Whenever
rezoning
comes
up,
it
elicits
a
lot
of
fear
and
anxiety
in
people,
but
I
just
want
to
take
just
a
few
minutes
just
to
kind
of
reassure
you
and
why
we're
here,
I
understand
that
this
topic
of
rezoning
evokes
a
sense
of
fear
and
anger
for
some
of
us,
but
I
urge
you
to
hear
me
out
and
understand
that
this
is
this
decision
has
not
been
made
has
been
made
with
the
best
interest
of
all
of
our
students
in
mine.
Our
schools
have
been
facing
some
challenges
with
enrollment
in
recent
years.

Some
of
our
schools
are
overcrowded,
While
others
are
under
utilized.
We
also
have
a
responsibility
to
ensure
that
all
students
have
access
to
the
same
opportunities
and
resources,
regardless
of
their
zip
code.
In
order
to
address
these
issues,
we
have
decided
we
meaning
the
board,
have
decided
to
implement
a
comprehensive
rezoning.
This
means
that
we're
looking
to
reassign
some
students,
some
students,
may
stay
at
the
existing
schools,
but
it
is
likely
that
a
number
of
students
will
be
moved
around
during
this
process.

I
also
want
to
assure
you
that
we're
considering
all
the
factors
and
we're
considering
your
feedback
that
you
give
to
us
in
these
sessions
here
we're
going
to
be
hearing
from
our
staff
with
recommendations
and
we're
just
general
overall
listening
to
our
community,
but
just
know
that
we
have
to
make
some
changes
so
that
we
can
adequately
use
our
existing
facilities
that
we
have
and
that
we
can't
leave
everybody
where
they
are.
That
is
what
we've
been
hearing
a
whole
lot
of.

that
a
lot
of
people
love
their
school
and
they
don't
want
to
change.
But
I
do
want
you
to
know
that
we're
we
are
considering
a
lot
of
feedback
from
you
all
and
options
that
will
are
on
the
table
for
utilizing
our
existing
facilities,
as
well
as
the
new
facility
that
was
recently
built
out
on
Parker
Road.

understand
that
change
can
be
scary,
but
we
want
to
reassure
you
that
we're
committed
to
providing
support
and
resources
to
families
and
students
during
this
transition,
we'll
work
closely
with
the
schools
and
community
members
to
ensure
that
all
students
will
indeed
have
a
smooth
transition
when
the

school
year
starts,
and
these
changes
go
into
place,
I
want
to
emphasize
that
this
decision
to
do
rezoning
was
not
entered
into
lightly.
It's
one
that
said,
has
not
been
addressed
comprehensively
since
1983.

daughter
and
son
did
just
fine,
so
we're
really
going
to
try
to
be
deliberate
in
the
things
that
we
do
and
the
decisions
that
we
make,
that
they
won't
be
on
just
haphazard
and
there
will
be
some
disruption
to
what
your
normal
routines
are.
But
we
ask
that
you
be
patient
with
us.
Trust
the
process
and
feel
free
to
provide
feedback
and
input
by
one
of
the
many
ways
that
Miss

the
board

No

things

why
we
are
doing
rezoning
and
some
of
that
you
heard
from
Ms
certain
as
well,
but
she's

additional
information

Good
evening,
I
wanted
to
share
with
everyone
our
purpose
for
rezoning,
as
has
been
indicated
by
our
board
chair
Ms,
certain
we
have
not
rezoned
since
or
in
the
past
40
years,
and
we
know
that
rezoning
does
impact
so
many
of
our
communities
and
schools.

When
we
talk
about
capacity,
we
are
talking
about
our
permanent
structures,
we're
not
talking
about
Portables
that
are
on
campuses,
and
we
want
to
make
sure
that
we
are
being
fiscally
responsible
with
what
we
are
addressing
when
we
are
looking
at
those
those
structures.
So
our
schools.
We
want
to
ensure
that
we
can
invest
finances
into
those
building,
things
that
we
already
have
and
schools
that
have
already
been
built.

But
we
have
within
our
district
5400
seats
that
are
unoccupied,
and
we
want
to
make
sure
that
we're
meeting
the
state
guidelines
in
terms
of
addressing
the
capacity
to
put
students
in
those
seats,
as
you
can
see,
on
the
slide
that
20
of
our
37
schools
are
at
90
percent
or
more
capacity.
And
we
have
some
that
are
over
a
hundred
percent,
a
hundred
and
twenty
percent.
And
so
there
is
some
very
significant
crowding
that
is
taking
place.

