From YouTube: April 9, 2019 AF City Council Meeting
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
Perhaps
so,
in
an
absence.
A
Alright,
ladies
and
gentlemen,
sorry
for
the
small
delay
we
welcome
you
to
their
American
Fork
City
Council
meeting
on
this
April
19th
of
2019
I
would
like
to
excuse
councilmember
Taylor.
He
is
currently
right
now
on
a
flight
and
a
plane
coming
back
to
our
to
our
city
and
as
such
we
have
four
council
members
of
an
event
of
a
tie.
The
mayor
will
have
a
vote
tonight,
so
I
just
wanted
to
make
that
clear
so
again
with
we
welcome
you
to
being
here.
A
We
have
an
agenda
that
has
been
posted
on
the
state
website
in
various
places
throughout
our
city,
and
we
will
follow
the
agenda
as
outlined
a
copy
of
such
if
you'd,
like
isn't
on
the
table
in
the
middle
of
the
room.
We
begin
with
the
Pledge
of
Allegiance,
followed
by
a
prayer
by
councilmember
Barnes
and
after
that,
I
will
conduct
a
walk
call.
If
you
please
stand.
C
We're
grateful
for
those
who
have
fought
for
the
obtaining
and
the
defending
of
these
freedoms
throughout
the
history
of
this
country
and
as
they
have
fought
for
and
defended
the
freedoms
in
other
countries,
for
the
sacrifices
made
by
so
many
we're
grateful
for
our
community
for
the
people
who
live
here
for
the
wonderful
spirit
and
camaraderie.
That
is
here
for
the.
C
Of
being
able
to
share
and
be
neighbors
with
such
good
people,
we're
grateful
for
city
employees,
city
staff
and
for
the
work
that
they
do
and
we
acknowledge
it,
in
particular
the
police
in
the
fire,
or
sometimes
put
in
harm's
way
and
we're
grateful
for
their
diligence
and
for
their
safe
practices.
We're
grateful
for
the
opportunity
to
meet
and
to
discuss
business
pertaining
to
our
city
this
evening
and
we
pray.
D
C
We
meet
that
we
might
have
good
discussion
that
it
might
be
productive,
that
it
might
be
civil
that
we
might
be
able
to
come
to
good
conclusions.
So
when
it
is
time
to
vote,
the
votes
will
be
appropriate
votes
that
will
help
bless
some
of
this
forward.
This
city
forward.
We
asked
for
thy
protection
and
care
on
on
our
community
all
as
those
who
live
here.
We
thank
thee
again
for
all
of
our
blessings
blessings
we
play
pray
for
the
other
blessings.
F
A
Shelton
here
councilmember
Barnes
here
councilmember
Carole
and
as
noted
earlier
councilmember
tater,
who
will
be
absent
tonight,
item
number
two
on
our
agenda
is
a
20-minute
public
comment
comment
period
if
needed,
but
we
would
invite
anybody
that
would
like
to
address
the
mayor,
the
council
key
staff
to
come
forward
at
this
time.
If
you
would
do
so,
if
you
would
state
your
name
for
the
public
record.
A
H
D
H
And
we
have
been
pushing
a
campaign
to
get
our
residents
to
go
to
alerts,
Utah
County
gov,
to
sign
up
for
the
ability
to
get
emergency
notifications
through
a
software
called
ever
bridge
and
I
would
like
to
if
I
could
have
Vendela
and
show
a
video.
It's
a
great
video
that
was
produced
and
it
has
a
superstar
in
it
and
you
guys
will
recognize
this
superstar.
But
I
just
wanted
to
show
this
real,
quick.
B
B
Partnered
with
Utah
County
to
utilize
Everage,
an
emergency
notification
software,
it
allows
you
to
contact
you
during
emergencies,
whether
it's
a
kidnapping,
natural
disaster
or
public
health
or
safety
concerns
with
ever
bridge.
You
can
be
notified
via
phone
20,
smell
text
and
the
amount
in
a
matter
of
seconds.
The
success
of
emergency
notification
system.
B
B
H
Okay,
well,
that
was
it
that
was
a
great
a
great
plug
for
alerts,
not
Utah
County
gov
for
the
emergency
notification
system.
So
thanks
mayor
for
being
a
willing
guinea
pig
for
us
to
video
that
and
like
to
thank
all
the
staff
who
helped
also
put
together
that
video,
so
that
that
is
coming
up
again.
April
18th
a
couple
more
things:
just
real,
quick,
the
American
Fork
pool.
We
will
be
taking
down
the
bubble
on
April,
22nd
and
so
in
preparation
to
take
the
pool
down
or
the
will
cover
off.
H
H
So
burn
season
is
here.
Remember:
I
would
like
to
remind
our
residents
if
you
want
to
burn
items
in
your
back
yard.
If
you
have
things
that
do
qualify
for
that,
you
do
need
a
permit
during
this
spring,
cleanup
time
period
where
you
can
go
to
the
fire
department
and
you
can
go
online
as
well
and
and
fill
out
the
necessary
forms
to
get
a
burn
permit
and
that
will
help
our
fire
department
understand
who
is
burning
legally
and
and
what
other
if
they
see
smoke
somewhere
else,
your
neighbors
could
report
you
and
say:
hey.
H
A
G
Changing
the
checkout
times
used
to
be
four
weeks
two
weeks
for
new
books,
four
weeks,
four
regular
ones,
then
they
changed
it
to
four
weeks
for
everything.
Now
it's
three
weeks
trying
to
find
out
the
right
balance
between
people
being
able
to
get
things
back
in
time,
so
other
people
can
check
them
out
but
still
be
able
to
give
people
enough
time
to
utilize
what
they
have.
So
that's
the
experiment.
That's
what's
going
on
now.
There
are
auto
renewals
in
unless
the
book
is
on
hold
from
someone
else
and
that
helps.
G
Avoid
a
fine
because
they're
booked
Auto
renewed
and
they
couldn't
get
there
until
like
the
next
day
or
whatever,
so
that
helped
them
out
and
they've
been
very
grateful
for
that.
Looking
at
a
couple
of
other
things,
staffing
concerns
and
just
there's
nothing
plan.
You
know
nothing
certain
about
that
yet,
but
just
working
on
that
and
try
to
to
be
able
to
best
serve
the
public.
I
Mayor
I
love
to
see
the
video
I
love
to
see
more
of
them.
I
think
it's
great
to
reach
out
to
our
community
and
be
able
to
try
to
engage
them.
I.
Think
that
there's
more
of
a
demand
at
people
that
would
love
to
know
how
to
interact
with
us,
then,
then
don't
as
far
as
reports
go
had
a
good
meeting
with
the
Beautification
Committee.
They
want
to
be
able
to
honor
one
of
their
members.
Mr.
Bratt,
who
had
passed
away
and
the
gonna
do
that
memorial
mayor
they'd.
