county
council
was
forced
to
rearrange
their
budget
setting
meeting
last
friday
on
the
28th
of
february
due
to
storm
eunice.
This
has
had
an
impact
on
the
formal
council
tax
determinations,
which
are
required
to
be
approved
by
the
full
council.
The
council
is
in
position
to
set
its
own
budget
and
council
taxes
planned.
A
However,
we
are
required
to
statutory
to
set
the
overall
council
tax,
including
the
precepts
from
other
bodies,
as
a
consequence
will
not
be
able
to
set
the
overall
council
tax
for
the
borough
this
evening,
including
the
attacks
related
to
west
sussex
county
council.

Therefore,
I
shall
be
moving
agenda
items
eight
to
nine
to
the
end
of
this
evening's
agenda.
I've
been
advised
that
tonight's
meeting
will
need
to
be
adjourned
and
we
need
to
take
a
vote
on

we've

own
budget
and
set
our
own
council

dealing

issue

aids,

district
council,
cannot
do
this
on
its
own.
There
are
many
many
other
stakeholders
we
need
to
work
with
in
order
to
help
these
people
and
get
them
into
employment
and
better
place
overall.
So
this
is
not
just
a
council
it.
It
is
many
many
stakeholders
using
this
food
poverty
is
an
indicator
of
need
and
we'll
all
be
aware
of
the
excellent
work.

The
council
has
been
prepared
in
looking
at
the
data
of
those
most
at
risk,
and
we've
had
a
couple
of
papers
to
this
council
looking
at
the
data
and
looking
at
who
are
most
at
risk
and
how
we
can
alleviate
those
before
they
get
into
difficult
issues.
So
we're
well
aware
of
those
of
the
position
of
those
people.

The
council
has
directed
some
195
000
of
the
comp
funding
directly
to
food
groups
to
address
food
and
these
broader
issues
over
the
last
year.
In
addition,
the
councils
have
used
and
mobilized
resources
to
help
ensure
early
health
prevention.
Work
is
provided
through
the
pro
active
project
that
I've
just
talked
about:
employment,
coaches,
money
advice,
temporary
housing
and
street
outreach.

also
keen
to
continue
to
work
with
community
works
and
other
partners
to
develop
a
food
action
plan
that
a
community
led,
whilst
the
councils
do
not
have
any
other
resources
for
this
work
beyond
office
time.

should
be
noted
that
there
is
a
remaining
50
000
pounds.

support
this
work
and
officers
are
continuing
to
work
with
groups
to
help
determine
the
most
impactful
way
that
this
may
be
spent,
including
storage
for
food
to
donations
and
other
processes
for
communities
to
lead
and
direct.

new
gym

spin
studio

southwick
leisure
centre

leisure.

facilities
were
absolutely
excellent.

that

opened
up
the
gym
very

well.

was
a
really
sort
of
dark
corridor
at
the
end
where
the
weight
section
was

they've
done

fantastic
job
at

got
some
pull-ups
in
wearing
the
civic
regalia.
So
I
was
quite
proud
of
myself
because
I've
done
only
for
quite

time.

led

holocaust
memorial
day
event
on
the
27th
of
january.

joined

of
opposition
who'd,

to
thank

I

most
certainly

to
attempt

reverend
pat

who
said
prayers
for
the

souls

the
holocaust.

was
genuinely
sad,
genuinely
sad
not
to
be
able
to
attend
this
vital
annual
duty,
but,
alas,
I
was
self-isolating
with
my
whole
of
my
family
as
we
had
tested
positive
for
covid.

delighted

see

many
councillors
came
and
attended

event,

so
well

All
I'd
also
like

pass

my
thanks
to
council
andy
mcgregor,
who,
on
the
5th
of
february,
kindly
attended
on
my
behalf,
the
high
sheriff
of
west
sussex
virtual
prayer
breakfast
meeting
on
that
saturday
morning,
council
mcgregor
called
me
personally
advised
it
was
an
incredibly
moving
event
on
saturday
this
week.

