If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
Well,
good
morning,
today
is
Tuesday
the
30th
day
of
May.
The
time
is
10
o'clock.
The
board
is
in
session
to
conduct
its
weekly
open
business
meeting.
Commissioner
commissioner,
Daly
and
I
are
present
at
Mr
Davidson.
Currently,
apps
I
would
like
to
introduce
yourself
for
the
record
Sean.
D
A
E
A
We
have
a
ratification
of
Elmore
County's
appointment
to
have
Crystal
Rogers
to
the
Central
District
Health
term,
to
expire
6,
30,
28
she's,
replacing
Megan
blanksma,
who
was
a
board
member
and
her
term
expired,
and
she
so
I
would
accept
a
motion.
A
I
I
Unfinished
business
item:
one
a
B
and
C.
All
three
of
these
came
from
your
May
10th
public
hearing
item
a
is
a
a
variance
request
related
to
a
property.
This
one
was
Northwest
of
Cuna.
This
was
the
landowner
who
wanted
to
essentially
separate
her
single
family
dwelling
from
agricultural
land
that
surrounded
it.
After
considering
the
evidence
presented
at
that
hearing,
he
voted
to
approve
and
staff
has
prepared.
Revised,
finds
a
fact,
as
directed
that
supports
the
approval
for
reconsideration
today.
I
Motion
carries
all
right
all
right,
Mr,
chairman
Commissioners,
unfinished
business
item.
One
b
is
another
a
variance
request.
This
was
west
of
Meridian.
This
was
a
property
owner.
I've
had
1.2
Acres
wanting
to
bring
it
into
compliance
with
code
and,
if
you
recall,
retain
the
shipping
containers
that
were
on
there
for
personal
storage
and
again,
in
this
case,
just
like
the
the
previous
year
after
considering
evidence
and
testimony
voted
to
approve
and
we,
as
directed
have
provided
you
with
revised
findings
for
consideration.
I
Now,
there's
especially
four
conditions
of
approval
that
are
attached
to
the
fines
of
fact.
They
need
to
submit
a
landscaping
plan.
They
need
to
paint
the
shipping
containers
get
building
permits
for
the
shipping
containers.
I
I
Business
item
one
C:
this
is
related
to
a
board
level.
Time
extension
request
for
the
remaining
phases
of
the
preliminary
plot
of
the
Winter's
Run
subdivision.
If
you
recall,
this
is
one
where
our
both
are
assigned:
County
staff,
as
well
as
Brecken
line
breaking
Land
Design
staff,
both
left
same
time,
leading
to
the
applicant
missing
the
submission
or
missing
the
deadline
to
submit
the
the
application,
and
in
this
case
you
voted
to
a
table
list
today.
The
public
hearings
closed.
I
So
you
didn't
take
any
specific
deliberations
at
the
public
hearing,
but
that
you'll
have
that
opportunity
to
deliberate
today
to
make
a
decision.
We
don't
have
any
additional
information
to
present.
Since
the
public
hearings
closed.
I
would
do
want
to
remind
you
that
the
recommendation
that
was
submitted
was
for
denial.
I
guess,
should
you
determine
that?
There's
evidence
that
supports
a
timely
submission
of
the
application,
as
well
as
justification
we
table
again
to
to
the
next
open
business
meeting
for
revised
audience.
Okay,.
I
A
time
yeah,
Mr
chairman
you
could
you
could
specify
how
long
they
have
I
think
it's
an
up
to
a
certain
certain
time
frame.
I
think
Leon
can
give
us
some
details
on
that
yeah
sure.
My
question
is:
if
you
were
to
approve.
D
This
code
would
allow
up
to
two
years
from
the
date
of
I,
guess
the
approval,
if
you
wanted
to
limit
that,
it's
certainly
within
your
purview
to
do
that,
and
there
would
be
one
additional
board
time
extension
that
they
could
request
that
ultimately,
you'd
have
to
make
the
decision
on
and
could
deny
that
request.
If
you
didn't
want
it
well,.
