churches
that
we
have
historically
used
are
bringing
on
daycare
schooling
type
systems,
and
they
are
telling
us
now
that,
because
they
have
the
schools
in
place,
they
don't
want
to
be
pulling
places.
So
we're
keeping
an
eye
on
that.
That
seems
to
be
something
that
could
pres
present
a
problem
in
the
future.
F
If
a
lot
of
them
go
that
direction,
but
overall
197
precincts,
176
physical
locations,
there
are
some
dual
precincts:
there's
actually
one
triple
precinct,
not
named
after
me,
just
for
three
precincts
in
the.
F
But
there
are
14
sites
that
will
be
doing
ballot
on
demand,
so
we've
expanded
from
our
last
election
slightly
from
10
Saul
and
his
team
are
doing
a
phenomenal
job
and
making
sure
that
that
runs
smoothly,
as
we
very
deliberately
expand
that
the
reason
for
that
is
because
we
have
is
it
402
different
ballot,
Styles
yep,
402
different
ballot
Styles
one
Precinct
has
14
different
ballots
wow
and
expecting
our
election
workers
to
get
that
perfectly
right.
F
When
someone
walks
in
the
door
to
know
which
ballot
goes
to,
which
person
is
sometimes
a
challenge,
and
this
significantly
reduces
that
risk
for
the
voters
to
get
the
right
pallot.
So
we're
excited
for
that.
So
the
system.
F
F
Thing
we're
looking
for
the
Commissioners
today
is
to
designate
those
polling
places,
but
it's
not
the
only
thing
that
we're
working
on
our
office
there's
a
couple
more
days
to
year
end
so
we're
closing
out
the
books
for
the
SL
fiscal
year
as
well
as
go
live
of
our
new
Financial
system.
We're
asking
for
your
continued
support.
The
team
has
been
working
phenomenally
over
the
last
several
weeks.
They've
made
the
decision
on
Wednesday
that
everything
is
in
the
green
and
they've
done
such
a
good
job.
F
Up
to
this
point
that
they
don't
anticipate
weekend,
work,
which
is
a
a
pretty
significant
thing
for
a
software
changeover.
So
I'm
excited
about
that,
especially
the
the
folks
from
curement
they're
going
to
have
the
heaviest
lift
right
out
the
gate.
Cuz
come
Monday.
Everyone
will
be
using
the
new
procurement
system
and
spending
all
the
money
that
the
commission
approved
for
them
for
this
next
fiscal
year
and
they're
going
to
have
to
get
used
to
that
new
system.
F
We
don't
anticipate
any
large
issues,
but
obviously
there's
always
fine-tuning
that
will
take
place
in
the
first
several
weeks
and
months
of
a
new
system.
So.
F
Will
be
a
quiet
Affair
the
ribbon
once
once
we
get
all
comfortable
using
the
new
system?
Maybe
they
we
throw
a
party,
then.
F
Okay,
but
obviously
fine-tuning
over
the
the
coming
weeks,
we
will
have
a
Contractor
on
site,
I.
Think
it's
Anan
who's
going
to
be
here.
Correct
and
that'll
be
a
huge
asset
for
us.
Have
someone
physically
on
on
station,
while
we're
working
through
those
first
few
steps
that
procurement
is
going
to
be
working
with
so
we're.
F
A
good
mood,
but
obviously
the
biggest
thing
for
us
right
now
is
Commissioners,
designating
those
polling
places.
We
can
get
Off
to
the
Races
other
significant
dates
that
probably
are
good
for
everyone
to
understand.
Pre-Registration
deadline
on
13th
of
October
early
voting
will
start
the
23rd
of
October
absentee
ballot.
Application
will
start
on
the
27th.
F
We
will
have
our
logic
and
accuracy
test
for
our
system
on
the
2nd
of
November
and
we
encourage
the
public
and
anybody
that
has
questions
about
the
security
and
flow
of
Elections
to
come
out
and
and
view
that
and
then
early
voting
will
end
on
the
3
of
November
for
us
to
deploy
all
these
precincts
on
the
7th.
A
So
when
do
you
start
accepting
absentee
applications.
F
We're
accepting
them
now,
we've
we
accept
them
all
year
long,
it's
just
the
absentee
ballot
deadline
is
27th.
