If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
B
Okay,
thank
you.
Everyone
good
evening,
welcome
to
our
wednesday
september
30th
caucus
meeting
of
the
albany
common
council
jr.
Can
you
do
me
a
favor
just
call
out
who's
present
for
the
record.
A
Alfredo
ballerin,
alfredo
ballerin
joyce
love,
councilmember
o'brien,
richard
conte
tom
holly,
president
ellis
jenny,
farrell
judy
sonia
frederick
from
the
staff
we
have
myself
michelle
andre
city
clerk.
Danielle
gillespie
is
the
senior
assistant
corporation
council,
brett
williams,
and
then
we
have
lloyd
williams
here,
councilwoman
faye.
He
is
now
entering
lloyd
stewart.
I'm
sorry,
not
lloyd
williams.
I
apologize
on
that
one
and
that
is
it
so
far.
B
Okay,
his
members
come
in
just
let
me
know
and
add
them.
Okay,
so
is
mr
gaddy's
not
here
yet
correct
the
other
idea,
not
presently
yeah?
Okay,
all
right.
So
what
I'll
do
is
just
jump
right
into
the
agenda
up.
First
approval
minutes
for
previous
meeting
the
monday
september,
21st
meeting
minutes
of
the
offering
for
passage.
B
Excuse
me
and
then
moving
on
to
consideration
of
local
laws,
we'll
have
local
law
in
mr
igo
that'll
be
yours.
B
And
it'll
be
going
to
the
law
committee,
but
it
it
has
to
do
with
vendors
licenses,
and
I
guess
basically
right
now
we're
our
door-to-door
vendor
licenses
in
order
to
adhere
to
the
state
law
and
their
requirements.
We
have
to
adjust
the
law
or
we
don't
comply,
and
so
this
this
change
would
be,
or
this
local
law
would
be
to
bring
us
in
mind
with
what
dcgs
in
the
state
is
requiring
for
vendors.
B
C
Yeah,
if
I
remember
correctly
and
the
last
two
chiefs,
they
weren't
even
handing
out
any
vendors
license
and
because
they
needed
background
checks.
So
I
don't
know
what
the
point
of
this
is
right
now,
but
if
brett
could
look
into
that.
D
The
reason
why
they
weren't
handling
handing
out
licenses
was
because
there
was
a
deficit
in
our
legislation,
so
this
local
law
closes
that
deficit
and
allows
us
to
issue
them
and
the
police
to
do
the
background
check.
Okay,.
C
B
Right,
this
is
to
fix
that.
Thank
you,
mr.
I
go
that'll
be
going
to
the
law
committee.
That's
it
for
laws
next
under
consideration.
The
ordinances
ordinance
22,
101
20
by
miss
love,
that'll,
be
going
to
finance
and
it's
it's
a
property
property
sale
to
a
mr
lacey
of
property
at
47.
First
street.
This
love
you're
you're.
Okay,
with
that
right,
you
don't
need
to
say
anything:
it's
pretty
straightforward:
okay,
yeah!
That
will
be
going
to
finance
it's
for
the
property
at
47.
B
First
street,
any
questions,
no
okay
on
next,
we
have
ordinance
by
mr
hoey
23
101
20.,
and
that
is
it's
going
to
be
going
to
general
services,
but
it's
just
removing
the
expiration
date
of
the
hen
ordinance.
Mr
hoey
did
you
wanna?
A
B
Here,
did
you
want
to
say
anything
tom
about
your
ordinance.
B
E
Yeah
folks,
you
know
when
we
passed
this
ordinance
last
year.
There
was
a
lot
of
concern
that
you
know
the
chickens
would
well.
Hens
would
be
taking
over
the
city
they'd
be
all
over
and
to
try
to
allay
the
fears
of
people.
We
we
put
a
number
a
limit
on
the
number
of
permits
issued,
but
we
also
put
a
two-year
sunset
and
I'd
like.
I
think
that
we've
shown
that
this
will
not
be
a
problem
and
I'd
like
to
start
the
work
on
eliminating
the
sunset.