Someone
approached
me
a
resident
and
it
was
just
following
the
collapse
of
christian
eriksen
actually
at
the
euros,
and
she
urged
me
as
a
ward
councillor
to
organise
an
accessible
aed
device
for
the
square,
as
there
was
only
one
in
in
the
butchers
really
there
are
others,
but
they
in
terms
of
opening
hours,
following
discussions
with
colin
warner
at
the
beer
engine
and
the
indeed,
the
southwest
traders,
association
colin,
really
did
take
the
ball
by
its
horns
and
managed
to
secure
funds
in
one
fell
swoop,
for
not
one
but
two
devices
the
one
at
the
beer
engine
is
installed
and
the
other
one
is
just
awaiting
confirmation
which
we
may
well
have
now
they
can
go
on
focus
building.

believe
so
we're
figuratively
opening
the
device
we
hope
not
to
literally
be
able
to
have
to
open
the
device,
and
I'm
aware
that
someone
actually
did
contact

and
was
given
the

for
that

it

commend
councillor
tanya
edwards,
who
started
to
drive
to
raise

pounds,

believe,
to
install
three

in
the
southlands
district

I'm

councillors

all

chamber
would
wish
her
well
in
her
endeavors,
and
actually
this
carries
on
from
the
excellent
work
that
councillor
loader
did
during
her
time
as
ada
district
chairman.

Whilst
the
world
has
changed
almost
unrecognizably
and
councillor
borah
made
mention
of
what's
happening.
Currently
she
has
remained
dignified
and
truly
recognisable,
head
of
state
that
has
respected
the
world
over.
I
hope
that
we
can

enjoy
this
year
and
celebrate
this
truly
monumental
achievement,
and
I
know
there
are
plans
in
place
by
the
council
and
that,
no
doubt
our
residents
of
ada
will
take
this
chance
to
mark
the
occasion.
One
final
point

my
chairman's
charity
golf
day,
which
is
on
april
the
1st
that
is
knotts
on
april
4.,
councillor
evans.

it's
a
cost
of
200
pounds,
I'll

a
fun

doesn't
have

be

handicaps
or

auction
etcetera.

raise
funds
for
my
nominated

our
own

at
their
own
thing,
because
brighton
hove
is
below
the
size
that
the
government
are
saying

and
it

need

economic

wanted

nhs

workers
and
all
frontline
workers
have
done
so
hard
to
get
us
through
this
another
12
months
of
this
wretched
pandemic.

Ada,
can

hear

Yes,
ada
is
a
great
place
full
of
everyday
heroes
who
have
risen
to
each
other
and
and
every
challenge
over
the
last
few
years
as
leader
of
ada
district
council.

We,
as
a
council
are
doing
all
we
can
to
help
those
most
in
need
in
these
difficult
times.
The
good
news
is
that,
under
this
conservative
government,
our
economy
is
recovering
and
going
from
strength
to
strength.
In
general
terms,
data
shows
us
that
the
number
of
people
in
work
is
growing,
the
rates
of
pay
are
rising
and
the
number
of
people
claiming
out
of
work
benefit
is
heading
downwards.

Ada,
too,
is
a
success
story.
This
conservative
administration
doesn't
wait
around
pondering
how
things
could
be
different,
no
naval
gazing,
no
getting
distracted.
We
focus
on
the
needs
of
our
residents.
We
get
things
done
with
the
support
of
the
chancellor.
Ada's
economy
is
stronger
because
of
the
plans
we
put
in
place
and
because
of
the
actions
we
have
taken
to
protect
families
and
small
businesses.

These
plans
and
these
actions
are
working.
The
budget
presented
to
you
this
evening
seeks
to
continue
this
successful
approach.
It's
about
delivering
quality
public
services
and
helping
those
in
need
today,
as
well
as
ensuring
our
residents,
know
prosperity.
Tomorrow,
as
leader
of
the
council,
supported
by
my
executive,
we
will
work
tirelessly
to
support
economic
growth,
job
security
and
help
our
residents
when
they
need
it.

Unlike
the
opposition,
this
conservative
administration
has
a
track
record
of
success,
a
plan
that
works
full
of
ambition
and
we
are
able
to
make
the
most
of
it.
Every
opportunity
for
our
residents
by
the
looks
of
the
budget
amendments
from
the
labour
group,
they
they've
clearly
agreed
with
us.
Their
suggestions
suggested
changes
amount
to
such
a
tiny
percentage
of
the
total
budget.
You
would
wonder
why
they're
bothering
turning
up
this
evening
at
all
much
like
the
national
labour
party.
They
have
no
alternative
vision
and
no
alternative
plan.