I
That
is
something
that
they're
looking
to
do
and
maybe
bringing
together
a
program
to
the
city
about
how
we
could
do
memorial,
trees
throughout
the
city
and
that's
something
that's
done
in
other
parts
of
the
country
and
in
other
places
in
the
state
where
people
can
go
and
basically
give
the
city
money
they
purchase
it
and
that's
a
way
to
be
able
to
get
trees
in
our
park.
They'll
have
a
little
plaque
at
the
base
of
it
and
there's
kind
of
a
demand
at
this
point
to
do
that
versus
flowers
that
die.
I
You
have
a
tree
that
could
last
generations
and
in
memory,
and
so
it's
kind
of
the
thought
behind
it.
They've
done
some
preliminary
work,
so
I
anticipate
that
they
may
be,
but
have
some
recommendations
forthcoming.
For
us.
They
did
take
a
look
at
our
tree,
cutting
ordinance
proposal
that
was
at
the
work
session
and
a
lot
of
interesting
feedback.
I
Opinions
vary
quite
differently
with
different
people.
Some
love
to
protect
trees
would
probably
chain
themselves
to
them.
Like
some
members
in
our
community
have
in
the
past,
and
others
would,
you
know,
are
a
little
more
practical,
I
would
say
in
nature,
so
I
think
it's
good
to
get
feedback
on
all
fronts
from
it,
and
hopefully
we'll
get
some
comments
from
them.
They
wanted
to
take
some
time
to
digest
it.
I
did
give
him.
The
copy.
Camden
was
great
to
me.
I
F
F
C
We've
got
some
staff.
People
would
be
there
we're
going
to
have
a
very
good
discussion,
hopefully
about
where
we
want
to
go
with
some
of
the
bike
trails
and
the
walking
trails
and
other
things
it's
a
two-hour
meeting
will
be
tomorrow
night
and
just
want
to
thank
the
members
of
that
committee,
as
well
as
all
of
the
committee
members
on
all
the
different
committees.
We
really
have
some
good
people
to
have
some
good.
C
In
my
opinion
that
helps
make
for
a
better
community,
so
they're
fun
to
work
with
cemetery
committee
me
at
last
week
we're
moving
forward
with
the
program
for
Memorial
Day.
It
will
be
that
last
Monday
Monday
in
May
it'll
be
at
11
o'clock
and
it
will
be
at
the
Tabernacle.
Then,
if
I
could
just
take
a
minute
for
a
personal
privilege
about
two
hours
and
ten
minutes
ago
my
19th
grandchild
was
born
and
she's
doing
well,
and
so
is
mom
and
just
in
case
you
want
to
keep
track.
That's
ten
boys
and
nine
girls.
D
J
J
F
A
A
I
know
it
was
for
a
couple
of
plot
plans
over
here
for
the
city.
No,
we
had
fun
and
we
hope
that
that
will
just
start,
maybe
bringing
some
success
to
the
911
911
call
it's
very
important.
We're
kinda
I
feel
like
we're
kind
of
ramping
it
up
with
communication
with
the
fire
department,
the
police
department.
A
We
have
around
us
and
our
that
are
friends,
and
we
had
a
mutual
friend
that
had
been
in
Kuwait
and
surrounding
areas
for
about
the
last
15
months.
He
lives
in
Lehi
and
I
told
him
if
he
lived
in
American
Fork.
We
wouldn't
let
him
come
through
with
just
his
car.
So
but
we
went
over
and
we
we
just
prepared
his
lawn.
We
pulled
weeds
with
with
a
bunch
of
other
people
and
it
was
very
satisfying.
A
We
went
back
the
next
night
to
actually
see
him
because
he
came
home
the
next
day
and
I
could
not
help,
but
just
to
see
him
and
see
the
happiness
and
his
wife's
face
to
have
him
back.
But
the
thing
that
struck
me
the
most
was
his
kids.
They
were
just
clinging
to
him
and
it
just
it
just
brought
a
and
awareness
again
of
how
blessed
we
are.
As
councilmember
Barnes
said
in
his
prayer
in
those
firsthand,
some
people
don't
have
the
ability
to
the
people,
don't
come
home
for
the
kids.
A
So
we
owe
a
great
deal
of
gratitude
to
the
people,
this
nation,
that
put
their
life
on
the
line,
and
it
was
a
lot
of
fun
and
we
were
very
rewarded
by
being
there.
So
that's
the
mayor's
report.
We
will
now
move
on
to
the
common
consent
agenda.
We
have
two
items
on
that
agenda
as
posted.
Is
there
any
changes
to
those
minutes
that
need
to
be
recorded?
Laura
Lee
that
you
know
of
is.
G
F
A
F
A
D
A
I'll
call
for
a
vote:
councilmember
Christensen,
council
member
Shelton
I
counts
member
Barnes,
aye,
councilmember
Carol.
Okay,
now
we'll
move
on
to
the
action
items.
Action
item
number
one
is
ratification
of
city
payments
from
the
dates
March
19th
2019
to
April,
2nd
2019
and
approval
of
purchase.
Requests
over
$25,000
council
have
any
questions
for
any
of
our
staff
or
Kyle
concerning
the
bills
to
be
paid.
J
A
G
A
Lower
our
heating
and
cooling
costs,
moderate
the
temperatures
clean,
the
air
produce
oxygen
and
provide
habitat
habitat
for
wildlife
and
whereas
trees
are
renewable
resource.
Given
giving
us
paper,
wood
for
our
homes,
fuel
for
our
fires
and
countless
other
wood
products
and
whereas
trees
in
our
city,
increased
property
values,
enhance
the
economic
vitality
of
business
areas
and
beautify
our
community
and
whereas
trees,
wherever
they
are
planted,
are
our
source
of
joy
and
spiritual
renewal.
A
Now,
therefore,
I
bradley
J
frost,
mayor
of
American
Fork
city,
do
hereby
proclaim
April
26th
2019
as
Arbor
Day
in
the
city
of
American.
Fork
and
I
urge
all
citizens
to
celebrate
Arbor
Day
and
to
support
efforts
to
protect
our
trees
and
Woodlands
and
I
further
urge
all
citizens
to
plant
and
care
for
trees,
to
gladden
the
heart
and
promote
the
well-being
of
this
and
future
generations
and
I
think
a
really
good
example.
Tonight
was
what
councilmember
Shelton
has
stated.
I
Make
that
motion
mayor
and
also
I
just
gonna
bring
up
during
this
point
that
we
are
doing
Ann
Arbor
Day
celebration.
Our
city
will
be
down
at
we
park
the
coordinating
with
Greenwood
elementary
school
right
now,
unfortunately,
the
last
two
years,
the
Arbor
Day,
has
fallen
on
the
same
week
that
we're
down
in
st.
I
F
J

C
C
A
C
G
G
A
All
right
item
number
five
is
a
reviewing
action
on
the
approval
of
the
AF
Penrod
annexation,
consisting
of
10.72
acres
at
approximately
950
west
620
south,
including
the
ordinance
of
annexation,
annexation,
agreement
and
placement
of
the
property
in
the
PR
3.0
zone
and
the
Tod
zone.
