youth
utility

and
events
are
going
very
well
we're
starting
to
see
more
and
more
people
come
out
and
do
things
with
us.

SLV
go
ask
us
if
we
wanted
to
do
a
walk
program,
and
now
it's
turned
into
some
of

youth
from
the
Farm
Park
that
have
plots
are
also
going
to
join
us
for
those
walks
and
those
happen.
Every
Tuesday
morning
at

It
was
at

30,
but
they
asked
for
us
to
change
it
to
nine,
and
that
was
fine,
but
anyway
I
just
it's
it's
summer
and
we're
all
enjoying
the
fresh
air
and
just
getting
out
and
enjoying
nature
as
well.

sold
the
walk-in
cooler
in
freezer
and
turned
the
space
they
occupied
into
a
storage
room.
We
had
a
group
of
missionary
kids
come
and
do
all
of
the
labor.
For
us
it
was
going
to
cost
about
six
thousand
dollars
and
ended
up
costing
us
about
fifteen
hundred
dollars
with
just
supplies,
and
we
did
have
to
have
an
electrician
come
and
put
a
light
in
there.

fact,
the
kitchen
supervisor
even
said
he
was
going
to
bring
his
big
TV
in
his
cotton.
He
was
just
going
to
stay
there.
It
is
a
big
old
storage
room
and
then
our
next
big
fundraiser
is
the
annual
garage
sale
and
that
takes
place,
Saturday,
Friday
and
Saturday
of
July
14th
and
15th,
and
we're
still
taking
donations.

appointed
to
the
senior
citizen
board
and
at
first
I
said
senior
citizen
board,
but
I
have
enjoyed
it.
You

you
got
a
group
of
people
there
that
they
they
go
out
there
and
they
do
a
lot
of
stuff.

they
maintain
that
I
was
going
to
get.
She
basically
gave
my
report
for
the
senior
citizen,
meaning
that,
whatever
it's
the
stuff
that
they
do
and
how
they
try
to
work
together
and
raise
money
to
just
keep
it
going.

it's,
it's
really
tremendous
what
they
do.

everything
that
we
can
to
help
us,
because
we're
eventually
going
to
be
there

members

great
group
of
people

I've
always

seniors

built
the
foundation
for
this
whole
community,

we
need
to
take
care

club

them

it's

great
deal

enjoy
serving

co-responder
program
we're

aboard.
We
actually
just
hired
another
co-responder.
Her
name
is
Connie
Bridges,
we'll
introduce
her

council

soon

she's

that's
going
to
be
about
a
month,
maybe
two
months
down
the
road,
but
it
is
we're
grateful
to
have
him
within
the
PD
to
help
the
community
and
the
officers.
He's
developed
a
really
really
good
working
relationship
with
the
officers
within
the
City
PD
and
is
starting
to
extend
that
to
Alamosa,
County
and
other
agencies.

exciting
to
see
a
program
like
this
actually
be
positive
and
work
out
for
us
and
we've
been
using
him
quite
a
bit,
which
is
great.

it
is

benefit
to
the
to
the
agency
in
the
city

know
that
the
program
is
working
out
really
as
we
planned
and
it's
positive
for

both

PD

the
community

Police
Department
in

Boston
on
Sunday,

6th
and
just
a
quick
trip

Department
from

learn

agencies

learning
curve

sheriff

for
him,

he
has
mentioned
that
he
is
interested
in
looking
at
it

the

so
this
is
a
amendment
to
our
unified
development
code
and
it's
regarding
pre-packaged
liquor
locations.
I
want
to
be
clear
right
from
the
beginning
that
this
does
not
include
Hospitality
uses,
restaurants
bars,
hotels
or
liquor
stores.
So
what
we're
talking
about
are
is
pre-packaged
to
go
liquor
being
sold
at
other
locations
like
gas
stations
and
convenience
stores
and
dollar
stores.

So
that's
specifically
the
type
of
business
we're
talking
about,
and
this
came
out
of
the
needs
and
desires
hearing
that
we
had
for
the
Family
Dollar
and
the
proximity
to
the
goal
Academy
and
the
boys
and
girls
club
so
there's
a
very
strict
definition
in
State
Statute
of
what
it
constitutes
a
school
and
during
the
needs
and
desires
hearing
for
the
Family
Dollar.
We
felt
as
a
community
both
from
feedback
from
the
public
and
at
council's
direction.

That
school
is
a
larger
category
in
the
city
of
Alamosa,
that
the
goal
Academy
is
a
school
and
that
the
Boys
and
Girls
Club
is
not
necessarily
school
but
should
be
protected
in
a
similar
way,
and
so,
instead
of
there's
not
really
any
way
to
go
around
the
state
statute
or
make
the
state
statute
more
strict.
But
we
can
deal
with
some
of
these
things,
things
that
are
incongruous
with
our
community
through
our
land
use
code,
and
so
these
changes
do
a
handful
of
things.

