If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
It's
rare
but
we'll
see
what
happens
so
we
hope
they'll
get
back
here
sooner.
We
will
follow
the
the
agenda
again
and
start
with
the
Pledge
of
Allegiance,
which
I
will
lead,
and
then
we
will
have
a
prayer
by
councilmember
Barnes,
after
which
I
will
conduct
the
roll
call
for
you,
everybody
please
stand.
B
We're
grateful
for
city
employees
for
their
dedication
to
their
jobs,
for
the
wonderful
way
in
which
they
conduct
themselves
and
accomplish
the
things
that
need
to
be
done.
We're
grateful
for
the
citizens
of
this
community
and
for
their
efforts
in
helping
to
make
it
a
better
community,
we're
grateful
for
the
leaders
of
the
community
for
the
time
and
the
service
and
the
dedication
they
put
into
serving
and
helping
to
make
this
a
better
place
to
live.
B
We
pray
for
those
who
serve
in
harm's
way
in
the
military
as
well
as
city,
employees
and
police
and
fire
and
other
occupations
that
they
might
also
be
protected.
We
thank
thee
again
for
all
of
our
blessings.
We
pray
for
the
other
blessings
that
thou
has
for
us
and
that
we
need-
and
we
do
so
in
the
name
of
Jesus
Christ,
amen,
amen,.
C
A
Have
a
quorum
and
can
and
can
conduct
the
business
of
the
city
I'd
like
to
have
the
young
men
that
are
here
for
merit
badge
requirements.
If
you
please
stand
it's
it's
kind
of
a
larger
group
than
what
we've
had
in
the
past.
We
want
to
make
a
special
welcome
to
you.
We
wish
you
well
on
the
gear
endeavors
to
receive
your
Eagle
rank.
We
appreciate
you
being
here.
A
Okay,
sometimes
we
can
overlook
those
things
but
I've
seen
too
many
times
in
my
life,
where
what
good
men
and
women
have
given
up
weeks
in
a
hunt
and
with
their
vacation
just
to
make
sure
that
you
have
a
good
experience,
so
show
them
the
gratitude
that
they
deserve,
and
we
appreciate
you
being
here.
Okay,
all
right.
If,
if
you
haven't
done
so
either
now
or
maybe
as
you
leave,
we
would
love
you
to
sign
the
role
right
here
on
this
table
and
that
way
we
can
have
you
on
the
record
that
you've
been
here.
A
D
And
council,
just
a
couple
of
items:
I
I'd
like
to
just
thank
the
streets
department
for
the
great
job
in
which
they've
tackled
these
recent
storms,
our
streets
department.
They
get
up
long
before
most
of
us
even
wake
up
and
they're
out
on
the
streets
that
sometimes
they're
out
all
night
long
trying
to
prepare
for
the
next
day
and
I
appreciate
our
residents
being
patient
with
our
crews.
D
We
have
a
limited
number
of
men
and
who
get
up
early
and
go
do
that,
but
they
hit
it
hard
and
they
they
try
so
so
diligently
to
do
a
good
job
on
every
road
and
so
just
want
to.
Thank
them.
Also,
congratulations
to
the
American
Fork
high
school
women's
swim
team.
They
took
the
state
championship
and
did
a
great
job
there
and
should
be
congratulated
for
that
and-
and
the
the
men
also
took
second
and
did
a
great
job
as
well,
and
they
should
be
congratulated
for
their
hard
work
too.
That's
all
I
have.
A
E
Many
years
that
we
didn't
and
it
started
again,
we
really
appreciate
that
we
understand
we're
not
the
first
priority
and
that's
fine
but
we'd
like
to
get
before
June.
So
we
appreciate
it.
It
works
out
much
nicer
for
the
safety
anyway,
I've
just
come
from
a
meeting
of
the
Timpanogos
Arts
Foundation,
where
we
met
with
the
different
individual
program
managers
and
talked
about
plans
for
the
coming
year.
C
Thanks
mayor
I,
just
really
wanted
to
thank
the
staff
had
thought
we
had
a
great
retreat,
a
good
opportunity
to
really
dive
deep
and
get
into
the
nuts
and
the
bolts
and
talk
about
some
of
the
great
things
that
we've
accomplished
in
the
past,
but
also
some
of
the
things
we're
looking
forward
to
so
appreciate
all
the
time
and
effort
that
went
into
that.
