Discovery.

grants
were
distributed
to
the
Department
of
Probation
as
well
as
our
office.

The
overtime
computer
equipment,
no
doubt
it
makes
perfect
sense
on
your
hands.
Pay
and
I
asked
this
of
all
departments.
When
we
talk
about
it
in
budget,
is
the
enhanced
pay
for
people
working
out
a
line,
or
are
we
looking
to
use
that
enhance
pay
to
permanently
or
use
it
to
temporarily
enhance
their
salaries
and
then
we're
looking
to
potentially
next
year
in
the
budget?
Keep
that
line
salary
every.

Grant
that
we
will
be
proposing
to
this
body
will
have
the
following
elements:
it's
going
to
be
retention,
part
of
our
strategy
and
all
of
the
retention
dollars
Associated,
which
means
increases,
are
going
to
be
Grant
funded.
We've
not
provided
any
enhanced
pays
that
are
not
paid
for
by
a
specific
rent,
be
it
Discovery,
be
it
give
or
any
of
the
other
grants
that
we
have
in
the
office.

Criminal
Justice

our

Albany
Police
Department,

our

partners,

have
already
been
notified
as
to
the
amounts
that
we're
receiving
that
the
grant
has
in
fact
been
awarded.

are
seeking
author
authorization
to
apply
for
it,

seeking
authorization
to
enter
into
that
agreement
with

DCJS,
in
addition
to
allowing
us
to
actually
spread
those.

extension

the
Community
Development
block
grant
program
that

previously
awarded

November

2021.

grand
total
is
1.3
million
dollars
and
there's
no
seven
and
a
half
month,
no
cost
extension
will
take
us
through
the
almost
the
end
of
December
to
December,
29th
and
I'll.
Let

turn
it

kind

give
an
update
on
the
land
Banks
portion
of
the
project,
yeah.

So
when
we
originally
came
to
the
end
of
2021,
we
were
expecting
to
do
three
full
rehabs
on
2nd
Avenue
in
Auburn
south
end
45,

and
52nd
Avenue
about
900
000
of
that
million.
What's
for
construction
itself,
we
were
able
to
go
out
in
get
our
architectural
to
drop
all
the
drawings
on
budget.
All
the
all
that
stuff.
We
put
those
drawings
out
to
bid.

went
out
to
local
organizations.
We
went
to
the
New
York
State
Contractor
website
make
sure
to
get
as
much
circulation
as
possible,
both
as
required
by
the
brand
and
beyond
that.
Fortunately,
what
we
got
back
was
the
lowest
qualified
bidder.
I
ended
up
bidding
two
million
dollars
for
the
three
buildings
for
the
rehabs.

So
so
we
did
go
back
to
HDR
and
asked
for
that
extra
million,
which
was
rejected.
We
asked
for
the
extra
to
do
two
buildings
to
finish:

Second
Avenue
52nd
Avenue,
which
they
rejected,
but
they
did
allow
us
to
revise
the
scope
to
do
one
full
rehab,
52nd
Avenue,
which
would
be
a
three
two
unit:
three
bedroom
one
and
a
half
bath
homeowner
unit
with
a
studio
apartment
of
an
affordable
rental.

were
able
to
they
approved
that
revised
scope,
but
it
also
approved
an
extension
to
complete
the
work
to
December
year,
thus
far,
we've
gotten
all
our
approvals,
the
local
approvals,
the
state
approvals,
our
own
land
bank
approvals,
we're
on.
We
have
the
contractor
on
board,
and
at
this
point
we
State.
We
know
that
we
can
finish
the
revised
scope
by
the
end
of
the
year
and
this
is
not
in
a
vacuum.

is
very
close
to
other
projects
to
go
in
bank.

working
on
both.

in
the

towns

retooled

the
scope

work
changed
on
that

mental

project

grant

of
the
staff
and
capacity
of
of
the
Accord
program.
But
that's
having
to
be
rethought
as
well.
Just
because
we
haven't
the
Department
of
Mental,
Health
hasn't
ruled
out
the
program
as
quickly
as
we
would
have
liked.

back

the
million
dollar
piece
for

land
bank.

we
were
going
to
do
three
buildings

then
we

scope

budget

we're
spending
a
million
dollars

is
wrong
with

process

sit

that

understand

little

construction,

don't
know
where
you
got
your
engineers
estimates
in
the
beginning,
where
you
had
your
budget
and
I
realized
that
things
are
more
expensive
now
and
labor
is
more
expensive
and
all
of
that,
but
a
million
bucks
for.

there's
other
things

for
example,
older
houses
with
remediation.
If
you

to
tear
down
rehab,
doing
certain
things
like
that,
and
also
there's

net
cost,

have
NFD
checked
on
inspected
police
are
called
and
things
of
that
nature.

these
are
all
costs.

doing
we

expect
to
be
a
little
bit
less
expensive,

we're
still
talking
about
to
do
a
modest
single-family
home
in
neighborhoods
that
have
had
severe
disinvestment
over
the
decades
costs
about
four
hundred
thousand
dollars

build.

can
sell
that
at
150,
maybe
so
the
the
grant
funding
is
very
important
to
fill
those
things.

do
agree
that
ctbg
is
not
the
most
efficient
funds.

this
is
Community
Development
block
grant
money,
which
has
very
specific
things.
We
have
to
spend
it
from
the
feds,
so
there's
one
part
of
that.

second
is
one
of
the
reasons
why
the
land
bank

important.

of
the
rehab
stuff
is
that
when
you're
dealing
with
houses
that
are
in
a
row,
the
limitations
in
the
architecture
was
much
different
than
building
on
like
a
cul-de-sac
right
very
different.

