A
Is
the
15th
day
of
August
and
the
time
is
nine
o'clock?
The
Board
of
Commissioners
is
a
session.
It's
a
weak
deal
from
business
meeting.
All
three
Commissioners
are
present.
E
E
A
F
A
Item
up
is
a
volunteer
board
to
appoint
Claire
tardiff
formally
with
the
prosecutor's
office
he's
now
retired
and
she
is
being
appointed
to
the
board
of
community
Guardians
for
a
term
to
expire,
9,
30
26..
E
A
There's
a
second
in
the
motion
I'll.
Second,
that
okay,
you've
heard
the
motion
all
in
favor,
say:
aye,
aye,
aye
most
carries
congratulations
to
Claire,
we'll
send
her
a
letter
and
we
sure
will
all
right
now
getting
into
new
business.
We
have
a
number
of
resolutions
that
will
require
us
going
into
a
public
hearing
for
each
one
of
them.
So
I
will
open
the
public
hearing
on
resolution
number
2894,
which
is
a
resolution
to
adopt
the
Ada
County
budget
for
All
County
funds
for
fiscal
year
2024..
A
Is
there
any
discussion
or
any
comment
from
anybody.
D
Mr,
chair
Commissioners,
we
appreciate
the
board's
consideration
of
this
resolution
and
the
collaborative
work
between
all
of
the
department,
heads
and
elected
officials
and
Hardware
monitors
office
in
this
budget
process
this
year.
So
thank
you.
A
It's
up
to
you:
well,
no,
we
can't
we
already
adopted
the
tentative
budget.
We
can
add
after
after
that.
Oh
yes,
but
we
can't
see
it
yes,
I,
don't
think
we're.
Is
there
any
discussion
on
subtracting
anything
I?
Don't
I,
don't
believe.
So
all
right
is
there
any
other
discussion
on
the
on
the
adoption
of
resolution
number
2894
.
every
night,
I'll
close
the
public
hearing
on
resolution
2894
and
call
for
for
a
motion.
A
The
motion-
okay-
we've
got
before
us,
the
the
final
budget
to
approve
I,
think
all
our
departments
and
all
electives
have
done
a
great
job
in
getting
this
budget
put
together.
A
Unlike
other
municipal
government
cities.
Primarily,
we
are
required
by
law
to
pay
for
most
of
the
items.
That's
in
our
budget
and
and
and
we
we
do
that,
and
we
try
to
do
it
as
best
we
can,
with
at
least
at
least
amount
of
resources
possible
yeah.
It
should
also
be
further
noted
that
that
we're
using
property
tax
dollars,
but
our
property
tax
dollars,
the
average
homeowner
from
the
in
this
is
the
homeowner
from
the
in
the
state.
A
According
to
the
clerk's
office
in
Ada
County,
the
average
homeowner
will
will
have
a
decrease
in
their
in
their
property
tax
and
their
Ada
County
portion
of
the
property
taxes,
so
I
think
I
should
be
noted
as
well.
Anything
else,
very
none.
All
in
favor
of
the
budget
say
hi
hi
nice
carries.
A
Budget
for
the
entirety
of
the
state
of
the
county
has
been
has
been
passed.
Okay,
the
next
I'll
open
the
public
hearing
on
resolution
2895
at
resolution
to
adopt
the
pest
extermination
District
budget
for
fiscal
year
2024..
A
Any
further
discussion
amongst
the
board
hearing,
none
all
in
favor,
say
aye
aye,
aye
aye
motion
carries
thank
you.
I'll
now
open
the
public
hearing
on
resolution
number
2896
resolution
to
adopt
the
County
Mosquito
Abatement
district
for
fiscal
year,
2024.
A
A
In
favor,
say,
I
I
I
motion
carries
all
right
now:
I'll
open
the
public
hearing
on
resolution,
2897
the
resolution
to
Reserve
foregone
taxes
for
fiscal
year
2024..
What
this
is
is
the
county
and
every
other
taxing
district
is
limited
by
law
to
three
percent
of
the
property
tax
budget.
