over
six
months

Experience

dual
degrees
in

and
finance,
and
in
the
time
that
he's
been,
there
has
really
hit
the
ground
running,
helped
us
improve
our
processes.
One
thing
that
you
might
be
familiar
with
is
those
tax
cancellations.
E

is
related
to

for
310

RV

south
of
the
city.
We
held
the
two
public

on
the

and
we
present
for
your
consideration
this
morning.
The
the
final
documents
to

your

at
the

B
B
Emotion,
yeah
you've

motion
carries.
Thank
you.
Thank
you.
Thank
you
all
right.
Moving
on
to
new
business,
we
have
a
couple
of
resolutions.
I
will
open
the
public
hearing
on
resolution
number
two:
eight
four:
five:
a
resolution
adjusting
80
kind
of
budget
to
reflect
the
receipt
of
unscheduled
Revenue
to
the
Ada
County
prosecuting
attorney's
budget.
Is
there
a
discussion.
B
Hearing
no
discussion
I'll
accept
the
most
I'll
close.
The
public
hearing
on
on
resolution
number
two,
eight
four,
five.
B
Is
there
any
discussion
on
on
this
resolution.
B
Hearing
that
I'll
close
the
public
hearing
on
resolution
2846
is
there
a
motion?
Mr.
B
Okay,
you've
heard
the
motion,
all
those
in
favor
say
aye,
all
right,
all
right
most
carries
all
right.
Next
up
we
have
a
proclamation.
Would
you
like
to
read
the
proclamation.
A
And
whereas
AGA
Idaho
Centennial
chapter
members
have
responded
to
aga's
Mission
of
advancing
government
accountability,
transparency
and
leadership,
as
it
continues
its
broad
educational
efforts,
with
an
emphasis
on
high
standards
of
conduct,
honor
and
character
in
its
code
of
ethics,
and
making
significant
vaccines.
Advances
in
both
professional
ability
and
service
to
the
citizens
of
Idaho
through
their
Mastery
of
increasingly
Technical
and
complex
requirements.
A
And
whereas
each
certified
government
Financial
Manager,
must
remain
certified
sort
of
maintained
certification
by
completing
at
least
80
hours
of
continuing
professional
education
in
government,
financial
management
topics
or
related
technical
subjects.
Every
two
years
and
now,
therefore,
we
the
board
of
Ada
County,
Commissioners,
Boise
Idaho,
do
hereby
recognize
the
certified
government
financial
management
manager
program
for
its
impact
on
governmental,
accounting
and
financial
management
in
Idaho
and
Proclaim
March
2023
in
Ada
County
as
certified
government
financial
management.
F
Mr,
chair
I,
will
move
to.
Let
me
get
that
there
move
the
to
approve
the
proclamation
as
listed
on
the
agenda
and
designate
March
2023
as
certified
government
Financial
Manager
moth.
My
second.
D
C
It's
actually
a
very
important
thing
for
us.
We
take
it
very
seriously
and
to
add
a
cherry
on
top
of
this
Proclamation.
We
have
a
brand
new
certified
government
financial
manager
in
our
ranks.
Today,
Sarah
Lund
just
received
her
certification,
so
I'd
like
to
recognize
her,
as
on
top
of
this
monthly
Proclamation,
appreciate
the
board
support
with
this.
It's
extremely
important
for
our
office,
the
transparency
of
ethics
and
all
the
things
that
go
along
with
government
accounting.
C
As
you
can
see
in
the
news
recently,
people
need
to
trust
their
financial
institutions
and
we
consider
ourselves
a
financial
institution,
and
we
want
people
to
know
that
their
their
money
is
being
used
appropriately,
and
so
this
is
a
great
thing
for
us.
Thank
you,
Sarah
for
your
hard
work
and
getting
that
and
thank
you,
Kathleen
and
Tim
for
the
hard