A
This
has
been
an
ongoing
project
for
a
number
of
years
and,
of
course,
and
I
am
leaning
toward
towards
approving
it,
mainly
because
of
of
an
extra
extra
decision
of
another
government.
D
I
I
mean
chairman
again
not
to
add
to
the
record,
but,
as
we
discussed
at
the
hearing,
Boise
has
stated
that
they
will
not
provide
sewer
to
any
future
development
of
the
site
if
it's
not
extended.
If
the
original
title
is
not
accepted.
So
to
that
point,
yes,
sewer
would
be
a
problem.
A
F
H
Yes,
I
did,
and
I
I
have
to
agree
with
chairman
back
in
terms
of
the
the
the
value
there
is,
is
what
that
I.
A
D
Commissioners
yeah,
they
would
have
to
submit
a
specific
entitlement
that
could
be
approved
and
they
would
have
to
start
work
on
that
within
the
time
frame
that
you
a
lot
with
your
s
in
order
to
kind
of
meet
the
requirements
of
the
original
entitlement
and
not
run
risk
of
it
expiring
again.
So
good.
D
I
would
say
there
is
going
to
be
a
pretty
in-depth
follow-up
entitlement
process.
So
two
years
seems
reasonable
between
going
through
that
and
getting
the
building
permits
and
starting
construction.
I
think
two
years
sounds
like
a
reasonable
okay.
F
Sure,
yes,
so
we
did
have
a
lot
of
people
show
up
to
testify
in
this
I
think
they're
primary
concern
was
not
so
much
with
the
time
extension,
but
what
the
they
thought
that
the
proposed
project
is
going
to
be
and
I
felt
that
their
arguments
are
were
more
relevant
to
down
the
line
when,
when
a
plan
is
actually
proposed,
rather
than
to
the
time
extension
generally
I
think
you
could
look
at
sort
of
a
one
of
these
smaller
technical
mistakes
or
the
rules
such
as
failing
to
file
a
Time
extension
on
time
is.
F
Is
there
any
Prejudice
to
the
neighborhood?
Is
there
any
Prejudice
to
the
you
know
the
people
who
may
be
opposing
the
project
and
generally
there's
there's
not
I,
didn't
see
any
in
this
hearing
that
their
rights
are
going
to
be
prejudiced
in
any
way
and
then,
on
the
other
hand,
the
applicant
who
spent
you
know
the
last
10
years
and
during
the
final
phases
of
a
very
expensive
project,
there
would
be
substantial
Prejudice
because
they
would
lose
the
right
to
have
sewer
access,
I,
think,
based
on
the
last
public
hearing.
F
They
may
take
into
consideration
some
of
the
Public's
comments
and
may
look
at
revising
what
their
original
idea
was,
because,
potentially,
if
they
do
a
request,
a
zoning
change
to
dense
residential
from
commercial
to
what
it
is
now
it
looks
like
there'll,
be
a
lot
of
neighborhood
oppositions,
so
hopefully,
two
years
is
long
enough
for
them
to
to
take
that
into
full
consideration
and
if
they
so
choose
we're
not
requiring
anything
to
alter
their
plans
to
make
it
more
palatable
to
the
neighbors.
But
it's
it's
on
them.
F
H
And
interested
as
a
clarification
to
what
commissioner
David's
gonna
say,
it's
my
understanding
that
they
they
now
have
a
framework
that
they
would
have
to
come
back
in
zoning
framework.
They
would
have
to
come
back
in
and
this
court
would
have
to
approve
any
changes
that
were
even
contemplated,
even
if
they
had
them
concrete
we'd
still
have
to
approve
them.
D
H
A
H
F
I'll
move
to
approve
board
level
time
extension
and
table
till
what
was
the
date.
The
sixth
June
6th.
F
F
J
Good
morning,
Mr,
chairman
Commissioners,
before
you
this
morning
under
unfinished
business,
is
our
final
ranking
award
recommendation
for
rfp23047
the
Ada
County
RX,
Savings
Program
and
our
evaluators
have
evaluated
the
sole
proposer
for
this
project
and
would
like
to
submit
an
award
recommendation
letter
for
your
consideration.