This
is
a
nice
facility
that
we're
sitting
in,
and
it
would
be
great
to
be
able
to
have
this
type
of
facility
in
every
school
for
all
of
our
students,
but
this
costs
money
and
it
it
takes
money
to
have
this
happen,
and
we
want
to
ensure
that
we
can
have
these
opportunities
for
all
kids
across
the
district.
It
costs
much
more
and
we
have
state
guidelines
and
requirements
as
to
what
kind
of
spending
can
come
in
order
to
build
new
schools,
and
so
we're
not
prepared
to
do
that
at
this
time.

as
we
listen
to
your
feedback
and
make
preparation
for
how
we
move
forward,
we
really
hope
that
you
would
take
some
of
the
constraints
that
we
have
before
us
into
consideration
and
know
that
we
are
listening
to
you
as
well
as
looking
at
how
things
are
outlined
both
by
the
state
and
what
we
need
to
do,
what
it
for
what
is
best
for
all
kids
in
our
County.

One
thing
I'd
like
to
mention
is
to
just
reiterate
some
of
our
goals
for
rezoning
primarily
involve
creating
high
quality
learning
experiences
and
facility
facilities.
Do
play
a
role
in
creating
high
quality
learning
experiences,
as
do
our
staff,
our
people,
our
community,
our
curriculum
and
programs.
So
I'm
really
glad
to
see
you
all
here
tonight.

We
intend
to
provide
relief
to
our
overcrowded
core
facilities
which,
when
we
have
overcrowded
schools,
they
stress
our
core
facilities
and
we
have
situations
that
our
children
have
to
eat
lunch,
starting
at
9
30.
In
the
morning
we
have
overcrowded
hallways
situations.
We
have
media
centers
that
aren't
sufficient
to
meet
the
needs
of
all
the
students
in
a
school
Etc.
So
that's
something
that
we
really
care
about
is
Safety
and
Security
and
and
quality
learning
experiences.

We
also
want
to
make
sure
that
we're
using
our
facilities
efficiently
and
our
funds
efficiently,
which
equates
to
using
our
funds
in
a
manner
that
doesn't
just
involve
creating
new
facilities.
It
also
involves
renovating
and
redeveloping
Facilities,
like
we've
done
here
at
Metcalf.
Elementary
School,
we
have
our
older
facilities
in
the
eastern
part
of
our
County
and
we
have
overcrowding
in
the
western
part
of
our
County.
So
we
have
both
of
those
challenges
in
our
district
to
deal
with,
so
the
table
that
you
see
basically
shows
our
capacity
and
enrollment.

So
the
permanent
capacity
of
our
buildings,
which
includes
our
core
facility
capacity
as
well
as
the
enrollment
and
the
red
highlights,
represent
90
percent
or
above
that's,
90
percent
of
our
capacity
is
enrolled.
Currently
85
to
90
is
the
yellow
and
anything
below.
85
percent
is
green.
One
thing
I
wanted
to
mention
that
we
have
over
2500
seats
available
and
open
in
our
permanent
capacities
within
our
elementary
schools,
and
then
the
next
slide
represents
the
middle
and
high
schools.
We
have
over
1800
open
seats
in
our
middle
schools
and
over
1100
in
our
high
schools.

The
next
maps
that
I've
provided
are
the
student
population
maps
to
show
you
that
we
have
all
of
our
student
data
mapped
in
GIS,
and
this
is
going
to
allow
us
and
help
us
as
we
go
through
this
rezoning
process.
Again,
you

where

concentrations
of
the
black
dots
are.
That's
where
our
highest
concentrations
of
student
population
reside.