work
in
the
office
for
maintaining
such
high
standards.
For
us.
Congratulations.
F
F
A
I
B
Okay,
good
all
right,
we
have
next
procurement
up,
yes,
Mr,
chairman
Commissioners,
be
for
you
this
morning,
under
new
business.
Is
the
review
of
bids.
G
Received
and
award
recognition
for
Public
Works
projects,
50
000
to
200
000.
This
project
is
Big
23025,
the
public
safety
building,
LED
lighting,
upgrade
2023
and
any
kind
of
procurement
received
two
responses
for
this
project
and
would
like
to
see.
If
this
letter,
the
bids
received
and
award
recommend
an
award
recommendation
for
your
consideration.
G
Right
I'd
be
happy
to
it's
a
letter
dated
March
14
2023
to
the
board
of
Ada
County
Commissioners
for
I
made
a
county
procurement
regarding
bid
23025
dear
members
of
the
board,
Ada
County
procurement
received
two
responses
for
bid
23025,
the
Holland
are
the
names
of
the
bidders
and
the
bid
amounts
submitted.
Bidder
number
one
is
H
H
Electric,
with
a
bid
amount
of
116
938
bidder
number
two
is
Power
Plus
Incorporated
within
a
great
amount
of
eighty
nine
thousand
nine
hundred
fifty
dollars.
G
F
Motion
Mr
chair
I,
move
to
accept
the
recommendation
of
the
evaluation
committee
and
award
bid
23025
public
safety
building,
LED
lighting
upgrade
2023
to
Power
Plus
Incorporated
in
the
amount
of
89
950
dollars
I.
Second,
the
motion.
B
G
B
A
B
B
C
C
Some
probably
had
Smiles
summed
in
it's
111
million
dollar
bonds.
A
bond
yeah
cost
comes
to
about
185
million
after
interest,
but
it's
to
construct
a
new
Elementary,
School
modernize,
a
couple
of
their
middle
schools
and
add
some
additional
space
to
their
high
school
they're
growing
like
gangbusters
out
there
and
they
need
it.
So
hopefully
we
can
successfully
carry
out
the
election
today
and
they
can
find
out
the
result
of
their
their
bond
this
evening.
C
So
we'll
keep
updates
on
turnout
throughout
the
day
today,
every
two
hours
we'll
be
updating
that
and
then
hopefully,
at
eight
o'clock.
We'll
start
posting
results.
We
don't
expect
to
take
long
tonight,
so
hopefully,
by
10
or
11,
we
should
have
a
final
result.
C
C
Based
off
the
school
bond
elections,
we
had
in
19
and
20
for
for
just
Cuna
we're
trending
higher
than
normal
turnout,
but
that's
just
based
off
early
voting
and
absentee
election
day.
We
never
know
it's
good
weather
today.
The
rain
won't
start
till
later
today,
so
hopefully
that
won't
deter
too
many
voters
from
showing
up,
but
we
won't
have
massive
turnout
for
this.
Oh
yeah,
it's
generally
in
the
single
digit
turnout
for
registered
voters.
So.
A
You
had
good
early
in
an
absentee.
A
A
B
F
B
H
I
Job
would
be
pretty
simple:
it's
just
a
matter
of
sending
a
spreadsheet
to
the
auditor,
with
just
all
our
homestead
exemption
applicants
that
have
qualified
and
with
the
taxable
value
and
a
couple
other
requirements,
but
I
mean
that's
something.
Our
analysts
could
do
pretty
quickly.
I
think
it's
the
first
Monday
of
August
or
something
but.
I
B
And
you
have
said
that
the
the
Ledger
or
the
spreadsheet
by
first
part
of
August
correct.
How
will
that
impact
when
we
get
these
later
homicide
exemptions
filed
I
will
then
impact
the
operation
of
the
law?
Do
you
know.
I
B
B
You've
heard
the
the
emotional
in
favor
say:
aye
aye
aye
most
carries
now.
We
have
the
missed
roll.
Is
that
need
another
motion.
K
I've
got
one:
it's
been
an
interesting
past
few
days
in
