A
Welcome
to
tonight's
meeting,
it's
the
ada
county
planning
and
zoning
meeting
on
thursday
april
14th,
and
we
appreciate
everybody
being
here.
We
expect
some
controversial
issues
tonight
and
so
as
we're
each
having
our
time
to
talk
when
we're
going
to
have
three
minutes
for
people
to
talk.
I
just
want
to
remember
that
this
is
a
public
space
and
we're
going
to
be
polite
and
respectful
to
each
other.
We're
not
gonna.
Just
because
we
have
differences,
opinion
doesn't
mean
that
we
have
to
be
rude
and
disrespectful.
A
So
we
just
remind
everybody
that
that's
where
we
are
today
and-
and
our
purpose
today
is
to
let
everybody
have
their
opportunity
to
talk,
so
I'm
going
to
go
ahead
and
call
roll
brenda
bloom
is
here.
Commissioner
burch
here,
commissioner,
extend
here,
commissioner
wickstrom,
commissioner
brown.
B
C
A
A
D
A
Is
there
a
second
second,
so
it's
been
moved
and
seconded
to
table
the
first
item
to
april
28
2022,
all
those
in
favor,
please
say:
aye.
C
A
F
C
A
Aye
any
opposed,
let
the
motions
the
minutes
reflect
that
all
seven
commissioners
voted
to
table.
The
second
item
until
may:
12
2022.
The
third
item
is
2021-01148-cumsp.
A
G
H
G
So
just
there
is
a
request
by
the
applicant
to
table
that
and
continue
to
work
on
resolving
things
with
meridian
fire.
A
C
A
Opposed
so
let
the
minutes
reflect
that
that
motion
has
been
tabled
until
the
june
9th
meeting.
Okay,
now
we're
ready
for
the
next
one,
which
is
two
zero.
Two
two:
zero
zero,
zero
seven
two
and
miss
reading
go
ahead.
J
J
There
were
no
written
objections
submitted
for
this
application.
All
of
the
responding
agencies
approved,
including
fire,
ada,
county
highway,
district
and
central
district
health
as
a
condition
of
approval.
The
applicant
will
be
required
to
submit
an
updated
road
users.
Maintenance
agreement,
which
will
need
to
be
signed
by
everyone
who
takes
access
from
the
private
road
staff,
is
recommending
approval
of
the
preliminary
plat
and
I'll
stand
for
any
questions.
A
Thank
you
very
much.
What
questions
do
the
commissioners
have?
I
don't
see
any
questions
and
we'll
go
ahead
and
call
the
applicant.
C
K
You
brother,
it's
been
a
while
yeah,
I'm
going
to
be
very
brief
because
you
guys
have
bigger
fish
to
fry.
We're
in
agreement
with
staff's
recommend,
recommended
conditions
of
approval
for
this
two
lot
subdivision
and
recommend
or
request
approval
tonight.
K
K
Thanks:
it's
a
sean
nicholl
po
box,
1595,
eagle,
idaho,.
A
Okay,
thank
you
any
other
questions,
so
I
think
we're
good.
Thank
you
any
other
questions
that
we
have
about
this
project.
Are
there
anybody
anymore,
but
he
wants
to
talk
about
this
project.
I
don't
have
anybody
on
the
list.
D
D
I'm,
madam
chair,
I
need
to
restate
my
okay.
A
A
I
just
this
is
a
pretty
basic
thing
that
we
do
quite
a
bit.
So
I'm
okay
with
their
not
being
discussion.
So
all
those
in
favor,
please
say
aye
aye,
any
opposed
and
I'll
say
I
as
well,
so
it
passed
unanimously.
A
E
Manager
move
to
table
item
number
two
zero.
Two.
I'm
sorry
item
number
two:
zero.
Two:
two:
zero
zero
one;
two
two
s:

pr
to
the
april
28th
meeting
of
2022..
Thank.
A
You
very
much
is
there
a
second
okay,
it's
been
moved
and
seconded.
Let
the
record
reflect
that
commissioner
brown
seconded
that
all
those
in
favor,
please
say
aye
aye
any
opposed,
and
so
let
the
records
reflect
that
the
motion
is
tabled
until
april
28
2022.
Thank
you
very
much.
The
next
item
is
item.
6
is
202200174.
G
G
The
applicant
is
required
to
receive
this
cu
approval
due
to
the
sheer
size
of
the
building
that
they
are
proposing.
That
is
a
kind
of
interesting
part
of
ada
county
code.
Even
if
it's
not
open
to
the
public.
If
it's
of
this
size,
you
still
have
to
go
through
the
conditional
use
permit
process.
So
all
reviewing
departments
and
agencies
recommended
approval
with
standard
conditions.
G
A
You
very
much
what
questions
do
the
commissioners
have.
E
G
G
Madam
chair,
commissioner
brookson
there
is
parking
available
for
trailers
and
as
well
as
the
owner's
personal
vehicles,
but
there's
not
a
large
public
parking
lot
for
obvious
reasons.
So
thank
you.
A
Question
was
say:
this
person
uses
this
property
for
10
years
and
they
sell
it
to
somebody
else.
What
kind
of
process
would
the
new
owners
have
to
go
through
in
order
to
make
it
available
for
public
use.
G
Yeah,
madam
chair,
that's
a
good
question.
I
mean
you
know
it
is
a
conditional
use,
permit
approval,
so
it
runs
with
the
land
that
certainly
is
an
option
that
someone
could
purchase
it
and
start
using
it
if
they
were
to
upgrade
the
site
for
public
use
and
parking
they'd
be
back
in
front
of
you
for
at
least
a
modification
to
the
conditional
use
permit
approval
in
order
to
allow
for
the
public,
and
during
that
time
we
would
specify
hours
days
things
like
that.
Okay,.
L
Will
be
brief,
I
will
be
brief
good
evening,
madam
chair
commissioners,
my
name
is
emily.
Mueller
839
south
bridgeway
place
eagle.
I
represent
the
applicant
northern
construction
on
this
project.
The
applicant
is
in
agreement
with
on
all
staff's
findings
and
conditions
of
approval.
L
As
mr
lutzen
explained,
we
are
requesting
a
conditional
use
permit
for
this
private
writing
arena.
That
under
code
is
called
a
commercial
writing
arena,
but
it's
private
for
family
use.
The
writing
arena
will
not
be
opened
to
the
public
and
the
applicant
is
excited
to
start
construction
on
this
family,
barn
and
riding
arena,
which
I
think
you've
seen
in
your
report
is
an
incredibly
attractive
beautifully
designed
barn.
So
mr
lutzen
has
covered
everything
and
we
agree
with
all
conditions
of
approval,
so
I
will
stand
for
any.
E
Commissioner,
just
one
quick
one
on
the
it
looks
like
there's
a
five
or
six
horse
stalls
they're
inside
the
barn
area.
Do
they
have
plans
to
make
any
other
outdoor
horse
areas,
stalls
or.
L
Not
at
this,
not
not
at
this
time
that
I'm
aware
of
I
don't
know,
if
that's
a
part
of
the
conditional
use,
they
certainly
will
be
applying
for
building
permits
if
something
like
that
would
have
to
come
through
all
right.
Thank
you.
D
Thank
you,
madam
chair
yeah,
miss
miller.
Thank
you
for
addressing
the
findings
of
fact.
My
question
is:
were
you
present
at
the
neighborhood
meeting?
If
so,
was
there
any
comments
that
you
took
into
consideration
prior
to
this
hearing.
L
Yes,
madam
chair,
commissioner,
yes,
I
was
present
at
the
neighborhood
meeting.
There
were
no
concerns,
just
a
lot
of
neighbors
who
are
happy,
and
this
is
a
new
subdivision
going
in
so.
A
A
A
D
A
A
Okay,
now
the
another
one
that
everybody's
here
for
two
zero,
two:
two
zero
zero
one,
seven
eight
see
you
msp
and
rodney
evans
and
partners
and
miss
sanders
is
gonna
start
the
presentation.
A
I'm
wondering
yeah
if
you
want
to
see
if
we
can
turn
on
the
lights,
no
promises.
I
get
this
right.
M
Cu-Msp,
it
is
a
conditional
use,
master
site
plan
application
for
a
social
hall
to
operate
as
small
flower.
You
pick
with
occasional
events.
The
events
will
include
food
trucks,
beverage
carts,
local
vendors,
opening
day
harvest
pumpkin
day
craft
nights,
small
private
gatherings,
birthdays
and
showers
and
farm-to-table
dinner
evenings
with
a
chef
prepared
food.
M
M
M
M
The
conditions
of
approval
would
be
that
they
would
have
to
submit
approval
from
farmers
union
ditch
company.
They
did
write
in
a
comment
concerning
the
ditch
that
goes
through
that
property.
They
would
have
to
submit
approval
from
eagle
fire
district
for
the
parking
areas
and
including
the
surface
material.
M
M
They
were
concerned
with
the
number
of
events,
the
traffic
rural
area,
that
that
area
is,
we
did
receive
a
concern
about
the
mailing
for
the
neighborhood
meeting.
The
applicant
did
receive
the
list
from
ada
county
of
who
he
was
supposed
to
notify.
The
notice
was
sent
to
the
property
we
have
received.
14
letters
in
support
of
the
applicant
staff
is
recommending
approval
of
the
conditional
use
for
the
social
hall
and
I'll
stand
for
any
questions.
F
C
M
M
We
also
look
at
lighting
they're,
not
proposing
any
lighting
at
this
time
and
the
noise
they
do
have
to
comply
with
the
ada
county
noise.
They
did
say
that
they
will
use
a
small
speaker
during
the
harvest
portion
of
their
events.
They
did
submit
a
copy
of
that
the
size
and
the
decibels
of
that
device.
M
M
E
Thank
you
just
a
couple
quick
ones.
E
You
can
find
it
here,
usually
on
an
application
say
for
for
social
hall
or
something
where
they're
going
to
have
an
event
center,
there's
usually
already
in
place
some
sort
of
limitation
on
the
number
and
size
of
events
for
for
the
applicant,
and
in
this
case
that's
not
listed
anywhere
they're.
The
ones
who
set
the
case
is
that
is
there
a
reason
for
that
in
this
particular
application?
Why
that
standard
is
already
not
applied
here.
M
You
have
the
ability
to
further
limit
that
in
our
code
we
don't
have
a
limit
to
the
number
of
people
or
events.
So
it's
kind
of
a
case
by
case.
Okay
is
how
it's
been
looked
at
in
the
past.
So.
E
Great.
Thank
you,
commissioner.
E
Yes,
please
may
follow
for
this
event
center,
if,
if
they
weren't,
if
they
didn't
have
the
small
scale
ag
use
the
flower
operation
going
on
there,
would
the
social
home
business
be
allowed
to
take
place
there
on
that
property?
Is
it
their
facility
to
support
the
ag
use,
or
is
this
something
that
could
go
without
that
particular
flower
operation.
M
M
E
It
was,
there
was
just
saying
occasional
events
here
and
I
was
just
totalling
up
what
they
show
just
within
maybe
a
three
month
period.
There
would
be
about
55
events
that
would
occur
with
during
a
three-month
period
with
one
of
those
happening
later
on,
so
it
is,
there's
no
standard
for
occasional.
I
guess
I
guess
we're
the
ones
that
would
decide
that.
Okay,
thank
you.
C
E
A
I
wondered
if
you
could
talk
about
some
of
the
recent
limitations
that
we've
had
on
some
of
our
other
applicants,
like
the
wineries
that
we
looked
at
we're
limited
to
24
events
a
year.
Is
that
because
it's
in
the
winery
code.
M
Madam
chair,
no
that's
up
to
you
guys
if
you
want
to
put
limitations,
the
winery
has
certain
things
now
our
code
does
say
that
in
winery
it
does.
G
Limit
yeah,
that
is
a
specific
use
standard
for
the
wineries,
but
as
to
diana's
point,
there's
no
standard
in
club
logic,
social
for
the
limit
of
events
or
size
or
so
again
it
is
at
the
discretion
of
the
pnz
to
figure
out.
If
there's
an
appropriate
limit
based
on
testimony
here
or
the
intended
use
of
property.
A
Okay,
so
I
wanted
to
make
sure
that
that
was
a
separate
number
that
was
for
the
wineries
and
not
for
the
social
halls.
So
you're
telling
me
that
the
social
halls
don't
have
a
number
about
how
many
events
they
could
have.
We
got
that
number
from
the
last
one
that
we
did,
because
it
was
a
winery
that
was
becoming
a
social
hall
right.
Okay,
so
and
then
I
wondered
the
lavender
festival
next
door,
how
many
events
a
year
are
they
allowed.
A
E
So
the
what
they
have
right
now
is
that
you
pick
business.
You
pick
flower
business
going
on,
there's
nothing
special
needed
any
sort
of
permits
or
anything
conditioned
use
that
that's
needed
for
that
kind
of
an
operation
at
small
scale.
M
Madam
chair
commissioner
wickstrom:
if
they're
going
to
have
people
come
to
the
house
and
it's
an
event
kind
of
like
the
lavender
festival,
they
would
be
required
to
do
the
conditional
use
if
they
were
doing
like
a
agricultural
farm.
Stand
is
a
little
bit
different
because
you're
raising
crops,
which
a
flower,
I
guess
you
could
look
at-
is
a
crop.
There
are
different
regulations
for
that,
but
because
they're
proposing
other
events,
it
does
come
into
the
club
social
hall.
E
M
E
A
You
I
thought
of
one
more
question
we
didn't
get
any
comments
back
from
achd
is
because
it's
a
social
hall.
It's
not
required
to
have
a
traffic
study.
Madam.
M
A
N
So
I'd
like
to
speak
briefly
about
some
of
the
findings
of
facts,
conditions
of
approval
and
then
I'm
going
to
turn
the
remainder
of
my
time
over
to
lauren
who
will
be
she's
with
blue
sky
farms.
N
As
diana
mentioned,
the
the
code
requirement
for
a
social
hall
is
based
on
the
square
foot
of
the
building.
You
know
the
accessory
structure
out.
There
is
180
square
feet.
The
parking
requirement
is
one
per
200
square
feet,
so
they
would
be
required
to
have
one
parking
stall,
which
obviously
you
know
they're.
They
anticipate
more
traffic
and
and
participants
than
that.
N
N
You
know,
based
on
the
anticipated
number
of
participants,
I
think
that
you
know
we've
shown
98
stalls
that
can,
you
know,
probably
be
reasonably
reduced
to
35.40,
so
you
know
less
than
half
of
what
we're
showing
as
far
as
a
parking
footprint
and
impact,
but
the
reasoning
for
doing
that
is
you
know
there
were
a
lot
of
comments
about
parking
on
the
street.
N
N
So
they
they
plan
on
using
this
between
the
months
of
july
and
october,
which
I
think
classifies
as
a
temporary
use
for
the
you
know
the
months
in
the
year,
and
you
know
there
are
some
questions
about
how
they
would
mark
the
stalls.
N
N
You
know,
as
people
are
arriving
assisting
you
know,
with
the
process
of
getting
parked
in
a
safe,
efficient
manner.
So
it
would
like
those
items
to
be
taken
into
consideration
as
well.
N
N
N
But
you
know
we
would
be
willing
to
coordinate
that
with
obviously
with
the
irrigation
district
and
get
their
blessing
and
approval.
You
know
that
is
enough
for
them
or
not.
Obviously
we
would
we
would
accommodate
that
condition
of
approval
as
well,
so
that
kind
of
concludes
what
I
wanted
to
talk
about:
I'll,
open
it
up
to
questions
and
then,
like
I
said,
I'd
like
to
turn
the
remainder
of
my
time
over
to
lower
end
with
blue
sky
farms.
A
So
I
guess
I
worry
about
the
time.
Let's
go
ahead
and
have
her
make
the
comments
and
then
we'll
ask
questions.
Sounds.
A
O
Name
is
lauren
allen,
2685
north
haven
drive.
I
do
want
to
know
that
my
madame
sharon,
commissioners,
that
my
speech
is
about
12
minutes,
so
I'm
going
to
try
not
to
look
at
that
clock.
O
O
O
The
next
detailed
paragraphs
are
about
what
we
do
here
at
blue
sky
farm,
because
we
have
received
some
feedback
that
was
not
accurate.
Our
flower
season
begins
from
july
to
first
frost,
which
is
typically
early
october.
We
are
open
approximately
12
weeks
of
the
year,
approximately
40
days
with
365
days
of
the
year.
Our
days
of
operation
for
flower
picking
are
wednesday
friday
and
saturday.
Our
hours
are
5
to
9
p.m.
O
On
wednesday
and
friday
and
9
to
1
pm
on
saturday,
we
are
occasionally
open
on
thursday
for
a
couple
of
hours
to
host
paint
or
craft
evenings.
Keep
in
mind
that
this
is
not
every
thursday.
This
is
approximately
a
total
of
160
hours
for
our
entire
season,
just
for
reference.
There
are
168
hours
in
one
week
and
for
our
entire
season
we're
open,
160
hours.
O
O
This
will
occur
once
a
week,
not
three
times
a
week.
We
were
advised
in
our
pre-application
meeting
notes
and
other
people
not
to
pigeonhole
ourselves
on
the
amount
of
events
we
wanted
to
have
the
reason
we
requested
three
times
a
week
was
in
case
we
had
a
cancellation
that
needed
to
be
rescheduled
to
a
different
day,
the
types
of
local
vendors
or
businesses
that
we
are
supporting,
our
food
trucks,
snow,
cone,
cart,
beverage,
cart
and,
possibly
local
winery.
O
We
would
like
to
make
it
clear
that
not
all
these
vendors
would
be
on
the
property
at
the
same
time,
day
or
week,
for
example,
an
event
one
week
could
be
a
pizza
truck,
and
maybe
a
beverage
cart.
The
next
week
could
be
we're
inviting
the
snow,
cone,
4x6
car
and
then
maybe
the
next
week.
We
have
nothing
in
the
next
week.
We
have
nothing
the
reason
we
do
not
have
a
set
schedule
of
what
week
we
will
have
a
vendor
is
because
their
schedules
change
as
well.
O
O
The
idea
is
to
have
the
community
and
families
enjoy
evening
of
flower,
picking
a
male
or
snow
cone
if
they
so
wish.
We
can
expect
anywhere
from
30
35
to
75
patrons
and
not
all.
At
the
same
time,
the
reason
for
such
a
range
is
because
our
business
is
very
weather
dependent
when
it's
hot
many
visitors
will
not
come.
O
Many
of
our
visitors
are
families
who
carpool.
Therefore
we
will
not
have
an
excessive
amount
of
cars.
We
had
mentioned
having
a
larger
event,
meaning
opening
day
an
opening
day.
We
anticipate
a
larger
crowd
because
of
the
excitement
of
the
flowers.
We
do
not
receive
a
single
penny
from
these
small
businesses.
Our
intention
within
inviting
these
small
businesses
is
to
support
them.
O
O
We
are
a
flower
farm
in
a
family
friendly
place.
We
are
not
a
place
or
family
who
condones
or
allows
except
excessive
drinking
or
any
such
behavior.
The
cards
who
attend
are
very
knowledgeable
on
idaho
rules
and
law
and
adhere
to
them
and
operate
under
their
personal
license.
The
applicant
that
visits
shall
comply
with
idaho
cold
code.
Title
23
concerning
alcohol
catering
permit
now.
O
Parking
our
parking
area
is
all
fenced
around.
We
stated
that
we
do
have
98
parking
spaces
clearly
more
than
enough
to
accommodate
our
patrons
there's
no
need
for
those
98
parking
spaces.
We
did
just
put
that
many
of
our
visitors
or
families
who
arrive
in
one
vehicle.
We
have
rarely
had
the
need
to
use
a
quarter
of
those
parking
spaces.
O
Also,
there
is
more
than
enough
space
on
our
property
for
emergency
vehicles
to
maneuver.
If
ever
the
need
arises,
we
had
a
question
about
the
porta
potty
on
our
property.
The
port-a-potty
is
placed
behind
a
small
building
completely
hidden
from
the
road
and
neighbors.
O
It
is
on
our
property
for
the
duration
of
the
season
12
weeks,
the
port-a-potty
is
brought
in
by
porter
pros
an
approved
company
who
maintains
it
weekly.
This
is
in
compliance
with
the
central
district
health.
Now
I'd
like
to
address
music,
we
use
one
costco
backyard
speaker.
It
is
the
same
speaker.
We
use
on
our
patio
for
family
barbecues.
O
The
music
played
on
the
speaker
is
family-friendly,
ambiance
background
music.
It
is
played
at
an
appropriate
decibel
and
only
during
our
open
hours.
It
is
immediately
immediately
turned
off
at
the
end
of
our
closing
hour
on
thursdays
during
our
paint
or
craft
evening.
It's
at
an
even
lower
decibel
or
completely
turned
off
the
instructor.
Who
is
instructing
the
painting
needs
to
be
able
to
be
heard,
she's
not
using
any
amplifiers
we're,
not
breaking
any
noise
ordinance.
O
According
to
the
city
of
eagle,
we
have
made
it
a
point
to
check
and
test
the
volume
of
our
speaker
before
each
open
day,
the
neighbor
closest
to
where
we
place
speakers.
Let
us
know
that
you
could
hardly
hear
the
ambiance
music
coming
from
the
speaker.
O
O
Many
of
these
attempts
events
are
attended
by
friends
and
family
that
carpool
these
events.
So
if
we
have
30
people
there
most
likely
will
not
be
30
cars.
They
carpool,
the
music
again
played,
is
at
a
lower
decibel
or
completely
turned
off.
The
hours
of
the
events
are
two
to
three
hours.
For
example,
five
to
seven
or
five
to
eight,
just
like
the
food
trucks,
we
do
not
take
a
penny
from
these
crafters
or
small
businesses,
nor
do
we
charge
them
that
fee
for
being
on
our
property.
O
O
We
do
not
charge
these
small
ranchers
and
farmers,
but
we
do
allow
them
to
share
what
they
do
for
their
livelihood.
Blue
sky
farm
is
very
proud
to
serve
the
city
of
eagle.
We
are
proud
to
represent
agriculture
and
farming
in
our
community.
We
are
the
only
specialty
cut
flower.
You
pick
farm
in
our
area,
I'd
like
to
address
some
concerns
over
property
values.
O
Currently,
the
median
home
price
in
eagle
is
950
000
right
now
there
are
about
344
properties
and
homes
for
sale,
ranging
from
134
to
1000
to
25
million,
even
with
all
of
these
local
businesses
that
are
currently
in
our
area.
Our
property
values
continue
to
increase
just
on
haven
drive
alone,
and
over
the
last
eight
months
there
have
been
three
homes
that
have
been
that
have
all
sold
for
upward
of
1.4
million
dollars
our
farm.
I
also
like
to
know
that
our
farm
is
very
well
kept
up.
O
O
O
O
We
sent
leonard's
invitations
to
our
personal
home
for
meetings
which
only
a
couple
people
attended,
knocked
on
doors
and
made
it
a
point
to
thoroughly
read
and
reply
to
everyone's
concerns
that
were
set
in
on
time
tonight.
I
felt
the
need
to
go
into
such
detail
with
our
explanation
in
hopes
of
answering
some
of
those
questions,
concerns
and
address
the
misinformation
that
was
spread
through
our
community.
O
As
I'm
sure
you
will
hear
from
a
few
of
our
patrons
who
will
speak
on
our
behalf,
you
will
get
a
better
understanding
of
what
blue
sky
farm
means
not
only
to
me
and
my
family,
but
to
the
people
of
the
community.
Blue
sky
farm
has
impacted
and
touched
countless
families
and
friends.
We
do
not
want
to
become
a
big
production.
We
don't
have
the
time
for
that.
We
all
have
full-time
jobs
in
our
family,
it's
four
of
us
that
run
it.
O
We
want
it
to
remain
a
small
family
farm.
We
want
people
to
be
addressed
by
name
and
them
addressed
ours.
O
A
So
we
might
have
some
questions
so
and
I
will
go
ahead
and
let
your
other
representative
come
forward,
and
so
so
we
can
ask
you
guys,
questions
together,
so
now's
our
opportunity
to
ask
the
applicant
questions
and
then
we'll
go
to
the
public
testimony.
What
questions
do
you
guys
have.
E
Just
the
side
of
the
room,
thank
you
very
much
for
your
presence.
Thank
you,
madam
chair
again,
with
the
parking
thing.
If
you've
got
94
spaces,
there
you'll
scale
that
back
and
you
said
it
be
a
possibility,
but
again
when
you're
planning
that
you
see
94
spaces
on
your
plan.
E
N
You
know,
based
on
the
feedback
we've
received
now,
like
I
said
earlier,
I
think
we
can
reduce
it
by
less
than
half
of
what
we're
showing
you
know.
So,
the
the
parking
plan,
the
site
plan
and
the
landscape
plan
would
all
be
revised
based
on
the
conditions
of
approval
that
we've
received
before
you
know,
any
of
the
improvements
have
been
installed,
and
you
know,
obviously
that
would
you
know,
allow
them
to
get
their.
You
know
certified
occupancy
to.
N
So,
as
I
was
saying
you
know,
we
can
reduce
the
parking,
probably
by
more
than
half
of
what
we're
showing
you
know,
the
the
plans
that
we
submitted
the
site
plan,
the
parking
plan,
the
landscape
plan.
All
of
those
plans
would
be
revised.
Based
on
comments.
We
received
the
conditions
of
approval,
you
know,
so
what
those
plans
show
now
is
not
actually
what
would
be
installed.
N
There
would
be
quite
a
reduction
in
parking.
Okay,.
E
Thank
you,
madam
chairman.
Up
for
your
you've
held
the
one
big
event
or
last
year,
do
you
have
one
or
two
large
events.
O
Last
year
we
had
a
few
small
events.
I
would
say
our
largest
event
was
our
large
event
was
opening
day.
We
opened
up
on
red
share
lavender,
so
they
are
a
very
well
attended
event
as
well.
We
were
really
new,
so
we
decided
to
open
up
with
them,
because
no
one
knew
who
we
were.
Oh.
E
O
No,
our
pumpkins
didn't
actually
grow
at
all,
so
we're
not
going
to
attempt
pumpkins
again,
but
our
events
we
had
last
year
we
did
have
a
handful
of
events.
O
O
I
think
the
range
we
provided
was
35
to
75.
It
really
just
depended
on
whether
it
depended
on
maybe
the
time
of
year,
the
closer
it
got
to
school.
There
weren't
as
many
people.
E
E
Sorry,
just
one
more
time:
okay,
how
many
private
events
you
have
listed?
You're
gonna
have
some
private
events,
private
gatherings?
How
many
of
those
do
you
anticipate
having.
O
We
are
talking
to
our
crafters,
do
you?
Do
you
mean
the
the
craft
nights
we're
having.
E
No,
it
just
says:
well,
it's
part
of
you
have
two
large
events:
eight
and
craft
nights,
three
dinners
and
then
small
private
gatherings.
There's
not
a
number
given
for
that.
O
I
mean
it
hasn't,
really
been
a
discussion.
What
in
our
family
we've
just
we
listed
that
just
in
case,
that's
something
that
people
asked
for.
We
did
have
a
couple
of
people
saying
hey:
can
we
have
a
wedding
shower
here,
a
limited
wedding
shower
and
that's
not
something
necessarily
that
we
are
looking
forward
to
doing.
We
don't
have
anything
planned
for
that,
so
I
I
will
say
that
maybe
one
for
yeah
for
those
we
don't
have
plans
for
that.
That's
just
something
that
we
have
listed.
O
That
is
not
correct.
We
asked
for
three
events
per
week.
We
were
asked
in
our
pre-application
meeting
or
we
were
advising
our
application
meeting
and
also
advised
by
other
people
who
have
been
through
this
process,
not
to
pigeonhole
ourselves.
So
what
we
are
asking
is
to
have
at
least
one
event
per
week.
E
O
I
think
the
word
event
scares
me
in
others,
so
I
think
when
I
say
flower
picking,
I
don't
think
about
an
event.
I
think
of
just.
C
B
O
Yes,
I'm
sharing
commissioner
brown.
I
think
that
was
just
it's
not
valid.
We
can't
even
plant
flowers
right
now.
You
guys
see
how
cold
it
is
outside.
We
don't
put
our
flowers
in
the
ground
until
the
last
frost's
occurred
and
our
flowers
don't
even
bloom
until
mid
july,
so
that
is
impossible
for
us
to
open
for
a
flower.
You
pick,
we
are
open.
Typically,
it's
hard
because
flowers
see
you
it's
just
we're
so
weather
dependent,
so
we
put
july
through
first
frost,
which
is
typically
the
first
week
of
october.
O
Redshare
lavender
has
their
farm
opening
designated
to
the
first
week
of
july.
I
think
so.
We
will
not
have
anything
to
do
with
that.
That
is
just
their
designated
time.
We
won't
interfere
with
that,
but
we
will
be
having
our
opening
day,
maybe
the
following
weekend
or
the
next
two
weekends.
So
if
our
opening
ever
season
duration
is
from
july
to
first
frost,
which
is
typically
october,
thank.
C
A
What
are
the
questions?
Do
we
have?
I
wondered
if
you
could
talk
about
the
vendors,
what
you
described
like
the
ice
cream
truck
coming
or
the
snow
cone
truck
coming?
O
Chair,
I
understand
that
completely
so
everything
I'm.
O
Off
past
experience,
we've
already
kind
of
run
through
this.
Fortunately,
from
our
last
season,
we've
learned
a
lot.
What
we
are
asking
is
maybe
again
for
like
one
week,
we
are
asking
for
a
snow
cone
car
just
one
snow
cone
car
on
friday
and
then
maybe
the
following
week.
We
will
have
a
pizza
car
and
a
beverage
cart,
so
it's
food
and
beverages
being
provided
and
then
maybe
the
next
week,
the
snow
cone
cart
will
be
back
invited.
So
it
won't
be
a
food
truck
festival
per
se.
O
We
don't
want
that
at
all.
I
mean
we
can.
I
think
that
our
event
last
year
we
had
max
three
people
on
our
property
and
it
was
a
small
beverage,
cart,
a
small
snow
cone
car
and
then
I
think
we
got
our
pizza
truck.
O
The
pizza
truck
was
the
largest
truck
there
and
it's
yeah.
It's
like
it's
a
food
truck.