So
if
you
don't
get
an
absentee
in
by
the
request
by
the
27th,
we
had
a
lot
of
absentee.
B
F
F
Around
35%,
which
would
be
about
120,000
115,000,
really,
yes,
with
the
the
bond
on
the
ballot
that
opened
up
every
single
Precinct,
so
everyone
will
have
something
on
their
ballot.
There
may
be
some
confused
about
what
else
is
on
their
ballot,
but
we'll
make
sure
that
we
get
that
information
out
there.
There's
a
lot
of
contests
and
a
lot
of
names
on
the
ballot
this
year
for
the
Municipal
elections
and
you're
doing
the.
G
Normal
advisement
of
Voters,
so
they
know
all
of
this.
F
G
A
G
Motion
just
we're
just
ratifying
this
correct.
A
In
favor,
say,
I
I
motion
carries.
We
have
Personnel
actions,
1449
Mass
adjustments,
that's
a
lot
of
adjustments
and
twostep
increases.
D
C
Last
budget
or
yes,
this
is
the
big
batch
of
your
new
fiscal
year.
We
greatly
appreciate
every
office
in
Department
did
such
a
fantastic
job
working
with
us
on
distribution
of
their
Merit
allocations
and
H
Kos
to
my
the
uploads,
and
it's
a
lot
of
lot.
C
A
Okay,
you've
heard
the
motion
all
in
favor
say:
I
I.
I
I'll
apologize
in
advance
for
killing
a
small
tree
for
all
these
types
of
cancellations.
We've
been
saving
them
up
for
a
bit
yeah
we're
trying
to.
We
did
have
to
put
them
to
the
side
for
a
little
bit
as
we
were
working
on
PTR
to
get
that
all
through.
We
were
short
staff
for
a
while,
so
we
focused
on
property,
tax
relief
applications
and
now
we're
getting
CAU
up
on
Homestead
exemption
applications
in
time
of
the
tax
bill
so
and
we're
fully
staffed.
Currently
so.
F
I
A
I
Normally,
you
won't
want
to
keep
tax
dollars
out
there,
but
and
then,
once
everything
goes
through
the
full
process
of
the
tax
de
and
everything
we
come
back
in
I
believe
these
are
in
County's
name
currently,
so
once
they
become
in
our
name
officially,
then
we
write
them
the
taxes,
so
it
just
takes
I
that.
G
I
And
I
think
when
the
property
sells
crack
I'm
around
when
the
property
sells,
they
want
to
have
those
tax
dollars
out
there,
because
those
that
part
of
that
proceeds
goes
towards
those
taxes.
First
right.
G
I
A
Get
now
do
these
reflect
the
that
that
case
up
in
Leon
Jerome.
I
County
kind
of
so
okay,
so
what
that
does
is
basically
we're
doing
quarterly
homestead
exemption.
So
if
they
are
applying
later
in
the
year
they
instead
of
getting
a
larger
credit,
it
will
be
discounted
slightly
based
on
if
the
property
did
not
have
the
homestead
exemption
on
it
prior
to
which,
in
our
eyes,
Mak
sense,
because
if
it
was
a
rental
property
in
the
beginning
half
the
year,
why
should
they
get
the
full
exemption?
So.
I
So
what
that
case
is
is
basically
the
State
Tax
Commission
and
those
two
counties
and
they
went
with
quarterly
and
the
State
Tax
Commission
doesn't
think
that
that's
legal
because
there's
no
pration
in
the
law.
Since
then,
we've
joined
kind
of
that
argument,
but
the
State
Tax
Commission
in
the
district
court.
Finding
the
judge
said
that
the
State
Tax
Commission
overstepped
their
boundary
So.
Based
on
that,
it
gave
us
an
opportunity
to
jump
in
to
proceed
right.
I
And
right
now
it's
under
their
The
Tax
Commission
is
dealing
with
a
law
of
the
house
bill,
292
stuff,
so
I
think
they've
submitted
for
an
extension
in
there
and
we
are
working
with
one
of
the
attorneys
with
Ada
County
to
file
paperwork
once
it
does
officially
go
to
the
Supreme
Court
in
in
favor
of.
A
I
A
Okay,
well,
that's
good
I'll
accept
the
motion
on
the.