the
markets,
so
I
don't
know.
If
you're
all
concerned
about
the
effect
on
our
portfolio,
there
really
isn't
much
of
an
effect
with
the
the
banking
issues
that
have
been
happening.
Our
portfolio
is
secure.
Today
we
can
talk
about
some
of
the
impacts.
Potentially
you
may
have
noticed.
The
two-year
yield
really
took
a
dive
yesterday,
the
last
couple
days,
because
when
an
event
like
that
happens,
there's
what
they
call
a
flight
quality
and
so
everybody
starts
purchasing
the
bonds
drives.
K
The
yields
down
prices
go
up
and
one
way
if
you
went
looked
at
our
portfolio
and
look
at
the
current
market
values
that
helps
our
current
market
values.
We're
not
really
concerned
about
that,
because
we
hold
everything
to
maturity.
As
far
as
the
safety
is
our
of
our
portfolio,
we
do
have
quite
a
bit
of
liquidity.
K
One
of
the
moves
we
had
made
recently
in
November
was
to
move
if
you
notice
on
that
front
page
in
the
summary
section
there's
to
the
left
under
the
Investments,
you'll
see
money
markets
and
we
have
over
50
million
dollars
in
money
markets.
Right
now,
in
November
we
moved
10
million
out
of
our
LGB
account
into
a
money
market
because
with
the
inverted
yield
curve,
the
short
end
is
paying
much
better
than
you
know
the
longer
duration,
and
so
we
moved
it
there.
It's
a
simple
move
for
us.
K
We
can
do
it
in
in
a
day
or
two
days
in
the
morning
autobellship
and
into
our
custody
account
this
month
in
February
moved
an
additional
40
million,
and
so
now
we
have
over
50
million
that
we've
put
in
there
in
the
last
few
months,
and
if
you
look
at
the
yield
to
maturity
on
that
over
to
the
far
right,
you
can
see
that
it's
at
4.297.
K
K
Last
year
in
February
we
had
186
million,
so
we
had
nearly
40
million
more
last
year
in
February
than
we
did
this
February,
however,
because
the
yield
last
year
was
just
0.139,
we
earned
42
just
under
43
000
on
that
and
that's
with
40
million
more
in
Elgin
43
000
last
year
earned
and
in
February
this
year,
Elgin
earned
1.1
million
just
in
February.
K
So
it
really
illustrates
the
how
impactful
the
the
feds
you
know,
raising
and
lowering
interest
rates
are
there's
been
some
talk,
in
fact,
I
think
the
last
time
I
was
here.
We
spoke
about
how
the
fed's
data
dependent
last
week
on
Tuesday
the
market
was
pricing.
The
50
basis
points
hike
after
the
banking
issue,
I
think
Goldman
Sachs
said
they
don't
expect
any
rate
hike
next
week
when
they
meet
I.
Think
we'll
probably
see
a
25
basis
points,
because
the
CPI
numbers
came
out
this
morning
6.6
year
over
year.
K
So
that's
well
over
three
times
the
inflation
Target,
and
so
the
FED
still
has
an
inflation
problem
that
they're
trying
to
tackle
so
I
just
wanted
to
point
that
out
in
terms
of
changes,
we
had
one
purchase
in
February
as
you
go
through
that
I'm.
We
don't
have
page
numbers
on
these,
so
I'm,
not
sure
exactly
where
that's
at
us,
maybe
three
quarters
the
way
through
closer
to
the
back
and
that
purchase
what
we
had
done
there
was.
K
We
had
two
about
two
million
a
little
over
two
million
available
to
invest,
so
we
purchased
a
new
Bond
the
yield
to
maturity
on
that
is
4.30.
So
you
can
see
we're
getting
away
from
the
zurp
what
they
call:
zero
interest
rate
policy
and
settling
for
bonds
that
were
paying
0.25.
Just
a
couple
years
ago,
and
now
we're
4.304
so
as
that
money
comes
in
and
maturities
come
in
we're
reinvesting
at