We

my

also
live
next

at

homer

and
have
lived
there
for
the
past
40
years.
A
residential
neighborhood
is
an
area
where
people
live
and
come
to
get
away
from
the
outside
influences
of
the
everyday
world.
Downtown
areas
are
where
people
gather
when
someone
decides
to
completely
change
the
landscape
and
fabric
of
a
neighborhood,
with
the
sale
of
alcohol
and
hosting
events.
Q
Q
They
have
not
experienced
firsthand
the
increase
of
traffic
over
the
past
40
years,
including
the
increase
in
the
in
crime
as
well.
My
in-laws
had
to
start
locking
their
doors
20
years
ago,
and
we
have
experienced
an
increase
in
transient
activity
along
homer
road,
including
people
passing
by
our
property
that
have
actually
stopped
and
walked
onto
our
property
uninvited.
Just
to
see
our
peacocks
we're
not
a
zoo.
Q
It's
one
thing
to
have
an
event:
we
had
our
wedding
on
our
property
red
chair,
lavender
hosts
an
event
once
a
year
that
we
all
grin
and
bear
hosting
public
events
on
a
regular
basis
is
not
conducive
with
living.
In
a
rural,
agricultural
and
primarily
residential
area.
Agriculture
is
not
hosting
events.
Agricultural
agriculture
is
growing
things.
Growing.
Flowers
and
selling
them
is
one
thing
hosting
events
regularly
is
not
growing
flowers
and
allowing
people
to
come
and
pick
them
parking
and
traffic
are
also
of
a
huge
challenge.
Q
Homer
road
and
haven
road
are
not
built
to
withstand
that
type
of
traffic.
My
eight-year-old
twin
boys
play
and
ride
their
bikes,
and
we
are
scared
to
death
to
let
them
anywhere
near
the
road,
let
alone
with
people
coming
out
to
party
and
then
drive
home,
and
I
guarantee
the
city
of
the
eagle
will
quite
likely
increase
their
income
with
ui
tickets
as
a
revenue
source.
Q
Q
What
they
are
wanting
to
do
is
a
fun
idea,
but
it
is
not
appropriate
to
set
up
on
their
property
just
because
they
have
land.
Last
year
they
had
flowers
to
be
picked
and
a
few
afternoon
events
that
was
tolerable
but
again
doing
more
than
that
is
not
appropriate.
For
a
neighborhood
eagle
has
saturday
market
and
events
downtown.
They
just
do
not
need
to
host
large
amounts.
We're
asking
3100
sellers
to
not
do
this
as
we
live
it
directly
across
from
the
street
from
them,
and
we're
asking
same
from
blue
sky
flowers,
one
more.
Q
A
R
My
name
is
hello.
My
name
is
tyler
allen.
Madam
chair
and
commissioners,
my
address
is
2685.
North
haven
drive,
eagle,
idaho.
If
we
were
passionate
about
a
restaurant
we
would
be.
We
would
open
a
place
downtown.
However,
we
aren't
here
to
become
a
restaurant,
and
nor
does
the
occasional
food
vendor
make
you
one.
R
They
are
there
a
few
hours
and
then
they
leave.
We
want
to
use
our
platform
and
property
to
support
another
local
business
chasing
their
dreams.
A
few
nights
on
the
flower,
farm,
agriculture
and
farming
doesn't
make
you
rich,
and
we
certainly
aren't
here
for
the
money.
We
do
it
for
the
love
of
the
flowers,
the
bees,
small
bus,
small
business
and
people
that
visit
us
on
the
farm
people
have
stated
they
are
not
against
us
growing
flowers
and
that's
great.
We
appreciate
that
support
to
grow
flowers.
R
Agriculture
has
developed,
grown
and
evolved
over
the
years.
Agriculture
is
not
just
a
40-acre
corn
field
anymore.
It's
it
is
now
places
like
blue
sky
farm
and
guess
what
those
40
or
120
acre
corn
fields
are
disappearing
at
a
very
rapid
rate.
Why?
Because
they
can
make
more
money,
selling
the
land
and
building
a
subdivision
or
strip
mall.
If
you
want
to
fight
to
stop
somebody
doing
something
useful
or
property
with
their
land,
stop
the
thousands
of
homes
going
up
everywhere
through
the
valley.
R
Please
do
not
try
to
stop
our
dreams
and
passions
of
making
use
of
our
land.
The
way
we
would
like
to
pretty
soon
most,
if
not
all
the
farms
will
be
gone
to
subdivision
or
strip
malls.
Our
micro
flower
farm
and
the
occasional
snow,
cone,
cart
or
paint
night
allows
us
to
keep
agriculture
and
small
local
business
alive
and
well.
We
kindly
asked
the
board
to
approve
blue
sky
farms
way
of
conducting
business
as
they
have
the
past
season
and
requested
for
the
upcoming
season.
Thank
you
for
your
time.
Consideration.
A
Thank
you
very
much.
I'm
gonna
call
adrienne.
A
Adrina
hendrix
adrian.
S
Sure,
adrian
hendricks,
four
4001
homer
road.
I
live
at
4001,
homer
road.
I
grew
up
next
door
where
my
parents
still
live
at
4599,
homer
road
and
run
my
business
from
there.
I've
been
there
for
40
years
off
and
on
my
parents
for
40,
plus
blue
sky
flowers,
is
asking
for
something
that
is
completely
inappropriate
for
this
neighborhood.
They
moved
here
from
out
of
state
and
are
looking
for
a
change
yet
they're
bringing
their
old
ways
with
them.
This
neighborhood
is
not
meant
for
large
events.
We
are
a
rural
area.
S
I
have
my
saddlery
business
in
my
dad's
barn.
You
would
never
know
it
was
there.
I
have
clients
coming
to
my
business
by
appointment.
Only
I
am
not
open
for
the
public,
I'm
invitation
only
and
not
just
anyone
is
invited
to
come
into
our
neighborhood
hosting
public
events
is
not
neighborly
who
do
they
think
they
are
to
move
into
this
area
and
host
events
to
claim
a
social
hall
for
a
money-making
event
is
ludicrous.
S
Homer
and
haven
roads
have
no
shoulder
and
are
barely
able
to
stain
the
residential
traffic,
let
alone
an
increase
in
what
they
are
proposing.
I
have
two
small
children
back
there
that
are
not
allowed
near
the
road
due
to
the
increase
of
traffic,
let
alone
drunk
traffic
from
their
proposed
events,
with
the
increase
in
crime
that
they've
already
been
warned
to
run
away
from
cars.
If
cars
stop,
while
they're
out
playing
on
homer
road,
it
just
happened.
S
S
And
I
lost
my
place.
Sorry,
as
you
happily
approve
all
pro-growth
applications
that
wreck
our
neighborhood
a
neighborhood
is
not
the
right
place
to
have
commercial
events.
We
live
directly
across
from
3
100
sellers,
and
I
was
here
last
night
asking
the
same
from
them.
Couldn't
get
a
babysitter
tonight,
so
I
brought
my
kids.
We
know
there
is
a
hidden
agenda
behind
them:
pushing
to
host
large
events
for
blue
sky.
It's
much
easier
to
figure
out
these
people
are
the
ones
wanting
to
have
large
events
and
why?
How
desperate
are
they
to
make
money?
S
Do
they
have
regular
jobs?
You
are
not
welcome
in
my
neighborhood
if
this
is
what
you
are
going
to
do,
we
tolerate
the
red
red
chair
lavender
event
once
a
year,
and
this
is
very
different.
I
beg
of
you
to
please
protect
us
from
people
like
this
who
move
here
and
want
to
change
our
way
of
life.
You
are
here
now.
You
are
not
welcome
to
do
this
in
my
neighborhood
go
downtown
or
somewhere
else
and
host
events.
You
move
to
my
neighborhood,
not
downtown
eagle,
please,
commissioners.
S
A
T
Good
evening,
madam
chair
commissioners,
my
name
is
betty
dryden
I
live
at
2685.
North
haven
drive
also
known
as
blue
sky
farm.
I
want
to
make
it
clear
that,
first
and
foremost
we're
a
flower
farm.
We
serve
families
in
our
community.
We
don't
serve
troublemakers.
We
don't
serve
people
that
come
cause
trouble
in
the
neighborhood.
We
don't
serve
people
that
are
coming
to
our
property
to
drink.
We
serve
families.
T
T
These
are
all
good
people
in
our
community,
including
our
neighbors.
They
want
the
best
for
our
community.
A
flower
farm
doesn't
attract
troublemakers,
but
this
is
what
we're
up
against
we're
up
against
neighbors
that
don't
want
to
see
any
growth
and
that's
the
truth.
It's
been
this
way
for
over
20
years.
T
T
T
We
don't
come
to
ruin
any
property.
We
don't
come
to
bring
bad
values
we're
here,
because
we
actually
have
good
values.
We
left
the
bad
values
so
we're
in
the
community
they're
still
opposing
blue
sky
farm.
We've
asked
people
to
meetings.
Two
people
showed
up
our
last
meeting
and
they
actually
happened
to
support
us
after
the
meeting.
The
truth
is,
a
lot
of
minds
are
made
up
before
they
really
get
the
facts.
Neighbors
talk
and
they
tell
us
what's
going
on,
they
told
us
hey.
T
You
know
what
they're
coming
over
here
with
this
petition
and
we
said
we're
not
going
to
sign
it.
Quite
a
few
of
our
neighbors
said
we're
not
going
to
sign
it.
We're
going
to
go
and
we're
going
to
ask
them,
and
after
asking
us,
it
was
no
surprise
that
the
neighbors
that
bothered
to
talk
to
us
don't
have
a
problem
with.
It
is
what
we
do
with
it
is
with
what
we
do.
T
They
didn't
have
any
issues
last
season,
either
they
told
us
most
of
our
neighbors
said
we
enjoyed
going
to
your
farm.
We
enjoyed
having
a
pizza
truck
in
the
neighborhood
once
in
a
while.
This
is
what
they
do
in
other
communities
once
a
week.
They
bring
in
a
pizza
truck
the
neighbors,
get
to
talk
to
each
other,
and
this
is
what
they
do.
T
I've
read
what
our
opponents
have
said
on
online
chats.
A
few
of
my
friends
have
given
me
screen
grabs
of
what
it
is.
They
say
they
say
they're
concerned
with
the
sweet,
lady
walking
down
the
street
and
honestly
reading.
Some
of
that
stuff
is
pretty
sad.
They
said
that
regarding
small
business,
that
is
absolutely
bs
is
what
they
said.
That's
wrong,
they're,
not
even
giving
us
a
chance
we're
agriculture
first!
Thank
you
for
your
time.
Thank.
A
U
You,
commissioners,
dave
castro
2251
hawks
ulane.
Thank
you,
commissioners,
for
hearing
the
genuine
and
validated
concerns
voiced
by
neighbors
and
residents
in
proximity
to
this
proposed
use.
I'm
going
to
focus
my
testimony
tonight
on
a
couple
specific
areas.
The
first
is
the
fallacy
that
has
been
repeatedly
abused
and
misconstrued
by
development
services
and
processing
of
these
applications.
U
U
U
Are
we
going
to
start
approving
and
allowing
all
kinds
of
non-allowable
uses
simply
by
designating
them
as
social
halls
like
development
services
is
recommending
to
these
applicants?
By
that
designation,
I
should
be
able
to
open
a
bar
or
restaurant
in
the
district
by
using
the
social
hall
designation.
U
U
A
nuisance
is,
by
definition,
a
course
of
conduct
that
interferes
with
the
legal
rights
of
others
by
causing
damage,
annoyance
or
inconvenience.
How
is
it
possible
that
an
event
center
and
a
commercial
business
utilizing
outdoor
sound
systems,
creating
unwanted
traffic
and
noise
and
having
parties
of
up
to
75
people
at
a
time?
Three,
to
five
days
a
week
when
the
nearest
neighbor
is
a
mere
100
feet
away,
does
not
constitute
a
nuisance.
Not
only
is
this
not
supported
by
the
code,
it
will
likely
never
hold
up
in
court
either
if
it
ever
gets
there.
U
Just
recently,
a
used
permit
was
appealed
to
the
board
of
commissioners
with
nearly
200
residents
from
this
very
neighborhood
supporting
the
appeal.
It
is
the
commission's
responsibility
to
all
ada
county
residents
to
follow
the
code
rather
than
allow
exploited
loopholes,
suggested
by
development
services
and
protect
the
property
rights
of
all
citizens
and
not
cater
to
commercial
operations
wishing
to
abuse
and
circumvent
the
zoning
requirements
of
a
district.
U
Finally,
if
this
permit
is
approved,
you
will
be
increasing
the
workload
for
the
already
overworked
development
services
department
and
the
board
of
commissioners,
as
it
will
be
immediately
appealed
to
the
board.
I
urge
you
to
follow
the
mission
statement
of
the
ada
county
commissioners,
which
states
our
decisions
are
informed
by
a
commitment
to
protecting
the
quality
of
life
of
every
resident
of
ada
county
in
a
fiscally
responsible
manner
and
overturn
this
application.
Thank
you.
V
I
think
my
daughter
made
a
very,
very
nice
presentation
and
I
think
she
was
very
clear
of
what
our
intentions
are,
we're
very
sincere
in
what
we
do,
and
I
want
to
be
careful
how
I
add
anything
to
this.
But
what
really
concerns
me
is:
there's
been
a
lot
of
false
rumors
and
we've
seen
it
in
writing
on
what
they
feel
that
we
are.
V
Somebody
wrote
that
we're
a
thinly
veiled
restaurant.
If
anybody
can
describe
what
a
thinly
veiled
restaurant
is,
I
would
love
to
hear
it.
We
don't
know
we
don't
we're,
not
a
restaurant,
we
don't
have
a
kitchen,
we
don't
serve
food,
we
have
vendors
come
in,
we
keep
it
very
simple
and
they
pick
flowers,
but
that's
one
of
the
rumors,
that's
who
we
are
or
what
we
intend
to
be.
V
V
So
we
had
somebody
before
me
say
that
they
were
worried
about
their
kids
being
struck
by
a
car.
They
should
be
worried.
We're
not
even
opening
that's
happened,
so
we're
not
to
blame
for
that.
But
I
understand,
because
we
have
children
too
and
we're
concerned
about
that.
The
other
thing
that
I
find
very
offensive
is
great.
Families
come
and
visit
blue
sky
farm.
It's
a
flower,
picking
farm.
As
somebody
said,
it's
not
a
peppermint
rhino.
V
It's
a
flower
picking
farm
they
bring
their
children.
Their
intention
is
not
to
have
eight
glasses
of
wine
and
put
their
children
in
a
car
and
drive
home.
That
makes
no
sense
to
me
they're
very,
very
good
people,
and
I
think
it's
pretty
insulting
to
the
customers
and
people
that
come
here
to
our
farm
and
they
celebrate.
They
have
their
kids
play
it's
a
safe
environment,
it's
a
place
where
friends
are
made
and
we've
made
a
lot
of
friends
from
out
of
state.
V
The
previous
speaker
kind
of
made
me
feel
like
a
foreigner
here.
Okay,
we're
we're
the
out
of
state
we're
the
ones
that
are
there
that
are
breaking
all
the
rules.
We're
not.
We
bring
value
here,
we
bring
faith
here.
We
serve
people
here.
This
farm
serves
a
lot
of
people
and
we're
not
going
to
brag
about
what
we
do
behind
closed
doors,
but
we
serve
a
lot
of
people
with
flowers
and
we
do
whatever
we
can
to
serve
our
community
and
it's
not
up
to
anyone
to
know
what
we
do
except
us.
V
V
A
W
Good
evening,
madam
chair
and
commissioners,
my
name
is
tamara
erp
and
I
reside
at
4032
north
valentine
lane.
I
am
a
resident
of
the
area
that
will
greatly
be
impacted
by
this
proposed
business
in
our
residential
area.
Unfortunately,
this
is
the
second
time
we
have
come
before
you
opposing
an
event
center
in
our
neighborhood
with
commercializing
our
residential
area.
It
will
no
longer
be
peaceful,
nor
beautiful.
There
will
now
be
high
traffic
and
evening
noise
from
these
venues.
W
Our
home
sits
exactly
40
feet
from
the
narrow
rural
road.
If
this
road
ever
expands,
we
will
sit
even
closer
to
the
high
traffic.
It
wrote
once
all
these
event
centers
pop
up
all
week
and
weekend
long
during
the
beautiful
summer
evenings
we
work
hard
all
day
and
we
want
to
come
home
and
enjoy
our
peaceful
evenings
on
our
properties
with
our
own
family
and
friends.
W
We
don't
want
to
hear
loud,
music,
loud
talking
and
traffic,
speeding
up
and
down
our
rural
roads
when
my
husband
decided
to
retire
from
active
duty
with
the
united
states
army.
As
a
sergeant
major,
we
chose
to
make
the
move
to
idaho,
where
we
remembered
where
he
remembers
driving
through
in
the
90s
and
seeing
how
beautiful
the
golden
rolling
hills
of
idaho
were.
We
moved
here
10
years
ago
and
made
eagle
idaho
the
place
we
wanted
to
call
wanted
to
settle
down
and
call
home.
W
W
W
Many
neighbors
have
young
kids
moms
out
jogging
with
their
babies
in
strollers
cyclists,
who
enjoy
the
less
traveled
roads
and
the
sweet
lady
down
the
road
with
her
walker
waving
at
passerbys.
Where
will
they
play
walk
or
jog?
You
will
have
taken
so
much
away
from
those
that
enjoy
what
little
we
have
left
over
a
few
neighbors
who
want
to
make
a
profit
off
their
property
rather
than
open
a
business
in
town
and
have
a
booth
at
the
local
markets.
That's
where
their
businesses
should
be.
W
Another
concern
I
have
is
how
those
that
don't
live
out
here
have
a
say
in
supporting
such
events.
I
can't
go
into
their
neighborhoods
and
make
changes
the
way
they
live
and
they
shouldn't
have
a
voice
as
to
what
happens
in
our
neighborhood.
They
don't
live
out
here
and
will
not
be
impacted
in
any
way.
W
So
please
hear
those
of
us
that
live
out
here
and
will
be
directly
impacted
by
these
proposed
businesses
as
a
licensed
real
estate
agent
in
the
area,
I
can
tell
you
that
the
property
values
will
significantly
diminish
for
many
homeowners
if
this,
if
these
businesses
are
approved,
I
will
leave
you
with
this.
If
you
choose
not
to
approve
these
businesses,
everyone
goes
on
with
their
lives
as
they
are
now,
and
no
one
loses
anything.
W
A
X
Hello,
madam
chair
and
commissioners,
my
name
is
catherine
chigus
and
I
live
in
star
idaho,
I'm
16
and
was
fortunate
enough
to
work
for
the
drydens
this
past
summer.
The
flower
farm
was
the
flower
farm
was
never
very
loud
and
rambunctious,
and
this
seems
to
reflect
the
dragon's
family.
Music
was
played
for
the
customers,
but
it
was
never
allowed
instead
being
quiet
enough
that
I
could
hardly
hear
it.
Working
100
yards
away
going
to
the
farm
was
a
family
event.
Many
many
people
bring
their
young
children.
X
The
little
road
on
the
side
of
the
house
was
bustling,
but
quiet
as
customers
left
or
went
to
the
park
on
the
soft
grass
to
the
back
of
their
property,
but
no
matter
how
many
people
came
no
one
ever
parked
on
the
street,
as
there
was
always
room
for
more
no
matter
how
busy
little
farm
to
get
it
never
seemed
crowded.
It
only
seemed
to
grow
more
alive.
There
was
never
any
alcohol
but
lemonade
instead,
which
miss
betty
always
ensured.
There
was
enough
for
everyone.
X
Y
She's
going
to
start
some
slides
for
me,
I
have
some
pictures
that
I
want
to
show
of
roadmap.
I'm
sorry,
my
name
is
casey
bickle.
I
live
at
2201,
west,
homer
road,
I'm
about
two
thirds
of
a
mile
from
the
lavender
blue
sky
and
my
property
actually
abuts
up
back
to
some
other
properties.
Y
So,
first
off
I'd
like
to
say,
I'm
not
opposed
to
blue
sky
farms
operating.
I
don't
think
anybody
is
posted
them
operating
as
a
you
pick
flower.
It's
it's
a
great
way.
I
would
like
to
see
them
have
more
limitations
like
red,
chair
red
share.
We
call
kind
of
put
up
with
red
share,
so
this
is
madison.
Y
Thank
you.
So
you
know,
there's
been
a
lot
of
talk
about
red,
chair
and
really
red
chair
is
a
pain
in
the
butt.
They
have
a
lot
of
traffic
people
speed.
It
increases
the
traffic
through
that
whole
area.
As
a
matter
of
fact,
I
have
this
year,
I
was
going
to
ask
her.
She
could
put
up
police
slow
down
signs
as
the
traffic
comes
through
and
as
when
they
were
talking
about
this
that
they
had
given
the
prior
non-profit
dream
haven,
ranch
a
hard
time
dream
and
ranch
had
the
same
thing.
Y
They
did
a
couple
of
events
a
year
and
they
were
same
thing
we
put
up
with
them
all.
They
finally
ended
up
having
the
police
called
on
them
because
they
had
a
bonfire
and
fireworks.
So
it's
not
like
these
little.
These
the
limits
don't
get
pushed
and
I'm
not
saying
that
blue
sky
is
going
to
push
the
limits
or
anything
like
that.
Y
As
far
as
the
food
trucks
go
last
night
at
the
county
meeting
they
3
100
sellers
was
denied
any
food
trucks.
They
can't
have
food
trucks
there
at
all
on
the
conditional
use.
I
also
was
a
bartender
for
many
years
and
I
can
tell
you:
well,
most
people
are
just
fine.
There
are
always
somebody
who
isn't,
and
so
anyway,
we
could
go
through
the
slides.
Y
This
is
homer
and
haven,
and
I
just
want
you
to
get
a
feel
for
this
is
looking
down
homer
in
between
the
two
of
what
what
how
rural
the
area
is
and
what
an
impact
the
extra
traffic
is
going
to
make
on
us.
So
next
slide
and
you
can
just
page
through
them.
This
is
going
down
haven
and
just
keep
paging
through
down
through
haven.
This
is
the
haven
loop
as
it
comes
around.
There's
the
blue
sky.
Y
Here's
more
so
you
can
see
the
road
isn't
really
meant
to
have
a
lot
of
traffic
on
it.
It's
small
next
slide
and
there
it
comes
back
out
and
go
through
a
couple
more
because
I'm
running
out
of
time
here
as
we
get
to
the
end,
you'll
see
that
there's
as
that
second
loop
of
haven,
it's
kind
of
a
a
blind
spot
that
the
road
it's
a
little
hill
and
it
it's
hard
to
see
right
there.
Y
You
can
see
there
so
it's
hard
to
see
when
you're
coming
out
and
if
people
are
speeding,
you
can
almost
get
hit
there.
So,
in
closing
I'd
like
to
say,
as
residents
of
rural
ada
county,
we
compound,
we
count
on
the
zoning
laws
to
protect
our
property
and
our
investment
in
our
property.
We
pay
property
taxes
to
ensure
this.
We
also
count
on
you.
A
Thank
you
very
much
for
testifying.
Is
it
athlyn.
Z
Z
Z
Z
Z
A
Thank
you
very
much
kimberly
brown.
AA
Hello,
I'm
kimberly
brown.
I
live
at
4847,
north
skyline
drive
skyline
is
between
it's
on
the
north
side
of
homer,
and
you
have
to
pass
our
street
to
get
to
haven
and
I
have
the
lubin
pack
when
I
walked
the
neighborhood.
I
walked
down
around
haven
and
back
up
up.
AA
My
hill
there's
been
talk
about
trying
to
support
outside
businesses
and,
I
think
part
of
the
problem
the
neighbors
have
with
that
is
is
we
would
like
to
have
them
support
the
neighborhood
and
the
safety
in
the
neighborhood,
and
you
know
25
more
cars
a
day.
Well,
it
does
make
a
difference.
I
walk
there.
My
friends
walk
their
kids
ride
their
bikes.
There
there's
neighbors
of
all
sorts
of
ages
and
the
road
is
not
it's
not
really.
Even
it's
not
big
enough.
AA
Even
to
have
the
legal
amount,
you
have
to
have
three
feet
to
go
past
a
bicycle,
but
if
there's
oncoming
traffic
you
have
to
choose
one
of
you
chooses.
We
don't
all
pass
each
other
when
the
bicyclist
is
there,
because
it's
too
tight
and
it's
too
dangerous
and
the
increased
traffic
makes
it
harder
right.
Now,
it's
rural
and
we
don't.
We
do
have
more
traffic
than
we've
had,
but
increasing
that
just
increases
the
danger.
AA
The
the
big
developments
that
we're
just
talking-
oh
you
know,
worry
about
these
big
developments
and
their
traffic.
Well,
they
have
normal
streets,
there's
curbs
and
sidewalks,
and
protections
and
lights.
Probably
we're
not
saying
we
want
those,
but
we're
saying
it's
a
whole
different
kind
of
construction.
It's
not
structured
to
have
this
increased
traffic
and
we're
trying
not
to
pick
on
home
businesses.
AA
We
like
the
agriculture,
we
love
the
flowers,
we
love
the
the
grapevines
and
and
people
harvesting
things
I
you
know.
I
have
grapevines
of
people
on
my
street.
What
we're
having
difficulty
with
is
the
danger
it
provides
to
our
family
and
increases
the
danger
to
them
with
all
this
increased
traffic
and
then,
if
and
when
they
do
serve
alcohol,
there's
already
proven
dangers
of
people
being
served
alcohol
and
we're
not
saying
every
single
person
or
every
single
event.
AA
The
other
issue
we
have
is
how
many
events
it's
different
like
in
in
over
a
decade
I've
been
there.
I
think
we
had
the
women
at
my
church
over
for
a
christmas
party.
Once
we
had
the
cheerleaders
over
to
eat
dinner
at
homecoming
once
in
a
decade
those
are
30,
40,
50,
outings
and
things
it
it
does
endanger.
It
does
hamper
our
way
of
living
in
our
way
of
life,
and
that
scares
us.
The
other
part
that
is
concerning
is
most
of
these
are
in
the
summer.
AA
Well,
that's
when
most
of
our
families
are
out
and
we're
all
out
in
the
summer
we
are
walking
more.
We
are
riding
the
horses
more,
we
are
out
on
the
street
and
we
are
enjoying
the
beautiful
ambiance
and
atmosphere.
That's
there
and
we
live
there
and
we
don't
feel
we
should
be
endangered
for
them
to
support
other
businesses.
Thank
you
very
much.
Thank.
A
You
very
much
we
appreciate
it.

AB

west

so
last
summer
we
attended
a
few
events
there
and
that
was
with
my
family
and
then
I
attended
one
of
the
painting
events
and
it
was
all
very
calm
and
just
it
felt
like
you
were
at
a
friend's
house
enjoying
their
beautiful
property
on
the
nights
we
went
with
our
family.
I
have
two
kids,
a
four
and
seven-year-old
they
just
it
was
amazing
just
running
through
the
flowers
just
having
fun
and
being
kids
and
the
adults
socializing
and
the
family
were
so
welcoming.
AB
They
made
you
feel
at
home
not
to
spend
money
not
to
do
anything
but
enjoy
yourselves
bring
a
picnic.
Blanket
sit
down,
have
a
good
time
and
the
food
carts
were,
I
mean,
like
I
went
the
night
of
the
pizza
night.
It
wasn't
anything
crazy
and
I
don't
know
about
this
alcohol.
We
don't
drink
and
drive,
so
we're
not
participating
in
this,
and
my
kids
would
not.
We
wouldn't
drive
with
our
children
and
all
that
stuff.
AB
AB
One
time
when
I
was
there,
and
so
I
stopped
by
on
one
of
the
you
pick
times
to
get
the
honey
and
I
got
to
see
the
work
that
they
were
doing
and
the
love
they
put
into
these
flowers
and
this
farm,
and
I
just
think
they
really
love
sharing
it
with
others
and
we're
very
grateful
for
it.
And
my
daughter
asks
how
many
more
days
do
we
get
to
go
back
and
see
the
flowers.
So
I
really
hope
we
do
get
to
go.
Do
that.

A
AD
Okay,
great
hey
good
evening,
my
name
is
joey
11335,
west
hazelwood
drive.
I
want
to
speak
on
behalf
and
in
support
of
blue
sky
farm
and
their
positive
impact
on
the
community
and
my
family
I
want
to
share.
My
experience,
has
been
my
wife
and
young
daughter
would
visit
the
from
frequently
throughout
the
season,
and
we
felt
like
we
became
regulars.
AD
It
became
something
that
we
would
look
forward
to
all
week.
My
wife
is
a
nurse
in
the
icu,
and
last
summer
was
obviously
an
incredibly
stressful
time
for
her
and
our
family.
It
seemed
like
the
only
thing
she
wanted
to
do
outside
of
work
was
go
to
the
farm
and
enjoy
the
escape
they
provided
from
that
kind
of
hustle
and
bustle.
AD
We
wish
it
could
last
all
year,
but
we
know
that
flowers
only
grow.
For
a
few
months
we
enjoyed
picking
the
flowers,
the
yard
games
and
the
vendors
the
few
times
they
were
there,
the
shaved
ice,
the
food
truck
we're
a
pretty
busy
family
and
it
was
a
relief
to
be
able
to
enjoy
a
simple
dinner
and
good
feeling.
Knowing
that
we
were
supporting
local
small
businesses
as
well.
AD
My
wife
attended
a
paint
night.
She
enjoyed
kind
of
the
ambiance
of
it,
the
calm,
peaceful
night
on
the
farm
painting
in
the
flowers
over
the
past
winter.
We
always
talked
about
how
we
can't
wait
for
the
season
to
start
again,
a
lot
of
family
pictures
were
made
there
and
good
times
with
friends
and
family.
AD
Feeling
like
you're
away
from
everyday
life,
not
all
of
us
get
to
own
a
piece
of
property
like
that,
so
it's
nice
to
have
somebody
open
that
up
for
us
to
enjoy
what
idaho
is
all
about.
We
can't
all
own
a
blue
sky
farm,
and
so
it's
so
nice
to
be
able
to
go
there
and
relax
and
and
enjoy
that
little
piece
of
heaven
we
were
devastated
when
we
heard
about
the
potential
of
the
farm
not
being
able
to
provide
this
to
our
family
this
year.
AD
I
don't
understand
how
a
place
that
provides
such
an
amazing
opportunity
to
enjoy
nature
and
small
businesses
would
be
a
problem
for
people
when
we
were
arrived.
We
were
always
greeted
like
family,
this
farm
and
what
it
means
to
my
family
and
the
family
of
blue
sky
farm
deserves
to
have
the
opportunity
to
provide
the
community
with
great
experience.
AD
As
previously
stated
somebody
mentioned
about
people
coming
to
party
and
leaving
drunk
as
somebody
that's
been
there
roughly
15
to
20
times
during
their
season.
I've
never
seen
anybody
even
close
to
out
of
control
or
drinking
too
much.
AD
It
is
very
friendly
family,
friendly
and
very
family
oriented
and
the
the
owners
host
us
in
a
way
that
makes
us
feel
like
family,
and
we
couldn't
be
happier
to
to
be
to
become
friends
with
them
and
to
continue
that
friendship,
and
we
really
hope
to
to
get
to
enjoy
this
farm
again
this
year,
I'd
be
more
than
happy
to
assist
in
any
other
way
possible
to
help
with
blue
farm
and
support
these
guys.
Thank
you.
AE
I
think
what
we're
seeing
here
is
two
sides.
Those
in
favor
don't
live
in
the
neighborhood
anywhere
near
those
that
live
in
the
neighborhood.
It's
been
a
hundred
percent
opposed,
there's
been
precedences
as
you've
heard
with
red
chair
lavender.
They
have
one
event
per
year.
They
didn't
ask
for
one
event
per
year.
They
used
to
have
several
or
many
events
per
year.
They
are
limited
to
one
event
per
year
because
of
the
ruckus
they
caused
through
the
neighborhood.
AE
I
could
hear
them
every
time
they
had
an
event,
everything
that
was
going
on
there.
It
was
very
annoying
and
very
distracting
and
was
totally
disrupting
to
the
entire
neighborhoods
that
lived
around
there.
AE
Wine
tasting
by
appointment,
only
no
food
trucks
and
no
amplified
sound
same
rules.
It
says
it
seems
to
me
that
has
been
in
precedence
need
to
apply
here.
They
talked
about
a
thinly
veiled
restaurant.
It's
not
a
the
testimony.
Was
the
food
was
going
to
be
made
in
a
for
these
farm-to-table
dinners
that
this
food
was
going
to
be
made
in
a
restaurant
and
brought
there.