Okay,
go
ahead.
Did.
J
The
letter
yes
be
happy
to
it's
a
letter
dated
May
30th
2023
to
the
board
of
Ada
County
Commissioners
rfp23047,
dear
members
of
the
board.
The
evaluation
committee
has
evaluated
the
responses
for
RFP
23047
and
would
like
in
and
a
final
ranking
of
qualified
candidates
was
determined
by
evaluation
scoring
the
final
rankings
in
order
of
evaluation
scoring
are
as
follows:
number
one
script:
sourcing
LLC
with
a
score
of
93.33,
so
it
is
the
recommendation
of
the
evaluation
group
to
award
the
contract
for
RFP
23047
to
script.
Sourcingllc.
J
Mr
chairman
commissioner
Daley:
it's
it's
not
an
amount
per
se,
it's
so
they,
the
script
sourcing
gets
their
makes
their
money
by
the
savings
that
we
get
as
a
county
for
the
Pharmaceuticals
save
they
have
a
fee
of
25
off
that
they
charge
on
the
savings
that
they
get
from
saving
us
money.
So
when
they
save
us
money
they
get
they
get.
They
get
paid
yeah.
Now
that's
a
Canadian
company
right
is
this
one
from
Canada
German.
C
Fishers
amber
Torres,
who
sat
on
the
evaluation
company
is
here
for
some
insights
where
yes,
chairman,
commissioner,
so.
G
Yes,
it
is
through
a
brick
and
mortar
building
out
in
Canada
is
where
they
do
that,
and
then
the
prescriptions
are
shipped
to
our
employees
and
their
pendants
through
a
shipping
container
that
is
sealed
appropriately
and
handled
temperature
wise
for
our
members.
A
A
Expensive
prescription
medications
because
it's
as
I
understand
it's
costing
it's
costing
the
trust
26
of
our
health
care
costs
just
for
those
drugs.
That.
F
A
A
C
This
is
actually
an
administrative
update
in
late
March.
We
brought
the
resolution
to
you
to
approve,
through
the
end
of
the
festival
here,
to
determine
that
a
portion
that
referenced
the
requirement
of
two
pay
periods
for
someone
to
be
on
board
before
the
referral
was
paid
out
was
erroneously
emitted
from
that
version.
So
this
is
simply
just
adding
that
back
into
the
original
intestine
resolution.
A
All
right
any
more
discussion.
F
How
is
the
project
been
going.
C
It's
fantastic
we've
greatly
appreciate
it.
Definitely
we're
seeing
results
across
the
county
I
think
in
the
next
month,
we'll
probably
hit
100
that
are
coming
in
off
of
referrals.
Also,
our
retention
of
those
individuals
coming
in
on
referrals,
referrals,
we're
happy.
F
What's
the
current
current
reward,
one
thousand
dollars.
G
F
Mr,
chair
I,
moved
to
approve
resolution
number
two,
eight
seven
zero.
As
listed
on
the
agenda
I.
A
Okay,
you've
heard
emotional
in
favor,
say:
aye
aye
aye
aye
motion
carries
thank
you.
Okay,
we
have
some
licenses.
Three
catering
permits
a
new
license.
Two
license
transfers
and
20
license
renewals
any
questions
or
discussions.
H
A
L
You
Mr
chair
Commissioners,
things
have
settled
down
a
little
bit
post-selection,
but
we
are
in
the
throes
of
weeks
away
from
budget
presentations
and
deliberations,
and
it
seems
like
it's
minutes
away
at
moments
as
fast
as
we're
moving,
but
we're
getting
prepared
for
that
and
we're
excited
for
it
this
year.
So
that's.
A
A
L
A
A
Think,
well,
it's
be.
It
was
see.
I
get
I
I
have
a
service
from
the
Postal
Service,
where
they
send
me
a
notice
of
every
any
mail
is
being
delivered
today.
Oh
okay
and
so
I
just
opened
that
up
and
I
saw
I
had
a
letter
and
there
would
be
delivered
today.
It
will
be
delivered
to
that.