That's
all
I
have
in
there
Thank.
B
B
I've
been
a
report
on
parks
parks
with
the
Katy
and
recreation.
Today
we
had
a
meeting
about
two
weeks
ago.
They
are
seriously
preparing
their
proposals
for
the
park
with
the
sea
tax
committee
to
look
at
it
and
give
us
a
truth.
There
they're
really
pleased
with
what's
been
done
so
far
throughout
the
city.
B
B
B
F
I
did
want
to
report
as
part
of
my
assignments
with
the
chamber
on
the
installation
luncheon
that
they
had
today.
It
was
a
great
lunch
and
they
had
a
great
turnout
and
they
give
away
a
few
awards.
I
just
want
to
mention
a
couple
here:
the
new
business
of
the
year
went
to
crumble
cookies.
The
business
Person
of
the
Year
went
to
Joe
feel
on
who
is
Tim
parental
and
the
business
of
the
year
went
to
America
First
Credit
Union.
F
The
chamber
also
had
pancakes
in
politics
last
Saturday,
were
they
invited
quite
a
few
of
our
legislators
to
speak
to
the
public
and
have
the
public
ask
any
questions
they
wanted.
It
was
at
the
hospital.
I
was
not
able
to
attend,
but
I
think
they
had
I
think
he
said
just
less
than
a
hundred
or
something
that
went
and
they
are
going
to
be
hosting
another
one
on
March,
2nd,
the
same
place
at
the
AFUE
hospital.
So
if
anybody's
interested
in
going
to
that
they'll
have
another
one.
F
I'm
I
also
wanted
to
say
thank
you
for
the
budget
retreat,
especially
to
administration
and
the
directors
of
our
city
staff
and
Kyle
I
know
that
was
a
lot
of
work
to
put
together
all
those
materials
and
as
I
was
thinking
back
on
it.
It's
so
much
more
to
do
that
for
you,
but
it's
what
we
have
to
do
to
make
it
a
public
process
and
I
really
appreciate
it
and
I
really
can
see
the
benefit
of
it.
So
thank
you.
F
A
For
that
report
for
the
mayor's
report
at
this
installation
luncheon
today
with
the
chamber,
it
was
my
privilege
to
be
there
and
and
participate
in
a
very
small
way
with
swearing-in.
The
new
officers
I
feel
like
since
I
have
been
around
in
the
city
in
the
last
seven
years
or
so
that
the
the
relationship
between
the
chamber
and
the
city
is
probably
is
as
strong
as
it's
ever
been.
A
There's
a
some
real
unity
and
in
our
purposes
and
there's
great
leadership,
there
I'm
very
confident
in
the
new
and
the
new
leaders
that
were
sworn
in
today
and
they
have
the
right
mindset
and
they
love
American
Fork
city
and
they
will
promote
our
city
and
and
tried
to
be
inclusive
to
all
businesses.
And
so
there
was
just
a
great
feeling
of
camaraderie
in
the
meeting
today
it
was
my
privilege
to
give
out
a
couple
awards
and
the
first
one
was
the
hero
of
the
year
and
she
was
not
able
to
be
there.
A
The
other
was
the
the
mayor's
choice
for
the
business
of
the
year
and
as
I
contemplated
I
I
chose
Doug,
Smith,
auto
and
one
might
think
it's
be.
You
know
to
think
of
a
dealership.
They
they're
our
largest
tax
base,
but
beyond
that
Doug
Smith
Auto,
I
I
just
was
able
to
read
off
an
incredible
resume
of
how
they
have
given
back
to
the
city
through
their
charitable
donations
through
Autism
Awareness
make-a-wish.
A
They
have
given,
over
the
years
over
fifty
thousand
dollars
to
our
American
Fork
City
for
the
American
Fork,
marching
band
to
provide
instruments
and
travel
accessories
as
I've
gone
through
and
had
you
know
a
privilege
of
going
throughout
the
country
representing
our
city,
and
it
was.
It
was
a
very
easy
choice
for
me
and
they
I
appreciate
Doug,
Smith
and
all
that
they
do
for
our
city.