Hi
I'm
jean
richardson.
I
live
at
3171
west
deerfield,
which
is
south
of
this
property,
and
I
just
wanted
to
talk
about
rights,
responsibilities
and
respect.
We
all
have
the
right
to
do
whatever
we
want
to
our
property.
We
can
grow
flowers,
we
can
do
whatever.
However,
there
needs
to
be
respect
and
responsibility.
AF
When
you
have
that
right,
my
mom
used
to
say
to
me:
you
have
the
right
to
do
things
until
it
starts
to
adversely
affect
somebody
else,
and
I
think
without
limitations.
This
could
adversely
affect
us.
I
know
that
you
know
you've
heard
of
red
hair
lavender
when
they
were
doing
their
thing.
Just
because
of
where
we
are
is
like
a
big
amphitheater,
and
I
could
hear
the
dj
tell
her
all
the
guests.

later
she
was
ill.
I
supported
the
previous

that
was
permitted
for

I
still
support
something
of
that
nature,
but
I
told
the
drydens,
as
I
was
leaving
the
neighborhood
meeting,
that
they
owed
it
to
their
neighbors
to
reach
out
to
each
of
their
neighbors
that
were
going
to
be
affected
by
this
and
give
them
the
specifics
of
the

that
did

AH
AH
AH
I
looked
at
the
late
exhibits
list
that
you
have
before
you
and
that
late
exhibits
list
lists
nine
letters
and
six
of
the
nine
of
those
letters
are
in
opposition,
so
the
the
numbers
don't
match
in
terms
of
what
ms

indicated.
There's
also
concern
on
my
part
that
the
letters
who
are
in
support
are
from
parties
who
are
not
in
the
neighborhood,
not
in
the
general
area.
In
some
cases.
In
one
case,
there
was
a
letter
that
was
an
email
provides
no
last
name.
It
would
simply
sign
ricky
and
lisa.
AH
AH
There's
a
treasure
valley,
residence
listed
as
a
party
in
favor,
there's
one
that
I
found
very
interesting
from
a
party
who
live
in
san,
diego
california,
and
they
visit
occasionally.
Commissioners.
At
this
point,
you,
you
have
a
fatally
flawed
application
and
I
believe
you
should
either
reject
it
back
to
staff
table
it,
reject
it
back
to
staff
for
for
reconsideration
or
reject
it,
because,
what's
in
the
application
is
not
what
you
heard
testified
to
tonight
as
to
what
the
specific
actions
they
were
looking
for
were.
Thank
you.
E
E
I've
been
waiting
to
ask
somebody
on
the
street:
how
does
the
left,
how
does
the
the
lavender
farm
and
it's
one
big
event?
How
does
that
affect
you?
What
are
your
thoughts
on
that.
AH
Well,
I'm
wearing
hearing
aids,
commissioner,
so
so
I'm
not
as
sensitive
to
some
music
as
others
are
in
the
past.
AH
I
appeared
before
you
before
this
commission
several
years
ago,
as
wendy
bill
sutherland's
representative
for
the
lavender
farm.
I
supported
the
lavender
farm.
I
still
do
support
the
lavender
farm.
I
think
it's
a
great
event.
I
think
it
makes
use
of
of
the
lavender
that
they
put
in
in
a
way
that
is
unique
and
beneficial.
AH
The
traffic
is
significant
and
I
admit
that
that
is
a
problem
for
some
neighbors,
but
it
doesn't
particularly
bother
me
and
I
and
I
like
the
event,
I
like
the
fact
that
it
is
limited
to
one
weekend
a
year
and
and
that
in
the
previous
activity
that
went
on
at
that
facility,
there
were
weddings.
I
had
occasion
where
I
actually
watched
a
new
bride
and
groom
move
a
ladder
up
to
the
fence
between
my
property
and
the
lavender
farm
property.
AH
Like
I
said
I
I
generally
was
not
bothered
by
the
music.
I
tell
people
jokingly
that
when
they
played
country
or
or
60s
and
70s
rock,
I
sat
out
in
my
back
deck
and
listened
when
they
played
rap.
I
started
my
tractor
and
started
grooming,
my
riding
arena,
but
I
I
really
have
a
problem.
I
welcomed
the
drydens
to
the
neighborhood
I
supported
last
year
with
a
letter
to
pnz
the
the
recommendation
for
approval
for
their
u-pick.
AH
I
want
to
see
thing
on
the
u-pick
last
year
or
the
application
that
they
initially
submitted
said
of
you
know
food
on
the
first
event
of
the
season.
I
think
there's
a
way
to
reach
some
agreement
among
the
neighbors,
but
if
you
act
on
the
application,
that's
before
you
right
now.
What
you
have
is,
what's
in
that
application
and
it's
a
difficult
horse
trading
business,
to
do
that
at
one
night.
Thank.
AI
AI
AI
So
I
just
it's
the
sarcasm
and
the
lack
of
respect
for
the
neighbors
that
bothers
me
and
the
fact
that
this
she
couldn't
answer-
and
I
don't
know
these
people.
But
what
bothers
me
also
is
that
she
could
not
answer
how
many
events
that
they
had
planned
when
you
asked
that
bothers
me,
because
it's
going
to
morph
that
way
and
96
parking
spots
or
whatever
the
amount
was,
but
they're
only
going
to
have
75
people,
but
they
always
ride
together.
AI
I
used
to
be
in
the
law
enforcement
I
used
to
arrest
duis.
It
doesn't
take
a
lot
for
somebody
to
come
down
a
residential
road
which
is
downhill
because
it's
from
the
hills
down
to
come
down,
speeding
and
either
run
into
my
fence,
run
into
leona
and
hit
her
on
her
walker,
and
I'm
just
you
know.
That
is
something
to
think
about,
because
you're
ruining
a
rural
residential
area.
I
have
no
problem
with
them.
Growing
stuff
and
having
small
little
things
but
an
event
center
means
you
build
it,
it
will
grow.

All

of
us
are
opposed
to
this

We
all
moved
here
and
lived
in
this
area
to
maintain
a
rural
residential
feel.
That
is
what
keeps
our
neighborhood
unique
and
serene
with
that
said,
I
would
like
you
to
imagine
yourself
being
in
a
rural
neighborhood,
where
each
person
owns
a
piece
of
land
and
each
person
has
a
house
on
that
land
that
they
call
home.
AJ
They
have
been
raising.
Families
on
each
person
has
been
farming
their
land
as
they
want
putting
crops
on
as
they
want
the
neighbors
get
along
and
just
mind
or
just
mind
their
own
without
creating
a
nuisance
to
one
another.
That's
what
keeps
our
neighborhood
unique
and
serene
pretty
nice.
This
neighborhood
is
mine
and
a
lot
of
people
sitting
behind
me
and
probably
online
watching.
AJ
If
this
gets
approved,
this
will
be
a
nuisance
to
our
neighborhood
and
it
will
bring
outsiders
in
that.
Don't
can
care
less
about
speed
limits
and
people's
properties.
Turning
around
in
people's
landscapes
and
driveways,
it's
already
happened.
This
cup
will
be
bringing
increased
traffic
and
loud
noise,
not
only
from
the
amplified
music
but
from
the
amount
of
people
at
the
gathering.
Events
held
here
will
ruin
the
serenity
of
our
neighborhood.
AJ
The
location
of
this
cup
is
in
the
heart
of
our
neighborhood,
with
valentin
homer
and
park
being
the
roads
to
get
to
haven.
So
you
can
imagine
you
have
to
go
through
the
whole
neighborhood
to
get
to
it.
Noise
from
this
location
and
increased
traffic
will
affect
everyone
in
our
neighborhood
and
beyond.
AJ
Or,
should
I
now
be
saying
social
hauls
to
our
neighborhood?
How?
How
can
we
guarantee
future
years
and
events
and
gatherings
don't
get
bigger
and
bigger?
We
can't,
but
you
can
imagine
they
will
only
get
bigger
as
they
grow
residents
in
our
neighborhood
and
create
a
nuisance
for
residents
in
our
neighborhood.
Our
serene
neighborhood
will
be
destroyed,
I'm
kindly
asking
for
a
full
denial
on
this
plan,
but
because
you
guys
don't
let
us
speak
after
you
close
the
thing.
AJ
So
if
this
is
not
in
full
denial,
I
am
asking
that
the
events
are
limited
to
one
per
year.
I
am
asking
that
the
operating
days
for
picking
flowers
be
appointment
only
three
days
per
week:
no
amplified
music,
no
food
trucks,
no
alcohol
operating
times
limited
from
8
a.m,
to
5
p.m.
Three
days
per
week,
appointment
only
the
possibility
of
one
event
being
8
a.m
to
8
p.m.
During
the
weekend,
thank
you.

I'm
a

to
a

a

on
the
way
we
have
been
going
to
blue
sky
farm
since
their
opening
week
and
quickly
became
regulars
at
the
time.
Our
daughter
was
four
months
old
and
I
know
parents,
especially
for
some
parents
can
understand
how
stressful
it
is
to
be
going
out
with
a
baby,
but
our
experience
of
the
farm
exceeded
our
expectations.
AK
The
form
itself
is
very
well
spaced
out.
It
has
never
felt
crowded,
which
is
something
as
a
first-time
mom.
I
wanted
to
avoid.
Having
such
a
small
baby,
the
onsite
parking
was
very
spacious
and
close
to
the
common
area.
It
was
very
easy
to
move
our
stroller
from
the
parking
lot
into
the
grassy
field.
AK
AK
So
not
only
is
the
location
beautiful,
but
you
know
everyone
we
came
across
was
friendly
and
welcoming
the
owners
of
the
farm
really
know
how
to
make
you
feel
like
family,
and
it
was
our
favorite
place
to
take
our
baby
girl
and
unwind
after
a
long
week.
So
many
memories
were
made
on
the
farm
and
we
really
hope
to
continue
this
new
family
tradition
with
our
baby
boy
this
summer
and
yeah.
Thank
you
for
your
time.
A
H
A
Thank
you
very
much.
We
appreciate
it
go
ahead
online.
AL
Madam
chairman,
I
trust
you
can
hear
me.
AL
AL
This
has
been
a
very
interesting
evening
for
me,
and
very
educational
and
I'd
like
to
start
at
the
very
top.
By
saying
I
have
no
argument
with
my
neighbors,
the
drydens
or
with
the
you
pick
flower
operation,
but
like
many
others
that
have
opposed
this.
As
I
do
it's
the
idea
of
the
events
and
I'll
take
that
one
step
further.
AL
It's
the
lack
of
clarity
in
the
in
the
basic
application,
that's
principally
the
responsibility
of
the
applicant
to
give
a
full,
complete
and
transparent
rendering
of
what
they
expect
to
do,
and
it's
the
responsibility
of
staff.
I
would
say
to
be
skeptical
of
open-ended
and
unclear
statements
when
that
comes
before
them.
AL
Of
the
neighborhood
meeting,
I
I
have.
AL
AL
I
learned
more
tonight
listening
to
the
drydens
than
I
did,
even
when
I
visited
them
when
I
was
last
an
eagle
a
month
ago
or
so
so
I
think
staff
needs
to
step
up
here
on
behalf
of
the
commission
and
help
you
do
your
job,
which
is
decision
making,
which
is
to
bring
your
discernment,
your
common
sense
and
your
judgment
to
bear
based
on
the
totality
of
the
application
and
now
at
the
11th
hour,
you're
hearing
the
communities
speak
its
mind.
Well,
why
didn't
they
speak
their
mind
at
the
neighborhood
meeting?
AL
Maybe
it
was
maybe
it
was
not
widely
attended.
Well,
then,
maybe
you
need
to
have
another
one.
The
neighbors
aren't
doing
something
that
may
be
disruptive
or
burdensome.
The
applicants
are
proposing
that
and
the
path
of
least
resistance,
expedient
path
is
something
the
staff
should
throw
the
flag
on.
AL
AM
A
You
thank
you
very
much.
I
appreciate
it
richard

AN
Hello,
my
name
is
richard
taylor.
I
live
at

four
one.
One
east
riverside
drive
an
eagle,
just
real,
quick,
just
kind
of
blew
my
mind.
A
few
really
disrespectful
comments
that
were
made
and
cheering
like
we're
at
some
sort
of
sporting
event.
You
know
like
this
is
some
big
competition
walking
by
betty
and
eric
were
just
super
sweet
just
giving
the
most
disturbing
angry
look.
It
was
just
like
wow.
AN
I
thought
this
was
idaho.
People
here
are
a
lot
friendlier
than
where
I
came
from
so
I
left.
I
want
to
be
around
nicer
people
that
love
this
country,
love
others
and
we
met
betty
and
eric
and
their
family
and
they've
just
been
so
sweet.
We
have
a
small
business
as
well.
They've
been
very
supportive
and
as
if
just
in
idaho,
in
general,
is
very
supportive
of
small
businesses,
and
it's
just
very
cool
to
see.
But
a
lot
of
things
are
already
talked
about.
You
know
going
to
the
farm
was
just
so
much
fun.
AN
I've
never
experienced
something
like
that
where
you
can
actually
go
clip
your
own
flowers.
I
thought
that
was
really
fun
and
we
went
to
a
couple
other
events
and
it's
a
really
good
time
brought
our
friends
put
a
little
blanket
out
chairs
listening
to
music,
a
lot
of
talk
about
people
getting
like
belligerently
drunk.
AN
AN
It
seems
like,
like
I
said
earlier,
like
a
competition
like
it's
like:
oh,
we
don't
want
them
to
have
anything
like
trying
to
make
their
life
a
little
bit
more
like
trying
to
be
make
it
them
miserable
in
a
way
like
really
put
them
down
like
we
had
chatted
earlier,
oh
you're,
an
outsider
you're
from
out
of
state.
AN
Just
like
wow,
that's
again,
you're
in
idaho,
which
the
mentality
here
is
very
inclusive:
community
love
your
neighbor
and,
like
we'll
love
your
neighbor
as
you
love
yourself
kind
of
thing,
and
I
just
haven't
seen
that
tonight
very
well
at
all.
So
I
really
hope
you
guys
can
come
to
some
sort
of
fair
compromise
to
where
everyone
kind
of
they
can
continue
doing.
What
they're
doing
this
side
can
continue.
AN
You
know,
can
find
a
something
to
agree
upon
to
where
they're
not
just
trying
to
take
away
everything-
and
just
thank
you
for
your
time
so
and
then
my
last
name's
taylor,
that
guy
is
someone.
I
was
ricky
taylor
on
that
letter,
it's
my
first
time
ever
in
this
environment.
So
I
I'm
a
law
abiding
citizen,
so
I've
never
really
been
in
a
courtroom
ever
in
my
entire
life.
So
I
forgot
to
put
my
last
name
on
the
letter.
Thank
you.