Meanwhile,
our
vision
is
clear,
bold
and
based
on
a
track
record
of
success.
Our
plans
are
resourced
because
our
council
is
well
run
and
our
finances
are
sound
and
our
public
services
are
excellent
as
well
as
the
as
well
as
jobs.
The
importance
of
housing
remains
central
to
our
plans
in
ada,
especially
to
our
ada
homes.

The
opposition
may
wish
to
get
comfortable
and
take
notes,
and
now
this
is
all
done
right.
Investing
delivering
high
quality
public
services
like
any
well
run
and
responsible
council.
We
have
cut
our
coat
according
to
the
cloth
we
have
once
the
budget
presented
this
evening
sets
out
a
number
of
savings.

In
addition,
the
recommendation
is
that
the
council
tax
will
rise
by
1.99,
as
this
will
ensure
we
are
able
to
resource
our
plans
for
investment
and
recovery
going
forward
as
part
of
the
medium-term
financial
strategy
for
the
average
house.
This
amounts
to
12
pence
per
week,
rising
council
tax
this
year,
protecting
jobs
and
creating
opportunity
this
year
to
support
our
vision
of
opportunity.
We've
invested
over
1.7
million
in
our
regeneration
budget
as
we
support
jobs
and
the
growth
of
the
economy.
This
work
will
build
upon
support
given
to
our
local
businesses
in
2021.

Where
we
have
worked
hard
to
distribute
national
covered
support,
grants
approving
over
4058
applications
and
sharing
out
19
and
a
half
million
pounds
in
cash
support
and
amazing
work
that
team
of
staff
did
we
further
developed
our
good
work
program?
This
will
assist
people
back
to
work
while
we're
also
helping
to
address
wider
well-being
issues
such
as
mental
health,
domestic
violence,
vulnerable
housing
and
addiction.

The
budget
presented
to
you
this
evening
enables
us
to
progress
with
these
and
another
another
and
a
number
of
other
additional
projects
that
invest
in
ideas
and
back
business,
including
continuing
to
develop
our
citizens.
Wi-Fi
program
which
aims
to
provide
free
public
wi-fi
aimed
at
ada's
becoming
one
of
the
most
digitally
connected
places
in
the
southeast,
be
nice
to
going
to
south
africa's
screen.
We
had
to
use
wifi
sitting
outside
the
beer
engine
german
proposed
public
realm.

Improvements
to
southwest
square
will
be
coming
forward
shortly
and
the
updating
of
street
furniture
and
improving
local
parades
and
encouraging
support
local
businesses
plus,
of
course,
the
major
housing
projects.
I
will
come
onto
later
closely
linked
to
this
work,
to
prepare
jobs
and
grow
the
economy
is
the
work
plan
to
improve
and
build
new
housing
in
adida
our
commitment
to
improve
the
quality
and
quantity
of
housing,
provisioning
that
remains
top
priority
for
this
administration.

october
2021
we
took
over
the
first
social
housing
to
be
built
in
the
district
30
years,
the
new
three-story
cecil
norris
house
in
ravens
roadshow
to
help
tackle
the
shortfall
of
the
main
emergency,
affordable
zone
housing
in
the
area.
Could
I
just
say
chairman,
I
think
you
were
with
us
that
day,
weren't
you
when
the
people
moving
in
there,
some
of
them
were
crying,
which
really
you
know
I.
I
will
never
viet,
they
just
couldn't
believe
the
sort
of
homes
they
were
going
into.
It
was
absolutely
amazing
we
want.
We
want
more
of
that.

There's
3.4
million
development
design.
It
was
a
3.4
million
development
designed
by
brighton-based
liam
russell
architects
and
replaced
an
empty
and
outdated
70s
council-owned
retirement
flats
that
were
demolished
in
2019.

A
further
hundred
further
new,
affordable
homes
are
planned,
for
example,
the
albion
street,
where
the
council
took
control
of
the
brownfield
redevelopment,
delivering
55
new
homes
and
by
taking
control.
The
council
has
transformed
the
scheme
from
30,
affordable,
as
it
was
originally
with
the
developer
to
100,
affordable
and
it's
it's
they're,
going
up
at
speed
for
those
that
don't
drive
along
the
a259
there.

Eight
homes,
of
course,
is
a
key
priority
and
the
capital
funding
of
17
million,
covering
the
next
three
years
of
investment
will
be
used
to
fund
the
following
improvements
and
significant
program
of
fire.
Safety
works,
external
works
program
for
a
number
of
blocks,
a
rolling
program
of
home
import
improvements
and
to
support
tenants
with
disabilities.