So
that
is
the
the
mayor's
report.
A
We
will
now
move
on
to
the
common
consent
agenda.
We
have
three
items
on
that
agenda,
as
outlined
in
the
in
the
packet
I.
Will
I
won't
take
the
time
to
review
them?
If
there's
any
questions,
so
I
guess,
there's
four
items:
I
just
would
entertain
a
motion
or
questions
for
staff
if
they
have
them
or
any
change
to
the
minutes
and
the
number
of
one
or
two
item.
E
A
Member
Shelton,
aye
council,
member
Barnes,
councilmember,
Taylor,
Carol
and
councilmember
Taylor
is
apt
and
I
have
to
say
that
out
loud
because
there's
a
box
for
me
to
check
okay,
we
will
now
move
on
to
the
action
items.
Number
one
is
the
ratification
of
City
payments
from
the
dates
of
January
15,
2009
teen
to
February,
5th
2019
and
approval
of
purchase
requests
over
$25,000.
A
By
councilmember
Barnes
any
discussion
on
the
motion
hearing
that
I'll
call
for
a
vote:
council
member
Kristensen,
aye
councilmember,
Shelton,
aye,
councilmember,
Barnes,
hi,
council
member
Carol,
okay,
item
number:
two
I
have
moved
removed
from
the
agenda,
we'll
move
that
on
to
a
work
session
prior
to
bringing
it
back,
and
so
we
now
move
on
to
item
number
three,
which
is
a
review
and
action
on
a
network
operation
center
lease
agreement
with
American
fiber
incorporated.
They
have
Georgia
feet,
come
forward
and
kind
of
walk
us
through
this.
G
A
G
Or
something
might
be,
might
be
necessary
just
so
you
are
aware,
mayor
and
council.
Mr.
Davis
is
here
he
is
the
president
of
American
fiber,
and
he
is
here.
If,
if
you
would
have
any
questions
of
him,
he
has
available
to
answer
any
questions
you
might
have.
So
we've
been
working
through
this
lease
agreement,
they've
been
working
to
get
their
funding
and
they
are
on
the
cusp
of
having
that
and-
and
this
is
part
of
that
for
them
to
be
able
to
get
their
funding,
and
so
this
lease
agreement.
G
G
C
C
A
A
G
B
G
C
I
D
B
A
C
A
All
right,
I'll
call
for
a
roll
call
vote
council,
member
Christensen,
hi,
council,
member
Shelton,
I,
don't
remember
Barnes
hi,
council,
member
Carol
and
councilmember
tater
is
absent.
Thank
you
appreciate.
It
item
number
four
review:
an
action
on
an
agreement
for
four
five
year:
fiscal
forecast
services,
forecasting,
services,
there's
any
questions
for
Kyle
related
to
this,
and
you
know
that
you
didn't
see
in
the
packet
we'd
love
to
sure
he
could
answer
them
or
any
of
us
that
were
in
that
committee.
C
C
But
as
prices
continue
to
go
up,
that's
something
that
we
need
to
be
have
a
good
plan.
That
way
they
can
mention
it.
It's
not
like
patient,
where
they
do
a
hundred
percent
property
tax
increase
in
one
year.
If
we
can
be
able
to
moderate
that
and
be
good
stewards
and
have
a
good
plan
in
place,
I
think
that
shows
our
fiduciary
responsibility
being
met.
So
appreciate
the
time
taken
to
do
this.
A
H
B
B
One
of
those
I
looked
at
it
it.
It
seemed
to
me,
like
they
weren't,
even
talking
about
what
we
wanted
and
they
didn't
have
the
background
of
what
we
wanted.
So
I'm
sure
two
of
them
were
probably
pretty
close,
but
it
looked
like
a
good
option.
For
us,
their
price
was
very
competitive
compared
to
some
of
the
others
and
and
everything
else,
and
so
I
totally
support
this
particular
decision.
I
was.
F
Gonna
make
kind
of
a
similar
comment.
I
enjoyed
seeing
the
different,
that's
really
interesting,
and
it
also
gives
us
confidence
that
in
the
selection
committee,
because
as
Kevin
councilmember
Barnes
said,
it
was
pretty
obvious
that
they
were
probably
the
best
choice
in
this
in
this
instance.