and
I'd
like
to
start
off
by
thanking
you
for
the
opportunity
to
speak
tonight
on
behalf
of
bluesky
farm.
AO
As
I
visited
the
farm
and
heard
their
story,
I
began
to
fall
completely
in
love
with
their
values
and
their
mission.
Those
values
are
giving
back
to
the
community
in
any
way
they
can
not
taking
away
from
it.
I've
watched
them
open
up
their
farm
and
their
home
to
complete
strangers,
trusting
that
they
would
appreciate
their
passion
and
share
their
mission
in
building
community.
AO
I
know
with
their
limited
summer
hours
they
have
hosted
a
few
events,
including
field
trips
for
preschoolers
and
for
kids
with
special
needs.
I
also
know
lauren
works
first
hand
with
special
needs,
kids,
who
can
benefit
tremendously
in
an
environment
like
this.
I
applaud
her
for
thinking
outside
of
the
box
and
providing
an
atmosphere
for
these
kids
and
their
families,
who
look
forward
to
having
another
outlet
that
supports
them.
AO
Blue
sky
farm
has
also
provided
space
for
bible
studies,
something
that
is
particularly
special
to
me
to
be
out
in
nature.
In
a
welcoming
environment,
where
we
can
worship
and
grow
together
has
definitely
made
me
feel
a
part
of
this
community.
So
thank
you,
blue
sky
farm,
for
opening
your
farm
to
us.
AO
AO
These
small
businesses
have
been
supported
by
the
patrons
who
have
come
not
just
to
pick
flowers
but
to
enjoy
a
safe
evening
as
a
family.
I
understand
the
excitement
when
things
are
new.
Everyone
wants
to
come
and
check
things
out,
and
some
neighbors
may
feel
that
their
environment
may
be
changing
too
quickly
or
in
ways
that
are
not
positive.
AO
AP
Hi,
my
name
is
ted
day
4840
north
curlew
place,
which
is
a
road,
that's
exactly
opposite
of
the
haven
loop,
so
right
about
in
the
middle
of
the
haven
loop.
I
don't
have
much
to
say
that's
not
already
been
said
tonight.
I
think
it's
very
unfortunate
that
these
folks
are
vilified
in
certain
ways:
it's
not
appropriate.
AP
I
think
our
neighborhood
concerns,
though,
are
still
valid
and
I
don't
think
it's
a
matter
of
everybody.
The
neighbors
trying
to
take
everything
away,
as
was
referred
to
it's
more,
to
stop
an
open
book
and
that's
what
this
permit
application
really.
Is
it's
an
open
book,
there's
no
numbers
in
it
a
year
or
two
years.
Three
years
from
now
we
don't
know
what
the
disposition
of
this
property
may
be.
It
could
be
sold,
and
at
that
point
we
have
a
piece
of
paper.
AP
We
don't
have
face-to-face
contact,
I'm
sure
they're,
great
people,
I've
I've
not
met
them
personally,
but
I
know
others
who
have
I've
heard
nice
things
about
them.
Obviously,
they're
nice.
Folks,
their
intentions
are
fine
they're.
I
don't
think
they're
intending
to
do
some
of
the
things
that
you
know,
but
the
problem
is
that's
what
the
piece
of
paper
is
going
to
say
and
that's
going
to
go
with
the
land,
and
so
I
I
just
I
don't
think
anyone
has
a
problem
with
the
you
pick
flower
things.
AP
I
don't
have
a
problem
with
an
event
per
year
like
red
chair,
so
I
just.
I
think
that
the
application
itself
is
lacking
specificity,
that
you
guys
need
in
order
to
make
an
informed
decision,
and
once
that's
granted
it's
that
paper
that
goes
into
the
future,
not
these
fine,
folks
that
we
can
talk
about
and
talk
to
and
learn
what
their
intentions
are.
So
with
that
I'll.
Thank
you.
AG
We
have
melissa,
rackley.
A
AQ
AQ
I
first
became
acquainted
with
blue
sky
farm
in
late
2019,
when
I
learned
about
their
plans
to
build
a
small
flower
farm
on
their
property
in
eagle.
Since
that
time,
I
have
visited
their
farm
on
many
occasions
to
enjoy
the
small,
wholesome
family-centered
atmosphere
that
the
drydens
have
created
on
their
property.
AQ
AQ
The
drydens
do
an
excellent
job
of
keeping
the
size
of
the
guests
appropriate
for
the
venue,
thus
preserving
the
experience
for
its
patrons
and
the
neighborhood
alike
during
the
short
flower
picking
season.
Thank
you
again
for
the
opportunity
to
speak
to
you
tonight
and
if
you
have
any
further
questions,
I
would
be
happy
to
answer
them.
S
J
A
Being
patient,
so
I'm
going
to
call
jonathan
seal.
I
think.
AM
Good
evening
matt
and
cheer
and
commissioners
I'm
gonna,
I
live
at
2906,
north
haven
drive,
we've
lived
there
for
approximately
28
years,
I'm
going
to
take
a
little
different
approach
and
I
think
it's
some
of
the
things
we've
discussed.
My
concerns
right
now
when
I've
written
in
this
letter
is
with
the
application,
and
what
I
would
say
is
a
vagueness
of
some
things.
AM
I
did
development
agreements
for
almost
20
years,
so
I
know
the
importance
of
of
getting
very
specific
in
what
you
require
and
some
things,
but
because
I
only
have
three
minutes
I'll
try
to
go
through
a
few.
The
first
thing
is
when
we
talked
about
before
is
the
parking
I
mean
the
plan.
At
least
it
shows
93
parking
spaces,
five
handicapped,
if
it's
88
93
whatever
it
really
struck
me
as
a
huge
number.
AM
So
when
I
started
to
look
through
some
stuff-
and
I
got
some
letters
from
the
applicant
one
of
the
things
I
kept
seeing
is
for
and
for
example,
one
letter
she
said
this
is
quote
this
miss
allen.
We
were
asked
to
provide
the
maximum
number
of
parking
spaces.
Do
we
plan
to
use
every
spot?
Absolutely
not
so
I
I
was
curious
whether
or
not
there
was
a
requirement
within
the
county
and,
as
you
know,
within
a
social
hall,
it's
200
spaces
per
per
per
for.
AM
And
so
my
question
to
to
diane
sanders
and
I
sent
her
was
what's
what
is
the
definition
of
floor
and
her
quote
back
to
me
floor
areas
for
structures,
not
outs,
not
outside
areas.
The
applicant's
representative
drew
up
plans
for
the
parking,
so
I
thought,
okay,
so
where'd
this
come
from.
It
sounds
like
it
came
from
the
applicant.
The
other
thing
in
that
part
that's
rather
confusing
and
another
letter
to
another
one
of
the
neighbors.
AM
AM
I
think,
as
other
people
have
said,
if
the
drydens,
for
example,
happen
to
move
next
week,
I
don't
suspect
they
will.
Somebody
else
moves
in
here
then
they'll
be
allowed
to
put
98
cars
in
here,
and
if
you
talk
about
two
people
per
car,
that's
a
potential
for
200
people
and
again
haven
drive.
Is
a
design
is
designated
as
a
local
street
by
achd.
AM
So
I
I
think,
there's
one
of
the
things
that
I
think
you
and
the
staff
need
to
address
and
reduce
the
sound
substantially.
Also
based
on
the
comments
from
the
applicant
that
indicate
they
don't
need
it.
A
couple
other
things
that
that
are
concerned
to
me
in
the
terms
of
approval
of
the
staff
report
item
22,
it
states
the
conditional
use
permit,
may
be
revoked
with
violations
for
any
conditions
of
approval
or
upon
violations
of
federal
state
and
regulations
what
they
mentioned
in
their
application,
as
they
said
on
tip,
they
have
an
average
fine.
AM
It's
interesting
an
average
of
35
to
70
people.
Now,
usually
an
average
is
one
number,
but
let's
assume
that's
75.
What
if
they
have,
can
I
have
just
a
couple
minutes.
I
think
this
is
finish
that
statement.
Okay,
that
it's
it's
important,
that
that
that
they
could
have
at
one
time
they
could
have
150
and
then
they
could
have
10..
I
think
it's
critical
that
you
put
a
limitation
on
this.
Otherwise
the
sky
is
basically
the
limit.
AM
The
other
thing
they
talk
about
in
there
is
they
say
you
know
our
events
are
going
to
be
from
july
to
october
1st,
but
the
application
way
it's
red
is,
they
could
technically
have
events
52
weeks
a
year
now
I
understand
they're
not
going
to
have
them
in
the
winter,
but
again
the
way
the
application
is
written,
they
could
have
events
52
weeks
a
year.
These
are
just
some
of
the
things
in
this
application
that
I
think
are
poorly
crafted
and
I
think
you
need
to
go
back.
AM
AR
AR
AR
We
experience
varieties
of
flowers
that
we
cannot
find
elsewhere,
even
downtown
eagle,
so
it's
educational
as
well.
Blue
sky
farm
provides
fun
activities
for
families,
children
and
adults.
I
love
their
candles.
I
was
able
to
purchase
their
candles
in
a
small,
beautiful
shed
on
their
farm.
I
saw
the
outdoor
sound
system
as
some
have
called
it.
It
looked
like
a
small
radio
and
I
even
remember
the
color.
It
was
white,
my
recollection,
that
was
sitting
on
their
fence
and
it
wasn't
very
loud
at
all.
I
never
ever
saw
a
dj.
AR
AR
I
am
sitting
with
my
husband
here,
and
we
are
both
testifying
this
evening-
to
show
support
for
blue
sky
farm
to
see
blue
sky
farm
denied
the
opportunity
to
provide
all
that
they
plan
to
offer
would
be
such
a
loss
to
the
eagle
community
and
boise
and
idaho
as
a
whole.
So
please,
my
husband,
and
I
implore
you
to
grant
what
blue
sky
farm
is
simply
seeking
or
perhaps
revisit
the
application
and
come
to
a
fair
compromise.

AS
Good
evening,
madam
chair
and
commissioners,
I'm
carolyn

I
live
at
2183,
west,
homer
road
haven,
a
harbor,
a
port,
a
shelter
or
sanctuary
a
refuge,
a
place
of
safety,
whether
we
live
on
haven
drive
or
homer
road
park
lane
or
valentine.
We
live
in
the
last
little
bit
of
paradise
in
the
north,
eagle
foothills.
AS
AS
AS
AS
This
is
not
a
u-pick
any
longer.
It
is
not
a
recreational
activity.
It's
an
extensive
commercial
operation
and
business
model.
Food
trucks.
Three
times
a
week,
three
farm
to
table
dinners
per
season;
two
large
events
per
season,
two
acres
of
parking
for
98
cars,
eight
paint
and
craft
nights;
events
for
35
to
75
people
four
days
a
week
from
either
nine
o'clock
to
one
or
from
five
to
nine

