Description
The City is working on a project to evaluate streetlighting conditions throughout Albany to inform any future systematic improvements. To hear from the community, the City hosted this City Streetlighting Workshop on Tuesday, September 19th 2023 from 6-9pm at the Albany Senior Center .
Community members were provided information on the different aspects of public lighting and visit real sites nearby to evaluate some of Albany's streetlights in-person.

Participate in the online City Streetlighting Evaluation Survey. Information gathered will be used to supplement detailed technical assessments performed by the City’s experienced consultant at the same locations. This will help inform future proposed lighting guidelines and potential improvements for the City’s streetlighting system.

there's

always
been
a
lot
of
questions
about
lighting.
There's
always
been
a
lot
of
concerns
about
Street
Lighting
in
Albany.
It's
something
that's
very
common
in
our
Council
on
commission
meetings.
So
after
some
time
we
finally
started
it
putting
together
our
city-wide
Street
lighting
evaluation.

the
goal
of
this
is
to
kind
of
be
intentional,
with
our
street
Lighting
in
the
city
to
more
programmatically
approach
it,
the
streetlining
evaluation's
purpose
is
first
off.
Is
we
want
to
understand
what
kind
of
infrastructure
we
actually
have
out
there?
What
does
the
lighting
look
like
out
there
and
then,
as
of
right
now,
we're
moving
into
kind
of
you
know
what
kind
of
what
do
people
think
of
the
lighting
out
there?

what's
out
there
right
now,
but
we
want
some
opinions
and
feedback
on
what
people
actually
think
about
the
sliding
and
ultimately,
with
the
with
this
evaluation,
we're
hoping
to
understand
programmatically
how
much
it'll
cost
to
maintain
and
operate
and
bring
Street
lighting
to
a
set
standard.

there's,
unlike
our
roads
and
our
sidewalks,
those
are
there's
clear-cut
standards
out
there.

lot

writing
ordinances

defining
standards

the
industry.

we've
done
surveys
like
you're,
going
to
do
tonight
with
thousands
of
citizens
over
the
last
40
years.

Jose,

Diego,
Anchorage,
Salt,
Lake
City.
Just
we

this
work
all
over
the

the
country,
and
you
know
right

we're
doing
is
an
evaluation.
So
this

first
step
before
doing
the

a
full
master
plan
to
say
where
that
this
is
going
to
go,
but
we
want

get
tonight.

to
get
some
feedback
of
you

such
a
visual
thing
that
it's
hard
to
talk
about
the
metrics
without
actually
seeing
it,
and
our
vision
is
so
Dynamic
that
we're
still
actually
the
industry

still
trying
to
learn
about
how
we
see
at
night,
because
our
vision
is
changing
from
daytime
vision
and
nighttime
vision
and
this
sliding
scale.
But
this
is
our

street
light
is
where
and

condition
it's
in
and
our
fearless

who
just

is
a
street
lighting
and
pedestrian
lighting
evaluation.
So
we're
really
talking
about
within
the
city's
right-of-way.
There
may
be
other
lighting
issues.
You
have
experiences
on
on
Trails
or
Parks,
or
things
like
that.
This
study
doesn't
actually
address.
That's
not
addressed
in
the
scope
of
this
work.
This
is
about
the
streets
and
as
part
of
this,
we
want
to
get
your
feedback.
So
during
our
surveys
we
actually
want
your
specific
opinions.

each
individual's
actual
opinions
without
being
swayed
by
anyone
else,
so
excluded
from
the
scope,
privately
owned
lights,
Lighting
in
public
parks
or
schools,
and
right
now,
there's
there's
no.
The
lighting
ordinances
typically
deal
with
that
private
property.
This
is
for
public,
publicly
owned
Street
lighting.

