The
only
one
that
so
I'd
review
what
they
sent
us
in
the
way
of
the
changes,
so
I
do
want
to
mention
that
ever
since
one
of
them
needed
to
be
changed
out
of
the
first,
you
know
like
twelve
or
so
because
corporation
council
included
the
wrong
date
for
introduction.
It
was
like
back
in
you
know.
It
was
like
February
something
February
fifth
without
in
here,
and
also
it
referenced
the
controller
through
help
which
is
not
existed.
I

We
really
don't
need
the
money,
because
we
already
have
the
authority
for
borrowing
or
we
have
money
in
accounts
such
as
bridges
and
and
the
building
improvements.
There
is
a
question
about
what
we
do
about
the
police
vehicles
because
we're
up
against
our
debt
limits.
It
would
be
an
optimum
time
to
move
them
to
the
operating
side,
as
is
generally
recommended
by
the
officers,
take
controller
and
and
other
people
etc.
I
There's
and
I
also
looked
in
the
listing
that
we
were
provided
regarding
where
outstanding
money
is.
We
owe
we
have
forty
five
million
dollars
worth
of
borrowed
and
authorized
funding
that
we
have
not
used
forty
five
million
dollars.
So
you
know
this
is
one
of
the
reasons
why
I
try
to
reel
us
in
in
terms
of
not
over
borrowing
more
than
what
we.
What
we
really
need
to
be
doing
and
in
amongst
that
I
noticed
that
the
police
vehicles
are.
I
Some
of
that
is
so
about
about
8
million
of
it
is
landfill,
some
of
it.
Yes,
some
of
it
is.
You
know
at
this
point,
I
think
about
40
million
of
that
is
actually
associated
with
the
street
light
reconstruction
work
going
along
and
moving
along
on
pace
with
that.
So
realistically,
we're
probably
looking
at
about
thirty
three
million
dollars.
I
Work
and
some
of
that
is
borrowed
in
2019,
you
necessarily
expect
to
be
borrowed
in
2019,
which
I
just
want
to
say
my
point
in
mentioning
the
police
vehicles
about
half
of
that
is
not
yet
expended
or
encumber
or
encumbered
for
what
we
authorized
in
2019.
So
in
terms
of
looking
at
this
is
why
it's
important
to
have
timelines
associated
with
purchases
and
projects
that
we
may
be
looking
and
being
able
to
get
away
with
not
spending
any
money
on
police
vehicles
in
2020
and
still
be
on
the
same
timeline.
I
I
Ten
months
after
we
authorize
the
bonding
for
it
early
last
year,
so
and
so
I
think
that's
it
Oh
roadway
striking
is
the
only
bond
that
the
changes
were
not
picked
up
the
way
they
really
should
be
and
I
don't
know.
If
you
guys
want
to
deal
with
that.
The
issue
is
what
we
have
said
is
we
want
to
authorize
the
spending
for
the
hall
two
hundred
and
twenty
five
thousand
dollars.
I
But
we
only
want
to
authorize
bonding
for
a
hundred
and
fifty
of
that
again
because
we're
up
against
our
debt
policy
limits
and
also
because
we
I
think
it's
good
to
put
the
city
in
position
to
say:
look.
We
really
need
the
75
million
seventy
five
thousand
that
we
have
been
talking
about
you
contributing
to
that
project.
I
For
that
word
way:
striping
project
out
on
New,
Scotland,
Avenue,
and
so
when
Ken
was
here,
he
talked
about
it's
alright
for
us
to
approve
less
bonding
and
have
the
city
you
know
come
up
with
the
remaining
money,
but
they
need
the
authorization
should
be
essentially
a
separate
new
section,
I.
Think
of
that
bonding
authorization
that
expressly
authorizes
the
city
to
spend
the
full
$225,000,
even
though
they're
not
authorized
to
bond
full
two
hundred
twenty-five
thousand-
and
that's
what's
missing
here
so.
I
So
for
the
roadway
striping
I'm
hoping
we
can
straighten
out
that
language
change
by
Monday,
because
that
was
approved
all
of
the
ones
that
that
he
has
cited
voted
out
with
a
positive
recommendation
with
the
changes
that
we
requested
and
those
changes
have
been
made
in
the
documents
that
we
have
now
received.
So
my
recommendation
is
to
go
ahead
and
move
forward
with
those
I
think
Jimmy
has
scheduled
a
Finance
Committee
meeting
for
the
16th.
I

