A
A
B
Thank
you
very
much
good
evening
everybody.
My
name
is
George
Japan
I'm,
director
of
operations
for
Albany
County
to
my
right
is
commissioner
Lisa
raimondo
Commissioner
of
DPW,
and
we're
going
to
you
know
brief
you
in
the
status
of
the
rail
trail
bridge.
So
what
we
know
as
of
today
that
the
bridge
has
been
shored
up
the
demo
company
sessler
is
on
site.
They
plan
to
start
their
demolition
of
the
bridge
and
the
next
day,
or
so
should
be
a
two
to
three
day
job.
B
B
Right
now,
work
has
started.
What
work
right
now
is
ongoing
on
Route,
85
and
I
know.
That
seems
to
be
the
big
question
for
everybody,
because
it's
a
main
Corridor
to
get
people
into
work,
so
Betty
and
Craig
is
working
extremely
fast
and
hard
to
get
the
drainage
system
in
for
the
state
the
state
has
contracted
with
the
county
to
put
in
their
pipes
and
alleviate
any
future
flooding
of
the
area
and
drainage
issues.
B
However,
once
demo
starts
that
work
will
have
to
stop
right,
because
the
demo
company
will
be
there
cutting
out
the
steel
once
they're
done,
they'll
go
back
to
fixing
the
drainage
and
I
believe
that
should
be
done,
and
one
lane
should
be
opened
up
around
mid-august,
so
we'll
be
going
back
to
what
we
had
back
in
kind
of
I.
Think
June
correct
where
we
had
the
one
lane
of
85
opened
I
think
from
eight.
B
So
we're
doing
that
also,
while
this
is
all
going
on,
we
have
contracted
or
looking
to
contract
with
a
company
called
a
crop.
Acro
is
a
company
that
supplies
municipalities
with
temporary
Bridges,
so
they
have
a
bridge
that
they
will
be
leasing
to
us
for
about
nine
months,
and
it
will
it's,
you
know,
be
140
foot
long.
It
will
have.
B
We've
also
engaged
an
engineer
to
do
a
report
for
us,
and
hopefully
we'll
have
that
within
the
next
seven
working
days,
or
so
probably
by
the
end
of
next
week,
should
have
it
so
that
we
can
go
forward
and
see
what
happened
to
the
bridge.
Was
it
a
design
flaw?
Was
it
a
was
it
bad?
Steel
I
mean
we're
waiting
for
this
report,
and
this
report
will
dictate
a
lot
of
next
steps.
So
the
answer
I
think
that
answers.
B
B
Companies
have
been
contacted,
we've
contacted
ours,
I
I
know
that
they're
having
discussions,
we
are
going
to
have
our
own
report
done
by
Collier's
engineering
and
they're,
going
to
supply
us
a
report
which
will
kind
of
dictate
next
steps.
Who
was
what
was
it
right.
A
B
B
Just
didn't
want
to
so
so
we're
working
on
a
bridge
right,
because
that
was
another
big
aspect
when
this
incident
happened
that
we
wanted
to
keep
you
know,
people
on
the
routes
are
all
happy,
keep
get
that
back
in
use
as
quickly
as
possible.
So
we're
going
to
you
know,
get
the
temporary
Bridge
up.
We
will
hopefully
we're
talking
I
think,
probably
by
the
end
of
September,
have
that
bridge
up
and
running.
B
So
you
know
that
will
alleviate
that
one
issue
when
the
bridge
isn't
going
to
be
fixed
by
then
that
the
bridge
that
bridge
will
be
scrapped,
so
we're
gonna
have
to
cut
that
out
again,
we'll
store
it
at
DPW
of
Orangeville
lot
and
then,
hopefully
again,
the
report
should
be
done
by
then.
No
so,
probably
a
week
later,
a
report
will
be
done
and
we'll
see
where
you
know
what
our
engineer
says.
What
happens.
A
E
I
just
want
to
make
sure
I
understand
it,
because
I
I
just
got
to
do
added
rlas
late,
but
yep
one
of
them
is
for
130
000
for
the
temporary
and
I
know
you're
going
to
go
through
this,
but
I
think
it
helps
graphical
in
perspective.
You
have
the
original
Bridge
contract,
which
Betty
and
Craig
was
in
the
middle
of
and
MJ
was
the
engineer.
E
D
E
D
E
Which
leases
the
new
bridge
and
then
pays
Betty
and
crank
to
pull
out
the
old
bad
pieces.
Take
them
away
into
storage
and
put
the
new
temporary.
E
Job
but
then
we've
got
a
whole
new
set
of
costs
ahead
of
us,
because
once
Colliers
finds
out
what
the
design
problem
was
or
what
the
problem
is,
it
gives
it
to
be
an
installation
product.