AS
AS
AS
I
would
like
to
to
propose
that
they
do
something
like
red
chair
and
do
once
a
year.
I
just
want
to
say
one
more
thing.
I
know
I
don't
have
time
to
finish
this
whole
thing,
but
just
finish
your
statement.
Okay,
a
haven
is
usually
a
place
that
provides
protection
for
people
for
us,
but
in
this
case
haven
road
needs
all
of
us
to
protect
it.
AS
AT
AT
I
guess,
as
you
call
me,
but
I
am
gracious
and
so
grateful
and
honored
to
god
that
I
could
come
to
idaho
I've
been
here
for
over
a
year
I
have
a
small
business
and
I
have
been
so
welcomed
and
so
overjoyed
with
true
idahoans
that
have
lived
here
and
lived
an
eagle
by
the
way
I
live
at
2411,
east,
riverside
drive
and
eagle.
I
support
the
eagle
farmers
market.
I
support
other
families
in
eagle.
I
have
been
to
blue
sky
farms
and
yeah.
AT
They
had
one
dinner
that
they
supported
my
business,
my
candy
business,
one
event
that
was
maybe
60
people
there,
because
I
made
enough
jars
for
everybody
for
chocolates
and
it
was
never
out
of
control.
The
music
was
a
guitar
player
and
you
want
to
talk
about
drinking
well,
how
many
people
that
live
on
homer
don't
drink?
They
don't
have
wine,
they
don't
have
family
members
that
come
over.
You
know
I'm
appalled,
because
this
tonight
has
not
been
the
idaho
I
have
experienced
from
neighbors
matter
of
fact.
I
go
out
to
haven.
I
go
out
there.
AT
AT
I
don't
know
about
now,
because
the
looks
that
they
give
and
the
things
that
they
give
is
not
the
idaho
I
have
experienced
and
I've
been
to
a
lot
of
idaho,
and
I
just
want
to
just
everyone's
heard
everything
that's
been
said:
I've
been
to
90
the
gal,
who
does
the
painting
classes
were
30
people?
They?
Don't?
They
don't
need
90
places
to
park,
but
maybe
they
feel
like
you
know
all
the
backlashes
are
getting.
They
have
to
prove
they
have
enough
space.
AT
AT
You
know
with
a
lot
of
traffic
and
on
saturday
mornings,
or
there
are
events
okay,
so
they
had
a
few
food
trucks.
Well,
you
know
what
god
bless
the
support
for
those
people,
because
one
thing
I
can
say
about
idaho
yeah,
it's
growing
and
some
people
don't
like
that,
but
the
the
opportunities
they're
bringing
to
someone
like
myself
with
a
small
business
and
those
food
trucks
and
things
like
that
they
wouldn't
be
in
business.
AT
If
we
didn't
have
people
who'd
go
out
and
buy
their
food
and
I've
talked
to
those
people,
because
I'm
a
business
person,
I'm
an
entrepreneur
and
they
are
grateful
for
what
blue
sky
farms
has
to
offer
just
another
opportunity
to
make
money.
Okay,
some
snow
cones
for
some
kids
that
come.
So.
Thank
you
for
your
time.
I
appreciate
it
and
I
do
love
idaho
and
I
love
what
it
has
to
offer.
AU
AU
That
said,
I
love
that
people
are
using
their
properties
for
agriculture,
such
as
growing
and
harvesting
flowers.
What
I'm
concerned
about
is
the
amount
of
added
events,
as
many
people
have
stated
tonight.
I
also
want
to
make
sure
everyone
knows.
We
are
individuals
testifying
tonight
and
don't
all
agree
with
what
is
being
said
for
or
against
this
application.
AU
AU
The
sound
the
land
south
of
us
from
beacon,
light
to
floating
feather
was
zoned
for
one
acre:
lots
from
beacon
light
north
to
homer
road
was
zoned,
five
acre
lots
and
north
of
home
or
10-acre
lots
over
the
last
16
years.
We've
seen
the
zoning
change
south
of
us
so
that
many
subdivisions
have
been
built,
as
you
know,
and
are
being
built
with
much
higher
density.
AU
Definitely
not
the
more
open,
one-acre
lots
we
had
planned
on
when
we
moved
to
our
home
now
north
of
beacon
light.
We
have
several
property
owners,
and
so
it
really
isn't
just
about
this
property,
it's
about
several
property
owners
and
they
continue
to
come
that
are
requesting
conditional
use
permits
to
be
able
to
run
commercial
businesses
on
their
properties.
AU
The
zoning
was
put
in
place
to
keep
this
area
residential
and
rural.
There
are
thousands
of
undeveloped
acres
in
the
treasure
valley.
I
feel
that
people
who
want
to
run
events
should
be
looking
for
properly
zoned
land
to
develop
instead
of
trying
to
get
special
permits
by
bypassing
zoning
to
establish
in
established
residential
areas.
AU
AU
What
happens
as
these
businesses
grow
and
expand
and
get
bigger,
and
they
want
to
do
more
and
more.
My
family
spends
all
summer
outside
on
our
property.
I
am
concerned
about
the
precedent
that
could
be
set
for
commercial
endeavors
in
this
residential
area
by
approving
this
application
as
it
stands
now.
Thank
you.
AC
AC
AC
In
the
presentation
I
heard
I
you
know,
I
saw
a
plan
up
on
the
screen
and
then
heard
well
there's
that
fence,
but
we
could
do
something
else.
There
are
these
parking
spaces,
but
we
could
do
something
else.
It
seemed
very
vague
and
moldable
and
the
hours
the
number
of
event
everything
just
seemed
very
vague,
and
that
is
what
surprised
me.
I
haven't
heard
anything
about
ccnr's
I
don't
know.
Does
this
neighborhood
have
ccnr's?
AC
What
do
they
say?
So
many
questions
that
didn't
get
answered.
I
know
that
the
owners
mentioned
the
current
home
prices
being
very
high,
and
that
is
true,
but
that
doesn't
mean
that
this
won't
affect
them
in
the
future.
We're
talking
about
what
the
future
is
based
on,
what
they're
talking
about
the
future
of
the
traffic?
That's
involved
the
future
of
the
possible
prices
of
homes
going
down.
AC
AC
If,
if
there
are
no
alcohol
sales
that
alleviates
a
lot
of
the
problems
that
we're
hearing
about,
because
I
haven't
heard
the
family
say
they
need
it.
I
haven't
heard
the
patrons
say
they
need
it.
In
fact,
they
say
that
they're
good
kind,
respectful
patrons,
and
I
don't
know
how,
as
people
of
life,
we
say
that
you
have
alcohol
sales
without
anybody
overdoing
it
that's
that's
not
the
life
I've
experienced
with
people
out
in
general.
If
there
are
alcohol
sales,
there's
going
to
be
somebody
who
does
too
much,
that's
just
a
sad
human
state.
AC
So
I'm
asking
that
you
vote
against
the
cup
because
to
me
there
are
just
so
many
questions.
I
don't
know
what
else
to
say,
except
for
thank
you
for
listening
and
have
a
good
night.
A
C
AV
So
so
much
has
already
been
said
tonight,
but
it's
interesting.
The
majority
of
the
supporters
for
this
aren't
affected
by
the
traffic,
which
somebody
mentioned:
the
noise
and
traffic.
It's
like
an
amphitheater
theater,
where
we
are,
these
folks
come
and
enjoy,
and
then
they
go
home
so
they're
not
affected
by
this.
We
live.
AV
My
name
is
amy
welch
and
I'm
at
2807,
west,
homer
road.
We
live
actually
on
homer
and
haven.
Homer's
on
the
front
side
of
our
property
and
haven
runs
the
length
of
our
property
on
the
east
side.
And
my
concern
is,
you
know,
haven.
I
I'm
not
sure
if
you're
aware
of
this,
it's
u-shaped,
and
so
the
only
access
to
haven
is
through
homer
and
homer
is
a
dead-end
road.
It's
less
than
a
mile
long.
AV
I
believe
it
dead
ends,
and
so
there
are
feeder
roads
that
have
to
be
traveled,
so
that's
linder
park
and
ballentine.
So
and
I'm
thinking
about
the
number
of
parking
spaces.
I
know
someone
else
has
mentioned
this,
but
98
parking
spaces.
If
you
think
about
this
is
a
family
focused
event
center,
which
is
lovely
and
we
love
the
idea
of
the
grow
cut
flower
idea.
We
are
completely
supportive
of
that,
as
I
think
many
people
here
have
mentioned
tonight.
AV
But
if
you
think
about
this
is
a
family
focused
event:
two
parents,
one
child,
that's
three
people!
You
know:
that's
300
people,
if
it's
a
four-person
family,
that's
400
people.
So
there
there's
going
to
be
a
lot
of
traveling
and
traffic
along
these
roads.
These
are
rural
roads.
I
know
someone
else
I
think,
showed
previously
a
photograph.
AV
But,
as
I
mentioned
these,
that
haven,
road
can
only
be
reached
from
homer
and
homer
can
only
be
reached
by
these
other
feeder
roads.
Lots
of
people
use
these
roads
to
walk
their
dogs
to
run
lots
of
cycle
clubs
come
up
and
ride
up
on
those
roads,
and
this
road
haven
or
homer
by
the
way
is
a
very
long
road.
It
has
no
stop
signs
and
it's
a
40
mile
per
hour
road,
and,
as
someone
mentioned,
you
know
it's
kind
of
got
this
wavy.
AV
It's
not
very
high
hills,
but
it's
very
wavy
and
you
cannot
see
over
the
hill
as
you're
driving
along
it.
Imagine
the
number
of
folks
who
would
be
driving
along
homer
to
get
to
haven
and
I'm
not
aware
if
there's
a
traffic
study,
that's
been
done
for
the
amount
of
traffic
that
we're
talking
about
crossing
haven.
AV
I
will
rather
homer
to
get
to
haven
anyway,
if
the
intentions
are
to
keep
it
small.
Why
are
there
so
many
parking
spaces,
and
why
is
everything
so
big
I'd
close
with
the
opposition
tonight
has
nothing
to
do
with
how
nice
the
folks
are.
As
previously
stated,
we
all
support
blue
skies,
growing
flowers
and
offering
you
pick
it's
wonderful,
please
limit
their
request
to
just
that
activity.
Thank
you
very
much.
A
Thank
you
very
much
appreciate
it.
Todd
varland.
AW
Hi
good
evening,
todd
varland,
2807,
west,
homer
road,
the
and,
by
the
way,
thank
you
all
for
spending
an
evening
with
us
making
sure
that
the
community
gets
a
voice.
I
know
everybody's
getting
a
little
tired
and-
and
these
are
you
know,
contentious
topics.
I
just
want
to
say
thank
you.
The
there
was
a
question
earlier
about
the
lavender
event
and
last
their
one
weekend.
AW
A
year
was
this
last
fourth
of
july
weekend
and
there
were
cars
parked
all
the
way
out
along
haven,
all
the
way
out
to
homer,
and
they
had
golf
carts,
ushering
people
so
there's
flag,
there's
existing
flagrant
violations
of
of
these
conditional
use
permits.
So
anyway,
getting
to
my
main
points.
The
purpose
of
this
committee
is
to
inject
reason
into
the
application
process.
Otherwise
we
would
just
have
computers
process.
The
requests
I
mean:
that's.
We
have
to
have
human
intuition
and
understanding.
So
thank
you
for
for
bringing
the
reason.
AW
Last
night,
the
ada
county
commission
acknowledged
that
that
the
code
is
is
quite
long
in
the
tooth
it
it
needs
to
be
updated
and
there
is
an
ongoing
process
and
addressing
these
social
halls
was
definitely
something
that
was
discussed
last
night
with
regard
to
3
100
sellers,
our
property,
where
we're
a
few
hundred
feet
from
the
blue
sky
property
and
and
we
have
horses
on
our
property
and
and
blm
mustangs.
And
this
just
really,
you
know,
impedes
on
our
kind
of
our
use
for
the
property.
AW
We
have
no
issue
with
the
agriculture,
that's
fine
and
I
think
the
unfortunately
you
know
I
I
I've
spent
four
decades
in
business
and
and
unfortunately,
if,
if
this
application
was
a
work
product
that
came
across
my
desk
as
a
manager,
I'd
send
it
back
as
incomplete
and
unfortunately,
you
all
are
going
to
be
put
in
a
position
tonight
to
make
a
decision
on
incomplete
and
in
incorrect.
AW
The
math
doesn't
even
add
up,
and
so
I
really
feel
that
that,
unfortunately,
the
the
staff
has
done
you
all
a
disservice,
and
so
this
needs
to
be
sent
back
for
for
a
redo
and
specifically
the
the
the
code
says
that
there
shall
be
a
neighborhood
meeting
where,
where
the
the
intent
of
the
nate
intent
and
the
nature
of
the
application
is
to
be
discussed,
that
didn't
happen.
It
needs
to
happen
before
and
in
the
word,
shall
is
very
important
and
I'd
just
like
to
close
with.
AW
If
this
goes
through,
then
then
that
means
that
I
could
farm
tomatoes
and
hold
a
kegger
three
nights
a
week,
the
entire
summer
and
just
sell
tomatoes
for
ten
dollars
and
and
have
music
and
just
do
whatever
I
wanted
that
that
doesn't
make
any
sense,
and
unfortunately
you
know
that's
the
the
level
of
absurdity
that
we're
getting
to
right
now
so
anyway.
Thank
you
very
much
for
your
consideration.
Thank.
A
AX
Good
evening
my
name
is
michael
frano.
I
live
at
6730
north
connector
lane.
I
live
in
the
eagle
foothills
just
east
of
this
area.
This
cup
is
a
mess,
as
other
people
have
said.
There's
there's
too
many
ambiguities
here.
What's
an
occasional
event,
I
I
mean.
Is
that
all
the
time
I
mean
you
picked
up
on
it
right
away
it
the
specificity
in
this
application?
AX
I'm
I'm
sorry.
I
have
to
agree
with
many
people.
Who've
said
this.
This
needs
to
go
back
to
staff.
For
instance,
you
can
have
up
to
three
food
trucks:
okay,
for
how
long
are
just
hours
of
operation
or
can
they
hang
out
before
after
those
hours
separate?
AX
The
problem
with
food
trucks
is
great
great
small
business,
but
most
of
them
run
on
compressors
when
they
shut
their
cars
down
their
trucks
down
their
alternator's
down.
You
now
have
the
honda
generator
on
the
back
or
on
the
top
running,
it's
quite
annoying
and
loud.
We
have
him
at
our
church,
sometimes
several
times
a
year,
and
it's
it's.
You
know
it's
not
great.
It's
not
the
end
of
the
world,
but
again,
there's
no
specificity
to
this
cop.
It's
it's
it's,
it's
all
over
the
place
that
needs
to
be
narrowed
down.
AX
AX
You
get
all
these
farms
that
come
in
properties
that
come
in
and
that's
fine.
Everybody
loves
agriculture.
Just
like
tonight,
everybody's
talking
about
the
people,
I'm
sure
the
people
are
lovely,
everybody
loves
flowers,
same
thing.
Last
night,
vines,
everybody
loves
viticulture,
turn
the
whole
dang
foothills
into
the
ava.
It
won't
get
it
developed
we're
not
against
that
we're
against
events.
AX
AX
Well,
even
if
it's
one
or
two
events
a
year.
Well,
you
have
to
be
now
an
event
venue,
application
and
you're.
Now
the
social
hall
designation
in
the
ada
county
code,
the
social
hall
designation,
was
not
for
commercial.
That
was
never
its
intent.
It
never
was
that
needs
to
be
addressed
and
changed,
because
we're
seeing
this
more
and
more
with
all
these
little
properties
nobody's
against
these
people
doing
what
they're
doing.
Obviously
they
have
a
lot
of
fans.
Wonderful,
I
hope
to
go
there.
Someday
just
haven't
had
the
chance,
that's
fantastic!
AX
A
Thank
you
very
much,
the
lady
that
had
her
hand
up.
AY
Barb
jekyll
2862
haven
drive.
I
don't
know
why
I
wasn't
called
I
signed
up.
I
got
email
confirmation
of
my.
AY
Fault,
I
appreciate
this
opposition
to
offer
a
rebuttal
of
this
proposal.
North
haven
is
a
like.
Everybody
said.
A
local
road
is
the
lowest
classification.
We
have
16
revenue
residences.
AY
I
did
not
find
any
letter
support
from
any
of
them.
I
counted
nine
homes
against
and
we
have
one
vacant
and
one
being
constructed,
and
one
is
the
applicant
out
of
those
16
homes,
and
so
obviously
it
is
seen
as
a
value
for
people
there
is
to
the
quiet
and
the
low
traffic.
AY
We
can
only
react
to
what
was
in
the
cu.
Mp.
Blue
farm
is
trying
to
backtrack
and
on
some
of
those
things-
and
I
think
that's
what's
causing
a
lot
of
the
aggravation
and
calling
alarmists
to
people
but
they're
alarmist,
because
there's
so
many
open
terms,
and
we
all
know
that
what
is
written
is
what
goes
such
as
saying
summer
to
first
frost,
okay,
that
could
easily
be
interpreted
as
may
to
october,
especially
since
they
included
wanting
a
harvest
large
event,
day,
pumpkin
harvest.
AY
So
at
four
days
a
week,
that's
almost
100
days.
If
it
was
open
from
may
to
october,
they
say
75
is
an
average
in
that
season.
That
would
be
7,
500
people
and,
like
mr
seal,
it
said-
and
I
noticed
too
to
get
75
and
there
is
an
average.
That
means
you've
had
a
lot
of
days
with
a
lot
more
than
75
people
and
staff.
AY
AY
And
they
also
say
in
a
lot
of
places,
it's
listed
as
nine
to
one
or
five
to
nine
on
the
staff
approval
it's
listed
at
nine
two
one
and
five,
two
nine
and
they
also
say
on
staff
approval
about
it
being
a
great
economical
boost
for
the
community
it
they
have
said
time
and
time
again
that
they're
only
a
family
operated
business.
They
won't
be
having
any
employees.
AY
So
I
don't
feel
that
that's
accurate
to
add
that
as
a
value
to
this-
and
the
problem
I
really
have
is
that
just
lately
eagle
sold
a
30
acre
park
on
floating
feather
that
was
on
a
connector
road,
a
high
tr
high,
much
higher
traffic
connector
road.
That
just
happened.
So
where
were
all
the
letters
of
support,
they
could
have
had
a
huge
natural
area,
a
huge
flower.
AY
Picking
people
could
have
come,
the
vendors
could
have
come
there,
so
I
think
a
lot
of
the
support
could
have
been
directed
to
that
and
that
could
have
occurred,
which
would
have
met
a
lot
of
the
people
and
support
their
needs
for
having
that
kind
of
area.
Thank
you.
Thank.
A
AJ
AY
AY
AY
They
could
sell
commercially
to
flower
arrangers
to
wedding
planners
to
florist
shops,
there's
a
lot
of
online.
They
could
sell
their
products,
their
honey
and
soap
or
whatever
they
sell
that
could
all
be
sold
online.
So
there's
a
lot
of
ways
to
still
meet
the
private
land
ownership
right
of
making
profit
off
your
property.
Thank.
A
A
Okay,
now
this,
what
what
will
happen
now
is
that
we're
going
to
ask
questions
of
the
staff
and
then
the
applicant
will
get
an
opportunity
to
provide
a
rebuttal.
So
now
is
the
chance
for
the
commissioners
to
ask
questions
to
ms
sanders.
What
questions
do
you
guys
have?
Madam.
A
I
Ms
sanders,
I
have
a
question
about
the
like
how
events
are
counted.
If
there
is
an
event,
that's
supposed
to
happen,
you
know,
let's
say
on
a
saturday
with
a
vendor
that
would
make
it
an
event,
but
that
van
vender
has
to
reschedule.
M
A
Any
other
questions
I
wondered
if
you
could
explain.
A
The
the
the
parking
numbers
again,
so
you
said
that
we
don't
have
any
requirements
for
parking,
and
so
could
we
give
you
directions
that
the
parking
be
reduced
to
30
or
whatever
the
number
that
we
decide?
Could
that
be
part
of
the
part
of
emotion.
M
A
M
A
A
M
B
So,
if
we,
if
we
table
and
are
we
able
to
as
part
of
the
conditions,
a
lot
of
the
concern
that
we've
heard
from
people
is
that
there
was
they
felt
at
least
there
was
not
a
neighborhood
meeting
that
was
made
available.
Can
we
make
a
condition
to
re?
Can
they
have
another
neighborhood
meeting
or
we
is
that
part
of
our
conditions?
We
could
do
if
we
tabled
it.
M
Yes,
I
think
that
you
could
say
that
they
need
to
have
another
neighborhood
meeting
with
the
neighbors.
I
believe
that
they
had
their
neighborhood
meeting
and
that
they
had
enough.
They
tried
to
reach
out
to
the
neighbors
a
couple
weeks
ago
also
to
try
to
address
some
of
the
comments
that
had
come
in.
But,
yes,
we
could,
I
think,
you'd
have.
M
B
A
Thank
you
very
much.
I
just
wanted
to
clarify.
If
we
do
table
it
most
likely,
there
would
be
a
new,
a
new
findings
of
fact,
which
means
that
we
would
have
a
new
public
hearing.
P
A
O
All
right,
I
have
a
list
of
things
in
front
of
me
that
I
will
address
okay,
thank.
O
Okay,
lauren
allen,
2685
north
haven,
drive
an
eagle
madam
chair
and
commissioners.
I
first
want
to
address
the
concern
with
the
neighborhood
meeting.
We
were
given
this
list.
We
have
it
right
here.
This
is
the
radius
list
that
we
were
required
to
send
our
neighborhood
meeting
to.
We
did
our
due
diligence.
We
sent
everyone
a
letter
said
to
in
their
mailbox.
O
We
had
two
people
show
up
to
that
meeting
at
that
beating
we.
We
are
very
new
to
this.
I'm
not,
I
don't
know
exactly
know
the
exact
terms
we
didn't
have
specifics.
We
hadn't
met
with
josh,
yet
he
hadn't
written
our
parking
spaces.
We
were
trying
to
figure
out
everything
so
that
that
is.
Regarding
the
neighborhood
meeting,
we
sent
the
people
that
we
needed
to
send
the
meeting
to,
and
we
also
held
one
we
held
another
meeting
two
weeks
ago
after
receiving
all
the
opposition
letters.
O
O
Another
thing
I
want
to
bring
up
is
everyone
is
bringing
up
that
they
would
like
for
us
to
have
one
event
like
red,
sheer
lavender.
We
are
not
like
redshire
lavender.
We
are
a
completely
different
business.
We
are
a
flower,
you
pick
farm,
they
are
a
lavender
farm
with
their
business.
It
works
for
them
to
have
one
event.
O
Their
event
is
well
attended,