So,
and
actually
wouldn't
give
us
more
wiggle
room.
My
presumption
that
we're
staying
under
our
bond
limits
was
based
upon
us
pulling
back
a
million
dollars
on
the
equipment
bond.
So
my
resolution
is
going
to
be
for
pulling
back
a
million
dollars
of
the
1.8
million
dollars
that
was
authorized
is
on
is
on
the
agenda
and
we'll
be
discussing
that
if
we
don't
act
on
that,
if
we
don't
pull
back,
if
we
act
on
that,
we
keep
what
they
plan
to
spend
in
2020.
I
Let
them
have
that
then
we're
only
pulling
back,
I
think,
basically,
a
half
a
million
dollars
that
will
definitively
put
us
up
against
our
bond
authorization,
our
bond
debt
service,
our
debt
policy
limits.
As
far
as
I'm
concerned,
the
administration's
come
up
with
other
numbers
which
I
sent
out
an
email
follow-up
to
our
conversation.
I
can't
figure
out
how
they
came
up
with
those
numbers
and
and
even
Nick
Riley.
While
he
was
sitting
here
when
I
was
saying
that
this
doesn't
add
up,
he
was
kind
of
like
yeah.
I
It
doesn't
add
up
so
I
just
set
aside
their
numbers
completely,
and
you
know
they
can
question
my
numbers
now
when
I
came
up
with
something
that
pushes
us
out
a
little
bit
further,
so
that
we're
not
be
up
against
our
debt
limit
debt
policy
limits
for
like
another
six
years.
It's
also
based
upon
in
the
future,
only
borrowing
fourteen
million
dollars
a
year
for
projects
and
not
approving
anything
more
than
this
year,
so
tough
decisions
for
people
to
make
I'm
comfortable
with
where
we're
at
with
what
we
have
approved.
But
some
people
might
differ.

Mike
wheeler
has
indicated
that
if,
if
I
mean
not,
every
union
contract
is
retroactive
for
every
year.
So
but
to
the
extent
that
there
is
any
retroactive,
he
would
anticipate
that
coming
out
of
our
unappropriated
fund
balance,
as
opposed
to
trying
to
find
the
money
in
the
current
budget
and-
and
we
and
we
have
then
every
other
union
is
open.
Their
contracts
are
open
for
2020
and
beyond.
So
the.
I
So
my
calculations
included
everything
that
we
that
were
looking
to
approve
full
funding,
because
we
need
to
come
up
with
some
money
initially
and
that
does
impact
our
debt
service
payments.
But
then
what
I
did
is
automatically
in
the
third
year
I
backed
that
8
million
dollars
out
or
whatever
it
was
out
of
the
calculations
had
an
activity
how
to
Nick.
Do
it.
If
he
kept
put
that
format
Nick,
what
Nick
did
is.
He
said
we
have
four
million
dollars
worth
of.
I
Projects
for
which
we're
going
to
be
fully
reimbursed
and
he
relied
on
the
language
in
the
debt
policy
and
I
completely
disagree
with
this.
He
relied
on
the
debt.
He
said.
Basically,
we
don't
include
those
as
part
of
our
debt
service.
He
relied
on
the
language
that
says
any
borrowing
for
which
there
is
a
dedicated
source
of
revenue
for
the
debt
service.
I
You
know
complete
100
percent,
for
that
is
excluded
from
our
debt
policy,
which
is
why
we
exclude
the
landfill
from
our
debt
services,
because
we
have
been
making
sure
that
we're
this
year
it
was
five
million
dollars,
so
we're
going
to
have
more
than
five
million
dollars
worth
of
revenue
from
the
from
the
landfill
to
pay.
For
that
it
really
technically
should
be
done
as
an
enterprise
fund
yeah.
That's
not.

you

I,
don't
think
that
that
particular
language
was
intended
to
get
at
something
where
you're
talking
about
100
percent
reimbursement
for
grants
or
whatever
it
was
really
talking
about
where,
where
you
actually
have
something
that

going

pay
for
itself,
and
you
have
the
ability
anytime,
the
the
costs
change,
you
have
the
ability
to
increase
the
rates
in
order
to
under
8
more
revenue
to
make
sure
that
you're
not
running
into
clothing,
more
of
a
burden
on
the
operating
budget.