We
call
them
tax
cancellations,
but
they're,
not
they're
adjustments,
but
we're
going
to
call
them
tax
cancellations,
because
that's
what
the
the
law
says,
the
law.
G
B
L
Morning,
Mr,
chair
Commissioners,
as
you
see
from
the
agenda,
one
of
our
top
priorities
is
preparing
for
the
2023
tax
bill,
so
380
tax
cancellations
here
that
that
is
a
lot
of
work
for
us,
but
frankly,
I'm
thrilled
to
see
them
now.
So
thank
you,
Brad
and
everyone
in
the
team,
because
by
receiving
these
now
or
early
October
we're
able
to
process
them
so
that
they
can
be
reflected
on
the
November
bills.
So
again,
I'm
really
happy
to
see
these.
Now.
L
If
it
comes
in
much
later
in
October,
we
won't
be
able
to
reflect
those
on
the
bills
so
happy
to
process
these
now
it
will
be
a
top
priority,
so
these
will
be
on
the
bills
that
we
send
in
November.
Otherwise,
again
all
things
related
to
the
2023
tax
bills,
working
closely
with
the
clerk's
office,
entering
levies
into
the
system
with
the
assessor's
office
and
then,
of
course,
with
your
it
Department
in
programming
the
changes
for
House
Bill
292.
L
So
it's
it's
full
steam
ahead
on
that
top
priority
and
appreciate
the
collaboration.
It's
it's
a
countywide
effort,
we'll
be
sending
the
bill,
but
there's
a
lot
of
people
who
are
really
helping
a
lot
so
grateful
for
that
good
and
that's
it
from
our
office.
A
G
A
H
G
A
Okay,
you
heard
the
motion
all
in
favor
say:
I
I,
I,
I;
okay,
we
have
juvenal
court
services,
agreement
number
15393
the
operating
plan.
Is
there
questions
or.
H
H
A
The
motion
you've
heard
the
motion
all
in
favor,
say
I
I
I
all
right
now
we
have
a
number
of
agreements,
one
of
which
we've
already
pulled
from
the
from
the
list
agreement
number
35
has
been
so
all
accept
the
motion
on
the
balance
of
the
agreements.
A
Yes,
okay,
we
have
motion
on
that.
Is
there
any
discussion
on
any
of
the
agreements?
Most
of
these
are
renewal
agreements.
I
might
add,
so
all
accept
that
we
got
a
motion,
so
all
in
favor
say
I
I
I
motion
carries
okay.
Next
up
we
have
the
weekly
Indigent
items.
H
A
A
Good
morning,
the
ad
County
Commission
is
sitting
as
a
board
of
the
ad
County
Emergency
Medical
Services
District,
to
will
conduct
its
weekly
open
business
meeting
today
is
the
28th
day
of
September.
The
time
is.
A
H
A
Okay,
you
heard
a
motion
all
in
favor,
say:
I
I
I
right
next
up
we
have
Personnel
actions.
I'll
accept
the
motion
to
approve
the
Personnel
actions.
H
A
A
Second,
you
heard
a
motion
all
in
favor
say:
I,
I,
I,
all
right
yeah,
we
have
eight
agreements.
Is
there
any
questions
or
any
discussion
on
any
of
the
agreements?
A
lot
of
these
are
renewal.
K
Agreements,
renewal
agreements,
Mr
chair
and
under
4,
a
agreement
I
didn't
bring
my
glasses
with
me
15394.
That's.
K
From
Ada
County
Emergency
Management
Joe
Lombardo
shop
to
replenish
some
of
our
supplies
in
our
rescue
task
force,
bag,
the
kits
new
chest
seals
and
chest
decompression
needles
and
that
type
of.
A
Thing:
okay,
any
further
discussion
on
the
eight
agreements,
not.
H
I'll
accept
you
got.
You
got
the
Bonville
billing
and
collection,
the
debt
collection
service
on
there,
so
just
wondering
how
that's
going.
Obviously,
medical
debt
collection
is
a
sensitive
topic,
but
how?
This
is
what
the
second
or
third
year.
K
Believe
this
is
the
second
year
Mr
chair,
commissioner
Davidson.