It
creates
a
specific
accessory
use
that
just
addresses
to
go
liquor
at
those
specific
establishments,
and
then
it
also
establishes
a
buffer
and
staff
is
recommending
a
500
foot
buffer
from
schools
and
from
other
locations
that
fall
in
that
specific
category
that
do
the
prepackaged
liquor,
and
so
it's
a
way
to
limit
some
of
these
sales
and
then
it's
also
a
way
to
keep
them
away
from
the
schools.
So
we
took
this
to
the
Planning
Commission
a
few
months
ago
and
they
were
supportive
of
the
change.

Some
of
the
discussion
included
whether
or
not
the
Boys
and
Girls
Club
location
in
their
downtown
counted
as
a
school
as
well,
and
whether
we
wanted
different
regulations
for
downtown.
They
also
discussed
whether
or
not
the
buffer
should
be
more
strict.
So
I've
we've
prepared
a
map
that
shows
the
500
foot
buffer.

That
staff
is
recommending
and
then
also
a
thousand
foot
buffer
that
was
recommended
by
a
member
of
the
Planning
Commission,
and
so
these
are
the
changes
that
we're
proposing
in
order
to
address
the
specific
issue
in
our
community-
and
this
is
our
first
reading
and
we
will
be
back
for
a
second
reading
and
public
hearing
at
our
next
scheduled
meeting.

some

would

was
sort
of
it
was
part
of
the
discussion
at
Planning
Commission,
just
to
specifically
exclude
the
team
Center.

hand
in
hand

your
downtown
Corridor

it
just
didn't
seem
feasible
because
our
Central
business
district
is
such
a
small
and
tight
area.

structure

the
ordinance

to
establish
and
has
written
it's

foot
buffer
around
large
Child
Care
Centers,
which

picking
out
particular
locations
and
saying

feet
from
the
teen
center

feet
from
Boys
and
Girls
Club

feet
from
anything.

feet
from

center

debate
about
whether

favor
of
this
ordinance.
Updating
these
codes.
As
you
guys
are
aware,
those
of
us
with
with
existing
codes,
are
more
subject
to
House
Bill
22
1362
from
last
year
and
as
Mr
schweizal
mentioned.

Had
we
not
done
this
approach
than
we
would
have
gotten
the
recently
developed
and
as
of
June
1st
published
Colorado
model
energy
code,
which
is
the
2021
model
code,
plus
some
additional
amendments
for
solar,
ready,
EV,
ready
things
that
we
don't
feel
as
a
building
Community
we're
quite
ready
for
here
in
the
valley.
So
this
is
kind
of
the
best
of
the
available
options.
We've
been
working
for
almost
a
year
now
to
kind
of
come
up
with
this
cohort
approach
across
the
valley.

Great
news
is
that
not
only
has
this
already
been
adopted
by
Alamosa
County,
it's
being
considered
for
adoption,
not
only
here,
but
also
it's
been
adopted
by
Rio
Grande
County
in
their
jurisdictions.
The
cities
of
Monte
Vista
South,
Fork
Etc,
the
county
of
saguacha,
opted
not
to
include
it,
but
the
city
of
Center
is
and
then
the
the
counties
of
Costilla
and
kanejos
are
moving
forward
with
adoption
as
well.

leaving
out
fire
sprinklers
for
single-family
homes,
for
instance,
and
similar
things,
so
that
we'll
have
a
consistent
expectation,
kind
of
across
the
valley
and
help
out
our
Builder
and
contractor
communities
and
our
homeowners

well.

clock

the
few

Clock

believed

nine
of
these
clocks
that
are
left
in
existence
and
we
need

historic
designation,

office

successful
in
securing
five

dollars
towards
the
bulk
of
the
restoration.

this
clock
have

been
donated
in
kind
by

community
members.

is

passion
project

We
had
a
wonderful
workshop
with
Community
Builders
in
the
Colorado
brownfields
partnership
to
discuss
the
future

Walsh.
We
did
this
partially

we

EPA
funding
and
the
competitive
Grant
process,
this
fall
we're
more
competitive
because
we
have
viable
economic
options
for
the
site,
so
really
great.
Turnout,
like
30
40
people,
we
stole
a
bunch
of
people
that
were
leaving
the
Homeless
Coalition
meeting.
It
was
wonderful.
We
were
in
the
foyer,
there
were
snacks,
but
really
good
feedback.

was
a
great
meeting
and
then
we've
been
working
having
ongoing
discussions
with
valleywide

their
purchase

courthouse

the
1.2
million
revitalized
Main
Street,
grant
that
we
received
continues
to
move
forward.

able
to
publish
the
request
for
qualifications
by
the
end
of
the
month,

clarify
a
request
for
qualifications
is
sort
of
a
different
process
than
we're
used
to
because
we're
actually
going
to
advertise
and
people
have
to
bid
based
on
the
Merit
of
their
project
and
not
the
price.
And
when
we
get
our
responses
back,
then
we
get
to
negotiate
a
price.
So
it's
a
really
different
funding
mechanism.

would
say
that
it's
fun,
but
it's
kind
of
scary
and
then
we
also
did
work.