Ada
homes
also
has
a
new
homes
program
which
spans
a
number
of
years,
and
the
overall
investment
in
that
is
a
further
33
million
pounds
chairman.
Our
focus
on
housing
includes
our
homelessness
service,
which
has
worked
so
hard

very
hard
throughout
the
pandemic
to
make
sure
that
anyone
and
everyone
has
been
offered
somewhere
to
stay,
so
they
kept
safely
off
the
streets.

for
159,
affordable
homes
in
asia,
civic
center,
using
council-owned
land
and
in
partnership
with
hyde
housing
is
another
example,
and
it's
due
to
go
before
the
planning
committee
next
week
ashcroft

existing

lane
southwark
will
be
redeveloped
to
provide
43
one
and
two
bedroom.
Sheltered
housing,
flats
planning
application
due
in
early
summer
and
the
southwick
estate,
which
is
basically
all
the
ground,
butts
road
and
station.

housing
projects
creating
540
new
homes,
on
free,
wolf,
supported
by
grants
from
homes,
england
and,
of
course,
carla
homes,
have
begun.
Constructing
the
first
phase
of

new
homes
in
new
mexico,

I
think
it's
about

affordable
or

us

the
budget
includes
investments
in

posts

the

of

food
waste

residents

support

the
third
sector,

local
charities

most
vulnerable
with
cost
of
living

be
continuing

support

residents
struggling

work
of
the
one-stop

coaches

our

things

public

like

commend

again
balancing
the
budget
and
for
their
work

challenging

not
just
here

bring

uplands

you
know,
I
do
actually
provide
balance
in
my
budget
speeches.
We
we
are
here
as
a
group
to
to
add
accountability,
rather
than
just
be
a
group
opposed
to
everything
that
you
do.

The
government
has
proven
over
the
last
couple
of
years
that
when
there
is
a
will
to
fund
local
authorities,
they
can
do
it,
but
one
of
grants
will
not
sustain
our
council
nor
create
equality
in
our
communities.
We
need
this
fairer
funding
settlement
on
the
basis
of
what
we
need,
rather
than
what
we
can
deliver.

So
ikea,
ikea,
pulling
out
of
newman's
farm,
is
a
clear
failure
of
this
council.
It
was
supported
by
this
executive.
H
H
I
have
actually
changed
this
from
what
I
heard
before,
but
I'd
like
to
know
what
the
council's
plans
are
for
the
site
and
what
they
would
prefer
ikea
to
do
with
it.
I'd
be
interested
to
hear
that
we
as
a
group
would
never
allow
this
to
happen.
We
always
wanted
a
high-tech
business
part
to
complement
the
businesses
already
operating
out
of
the
airport
site.

I
know
it's
early
days,
but
I'm
all
for
social
enterprise
projects
and,
and
that
add
wealth
to
the
community,
especially
post
covered.

Overall.
However,
there
is
much
discontent
about
our
town
planning
residents.
Don't
feel
part
of
the
discussion
about
the
future
of
their
town.
Shawroom
really
is
a
town
in
transition,
but
it
can't
be
a
dormitory
town
where
everyone
jumps
on
the
train
to
work
somewhere
else
or
has
to
travel
miles
to
go
to
school
or
visit.
A
dentist
or
gp
tower
blocks
that
provide
an
under
supplier
parking
is
not
a
real-world
solution.
H

Unrealistic
housing
targets
set
by
central
government
are
designed
to
fail,
so
they
can
loosen
planning
controls
allowing
unfettered
planning
applications
of
successful
appeals
such
as
the
one
at
the
haven
presidency,
is
changing,
as
each
development
out
does
the
previous
one.
On
height
now
we
have
a
development
proposed
on
the
frost
site
without
a
single,
affordable
home
and
the
developer's
saying
it
would
not
be
financially
viable
to
provide
affordable
housing
due
to
the
cost
of
the
construction.

Sadly,
the
government
grant
expected
to
fund
the
first
phase
of
the
flagship
district
heat
network
didn't
happen.
I
do
hope
this
council
will
be
able
to
put
a
bid
together
in
the
near
future
and
secure
some
money.
The
climate
emergency
should
be
the
thread
that
weeds
its
way
through
everything
that
we
do.

Our
group
wishes
to
see
carbon
accounting
become
an
associated
cost
in
internal
audits.
If
the
council
is
to
be
carbon
neutron,
the
delivery
of
its
services
by
2030.

