the
record
that
the
Grizzlies
brought
home
two
individual
national
championships,

in
the
triple
jump
and
one
in
the

000
meter
run
both
for
the
men.

Grizzlies
cannot

we're

two

national
championships
winning
cross
country
women

official's

possibly
a
second
place
finish.

this
evening
to
share
the
state
of
the
Alamosa
and
Alamosa
County
Veteran
Affairs.
My
name
is
Richard
Negley
I'm
the
founder
and
board
president
for
the
Veterans
Coalition
of
San
Luis
Valley.
In
addition,
I
have
a
number
of
other
hats:
I
wear,
including
veteran
service
officer
for
the
American
Legion
Department
of
Colorado
and
veteran
service
officer
liaison
for
the
state
of
Colorado.

The
Veterans
Administration
Colorado
Division
of
Veteran
Affairs
and
salemos
Valley
County
veterans
service
officers
are
not
serving
Veterans,
as
President
Abraham
Lincoln
promised
quote
to
care
for
him
who
shall
have
borne
the
battle
and
for
his
widow
and
his
orphan
unquote
just
look
around
and
ask
a
veteran.
How
are
You
Being
Served
according
to
the
va's
FY
21
summary
of
expenditures,
GDX
report
that
I
have
provided
you
have
in
front
of
you,
you'll
notice
that
in
fy21
Alamosa
County
had
884
Veterans
of
which
382
were
enrolled
in
the
VA
Health
Care
system.

in
FY
2012,
which
you
do
not
have.
When
the
Coalition
took
root.
Alamosa
County
had
a
thousand
thirteen
veterans
receiving
six
million
dollars.
Imagine
what
a
difference
10
years
has
made.
Imagine
if
all
780,
Alamosa
County
veterans
were
receiving
benefits
and
what
that
could
mean
to
Alamosa
and
Alamosa
County.
Those
are
tax-free
dollars.
So
again
those
numbers
for
dollars
add
three
zeros
you'll
note
at
the
top
in
2018
Congress
passed
the
VA,
maintaining
internal
systems
and
strengthening.

Outside
Network
Act
What's
called
the
mission
Act.
A
provision
of
that
law
required
the
VA
to
do
an
assessment
of
va
facilities.
This
provision,
known
as
the
asset
and
infrastructure
review
or
air
commission,
was
to
modernize
and
realign
the
VA
Health
Care
system
and
look
at
the
VA
Healthcare
System
facilities.
This
is
similar
to
the
base
closure.
That
was
done
a
few
years
ago,
where
the
VA
looked
at
all
the
facilities
that
it
had
and
it
was
a
closure
or
non-closure
winner.
Take
all
Colorado's.

Healthcare
System
was
scheduled
to
close
four
of
the
five
clinics
in
rural
Colorado
Alamosa.
Well,
Salida
Burlington,
Lamar,
La
Junta
were
scheduled
to
be
closed.
Alamosa
wasn't
because
we
made
an
enough
noise
with
the
VA
that
it
was
too
important,
because
Congress
did
not
appoint
the
ninth
member
to
that
commission.
The
commission
never
ruled
and
therefore
none
of
the
clinics
Nationwide
were
closed,
but
it
is
required
that
that
will
be
done
again
every
four
years.

Last
year,
the
division
of
Veteran
Affairs
restructured
throughout
the
state
into
five
regions,
with
one
state
veterans,
Service
Officer
designated
to
work
with
each
of
those
regions
to
get
to
know
and
understand
the
special
needs
of
that
particular
region.
This
is
still
a
process
under
development
and,
as
of
this
month,
that
five
regions
have
now
been
divided
into
seven.

It
just
was
too
much
of
an
overload
for
five
individuals.
The
division
of
Veteran
Affairs
also
provides
grants
to
County
veterans,
service
officers
and
other
qualified
veterans
service
organizations
to
further
serve
veterans.
The
veterans
community
living
center
at
home
lake
is
one
such
organization.

This
year,
Alamosa
County
received
62
000
for
veteran
assistance
and
transportation
hasn't
been
decided
how
much
they've
applied
for
and
will
be
granted
this
coming
year.
Well,
Lapointe
received
forty
thousand
for
veterans
assistance.
Those
were
the
only
grants.
Well,
there
was
another
grant
for
fifteen
thousand
in
Castilla
County.
Those
were
the
only
grants
that
were
awarded
out
of
a
million
dollar
pot
that
the
state
gives
to
the
the
DVA
division
of
Veteran
Affairs
to
manage
Veterans
Coalition
was
founded
about
15
years
ago
because
of
Health
Care
Services
in
the
valley
were
virtually
non-existent.