they
have
hundreds
and
thousands
of
people
for
their
weekend
event
and
at
that
event
people
can
cut
lavender
and
they
harvest
the
lavender
after
that
event
for
their
products.
O
So
it's
a
completely
different
thing.
So
having
that
one
event
would
not
work
or
suffice
for
our
flower,
you
pig
farm
as
regarding
the
parking
spaces,
that's
a
huge
issue.
I
I
thought
us
providing
enough
parking
spaces
would
give
the
idea
that
we
had
enough
parking
spaces.
I
guess
people
now
want
less
parking
spaces,
but
they
were
concerned
about
the
winery
having
too
little
parking
spaces.
So
I
guess
like
too
little
too
too
much.
I
don't
know.
O
I
guess
we
need
to
meet
in
the
middle
for
that,
but
we
provided
more
than
enough
to
show
that
there
weren't
going
to
be
parking
on
the
street.
O
Another
thing
I
want
to
address
is
the
petition.
People
are
upset
that
we
have
people
that
are
in
favor
of
favor
of
us
coming
from
nampa
and
boise
and
all
over
the
place.
The
petition
had
signatures
that
came
from
cuna,
star,
boise
and
emmett.
So
I
don't
see
how
that's
any
different.
We
have
opposition
from
out
of
city
and
we
have
support
from
out
of
city.
O
Let's
see
someone,
we
had
quite
a
few
people
saying
that
they
would
support
us
if
we
were
proposing
what
we
did
last
year.
We
are
wanting
to
do
what
we
did.
Last
year.
We
are
wanting
to
have
a
yupik
flower
farm.
We
did
have
a
few
events
last
year.
They
were
pretty
small
events
other
than
that
opening
day
like
we
said
that
we
weren't
going
to
do
again
a
joined
opening
day.
O
O
We
use
a
backyard
speaker.
It's
ambience
background
music.
It's
respectable
music.
It's
played
at
a
very,
very
low
decibel
we're
not
breaking
any
noise
ordinances
that
I'm
that
I'm
aware
of.
O
Let's
see
I,
I
also
don't
really
understand
the
question
of
people
being
concerned
about
us
getting
bigger
and
bigger
and
bigger.
We
are
being
very
transparent.
I
think
yes,
we
need
to
be
a
little
more
detailed
and
I
think
that's
what
hopefully,
the
questions
you
guys
have.
Next,
I
can
answer
what
else
you
know.
I
think,
after
hearing
all
of
this
opposition,
I
wasn't
surprised
by
the
people
who
were
opposing
us
because
they
are
the
same
people
who
I've
heard
that
have
opposed
absolutely
everything
in
our
neighborhood.
O
I
think
whether
we
offered
one
food
truck
one
event.
They
would
still
be
unhappy.
I
I
truly
think
that's
what
would
happen.
We
shared
that
we
don't
want
to
become
some
big
production.
We
don't
want
that.
We
don't
have
the
space
for
that.
We
are
on
five
acres
tonight.
O
I
think
it
was
a
lot
of
people's
goals
that
were
in
opposition
for
us
to
not
get
anything
we
want
here
tonight.
They
claim
that
they're
in
support
of
us
being
a
flower,
you
pick
farm,
but
are
they
really
and
looks
like
I'm
out
of
time.
G
Madam
chair
and
commissioners,
just
as
a
brief
pause,
if
you're
going
to
ask
questions
to
specify
events,
I
would
maybe
recommend
tabling
for
a
month
to
allow
them
to
come
up
with
the
proposal,
because
the
testimony
period
is
closed,
that
no
one
can
respond
to
anything
that
you
ask
and
so
we're
just
I
mean
it's.
It's
not
really
a
it's
not
fair
to
the
public
and
people
involved
to
not
be
able
to
respond
to
those
proposed
number
of
events
or
hours,
or
things
like
that.
I
think
I
would.
A
E
A
couple
quick
quotes:
okay,
thank
you,
man,
I'm
sure,
just
to
clarify,
so
you
mentioned
you'd
like
to
do
in
in
the
future.
What
you
did
last
year
is
that
pretty
close
to
what
you
gave
as
far
as
the
number
of
events
yeah
go
ahead.
O
O
E
Okay,
in
case
you
need
to
have
more
and
then
so
there
would
you
plan
to
serve
or
somebody
would
come
in
and
serve
beer
and
wine
at
the
events.
O
Commissioner,
yes,
that
is
the
idea
we'd
love
to
have.
Do
we
want
that
at
every
event?
No,
I
stated
earlier
that
we
are
a
family-friendly
environment.
We
don't
condone
that
type
of
behavior.
We
don't
condone
excessive
behavior.
The
people
that
do
serve
are
operating
under
their
own
license.
That
is
their
own
livelihood.
That
is
their
own
business.
O
If
they
over
serve,
they
are
putting
their
business
and
livelihood
in
jeopardy.
The
people
that
we
do
invite
they
have
been
to
our
farm
multiple
times
to
the
businesses
that
have
been
to
our
farm.
I'm
sorry
have
been
there
multiple
times,
so
they
are
aware
of
the
types
of
people
that
go:
they're,
family
people
they're
serving
maybe
a
glass
of
beer,
a
glass
of
wine
to
people.
O
You
know
I
understand
that
people
may
have
different
beliefs
and
different
viewpoints
on
that,
but
I
personally
don't
see
what
the
issue
is
with
someone
enjoying
a
meal,
picking
flowers
and
having
a
glass
of
wine.
E
One
more
sorry
about
that,
because
that's
what
you
said
you
had.
You
had
a
big
event
last
year,
but
you
said
that
doesn't
work
for
us
really,
but
on
your
you'd
shown
you
proposed
having
an
opening
and
then
a
harvest.
Is
that
change
you
just
where
one
event
would
suit
you
right
now.
O
Yeah
so
last
year
I
said
we
had
a,
we
had
a
joint
event.
We
were
very
new
hard.
We
really
didn't.
Have
anyone
come
to
that
event?
It
was
mainly
an
attraction
for
red
chair.
We
were
really
gracious
enough
for
them
to
allow
us
to
do
that
joint
event
with
them.
We,
our
large
event
that
we
are
proposing,
is
opening
day
like
we
said
that
we
are
anticipating
a
larger
crowd
because
it
is
opening
day.
People
are
wanting
to
pick
flowers,
they're,
anxious
to
pick
flowers,
our
harvest
festival.
O
A
What
are
the
questions?
Do
people
have
we
you've
heard
miss
sanders,
give
tell
us
that
we
have
three
choices.
We
can
deny
it.
We
can
approve
it
with
conditions
or
we
can
table
it
and
give
you
an
opportunity
to
work
with
the
staff
and
with
your
your
legal
team
and
with
your
your
planning
team
and
with
the
neighbors
and
direct
you
to
do
a
neighborhood
meeting.
A
O
Okay,
I
mean
I.
O
Yeah,
I
mean,
I
think
I
think
the
highest
one
we
want
is
obviously
asking
for
approval.
You
guys
would
have
advised
that
we
have
another
neighborhood
meeting
and
my
fear
is
that
if
we
do
that
again,
we
won't
have
any
show
again.
We've
tried
that
twice
already.
O
I
would
hope
that
people
would
show
up
for
a
third
invitation
to
an
informative
meeting
for
a
a
for
a
farm
that
they
are
so
opposed
to.
I
would
I
would
hope
that
they'd
want
to
find
information
out,
but
we
gave
them
two
opportunities
and
no
one
came
or
minimal.
Two
people
came
so
I
think
we
are
asking
for
approval.
A
A
I
Based
upon
the
hold
on
pardon
me,
I
move
to
table
actually
item
number
two:
zero:
two:
two:
zero
zero
one.
Seven
eight
see
you
msp
to
the
next
planning
and
zoning
meeting.
A
Which
would
be
either
april,
28th
or
march
or
april
28th
or
may
12th
may
12th.
So
there's
a
motion
on
the
floor
to
table
the
application
until
may
12th.
Do
you
want
to
add
anything
to
your
motion
about
what
you
want
to
be
addressed
in
that
time
period
while
it's
tabled.
I
While
it's
tabled,
obviously
another
neighborhood
meeting
and
I
would
love
to
see
the
people
that
are
opposed,
you
know
work
with
the
applicant
to
try
and
find
some
kind
of
agreement.
If
there
is
any,
you
know
on
event,
numbers
parking,
alcohol
on
the
property.
If
that
becomes
a
topic
of
discussion,
you
know
just
try
and
really
address
some
of
those
concerns,
because
I
do
have
questions
about.
I
You
know
the
events
in
general,
but
you
know
per
leon's
recommendation.
I
don't
want
to
ask
those
questions
without
allowing
the
public
to
you
know,
comment
on
those
suggestions
or
questions.
A
Okay,
there's
a
motion
to
table
this
application
until
may
12th.
Is
there
a
second.
A
Commissioner
brown
seconded
it
so
we'll
go
ahead
and
have
some
conversations.
Would
you
like
to
talk
about
your
motion.
I
Yes,
thank
you,
madam
chair,
so
I
wrote
a
lot
down
on
post-it
notes,
so
let
me
go
through
them
one
by
one,
with
it
being
right.
Next
to
red,
chair
lavender,.
I
To
me,
it's
not
so
far
out
of
the
blue,
you
know
it's
not
like
it's
not
adjacent
to
anything
of
its
nature,
even
though
it's
not
the
exact
same
as
retro
lavender,
you
know
it's
at
least
a
comparable
thing,
so
to
speak.
So
to
me,
that
kind
of
gives
me
a
little
bit
of
comfort
that
they're
next
to
each
other.
I
will
admit.
I
I
do,
I
do
think
a
three
year
review
period
could
be
beneficial
where
everyone
comes
back
in
three
years,
because
then
that
would
also
give
the
applicant
three
whole
seasons.
I
think
a
one
year
period
or
a
two
year
period
really
wouldn't
be
enough
to
actually
see
how
it
goes
since
their
like
season
is
only
three
to
four
months,
so
that's
only
a
in
a
one
year
period
that
would
only
allow
one
season.
I
I
I
I
think
just
some
clarification
on
like
the
vendors
stuff,
like
that,
you
know
maybe
some
restrictions
on
the
type
of
vendors
or
the
amount
of
vendors
allowed
on
the
property
per
event.
It's
beneficial
to
again
kind
of
find
that
midway
point
where
there
still
are.
You
know
snow
cones
allowed
on
the
property,
but
at
the
same
time
not
turning
it
into
what
could
potentially
be.
You
know
a
food
truck
park
or
food
truck
party.
A
Thank
you
very
much,
commissioner
brown.
Would
you
like
to
make
comments
yeah.
C
B
I
just
the
tabling
thing
I
I'm.
I
just
don't
think
I
agree
with
a
lot
of
the
comments
that
were
made
that
I
think
we're
a
little
vague
on
some
of
the
stuff
that's
on
here
and
I'm,
as
you
guys
know,
and
some
people
in
the
room
they've
been
here
before
I'm
I'm
a
big
homeowner,
a
landowner
rights
you
know
advocate
for
for
people
getting
to
do
what
they
they
want
their
property.
B
But
I
also
think
in
this
situation,
there's
there's
there's
a
vagueness
there
that's
hard,
even
for
me
to
push
towards
that
with
them
with
the
thoughts
of
the
neighborhood.
You
know
with
the
neighbors
around
we're
always
putting
this
situation
a
lot
where
we're
not
going
to
make
everybody
happy.
It's
always
it's
kind
of
our
job
and
it
seems
like
especially
with
this
neighborhood
I
think,
they're
pretty
staunch
about
keeping
it
the
way
it
is.
But
I
think
that
this
is
a
a
lot
better
compromise.
B
I
mean
it
sounds
like
a
pretty
good
business.
I
think
there's
just
a
few
tweaks
here.
I
do
see
the
potential
of
possibly
coming
to
an
agreement
with
a
few.
You
know
setting
of
the
you
know.
The
parking
thing
was
a
big
thing,
but
that
I
agreed
with
one
of
the
testimony
that
said,
you
know
this
is
permanent.
It's
on
paper,
it's
something
that
travels
with
the
property
that
I
don't
doubt
for
a
second,
that
the
applicants
are
have
great
intentions
for
this.
B
We
don't
know
what
the
intentions
of
our
for
the
next
person
that
gets
that
piece
of
paper,
so
I
do
think
there
needs
to
be
a
little
clarification
in
what
we're
doing.
I
think
people
should
be
able
to
do
this.
I
think
this
business
is
great.
I
think
that
it
has
a
lot
of
potential
and
and
is
a
good
thing
to
have,
but
I
think
we
need
to
clarify
on
a
few
of
these
things.
AZ
I
am
a
pro
land
right
guy
too,
but
what
I
see
on
a
lot
of
there's
just
too
many
holes
in
this
application.
It's
too,
like
commissioner
brown
said
you
know
it's
too
vague,
there's
too
many
things
that
are
unknown.
There's
too
many
ways
for
people
to
manipulate
the
situation,
to
not
protect
the
other
homeowners.
AZ
Next
to
you,
I
I
I
mean
if
it's
me,
if
I
can
give
some
advice,
I
don't
know
if
that,
but
I
would
definitely
have
another
neighbor
neighborhood
meeting
at
least
you're,
showing
your
due
diligence
you're,
giving
it
a
try
you're,
giving
them
the
chance
to
do
it.
AZ
What
I
would
advise
if
it's,
if
it's
me,
I'm
finding
somebody
that
is
not
necessarily
related
to
you
or
whatnot
that
can
be
there
and
and
speak
for
you
in
my
opinion,
because
there
is
going
to
be
a
lot
of
emotion
involved,
and
I
think
I
think
if
you
had
somebody
to
more
or
less
be
a
mediator
to
listen
and
not
get
offended,
I
think
you're
gonna.
I
think
it's
gonna
help.
You
guys
come
together
too
somewhat.
AZ
I
really
think
there's
got
to
be
a
lot
of
parameters
set
here
and
and
and
be
explicit.
You
know,
I
mean
we're
hearing
a
season.
Frost
season,
you
know,
are
we
talking
40
weeks?
Are
we
talking?
AZ
You
know
three
months,
and
you
know
I
read
the
one
thing
in
here:
I
don't
my
screen
unfortunately
went
dead,
but
the
three
three
trucks
a
a
day
or
or
however,
that
red
it
it
just.
Doesn't
it
doesn't
explain
it
like
three
food
trucks?
And
you
know
I
mean
to
me
it's
like
all
right.
Is
that
going
to
be
three
food
trucks
a
week
you
know
I
mean.
Are
we
only
allowing
you
to
do
that,
one
time
with
three
food
trucks
a
week?
AZ
So
if
you're
doing
12
weeks
of
your
of
your
planned
season,
that
means
that
food
trucks
are
only
there
12
times,
or
does
that
mean
hey
it's
four?
That
means
there's
48
times
so
I
mean
you
can
really
break
this
down.
How
big
are
the
large
events?
You
know
I
kind
of
how
big
are
the
small
events,
the
painting
events,
you
know
and
I
think
those
parameters
so
that
these
homeowners
know
what
they
expect
out
of
you
guys,
I
think,
there's
a
there's
a
lot
of
that.
That
needs
to
happen.
AZ
I
do
like
the
three-year
look
back
as
well
to
try
to
help
make
sure
these
guys
are
doing
what
they
said.
They're,
gonna
do,
and
and
and
not
taking
advantage
of
the
situation.
AZ
F
F
For
those
past
events
bear
only
the
slightest
marginal
relevance
to
future
events
would
be
permitted
if
this
application
is
granted
and
social
hall
status
is
given,
as
was
stated
at
the
beginning
of
this
meeting.
The
definition
of
undue
adverse
impacts
under
the
eye
under
the
ada
county
code
is
measurable,
increases
in
noise,
light,
odor,
visual
or
other
measurable
impacts
that
diminish
use
of
enjoyment
of
property
or
are
detrimental
to
the
public
health
safety
and
or
welfare.
F
Most
of
the
support
this
evening
has
been,
as
mentioned,
from
people
who
do
not
live
near
this
property.
The
opponents
here
and
there's
been
many
of
them
do
not
strike
me
as
mean-spirited,
evil
delusional,
not
in
my
backyard
people.
Rather,
these
people
are
the
very
surrounding
property
owners
that
are
referred
to
in
the
ada
county
code.
Who've
raised
legitimate
concerns
regarding
safety
and
the
enjoyment
of
their
property
free
of
the
very
undue
adverse
impacts
that
are
described
in
our
code.
F
I
don't
care
if
new
property
owners
that
come
into
this
area
are
from
orofino
or
from
oakland.
What
I
do
care
about,
however,
is
when
somebody
buys
property,
knowing
what
they're
allowed
to
do
on
that
property
and
then
come
before
this
board
and
seek
to
upend
the
lives
of
residents
who
live
in
that
area.
F
F
We
should
deny
this
application
in
the
future.
We
should
hold
applicants
that
want
social
hall
status
or
event
center
status
to
that
they
want
to
put
them
in
residential
neighborhoods
to
a
high
standard.
We
should
require
them
to
bear
the
burden,
to
show
that
there
will
be
no
undue
adverse
impacts
on
surrounding
properties.
A
D
A
lot
of
the
same
sentiment
in
in
in
thoughts
as
many
of
you
in
the
room.
You
know
I've.
I've
stated
before
that.
I'm
a
huge
proponent
of
property
rights
and
understanding
that
there's
there's
gold
goal
posts
range
fans
that
you
have
to
stay
with
inside
of
to
protect
everyone.
So
I
yeah
along
with
that.
D
I
appreciate
commissioner
exton's
tabling
and
I
would
I
guess
I
would
reiterate
my
thoughts
on
what
I
would
expect
to
see,
or
at
least
entertained
is,
as
far
as
conditions
of
approval
and
restrictions
with
with
this
application,
because
it
does
have
the
potential
to
not
necessarily
by
this
applicant,
but
in
the
future,
to
become
the
monster
that
everybody's
trying
to
to
keep
out
of
the
area.
D
D
I
don't
know
if
what
you're
hearing
is
loud
or
not
loud,
also,
my
my
hearing's
going
bad,
even
though
I'm
only
32
which
kind
of
stinks,
but
I
can
certainly
sympathize
with
with
not
being
bothered
by
loud
noises
and
looking
at
the
total
number
of
restrictions
on
people.
In
the
total
number
of
events,
there
was
some
effort
in
in
our
exhibit
and
the
conditions
of
approval.
We
have
something
there,
but
I
think
that
that
needs
to
be
looked
at
and
if
it
meets
the
seasonal
requirements
and
and
further
restrictions.
D
The
parking
requirements-
I
totally
agree
it
kind
of
scares
everybody
when
they
see
that
many
parking
spots
and-
and
so
I
think
that
that
definitely
needs
to
be
taken-
a
look
at
and
then
also
the
review
period.
That's
one
of
the
tools
that
you
know
having
a
large
commission,
you
get
those
things
brought
up
again.
I
think,
looking
at
a
three-year
or
something
longer
is
great
too
so
future
commissions
can
help
make
sure
that
the
monster
is
still
being
caged.
So
thank
you.
E
Thank
you,
madam
chair.
I
think
I
I
don't
agree
that
we
should
table
this.
I
think
we
can
come
up
with
a
solution
either
to
deny
or
to
put
some
restrictions
to
make
this
acceptable.
The
applicant
is
asked
tonight
to
to
approve.
E
The
other,
and
rather
than
stretches
I
do
agree.
We
probably
will
end
up
just
where
we're
at
that
there's
not
a
lot
of
room
for
compromise.
I
I
go
back
to
just
the
way
the
the
zoning
reach.
It's
probably
pretty
close
to
this
is
residential
rural,
but
it's
primarily
intended
for
single-family
residents
residential
development,
a
lot
of
large
acreages
which
can
be
transitioned
from
agricultural
to
residential
use
or
make
them
with
small-scale
ag
uses
with
residential
uses.
Never.
E
Anything
about
commercial
uses
and
I,
if
you've
got
food
trucks
and
you've
got
events
going
on.
That
is
a
commercial
use
in
my
mind
and
I'll.
Never
let
go
of
that
if
you're
doing
something
connected
directly
with
your
flower
activity,
then
as
a
retail
just
like
the
people
next
door
at
the
the
lavender
lot
there,
they
they've
got
they're
open
seven
days
a
week
all
day
long
just
about,
but
I
think
I
think
we
can
put
enough
restrictions
on
this.
E
As
you've
mentioned
dates
of
operation
number
of
events,
people,
you
know
right
now,
you're
only
operating
for
primarily
four
days
a
week.
We
can
limit
the
time
so
that
those
residents
that
are
near
there
can
enjoy
their
properties
in
the
evening
when
they're
home
and
and
for
the
most
part
for
the
for
the
majority
of
the
week,
and
still
you
can
conduct
your
business
just
as
your
neighbors
do
with
the
lavender
farm,
but
I
don't
think
we
should
table
this.
E
I
think
we
can
hammer
out
something
either
and
if
it
comes
down,
we
can't
come
with
something
we
can
deny
they're
operating
under
some
kind
of
a
conditional
use.
Right
now
and
that's
a
little
vague
on
that,
what
what
are
they
operating
under
in
order
to
do
their
their
flower
cutting
business?
But
I
I
think
that
they
provide
a
service
and
a
good
outreach.
E
It's
just
again
that
it
morphs
into
something
more
than
it
should
be,
and
I
think
we
need
to
try
to
prevent
that,
but
again,
just
the
limiting
times
of
operation
dates
of
operation,
number
of
people,
no
food
trucks,
one
cart
vendor
per
one
cart
vendor
at
most
no
alcohol
sales
and
limit
that
way.
It's
not
it's
not
their
responsibility
to
support
small
business
out
of
your
residential
home.
It's
nice
that
the
woman
who
said
they
you
sold
her
candy
there.
It's
it's
nice
to
be
able
to
do
that.
E
A
Any
other
comments
my
comment
is:
is
I'd
like
to
see
this
move
forward
in
one
way
or
the
other,
either
as
a
denial
or
as
a
as
an
approval
with
a
lot
of
conditions,
like
commissioner
wickstrom
just
said,
I
think,
by
by
tabling
it
or
or
doing
a
denial.
I
think
this
is
going
to
eventually
end
up
in
front
of
the
county
commissioners,
and
so
I
think
we're
just
dragging
everybody
out
for
another
public
hearing
and
another
public
hearing
and
another
public
hearing.
A
So
part
of
me
wants
to
just
be
just
move
it
along
and
and
make
a
decision
and
and