Any
questions
on
this
item.
I
C
A
C
A
Member
Carol,
okay
item
number:
six
is
a
review
in
action
on
awarding
a
construction
contract
for
art
dye
phases,
one
and
two
I'm
going
to
ask
Scott
to
come
forward
and
and
lead
us
in
this
and
answer
any
questions
that
might
arise.
Maybe
just
kind
of
lead
us
to
how
we
got
here
today
in
some
of
the
processes
of
the
bidding.
K
And
she
that
Roberts
came
in
with
the
lowest
acceptable
dip
this
time
at
that
word
in
there,
just
so
the
trigger
where
we
did
receive
three
minutes,
but
one
of
the
myths
was
missing.
This
substantial
parts
of
the
requirements
visit
we
had
to
be
submitted
as
part
of
the
full
miss
package,
and
so
we
had
to
to
be
responsive
and
so
jameth
Roberts
issued.
We
have
this
video
and
the
little
bitter
that
we
recommend
your
approval.
This
gets
the
face.
One
of
the
face
to
work
done,
I
can
answer
any
questions.
K
I
K
K
I
This
is
sickening,
you
didn't
capture
the
pro
softball
know
how
big
that
was
in
the
city
until
I
had
kids
haven't
had
a
chance
play
softball
sentence
city
in
silver.
You
asked
I,
don't
exercise
some
answer
this
or
not,
but
we're
not
going
contract
with
other
cities.
During
this
time
of
constructions
they
can
participate
and
may
be
pleasant
role.
The
I
have
to
say
concede
so
for
three
years,
they're
not
going
to
be
able
to
play
that
and
put
some
critical
time
of
what
some
of
might
be
playing
during
that
period
of
time.
B
K
K
A
D
I
K
K
What
I
would
suggest
is
we
were
looking
at
the
parking
lot
really
once
again,
this
is
original
scope.
Within
this
budget
we
can
look
at
trying
to
put
it
in
a
future
phase,
or
it's
a
potentially
to
be
a
potential
change
order.
If
that's
something
we
want
to
talk
about,
I.
Think,
there's
no
question
that
we
think
that
it's
it's
a
good
idea
for
us
to
really
look
at
that
parking
and
see
how
it
can
be.
I
K
Know,
I'm,
afraid
I,
don't
remember
the
exact
logic
temper
I
know
we
always
want
to
make
sure
that
with
any
project,
especially
when
we
realize
don't,
we
leave
enough
contingency
because
any
project
this
size
I've
never
ever
seen,
one
that
does
not
have
some
chambers.
So
we
need
to
make
sure
that
we've
got
some
nothing
there
to
cover
it
at
any
any
a
guess
contractor
initiated
change
orders.
It's.
K
That
I
think,
as
we
get
a
little
bit
closer
further
into
the
project,
we
tend
to
get
a
better
idea
of
companies.
Dependent
on
looks
like
that.
We're
doing
fairly
well,
I'm,
not
going
to
have
a
whole
lot
of
big
changers.
I
would
suggest
that
we
could
look
at
some
of
those
those
things
with
the
parking
lot
and
they
just
it
was
close.
J
K
Was
what
you
just
said:
carol-anne
is
the
West,
and
the
original
plan
is
that
that
movie
is
part
of
phase
three,
that
we
just
needed
to
stick
with
the
phase
one
to
two
scopes
for
this,
because
at
the
time
we
thought
we're
being
really
razor
thin
on
on
this.
Thankfully,
the
bids
did
come
in
a
little
bit
lower
than
anticipated
a
little
bit
lower
than
the
engineer's
estimate
as
well,
which
always
helps
me
feel
bad,
so
that
the
plan
wants
to
do
it
there.
K
But
it's
something
that
if
the
council
feels
that
we
need
to,
as
we
get
a
little
further
in
and
feel
a
little
more
comfortable
that
we're
not
going
to
have
change
winners
that
exceed
our
budget.
If
we
want
to
do
an
owner
initiated
change
or
we
look
at
that
and
discuss
it
with
you,
perhaps
do
that
and
there's
something
under
it
was
my
interface.
I
K
D
J
K
D
K
K
John
Ward
on
contract.
It's
very
easy
for
us
to
go
to
them
and
go
to
our
engineer
and
say
if
we
were
to
add
a
change
word
and
get
in
what
would
it
be
describe
to
start
working
on
that
I.
Don't
know
14th,
because
there
is
a
little
bit
of
design
work
that
we
need.
But
if
it's
not
anybody
by
then
assignment.
I
K
G
K
G
K
K
K
A
You
know
I
can
I
just
suggest
something.
Then
we
kinda
I
think
we're
all
kind
of
an
agreement
that
you
know
there
seems
to
be
some
direction
here,
so
I
might
may
14th
when
we
come
back,
let's,
let's
attempt
to
at
least
have
a
concept
and
and
to
work
with
the
contractor
on
the
number
I
will
say
this:
I'll
put
it
on
key
staff
to
say
that
no
later
than
May,
maybe
that
first
week,
the
first
we'll
do
it
in
a
work
session.
I
A
F
C
L
E
L
L
A
Thank
you
thank
you,
Scott
thinking,
camera
and
thanks
for
all
your
staff
that
you
know
this
has
been
a
lot
of
work.
I
know:
we've
we've
went
through
it
with
a
fine-tooth
comb,
not
sorry
for
the
pun,
Scott,
but
it
it's
time
and
it's
ready
and
we're
gonna
see
some
dust.
So,
okay,
thank
you
all
right
item
number.
Seven
I
can
see
Scott's
stain
right
on
their
review,
an
action
on
an
ordinance
amending
sections.
A
K
K
But
try
to
look
for
things.
Please
excuse
me
where
things
aren't
as
clear
as
they
should
be
or
where
maybe
a
practice
doesn't
quite
meet
what
the
code
is
and
so
look
at
how
we
should
change
it.
So
there
aren't
a
few
other
changes
in
this
document
that
are
not
related
to
what
I
just
discussed.
In
fact,
if
you
look
at
most
of
the
changes,
that's
the
case
really.
K
A
lot
of
the
big
one
if
I
could
just
highlight
for
you
in
this
proposed
code
of
change
business
at
the
the
existing
code
requires
that
anybody
that
come
in
for
a
TI
connection
is
supposed
to
enter
into
this
agreement
with
the
city.
The
thing
freedom
is
that
we
created
that
things.
D
K
Are
important
to
happen,
I
just
thought
boy
tennis.
However
many
thousands
of
pipe
connections
we're
supposed
to
make
sure
that
everybody
comes
in
fills
out.
This
Agreement
signs
it
and
then
we
tracked
it
and
a
home
gets
sold
to
a
new
person
we're
supposed
to
have
the
new
person.