According
to
the
Postal
Service
I.
H
A
F
D
F
F
D
K
They
purchased
a
mobile
home
park
up
on
milaz
street
of
Vista
up
towards
the
airport,
and
so
it
goes.
We
tax
cancellation,
all
the
taxes
on
it,
but
yeah
they
purchased
it
for
about.
3.2
million
was
lost,
we
heard,
and
actually
the
fee
appraisal
on
it
was
for
about
1.4
million
and.
J
K
Yeah,
so
it's
supposed
to
be
for
affordable
housing,
so
yeah
it's
one
of
their
little
projects.
So,
okay.
A
K
K
I,
don't
not
this
one,
so
it's
not
casually
lost
yet.
So
this
is
just
a
homeowner
processing.
A
J
K
E
I'm
good
good
morning,
Mr
chairman
Commissioners,
you
may
recall
that
last
month
you
held
a
tax
deed
hearing.
E
So
after
that
hearing
tax
deeds
were
recorded
in
favor
of
the
county,
there
were
some
redemptions,
so
some
of
those
prior
owners
did
pay
the
taxes,
so
the
properties
reverted
back
to
their
name.
However,
these
Parcels
before
you
for
your
consideration,
those
are
Parcels
that
the
county
is
preparing
to
offer
for
sale
at
public
auction.
A
H
J
A
E
Well
on
this
topic,
I
will
know.
Perhaps
you
saw
it.
Last
week
the
United
States
Supreme
Court
did
Issue
a
decision
in
the
context
of
where
the
government
seizes
and
sells
property
to
pay
a
tax
lien,
and
it
was
a
unanimous
decision
last
week
where
the
court
found
in
favor
of
the
taxpayer
and
against
the
county.
In
that
case,
the
underlying
debt
was
around
fifteen
thousand
and
the
county
sold
it
for
forty
thousand.
E
But
then
there
was
no
mechanism
under
Minnesota
state
law
for
the
taxpayer
to
try
to
I
guess,
claim
the
proceeds,
so
the
county
kept
the
proceeds.
So
the
Court
held
that
that
was
an
unconstitutional
taking
and
I.
Just
note
that,
because
that
that
is
not
the
case
here
at
Ada
County
or
under
Idaho
yeah.
We
do
have
a
process
where
there
is
a
claims
process
for
any
excess
proceeds
or
the
county
will
keep
our
delinquent
taxes
cost
late
charge.
E
A
Office
all
right.
Well,
thank
you.
Okay.
The
next
item
on
our
agenda
is
development
services
with
Dan
Noble.
I
Yes,
Mr
chairman
commissioner,
just
pleased
to
present
the
the
final
fight
of
noble
Landing
subdivision.
This
is
another
two
lot:
rural
residential
subdivision.
The
applicant
has
complied
with
all
the
required
conditions
of
the
pool
flat
complies
with
State
and
County
laws
and
code,
and
we
recommended,
if
the
board
authorized
chair,
to
sign
into
the
stamp
final
class.
A
Okay,
any
questions,
hair,
none
I'll,
accept,
emotion,
Mr,.
F
A
Okay,
you've
heard
the
motion.
All
in
favor,
say:
aye
aye,
hey,
hey
motion
carries,
we
have
parks
and
water
Rays,
we
have
an
event
center.
We
have
two
two
events
coming
up:
I'll
need
a
motion.
H
A
You've
heard
the
motion
all
in
favor,
say:
aye
aye
aye
motion
carries.
Thank
you
all
right.
Next
up
we
have
agreements,
we
have
a
number
of
agreements
would
be
approved.
Is
there
any.
H
A
Good
is
there
any
further
business
that
needs
to
be
brought
before
the
board,
if
not
we'll
the
meeting
is
adjourned
we're
in
recess.
Thank
you.
A
Well,
good
morning,
the
Board
of
Commissioners
sitting
as
the
board
of
Emergency
Medical
Services
district
is
in
session
to
conduct
its
weekly
open
business
meeting.
All
three
Commissioners
are
present.
We
also
have
with
us
Sean
rain,
paramedics
and
IT
guy.