E
So
that's
that's
what
it's
about
anybody
has
any
other
opinions
on
it.
I
think
it
was
a
good
thing.
I
know
there
was
a
newspaper
article
that
during
kovid,
when
there
was
food
insecurity,
people
did
go
out
and
buy
hens
and
talk.
E
Banging
the
door
down,
but
there
are
people
out
there.
Some
people
had
hens
illegally
and
then,
when
they
found
out
that
it's
legal
they
are
complying
with
the
law
and
ordering
a
permit.
I
O'brien
yeah,
although
my
understanding
is
that
out
of
the
I
think
we
were
authorized
to
give,
maybe
about
50
permits
and
we've
only
only
a
handful
of
people
far
less.
In
other
words,
we're
not
bucking
up
against
the
limit
now
by
by
any
means.
F
I
I
just
wanted
to
note
that
in
my
ward,
there
was
actually
somebody
that
had
hands
illegally
and
wasn't
keeping
them
in
a
wonderful
situation,
and
because
of
this
legislation,
they
actually
had
a
a
whole
process
to
do
with
them.
Where,
before
this
they
would
not
have.
I
don't
know
that
they
would
have
known
what
to
do
with
these
ill-kept
tens.
F
So
there's
actually
several
sides
to
it,
because
I
hadn't
thought
of
that
until
until
it
happened
so.
B
Okay,
thank
you,
miss
farrell,
okay,
that's
going
to
general
service
committee,
next
sportman's,
24,
10120
by
council
members,
ballerina
love
and
robinson,
and
it's
looking
to
increase
minority
and
women
labor
utilization
rate
for
contractors
from
17.8
percent
to
25
any
mr
ballerin.
G
Yeah,
it's
basic
we're
looking
to
increase
our
women
and
minorities,
labor
utilization
we've
we
currently
are
at
17.8
percent,
looking
to
bring
it
up
to
25
we're
also
working
with
the
administration
to
bring
up
the
labor
contracts
from
seven
point:
five
percent
to
fifteen
percent
right
now
that
that
currently
that's
a
policy.
G
So
that's
not
in
our
scope,
but
this
isn't
our
scope
so
we're
hoping
to
get
this
moved
forward
and
we're
also
pretty
confident
that
the
administration
will
also
change
the
policy
as
well
to
have
more,
very
ambitious.
B
Goal:
okay,
thank
you,
mr
bellerin.
Again,
human
resources,
human
rights
I'll
be
going
to
so
next
ordinance
is.
Is
mine,
ordinance,
25,
101,
20.
it'll
be
going
to
finance
again
it's
another
property
sale.
It's
it's!
A
sliver
of
land
down
off
of
broadway
off
of
genesee
street
that'll
be
going
to
finance
to
be
discussed
so
that'll,
be
it
for
ordinances.
B
Next,
on
two
resolutions,
miss
fahey
on
behalf
of
finance
8810120r
for
mr
gaddy,
adding
mr
gaddy
to
the
idea
we
have
mr
gaddy
here,
mr
fahey,
did
you
miss
miss
fahey?
I'm
sorry
did
you
care
to
say
anything
or
we'll
just.
H
Have
mr
gaddy's?
Well,
we
we
currently
have
one
opening,
jakeem
hulk
has
resigned
and
for
that
position,
lloyd
stewart
was
selected
and
we
will
have
a
second
opening
at
the
end
of
december.
Dominic
calcilero
will
be
resigning.
A
H
Anthony
gaddy
has
been
selected
for
that
position
and
that
will
begin
the
first
of
next
year.
So
mr
gaddy
welcome.
J
H
Okay,
well
we're
glad
you're
able
to
join
us
tonight
and
if
you
could
take
a
minute
and
just
explain
why
you
are
interested
in
serving
in
this
role
on
the
ida
board.
J
J
Of
albany
is
my
home,
I'm
very
passionate
about
the
the
future
of
this
city.
I
look
forward
to
contributing
and
serving
to
the
growth
of
it
in
terms
of
economic
development,
community
development
workforce.