Then
we
have
middle
schools
and
we
have
high
schools.
We
work
closely
with
Alachua,
County
and
all
of
the
city
planners
to
try
and
capture
development.
That's
up
and
coming
so
one
thing
that
we're
doing
through
this
process
is
capturing
the
current
active
development
development
that
will
be
happening
in
the
next
one
to
three
years.

have
student
generation
multipliers
that
we
apply
to
single
family
and
multi-family
units
to
try
and
predict
the
number
of
students
that
will
be
generated
from
these
developments,
and
these
Maps
show
the
concentration
of
developments
in
our
County
and,
as
you
can
see,
they're
all
clustered
pretty
much
in
the
western
part
of
our
County
in
High
Springs
City
of
Alachua,
a
City
of
Newberry
in
the
western
part
of
the
county.
So
this
shows
the
development
as
it
relates
to
the
elementary
school
zones.

same
development

the
middle
school
zones
and
high
school
zones.
So
all
this
development
is
happening
in
our
areas
where
we
have
our
overcrowding.
This

taken
into
account
as
we
go
through
our
rezoning

ongoing

nine
high

generated,
and
then
for
multi-family
units

predict

will
be
nine
Elementary,
School
students,
three
middle
school
and
three
high
school
students
generated
multi-family
units
tend
to
generate
less
students
than
single
family
units,
and
we
do
update
those
every
two
every
couple
years.
So
we
did,
we
just
updated
those.

calendar

the
rezoning

we've
had
this

session
and
again
these

School
on
the
fourth
and
then
May
10th
at
Santa,
Fe,
High
School.
As
you
can
see,
we
tried
to
spread
them
throughout
the
entire
District.

I
mentioned,
the
plan
is
for
opposed
maps
to
be
presented
to
the
school
board
at
a
school
board
workshop
on
August
16th,
and
all
of
these
meetings
you
see
up
here
are
open
to
the
public
and
the
public
has

opportunity

speak
at
each
one
of
these
meetings
as
well.
Once
those
maps
are
produced,
we
will
of
course,
post
them
on
our
rezoning
website,
but
we
will
also
be
taking
them

the
road.

we'll
have
another
series

community
input
sessions
like

difference
will
be
we'll
actually
have
maps
and
propose
Zone
lines
to
share
with
you
and
we'll
be
getting
your
input

so
that
will
happen

August
16th

October

have
a
couple

months

process

magnet

despite
me,
being
zoned
for
Gainesville
I
really
am
glad
that
I
chose
bucholz.
That's
because
I
attend
the
Academy
of
Entrepreneurship
and
around
this
whole
rezoning
thing.
You
mentioned
over
capacity
and
all
of
these
things
well
about
the
magnet
programs.
I've
read
in
the
wuft
article
from
you
guys
that
you
would
be
really
driving
beholds
the
academies
either
away
from
you,
Holtz
or
into
the
ground.
For
these
overcapacity
measures.

talk
on
behalf
of
our
teachers,

Hoffer

Why
I
think
you
guys
should
not
even
touch
the
academies.
The
Academy
of
Entrepreneurship
is
a
member
of
deca.
An
organization
with
over
200
000
members
across
the
world
is
the
ninth
largest
chapter
in
the
world
for
Deca
54
of
us
just
attended
the
international
Career
Development
conference,
where
we
will,
where
we
were
able
to
meet
and
network
with
20
000
other
Deca
members
from
across
the
world
and
from
other
states
and
prepared
for
that.

spent
months
preparing
10,

20,
Page
papers
studying
for
college-level
marketing
and
decision
making
exams
practicing
for
career
simulation
role
plays.
These
are
all
skills
that
many
people
and
other
Generations
wish
they
had
access
to
in
their
schools
and
stuff
that
I'm
grateful
that
I
have
access
to,
and
you
know
the
uncertainty
going
forward
that
if
you
guys
were
to
move
it
or
to
eliminate
it
for
overcrowding,
reasons
or
other
reasons
that
you
said
that
magnet
schools
were
not
beneficial,
I
kind
of
fear
for
upcoming.

We
serve
our
whole
school
through
our
academy
by
offering
branded
clothes
food
items
at
our
store
year
round,
and
you
know
hot
dog
cookouts
in
the
fall.
The
spirit
spot
at
bucholtz
in
our
academies
are
really
the
heart
of
beholds
and
it'll
be
a
shame
to
see
it
leave
or
be
eliminated
altogether.
So
in
this
rezoning
efforts,
just
I
would
ask
to
preserve
our
Academies
for
future
generations
of
students
who
might
have
access
might
not
have
access.

promote

this

need
to
promote
more
program
like

net

school

associate

couldn't
control,
because
how
the
people
live,
the
migration,
the
job
harvesting
economy.

if
we
keep
the
good
quality,
that's

way

attract

kids,
enrollment

good
resource

good
facility,
good
teaching,
good
education
environment
that
actually
can
keep
your
enrollment
always
go
up.