We
went
out
back
out
to
RFP
I
believe
it
was
last
year
for
and
anaville
was
chosen
again
yeah
they
they
they
do
a
good
job
for
us.
You
know.
K
Medical
debt
collection
is
a
tough
thing
and
you
know
we
try
to
collect
on
the
bill
before
we
send
it
over
to
them,
but
once
it
ages
out
to
6
months,
you
know
it's
better
to
to
send
it
to
them
to
to
work
the
claims,
as
opposed
to
trying
to
work
it
out
of
our
office.
So.
K
Questions
what
have
you,
but
not
that
anything
that
has
come
across
my
desk,
certainly.
K
Yes,
Mr
chair
commissioner
good
morning,
just
a
few
quick
things
to
update
you
on
probably
all
saw
the
news
that
JJ
Salona
passed
away
last
weekend.
He
was
actually
the
chair
of
our
community
Advisory
board
for
Access,
and
so
he
did
really
amazing
work
for
us
and
got
us
really
involved
in
in
a
lot
of
different
areas
of
you
know
the
Hispanic
community
and-
and
we
we'll
certainly
miss
him.
K
You
know-
and
unfortunately,
we'll
have
to
replace
him
on
that
that
board
here
in
the
coming
months,
but
that
was
a
big
loss
for
us,
the
other
bit
of
news
that
we
got
last
week,
and
this
isn't
great
news
with
the
the
GMT
stuff.
The
federal
government
CMS
is
looking
at
disallowing
or
eliminating
the
ability
to
include
the
non-transport
portion
of
your
costs
in
your
cost
report
that
you
have
to
submit
each
year.
So
basically,
what
I'm
getting
out
there
is.
K
We
would
not
be
able
to
include
any
of
the
cost
that
that
the
fire
departments
have
in
responding
to
the
calls
which
that
really
drove
that
annual
cost
up
quite
a
bit,
because
you
know
fire
departments
are
expensive
and
so
just
a
preliminary
look
at
it.
That
means
that
we're
looking
at
a
potential
Revenue
loss
from
8
Mill
million
a
year
down
to
1.5
to2
million.
K
If
there's
anything
that
makes
things
a
little
bit
easier
is
the
only
cost
that
we
can
include
is
my
department,
so
that
eliminates
the
need
to
figure
out
how
we're
going
to
divide
this
money
up-
and
you
know
utilize
it
for
Access,
because
it
would
all
come
back
to
Ada
County
paramedic
since
we're
the
only
cost
that
we
can
include
in
that.
That
seems
the
way
that
CMS
is
leaning
right
now.
There's
an
oig
investigation
in
the
state
of
Washington
right
now.
K
Looking
at
specifically
that-
and
you
know
luckily
for
us-
we
didn't
get
this
money
three
years
ago
and
start
spending
it
on
things
and
Personnel,
because
Washington
a
lot
of
fire
departments
up
there
are
trying
to
figure
out
what
they're
going
to
do
with
that
Revenue
loss,
because
they
won't
be
able
to
sustain
the
operation
they
have
today.
So
I've
been
in
contact
with
the
consultant
from
PCG
that
did
the
work
on
with
Medicaid
to
get
the
state
plan.
K
Amendment
submitted
and
I
think
that
the
the
best
case
scenario
that
we
could
see
would
be
that
they
would
allow
some
of
the
cost
for
the
actual
time
that
that
engine
company
or
squad
or
what
have
you
was
assigned
to
the
call,
but
we
wouldn't
be
able
to
calculate
the
cost
of
Readiness
for
the
entire
year,
which
we
will
be
able
to
do
for
our
department,
because
you
know
our
focus
is
purely
on
emergency
prehospital
medicine.
So.
B
G
Okay,
any
questions,
and
that
was
just
a
ruling
by
them
what
what
prompted
them
to
change.
Yes,
Mr
chair,
commissioner
dy
I
believe
it's
that
IG
investigation.
K
In
Washington,
the
what
I
heard
from
the
consultant
is
that
CMS
is
looking
at
this
as
being
a
transport
benefit.
Instead,.