I
think
I
bring
a
unique
perspective
to
this.
J
What
I
hope
will
be
of
value
and
contributing
to
the
ida
as
part
of
the
the
chamber
of
commerce
that
I
represent,
and
just
my
overall
capacity
to
serve
my
community
is
what
inspired
me
to
just
to
reach
for
the
opportunity,
so
I'm
humbled
and
honored
to
have
been
appointed
starting.
You
know,
yeah,
I
did
receive
the
letter
and
I'm
just
very
excited
to
get
started
and
contribute
to.
Anyway.
I
can
to
the
growth
of
the
city.
H
And
I
notice
I
apologize.
I
noticed
that
lloyd
stewart
is
here
and
welcome
lloyd
if
you
could
introduce
yourself
and
explain
a
little
bit
why
you're
interested
in
serving
on
the
ida
board.
B
K
K
K
I've
worked
in
a
number
of
community
agencies
and
organizations
during
the
course
of
my
time,
living
in
albany
and
always
with
the
idea
and
the
intention
of
trying
to
leave
the
city
in
a
better
in
a
better
place.
Through
my
contributions
than
before,
I
got
here
or
got
there.
I've
done
a
lot
of
community
development
work
in
economic
development.
K
K
It
should
be
in
terms
of
the
capital
of
the
state
of
new
york,
but
then
also
to
deal
with
a
lot
of
the
internal
problems
that
exist
within
the
individual
minority,
disadvantaged
communities,
those
who
are
living
on
the
marginal
lines
in
albany,
and
I
think
I
bring
a
different
perspective
in
terms
of
of
those
situations.
K
Having
worked
in
the
field
of
economic
and
community
development
for
over
40
years,
I
would
like
to
see
what
it
is
that
that
the
city
is
interested
in
doing
and
how
I
might
be
able
to
help
them
pursue
their
their
ideas
and
their
in
their
goals.
B
Thank
you,
sir.
Mr
shea,
did
you
want
to
make
a
comment.
L
Yes,
so
I
sat
in
on
the
interviews
for
all
the
candidates.
We
had
a
very
impressive
group
of
candidates,
five
candidates,
four,
these
positions,
and
we
were
thrilled
with
that
and
it
was
you
know.
We
were
very
pleased
to
agree
on
these
two
individuals
and
we
agreed
rather
rapidly,
and
so
I'm
very
pleased
that
they
are
willing
to
serve
in
this
capacity.
L
One
of
the
things
that
I
want
to
note
to
mr
gaddy
is
that
he's
in
a
unique
position
knowing
that
he's
going
to
be
serving
on
the
ida,
and
there
are
items
that
will
come
up
on
the
agenda
now
for
introduction
that
may
not
be
voted
on
until
he
is
on
the
ida
board,
so
he
has
the
advantage
of
being
able
to
sit
in
on
those
and
observe
and
and
maybe
then
also
ask
questions
on
the
side
of
the
staff
there
and
walk
into
there
even
better
prepared
than
he
is
currently
for
that.
L
So
thank
you,
gentlemen,
very
much
both
of
you
for
being
willing
to
serve
our
community
in
this
capacity.
Thank
you.
J
Thank
you
as
well,
and
if
I
may
add,
I'm
glad
to
hear
that
I
will
have
a
a
little
bit
of
time
to
to
observe
and
learn
so
that
I
may
be
better
prepared
when
I
do
begin
my
term
of
service.
So
thank
you
for
letting
me
know
that.
How
you
doing
mr
stewart
good
to
see
you
all
right
brother,
how
you
feeling
I'm
well,
sir.
Thank
you.
B
Okay,
thank
you,
gentlemen,
for
being
willing
to
serve
look
forward
to
your
participation.
Okay,
so
that
for
mr
stewart's
resolution,
it's
it's
89,
101,
20,
r
and
that'll
be
a
pass
also.
B
So
that
was
it
for
the
new
resolutions.