And
regarding
levering
up
grants,
it
is
regrettable
that
ada
didn't
receive
any
money
at
all.
The
government's
prospectus
announced
that
it
would
focus
on
investment
on
infrastructure
that
improves
everyday
life
across
the
uk,
including
regenerating
town
centres,
upgrading
local
transport
and
investing
in
cultural
and
heritage
assets.

There
won't
ever
be
enough
land
supply
to
replace
council
housing
unless
it
makes
better
use
of
its
own
land.
So
it
is
good
to
see
the
consultation
at
southwick
is
engaging
with
tenants
and
leaseholders.
We
support
this,
but
it
is
a
long-term
project.
Our
poorly
maintained
scot
stock
cannot
be
left
for
further
decline.
Whilst
these
are
still
people's
homes,
the
council
needs
solutions
to
protect
and
strengthen
their
communities
and
places
by
embracing
community-led
models
of
housing
such
as
community
land
trusts.

There
is
enormous
capability
and
enthusiasm
to
get
involved
in
civic
pride
initiatives
across
our
communities,
which
has,
of
course,
been
exemplified
by
the
pandemic
during
the
pandemic.
Rather
so
we
wish
to
make
it
easy
for
them
to
participate,
which
is
the
basis
of
our
first
amendment
to
the
budget.

is
a
very
modest
start,
but
we
would
expect
it
to
grow
into
something
bigger.

Who've

very
supportive

helping
me
understand
the
process
for
governance
and
other
aspects
and
refer
in
particular,
to
platforms
for
our
places,
which
sets
out
the
strategic
vision

this
council
and
the
way
that
people
are
beginning
to
make
that
operate
as
a
green.
Obviously,
my
philosophy
is
people
and
planet
first
and
that's
nice
to
hear
councillor
parkin,
reflecting
on
those
two
threads
during
his
speech
on
the
budget.

The
discussion
about
the
difficulty
with
housing
and
the
active
strategies
that
are
being
pursued
to
build
more
social
housing,
I'm
very
keen
and
welcome
social
housing.
Affordable
housing
is
a
rather
difficult
and
tricky
term.
As
we
all
know,
so,
the
increase
in
social
housing
in
our
town
is
extremely
welcome.
L
Waterfront
is
in
my
ward,
and
the
residents
of
waterfront
have
been
subject
to
really
very
disappointing
service
by
the
developer.
I'm
not
going
to
name
the
developer,
but
it's
been
extremely
disappointing.
There
have
been
problems
with
the
build
from
the
very
start:
it's
like
an
urban
desert.
There
is
no
green
space,
that's
partly
because
of
the
membrane
because
of
the
flood
defenses,
but
it
does
not
fit
into
the
vernacular
of
our
town
in
terms
of
architecture.

In
the
recent
high
winds,
which
I
understand
were
exceptional,
but
will
become
normal
because
of
the
climate
emergency,
the
roofs
lifted
off
blocks
of
flats
that
have
been
built
for
only
one
year.
I
don't
believe
the
council
should
be
continuing
to
operate
with
developers
who
prepare
to
put
something
like
that
that
is
fairly
shoddy
up
in
our
town.

So
there's
also
been
further
issues
at
the
waterfront,
with
issues
not
being
addressed.
The
developer
has
not
done
a
good
job
of
that,
and
the
social
housing
has
not
been
adequately
cared
for.
There's
also
the
unfilled
cafe
and
unfilled.
Currently
space,
it's
going
to
go
for
the
convenience
store
which,
as
we
all
know,
the
rules
were
changed
at
the
last
minute
for
what
that
was
going
to
be
used
for
and
the
hours
have
been
changed.

So
I
want
to
press
the
council
as
part
of
this
budget
proposal,
to
think
very
carefully
about
how
we
develop
housing.
We
desperately
need
housing
for
the
people
are
on
the
housing
waiting
list.
There
are
something
like
750
households
who
urge
you
need
a
place
to
live,
and
I'm
glad
that
that's
being
addressed,
but
social
housing
must
come
first
and
we
must
get
good
quality
developments
in
our
town.
Now,
as
I
was
just
looking
at
my
emails
before,
I
came
out,
there's
something
from
the
pse
executive
offering
how
to
decarbonize
your
social
housing.