The
San
Juan
lighting
project,
the
one
that
was
identified
in
our
downtown
plan,
and
so
the
economic
development
director
and
I
two
weeks
ago
went
downtown,
got
permission
from
both
the
property
owners
and
our
City
attorney
wrote
up
an
agreement
that
they're
reviewing
and
we
should
be
able
to
get
that
project
done
this
summer.
So
already
working
on
hiring
people
as
far
as
Outreach
and
relationships,
I
just
created
a
category
for
a
Main
Street
advisory
committee
because
they
are
just
rocking
and
rolling.

They
do
not
just
show
up
to
a
meeting
for
coffee,
they
have
jobs
and
they
have
to
do
things
they
have
homework,
but
they
helped
do
some
evaluation
of
what
they
wanted
to
see
in
downtown
banners
which
were
funded
in
this
year's
CIP.
We
haven't
made
it
very
far
in
that
program,
but
at
least
we
have
good
feedback
from
our
Main
Street
committee.
That
was
not
the
winning
design
in
case
we
have
strong
feelings
about
it,
but
they
they
at
least
participated
in
the
process.

also
been
entertaining
presentations
on
a
Colorado
creative
District,
which
we'll
be
bringing
to
council
to
discuss,
having
a
committee
for
that
at
our
next
meeting,
Urban
Redevelopment
authorities
and
Downtown
Development
authorities
trying

understand
what
all
of
our
mechanisms
really
funding
and
growing
our
downtown
might
be.
We
also
have
been
talking
about
common
consumption
areas
with
the
help
of
the
city
clerk
and
it's
incredibly
complicated.

know
you
discussed
it
at
your
retreat,
but
we
are
looking
at
some
options,
looks
like
the
current
guidance
is
maybe
trying
to
figure
out
something
for
special
events.

are
talking
about
a
Housing
Development
on
maroon
drive,
a
sort
of
upscaled,
Townhomes
or
duplexes
still
sort
of
in
the
talks.
There
we've
been
doing
a
multi-month
inventory
of
parking
utilization
rates
at
affordable
housing
projects.
We
believe
that
some
of
our
housing
requirements
for
affordable
housing
are
a
little
bit
too
strict
and
in
order
to
help
housing
not
be
killed
by
our
parking
requirements,
we're
actually
doing
in
the
field
studies
ourselves,
and
then
we
had
a
pre-application
meeting
with
the
Architects
for
the
Boyd
School,
so
funding.

are
still
waiting
to
hear
back
on
our
6.2
million
dollar
tag
application,
the
transformational,
affordable,
housing,
Grant
they've.
Basically,
every
time
they've
told
us
to
jump.
We've
said
how
high
so
I
feel
like
we're
pretty
competitive,
and
we
are
on
the
agenda
for
this
coming
the
27th
at
the
Department
of
Housing
board,
so
everybody
cross
your
fingers
and
then
we
also
did
present
to
chaff
phone
our
nine
percent
low
income,
housing
tax,
credit
application.

were
not
successful.
We
were
not
expecting
to
be
successful.

assisted
crhdc
with
talking
to
CDOT,
we
don't
fluently,
speak
the
language
of
CDOT,
but
we're
better
than
most

we
tried

help
and

we've

attending
webinars
on
proposition
123,
which

housing
tax
revenue,
so
that
is
what's
been
going
on
in
housing
and
downtown
and

was

confusion

they
were.

was
confusion
that
everything
will
set
and
then
all

a
sudden
they
pulled
it
and
then
now
I
think
they
gave
you

headache,
city
manager,
because
that

everybody
thought
that
it
was
ready
to
go
and
all
of
a
sudden.

It's
it's
an
outside
of
the
box.
Solution,
that's
probably
gonna
shape
the
way
other
affordable
housing
is
done
in
the
state.
So
it's
a
really
exciting
project.

meets
all
the
needs.
We've
got
the
housing
plan

not
check
more
of

boxes
and
everything
we
had
been
hearing
from
division
of
housing
staff
is
that
it
was
extremely
competitive.

excited
all
of
those
types

so
the
week
before
we
were
scheduled
to
go
before
the
housing
board,
a
different
individual
in
that
that
agency
pulled
it
because
they
were
unsuccessful
if
the
LIE
Tech
application,
although
that
had
nothing
to
do
with
the
application,
it
didn't
play
any
role
in
the
funding.
It
wasn't
even
mentioned
type
of
situation,
so
it
was
an
error
and
I'm
just
going
to
be
blind.
It
was
an
air
in
pulling
that

other
Doh
staff
tried
to
explain
that
I
know.