G
K
Yeah
and
what
we're
trying
to
do,
and
I
and
I
believe
Chief
NE
on
behalf
of
the
western
Fire
Chiefs
Association,
and
the
international
fire
chiefs,
Association
I
think
they're
going
to
try
to
reach
out
to
CMS
to
make
sure
they
understand
that
we
have
a
tiered
response
system
and-
and
you
know,
those
fire
departments
are
part
of
how
we
take
care
of
a
patient.
It's
not
just
the
ambulance.
K
Responding
so
we'll
see
if
that's
effective
or
not
I
I
Know,
Chief
NE
felt
like
the
decision
had
already
been
made,
but
they
haven't.
They
haven't
put
the
decision
out
yet
so
we're
still
kind
of
in
a
holding
pattern
to
see
if
it
all
happens
or
not,
but
that'll
be
a
big
impact.
G
K
Yeah
Mr
chair
commissioner
dy
I
believe
that
you
know
anybody.
That's
getting
that
that
GMT
through
a
state,
planine
Amendment
right
now,
you
know,
is
going
to
be
impacted
if
they're,
including
the
non-transport
costs
in
in
in
their
cost
reports
on
an
annual
basis.
So
it'
be
a
big
impact.
I
know
in
in
Washington.
Some
of
those
departments
are
looking
at
you,
millions
of
dollars
of
lost
Revenue
per
year.
K
I
did
hear
that
there
is
even
some
potential
based
on
the
oig's
final
report
that
some
of
these
agencies
might
have
to
pay
back
some
of
the
money
that
they
got,
because
if,
if
it
was
determined
that
the
cost
reports
were
improper,
they
were
including
improper
cost
in
in
the
allocation.
But
the
state
plan
amendments
were
approved
by
CMS,
so.
K
Happen
or
not,
but
luckily
that's
not
happening
to
us.
This.
K
And
Mr
chair
Commissioners,
the
the
other
thing
I
believe
the
Ido
Fire
Chiefs
Association
was
going
to
reach
out
to
our
national
delegation
just
to
see
if
they
were
aware
and
see,
if
there's
anything
that
they
might
be
able
to
do.
G
That's
where
I
was
going
next
in
terms
of
what
the
communication
system
was
to
the
National,
the
legislators,
because
they're
the
ones
that
appropriate
the
money
and
is
this
in
in
keeping
with
what
the
legislation
I
mean.
It's
an
administrative
rule.
So
it's
just
in
keeping
with
what
the
they
the
Congress
interprets,
what
they
the
instruction
they
were,
giving
to
the
agency.
K
A
The
they.
J
G
A
K
The
only
other
thing
with
GMT
is
we're
getting
meeting
set
up
with
the
Medicaid
director
to
discuss.
You
know
where
they're
at
in
the
process
of
getting
that
FTE
hired
the.
D
K
If
our
state
plan
was
approved
by
the
end
of
the
year,
which
it
might
be,
it
sounds
like
the
CMS
is
kind
of
waiting
on
this
decision
to
see
what
they're
going
to
approve
in
state
plans.
There's
like
us
and
four
five
other
states
at
that
final
approval
process,
but
we're
we're
getting
a
meeting
set
up
so
that,
if
that
occurs,
our
first
payment
could
actually
be
in
April
of
next
year.
It
would
be
backdated
to
January
25th
of
this
year,
so.
K
Or
you
Mr,
chair
Commissioners,
you
know,
I
looked
at
the
numbers
yesterday
and
we're
staying
right
around
three.
You
know
anecdotally,
I've,
heard
reports
even
within
my
own
Department,
that
we've
had
some
people
that
have
gone
out
with
coid
I
was
even
a
conversation
with
Bethany
this
morning
that
they're
seeing
kind
of
an
uptick
in
the
number
of
people
that
that
have
have
it.
K
This
time
of
year,
you've
got
a
lot
of
other
things,
going
around
I
I
kind
of
had
a
little
bit
of
respiratory
stuff
over
the
weekend
and
tested
on
Monday
and
tested
negative.
But
there's
stuff
going
around
in
allergies
and
so
and
they're.
A
All
jumpy
because
of
the
news
yeah
and
in
a
lot
of
cases
it
doesn't
turn
out
to
be
the
awful
Co.
G
A
That
can
be
impacted
more
severely,
but
right
yeah
all
right.
Well,
you
don't
have
any
any
other
updates
for
us.