We
have
seen
the
risks
that
our
people
face
through
covid
in
terms
of
loss
of
jobs
and
insecurity
in
their
homes.
We
are
currently
seeing
the
risk
of
war
and,
as
has
been
mentioned
in
the
budget,
we've
got
the
risk
of
increasing
inflation.

But
all
of
these
risks
will
be
exacerbated
as
we
go
forwards
because
of
the
climate
emergency
because
of
the
biodiversity
and
ecological
emergencies
that
we
face
and
although
ada
does
have
some
very
good
groundbreaking
policies
such
as
the
sussex
bay
kelp
forest
project,
such
as
the
new
salts
farm
proposals
pad
farm.
I'm
really
delighted
that
to
live
somewhere
that
has
those
innovative
strategies.

The
council
can
decarbonize
by
2030,
but
what
about
the
rest
of
ada?
What
about
leading
by
example?
Now
I
raise
this
often
and
it's
great
all.
The
literature
shows
this
I'm
on
radio
4
tonight,
and
there
were
some
programs
talking
about
this.
How,
if
you
start
to
do
things
like
having
an
electric
car,
more
people
follow
along.

If
you
start
to
put
solar
panels
on
houses,
more
people
do
it
and
the
council
does
operate
in
that
model
where
we're
having
air
source
and
ground
source
heat
pumps
and
inspiring
people
to
want
to
have
those
in
their
own
developments
and
businesses
to
adopt
this.
But
the
council
must
talk
about
climate.
We
must
mention
sustainability.

For
example,
there's
a
reference
to
the
car
parking,
not
having
gone
back
to
the
pre-pandemic
levels,
and
I
sarah
kindly
let
me
know
it's
about
80
now,
but
this
is
using
old
assumptions
the
business
as
usual.
It's
not
moving
forwards
to
a
new
future.
It's
talking
about,
oh,
let's
get
back
to
the
old
normal.
We
can't
do
that.
We
need
a
new
normal.
We
need
to
work
for
a
new
way
of
doing
things
with
a
resilient
green
economy.

Now
some
aspects
of
what
the
council
are
doing
are
to
be
commended
on
that,
and
I
am
very
pleased
to
see
these
aspects
and
some
of
the
things
that
councillor
cowan
mentioned
are
very
much
in
line
with
my
thinking.
For
example,
more
enforcement
of
travel
plans
alternative
ways
of
getting
around
resilience
in
our
community
transport
services,
but
having
originally
been
part
of
the
lc
whip.
Several
years
ago
before
I
became
a
councillor,
it's
disappointing
to
see
how
little
of
that
has
been
brought
about
and
how
little
emphasis
there
is
on
this.

Another
missed
opportunity
is
that
for
using
a
tweak
to
the
business
rate
to
develop
green
jobs
in
our
area,
where
is
this
happening?
We
can
modify
the
kind
of
employment
that
we
want
to
see
in
our
town.
I
don't
think
more
glass
plate
retail
is
appropriate.
We
need
to
think
about
small
scale.
So
the
suggestion
for
the
tech
park
on
the
ikea
site,
which
actually
tim
lauten,
has
been
supporting.
So
I'm
happy
for
cross
party
working
on
this.

In
future,
the
housing
which
has
been
mentioned
many
times
ada
homes.
The
stock,
as
we
know,
is
in
a
dreadful
state.
I'm
really
glad
that
that's
being
worked
on,
but
why
don't
we
set
really
high
targets
for
the
environmental
sustainability
of
the
new
future
builds
in
our
towns?

nice
prospect

there
is
literally
nothing
that
we
can
do

good
question

about

and
these
are
people
really
in
vulnerable
situations.

concern
with
the
community
being
involved
in
our
decisions,
but,
frankly,
allocating
money
away
from
the
hardest
hit
is
not
the
way
to
go,
and
I
also
doubt
the
twelve
thousand
pounds
for

advertising
as
well,
given
the
work
that
we
do
with
explore:
west
sussex
or
experience
west
sussex.

budget
has
been
focused
not
on
the
items

the
budget,
but

other
issues

we

discussed

previous

But
the
problem

see

first
amendment

it's
clearly
not
thought
through
properly.
It's
just
passing
money
to
the
community
who,
in
the
community,
how
is
it
going
to
be
spent?
How
is
it
going
to
be
monitored?

community
I
represent
pedro
award
in
something-
and
something
was
quite
fortunate
many
years
ago
to
have
a
win,
as
it
were,
a
million
pounds
to
be
spent
on
community
issues,
but
it
was
specifically
directed
away
from
the
use
of
either
the
parish
council
or
the
district
council
and
what
happened
it
took
years
and
years
and
years
to
actually
find
a
way
to
usefully
use
a
million
pounds
to
support
the
community.