and,
and
so
there's
a
lot
that
really
goes
into
trying
to
do
something
to
revitalize
that
neighborhood,
so
it's
just
not
so
easy
just
to
tear
down
a
building
and
then

something

know,
too,
that
a
lot
of
those
lots
or
those
buildings
they
have
to
they're
no
longer
qualify
to
build
a
house
on
them,
but
some
of
those
structures
down
there,
especially
that
school,
is
it's
going
to
take
it's
going

take
a
lot,
but
not
only
that
from
the
race.

can
see
a
lot
of
I
would
say
millions
of
dollars
put
over
and
over
on
Clinton
Avenue
every
five
six
years.
It
seemed
like
to
me
so
I
think
that
you

we
need
to
rethink
and
understand
what
cost
the
costs
are.

when
the
pandemic
came
in,
I,
couldn't
even
get
a
door
a
front
door
for
under
two
thousand
dollars
and

then
I
still
didn't,
still
didn't
get
it
because
I'm
after
a
year
and
a
half,
they
didn't
have
anybody
to
bring
it
out
of
the
warehouse.

to
be

work

worthwhile
project

take
advantage

money,

they're

reinvest

properties
and
increase
their
value
and

we've
been
pitching

money

them
we're
willing
to
spend
a
million
dollars.

policy

interested

buyer

to
get
a
million
dollar
home
now

may
not
be
worth
a
million
dollars
in
the
market,
but
it's

be
worth
substantially
more
than
the

the
other
half
houses
around
it.

undertook
kind

what
I
call
an
organizational
assessment
to
really
identify
where
there's
some
critical
gaps
within
how
the
department
of
management
and
budget
and,
by
extension,
the
county,
is
going
to
be
able
to
provide
services
and
a
kind
of
project
manage
some
new
sources
of
revenue.

That
we've
taken
in
one
of
these
is
no
surprise
to
you,
60
million
dollars
in
in
Harpo
funds,
and
while
we're
working
with
a
consultant
today
to
kind
of
set
up
the
framework
get
get
all
the
money
out
where
we're
realizing
quickly
that
there's
going
to
be
a
lot
of
compliance
related
Tales
on
the
back
end,
once
these
projects
are
finally
approved
and
awards
go
out
so
on
a
quarterly
basis,
we
need
to
do
a
lot
of
get.

reporting
from
these
on
these
projects
with
who
we're
doing
business
with
we're.

Lot
of
our
sub
awardees
we're
going
to
need
to
do
on-site
kind
of
desk
audits,
of
their
financial
practices,
and
all
of
these
are

it's
very
crucial
for
us
to
be
working
with
our
consultant
for
all
of
these
tasks,
but
we're
quickly,
realizing
and
speaking
to
other
counties
that
they
they
went
out
and
they
hired
like
full
teams
to
strictly
manage
arpa,
Soup,
To
Nuts
and
we're
noticing
that,
with
kind
of
our
own
staff,
we're
stretched
a
little
thin
and
we
think
from
a
long-term
planning
standpoint.

It
would
be
beneficial
to
kind
of
start
building
a
team
around
the
the
grants
unit
within
the
department
of
management
and
budget
and
really
starting
to
streamline
and
centralize
how
the
county
manages
it's
grant
funding
at
a
kind
of
at
an
Enterprise
level.
So
while
we
certainly
have
capacity
within
departments
to
manage
their
existing.

happens,
we'd
like
to
kind
of
have
all
of
our
ducks
in
a
row,
and
we
think
that
adding
these
two
positions
amongst
a
couple
others
which
I'm
going
to
talk
about
later,
are
going
to
truly
allow
us

successful

time
come
is
going
to
set
the
right
foundation
for
having
kind
of
a
centralized
grants
management
process
across
the
county.

while
these
two
new
positions
are
going
to
be
focused
on
Harper
related
compliance
and
kind
of.

awarded

programs
are
going
to
be
managed
in-house
by
the
county,
including
the
county
departments,
helping
them

compliant
with
the
Federal
grant?
Requirements

going
to
be
super
important,
so
really

two
positions

play
like
a
liaisonship
role
will
truly
help
us,
and
these
are
funded
by
earnings
and
interests
that
has
accumulated
on
the

arpa
funds.

meeting

we
had

June
15th

just
a
reminder
that
this
is
not
obligating
the
county
to
spend
any
money.

is
not
costing
the
county
any
money.
This
can
be
amended
in
the
future.
We've
had
mid-year
adjustments
in
certain
years.
This
is
simply
providing
the
long-term
kind
of
gold
or
the
long-term
kind
of
game
plan.
Here
there
are
some
projects
that
may
seem
kind
of
large
in
here.

a
quick
request,
an
observation
of
totally
in
support
of
this
having
reviewed
this
year
after
year
after
year
after
year
and
with
the
length
of
the
document
and
the
amount
of
specificity
once
we
get
one
that's
adopted
after
the
public,

stamp

one
and
then
propose
changes
put
in
red
or
something
like
that,
so
that,
as
as
we
go
to
iterative
changes
and
reviews
or
at
the
Capitol
Facilities
Review
plan
meetings,
it
easily
stands

things

we've
done
in
the
last
couple

each
project

listed

amended

it

actually

dollar
change,
a
scope,
change.

it's
Capital
plans
a
lot
of
money,
it's

half

billion
dollars
this
year,
it's
a
big
jump
from
last
year,

the
hope
is
that
we
have
to
show
other
governments
that
we're
serious

funding
works,
sometimes
we're
able
to
recoup
some
of
those
funds.