I
got
agenda
item
nine
under
resolutions
held
by
mr
johnson,
who
doesn't
appear
to
be
here,
but
it
was
just
an
amendment
of
his
resolution
to
call
for
the
mayor
to
look
into
building
a
community
center
in
the
south
end
so
that
that
was
amended.
So
the
intention
is
for
that
to
be
brought
up
for
a
vote
and
passed
also
at
monday's
meeting.
B
No,
so,
okay,
just
a
couple
of
updates.
If
no
one
had
any
questions
about
the
the
agenda
is
we're
in
the
process
of
trying
to
hire
an
attorney
for
the
blood
plasma
lawsuit.
B
We
got
a
couple
of
names
and
and
including
white
man,
osterman
hannah
and
the
nepersky
law
firm
to
that
they
do
this
kind
of
work,
so
we're
in
the
process
of
trying
to
get
them
on
board.
So
they
can
review
the
the
lawsuit
and
give
us
a
briefing
on
where
we're
at
and
how
we're
going
to
proceed
on
that,
so
that
mr
o'brien
and
miss
dolce
will
need
your
expertise
or
your
skill
sets
to
to
help
out
with
that.
B
So
that's
that's
it
for,
for
that.
We
we
have
on
that
lawsuit.
The
return
date
was
for
october
23rd.
B
However,
corp
councils
requested
an
extension,
and
I
believe
mr
wright's
law
firm
has
who's
a
part
of
the
plane
of
agree
to
that,
but
just
to
say
we're
going
to
get
our
attorney
and
our
representation
in
line
as
soon
as
we
can.
So
we
can.
We
can
answer
that
that
shoot.
I
Yeah,
the
point
is
that
apparently,
the
corp
council
is
representing
themselves
the
planning
board,
not
only
that
they
briefed
the
planning
board
and
they
found
a
notice
of
appearance
as
representing
them
for
what
it's
worth.
I
just
want
to
say
that.
B
Yeah,
thank
you,
mr
o'brien.
Okay
and
next,
an
update
on
the
police
collaborative.
We
have
a
few
members
that
participate
in
that
a
few
of
our
committee
chairs
just
an
update.
It's
been
a
couple
of
weeks.
The
first
two
weeks
was
found.
Most
of
the
stuff
is
foundational.
B
There
were
some
implicit
bias,
trainings
and
and
whatnot
in
early
on
and
then
the
next
few
weeks
we
spent
with
the
police
department
presenting
you
know
what
they
do,
how
they
do
it
presenting
data,
giving
us
information
on
that.
So
right
now
we're
at
the
stage
where
we're
about
to
break
out
into
different
groups,
and
there
are
five
different
groups
and
and
all
of
this
stuff
is
accessible
on
the
the
city's
website.
B
And
if
you,
if
members
would
like,
I
could
have
michelle
pull
it
down
and
stick
it
some
in
the
repository
for
us
if
you'd
like,
but
but
the
documents
are
all
all
there
we're
about
to
do
the
breakouts
in
in
kind
of
tackle
the
work
of
drilling
down
on
these
things.
We're
gonna
pull
community
and
to
be
a
part
of
these
conversations,
and
so
that's
that's
that's
where
we're
at.
B
At
this
point
with
the
collaborative
I
mean
the
few
council
members
that
are
also
participating,
if
you,
if
you
want,
feel
free
to
to
jump
in
and
add
anything,
I
forgot.
B
No,
no
so
was
that
okay
judy's
got
a
question.
L
Thank
you.
So
you
mentioned
that
there
are
five
breakout
groups
and
that's
going
to
happen
soon.
Will
that
be
next
tuesday
that
that
will
start.
B
And
what
what's
happening
now
is,
after
our
last
meeting
collaborative
participants
were
were
supposed
to
list
their
top
three
requests
for
where
what
areas
they
wanted
to
go
into.
Folks
are
going
to
be
appointed
on
october
1st
to
their
different
breakouts,
and
then
that
breakout
group
is
going
to
determine
how
it
moves
forward.
They're,
operating
independent
of
each
other
handling
different
areas
in
subject
matter.