let
it
end
up
where
it
ends
up,
which
is
a
very
practical
approach.
I
live
in
an
area
that
has
some
uses
that
I
don't
appreciate.
So
I
can
appreciate
that
we
want
to
specify
how
many
days-
and
I,
when
I
read
this,
how
it's
listed
it's
like
wednesday
through
saturday
for
four
to
five
hours
at
a
time,
so
nine
to
one
or
five
to
nine.
A
I
it's
not
clear
if
that's
like
only
you
know
wednesday,
thursday,
friday
saturdays
four
days,
there's
nine
hours.
So
is
it
four
days
with
all
both
time
slots
or
either
time
slots?
I
mean
it's
not
very
clear,
and
so
the
parts
that
are
not
very
clear
leads
me
to
say:
okay,
we
should
table
it
and
let
everybody
figure
out
exactly
what
it
is
and
so
I'm
kind
of
torn
between.
Do
we
table
it
and
figure
out
exactly
what
it
is
or
do
we
just
deny
or
approve
it
and
let
it
move
forward.
B
B
You
know
it's
I'm
not
quite
with
commissioner
birch
on
the
on
the
denial,
but
I'm
that's
why
I'm
going
to
the
table
because
I
just
I
don't
think
I
feel
comfortable,
proving
something
and
being
able
to
hit
all
the
things
I
think
we
need
to
do.
I
mean
I
don't
think
it's
fair
to
the
applicant
or
sta.
I
mean
I
think
there
needs
to
be
more
time
given
to
try
to
address
the
concerns.
Maybe
I
just
because,
with
the
approval
with
I
mean
I'd,
be
a
lot
of
stipulations.
F
F
So
again,
that's
why
I
suggest
denying
it,
because
I
agree
I
mean
you
might
be
able
to
as
commissioner
wickstrom
as
commissioner
browns
indicate
you
may
be
able
to
come
up
with
something,
but
what
you're
going
to
come
up
with
that
will
make
the
neighbors
happy
is
basically
what
the
applicant
is
allowed
to
do
right
now:
no
alcohol,
no
large
meetings,
no,
no
noise!
That
can
be
heard.
F
E
Yeah,
just
michelle
burch,
just
I
I
think
you
always
get
to
the
core
of
the
issue.
Do
we
are
we
going
to
approve
a
social
hall
and
then
the
answer,
my
answer
would
be:
no.
We
shouldn't
we're
to
approve
a
flower
agricultural
operation,
a
social
hall
and
to
try
to
water
it
down
to
the
point
where
we
can
control.
That
is.
E
E
No,
we
we,
like
everybody
else.
It's
I
like
to
put
the
wine
just
grow
wines,
go
grapes
and
grow
flowers,
but
beyond
that
it
just
it's
something
that
doesn't
fit
into
the
neighborhood
so
rather
than
try
to
control
it.
Let's
stick
with
your
ag
operations
and
the
event
center
just
doesn't
fit
there,
and
that
would
be
purpose
a
reason
to
deny
it.
B
And
I
totally
respect
commissioner
burch's
on
stance
on
this,
and
I
know
that's
how
he
stands
on
on
these
events
and
my
boyfriend
might
have
with
that
doing
the
adverse
effect.
B
If
a
neighbor
moves
in
down
the
street
from
me
that
has
three
teenage
boys
and
they're
that
they're
loud
and
they
they
have
an
adverse
effect
on
me.
If
somebody
builds
a
house
across
the
street
from
me,
it
has
an
adverse
effect
on
me
now,
because
I
used
to
have
a
open
field
that
I
could
see
the
mountains
or
whatever.
I
think
you
know.
B
The
people
that
live
by
an
albertsons,
that's
being
built
out
in
south
boise
have
an
adverse
effect
because
there's
going
to
be
a
brand
new,
really
nice
grocery
store
built
in
front
of
their
house
and
it's
going
to
increase
traffic.
So
I
the
problem
we
have
is
everything
that
is
development
and
is
growing,
is
going
to
be
that
way
and
and
then
you
know,
I
get
it
and
I
I
I
sympathize
100
with
anybody.
That's
adversely
affected
by
anything,
but
unfortunately
you
know
anything
that
changes
is
going
to
be
adverse
to
somebody.
A
P
B
F
The
difference
is
that
when
the
neighbor
moves
in
with
the
rowdy
kids
they're
shooting
hoops
all
night
they're
allowed
to
do
that
by
right.
This
applicant
is
not
allowed
to
do
what
they
want
to
do
by
right.
They've
come
to
us
to
ask
us
as
a
commission.
Can
we
do
this
and
we've
heard
from
the
neighbors
that
have
said?
No,
don't
let
them
do
that,
but
that's
the
fundamental
difference
between
the
neighbors
that
moves
in.
B
I
see
that
the
other
thing
that
I
think-
and
this
has
come
up
again
with
noise
for
me-
is
it
it's
if
you're
gonna
tell
someone
they
can't
have
amplified
music?
Does
that
mean
all
the
neighbors
don't
get
to?
They
want
to
go
out
and
wash
their
car
and
turn
their
bluetooth
on.
Can
they
listen
to
amplified
music?
If
those
people
are
upset
about
it,
you
know
they
don't
want
to
hear
your
music
while
you're
washing
your
car
like
it's,
not
an
apple
forever.
You
know.
B
Is
that
mean
if
we're
not
going
to
have
alcohol
at
their
property?
Does
everybody
else
on
the
street
not
get
to
have
alcohol
at
their
property
and
have
somebody
come
over
for
a
super
bowl
party
and
have
25
people
at
their
house
that
drink
at
the
super
bowl
party
and
then
drive
home
down
homer
yeah?
Those
are
those
are
the
fine
lines.
B
You
know
super
bowl
party
or
if
you
want
to
have
my
son's
graduation
party
at
my
property,
I
can't
do
that
or
if
I
can't
have
amplified
music
when
I
want
to
mow
my
lawn
or
have
a
barbecue
with
my
friends.
So
there's
certain
things
where
you
kind
of
have
to
have
a
little
faith
in
humanity
that
the
people
that
do
this
are
going
to
be
respectful
to
the
neighbors.
And
I
get
it.
I
got
neighbors
that
aren't
respectful
to
me
and
there
may
be
neighbors
who
think
I'm
not
respectful
to
them.
B
But
the
fact
is
we
got
to
give
a
little
bit
of
at
least
and
say:
hey
we're,
giving
you
guys
an
opportunity
to
run
a
business,
and
these
are
the
things
we
ask
you
not
to
do
to
to
project
something
on
and
say
well
in
the
future
they're
going
to
throw
raging.
Keger
parties
here
you
know
anyone
could
do
really
weird
stuff
with
their
property.
We're
kind
of
going
to
put
the
faith
in
the
fact
that
they're
not
trying
to
do
that.
AH
A
So
I
think
the
motion
on
the
table
is
to
the
motion
on
the
table
is
to
table
this
application
for
until
may,
10th
may
12th.
So
the
only
other
comment
I
have
that
didn't
wasn't
brought
up
was
I
really
would
have
loved
to
have
seen
something
from
achd
about
the
traffic,
and
so
the
fact
that
they
didn't
respond
is
normal
and
we
don't
always
know
what
they
think
and
so
usually,
if
they
don't
respond,
that
means
they,
don't
they
don't
worry
about
it,
but
that
is
part
of
that
hole.
That's
missing
in
this.
A
I
I
honestly
think
that
by
tabling
it
we're
just
making
we're
drawing
this
out
for
a
really
long
time
and
so
I'd
like
flowers
to
get
planted
and
that
that
you
pick
farm
to
figure
out
whatever,
whatever
it
is,
and
so
I
I
want
to
make
sure
that
we,
you
know,
help
move
this
along
in
a
way
that
makes
sense
so.
I
Well,
madam
chair,
yes,
I
would
be
willing
to
withdraw
my
motion
as
long
as
there
is
in
fact
that
review
period
I
feel
like
that
would
be
the
only
way
I
personally
would
be
confident
about
in
favor
of
an
approval
with
you
know,
like
we've
all
said,
multiple
multiple
restrictions
and
then
have
that
three
year
review
period,
because
then,
at
that
review
period,
as
we've
discussed
before
we're
able
to
either
add
new
restrictions
as
we
see
fit,
or
even
remove
some
added
restrictions,
as
we
see
fit
at
that
review
period.
I
But
to
echo
commissioner
brown,
I'm
really
torn,
so
you
know
I
do
want
to
see
this
move
forward.
You
know
one
way
or
the
other,
but
at
the
same
time
there
are
so
many
holes,
and
I
don't
at
least
for
myself
unless
we
all
take
a
stab
at
the
different
conditions.
I
don't
know
if
I'm
at
least
able
to
find
all
those
holes
and
fit
all
those
holes
in
one
foul
swoop,
motion
yeah
and
I
would
personally
not
want
to
have
to
recite
an
entire
list
at
the
end.
I
I
I
My
phone
does
not
like
me
tonight.
I
would
like
to
withdraw
my
motion
table.
C
A
H
I
A
AJ
A
Is
there
a
second
okay,
it
has
been
moved
and
seconded
to
approve
it
with
the
extra
limitations
of
two
events
per
week,
a
limited
50
parking
spaces
and
vendors
on
the
property.
Only
during
the
times.
F
AZ
I
have
to
agree
with
that.
There's
so
many
holes
just
from
testimony
of
I'm
hearing
monday
wednesday
friday
and
then
I'm
looking
at
the
numbers,
the
dates
the
yeah
I
just
I
just
don't
know
if
we
can
come
up
with
something
that
would
fill
this
many
holes
by
approving
it.
That's
that's
my
only
that's
my
tough
thing
on
it.
I
mean
I
don't
know.
I
guess
I'm
still,
I'm
still
stuck
on
table
and.
I
I
guess
I
might
have
to
reword.
My
motion
then
only
allow,
I
guess
for
me
what
I
meant
by
two
events,
and
I
should
have
phrased
it.
Better
is
only
allowing
vendors
twice
a
week
twice
a
week
on
your
property
and
I
guess
more
of
a
discussion,
not
an
amendment
of
my
motion,
but
we
could
just
make
it
cleaner
than
say
from
nine
to
nine
or
just
five
to
not
five
pm
to
nine
pm
and
just
eliminate
that
ambiguity
right
here
now
between
the
two,
the
awkward
two
time
slots.
AZ
Commissioners,
mr.
A
AZ
Yeah
my
whole
thing
is
madam
chairs:
what's
defined
as
a
season
where
I
mean
yeah,
we
got
monday,
tuesday,
wednesday,
but
or
thursday
I
mean
is
that
every
day
you
know
for
360
days
of
the
year
I
mean
what
she
talked
about
before
was
a
season
of
only
40
day.
You
know
40
total
days.
Only
so
I
mean
we
have
we
defined
that
season.
AZ
AZ
A
It's
a
challenging
one,
so
it
needs
to
be
defined.
What
my
comment
is:
I
agree
that
we
need
to
say
june
through
october,
but
we're
again
going
through
and
setting
up
all
these
conditions
that
we
don't
even
know
if
the
applicant
wants
or
or
people
will
be
happy
with,
so
we're
setting
up
a
whole
bunch
of
things
that
they
either
have
to
take
it
to
the
county
commissioners
and
get
it
appealed.
B
B
I
respect
the
fact
that
we're
trying
to
get
this
off
because
we
we
know
that
it's
going
to
come
back
ground
and
we're
just
stretching
it
out
and
we've
got
time
that
we're
worried
about
here,
but
you
know
as
we
as
they
said,
their
season
isn't
till
july,
so
we
do
have
a
little
bit
of
time
to
get
this
worked
out,
but
I
just
think
there's
no
way
that
I
can
feel
comfortable
giving
that
approval.
So
I'm
either
going
to
table
it
or
deny,
and
I'm
not
fond
of
a
denial
on
this
one
either.
B
So
it's
kind
of
pushed
me
into
this
just
due
to
the
fact,
like
I
said,
there's
so
many
so
many
stipulations
that
need
to
be
stated
in
here,
and
we
talked
about
you
know
the
first
one
testimony
first
came
from
the
applicant.
You
know
168
hours,
I
think
she
said
in
a
year.
Well
that
doesn't
sound
very
intrusive
at
all.
You
know
how
do
we
specify
that
in
the
into
the
paperwork
that
way
you
know
to
make
it
sound
like
that?
Originally.
A
Open
right,
so
the
paperwork
from
my
I
agree
with
you
from
my
observation-
is
that
being
open
wednesday
through
saturday
for
four
to
five
hours
from
nine
to
one
and
five
sounds
like
a
lot
more
than
160
hours.
So
I
would
agree
with
you.
I
I
I
I
I
don't
see
the
adverse
effect
on
them
since
it
is
so
subjective.
I
guess
kind
of
echoing
back
to
what
you
said,
commissioner
birch.
I
don't
see
how
their
they
would
be
impacted
adversely
by
living.
You
know
off
of
warm
springs
so
far
away
from
this
that
I
feel
like
a
one-mile
radius
for
the
public
testimony.
E
Chair
I
restricting
the
testimony.
Would
it
wouldn't
really
help
that
much
we've
had
a
pretty
broad
input
from
neighbors?
You
know
people
who
live
on
the
street.
People
live
in
the
adjacent
development
people
who
are
located
within
half
a
mile
three
quarters
a
mile
a
mile,
and
even
if
you
took
those
the
people
who
were
outside
the
area,
we
still,
we
have
a
general
feel
for
how
what
people
are
either
in
support
or
against
this.
I
think
we've
heard
enough
into
here
to
boil
it
down
just
to
those
nearby
residents
not
going
to
change
anything.
AZ
Can
we
well,
madam
chair,
can?
Can
we
do
it
to
where
the
I
mean
we've
heard?
Like
commissioner
burns
bergstrom
has
said,
we
we
know
where
everybody's
really
at
you
know.
AZ
My
thought
is,
is
what
I
would
love
to
see,
and
I
don't
know
if
it
if
it
is
the
due
diligence
of
that
neighborhood
meeting,
and
you
know
if
people
truly
are
opposed
of
it
or
in
for
it
or
whatever
they'll
show
up
and
I'd
love,
to
see
kind
of
the
notes
off
of
that
in
an
exhibit
to
show
me
hey
these.
These
are
the
people
that
really
care
about
it,
one
way
or
the
other
or
or
what
not
and
like
to
know.
AZ
If
that
that
neighborhood
meeting,
because
you
know
it's
back
to
a
he
said,
she
said
thing
on
yeah,
nobody
showed
up.
Two
people
showed
up,
I
didn't
get
the
paperwork,
but
that's
that's
kind
of
my
thought
is,
is
we
know
where
all
the
public
really
is,
but
can
we
have
it
to
where
it's
more
of
she?
You
know
the
applicant
just
presenting
it
at
the
next
hearing
like
this
is
what
we've
we're
putting
before
you.
A
A
G
B
It's
you
know,
the
big
thing
is,
I
think
we
know
where
the
I
mean
where
they're
going
to
stand.
I
mean
we
I'm
pretty
solid,
that
we
know
you
know,
but
I
also
think
that
you
know
people
that
are
especially
the
the
groups
that
have
been
here
before
with
us.
You
know
we're
not
I'd.
I'd
like
to
see
some
kind
of
compromise.
You
know
I
mean
I'm
not
one
to
just,
because
people
won't
come
in
and
steamroll
exactly
how
they
want
it
and
say
this.
B
Is
it
and
we're
not
going
to
give
at
all
that
this
is.
This
is
how
it
is.
I
think
there
needs
to
be
a
compromise
there
and
I
you
know
we
tend
to
see
the
applicant's
always
the
one
trying
to
compromise,
and
then
we
don't
get
it
from
the
other
side
in
multiple
occasions
over
you
know
our
other
cases,
I'd
like
to
see.
That's
where
I
think
the
having
a
meeting,
because
everyone
that's
here
now
is
hearing
to
say,
okay,
you
now
know
there's
going
to
be
another
meeting,
you're
not
going
to
miss
it.
B
This
time
get
together
and
come
up
with
some
sort
of
compromise.
That's
the
only
way
it's
going
to
work.
I
mean
it's
just
the
way
it's
written
right
now
is
not
going
to
work,
so
it's
either
compromise
or
you
know,
unfortunately,
for
the
applicant
we've
got
to
figure
something
out
or
it's
a
denial.
You.
A
Know
I
I
heard
a
lot
of
even
the
people
that
were
against
the
commercial
aspect
of
the
property
for
the
agricultural
aspect
of
the
property,
which
is
the
growing
of
the
flowers,
and
so
it
seems
like
there
is
some
common
ground
there,
something
that
can
be
built
upon.
So.
E
Yes,
that's
a
good
point.
The
thing
is
again:
it
gets
back
to
you
you're,
applying
for
a
social
hall
con
conditional
use,
but
from
what
we've
talked
about
we've
stripped
it
down
so
much
you
walked
out
of
here
with
a
conditional
use
from
it.
E
It
wouldn't
do
any
good
as
far
as
being
able
to
even
operate
your
business,
because
we're
telling
you
what
times,
what
days,
what
you
can
do,
what
you
can't
not
even
trusting
you
as
a
business
owner
to
be
able
to
do
something
responsible
and
yet
you're
running
a
responsible
business
with
the
agricultural
aspect
that
people
support
it's
just
going
into
more
in
the
social
that
people
are
against,
and
we
agree
that
well.
E
Some
of
us
agree
that
that's
not
appropriate
for
this
neighborhood
so
and
just
the
restrictions
we've
started
to
talk
about
right
now
are
interfering
with
what
you
used
to
do
and
just
being
open
four
days
a
week
to
have
your
retail
people
come
in
and
build
big
flowers.
That's
all
that's
half
of
that's
been
stripped
away
here,
so
it's
going
to
affect
whatever
operations
you
do
have.
So
that's
why
it's!
It's
not
a
slap
in
the
face
to
have
the
denial
for
the
social
part
of
it.
G
Madam
chair
commissioners,
just
one
click
clear,
quick
clarification:
there
is
no
use
approval
in
place
now
that
allows
people
to
show
up
to
the
site
and
do
events
and
pick
flowers.
So
that
was
a
see.
I
think
we
had
a
seasonal
use
approval
or
a
temporary
use
approval
on
that
last
year.
So
as
to
miss
sanders
point
earlier,
anyone
arriving
on
site
to
you
know
do
commercial
activity.
G
A
W
A
I
I'm
sure
yes,
I
guess
the
only
other
thing
that
I
would
really
love
to
see
is
like
a
true
focus
would
be
the
event
aspect
of
it.
You
know
since,
like
you
said,
a
lot
of
the
people
that
have
been
in
opposition
of
this
are
totally
found
with
the
flower
picking
side
of
things,
so
it
does
seem,
like
the
you
know,
more
formal
event
with
bringing
on
you
know
on
off-site
people
on
site,
this
retail
sale
of
other
things
outside
the
flowers
like
to
see
a
lot
of
discussion
about
that
specifically.
I
A
While
that,
while
you're
while
they're
bringing
it
back
to
us,
we
want
to
know-
and
this
isn't
part
of
the
motion-
but
this
is
part
of
the
discussion
that
everybody
can
hear.
P
AZ
The
definition
of
season
would
you
know
I
mean
you
got
a
season
cup
last
time.
You
know
I
mean
look
where's
that
where's
that
season
gonna,
be
you
know
a
hard
divine
within
within
a
month's
time.
I
would
assume
you
know
what
I
mean,
because
frost
and
all
that
stuff
could
change
that.
But
that's
what
I'd
like
to
see
a
lot
more
of
I'd
also
like
to
see,
I
don't
believe
in
seeing
food
trucks
three
days
a
week.
C
C
A
Think
we've
heard
a
lot
of
the
comments
about
the
testimony
and
I
agree
if
I
had
a
food
truck
next
door
to
me
three
days
a
week.
It
wouldn't
make
me
happy
to
have
a
hundred
people
with
a
food
truck
three
days
a
week
every
week
from
june
1st
to
october
15
15.
That
would
be
a
lot
of
a
lot
of
stuff
going
on
so
so
you've
gotten
a
lot
of
information
we'll
see
each
other
in
in
a
month
if
this
passes.
So
all
those
in
favor
of
tabling
this
motion,
please
say
aye.
C
F
A
Okay,
we've
got
two
nays
and
five
eyes,
so
it's
tabled,
which
means
that
the
applicant
will
work
with
the
staff
and
have
a
meeting
and
then
you'll
bring
it
back
to
us
with
a
new,
a
new
plan.
So
is
there
anything
else
for
this
meeting?
We
need
to
approve
the
minutes.
A
Jim
yep
yeah
I'd
love
to
hear
that
too.
So,
the
minutes
from
the
march
10th
meeting,
I
have
a
motion
to
approve
those
minutes.
F
A
D
G
Yeah,
thank
you
chairman,
commissioner,
so
sorry
for
all
the
hot
mics
tonight.
That
was
a
little
a
little
rough,
we'll
try
to
get
that
sorted
by
the
28th
of
april.
Just
to
remind
you,
we
are
doing
a
second
hearing
this
month
and
that
sounded
like
news
to
some
of
you.
So
I
apologize,
but
we
are
busy
enough
that
we
are
we're
having
to
use
those
and
so
anyways
we'll
send
out
calendar.
My
reminder
if
it's
not
already
on
your
calendar,
but
we
are
shooting
for
an
april
28th
meeting.
G
So
let
me
know
if
that's
a
problem.
I
need
four
of
you
so.
G
It
is
a
public
hearing
yeah
we
will
have
items
to
here.
It
won't
be
one
of
those
fun
workshops
that
we
got
to
do
for
this.
So
so
last
night,
at
the
board
we
had
three
items.
First
was
a
subdivision
private
road
out
on
columbia,
road,
a
preliminary
plat.
It
was
approved
a
pretty
simple
residential
subdivision.
G
Second,
one
was
a
variance
conditional
use,
master
site
plan
and
a
one-time
division
for
a
property
off
of
north
star
road
that
is
seeking
to
separate
some
property
and
do
a
outdoor
storage
use
that'll.
That
also
was
approved,
and
then
the
appeal
of
3100
sellers,
which
you
guys
heard
a
month
or
two
ago.
G
I
can't
recall
how
long
everything's
bleeding
together
right
now
that
was
tabled
by
the
commission
with
some
very
specific
direction,
on
new
conditions
and
for
staff
and
the
applicant
to
go
well
mainly
staff
to
come
up
with
some
new
conditions
that
really
ratchet
down
events
and
hours
and
a
lot
of
the
things
that
you've
talked
about
here
today
for
the
3100
sellers
use.
G
So
we
will
be
meeting
with
the
board
again.
I
believe,
on
june
1st,
to
try
to
look
at
those
conditions
and
see
if
that's
something
that
folks
agree
with
agree
on
the
public
testimony
period
was
left
open,
but
only
for
discussion
at
the
hearing,
not
individual
written
testimony.
So
we
imagine
we'll
have
a
lot
of
people
there
to
talk
about
that.
So
that's
all.
If
you
have
any
questions
about
any
of
those
uses,
I'm
happy
to
try
to
answer
it
for
you.
E