I'm
looking.

You
said
that
the
rating
agencies
to
show,
while
you
may
have
fears
the
cap
in
a
certain
year
and
what
the
findings
can
ration
our
rather
than
the
way
we
do
it
right
now
and
if
you
look
at

policy,
you

there's
an
emergency
situation,
the
mayor
has
to
make
a
declaration
and
findings,
and
so
that
clearly
wasn't
empathy.
Some
kind
of
findings
be
made
the
rationale
of
public
rationality.

council
passed
it,
it

say
the
council
will
make
a
finding
or
some
sort

think
that's
supposed
to
be
separate
from
just
in
your
passing
of
our
second
bonding
working.

all
those
ordinances
that

whole

you
should
look
at
in
terms
of
having
procedurally
approaches
so.

You
know
your
your
debt
service
lower
not
only
put
the
extra
burden
on
the
and
the
budget
annual
budget,
but
also
so
that
if
emergencies
do
arise,
you
can
then
budget
for
it
if
unexpected
things
do
arise
or
if
a
major
project
and
comes
up
that
you
really
need
to
be
addressing
that
you're
not
constantly
up
against
your
ear
debt
service,
but
the.
But
the
other
thing
that
I
look
at
is
where
we're
where
we
are
really
then
headed.
I
That
is
not
supported
by
landfill
revenue
and
we
will
have
lost
that
landfill
revenue
so,
and
that
is
essentially
about
six
seven
six
million
dollars
beyond
where
we
are
right
now
and
that
kind
of
that's
a
that's
a
huge
burden,
then,
for
you
had
to
find
that
in
you
know,
in
a
tight
budget,
you
know
that
additional
debt
service
so
I
think
that
we,
you
know
my
position
is:
we
need
to
be
cautious
and
not
cavalier
about
the
concept
of
that
the
lighting
is
saving
us
money.
I
have
asked
the
administration
on
street
lighting.
I
You
show
me
any
other
example.
You
know
where
you
make
an
exception
for
that
and
they
were
able
to
cite
Kansas,
but
then
I
looked
at
the
whole
statute,
because
I
am
somebody
who
goes
through
the
source
documents.
I
looked
at
the
statute
and
there
we
see
that
it's
a
whole
great
payer
system
that
they
run
their
own
electrical
system
and
and
that
and
it's
a
small
portion
of
that
is
oh
yeah
and
you
can
put
up
streetlights,
as
you
know,
part
of
your
responsibilities
and
pay
for
it.

Yeah
and
I
mean
it,
it
still
comes
out
of
our
budget
one
way
or
the
other
and,
and
the
other
thing
I
want
to
remind
you
and
is
virtually
no
municipality,
has
done
these
street
light
purchase
and
conversions
and
engaged
in
more
than
a
ten
year
payback.
So
when
people
talk
about
there
being
savings,
if
we
did
it
on
a
ten
year
payback,
you
would
not
see
any
savings
in
the
budget,
except
for
you
know,
nickel
and
dime
kind
of
stuff.
So
we
have
pushed
that
obligation
off
on
future
generations.

You
know:
there's
an
extra
five
years.
Are
there,
some
municipalities
did
you
know
part
of
it.
You
know
funding
cash
out,
you
know
using
cash
and
you
know,
and
and
and
they
hit
projects
that
were
you
know
two
to
five
million
dollar
kind
of
things,
but
and
then
did
it
in
stages
and
maybe
did
another
two
to
three
million
dollars
again
someplace.
But
we
do
have
a
lot
of
streetlights
and
we
do
have
a
lot
of
decorative
streetlights.