We've
already
been
through,
we've
been
working
on
this
project
since
April
and
we've
already
gotten
all
the
street
lighting
inventory
completed.
As
of
May.
We've
been
evaluating
that
and
looking
and
doing
lighting
calculations
and
study
of
a
lot
of
different
data
from
this,
because
it's
not
just
Street
lighting
or
not
just
the
street
lighting
inventory
that
Avari
works
on,
but
also
overlaying
all
sorts
of
other
data
sources
such
as
crash
data,
pedestrians,
bicyclists
things
where,
where
are
these
incidents
happening
to
you
know,
overlaying
the
the
City.

different
areas
of
the
city,
whether
it's
zoning,
so
that
we
know
have
what
what
streets
are
in,
what
zones,
commercial
or
residential,
what's
appropriate
for
the
different
these
different
areas.
We've
come
out
and
measured
a
number
of
sites.

people

gone
through
this?

there's
a

a
look
at
how
what

kind
of
we're
about
50
right
now
with
our
evaluation,
but
now
it's
time
to
get
this
feedback
from
you
all.

we
understand
what
kind
of
light
levels
we're
going
to
test
out.
Dimming
we're
going
to
look
at
different
color
temperatures
of
light
tonight
and
then
we'll
build
that
into
finalizing
our
our
evaluation
and
presents
it
to
City
Council
in
November,
get
final
kind
of
comments
and
finalize
this
by
January.

lot
of
different
topics
that
lighting
kind
of
entails.
Here
we
have
to
be
thinking
about
a
lot
of
different
things:
visibility
and
safety,
kind
of
kind
of
go
hand
in
hand
a
lot
of
times,
but
there's

lot
of
other
things
with
you
know
from
design
Aesthetics
to
the
impacts
of
light
and
health.

Alameda
County

the
one
has
that's
responsible
for
maintaining
all
the
lights,
so
we
have
to
try
to
find
things
that
are
easily
maintainable
long
life.
Of
course,
that's
with
LED
has
become
pretty
much
the
standard,
but
there
are
still
ways
we
can
lengthen
the
life
of
LEDs
to
make
sure
they
last
even
even
longer,
but
we're
also
concerned
about
the
you
know:
impact
on
night
skies.

So
we've
we
think
that
the
one
of
the
best
ways
to
engage
people
is
to
actually
go
out
and
look
at
it.
Instead
of
talking
about
it
in
the
in
the
room.
Here
we
can
get,
go
out
and
experience
it,
so
we've
we've
set
up
a
few
different
sites.
Some
of
them
are
just
this
standard
lighting.
That's
here
already
and
a
few
that
we've
changed
out
the
street
lights
at
a
couple
intersections
and
mid
block
areas
too,
and
then
what
we're
going
to
be
testing
out
some
of
the
dimming
of
these
different
color
temperatures.

Your
pupil
shuts
down
your
retina
starts
to
over
saturate
and
things
things
that
actually
have
a
reasonable
light
levels
start
to
look
really
dark,
so
controlling
glare
is,
is
one
of
the
ways
that
we
actually
improve
visibility
using
less
light
adaptation.
When
you
have
one
really
bright
area
right
next
to
a
darker
area,
a
less
bright
area,
it
can
take
time
for
our
eyes
to
adapt
it
can
and
and
as
you
age
that
time
takes
longer
so
it
can.

Some
variation
of
light
and
dark
helps
create
contrast
where
you
see
positive
contrast
or
negative
contrast
where
people
are
either
in
silhouette
or
you
know,
brighter
person
in
front
of
a
darker
Street,
even
even
in
silhouette,
the
detection
of
that
person
can
be
increased,
so
you
can
see
that
there
is.
There
is
something
there
there's
a
person
there
and
actually
in
in
silhouette,
sometimes
that
you,
you
see,
motion
even
easier.