That's
just
it's
just
crazy
and
trying
to
track
all
that
if
it's
something
that
really
is
important
to
those
items
that
are
in
there,
let's
just
make
it
part
of
code
rather
than
with
the
city
every
time
Buddha
says
the
same
thing
for
every
PI
user.
K
G
G
K
G
D
K
K
K
C
K
E
K
Fact
Jake
brings
the
division
manager
of
the
water.
Give
me
the
example
at
the.
In
fact
they
want
to
be
able
to
irrigate
during
times
of
the
year
where
pressurized
irrigation
is
not
available.
It's
a
great
it's
an
exception,
and
it's
a
case
where
we
want
to
be
sure
that
that
we
get
to
inspect
and
work
with
them.
Whoever
they
requester
is
to
make
sure
that
those
that
connection
that
arrangement
really
makes
it
so
that
it's
impossible
for
their.
K
D
A
An
expensive
process,
it's
something
that
you
just
don't
flip
a
switch,
it's
very
mechanical
and
process
where
you
have
to
physically
move
pipe
to
one
of
the
other.
You
have
to
have
install
backflow
prevention
and
it's
a
very
clear
cut.
That
said
that
you
can't
have
something:
come
back
and
contaminate
the
culinary
water,
so
I've
installed
a
couple
very
small
ways.
Nothing
to
the
nothing
like
that.
Now,
typical
ggest
temple
would
be.
K
Process
their
actual
basis
they
put
in
for
the
infrastructure.
So
when
a
developer
is
going
through
and
builds
the
water
lines
and
age,
the
stream
occurs
all
the
other
things
that
you
they
will
be
required
to
put
in
the
lateral
the
center
the
can
of
lid.
All
of
those
things
that
will
fit
the
detail
that
we're
finalizing
right
now,
it's
a
detail
and
it'll
be
everything,
but
the
meter
itself
and
then
they'll
be
able
to
build.
The
developer.
K
Will
finish,
will
sign
off
on
the
fraction
circle
then,
with
a
building
permit
comes
in
as
somebody's
actually
wanting
to
build
a
house,
or
whatever
was
just
a
house
on
that
property
as
part
of
the
work
that
they
do
to
get
their
water
connection
right
now.
What
they
do
is
the
infrastructure
say
they
call
up.
K
K
C
K
D
K
That
that's
this
big
for
the
meter
itself.
No
that's
that's
way
to
life.
Maybe
what
I
think
you
may
be
thinking
of
the
thousand
dollars
when
we
go
back
and
retrofit
some
of
these.
These
items
retrofitting
some
of
the
the
connections
that
are
out
there
right
now
is
going
to
be
more
expensive
than
putting
it
in
from
the
start
there.
Maybe
it's
going
to
be
case
by
case
basis,
where
maybe
the
lateral
is
in
a
mess
and
the
canvas
put
in
too
small
it's
going
to
cost
the
city
more
to
retrofit.
C
K
A
M
N
Think
it
may
be
nice
clarify
initiative.
Maybe
the
council
wanna
add
something
so
it
says
their
responsibilities
of
the
city
when
connecting
to
the
city's
municipal,
irrigation
water
system
shall
be
the
responsibility
of
the
city
who
installed
the
pressure,
Hector,
Beach
and
water
meter
at
the
appropriate
size
and
all
that
be
paid
for
by
the
city
would
by
the
user
or
developer.
So.
K
K
It's
essentially
when
the
person
setting
up
the
account
and
putting
the
work
order
to
my
true
kind
of
spouts
it
is
they
pay
a
fee
attack
time
that
fee
will
cover
the
cost
of
the
meter,
the
cost
of
staff
time,
sending
the
account
up
the
cost
of
staff
time
going
out,
getting
it
all
plumbed
up,
doing
the
inspection
and
so
forth.
So
and.
N
What
I
wanted
to
avoid
was
maybe
someone
cited
to
this
saying
well,
the
city
has
to
you
know,
pay
for,
since
it's
already
been
paid
by
the
feed.
Would
it
would
it
be
better
if
we
had
at
the
expense
of
the
user
or
developer
since
that's
part
of
their
feet
and
that
just
clarifies
who's
responsible
for
paying
for
it?
Even
though
we're
doing
the
work,
no.
K
D
C
F
A
A
I'll
call
for
revolt,
councilmember,
Christian,
s'en,
councilmember,
Sheldon
I
counts.
Member
of
Barnes
I
counts,
membered
Carroll.
Thank
you
appreciate
that
Scott
I
have
a
number.
Eight
is
a
reviewing
action
on
approval
of
the
city's
communication
policy.
Preciate
you
coming
forward
from
the
back
row
of
Canada.
O
It's
the
this
policy
itself
has
been
put
together
after
reviewing
a
number
of
policies
that
cities
have
throughout
the
state
and
then
we've
taken
this
policy
and
we've
had
a
kind
of
a
committee
of
our
own
internally
with
among
the
different
departments
that
and
they're
there
I
guess
we
can
see
all
three
spokespersons
in
each
of
the
departments
and
then
council,
woman
Christensen
has
been
really
helpful,
I'm
giving
advice
too,
and
so
with
all
that
work
put
together.
We're
bringing
this
policy
before
you
now
for
review.
J
O
The
same:
oh
sorry,
that's
not
true
based
off
some
comments
that
were
given
I've
added,
basically
I
think
two
different
sections
I
added
and
elected
officials,
and
it
was
mainly
in
terms
of
their
ability
to
just
that
they,
if
they're,
going
to
speak
to
clarify
that
when
they're
speaking
them
as
an
authorized
person
with
the
city
or
not,
we
a
previously
said
staff,
but
now
we
added
an
elected
officials.
I
just
need
to
basically
notify.
This
is
my
opinion
versus
this.
Is
you
know
the
city's
official
stance
on
whatever
they
may
be?
O
O
D
O
I
O
I
F
O
A
Think
I
can
just
I
think
for
me.
It
clarifies
more
maybe
the
way
that
you
would
act
in
public
just
as
a
person,
sometimes
you're,
sometimes
I'm,
Brad
frost,
sometimes
I'm.
The
mayor.
You
know
and
I
know
when
that
line
is
and
I
know
where
to
invoke
that
name
or
or
use
it,
and
what
behalf
and
I
think
that
this
communication
policy
would
be
similar.
You
would
just
use
it
in
the
right
ways:
I
I,
think
to
get
into
right
down
into
every
weed
and
and
try
to
figure
it
out.
A
I
The
past
we've
been
asked
to
do
letters
of
recommendations
like
for
Eagle
Scouts
or
for
other
things
of
that
nature,
and
we
had
it
in
a
Dropbox
folder
and
it
was
five
different
samples
and
some
of
them
are
just
Brad
Frost,
as
a
council
member
and
somewhere
with
everybody
and
things
of
that
nature.
So
when
we
say
authorize,
I
just
want
to
make
sure
that
we're
still
okay
kind
of
going.
The
current
course
of
conduct
in
the
past
yeah.
