If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
Well,
good
morning,
today
is
the
19th
day
of
September.
The
time
is
nine
o'clock.
The
board
is
in
session
to
conduct
an
open
business
meetings.
All
three
Commissioners
are
present.
We
could
have
everybody
identify
themselves
for
the
record
company
operations.
D
A
D
The
board
of
County
Commissioners
Ada
County
state
of
Idaho
proclamation
to
designate
the
month
of
September
20
September
2023
as
National
Recovery
month,
whereas
mental
health
and
substance
use
disorders
affect
all
communities
Nationwide
with
commitment
and
support.
Those
impacted
can
embark
on
a
journey
of
improved
health
and
overall
Wellness
the
focus
of
recovery
month.
Each
September
is
to
celebrate
all
people
that
make
the
Journey
of
recovery
possible
by
enhancing
embracing
the
tagline
recovery
is
for
everyone.
D
People
become
more
aware
and
able
to
recognize
the
signs
of
mental
health
and
substance
use
disorders
and
encourages
people
in
need
of
recovery
and
to
seek
help
managing
the
effects
of
these
conditions,
help
individuals
achieve
Healthy
Lifestyles,
both
physically
and
emotionally,
whereas
the
recovery
month,
observance
continues
to
work
to
improve
the
lives
of
those
affected
by
mental
health
and
substance
abuse
disorders,
by
raising
awareness
and
educating
communities
about
the
effective
services
that
are
available.
For
the
above
reasons,
we
ask
the
citizens
of
Ada
County
to
join
us
in
celebrating
this
September
as
recovery
month
now.
D
Therefore,
the
board
of
Ada
County
Commissioners
Boise
Idaho
in
recognition
of
September
23
2023
recovery
month
event.
You
hereby
proclaim
the
month
of
September
23rd
in
Ada
County
as
National
Recovery
month,
and
call
upon
our
community
to
observe
this
month
with
compelling
programs
and
events
that
support
this
year's
observance.
Therefore,
I
move
to
move
the
proclamation
as
read
into
the
record
and
designate
September
2023
as
National
Recovery.
A
Is
there
a
second
to
the
motion?
Oh
second,
that
okay,
you've
heard
in
motion
any
discussion
hearing,
none
all
in
favor,
say
aye
aye,
aye
aye
motion
carries
thank
you.
We
now
have
two
resolutions:
I'll
open
the
public
hearing
resolution
2917,
providing
for
the
sale
of
fixed
assets
owned
by
Expo
Idaho
County.
A
D
A
C
E
A
All
right
any
further
discussion
on
the
our
input
on
the
resolution.
2918.
A
B
B
E
A
B
After
two
years
of
waiting
for
the
generator,
we
finally
got
this
one
completed
and
yeah
we
get
to
take
some
money
back
from
that
one
as
well,
including.
A
Well,
good
enough
I'll
accept
a
motion.
I.
A
Your
number
one
to
agreement,
number
14,
229,
okay,
you've
heard
the
motion
all
in
favor
say
aye
aye
those
carries.
Thank
you.
Thank
you.
Okay.
Moving
on
to
licenses,
we
have
a
catering
permit,
a
new
license
and,
and
one
transfer
I'll
accept
a
motion.
Mr.
E
A
C
Share
for
an
update
withdrawal
deadline
for
candidates
is
this
Friday
for
the
November
7th
election?
So
that's
the
hopeful,
the
last
deadline
that
will
affect
the
ballot
pending
withdrawals,
not
that
I'm
aware
of
but
I
know
there
are
people
that
are
working
on
other
candidates
to
withdraw
so
we'll
see
what
happens
with
that.
Generally,
they
come
down
to
the
last
minute.
C
Obviously
we're
in
the
middle
of
the
go
live
as
well
as
year
end
for
our
fiscal
closeout,
which
is
a
double
duty
for
most
of
our
folks,
but
they're
they're
pulling
through,
and
then
the
levy
rates
were
passed
this
last
a
little
while
there
will
be
some
small
slight
adjustments
to
that
based
off
some
plots
that
we've
discovered
were
not
included
in
the
original
Levy,
so
that'll
be
coming
before
the
board
in
the
coming
days.
For
reapproval
of
that,
so
we
get
the
right
numbers
to
the
state
so
and.
A
There
is
statutory
authority
to
do
that.
Apparently,
the
because
I
thought
yesterday
was
the
deadline.
The.
C
Deadline,
we
did
get
our
our
deadlines
in
what
won't
change
is
any
of
the
budgets.
It's
just
the
adjustments
to
the
levy
rates
that
get
submitted
to
the
state,
and
so
we've
we've
communicated
with
the
state.
They
know
it's
coming,
okay
and
that's
why
they
asked
for
the
board
to
reapprove
those
well.
G
A
E
It
you
got
a
contract
coming
up
for
k,
h
printers
for
the
absentee
ballots.
That's.
C
Correct
we've
got
a
couple
actually
on
the
forge
dented
today
or
printing
is
becoming
a
problematic
thing
in
the
elections.
World.