So
that
was
the
only
comment
I
had
just.
E
To
appreciate
putting
together
the
RFP
and
in
anybody
who
takes
time
to
submit
to
that,
it's
a
lot
of
process
there
so
but
I
definitely
agree.
I
felt
very
comfortable
with
the
recommendation.
That's
a
committee
and
I'd
like
to
move
to
approve
the
consulting
service
agreement
with
Louis
young
Robertson,
converting
ham,
Inc,
okay,.
A
F
A
Count
spectator
is
absent.
Item
number.
Five
is
a
review
and
action
on
the
communities
that
care
program.
If
you
remember
right,
we
had
this
in
a
work
session
and
I'm
going
to
invite
and
put
somebody
on
the
spot,
Mallory
Warner.
Why
don't
you
come
forward
for
maybe
just
refresh
our
memory
a
little
bit
of
of
your
services
and
and
we're
privileged
to
have
the
Utah
County
Employee
of
the
Year
with
us?
You
know.
I
And
so,
if
you
have
questions
about
the
program
itself,
Melisa's
the
champion
and
the
coach
for
the
other
coalition's
in
the
county,
and
so
she
can
answer
any
questions
that
you
might
have
regarding
what
CTC
is
and
how
its
implemented
and
things
like
that
and
then,
as
far
as
the
the
financial,
the
administrative
side,
I
can
answer
any
questions
that
you
might
have
and
I
also
want
to
say
thank
you
for
having
us
today.
It's
really
exciting
to
to
be
here
and
we
are
excited
too
move
forward.
C
J
I
I
C
Using
our
attorney
good
Tim
thought
process
here,
as
he
always
says,
when
we
get
into
something
it's
always
good,
to
take
a
look
at
how
you
get
out.
Sometimes,
if
it's
not
what
you
like
so
after
the
first
year,
if
it's
something
that
we're
not
for
whatever
reason
seeing
results
or
there's
concerns
we
tied
in
that,
we
need
to
stay
in
the
program
for
a
certain
amount
of
time.
There's.
I
Not
a
requirement
that
you
stay
in,
however,
data
trends,
I,
don't
know
if
you,
you
probably
know
that
it
takes.
It
takes
a
while
to
see
results,
and
this
year
is
a
good
year
to
start,
because
the
school
district
is
going
to
be
doing
the
sharp
survey,
which
is
the
student,
health
and
risk
profile
survey,
so
that's
happening
in
every
cool
in
the
district,
which
will
give
us
a
really
nice
baseline
for
data
trends.
C
I
Have
the
division
of
substance,
abuse
and
mental
health
through
the
state?
They
are
the
ones
who
fund
our
our
County
and
they
provide
the
training
for
the
CTC
coordinators.
They've
got
statewide
training
that
they
so
then
we
would
pay
for
the
employee
to
attend
the
training
provided
by
the
state
and.
B
I
It
really
isn't
there
isn't
really
there
isn't
one,
it's
just
what
we
what
we
need
to
make.
So
we
could,
we
could
get
a
contract
in
place
and,
from
your
end,
to
get
the
hiring
process
started
and
we
could
have
somebody
yeah
in
a
couple
of
months,
yeah
cuz
I
mean
we
wouldn't
want
to
wait.
We'd
want
to
start
as
soon
as
possible,
so
it
would
just
be
a
matter
of
getting
the
contracts
written
up
and
getting
the
person
hired.
F
I
E
A
Have
a
motion
by
councilmember
Carole
is
second
by
councilmember
Christiana.
Any
discussion
on
the
motion.
If
I
could
just
add
that
in
my
connections
and
with
the
other
mayor's
in
Mac,
they
have
I've
asked
them
a
lot
of
questions
about
this
and
everybody.
That's
in
this
program
has
done
nothing
but
rave
about
it
and
how
it's
helped
their
community,
especially
their
young
people.
So
it's
been
a
had
some
good
endorsements.
Okay,
I
think.
J
I
I
F
I
You're
interested
they
have
done
research
on
a
cost-benefit
prevention
services,
especially
CTC
and
I,
mean
it's
just
for
the
dollar
that
you
spend.