Though,
because
I
I
like
at
one
point,
as
you
indicated,
we
were
told
okay
well,
maybe
it'll
be
put
back
on
for
2
million,
and
so
then,
when
Rachel
and
I
had
a
meeting
with
Rick
Garcia
who's,
the
director
of
Dola,
that's
when
they
told
us
no
you're,
not
even
on
the
agenda
period,
so
it
it
just
keeping
track
of
what
was
happening
was
was
challenging.
We
knew,
though,
even
though
our
application
was
for
just
a
little
less
than
6.2.
We
already
knew
that
staff
was
recommending
4.2.

This
is
our
first
foray
into
the
Department
of
Housing
side
of
Dola,
but
we've
always
had
the
utmost
request
or
respect
for
Dola.
So
it
was.
It
was
a
really
scary
and
interesting
situation,
but
for
4.2
million
dollars
it
was
something
we
felt
like
we
needed
to
really
pursue
as
much
as
possible.
We
are
now
back
on
the
agenda.

Rachel
myself
and
crhd
staff
will
be
at
a
presentation
virtually
on
the
27th,
but
it's
still
the
same
strong
project.
None
of
that's
changed.
So
unless
there's
something
else
behind
the
scenes,
I
do
anticipate
a
positive
outcome,
but
it's
not
done
until
it's
done.

also
had
their
project

the
very

minute,

mobile
home
park,

in

changer
for
our
community

yanked.

to
swallow

was

big
struggle.

Scramble
with

much
and
since
that
application
was
through
SLV
Housing
Coalition.
We
didn't
want
to
burn
any
bridges
for
them
kind
of
situation,
and
we

two-day
scramble
type
of
situation,
so
we
will
continue
to
be
a
partner
with
Dawn's
group
to
try
to
get
that
funded
as
well.
But
it
was
a
big
disappointing.

couple

weeks,

with

Pacific
West
LLC.
As
you
know,
the
Charter
Communications
has
been
providing
cable
service
under
a
franchise
with
the
city
for
the
last
10
years
that
franchise
agreement
expired,
I,
think
it's
sometime
late
January
of
this
past
year,
but
by
its
terms,
continues
until
A
Renewed
one
is
put
in
place
or
it
is
formally
terminated.

In
the
audience
to
work
up
the
renewal
for
another
10-year
period
of
this
franchise,
one
of
the
concerns
that
Council
expressed
during
those
work
sessions
was
with
Charter's
removal
of
the
local
office,
downtown
that
they
did
maintain
and
they
removed
that
a
couple
of
years
ago.
I
don't
remember
exactly
when,
while
it
was
still
under
the
old
franchise,
so
it
was
not
part
of
the
of
the
termination
or
the
renewal,
but
they
had
moved
in
that
direction
and
Council
was
quite
concerned
about
that.

So
we
spent
a
lot
of
time
back
and
forth
with
John
and
the
people
at
Charter
on
dealing
trying
to
deal
with
that
issue.
Charter
was
unwilling
to
keep
an
office
open,
which
is
what
council
would
have
preferred,
but
as
set
forth
in
the
Council
of
communication,
we
did
end
up
with
sort
of
a
compromise
provision
for
making
sure
that
people
who
are
Charter
subscribers
are
able
to
do
equipment
and
exchanges
at
no
cost
to
them
through
third-party
mailing
kind
of
provision,
and
that
Charter
was
willing
to
do
I.

The
council
has
an
option,
as
set
forth
in
the
Alternatives
in
the
communication,
to
decide
that
that
is
a
hill
to
die
on,
and
there
are
things
that
we
then
can
do
to
move
out
of
our
currently
informal
negotiations
into
formal
negotiations
into
something
that
might
be
brought
up
in
important
challenges
to
whether
Charter's
refusal
to
do
that
is
providing
adequate
Service.
As
we
talked
through
in
work
sessions,
staff
does
not
believe,
that's
an
appropriate
way
to
go,
but
that
is
an
option
for
Council.

The
other
big
change
from
the
existing
provision
is
the
elimination
of
the
pig
channel,
the
public
educational
and
governmental
Channel,
which
was

and
121,
or
something
like
that
in
which
we
used
to
provide
coverage
of
Council
meetings

recorded
streamings
of
Council
meetings
and
in
the
surveys
that
we
sent

part

sense