perfectly
perfect.
Uniformity
is
not
great
too
much
bright
and
dark
is
not
great
either.
We
also
have
to
pay
attention
to
the
spectrum
of
the
lights.
What
color
content
there
is
in
the
light
that,
if
with
poor
color
rendering,
you
can't
see
the
color
of
the
cars,
if
you
just
look
at
this
car
here,
you
wouldn't
even
imagine
it
might
be
blue
this
this.
How
many
wavelengths
of
light
are
in
the
source
is
what
creates
this,
so
LED
typically
has
much
higher
color
rendering
than
the
high
pressure
sodium
lights.

people
have
heard
of
this
term
color
temperature
wow
I,
mean
it's
amazing,
how
the
internet
and
there's
there's
so
much
more
education
than
there
used
to
be
on
on
things,
but
so
color
temperature,
okay,
so
somebody
that
knows
what's
what?
Why
is
it
in
degrees?
Kelvin,
okay,
black
body,
radiator?

Okay,
so
this
ideal,
black
body
radiator,
is
heated
up
and
whatever
color
it
glows
when
it
starts
emitting
light
when
it
gets
really
hot,
is
the
Kelvin
the
temperature
in
Kelvin
of
that
source,
so
I
think,
but
like
a
flame
right,
the
the
blue
flame
is
the
hottest
flame,
so
the
blue
or
the
light,
the
higher
the
color
temperature.
The
orange
light
is
a
lower
color
temperature.
But
when
we
talk
about
this,
we
say-
oh
that's
one.
That
looks
really
warm.

Well,
we
had
we
had
some
sources.
We
had
metal
metal,
halide
other
things
that
were
maybe
in
3000
Kelvin
4000
Kelvin
high
pressure
sodium
is
down
in
like
2200
Kelvin.
The
orange
light
these
still
have
some
of
those
on
Solano
I.
Think
there's
some
on
Masonic,
we'll
see
today
before
LED
like
5000
was
unheard
of,
but
all
of
a
sudden,
like
LED,
has
this
blue
LED
chip
with
phosphor
on
it
to
make
it
white
light.

So
here's
maybe
some
more
common
ones
and
with
with
LED,
we
can
get
these.
We
can
span
these
different
color
temperatures
from
2200
Kelvin,
2700,
Kelvin,
3000
4000
is
kind
of
starting
to
go
away
a
lot
for
in
a
lot
of
areas,
we're
seeing
less
and
less
of
of
that
and
more
ordinances,
pushing
down
towards
3000
or
less.

rendering
index
is
on
a
scale
of
1
to
100
100
being
more
like
what
you
would
see,
colors
under
daylight,
where
high
pressure
sodium
typically
was
around
a
CRI
of
35.,
so
you
can
only
maybe
see
about
35
percent
of
the
colors
in
that
area
and
identify
them
very
well
where
you
know
at
70
you're,
seeing
a
lot
better
color
we
are
seeing.
Leds
can
get
up
to
90
CRI,
but
that's
typically
in
like
Museum
Quality
Lighting.

We
want
to
make
sure
we're
controlling
the
obtrusive
effects
of
light,
so
we're
putting
lights
where
it's
needed
and
controlling
it
from
where
it's
not
needed
so
and
in
in
this
street
environment.
That
really
is
from
the
the
sidewalk
to
the
street,
covering
the
sidewalk
we're
not
trying
to
light
private
property.
It's
not
the
role
of
Street
lighting
to
light
private
property.

If
you
want
light
on
your
property,
put
a
light
on
your
porch
light
on
or
something
like
that,
but
this
is
trying
to
light
that
public
right-of-way,
so
we're
controlling
the
backlight
from
spilling
into
homes.
We
also
need
to
look
at
how
what
that
spread
of
light
is
across
the
street,
so
we're
not
blasting
the
houses
across
the
street
at
higher
angles
so
from
like
70
to
80
degrees
or
70
to
80
to
90
degrees.
All
that
light,
that's
coming
out
of
a
light
fixture
into
straight
into
your
eyes,
is
all
glare.