It
could
be
anything
it
could
be
a
subcontractor
or
whatever
bad
steel.
Whatever
bad
steel
could
be
anything
from.
E
Determine
who
the
responsible
party
is,
and
you
have
to
determine
what
level
of
deep
pocket
they
have
do?
They
have
a
performance
in
payment
Bond.
Do
they
have
a
liability
policy?
That's
on
on
primary
to
that?
Do
they
have
if
they're
a
design
firm?
How
big
is
their
errors
and
omissions
coverage
all
those
sorts
of
things,
so
we
and
I
don't
think
anybody
should
be
of
the
belief
that
this
bridge,
as
we
envisioned
it,
is
going
to
be
up
and
running
for
another
year.
E
D
B
D
D
C
Said
the
original
construction
complete
complete
project
was
over
31st
and
that
was
communicated
at
the
beginning
of
the
project,
and
then
we
realized
some
efficiencies
during
construction.
So
then
the
date
was
moved
to
Labor
Day
and
then,
with
this
we're
thinking,
it's
it's
not
going
to
take
until
October
31st
to
get
the
new
bridge
in
it'll
that'll
be
up,
the
temporary
bridge
will
be
up
likely
by
the
end
of
September,
so
in
the
big
picture,
we're
still
ahead
of
schedule.
B
A
B
I
believe
so,
yes,
because
I
know
that
my
understanding
of
MJ
submitted
some
kind
of
paperwork
to
their
insurance
companies
just
like
as
soon
as
this
happens,
I
contacted
law
who
contacted
our
insurance
companies
depending
a
cringe,
contacted
their
insurance
company.
So
you
know
hopefully
like
I
said
hopefully
another
week
or
so
well.
Next
Friday,
hopefully
we'll
have
some
kind
of
report
that
you
know
we'll
shed
some
light.
All.
A
Right,
well,
if
you
ever
before,
please
get
it
out
to
all
the
county
legislators
and
then
we
need
to
have
you
back
next
month.
Talk
to
us
are
there
any
other
questions
bill.
I
Yeah
hi,
how
you
doing
hello
I,
that's
my
district
Chris's
district
is
beyond
so
we
both
are
dealing
with
the
issue
of
traffic
flows
and
that
kind
of
thing
we
all
care
about
these
issues
of
cost
and
I
just
hope
that
our
insurance
and
liability
language
in
our
contracts
is
good
and
I
know
that's
what
our
lawyers
are
looking
at,
but
this
is
a
huge
hit
and
it's
I
find
it
very
distressing.
This
was
a
project
that
I
was
really
looking
forward
to
be
done.
Lisa
knows.
I
That
and
it's
it's
so
they're
two
different
things
here:
one
is
just
the
total
cost
implications
for
for
the
county,
but
the
other
is
the
one
thing
I
haven't
heard
discussed
so
far.
Is
we
put
up
a
temporary
Bridge,
so
people
are
using
the
rail
trail
which
my
family
uses
every
day
and
then
the
when
the
final
bridge
is
done
or
the
replacement
steel
and
all
that
is
done?
I
Will
that
be
installed?
So
two
questions?
One
is:
when
would
that
be
installed?
How
much
delay
would
that
be
for
the
traffic
coming
on
85,
but
then?
Secondly,
do
we
have
to
wait
until
all
the
legal
issues
of
who's
liable
and
who's
going
to
pay
before
that
gets
installed,
or
is
that
something
where
you're
saving
the
evidence
at
the
DPW
facility?
And
we
can
go
ahead
and
you
know,
get
get
the
real
Bridge
up
as
soon
as
possible
and
then
worry
about
the
legal
and
the
lawsuits
and
insurance
and
all
that
stuff
later
excuse
me.
B
I
and
from
my
understanding
is
going
to
be
about
nine
months
right
before
I
know,
the
bridge
could
be
manufactured
and
whatnot
I
would
assume
during
that
process.
Insurance
companies
are
talking
to
each
other.
The
attorneys
are
talking
to
each
other
and
hopefully
yeah
I
I.
Think.
The
optimistic
view
is
that
it's.
D
D
J
B
B
Have
I've
just
shared
with
you,
I,
don't
have
anything
more,
you
know,
and
obviously
you
know
the
county
attorney
said
you
know
where
we're
at
you
know.
We
can
only
say
so
much
and
that's
why
I
want
to
keep
referring
to
that
report.
Hopefully
that
will
be
here.
You
know
by
the
end
of
next
week
or
a
little
shortly
thereafter,
but
you
know
that
will
shed
light
on
in
the
Direction
Where
We,
where
we
would
go.
We
have
one
more
question
over
here:
yeah
I,
just.