The
VA
could
not
maintain
a
doctor
or
Primary
Care
in
the
Alamosa
Clinic
veterans
had
to
travel
to
Denver.
It
was
a
serious
burden
for
most
veterans.
The
Coalition
Coalition
worked
with
the
valleys
border
County
Commissioners,
to
bring
these
issues
to
the
va's
attention.
Today,
the
Coalition
is
a
nationally
recognized
non-profit,
serving
veterans,
including
a
nationally
accredited
veterans,
Service
Officer.

Since
its
beginning,
the
veterans
have
turned
to
the
Coalition
as
the
resource
for
resources
and
the
safety
net
for
those
that
have
tried
everywhere
else.
The
VA
and
Colorado
Division
of
Veteran
Affairs
also
turned
to
the
Coalition
for
information
on
the
status
of
rural
veterans.
We
are
proud
the
Coalition
can
take
calls
for
assistance
from
Alamosa
veterans,
especially
since
some
of
the
veterans
report,
County
veterans,
service
officers,
AWOL.

In
closing
I'm
honored
to
stand
here
this
evening,
I've
been
a
hopeful
person
and
believe
in
our
bright
future.
The
Coalition
will
work
with
anyone
who
is
serious
about
solving
problems
to
move
Alamos
and
the
veterans
forward.
Don't
get
me
wrong.
I'm,
not
naive.
Over
the
last
15
years,
veterans
have
faced
historic
challenges
and
seen
the
consequences
of
political
decisions.

The
prevailing
take
now
seems
to
be
that
things
will
get
worse.
Fatalism
is
in
Vogue,
as
people
wonder
allowed
whether
vet,
whether
America's
best
days
are
behind
her
I
would
like
to
reject
that
idea.
We
cannot
mistake
pessimism
for
intelligence
and
we
must
never
forget
who
we
are
and
what
veterans
have
done.

Our
duty
is
to
roll
up
our
sleeves,
the
Coalition
appreciates
being
added
to
the
town's
radar
and
uses
those
funds
to
help
Alamosa
veterans
and
to
keep
the
doors
open,
but
this
gets
harder
every
year,
I'll
borrow
a
phrase
from
the
Ripon
form.
When
saying
never
forget
you're
telling
a
veteran,
you
appreciate
everything
they've
done
for
our
country.
Let's
show
everyone.

cure
for
cynicism
is
competence
again.

veterans.
I
attended
those
meetings
when
they
were
talking
about
the
clinics.
Closing
enough-
and
you
said
the
loudness-
you
brought
a
lot
of
loudness.
You
brought
a
lot
of
stats,
you
know
and
I
think
that's
what
changed
a
lot
of
those
people's
minds.
You
know
and
we're
still
at
the
edge
after
visiting
with
them.
They
they
told
us
yeah,
you're
right
at
the
edge.

have
to
do
a
lot
more
work
to
make
sure
that
these
clinics
stay
open
here
here
in
Alamosa
in
the
valley
you
know
to
have
veterans
now,
I
think
they're,
building
something
called
Russians
but
prior
to
that,
to
helping
to
travel
to
Denver.
It
is
it's
it's
a
hardship
and
irregardless
if
they
provide
Vans
or
whatever
they
provide
it's
a
hardship
on
Veterans,
you
know
and
what
you
have
done
and
what
the
community
has
done
to
come
together.
You
know
they
came
back
home.

we're
going
to
take
care
of
them,
but
let's
do
that.
We
need
to
do
that
and
whatever
it
takes.
You
know,
and
and
sometimes
it
falls
through
the
cracks-
and
it's
people
like
yourself
that
revives
that

says:

up.

not
forget,

forget
what
these
men
and
women
did
for
our
community
for
our
country,

you've
done

whatever
the
city

veterans

Coalition

the

July
24th,
The
Pact
act,
which
we
see
a
lot
of
discussion
about
in
the
news
media
actually
has
a
time
frame
of
August
the
9th.
If
you

filed
an
intent
to
file
by
August
9th,
it
will
be
retroactive
to
August
10th
of
2022
at
least,
and
both
the
VA
benefit
side.
The
VA
Health
Care
side
and
the
state
division
of
Veteran
Affairs
are
going
to
be
down
here.

an
example,
take
a
veteran
that
may
have
been
in
Vietnam
exposed
to
Agent
Orange
died
from
cancer
as
a
result,
spouses
and
and
dependents
might
be
able
to
file
for
those
and
get
benefits
as
a
result,
even
with
a
veteran
that
has
passed.
So
this
is
a
major
move
by
the
VA
and
we
have
been
recognized
by
Washington
for
this
effort
and
that's
why
they're,
bringing
some
of
the
big
state,
dogs
down
and
I
would
encourage
anyone.