L
And
I'm-
and
I
also
want
to
add
I'm
hoping
that
the
mayor
or
somebody
issues
a
press
release
of
sorts
once
those
breakout
groups
have
been
determined
and
and
set
up,
because
I
think
that
that's
a
significant
step
in
this
process
that
we
should
keep
the
entire
community
informed
of
and
if
they
don't
issue
one
then
maybe
we
should.
B
Okay,
okay,
so
the
work
groups
are
policies,
standard
operating
procedures
and
policies
and
standard
operating
procedures.
The
next
is
civilian
oversight.
Then
there's
police
department
functions.
B
B
F
Yeah,
so
the
mayor's
budget
presentation
will
be
tomorrow
october
1st
as
traditional
it's
going
to
be
at
11
00
a.m,
and
there
won't
be
any
teenagers
leaving
there
and
they're
going
they're
actually
would
prefer
members
to
do
it
via
zoom.
So
I'm
assuming
that
we'll
be
getting
that
zoom
length
tomorrow,
sent
out.
So
anyone
that
is
able
to
join
is
welcome
to.
If
not,
I
believe
it
will
also
be
broadcast
there.
The
digital
version
will
be
sent
out
to
members
tomorrow
as
well.
F
There
will
be
a
paper
version
that
we
can
pick
up
and
I'm
assuming
at
city
hall,
but
they're
going
to
give
it
to
staff
and
that
will
be
available
tomorrow.
So
if
people
want
to
get
that,
then
they
can
and
so
they'll
the
big
focus
that
I
said
is
that
since
we're
doing
it
virtually
and
so
there's
not
necessarily
a
rush
to
get
into
city
hall
for
the
paper
copy,
we
will
definitely
have
the
digital
copy.
F
So
that's
the
those
are
the
major
pieces
of
the
budget.
So
we'll
see
what
happens
from
there.
The
mayor
said
that
that
the
budget
on
a
whole
wouldn't
be
overly
surprising.
F
They
are
not
going
to
build
in
cuts,
I
asked
about
that
and
they
said
that
they
were
since
there's
a
big
push
with
the
state
for
state
funding.
Now
my
dog
gets
them.
The
the
big
issue
is
it's
difficult
to
have
that
push
if
the
budget
does
not
reflect
the
need
for
that
those
funds,
so
we'll
see
exactly
what
happens,
they
will
be
planning
internally
for
potential
reductions,
but
that's
not
something
that'll
be
reflected
in
the
document,
so
we
should
be
getting
all
of
that
tomorrow
morning.
M
Yeah
can
whoever
danielle
or
michelle
when
they
are
available
at
city
hall.
Can
you
let
us
know?
D
Anyone
there
who
may
not
want
to
come
in,
I
know
councilwoman
dochet,
you
had
some
concerns,
I
don't
mind,
dropping
it
off.
If
you
want
me
to
bring
it
to
you.
Email
me,
okay,.
M
And
as
far
as
the
the
zoom
presentation,
so
no
one's
going
to
be
at
city
hall
for
the
presentation
she's
going
to
do
it
via
zoom,
right,
okay
and
we'll
have
invitations.
So
obviously
we
can
usually
ask
questions
at
these
presentations,
so
we
will
be
able
to
do
that
via
the
zoom
presentation.
Well,
that
our
invitation
will
allow
us
to
interact.
C
F
To
be
consistent
with
everything
before
but
I'll
confirm
that
and
let
you
know
if
that,
if
that's
not
the
case
and
I'll,
make
sure
that
that's
known
but
we'll
assume
that
it
is
the
case
because
that's
what
has
happened
in
the
past.
M
Okay,
thank
you
and
I
just
want
to
note
the
the
website.
I
don't
know
why,
but
the
calendar
on
the
city
website
of
events
has
had
on
there
that
they're
doing
a
presentation
to
finance
tomorrow
from
five
to
seven.
F
I
mentioned
that
too,
when
you
brought
that
up
and
they
said
that
they
would
be
taking
it
down
so
I'll
confirm
that
that's
off,
but
that
there
is
no
expectation
of
that
happening.