O
And
it's
sort
of
going
through
every
particular
communication
and
making
a
determination,
yes
or
no,
and
the
example
you're
saying
that
it
sounds
like
this,
that
the
system
set
up
for
that
particular
communication
is
already
City
based.
You
were
using
the
city
Dropbox
and
it's
being
done
through
your
office
as
a
council
member,
so
I
mean
that
would
constitute
authorized
use
in
that
regard.
G
O
O
I
J
I
did
mention
to
you
that
perhaps
we
should
have
something
in
here
about
encouraging
people
to
have
a
second
set
of
eyes
on
things,
as
it
goes
out
to
me
or
even
social
media.
Just
because,
as
something
comes
out
of
our
brain,
perhaps
it's
not
the
same
as
other
people
read
it
it's
up
to
they,
council
if
they
think
it
needs
to
be
a
natural
policy,
or
if
we
just
encourage
that
it
was
something
that
I
had
thought
out
there.
I
I
On
that
same
note,
I
hope
that
we
can
expand
our
ever
bridge
that
we
have
I.
Think
we
compare
ours
to
Pleasant
Grove
when
you
sign
up
Pleasant
Grove
has
like
seven
or
eight
different
things
you
can
sign
up
for
alerts,
for
ours
is
just
one,
so
I
think
leveraging
those
tools.
I'm
hoping
this
is
a
start
to
doing
a
lot
more
engaging
the
public,
but
I
wouldn't
disagree
with
the
need
to
have
a
second
set
of
eyes.
O
Councilman
Carroll
on
the
social
media
section
is
set
near
the
end
number
two.
It
says
all
social
media
applications
are
subject
to
review
by
department
head
and
public
information
officer
may
be
taking
some
language
similar
to
that,
putting
it
not
just
in
social
media,
but
communication
in
general
might
be
a
middle
ground
where,
with
they're
subject
to
review,
they
can
be
reviewed
and
it
can
be.
A
sampling.
I
do
have
concerns
about
requiring
two
levels
for
every
bit
of
communication,
because
that
bogs
it
down
a
little
bit
more,
but.
O
C
E
O
C
I'm
thinking
of
Louis
L'amour,
some
of
you
may
have
read
his
books
they're
some
of
the
best
books
out
there
and
as
good
as
they
were.
He
still
had
an
editor
that
would
look
at
everything.
None
of
them
even
know
who
Lula
Moore
has
that
didn't
work.
I
know
now:
they're
gonna
wake
up.
Okay,
but
the
point
is
he
was
really
a
detailed
author
and
he
spent
a
lot
of
time
at
it,
but
he
still
had
his
stuff
reviewed,
as
do
every
author
that
I
know
of
and
I
think
it's
just
good
practice.
I
certainly.
O
I
O
So,
and
in
this
policy
we
do
specify
that,
if
you're
representing
the
city
you
post
on
your
site
first
and
then
you
can
link
that
to
other
sites,
and
so
that's
kind
of
the
process.
Right
now
is
to
to
keep
the
facts
on
city
pages
on
social
media.
That's
how
we
do
it.
So
if
there's
an
issue
popping
up
on
a
community
Facebook
page,
we
do
respond
to
that
issue.
I
I
I
O
I
would
personally
I
would
count
them
as
part
of
the
city
communication
policy,
and
so
hopefully
there
is
someone
on
each
of
those
that
if
they
have
something
right
now
that
are
it's
kind
of
a
designated
person
to
maintain
them
and
then,
if
they,
if
a
committee,
doesn't
have
one
and
wants
to
set
one
up
according
to
this
policy,
they
would
have
to
check
in
with
the
city,
to
make
sure
you
know
that's
okay
and
that
they
understand
the
policy
and
they're
doing
the
right
things.
But
maybe
that's
I
mean
that's
my
opinion
of
it.
O
J
I
It's
gonna
be
I,
know
that
sometimes
the
library
has
their
own.
Sometimes
in
the
past,
that's
been
run
more
by
the
library
other
times
more
by
volunteers.
Of
that
board,
I
don't
think
we
have
a
City
Council
still
have
a
page
but
and
I
know
the
Beautification
Committee
was
really
trying
to
engage
the
younger
generation
and
maybe
like
how
do
you
mow
your
lawn
and
smart
watering
tips
and
things
of
that
nature?
But
that's
right.
A
A
Okay,
all
right,
I'll
call
for
a
vote
council
member
Christian,
Singh,
hi,
council
member
Shelton,

be

that
could
be,
maybe
in
the

of
what
method
we're
gonna
participate
in
I
know,
there's
been
a
lot
of
things
about
the

which
I
know
we
had
to
notify
we're
not
part
of
the

I
think
it
would
be
good
to
know

as
a

on
an
economic
development
service
agreement
with
the
American
Fork
Chamber
of
Commerce
desk
Josh
to
come
forward.
If
you
would
and
there's
enough
anybody
else
from
your
board
is
here,
maybe
just
give
us
some
feedback
from
your

joori

on
this
yeah.
P
Thanks
for
having
us
mayor
council,
so
we've
been
working
on
forming
this
agreement
for
a
while.
Now
a
little
over
a
year
ago,
as
we
were
talking
about
economic
development,
came
to
our
attention,
you
know
what
it
would
be
good
to
you
have.
You
know
a
web
presence
that
specifically
targets.
You
know
what.
P
These
are
things
that
we
can
do
to
help
the
city
with
economic
development,
but
also
to
make
sure
that
there
are
good
retention
policies
in
place
and
to
make
sure
that
businesses
are
are
able
to
give
feedback
and
feel
like
they
can
communicate
well
with
the
city,
regardless
of
whether
it's
from
the
start
process
of
licensing
and
permitting
all
the
way
to
hey
I've
got
an
issue
with
a
sign.
Can
you
help
me
out,
and
so
that's
where
this
whole
thing
came
in,
so
we've
been
working
on
the
website
for
quite
a
while?
P
Well,
let's
formalize
this
and
see
what
we
can
put
in
paper
to
say.
Yes,
this
is
what
the
city
agrees,
that
we
want
the
chamber
to
work
on,
and
the
chamber
agrees
hey.
This
is
these
are
things
that
we
are
willing
to
do
as
well,
and
Christina
and
I
both
spent
a
considerable
time
researching
other
chambers
of
commerce
and
what
they
do
for
economic
development.
P
So
there's
you
know
I
actually
just
looked
at
the
number
this
afternoon,
so
there's
about
4,000
businesses,
chambers
of
commerce
in
the
United
States,
and
about
a
third
of
them
do
economic
development
for
the
area
that
they
manage.
In
fact,
I've
taken
a
couple
classes
from
a
u.s.
chamber
representative.
She
handles
economic
development
for
her
region
and
she
teaches
classes
about
how
chambers
can
engage
in
economic
development
so
taking
that
information.