Okay,
are
there
any
changes
to
the
agenda?
Madam
Clerk.
F
A
A
Okay,
having
dispatched
with
that
one,
we
now
have
this
lengthy
agenda.
Are
there
any
other
changes?
Okay,
go
ahead,
sir?
Oh,
and
we
have
two
Personnel
actions
to
to
take
up
we'll
do
that.
F
A
B
Minutes
good
morning
last
week
was
a
busy
week
with
the
EMS
week.
We
got
a
lot
of
stuff
done.
B
We
cooked
lunch
for
all
three
shifts
that
we
had
and
we're
able
to
sit
down
and
meet
with
probably
I
would
say
close
to
90
of
our
our
field
staff,
which
is
really
great,
I.
Think
we'll
probably
do
things
a
little
different
next
year.
I
think
we're
going
to
do
pulled
pork
instead
of
hamburgers
and
hot
dogs,
but
we'll
change
that
up
a
little
bit.
We
also
had
the
EMS
breakfast
on
Wednesday
morning.
B
Thank
you
for
commissioner
Daley
came
out
and
attended
that
St
Luke's
has
put
that
on
for
us
for
probably
close
to
20
years
now
back
in
the
90s.
We
actually
did
a
pancake
breakfast
out
of
our
Glenwood
facility
and
we
would
cook
breakfast
for
whoever
chose
to
show
up
for
EMS
week,
but
St
Luke's
approached
us
and
said
why
don't
we
cook
breakfast
for
you
and
and
honor
the
EMS
folks?
So
we
started
that
and.
B
We
were
able
to
have
that
practice
against
and
so
good.
It
was
really
good
had
quite
a
few
people.
There.
Good
conversations
were
able
to
tell
some
stories
about
how
that
the
first
year
they
actually
held
it
outside
at
St,
Luke's,
Meridian
and
the
weather
weather
had
been
absolutely
beautiful
up
into
that
point
in
that
first
one
it
was
about
42
degrees
and
and
glowing
and
raining,
but
we
got
it
done,
but.
B
You
know
we
certainly
appreciate
St
Luke's
for
putting
that
on
for
us
so
outside
of
that
we're
busy
updating
our
Capital
Improvement
plan,
our
Five-Year
Plan
right
now
and
we'll
have
that
available.
We
have
a
department
meeting
on
the
22nd
of
June
coming
up
and
we'll
roll
that
out
to
our
folks
to
take
a
look
at.
It's
really
an
update
of.
B
That's
what's
happening.
The
only
other
thing
that's
coming
up
in
a
few
weeks
is
the
beginning:
BLS
ambulance
and
ALS
Squad
project
with
their
pilot
project
with
the
city
of
Boise.
Again,
that's
we'll
have
what
will
be
a
BLS
ambulance.
It's
actually
going
to
be
Sat
by
paramedics,
because
we're
not
going
to
move
the
people
around
since
we
just
changed
their
schedule
in
January
didn't
seem
fair
to
start
moving
people
around
after
we
had
ended
their
lives
like
that.
B
B
Call
that
doesn't
necess
doesn't
need
a
paramedic
Beyond
scene,
but
it
also
decreases
the
number
of
what
Boise
fire
calls
a
heavy
chassis
response,
so
an
engine
or
a
truck
company
coming
to
something
they
don't
need
an
engineer,
a
truck
and
so
it'll
be
a
it's
a
smaller
brush
truck
that
they're
going
to
be
using
it
wherever
that
project
that
to
take
off.
So
that's
all
I
have.
B
Summer,
's
always
are
busy
busy
season,
so
just
trying
to
tell
people
to
stay
safe.
You
know,
I
saw
itd,
has
started
their
campaign
on
the
100
deadliest
Days
on
the
Road,
and
that
certainly
is
true
that
you
know
more
people
out
and
unfortunately,
more
people,
drinking
and
driving,
and
that
kind
of
thing
during
the
summer
than
what
we
typically
see
so
back
we'll
we'll
keep
the
wheels
on
the
bus
for.