higher
rates.
So
that's
helping
us
currently.
K
D
B
K
Yeah
in
that
case,
with
that
with
that
with
that
particular
Bank
they
in
the
past
they
had
so
they
had
good
credit
quality.
They
invested
in
treasuries
good
credit.
The
problem
was
they:
they
had
interest
rate
risk
because
they
invested
in
long
duration
and
anytime.
There's
movement
in
rates
the
higher
the
duration,
the
greater
the
swing,
and
surprisingly,
they
didn't
hedge
a
couple
years
back.
If
you
looked,
they
had
interest
rate
hedging,
and
this
time
they
did
not
have
that.
K
So
when
there
was
a
run
and
depositors
wanted
their
money
back,
they
had
to
sell
those
bonds
and
because
everything
had
changed
in
the
bond
market
with
the
interest
rates
they
they
sold
at
Big
losses.
So
they
were
in
a
sort
of
a
neat
situation
because
of
the
clientele
they
had.
They
should
have
thought
about
the
type
of
clientele
they
had
high
burn
rates
needing
cash,
and
we
don't
have
to
worry
about
that.
We're
not
going
to
need
cash,
and
if
we
do,
we
have
probably
close
to
200
million
available
for
liquidity.
K
So
it's
very
interesting
to
see
those
things
and
interesting
to
watch
it
as
we
move
forward.
B
Well,
I
read
a
report
that
that
there's
there's
other
smaller
Regional
banks
that
that's
having
a
similar
kind
of
an
impact.
K
Yeah
yesterday,
a
lot
of
those
that
trade
on
the
markets
went
down
big
this
morning
in
the
pre-market.
I
was
looking
early
this
morning
in
the
pre-market
and
they
were
up
double
digits.
Some
as
high
as
I
saw
one
Bank
up
this
morning,
50
so
their
stocks,
really
maybe
people
overreacted
there
and
I,
don't
think
it'll
be
as
widespread
as
some
people
feared.
I
think
it'll
be
somewhat
isolated.
A
B
B
B
B
We
have
next
the
approval
of
the
minutes
of
the
old
business
meeting
from
February
from
January.
Excuse
me,
February,
21st
and
February
28th.
Is
there
a
motion.
B
B
Okay,
you've
heard
the
motion
all
in
favor
say
all
right.
All
right
all
right
motion
carries
next
up.
We
have
parks
and
water
right
ways.
B
Is
there
any
discussion
on
The,
Four
Agreements
for
events
at
parks
and
waterways.
A
B
Second,
that
okay,
you've
heard
the
motion
all
in
favor,
say
aye,
all
right,
all
right,
hi
Melissa
carries
now.
We
have
14
agreements,
I
reviewed
the
Agreements.
Are
there
any
questions
or
discussion
on
the
agreements.
B
B
F
B
Next
up
we
have
a
miscellaneous.
One
is
a
budget
as
a
request
for
our
funds
from
the
city
of
Boise.
In
December,
we
agreed
to
provide
some
funds
that
for
a
project,
the
city
of
Boise
was
doing
and
ends
in
middle
of
April
I.
Think,
isn't
it
yeah
middle
of
April
and
they've.
B
It,
and
so
we
need
to
discuss
that
on
the
board
needed
to
officially
not
renew
it
or
to
renew
it.
What's
the
pleasure
of
the
board,
is
there
any
questions
or
discussions?
We.
H
H
B
B
B
Good
morning
we
did
get
this
memo,
the
on
the
8th
describing
what
the
issues
are.
Boise
City
voice
request:
yeah,
okay,
yes,
so
do
you
have
any.
D
D
After
asking
a
lot
of
questions
and
having
the
technical
committee
review
that
you
opted
for
four
months
and
so
that
support
runs
out
on
the
15th
we'd
requested
some
additional
information,
not
too
long
after
you
made
that
decision
and
that
that
information
wasn't
forthcoming
until
very
recently,
and
it
wasn't
really
what
what
we
had
requested
in
terms
of
the
population
there
and
how
fast
they're
matriculating