G
G
G
You
know
it's
intended
for
only
things
grown
on
site
to
be
sold,
which
I
think
they
would
qualify.
It
doesn't
allow
for
outside
vendors.
It
doesn't
allow
for
large
crowds.
It's
a
limited,
400
square
foot
little
sales
space.
So
it's
a
much
different
thing
than
what
you've
been
presented
here
tonight.
So
any
other
questions.
AZ
P
AZ
More,
like
I
don't
know
if
you
want
to
call
it
levels,
I
don't
know
if
you
you
know
what
not,
but
I
mean
that
that's
the
hard
thing
these
these
applicants
are
stuck
looking
at
hey
going
at
a
social
hall,
and
then
you
got
a
social
hall
that
says
oh
yeah,
to
be
a
social
hall.
You
have
to
have
150
parking
spaces.
Well,
I'm
only
going
to
have
10
people
doesn't
matter,
that's
what
it
says,
150.
so.
C
AZ
G
Code,
yeah
accounting
code
does
not
have
a
lot
of
gradation
as
it
relates
to
these
uses,
and
we
recognize
that
we
are
meeting
with
our
board
to
talk
about.
You
know
we're
already
updating
our
code
right
now,
but
we
are
considering
a
parallel
amendment
specifically
focused
on
these
types
of
uses
to
see
if
we
can
kind
of
try
to
figure
some
stuff
out,
because
we
recognize
people
are
getting
caught
between.
G
You
know
like
3100
sellers.
I
want
two
larger
events
outside
of
the
winery
a
year
and
then
we
have
full-blown
event
centers
that
are
like
yeah
we're
doing
this
six
days
a
week
for
the
entire
year.
That's
those
are
radically
different,
but
unfortunately
they
all
fit
under
the
same
umbrella
of
club
lodge
and
social
hall
right
now
and
we
recognize
that's
a
challenge
and
we're
gonna
we're
gonna
try
to
work
on
it.
So
what's
the.
G
Is
that
the
farmstead
thing
is
yeah
that
it?
I
can't
recall
if
that
got
a
conditional
use,
permit
approval,
for,
I
think,
also
a
club
lodge
or
social
hall
type
of
use
for
the,
for
the
very
reasons
that
we
talked
about
yeah
and
now
and
there
that
kind
of
worked
or
you
know
I
mean
for
people
in
the
area.
Maybe
it
doesn't
work
as
great
as
we
think,
but
you
know
that
that's
a
very
egg
focused
gathering
and
yeah.
They
went
through
the
conditional
use
permit
processes,
I
believe
so.
G
G
Gets
louder
and
louder
as
I
trying
to
provide
some
some
more
break
points
for
things
and
that
we'll
be
engaged
with
that,
probably
the
next
six
to
nine
months.
We'll
definitely
be
checking
in
with
you
on
that,
as
you
are
on
the
front
lines
of
those
conversations
so.
G
We
have
areas
of
the
valley
where
a
residential
neighborhood
stops
and
the
eagle
foothills
begin,
and
you
know
and
there's
a
very
unimproved
collector
roadway
between
the
two
that
is
kind
of.
Like
the
you
know,
the
battle
line,
so
that's
happening
all
over
the
valley
and
particularly
in
the
foothills
area.
We've
noticed.
That
seems
to
be
there's
a
lot
of
that
going
on
so.
I
Yeah-
and
I
guess
like
for
me-
probably
not
in
like
this
instance
with
this
specific
cup,
but
I
also
wonder
since
there
is
no
like
mid
level
just
seeing
like
social
hall
club,
just
like
seeing
that
name
as
what
this
would
be
would
become
is
like
that
instant.
Like,
oh,
no,
like
this
is
bad.
I
won't
even
you
know,
entertain
it's.
G
Yeah
we
recognize
that
and
yeah,
so
we're
we're
working
on
it,
we're
hoping
we
can.
G
And
the
popularity
of
these
has
grown
so
much,
and
you
know
this
is
a
bit
anecdotal,
but
I
I
venture,
I
guess
it's
due
to
the
growth
of
the
valley
and
people
wanting
things
to
do
and
needing
places
to
gather
and
get
married
and
whatever.
So
you
know,
there's
a
market
demand
for
this
and
we
just
need
to
figure
out
the
right
code
to
hopefully
make
it
fit
in
better.
So
well,.
B
It
almost
has
to
be
somewhat
geographic,
I
mean
that's
what
we
run
into
with
wineries
or
this
situation.
It's
like
yeah.
I
mean
this
kind
of
goes
under
the
nimby
thing,
but
everyone
goes
well
yeah
I
want
to
have
a
beautiful
place
to
go
to.
You
know
have
my
daughter's
wedding
at
or
whatever,
but
not
next
door
to
me.
You
know
I
wanted
to
be
over
there.
Well,
it's
somebody's
neighbor.
You
know
some
whoever's
there
or
even
like
this.
You
can't
have
a
you
know,
we'll
move
out
to
black's
creek.
B
B
There's
even
there
like,
I
mean
I'm
kind
of
a
whiny
wino,
I
guess,
but
even
that
there's
actually
they're
in
certain
positions,
because
if
you
go
200
yards
this
way,
you
can't
go
grapes.
So
even
in
marsain
like
it's,
like
certain
wines,
taste
a
certain
way
like
where
houston
vineyard
is,
they
grow
certain
grapes
because
they're
on
this
certain
vein,
you
know
so.
G
G
I
G
G
I
think
that's
something
that's
going
to
come
out
of
the
winery
discussion
is,
you
know,
there's
been
an
idea
with
staff
to
do
a
comp
plan
amendment
to
potentially
do
that,
but
I
mean
I
think
that
takes
we
just
looked
at
it
today.
I
think
40
000
acres
are
in
ada
county
of
that
eagle,
foothills,
ava
and
there's
a
lot
of
residences
and
existing
people
who
probably
aren't
interested
in
the
wine
scene
that
probably
wouldn't
like
a
rezone
of
the
property
to
have
a
new
overlay,
or
something
like
that.