You
can't
simply
pay
money
to
an
amorphous
word
community.
It's
got
to
have
direction,
it's
got
to
be
useful
and
I
really
cannot
support
the
vagueness
of
this
particular
moment.
This
particular
amendment.

I
wholeheartedly
agree
in
fact,
with
the
principle
of
improving
residents
participation
in
democracy.

feel
I
cannot
support
this
proposal
because
it
is
incongruous,
in
fact,
to
the
use
of

covert
fund

disproportionate

of
administrating.

think,
represents
very
poor
value
for
money
to
our
residents.

attract.

of

knee-jerk
and
actually,
I
think
the
reactions
here
this
evening
have
been
incredibly
knee-jerk.
So
I'm
going
to
present
what
some
of
the
ideas
around
these
two
amendments
are.

Well,
the
purpose
of
the
fund
is
to
reimburse
councils
for
lost
income
from
sales
fees
and
charges
and
plans
to
replace
some
of
those
lost
fees,
income,
sales
fees
and
charges
and
where
you
would
lose
and
also
loss
of
those
charges
and
have
been
lost,
and
I
have
this
on
good
authority
is
through
our
business
rates
and
if
you
have
traders
that
cannot
generate
visitors
to
the
area
and
cross
area
and
connecting
those
visitors
from
brighton
and
hove
through
to
worthing
and
then
worthing
back
through
ada
back
to
brighton,
hove,
you've
got
problems,
so
this
is
not
frivolous
use
of
this
fund
and
the
other
point
of
this
is
a
further
500.

They
could
be
ways
of
improving
fauna
and
flora,
for
example
the
shoreham
roundabout,
which
is,
quite
frankly,
a
very
uninviting
intro
to
the
town,
air
pollution,
fighting
plants
or
seating
options.
We
hear
time
and
time
again,
people
have
nowhere
to
sit
in
their
environment
where
they
live
as
a
new
councillor
in
2018,
I've
pretty
much
suffered,
whiplash
being
bounced
around
between
varying
department
phone
calls
trying
to
determine
who
might
own
the
land
to
place
a
bench
track
a
bench's
owner
or
understand
who
might
maintain
said
benches.

These
simple
civic
items
can
be
determined
by
the
community
that
use
them
with
a
determined
with
a
a
group
together
community
makeup
that
can
work
with
with
the
offices
and
the
bureaucracy
taken
out
of
this
out
of
the
decision.
Making
community
involvement
ensures
the
investment
is
wanted
needed
and
will
be
utilized.

The
amendment
raised
on
supporting
our
high
straight
is
made
from
having
recent
and
direct
conversations
with
our
traders,
whilst
ada
itself
is
spread
across
a
six-mile
coast
area
and
whilst
southwick
shorerm,
something
and
lansing
have
distinct
offers
and
activities.
The
area
is
easy
to
commute
across
if
you
are
a
visitor
by
means
of
walking
cycling,
public
transport
and
by
car.

So
if
it
is
easy
to
move
across
by
walking
cycling,
public
transport
and
by
car,
quite
rightly,
worthing
has
had
considerable
focus
for
the
seafront
investment
plan,
visitors
guide
and
time
for
worthing
campaign.
I
heard
no
chat
when
these
campaigns
were
being
funded
and
discussed
at
council
that
they
were
frivolous
waste
of
money.
We've
we've
wasted
an
awful
lot
of
frivolous
money.
If
this
is
the
case
already
so
from
the
epic
project
as
also
farm
shawn,
fort
and
our
high
streets,
there
is
much
to
celebrate.

The
local
traders
and
attractions
of
shrom
have
created
their
own
visitor
map,
of
which
you
can
see
in
front
of
you,
which
is
a
beautiful
piece
of
work
done
purely
by
themselves,
self-funded,
they
have
a
limited
print
run
and
they
need
some
help
to
have
this
promoted
further.
This
map
is
ready
to
use
to
put
within
a
visitor's,
guide
and
rolled
out
to
include
other
areas
like
lansing
something
southwick.