We
did
not
use
the
entire
three
percent,
and
so
there's
some
funds
left
over
and
we
can
reserve
those
fund
those
the
capability,
not
the
money
itself,
but
the
capability
for
future
use.
If
we
actually
need
it
and
that's
what
this
program
tax.
A
A
That
okay,
you've
heard
the
motion
all
in
favor,
say
aye
aye
time,
okay
most
carries
okay.
We
have
a
few
other
resolutions
here:
I'll
open
a
public
hearing,
gun
resolution,
899
resolution
for
procurement,
public
works,
construction
for
replacement
of
Morris
tail
generator
automatic
transfer
switch
on
open
market.
Is
there
any
discussion?
A
G
A
Okay,
you've
heard
the
motion
now,
if
they
ever
say
aye
all
right.
All
right
motion
carries
all
right:
I'll,
open
the
public
hearing
on
resolution,
2900
resolution,
sole
sort,
procurement
for
security
systems,
services
for
the
year
fiscal
year
2024
and
there
any
discussion,
hearing
no
discussion,
I'll,
close
public
hearing
on
resolution,
2900
call
for
the
promotion
chairman.
A
You've
heard
the
motion,
if
they
ever
say,
aye
aye
aye
most
carries
I'll
open
the
public
hearing
on
resolution,
2902
resolution
for
the
sole
source
services
and
maintenance
agreement
for
audio
visual
equipment
for
80
Clinic
facilities
and
courthouse.
Is
there
any
discussion?
A
G
Mr,
chair
I'll,
move
to
prove
and
ratify
the
catering
permit
signed
by
commissioner
Beck
on
August
9
2023,
as
identified
on
the
agenda
approve
the
remaining
licenses
as
listed
on
the
agenda,
including
two
catering
permits,
two
new
licenses
and
one
license:
transfer
and
authorize
the
chair
to
sign
the
documents
on
behalf
of
the
board.
A
second.
A
The
motion-
okay,
you've
heard
the
motion.
Is
there
any
discussion
hearing
that
all
in
favor
say
aye
aye,
aye,
aye
motion.
D
I
I
So
we
have
four
four
sewer
districts.
This
year,
West
Boise
city
of
Boise,
Eagle,
sewer
and
star
sewer.
I
Typically
I
think
star
sewer
has
maybe
30
Boise
City,
maybe
has
about
30
eagle
and
Sewer.
Districts
tend
to
have
significantly
more
I,
want
to
say
it's
eagle
or
sewer
I
apologize
for
not
knowing
exactly
which
one
but
300,
maybe.
D
I
E
A
I
Mr,
chairman
Commissioners,
so
typically
school
districts
are
the
ones
that
ask
for
the
extension
most
frequently
Acuna
School
District
actually
sent
the
request
early.
They
typically
wait
for
attendance
numbers
to
decide
what
exactly
they
want
to
Levy.
G
A
Okay,
you've
heard
a
motion
all
in
favor
say:
aye
aye,
aye,
okay,.
E
A
Okay,
you've
heard
the
motion.
Oh
they
ever
say.
I
I
motion
carries
okay,
we
have
Personnel
actions.
A
J
Good
morning,
good
morning,
things
are
busy
over
across
the
parking
lot.
We
have
73
appeals
to
the
board
of
tax
Appeals
appeal.
45
of
those
are
condom
and,
as
you
know,
we
have
to
reappraise
20
percent
of
our
Parcels
every
year.
So
we've
started
that
and
we'll
be
reappraising
about
four
to
five
thousand
particles.
J
E
A
Definitely
makes
it
this
is
a
lot
of
paperwork,
but
that's
really
just
one
of
those,
so
it
has
kind
of
increased
our
numbers
this
year.
Okay,
all
right,
well,
I
see
you
have
a
number
of
tax
cancellations
which
are
not
really
cancellations
but
weather
adjustments,
but
the
code
calls
and
cancellations.