I
pointed
out
that
we
would
have
had
to
notice
it,
and
so
we
can't
have
that
meeting.
They're
welcome
to
do
whatever
they
would
like,
but
there
won't
be
an
official
council
meeting
that
night.
F
J
C
B
Okay,
you
got
something
mr
igo.
K
C
I
changed
my
mind.
It's
just
like
every
day
I
read
about
something
that
I
thought
we
would
be
hearing
in
a
bunch
of
announcements,
I'm
hearing
about
parks,
I'm
hearing
about
streets
getting
paved
and
I'm
getting
some
inquiries
from
people.
What
are
we
getting
up
my
way
and
this
and
that
but
I'll
be
bringing
them
up
at
the
our
finance
meetings?
B
Okay
yeah.
Thank
you
for
that,
mr
I
go
and
yeah
I
you.
You
sent
the
email
the
other
day
regarding
the
the
the
lincoln
park
announcement.
We
I
mean
we
had
a
meeting
a
leadership
meeting
the
day
before
that,
and
it
never
came
up
so.
C
I
I've
been
going
through
a
traffic
study
coming
study
on
saint
peter's
was
putting
up
a
hundred
thousand
dollars
for
it
over
two
years
ago,
and
someone
was
just
striping
and
taking
down
some
signs,
and
I
can't
get
that
done
so,
I'm
getting
inquiries
from
people,
we
can't
get
that
done
in
some
striping
and
crosswalks,
but
we're
doing
streets,
and
everything
borrow
money
for
that.
So
I
don't
know
how
to
answer
them
right
now.
G
I
know
at
the
last
finance
committee
and
I'm
not
sure
if
genie
can
talk
a
little
more
about
this.
I
had
to
leave
early.
But
if
I
remember
correctly,
it
part
of
the
presentation
was
showing
that
our
gap
wasn't
as
bad
as
originally
proposed.
G
F
We
yeah
so
through
the
hiring
freeze
and
the
spending
freeze.
There
was
a
lot
of
savings
that
were
found
through
that.
So
there's
not
going
to
be
any
layoffs
this
calendar
year
that
doesn't
we
don't
know
what's
going
to
happen
in
2021.
F
That's
you
know
we'll
kind
of
see
what
happens
as
we
go
through
the
budget
process
and
the
state
aid
process
all
of
those
pieces.
But
but
as
of
this
year,
there
will
not
be
any
there's
not
any
anticipated.
I
Yeah
I'm
getting
getting
back
to
the
the
announcement
about
playground,
refurbishments,
wes,
wessel
hills
was
mentioned,
one
wonderful
idea,
but
we
were
never
consulted.
So
I'm
hoping-
and
I
did
send
a
note
to
jonathan
that
whatever
they're
going
to
do
in
westland
before
they
do
it,
they
basically
solicit
some
neighborhood
input,
I'm
just
afraid
we're
gonna,
you
know,
suddenly
see
the
construction
crews
up
there
doing
stuff,
which
there
might
have
been
some
other
stuff
that
they
might
better.
I
So
yeah,
I
don't
know,
I
just
think:
there's
got
to
be
a
better
effort
at
communicating
major
projects
to
the
you
know
to
the
communities
involved.
That's
it.
B
Thank
you,
mr
o'brien.
Okay,
with
that,
if
mr
holly.
E
I
just
want
to
let
everybody
know
I'm
hoping
to
join
you
on
monday,
I'm
going
in
for
major
surgery
on
friday,
and
you
know
I'm
a
little
bit
nervous,
but
you
know
there's
a
few
council
members
all
haunt.
If
something
does
happen
to
me,
but
I
hope
to
see
you
all
on
monday,
if
not
I'll,
see
you
at
the
next
caucus.
Thank
you.
G
I
look
forward
to
seeing
you
at
I
look
forward
to
seeing
the
next
caucus.
Yes,.
B
Yes,
definitely
so,
okay,
no
one
has
anything
else
motion
to
adjourn.