D
F
Possible
there
are
businesses
out
there,
people
use
this
go
back
and
forth
to
Albany
and
it's
a
shame
that
it
happened.
B
D
F
K
Thank
you:
is
it
possible
that
it
was
human
error?
Can.
K
E
Well,
I
want
to
kind
of
pick
up
on
where
I
think
Joe
and
Bill
left
off.
If
we're
going
to.
If
we
got
to
pay
for
the
completion
first,
okay
and.
H
E
E
G
For
this,
for
the
shorter
term
basis,
we've
worked
out
with
the
Comptroller's
office,
we're
going
to
set
up
a
basically
a
contra
account
in
the
defund,
which
is
the
DP
to
the
public
works
fund
to
keep
the
books
kind
of
cleaner.
That
way,
we're
going
to
allow
that
line
to
run
negative
for
the
time
being,
thankfully,
we're
at
a
nice
position,
cash
we're
a
nicer
position.
Cash
flies
than
we've
probably
been
in
the
past
three
or
four
decades,
so
we
have
cash
on
hand
to
cover
this.
C
D
C
That
I've
been
talking
with
the
manufacturer,
and
this
is
a
temporary
Bridge,
that's
actually
designed
for
traffic.
It's
a
12
foot
wide
bridge
that
is
designed
for
you
know,
actual
vehicle
traffic
and
I
was
assured
that
it's
it's
got.
You
know
like
a
50-year
life.
C
I
More
question
over
here
bill:
first
of
all,
I
want
to
apologize.
No,
no.
He
just
jumped
ahead
of
your
your
recognition.
I
just
want
to
make
a
plea
that
you'll
be
as
transparent
as
possible
share
with
all
of
us,
the
information
as
you
get
it
so
that
we
can
all
share
it
with
our
constituents.
We
all
care
because
there's
money
involved,
but
especially
Chris
and
I
care
because
of
and
Vicki
plotsky,
who
also
represents
Bartle
New
Scotland.
All
of
those
districts
you
know
go
through
on
85
all
every
day.
I
I
watch
them
line
up
behind
in
front
of
a
house
to
commute
into
work,
so
they
would
all
appreciate
as
much
transparency
as
possible
and
as
soon
as
these
issues
of
responsibility
and
what
all
are
resolved.
Please
let
us
know
yeah
it's
just
kind
of
good
Governor
transparency
and.
A
L
Will
note
that
these
were
added
to
granicus
this
afternoon
and
you
have
been
provided
hard
copies
as
well:
educated,
okay,
so.
L
C
Yes,
so
this
amendment
is
for
the
additional
work
that
it's
going
to
take
to
have
the
bridge
removed
and
and
the
new
temporary
Bridge
put
into
place.
C
The
total
additional
amount
is
three
hundred
and
forty
six
thousand
dollars,
and
that
is
that
all
of
that
work
is
going
to
be
done
by
Betty
and
Frey.
So,
basically,
once
they
finish
this
work,
the
temporary
bridge
will
be
in
place.
E
Are
there
any
questions?
Well,
one
question:
all
right:
you
have
sort
of
like
landmarks,
are
able
to
drop
a
pin
where
we
are
in
the
project.
So
we
know
what
what
Betty
and
crank
has
done
today,
because.
E
C
C
E
H
C
E
C
Pouring
the
deck,
and
so
basically
all
they
had
left
to
do,
was
seed
grade
tidy
up
both
ends.
We
were
ahead
of
schedule
so
that
you
know
there's
really.
C
E
A
I
think
it's
in
the
Law
Department
right
now
so
I
think
we
move
forward.
Hopefully
when
they
come
back,
we'll
be
a
little
people
even
another.
J
C
So
is
it
is.
J
B
D
C
M
C
I
I,
don't
think
it's
you
know,
there's
different
things
that
could
have
caused
it
right
and
there's
photographs
in
Every
Which
Way
of
of
what's
there.
J
I'm
sure
you
checked
it,
I
was
just
curious
yeah.
It
seemed.
C
Weird,
that's
all
yeah.
I
It
sounds
to
me
like
what
you're
doing,
but
apparently,
if
I'm
wrong,
is
your
making
sure
that
as
evidence,
it
stays
valid
that
that's,
if
there's
a
question
about
one
well
that
might
have
failed
or
whatever
you're,
not
cutting
that
well
you're
cutting
somewhere
else,
so
that
when
you
put
it
into
storage,
all
the
evidence
is
still
good.
That's.
C
L
L
L
M
D
M
I
M
I
apologize
because
it
might
show
up
black
and
white,
but
this
is
actually
the
color
scheme
of
it
and
you're
familiar
with
the
location
right.
This
thing
on
this
Trailhead.