template

are
no
longer
we're

meet

June
and
we
will
meet
in
July

really
have
a
good,
hopefully
grip
on
how
we're
going
to
do
some
of
our
marketing
and
Outreach
and
the
information
we're
going

share

public
with
the
Alamosa
Housing
Authority.
They
continue
to
do
great
work
and
are
working
with
the
state
on
more
vouchers
when
those
open
up
because
of
some
budgeting
issues
as
well
as
working
to
do
a
formalized
evaluation
process
with
a
consultant,
and
that
is
really
exciting.

think
it's
one
of
the
it's
definitely
the
first
time.
They've
done
it
with
the
current
group
of
folks
that
they
have
both
on
the
board
and
in
the
in
the
team,
and
so
they
are
really
wanting
to
make
sure
they
have
a
strong
leadership
and
a
good
strategic
plan
and
I
think
that's
going
to
be
really
helpful
for
them.

Thank

mayor
at
the
recent
meeting
for
the
library
board.
They're
very
excited
the
surveys
that
they
developed
to
go
to
not
only
patrons
of
the
library
but
also
to
people
that
don't
use
the
library
services
to
find
out
what's
needed.
What's
wanted
things
of
that
nature,
that's
going
very
well
they've
they're
starting
to
have
have
a
presence
at
the
Summerfest.
They
are
going,
they've
had
a
presence
at
First,
Fridays
and
so
they're
just
trying
to
get
out
there
as
much
as
they
can.
So
we
can
incorporate
it.

But
all
the
surveys
across
the
board
have
been
very
well
received
by
the
general
public
and
look
just
looking
forward
to
a
really
robust
summer
program
that
the
library
is
developing
not
just
for
the
children
but
for
the
teens.
There's
an
adult
reading
program
to
to
challenge
yourself
over
the
summer
and
they're
going
to
be.
They
got
some
grant
funding
to
do
some
Outreach
over
the
summer
at
I
want
to
say
Zapata
park
by
the
Boys
and
Girls
Club,
so
they're
they've
got
some
extra
help
on
that,
so
all
hands
on
deck.

I
wanted

thank

We
had
a
lot
of
candidates
for
our
boards
and
commissions
this
time
it
was
really
awesome.
We've
gotten
a
lot
of
feedback
that
people
read
those
mailers
that
come

electric
bill.

or
not,
they're
electrical,
oh
the
bills
that
we
send
I'm,
sorry
and
so
just
really
want
to
say
thank
you
for
that
and
the
announcements
that
have
been
in
the
paper

would
like.

many
applicants

people

excited
and
we
couldn't
obviously
choose
everyone
when
you
call
them

or
talk
to
them.

encourage
them
to
attend
the
meetings
that
are
open

the
public,
because

they

can
still
provide
feedback
at
those
meetings.
They
can
still
see
what's
going
on,
even
if
they're
not
appointed
to
the
board
I
think
that's
really
important
for
them
to
hear
also
wanted
to

really
appreciated
the
council
Retreat
that
we
had
last
weekend.

really
good

both

Council
as
well
as
with
staff.

update
on
the
Alamosa
Veterans
Memorial
Park.
We
had
a
race
last
Veterans
Day
this
coming
Veterans
Day
we're
going
to
do
it
on
the
fourth.
Instead
of
Veterans
Day
and
July
8th
we're
having
a
car
a
car
show
and
we're
hoping
to
make
some
money
off
of
that.
So
far
in
the
bank
they
have
67

it

to
Heather
and
she
was
going
to
look
into
it,
but
it's
something
just
so
they
don't
throw
the
trash
all
over
the
place
and
I
know
that
when
they
came
to
us
we
we
couldn't

them

money,
but
we
were
going
to
do
a
lot
of
in-kind
stuff
to
help
them
out.
So
hopefully
we
can
do
something
like
that.

County

lots
out
there.

Summerfest
event:

a
greatly
attendant

what

understand

glad
for

an
opportunity
to
go
to
the
different
businesses
that
employ
some
of
the
firefighters
who
volunteer
for
the
city
of
Alamosa.

got
an
opportunity
to
thank
those
businesses,
and
that
was
a
real
fun
day.

I
have
to
make
sure
I
had
both
of
them,
but
it
was

Dunn
who
went
out
there,
but

Stone
was

had

weekend

real
great
event

also
happy
birthday