Okay,
there's
a
lot
of
people
that
don't
want
to
be
in
that
business
right
now,
whereas
there's
a
lot
of
people
clamoring
for
paper
ballots.
So,
yes,
this
is
it's
on
the
agenda.
This
is
something
that's
for
this
upcoming
year:
we're
going
to
use
them
for
our
absentee
ballot.
Printing,
we're
also
exploring
options
to
be
able
to
pull
that
absentee
printing
in-house.
C
There
may
be
a
more
cost
effective
way
and
a
less
less
of
a
stress
on
us
worrying
about
someone
else,
printing,
those
for
us,
so
we're
exploring
those
options.
But
right
now
we're
we're
having
to
rely
on
k
h
for
this
upcoming
year
is.
C
C
C
And
so
at
places
like
that,
we
are
going
to
be
printing
on
site
so
that
we're
not
mixing
up
ballots
as
they
get
handed
out
to
people
when
they
check
in
so
it
works
we're
expanding
that
option,
but
we're
doing
it
responsibly,
because
it's
a
it's
a
heavy
lift
financially.
So
we're
trying
to
come
up
with
savings
and
expand
that
to
precincts
as
we
can.
Okay.
C
Most
people
that
would
question
it
are
question.
Anything
with
elections
are
happy
about
ballot
on
demand.
It's
a
it's,
a
security
upgrade
where
we're
not
having
a
custody
of
ballots
transfer
between
people
and-
and
you
know,
sit
over
the
weekend
and
stuff
like
that.
So
when
the
ballot
is
printed
on
site,
there's
no
concern
about
ballots
being
distributed
somewhere
else
or
being
lost.
So
it's
a
good
thing.
It's
just
it's
a
heavy
lift
right
and
as
we
we
learn
from
Maricopa
County.
C
A
A
D
A
Okay,
moving
on,
we
have
no
one
from
the
assessor's
office
here,
so
we
won't
get
a
report
from
them
and
we
have
with
us
our
distinguished
treasure.
B
Good
morning,
Mr
chairman
Commissioners,
no
new
topics
to
update
on
our
top
priorities
continue
to
be
the
financial
system
go
live,
which
is
in
less
than
two
weeks.
So
we
look
forward
to
that.
As
the
clerk
noted
lots
of
double
duty
right
now,
I
just
keep
chipping
away
and
then
our
other
priority
is
preparation
for
property
tax
relief.
We'll
kick
that
off
in
early
November,
but
we've
been
working
months
on
that
in
terms
of
programming
and
testing,
so
keep
chipping
away.
Those
are
our
top
priorities.
B
A
Use
right
now,
but
a
little
rest
up
before
December
we'll
make
sure
it's
well
oiled.
Yes,
all
right!
Thank
you!
Thank
you.
Okay.
We
have
next
up
the
approval
of
the
minutes.
I'll
accept
the
motion.
E
A
All
right,
you've
heard
the
motion,
I
don't
ever
say,
I
I
motion
carries
except
we
have
three
interim
events
at
at
Expo.
Idaho
I'll
accept
a
motion
to
approve
those
interim.
A
That
okay,
you've
heard
the
motion
all
in
favor,
say:
aye
aye,
aye
aye
motion
carries
all
right.
Next
up
we
have
the
parks
and
water
Rays
education
and
Event
Center.
We
have
three
events
to
authorize
there.
I'll
accept
emotion.
E
A
You've
heard
the
motion
all
in
favor,
say:
I
I
motion
carries
next
up,
we
have
a
36
agreements.
Most
of
these
Agreements
are
reauthorizations
or
renewals,
but
that's
required
under
the
under
the
Constitution,
and
the
law
knew
these
agreements
every
every
year.
So
is
there.
E
Cool,
so
it
Bethany
number
18,
we're
renewing
for
Valley
Regional
Transit,
and
that's
so
as
I
understand.
Every
County
employee
can
get
a
bus
pass.
Is
that
right.
F
Yes,
in
that
agreement,
I'm
not
sure,
if
that's
included
in
this
portion,
however,
for
all
employees,
it's
managed
under
operations,
their
ID
badges
devices
as
a
bus
pass
for
our
employees
whatsoever
simply
just
holding
their
pass.
They
also
came
and
participated
at
our
open,
enrollment
fairs
and
did
a
great
job
sharing
that
information
with
all
the
employees
who
attended
those
fairs.
So
they.
A
E
Just
on
the
agreement
between
Ada
County
and
Idaho,
Power
I
think
we've
talked
to
operations
about
that,
but
we're
going
to
have
to
pay
a
lot
more
for
parking
back
there,
at
least
for
this
year.
Until
we
find
it
any
other
option.
Is
that
right
that
Miss
Championship?
That
is
that's
correct
after
our.
D
Negotiations,
Idaho
Power.
We
were
able
to
get
them
down
to
the
amount,
that's
in
the
agreement
at
nine
thousand
dollars
which
a
little
frustrating
since
we
paid
a
dollar
a
year
previously.
But
would
you
think
that
that's
we.
A
Can't
afford
to
lose
the
parking
spaces
at
this
time,
so
we
do
want
to
move
forward
with
that
contract
at
the
board.