I
do
find
it
very
interesting
that
earlier
we've
been,
there
was
a
comment
about
us
bothering
to
hand
in
amendments.
Well,
actually,
I
have
to
say
I'm
slightly
confused
by
that
councillor
parking
because
the
first
year
I
was
a
council.
I
remember
our
group
being
chastised
for
bringing
no
amendments
and,
over
the
last
three
years
of
raising
amendments,
one
of
us
has
passed
and
those
funds
have
failed
to
be
spent
on
the
air
quality
campaign
around
schools
that
it
was
promised
on.

also
think
is
it
really
interesting.
I'd
like
to
go
back
to
this
conversation
about
super
fast,
wi-fi
that
was
mentioned
in
the
budget
earlier.
It
is
a
great
service
to
see
this,
but
access
is
only
as
good
as
your
capacity
to
pay
for
it.
We
have
heard
from
joel
lennon
tonight
about
food
poverty
and
increased
commitment
to
fund
these
community-led
projects
when
all
of
our
food
banks
are
telling
us
that
people
are
choosing
between
heating
or
eating
and
enhancing
food
bankers
in
a
20
increase
in
working
clients
present
themselves
to
them.

For
for
the
montague
area,
and
actually
I
think
we
could
be
making
much
more
of
that
relationship
and
in
the
absence
of
making
much
more
of
that
relationships
and
in
the
absence
of
securing
the
leveling
up
bids
or
the
town
improvement
funds,
we
are
putting
in
these
amendments
because
they
have
our
local
residents.
Traders,
businesses
attractions,
have
been
shortchanged
by
this
conservative
executive.

is
a
practical
approach
to
helping
the
town,
centers
and
the
city
and
the
attractions
reinvent
themselves
kick-start
their
commute,
their
their
profits
and
get
back
to
seeing
ada
as
a
holistic
tourism
visitor
offer.
These
ideas
can
really
easily
hook
into
things
like
the
the
bike
electric
hire
scheme,
as
well,
so
much
of
a
broader,
broader
scheme
for
this
and
strategy
for
this
moving
forward.

these
were
just
suggestions,
a
picnic
table
a
piece
of
art
hanging
in
baskets
it's
up
to
the
community,
what
they
would
like
to
see
and
how
they
would
like
that
money
to
be
spent,
and
it's
very
disappointing
to
hear.

for
the
councillor
for
hillside
say
this
is
a
waste
of
money
when,
in
her
ward,
there
is
we,
we
have
been
spending
our
time
there
and
they're
saying
we
have
no
decent
play
parks
up
here,
the
equipment
is
broken,
is
not
being
mended,
we
have
no
trees.

have
no
play
space
for
people
to
play
a
game
of
football,
so
maybe
she
needs
to
get
back
out
there
and
listen
to
her
constituents
a
little
bit
harder
because
we've
been
listening,
and
these
are
the
things
you
need
to
do
and
we
have
brought
these
amendments
on
the
basis
of
that
listening
and
it's
about
time.
You
did
too.
I
I
was
absolutely
delighted
that
our
opposition
out
of
the
budgetary
requirements
that
we
have
have
managed
to
find
only
two
small
amendments
to
that
that
they
would
like
to
make
there's
a
couple
of
specific
points,
and
I
will
mention
keysight
play
park
and
hillside
in
general
as
a
councillor
from
shoreham
who
apparently
spends
lots
of
time
up,
there
can't
find
any
decent
play.
Equipment.
I
There
was
one
photograph
of
a
play
area
up
mile
oak
that
greens
took
for
their
leaflet
during
the
last
campaign,
which
did
show
some
slightly
more
used.
Equipment
well
used
equipment,
but
of
course,
that
we
do
have
a
rolling
program
of
playground,
refurb,
a
game
which
is
in
this
budget
and
all
will
come
round.
I
So
my
feeling
of
benevolence
as
you've,
slightly
taken
the
edge
off
it.
I
have
to
say
I'm
delighted
that
councillor
chris
has
spent
lots
of
time
with
ms
goby.
Ms
goby
is
fantastic
at
her
job
and
explains
it.
Maybe
she
did
miss
mentioning
the
quarterly
review,
the
quarterly
monitoring
reports
that
we
get
on
all
of
these.
You
might
want
to
speak
to
her
again
about
that.
You
might
also
want
to
speak
to
mr
brewer
about
the
the
whole
range
of
green
and
climate
change
projects
that
we've
got
going
on.

might
wish
to

mr
randall

development
in
the
way
in
which
we

sure

idea

sound

communities
to

decisions

to
affect
their