P
A
lot
of
this
comes
from
those
different
contracts,
obviously
tailoring
them
to
American
Fork
specifically,
and
what
we're
trying
to
accomplish
as
it
from
a
chamber
standpoint,
but
also
to
help
the
city
accomplish
what
they're
looking
to
get
done
for
economic
development.
So
any
questions
on
that
so
far.
D
P
Obviously,
if
we're
putting
together
two
four
six
like,
for
instance,
the
the
magazine,
we're
going
to
be
doing
a
resource
guide
for
that'll,
come
out
in
the
fall
and
that's
going
to
be
a
collaborative
effort
with
the
city
because
it
really
is
and
I've
done
these
magazines
for
other
areas.
But
it's
really
all
about
the
city
and
what's
happening
in
the
city
and
so
that
hat
we
have
to
work
closely
with
the
city
on
the
content,
making
sure
that
it's
the
right
message
and
so
I
don't
have
any
issues
with
wording.
That
says.
J
I
Concern
I
have
is,
in
the
past,
just
being
involved
the
chamber
when
I
came
on
that
chamber
had
a
very
blurred
relationship
with
the
city,
and
then
it
became
very
separated
and
now
we're
kind
of
back
a
little
bit
together
and
some
of
the
conflict
points
in
the
past
is
gained.
Well,
when
are
you
acting
as
the
Chamber
of
Commerce
and
when
are
you
acting
as
a
representative,
so.
P
We're
we're
never
representatives
of
the
city
we.
So
if
someone
says
hey,
I
have
an
issue:
I
will
immediately
say:
okay,
let's
talk
about
the
issue
great,
so
that
needs
to
go
to
Adam
or
that
needs
to
go
to
Scott
or
David,
or
we
need
to
talk
to
the
mayor
and
there's
been
several
issues
where
we
actually
have
brought
those
issues
there,
but
we
we
have
never
represented
that
we
can
make
decisions
for
or
on
behalf
of
the
city,.
I
P
I
H
I
I
I
I
D
I
N
Think
that
the
language
itself
is
very
clear,
I
think
to
address
councilmember,
Shelton's
concern
that
involves
conduct
of
the
parties
and
and
and
that's
why
this
is
really
a
policing
issue
in
the
future
that,
because,
on
paper,
it's
clean,
it's
clear,
but
if
there's
blurring
that's
going
to
occur
because
of
conduct,
that's
what
we
need
to
make
sure
it
does
not
happen
so
that
there
is
distinction
between
the
chamber
in
the
city.
Well,.
I
And
I
think
that
further
adds
some
blur
when
they're
housed
inside
of
our
building
right
I'm,
not
saying
that
it
is
or
shouldn't
be,
but
that
adds
do
the
confusion
of
will
argue
a
department
of
the
city
but
I
think
to
be
really
clear
in
my
mind.
What
I
would
love
to
see
is
a
city
employee
that
is
actually
over
economic.
There
no
has
been
appointed,
we
could
say
night
tune
whatever
that
is
and
that
you
work
in
conjunction
with
that
person.
I
P
I
H
In
number
three,
it
says
the
specific
services
and
activities
which
the
chamber
shall
perform
are
subject
to
the
prior
approval
of
the
city
administrator
or
mayor.
Now
we
can
assign
that.
Obviously,
if
it's
something
that
we
need
to
send
to
an
economic
development
person
within
our
staff,
then
we
would
say:
hey
staff,
member
I
want
you
to
take
care
of
this,
but.
I
Since
that
position
was,
let
go
I
guess
I'm,
saying
I
think
there
is
a
need
for
that.
I
think.
There's
some
needs
inside
this
city,
for
instance,
drafting
an
economic
incentive
program
for
the
city
and
mayor,
frost
and
I
have
talked
about
this.
A
lot
you'll
get
a
lot
of
companies
that
will
come
up
and
say:
hey,
look
at
all
this
stuff,
we're
gonna
bring
in
your
city.
We
deserve
some
tax
increment
and
right
now
we
have
no
policy
set
inside
the
city.
I
I
think
that's
something
this
person
ought
to
be
able
to
be
over,
and
that
would
be
something
that
would
be
dealt
with
directly
with
the
city
more
so
than
they
would
deal
with
the
chamber
and
I.
Think
at
that
point
we
say:
hey
if
you're
gonna
create
X
jobs
being
an
average
income
of
this
amount.
Remember
there
was
an
egg
farm.
When
I
was
running
over
economic
development,
they
wanted
allocate
here
to
American
Fork.
I
You
know
what
the
average
income
of
their
worker
was
gonna
be
30,000
a
year,
but
they
wanted
us
to
being
tax
income
like
no
30,000
a
year
actually
hinders
us
because
you're
below
the
median
income.
So
there
are
some
standards
that
we
need
to
put
together
as
a
as
a
city
to
say
this
is
what
we
will
incent
on
or
we
won't
incent
on,
or
maybe
we
just
say
we
don't
sent
on
anything
right
now.
G
P
So
there
are
things
in
place,
but
in
my
mind,
no
matter
what
incentives
are
put
in
place
by
whatever
individual
it
is.
It's
still
ultimately
goes
to
the
City
Council
for
approval,
so
your
but
I
understand
where
you're.
Coming
from
that,
you
would
like
to
see
some
guidelines
that
say
these
are
some
things
that
you
can
at
least
put
out
there
saying
these
are
available,
but
ultimately
every
one
of
those
has
to
be
approved
by
the
council
unless
I'm
incorrect
on
that.
F
A
I
I'm
comfortable
with
this
I
think
it
has
checks
and
balance
I
think
it
has
boundaries.
I
think
that
we
can
look
at
this
in
a
year
and
we
might
learn
from
it,
but
I
think
in
good
faith.
This
is
pretty
thorough
and
vetted
I
really
do
it's
I
agree
with
Barbara
that
we
got
to
go
ahead
and
and
just
maybe
amended
as
needed.
We
might
see
seen
we
might
learn
from
this
again.
This
is
kind
of
a
new
venture
for
us.
A
G
I
M
I
Interpreting
contract
little
bit
with
Mexico,
to
be
clear,
if
you
can
get
out
of
here,
let's
just
make
it
a
sentence.
We
hear
provision,
the
other
thing,
I
do
understand
it's
up
to
two
additional
leader
terms
with
no
traditional
negotiation
and
the
city
of
the
chamber
may
be
negotiating
the
terms
of.
I
N
I
I
H
H
A
term
there
that
talks
about
the
three
years
is
that
that
would
allow
this
contract
to
remain
in
place
for
three
years
and
not
have
to
come
back
to
the
council
year
after
year.
So
the
terms,
the
other
terms,
all
the
things
that
the
chamber
would
do
for
us
and
the
cost
would
be
in
effect
for
three
years
now.
H
If
the
council
feels
like
they
want
to
see
that
and
renegotiate
that
and
look
at
the
terms
and
look
at
the
cost
every
single
year,
then
we
can
put
that
in
here,
but
the
way
this
is
written
is
this
is
a
contract
for
three
years.
