Health
for
Assessment
Services,

substance
abuse
for
our
clients
that
are

temporary
assistance

identified
potential

substance,
abuse,
we're
required
to
have
them
fully
assessed
by
professionals,
and
then
they
develop
a
treatment
plan
and
make
referrals
to
treatment
if,
if
needed.
So
this
is
a
continuing
contract.

certifier
program,
which

we

jumped

little
in
discussions
with
Cornell
they're,
really
having
trouble
meeting
the
Staffing
that's
needed
for
this
program,
because
he,
the
application
numbers
have
gone
up
and
the
actual
Heap
season
keeps
getting
it
extended.
So
they've
asked
for
a
twenty
thousand
dollar
difference
in
their
in
their
contract,
from
what
we
presented
and
made
to
make
it
a
hundred
and
eighty
thousand
dollars,
and
they
have
not
had
any
increase
since
2016
in
this
contract.

was

he
has

people

to

they

county

people

off
in

district

the

knowledge

administrator's
knowledge

town

rotterdam's
knowledge

hard
to
believe
they
even
did
it
without
our
congressman's
knowledge.
So
there
is
absolutely
no
respect
for
any
Municipal
guidelines
by
the
city
of
New
York.

why
is
this
important?
Well,
let
me
paint
the
last
picture
of
that
since
that
happened.
I
read
in
the
newspaper
today
and
I've
been
keeping
him
pretty
close
touch
with
the
county
executive's
office.
Although
now
I'm
looking
back
at
a
conversation
and
maybe
I
I,
didn't
want
to
hear
any
more
any
more
coming.
But
I
read
in
the
paper
this
morning
that
there
are
now
a
hundred
people
in
the
shortest
day.
Motel
and
50
of
them
are
children.

So
we've
gone
beyond
the
the
single
male
homeless.

Homeless
or
migrant,
and
we
don't
know
who
these
people
are,
I
can't
tell
you
if
they're
migrants,
what
they're
homeless
we
don't
know
if
mayor
Adams
is
emptying
out
homeless,
shelters
in
New,
York,
City
and
shifting
those
people
upstate
and
backfilling
them
with
migrants.
We
have
no
idea
because
nobody
knows
what's
going
on.

is
not
room
for
any
more
to
come
up
without
them,
rolling
off
someplace
else.
That's
what
New
York
City's
strategy
is
now
is
to
Outsource
its
homeless
and
it's
migrant
population
beyond
their
saturation
limits.

saturation

summer,
where
they
have
lots.

think
they
have
a
great
number
of
outdoor
migrant
facilities.

they're
going
to
do
with
those
folks
when
it
gets
to
October
and
November
and
it's

degrees

sort
of
thing

know
where
those
folks
are
going
to
go,
but
there
was
a
quote
and
I'm
sorry
I
didn't
bring
it
with

My
wife
told
me
to
bring
it
with
me
twice
tonight
and
it's
something
along
the
lines
of
a
quote
from
mayor
Adams
that
says
get
ready.
The
migrants
are
coming
to
your
neighborhood.

was
long
ago

we
were
comfortable
with
something
left,

we're

that

increased
population

stood
up

communities

Albany
County
and

county
executive's
office

they're
going
to
make

best
faith
effort
to
get
us

be
helpful
in
budget
making
well

willing
to
give
them
that
latitude
and
I
put
language
in
this
bill.

says
that

that

be

executive's
best
faith
efforts

satisfactory

purposes

this
reporting.

on
a
partisan

to

other
people

been
as
severely
impacted
and
had
the
ability

say
we

information

our
communities.

it

this

you

I'd

delighted
to
respond

the

legislation

best
data

best
way

that
this

public

For

other

request

legislature

to
the
best
of

sponsor
concern
related
to
the
ability
to
track
anything
related

it's
termed
in
the
resolution,
newly
arrived
persons,
but
certainly
anything
that
has
to
do
with
the
trends
related
to
the
benefits
that
are
afforded
qualified
individuals.

people

own
or

host

different
factors
is

Revenue
source
that
he's
pulling
upon
to
pay

if

not
staying
in
New
York

money,

their
point
of
entry
and
now
he
has
sent
them
here.

would
make
sense
that
he
would
pay
wherever
they're
going
because
he's
not
using
those
funds.

concern

homeless
person
versus
everybody

as

count

to
be
scared
that
they're

to
our
neighbors

City
does
have

migrants
coming
in
right
now,
they're
doing
the
best
they
can
to

address
it

ensure
that
they're
providing

proper
services

shelter
for
them.

we
should
do
our

Upstate

big
state,

we
should

prior
year

County

take

migrants,

working

out
how
we
can

best

County

reimbursed

best

people