All
right
so
here's
a
kind
of
a
case
study
on
16th
Street
Mall
in
Denver.
It
was
originally
incandescent,
but
it
had
been
fit
out
with
over
the
years
with
high
pressure
sodium,
and
there
was
a
pretty
high
light
level
here.
Three
and
a
half
foot
candles
is
actually
a
pretty
high
level
of
illuminance
at
night
has
a
1800
Kelvin,
color
temperature
and
a
CRI
of
28..

But
on
average
it
was
3.4
foot
candles
we
redesigned
this
with
with
LED
cut
the
light
level
by
a
third,
so
it
went
down
to
one
foot,
candle
average,
but
improve
the
distribution
and
the
color
and
by
reducing
those
bright
areas,
and
actually
we
didn't
really
increase
too
much
of
the
areas,
the
lower
areas,
but
by
reducing
the
maximum
light
level,
we
were
able
to
increase
the
visibility
and
save
energy
and
reduce
the
overall
impact.

We
talked
a
little
bit
about
that
here.
We
are
in
a
very
urban
area
with
large
cities
around.
So
we're.
Probably
this
portal
scale
goes
from
you
know,
being
able
to
see
the
Milky
Way
rural
Skies
Suburban,
we're
probably
you
know
up
around
six
or
seven
in
this
portal
scale
in
this
area,
as
just
due
to
a
lot
of
its
population,
and
probably
also
you
know
not
following
dark
sky
practices
entirely,
but
we
have
to
provide
light
for
for
people
right.

this
is
the
Zenith
Sky
brightness
I.
Guess,
if
I've
find
Let's
see,
we
got
Oakland
here,
Berkeley,
so
Albany
somewhere
right
in
here,
you
can
see
it
gets
a
little
bit
darker
with
the
bay
and
things
like
that,
but
it
takes
a
while
to
get
out
of
the
brighter
Skies.
But
you
know
if
we
we
start
to
set
the
principles
and
make
sure
that
others
can
follow.

Foreign,
so
you
know
we're
looking
at
different
types
of
light.
Pollution
over
lighting
is
a
concern
as
well,
because
the
light
light
just
going
straight
up
from
the
Luminaires
is
one
component
but
pushing
too
much
light
down
on
the
ground.
It
reflects
back
up
and
that
actually
increases
the
the
sky
glow
as
well
light
coming
out
at
that
90
degree
like
so.

But
we're
also
looking
at
you
know,
shielding
Luminaires,
providing
warmer
color
temperature,
and
do
you
need
the
same
light
level
all
night
long
are
there
times
when
really
nobody's
using
the
street?
Not
many
people
using
the
street
are
there
sensors
that
could,
if
you
know,
Turn
the
Lights
brighten
the
lights
when
somebody's
there,
those
sort
of
Technologies
are
still
being
tested.

just
a
you
know
how
glare
can
completely
destroy
your
vision.
The
person
that
you
see
on
the
right
is
actually
still
standing
there
on
the
left,
but
that
contrasts
how
it
washes
out
your
adaptation
and
everything.
So
that's

important
glare
control
is

that
it
can
really
improve
your
vision,
and
you
can
actually
see
things
when
you
can

need

the
Luminaires

shielding
options

you

someone

complain

light,
trespass

new
light
source

you're
keeping

light
within
the
right
of
way
not
on
private
property.

a
certain

is
important

I
mean
with
the
having
you

people
say
like
the
more
Spectrum
you
have
in
your
in
within
the
light
source.
The
better
color
you
see
from
from
the
environment
also
the
more
Spectrum
we
have,
especially
in
the
blue.
The
blue
end
of
the
spectrum
starts
to
have
an
impact
on
Wildlife,
their
breeding
patterns,
their
migration
patterns
and
our
own
health.
So
blue
light
suppresses
melatonin,
which
can
impact
our
sleep
patterns,
and
things
like
that.