A
A
K
Right
we
now
have
our
distinguished
Treasures
with
us
today.
My
name
is
Chairman
Commissioners.
So
last
week
I
attended
the
Idaho
Association
of
County
Treasurer's
conference
and
it
was
pretty
remarkable.
So
this
is
a
group
that
is
very
collaborative
and
cohesive,
so
of
the
44
counties,
43
Treasures
came
and
the
44th
County,
the
chief
Deputy
was
there,
so
it
just
shows
the
high
level
engagement
that
you're,
seeing
from
the
treasures
in
part
because
of
some
of
the
new
legislation
that
we
will
be
implementing
this
fall.
So
it
was
great.
K
K
Mr,
chairman
commission,
I
I
did
and
yes,
the
due
date
is
November
6th,
and
that
is
a
very
tight
turnaround
for
County
treasures.
To
then
balance
the
data
and
produce
200
000
unique
tax
bills.
So
the
second
and
third
weeks
of
November
we
will
be
pulling
some
very
long
nights.
K
We
'd
have
some
data.
One
of
the
challenges
is
I
understand
it
is
that
there's
a
there's,
different
factors
that
will
be
used
to
determine
the
savings
and
to
determine
that
factor.
You
have
to
have
all
of
the
data
for
44
counties,
so
they're
waiting
to
see
you
know,
values
the
homestead
roles,
the
average
daily
attendance,
the
Surplus
once
they
have
all
of
that
they
come
up
with
a
factor,
but
again
they
can't
start
doing
it
county
by
county.
They
look
at
it
in
the
Aggregate
and
then
determine
the
County's
portion.
B
A
Okay,
well,
thank
you,
I'm
glad
you
had
a
good.
You
had
a
good
conference
with
43
County
County
treasures,
yeah.
K
A
H
Yes,
Mr
chairman
Commissioners
pleased
to
present
not
the.
H
B
K
H
The
Final
Phase
of
South
Park,
it
started
back
in
2004,
so
it's
the
Southwest
Boise.
It
contains
26
buildable
Lots,
four
common
Lots.
The
staff
has
reviewed
this
Final
Phase.
It
finds
that
the
the
applicant
has
complied
with
all
the
remaining
and
applicable
conditions
of
approval,
and
we
recommend
that
you
authorize
the
chair
to
sign
and
stamp
the
final
plot.
G
H
J
A
F
Prince,
which
we've
met
with
you
previously
and
Marine
Group
them
on
over
every
element.
This
just
now
captures
that
blueprint.
I
am
also
happy
to
say
that
in
the
last
bid
for
the
Healthcare
TPA
process,
Regents
committed
to
no
increased
admin
fees.
This
is
our
second
year
we're
having
no
increases
on
that
element
as
well
and
again.
These
are
just
the
document
standard
in
the
industry
to
have
you
sign
ahead
of
time
and
then
the
full
contract
will
come
later.
F
E
A
Hope
they
ever
say,
hi
hi
motion
carries
thank
you.
Next
up,
we
have
approval
of
the
minutes.
I'll
accept
a
motion.
I.
A
A
This
was
these.
Two
letters
were
signed
in
the
event
that
we
do
need
them
is
Adam
you
on
the
board.
Here
on
the
bridge
you
listening,
Adam
Hey,
sir
tell
us
where
we
are
on
this.
C
Those
two
letters
that
you
signed
and
we
are
ratifying
today
just
informs
the
FAA
that
we
perhaps
intend
to
do
an
aerial
application
and
that
allows
them
to
review
the
document
and
then
give
us
authorization
to
do
so
right
now
we're
in
the
stage
where
we're
trying
to
plan
all
the
logistics
get
the
products
here,
get
the
pilots
ready
all
that
kind
of
fun
stuff
that
we
need
to
do
in
preparation
or
a
potential
aerial
application.
C
And,
of
course,
in
that
case,
that
we
decide
we
would
like
to
move
forward.
We
would
then
present
the
board
with
some
geography
and
an
approval
for
you
to
give
us
before
we
move
forward.