Yes,
they
can
get
out
where
the
city
could
terminate
in
a
period
shorter
than
that,
but
if
either
party
doesn't
want
to
do
that,
then
this
contract
would
remain
in
effect
for
three
years.
I
I
I
P
Have
a
problem
that
honestly,
because
it
says
in
the
contract
as
well,
that
by
May
31st
we
will
provide
the
city
with
an
annual
report
detailing
services
provided
so
to
the
agreement.
So,
if
we're
coming
before
the
council
in
the
cities
for
providing
that
report,
then
that
gives
the
both
parties
that
chance
to
say
alright.
Does
it
make
sense
to
move
forward?
P
I
I
Professional
services
now
with
the
countess's
single
horse,
either
so
I
think
our
Kirkuk
in
the
code
is
there
a
day
as
to
land.
We
go
to
RFP,
put
utility
services.
It
also
says
the
city
administrator
can
just
prove
anything
over
10,000
I.
Don't
think
that
was
the
intent
so
not,
and
we
have
trusted
data.
Don't
get
me
wrong,
but
that's
the.
I
I
I
Whereas
its
resolution
was
adopted
by
the
city
in
order
to
ensure
fair
women
of
all
persons,
doing
business,
but
the
greatest
possible
and
government
possible
economy
in
situ
connectivity
to
foster
effective
composition
within
the
freedom
crisis
and
then
facilitate
the
receipt
of
the
city
of
the
best
possible
service
or
product
at
the
lowest
reasonable
price.
So
enough
saying
we're
not
giving
that
but
I
just
think
they
right.
A
I
I
N
My
opinion,
it's
black
and
white,
the
procurement
code
says
bits
will
be
solicited.
Excuse
me,
professional
services,
solicitations
for
professional
professional
services
may
be
solicited
using
the
video
bidding
process
of
its
discretionary.
So
there
might
be
situations
where
you
want
to
engage
a
consultant.
If
you
don't
have
someone,
you
know
you
need
or
want
other
times,
there's
and.
N
I
I
A
You
know
I
think
once
we
get
this
budget
passed
and
that
heavy
left
and
again
work
sessions
are
getting
pretty
tight
and
I
try
to
keep
within
two
hours
and
go
so
I
can
limit
it
to
maybe
one
or
two
items.
If
it
goes
three
we're
past
6:30,
7
o'clock,
so
so
I
think
that
they
can
be
on
the
radar.
We
can
look
at
it
for
sure
I'm
guessing
that
we
all
did
we
pass
this?
I
D
P
G
D
J
I
P
So
well
in
11
we
put
that
there's
two
payments,
so
maybe
it
makes
more
sense
to
you,
so
you
can
terminate
before
the
next
payment
is
due
part
of
it
is,
you
know,
let's
say
we're
three
months
in
and
suddenly
sees
I,
don't
know.
If
this
is
working
out.
Maybe
we
should
terminate
well
okay,
it
takes
time
to
accomplish
things,
and
so
judging
something
on
one
or
two
or
three
months
isn't
as
conducive
to
accomplishing
the
overall
scope
of
the
work,
as
it
is
maybe
a
six
month
or
twelve
month.
G
G
N
G
N
P
And
I
would
also
recommend
if
we're
we're
doing
it.
That
way,
then,
is
because
this
was
set
up
like
okay,
so
paid
him
for
a
year.
We're
going
to
do
a
year's
work
that
would
be
more
like
90
days
or
60
days
or
something
30
days
is
a
pretty
short
period
of
time
to
say.
Alright,
we're
done
alright
I
guess:
there's
been
negotiations
route
we've
been
talking
and
finally
someone
says:
well,
it's
just
not
working
out,
we've
tried,
we
tried
so
I,
don't
know
I'm
just
throwing
out
ideas,
sir.
O
A
P
And
I
guess
the
point
I'm
trying
to
make
on
that
is.
If
the
Chamber's,
like
you
know
what
we
have
been
messing
up
and
the
city
no
gave
us
a
notice,
let's
see
if
we
can
fix
this
30
days
is
just
not
enough
time
to
come
back
and
say
you
know
what
we
were
able
to
fix
a
lot
of
the
problems
you
had
and
so
we're
back
to
to
get
again.
G
I
N
Think
that
so
I'm
in
favor
of
curing
when
it
involves
beats
personally
I,
don't
believe
curing
works
well
in
contracts,
because
you
can
cure
voluntarily
just
by
crossing
the
street
and
having
a
conversation.
If
you
have
a
good
relationship
curing
when
you
have
a
broken
relationship
binds
you,
so
you
can't
get
out
of
the
contract
when
you
want
to
personally.
C
A
J
G
I
It
to
sixty
days
I,
don't
even
think
that's
relevant
at
this
point,
so
I'd
love
to
see
us
change,
something
with
the
term
to
better
clarify
that
and
then
I
would
also
ask
on
item
3a.
We
give
consideration
to
the
chamber
shall
serve
as
a
point
of
contact
instead
of
the
first
point
of
contact.
I
think
that
we
want
to
leave
the
write-up
to
businesses
to
contact
the
city
directly
if
they
so
choose.
C
N
J
I
J
I
I
understand
every
year,
why?
Why
not
just
put
it
on
the
agenda?
We
didn't
do
a
report
to
us
every
year
anyway,
in
a
work
session.
Why
not
just
put
it
on
a
common
consent
agenda
to
prove
the
contract
to
continue
to
do
it,
but
at
least
it's
forcing
you
to
have
to
do
that,
and
it's
going
to
force
the
report
to
have
to
be
given.

And
I
guess
a
little
bit
ank's
as
a
councilmember
when
you
find
out
we're
back
paying
for
services
almost
a
year
that
for
one
I,
wasn't
even
worried
about
services
being
rendered
to
this
city,
and
so
you
know
somewhat
a
little
bit
tough
there.
So,
hopefully
that's
not
the
normal
course
of
conduct
going
forward.
I'd,
almost
rather
just
strike
it
out
of
this
contract,
make
it
very
clear
and
we'll
just
back
pay
them
for
what
they're
entitled
to.
C
A
A
Q
We're
council,
mayor
staff,
we're
grateful
to
be
here
and
provide
the
opportunity
to
tell
you
about
some
of
the
services
that
we
like
to
provide.
We
were
asked
to
provide
a
proposal
for
economic
development
services
relative
to
a
strategic
plan
for
the
Downtown
Development
that
you're
wanting
to
pursue,
based
on
your
visioning
plan
that
you've
put
together
and
the
process
we've
worked
with
Josh
and
and
team
there,
and
in
looking
at
opportunities
for
economic
development
in
general,
and
they
brought
this
more
to
our
attention
as
well.
Q
So,
essentially,
what
we
look
to
do
in
responding
to
the
request
is
provide
a
services
that
will
develop
a
qualified
and
competent
strategic
plan
for
development
and
really
looking
at
feasibility
of
opportunity.