You
can
get
anywhere
from
4
to
18
dollars
in
return.
So
it's
just
really
an
incredible
investment
for
the
youth,
and
you
won't
regret
saying
yes,
so
definitely.

K
That's
being
worked
out
between
those
individuals
and
that's
where
some
of
those
yeah
and
that's
where
some
of
those
little
issues
are
there's
about
an
8-foot
overlay
on
one
of
those
property,
so
they're,
so
they're
gonna
go
through
the
standard
protocol,
they're
gonna,
look
at
who's
paid
taxes
on
it,
who
hasn't
if
both
have
or
neither
have
they'll
know,
look
at
what
you
know
colloquial
term
is
the
Brigham
Young
law
and
no
don't
break
it
up
right
down
the
middle.
So.

A
Received
a
text
I
asked
the
consultant
for
go
ahead,
Patrick
Mullins,
and
he
said
he
is
not
aware
of
a
larger
parcel
in
the
aussies
own,
and
then
he
said.
If
there's
anything
I
can
do
to
help.
It
went
through
the
process
moves
forward
to
let
him
know
okay
there.
So
we
have
some
good
resources
to
help
you
along
yeah.
K
And
obviously
is
a
development
team.
You
know
we're
grateful
to
have
cities
that
have
the
foresight
to
be
looking
into
these
zones.
You
know
we
have
an
understanding
that
you
as
a
mayor,
as
a
city
group,
wrote
in
to
the
governor
and
requested
a
certain
area
and
and
what
an
opportunity
zone
can
do
for
people
I
don't
know.
If
do
you
want
me
to
take
a
minute
and
kind
of
just
give
that
in
a
public
meeting
you
have.
A
H
K
You
know,
accounting
of
economically
distressed
areas
that
I've
ever
seen.
The
impact
that
it
can
have
is,
is
it's
pretty
dramatic?
What
it
does
is
it
allows
for
investment
out
of
some
of
what
we
would
term
the
black
hole
investment
area
arenas.
So
so
those
of
you
who,
who
have
been
in
stocks
and
and
other
things,
there's
a
certain
amount
of
gain
that
is
received
when
one
is
going
to
liquidate
those
assets
and
a
lot
of
times.
K
K
The
requirements
there
there's
a
lot
of
time
requirements
on
those
monies
that
are
invested
and
how
that's
taken
place,
and
so
most
of
that
money
is
put
really
upfront
in
that
first
three
years
and
so
asset
of
a
development
that
might
normally
take
ten
years.
The
amount
of
tax
deferrals
and
the
way
that
the
money
setup
is
developers
or
are
pretty
much
gonna,
invest
almost
every
dime
within
that
verse.
K
K
It's
not
an
in
and
an
out
kind
of
deal
they
come
in,
they
invest
and
they
stay,
and-
and
that's
where
I
think
that
this
whole
opportunity
zone
can
really
make
a
huge
difference
in
not
just
this
community
building
communities
across
the
country,
one
of
the
most
important
pieces
of
legislation
I've
seen
in
a
long
time,
so
that
that's
the
quick
look
at
what
the
opportunities
own
is
and
now
as
obviously
why
we
are
extremely
excited
to
be
proposing
this
annexation
and
Zoning.
So
thank
you.
I.
E
E
F
C
A
quick
comment
and
know
this
clouds
any
my
judgment
of
being
impartial,
anything
but
I'm
just
glad
to
see
the
best
property
come
into
American
Fork.
My
grandfather
was
great
friends
with
Floyd
and
they
went
to
breakfast
on
a
regular
occasion,
both
of
gone
to
greener
pastures
per
se
and
so
just
great
to
see
the
best
property
in
American
Fork.
So
we
welcome
you
and
appreciate
you
coming
into
America
we're.
A
Looking
forward
to
this
okay,
any
other
comments:
okay,
hearing
that
I'll
call
for
a
vote:
council
member
Christensen,
council,
member
Shelton,
aye,
council,
member
Barnes,
aye
council
member
Carol,
okay
motion
passes
item
number.
Eight
is
a
review
and
action
on
a
water
banking
agreement
with
JW
garlic.