A
All
right
so
there's
like
pre-approvals
so
that
they
so
that
the
the
flight
standards
and
the
vector
Disease
Control,
understand
that
we
may
or
may
not
be
moving
forward
with
an
aerial
application
got
any
questions.
C
Sir,
that
that
does
just
allow
the
pilot
to
kind
of
get
everything
ready
for
us,
and
so
when
we
decide
to
go,
then
it'll
be
a
quick
process.
A
Okay,
all
right
is
there
any
questions
from
the
board.
All
right,
I'll
accept
a.
E
A
Second,
that
okay,
you've
heard
the
motion,
I,
don't
forever
say:
aye
aye
aye
motion
carries
okay.
Now
we
have
Expo
Idaho
an
interim
event
and
four
commercial
exhibitor
agreements
for
the
fair,
any
discussion
or
questions.
A
A
Okay,
you've
heard
the
motion,
I,
don't
ever
say:
I
I
motion
carries,
we
now
have
parks
and
waterways.
We
have
two
agreements
for
Park,
Barber,
Park,
Education
and
Event
Center
one's
for
the
13th
of
January
24th.
It
was
for
the
16th
of
December
23..
Is
there
a
motion?
I.
E
A
Second,
that
okay,
you've
heard
the
motion
all
in
favor,
say:
aye
aye
motion
carries
all
right
now
we
have
41
agreements,
and
these
are
mostly
renewal
agreements,
that's
required,
because
the
all
agreements
that
we
have
ends
on
the
fiscal
year
and
these
agreements
will
replace
those
we've
had
them
for
about
a
week
to
look
at
them.
Is
there
any
questions
from
the
board
Mr.
G
Cherry
see
we
got
our
our
Fleet
software
contract
on
here.
Maybe
our
fleet
manager
talk
about
that.
This
new
development
here
I'm
very
excited
about
getting
that
going.
E
A
Are
we
yes,
yes,
yeah.
Thank
you.
Thank
you.
That's
we've
been
working
on
that
a
long
time,
yes,
yeah.
Thank
you.
G
There's
a
car
wash
agreement,
were
you
working
on
that
or
is
that
for
the
sheriff's.
E
A
This
is
something
we
do
every
year,
because
the
law
only
allows
us
to
enter
into
a
contract
one
year
at
a
time
until
all
of
our
contracts
expire
at
the
end
of
September
and
so
we're
getting
to
jump
on
it
all
right.
Any
other
questions
or
discussion.
Hearing
now
and
I'll
accept
emotion
on
41
contracts.
G
E
G
A
E
E
A
A
A
All
right
good
morning
today
is
Tuesday
the
15th
day
of
August.
The
time
is
9
30..
A
The
board
is
in
session
sitting
as
the
board
of
the
Ada
County
Emergency
Medical
Services
district
for
our
weekly
open
business
meeting.
All
three
Commissioners
are
present.
We
also
have
with
us.
Could
you
introduce
yourself
for
the
record.
A
A
Changes
to
the
agenda:
okay:
first
item
up
is
resolution
number
2898.
A
I
will
open
the
public
hearing
on
resolution
289a.
Is
there
any
discussion?
This
is
a
resolution
to
adopt
the
the
budget
for
the
80
County
Emergency
Medical
Services
district
for
fiscal
year,
2024.
A
appreciate
all
the
effort
that
went
into
adopting
this
budget
from
your
staff
and
thank
you,
our
auditor's
office.
Thank
you
all
right.
Is
there
any
discussion
on
the
resolution.
G
Chair
I'll
move
to
adopt
resolution
number
2898
which,
as
provided
by
Idaho
code,
section,
31-1604
and
1605,
sets
the
budget
for
fiscal
year.
2023-2024
totaling
27
million
987
315
in
Appropriations
to
include
8
million
three
hundred
ninety
one
thousand
nine
hundred
thirty
dollars
in
property
taxes
and
at
19
million
595
385
in
non-property
tax
revenues.