people
through
that
program,
and-
and
so
we
put
this
on
for
you
to
to
determine
whether
or
not
you
wanted
additional
information
or
whether
you
wanted
to
politely
respond
to
the
mayor-
that
your
original
decision
of
four
months
was
still
your
decision.
F
I
kind
of
recalled
during
the
previous
debate,
you
know
we
I
feel
like
we
were
pretty
firm
on
just
the
time
limit
that
we
had
given
them.
You
know
we
were
hoping
that
would
be
enough
for
them
to
find
the
new
funding
or
a
more
permanent
solution.
B
I
think
so
I've
done
a
little
checking
myself
I
think
there
are
some
there's
lots
of
openings
available
in
other
areas
and
or
the
people
are
there
now,
if
they
can't
I,
don't
know
if
they
can
find
additional
funding
or
not,
but
anyway,
any.
I
F
F
I,
just
I,
don't
know
if
it's
sustainable
too
much
longer
at
that.
That
rate
well.
K
F
F
It's
a
sound
like
a
proper
motion,
all
right,
well
Mr
chair,
then
I
will
move
to
decline
to
extend
the
financial
support
for
the
city
city
Boise's
program,
with
the
contract
with
red,
Red,
Lion,
hotels,
red.
B
B
To
discuss
this,
this
general
fund
Authority
for
impact
fee
capital
investment
program
update,
is
that
you
that's.
I
B
D
Right
Mr,
chairman
Commissioners,
we
had
we
for
some
time
been
walking
this
along
the
road
called
impact
fees
working
with
the
cities
to
get
things
already.
I
think
we're
at
we're
at
a
really
good
point
with
the
cities
still
maybe
a
little
bit
of
work
to
do
with
Meridian,
but
we're
ready.
In
fact,
we've
already
started
down
the
planning
zoning
path.
By
now,
our
cips
for
all
of
our
fees
are
two
years
old
statutorily.
D
There's
some
there's
some
fixes
that
need
to
happen
in
the
sheriff's
related
to
any
projects
that
we
might
move
forward
on
out
there
CID.
So
at
this
point
we
would
ask
you
to
allow
us
there's
the
the
cost
to
update
those
is
six
about
65
480
that
will
come
to
you
later
in
actual
in
an
agreement,
but
you
have
set
aside
or
budgeted
three
hundred
thousand
dollars
for
impact
fee
related
expenses.
Those
are
related
to
the
city
of
Boise's
fee
waiver
for
impact
feeway
for
affordable
housing.
D
That
money
will
not
be
used
this
year
because
we're
not
going
to
be
launched
with
impact
fees
by
then
so
that
money
sits
there
who
consulted
with
with
Trent
shop
and
with
the
lawyers,
and
we
think
it's
appropriate
for
you-
you
to
use
some
of
that
money
in
this
budget
year
to
pay
this
expense
related
to
impact
fees.
So
we'd
ask
you
to
to
do
that
and
then
we'll
get
cracking
on
Contracting
with
this.
B
A
A
D
And
Mr
chair,
yes,
60
or
excuse
me
Mr,
chair,
Mr,
Daley,
65
480
would
be
out
of
that
rather
than
the.
A
300,
though
so
the
motion
is,
is
to
authorize
the
expenditure
of
65,
400
and
eighty
dollars,
which
he
says
and
and
I.
D
I
guess
that's
the
clerk
here
we're
just
making
budget
Authority
here
so
how.
A
B
B
B
B
Is
the
14th
day
of
March
time
is
9
45.
the
Board
of
Commissioners
sitting
out
of
the
board
of
Emergency
Medical
Services
district
is
in
session
Madam
clerk?
Are
there
changes
to
the
agenda?
No.
F
A
F
J
B
B
You've
heard
emotional
in
favor
say
all
right.
All
right.
All
right
motion
carries
now
we
get
to
the
best
part
of
this
meeting.
Ems
update,
yes,
give
us
a
good
update,
sir
good
morning
on
the
coven
front.
Nothing's
really
changed.
We're
still
right
about
4.1
.1
per
day.
Doesn't
look
like
anything,
is
really.
J
Going