look
at
it
as

blueprint

understand
the
magnitude

costs

plan

it's

cost,

that's

core

part

this

pay

of

we
see
actually
really
well-lit
areas
having
accidents,
not
because
people
are
distracted,
looking
at
something
else
that
it
may
not
be
the
lighting,
but
where
are
the
if,

these
areas
are
dark
and
there's
a
lot
of
nighttime
crashes
that
that's,
that
starts
to
raise
that
up
and
the
priority
list
like
yeah?
This
needs
to
be
addressed
quickly
and
setting
the
strategies
for
how
we
do
that
without
just
blasting,
the
entire
city,
with
light.

making
sure
that
we're
balancing
all
of
those
factors
to
the
best
we
can
and

understand
from
the
city.

are
your
priorities?

there
are

like
priorities
that

conflict
with

other,

think
what
I
was
saying
is
that
the
the
light
level
were
met
were
measuring.
Street
lighting
at
is
much
lower
than
the
light
that
you
have
in
your
home.
So
it's
having
your
lights
on
at
10
o'clock
at
night
before
bed.

look
at
the
data
from
that
and
it's
actually
based
in
the
1970s
when
it
was
mostly
high
pressure
sodium
and
so
the
the
people
are
using
this
to
say,
LEDs
are
bad,
but
you
know
light
pollution
is
bad
like
we
need.
We
do
need
to
control
light
pollution.
We
need
to
control
like
trespass,
but
I
think
that
some
some
research
has
been
skewed
to
say:
LEDs
are
causing
cancer
and
I
think
that's
a
far
push
from
where
reality
is
yeah.

lights

holidays,
you
can
see
the
stream,
you
can
see
the
houses
and
you
can
see
the
sidewalks
and
it's
joyous
and
they're
paying
for
it.

not?
Just

people

holiday
lights

color

joyful.
They
express
people's
personalities,
they
don't
keep
people
up
at
night.

can
turn
them
off,
but
I

it's

that's
not
particularly

study,
it's
a
good
idea.

talk
to
the
city
like

different
path

the
contribution
of
street
lights
and
because
there's
the

infrastructure
is
aging,
it's
in
better
need
of
repair
and
we're
trying
to
understand
the
costs
associated
with
that
and
where
to
prioritize
the

city's
funding
for
it.

adding
changing
those
lights
out
is
going
to
increase
the
light
pollution
from
what
you
have
right
now,
because
you
have
areas
that
are
just
really
dark
because
the
lights
aren't
really
working
functionally
properly,
but
it's
making
sure
that
we're
doing
that
in
a
responsible
manner
and
and
I
think
that
determining
what
time
of
night
can
the
lights
be
dimmed
and
still
be
safe,
and
you
can
still
see
so.
That's
part
of
our
study
tonight,
too,
is
to
see
how
do
you
see
under
dim
light?

technology
in
that
we
have
studied
and
we
did
a
work.
We
did
a
study
with
the
Pacific
Northwest
National
Laboratory,
on
all
sorts
of
different
types
of
motion,
sensing
Technologies
and
at
that
point
in
time
about
five
years
ago,
just
total
failure.
They
they
weren't
working.
They
don't
work
well
in
bad
weather
conditions,
they're,
not
working,
and
they
actually
manufacturers
couldn't
even
get
them
commissioned
for
the
test
they
weren't
working
properly
for
the
test,
so
we're
we're
concerned.
We
don't
want
to
put
something
up.

That's
are
not
there
yet,
but
we
have.
We
know
that
there
is
progress
in
that
technology.
You
know
so
there's
there's
different.
We
know
that
passive
infrared
isn't
was
not
working.
It
works
inside.
It's
not
working
outside
microwave
technology
shows
some
promise,
but
the
they're
kind
of,
like
too
focused
of
an
of
a
beam
kind
of
of
sensitivity
to
send
somebody
way
down.
The
street
radar
technology
is
another
one,
that's
being
developed
more
now
and
we're
we
we're
learning
we're
just
learning
about
it.