Approves
that'll
be
interesting
to
find
out
the
history
of
that
they
initially
came
in
a
lot
higher,
oh
I'm
sure
pass
passed.
History
I
agree
with
you
yeah
the
past
history.
Well,
well:
okay,
we'll
we'll
succumb
today,
because
we
do
we
do
need
that
extra
parking
space.
It's
more.
It's
mainly
operations
Apartments
down
there.
Some
police
vehicles
required
all
right.
Any
other
questions
about
any
of
these
agreements.
E
A
Is
there
anyone
here
at
Mountain,
ball,
house
I,
don't
see
anyone
here,
of
course
you're
on
the
board
you
want.
You
want
to
talk
about
Alan
biosity,
no.
G
A
It's
a
it's
a
it's
a
detox
center,
basically
right
and
people
that
go
in
there.
They
stay.
What
14
days.
A
D
G
A
D
A
Yeah
so
that'll
make
the
Elmo
house
more
sustainable
right.
Okay,
any
other
issues
or
questions
about
any
of
these
agreements
that
we
have
very
none.
I'll.
A
Taking
the
motion,
yeah
you've
heard
the
motion,
if
they
ever
say
all
right,
all
right
is
there
anything
else
that
needs
to
be
brought
before
the
board
today,
hearing
none
we're
in
recess.
Thank
you.
Thank
you
good
to
see
you.
A
The
board
is
in
session
sitting
as
the
board
of
Emergency
Medical
Services
District,
to
conduct
its
weekly
open
business
meeting.
All
three
Commissioners
are
present.
We
also
have
with
us
Sean.
D
I
A
We
also
have
Personnel
actions.
Is
there
a
motion.
E
A
D
I
Good
morning,
good
morning,
first
I'd
like
to
start
off
just
acknowledging
the
great
work
our
billing
office
is
done
in
cooperation
with
the
Outsourcing
half
of
our
bills,
as
we
need
nearly
year-end.
We
met
Revenue
almost
a
month
ago,
so
we're
gonna
come
in
well
over
Revenue,
which
is
a
great
thing.
Congratulations,
yeah,
they've
done
a
really
good
job
and
we're
very
happy
with
that.
It's
interesting
that
the
proclamation
for
mental
health
and
Recovery
done
today
I'm
sitting
on
a
panel
tomorrow
with
the
City
Club
talking
about
opiate
abuse.
I
So
I,
don't
know
if
you
know
Corey
serber
from
scene
house,
but
she's
going
to
be
moderating
that
panel,
so
I'll
be
down
there
tomorrow
doing
that
beyond
that.
Oh
thank
you
beyond
that.
You
know.
We've
been
busy
with
a
lot
of
standbys
lately
every
football
game.
You
know:
we've
got
12
to
14
people
down
there,
keeping
people
safe
in
the
football
games,
and
so
this
time
of
year,
yeah.
A
I
Games
yep
this
time
of
year,
our
staff
do
an
amazing
job
of
stepping
up
and
picking
up
those
standbys,
because
it's
all
done
in
overtime.
It's
not
part
of
their
normal
schedule.
So
getting
those
things
covered,
that's
really
all
I
have
for
today.
A
I
Had
some
within
our
own
department
and
we've
seen
an
uptick
that
I
I
looked
at
Wastewater
yesterday,
it
seems
that
it
has
maybe
peaked
or
is
plateaued
it.
It
came
up
and
nothing
like
we've
seen
with
past
surges
the
symptoms
for
the
the
variants
that
are
out
there
seem
to
be
pretty
mild.
In
fact,
I
think
we
caught
a
few
people
down
to
the
fair
that
didn't
even
know
they
had
it,
but
they
tested
positive.
I
So,
but
you
know,
even
our
our
own
data
hasn't
really
shown
any
kind
of
a
peak
here
recently
with
with.
I
We're
still
seeing
you
know
three
or
four
of
those
a
day,
but
that's
that's
been
that
way.
Since
you
know
coven
began
and.
A
That's
that's
people
that
just
think
they
may
have
something
they
don't
actually
know,
and
they
get
yeah
just
yeah
with
the
signs
and
symptoms
that
that
are
consistent
with
covet.
A
The
pandemic
this
seems
to
be
following
a
a
normal
process.
Years
ago,
the
Spanish
flu
killed
millions
of
people,
it's
still
out
there
yeah
and
it
seems
like
this
will
be
here
forever
as
well,
but
the
symptoms
have
gone
way
down.
You
don't
hear.
I
I
It
I
check
those
those
numbers
a
couple
times
a
week,
just
to
make
sure
that.
A
E
I
A
Spot
it
starts
probably
30
and
we're
gonna
actually
have
some
film
there.
We
want
to.
We
want
to
capture
the
the
Ambiance.
Are
you
good
or
seven
graduates,
wow,
okay,
and
we're
real
happy
about
that
anyway?
Well,
unless
there's,
unless
you
have
something
else,
I
do
not
we'll
be
in
recess
all
right.
Thank
you.
Thank
you.