up
or
down
just
kind
of
staying
level
for
the
time
being,
waste
water
seems
like
it's
leveled
out
quite
a
bit.
So
that's
a
good
thing
outside
of
that.
You
know
we're
just
deep
in
the
middle
of
budget,
the
year
is
going
to
be
extremely
tight
for
our
department.
Just
given
you
know
the
the
expansion
that
we
made
last
year
with
the
schedule,
change
and
everything,
and
so
just
working
through
all
those
details
and
outside
of
that,
that's
really
all
I
have
for
today
nothing
super
exciting
who
tests
the
Wastewater.
J
J
F
Good
thing
yeah,
but
you
have
the
officer
elections
at
the
EMS,
that.
J
J
Yeah
Mr
chair
commissioner
daily
I'm
glad
you
reminded
me:
I
talked
to
Sarah
bet
Weiser
yesterday
and
the
scr
is
just
it's
in
a
queue.
You
know.
They've
been
spending
a
lot
of
time,
trying
to
get
all
their
house
bills
through
committee
to
get
them
transmitted
over
in
a
timely
manner.
J
She
kind
of
felt
like
they
might
shoot
past
their
date
for
the
24th
I
know
they
were
really
trying
to
adjourn
on
the
24th,
but
she
thinks
they're.
They
may
not
quite
make
that
date,
so
some
a
couple
of
weeks,
but
she
felt
confident
that
that
scr
would
be
heard
in
committee
and
make
it
to
the
floor.
J
I
do
have
some
correspondence
in
with
the
Consultant
Group
for
GM,
just
to
make
sure
that
everything
is
still
on
track.
Everything
I
haven't
heard.
Otherwise,
when
we
put
it
that
way,
but
it
seems
like
we're
on
track
there.
The
public
comment
period
started
on
January
27th,
so
the
end
of
that
60-day
period
is
coming
up
here
really
soon,
which
allows
them
to
admit
the
state.
J
Okay,
no
Mr
chair
commissioner
Daley
I.
The
plans
seem
to
be
pretty
straightforward.
That
was
the
the
good
thing
about
using
the
Consulting.
Group
is
they've
done
this
so
many
times
in
other
states
that
they
really
knew
how
to
write
the
plan
to
not
have
a
lot
of
controversy
at
the
Federal
of
CMS,
so
should
be
smoothing
I,
certainly
I
can
tell
you.
I
will
not
be
budgeting
that
money
into
my
I'll
be
coming
to
this
board.
J
On
to
for
evidence,
yeah
Mr
chair,
commissioner
Davidson,
so
it
was
pretty
quick.
They
they
just
wanted
to
come
in
and
take
some
pictures
of
the
back
of
the
ambulance
for
any
evidence
that
might
be
lost
in
the
cleanup
of
the
ambulance.
So
it
was
only
out
of
service
for
about
30
35
minutes.
So
we
got
it
back.
So
luckily
we
didn't
park
it
over
at
Barrister
with
tape
on
it,
sealing
it
for
several
days.
So
now
they
they
were
really
good
about.
J
J
Felt
like
it
went
really
well.
The
training
that
we
put
people
through
just
before
Christmas
of
last
year
was
really
good
at
getting
our
people
in
tune
to
how
how
they
should
work
in
that
environment.
Eagle
fire
had
Personnel
in
the
bank
within
minutes.
You
know,
the
sheriff's
department
was
still
clearing
the
back
of
the
bank
and
since
Eagle
was
first
on
scene,
they
had
Personnel
in
the
bank.
J
You
know
starting
to
assess
patients
before
the
sheriff's
department
or
the
eagle
Police
Department
had
finished
clearing
the
building
so
and
that's
exactly
what
we
wanted
that
training
to
accomplish.
So
we
saw
that
also,
even
though
this
one
turned
out,
it
was
just
a
car
backfiring
the
parking
lot
at
the
mall,
but
we
had
you
know
I
think
at
one
point
in
time:
14
different
apparatus
going
to
the
mall,
because
so
many
different
calls
were
coming
in
about
gunshots
being
heard
at
the
mall.