B
I,
don't
have
anything
to
say,
except
our
budget
is,
by
necessity,
shot
up
in
the
last
couple
of
years
in
a
way
that
I
never
thought
that
it
would,
and
here
we
are
operating
a
bit
different
than
I
ever
thought.
We
would.
A
A
Well,
big
budget
and
we
have
a
big
responsibility
in
the
community.
That's.
B
Right,
yeah
I
think
we're
going
to
it's
for
as
big
as
it
is.
It's
it's
pretty
trim
we're
going
to
spend
every
dollar
wisely.
Okay,.
A
All
right
all
right,
I'll,
close
public
hearing
on
resolution
2898
and
ask
for
a
motion.
A
E
A
A
Okay,
you've
heard
emotional
in
favor,
say
I
I
all
right
now
we
have
approval
of
the
minutes
for
the
meeting
on
the
8th
of
August
I'd
accept
a
motion.
E
A
You've
heard
the
motion
all
in
favor,
say:
aye
aye
all
right
now
we
have
Four
Agreements.
Is
there
any
discussion
on
any
of
these
agreements?
I,
don't
accept
emotion,.
A
B
A
few
things
today,
okay,
as
many
of
you,
have
been
aware-
we've
been
working
on
bringing
our
community
Paramedic
program
back.
It
is
recently
up
and
running.
B
B
We
just
completed
a
hiring
a
new
hiring
and
normally,
as
I
said
in
department
head
yesterday,
that
should
be
a
boring
thing
to
to
hire.
But
these
days
having
a
successful
hiring
is
big
news.
We
ended
up
with
a
number
of
pretty
spiffy
candidates.
B
It
sounds
like
a
really
good
hiring
class,
so
overall
we're
pleased.
Those
are
folks
that
will
be
out
in
the
field
and
helping
us
closer
to
the
end
of
the
year.
The
only
other
thing
I
have
for
you.
If
you're
well,
aware
of
the
fair,
is
getting
ready
to
start.
We
have
a
significant
involvement
and
contribution
to
Fair
operations,
and
so
it's
a
getting
ready
to
be
a
busy
time
for
us.
B
B
Well,
right
now
it
comes
from
our
budget,
unlike
some
other
community
paramedics
of
programs
across
the
country
that
that
have
refused
to
to
stand
up
a
program
until
they
can
find
other
external
forms
of
funding.
We've
decided
that
in
itself,
it
has
benefit
to
our
community
and
to
our
system
and
and
so
primarily
we're
paying
for
it
out
of
our
budget,
those
those
salaries.
We
do
receive
a
small
bit
from
Indigent
services
and
other
than
that,
it's
all
internal.
We
are
examining
possible
Medicaid,
reimbursements.
B
Community,
so
so
for
the
time
being,
it
is
all
done
through
beta
County
dispatch,
through
referrals
through
our
system,
Partners
fire
and
EMS
folks
and
law
enforcement.
B
Potentially
we're
going
to
be
looking
into
referrals
from
hospitals,
but
for
the
time
being,
the
the
psychiatric
emergency
team
field.
Referrals
are
all
internal
process.
So
it's
largely
done
through
9-1-1
system.
B
For
now
we
we
only
have
three
Community
paramedics
that
makes
it
difficult
to
take
on
some
of
the
other
roles
that
Community
paramedics
take
on.
If
we
are
able
to
expand,
and
certainly
some
of
the
services
we
could
provide,
the
community
would
expand.
B
It
could
be,
it
could
be,
it
could
be
anybody
that
needs
a
resource
that
doesn't
necessarily
live
inside
the
bounds
of
a
trip
to
the
hospital.
So
if
somebody
can
be
prevented
from
taking
a
trip
to
the
emergency
room
by
accessing
resources
that
are
not
part
of
the
hospital
and
that's
what
we're
looking
to
do
is
activate
those
resources.
B
G
B
That
and
more
a
number
of
resources
available
to
to
these
folks.