The
downtown
areas
you've
alluded
to.
As
you
know,
an
opportunity
zone
certainly
has
anything.
That's
in
an
opportunity.
Zone,
I
think
by
nature
is
an
opportunity,
but
it
also
comes
with
it
challenges
and
to
qualify.
C
C
F
A
D
C
C
Q
If
I
may
I,
your
question
is
a
good
one
and
certainly
I
think
well.
It
represents
the
challenge
that
you
actually
face
that,
in
fact,
that
needs
to
be
defined
very
clearly,
as
this
city
looks,
to
create
more
of
an
identity
for
what
this
development
can
look
like
and
how
it
can
be
represented
to
those
outside
of
the
city,
for
business
attraction,
quite
frankly,
and
for
the
betterment
of
the
downtown
for
your
your
citizens.
D
H
I
think
the
downtown
area,
it's
a
large
area,
but
in
the
goal
statement
that
you
provided
you
talk
about
how
phases
would
be
identified
and
and
then
defined
and
I
and
I
think
that's
a
key
part
of
it
is
I.
Think
it's
probably
a
bigger
task
to
talk
about
every
part
of
downtown,
but
maybe
going
through
a
specific
phase
would
be
appropriate,
so
it
may
be
expanded.
Q
Out
a
little
bit
well,
absolutely
I
think
when
you
approach
this
originally,
as
this
idea
is
that
there's
an
area
generally
defined
opportunities,
donors
done
some
of
that
already,
and
so
we
would
effectively
be
able
to
evaluate
that
in
in
whole
and
I
think
what
will
come
out
of
this
is:
where
do
you
start
and
that
will
then
represent
a
phase,
but
I
think
it
will
also
address
some
of
the
other
phases
that
could
come
afterwards.
That
I,
think
and
believe
will
be
inclusive
of
this
downtown
area
that
we're
we're
looking
at.
J
Q
I
One
thing
I'd
love
to
see
if
it's
possible
to
add
to
the
scope
of
services.
I
don't
know
if
that
would
add
to
your
feats,
I
think
you're
already
going
to
be
doing
these
items,
but
I
just
want
a
point
of
clarification
to
make
sure
we're
all
on
the
same
page.
Is
the
analysis
of
how
best
to
take
advantage
of
the
opportunity
zone
that's
there
and
how
to
take
advantage
of
other
tax.
I
Some
entities
are
defunct,
such
as
downtown
AF,
I,
couldn't
ever
find
more
information
about
them,
but
I
think
some
others
are.
You
know
Bank
of
American
for
owns
a
big
portion
of
downtown
and
the
banking
environments,
changing
you
go
in
there
and
they
have
like
one
teller,
I.
Think
now,
because
everything's
done
online
interesting
to
see
what
their
trends
actions
are
at
their
drive-thru,
we've
got
the
Harrington
building,
that's
an
asset
that
we
know,
there's
some
desire
and
fundraising
going
on
there.
Q
Concur
with
both
the
items
that
you
you
brought
up,
we
we
believe
that
it
is
critical
to
get
those
stakeholders
engaged
in
a
way.
That's
going
to
help
this
process
move
forward.
The
way
that
you
really
want
it
relative
to
your
visioning
program
and
relative
to
incentive
opportunities,
opportunities
owned,
and
likewise
we
would
look
to
include
all
of
those
things
that
could
be
brought
to
light
to
provide
benefit
and
value
to
this
project.
Awesome.
I
E
Think
that's
a
real
key
component.
We've
got
to
make
sure
that
we
get
alignment
and
that
means
getting
all
stakeholders
on
the
same
page
and
then
we
need
to
get
the
commitment
that
whatever
we
come
up
with
everybody's
gonna
buy
in
and
move
forward.
If
you
don't
get
a
property
owner
on
board,
that's
a
critical
property
owner,
then
we're
wasting
our
time
because
that
plan
will
just
set
on
the
shelf
and
will
not
be
implemented
and
the
real
key
is
is
you're
going
to
spend
money
for
a
plan
that
you
want
to
be
implemented.
E
That
will
result
in
two
projects
and
things
like
that.
So
what
you
stated
councilman
is
is
part
of
what
we
will
do.
We
will
start
with
getting
an
idea
of
who
are
these
key
stakeholders
who
are
these
keep
up
business?
These
property
owners
I
think
one
of
the
things
we'll
probably
recommend
as
we
go
through
this
as
well,
want
a
committee.
We
want
people
that
we
can
really
work
with.
E
That
knows
the
community
knows
the
downtown
knows
those
types
of
things
so
that
we
can
put
this
kind
of
plan
together
for
you
and,
of
course,
a
key
implementation.
Part
is
coming
up
with
the
economic
development
tools
that
can
be
implemented
to
make
the
project
happen,
and
it's
more
than
just
an
opportunity
zone.
It's
it's
other
things,
but
that
that's
really
what
we're
we're.
Q
A
A
A
I'm
number
12
as
a
review
and
action
on
the
CK
farms,
Tara,
calm
communities
face
to
plat
adjustments
located
in
the
vicinity
of
600,
East,
400
South
and
the
PC
plan
community
zone.
This
was
admittedly
thrown
on
at
the
very
last
minute
we
felt
like
it
was
warranted.
We
just
did
not
want
to
hold
up
a
contractor
for
some
for
funding
and
other
things,
and
we
just
felt
like
we
wanted
to
be
really
proactive
and-
and
so
why
do
you
step
us
through
this
Scott?
A
K
Mayor
members
of
the
council,
what
this
is
is
is
a
very,
relatively
minor
Platt
Amendment
and
an
adjustment
that
we're
requesting
that
you
approve,
and
there
is
a
the
CK
forms,
the
very
southeast
corner,
there's
a
very
small
section
of
road
that
really
should
have
been
dedicated
and
for
the
purpose
of
a
road
connection.
I've
been
working
very
closely
with
the
developer.
The
last
week,
I
would
say
to
be
able
to
get
this
they've
been
very
good
to
work
with.
K
K
A
K
So,
mr.
mayor
I'm,
sorry
so
it's
in
the
very
southeast
corner
of
this
plat
you,
if
you
look
at
the
very
lower
right
part
of
the
screen
there,
there
is
a
road
connection
that
is
shown
just
immediately
to
the
south
of
the
south
part
of
this
line
that
is
being
built
by
an
adjacent
developer.
But
in
building
that
road
there
is
a
very
small
little.
We
need
to
basically
nip
the
corner
of
that
very
southeast.
K
We're
needing
to
have
them
essentially
dedicate
that
small
little
sliver,
it's
a
very
small
sliver
for
the
road
to
basically
help
that
corner
turn
a
little
bit
better.
So
I
have
the
the
mylar
here
that
we
could
look
at
a
little
bit
closer
if
you
prefer,
but
I
guess
it's
coming
up
there,
but
that
is
the
area
that
we're
looking
at
is
just
having
them
dedicate
that
for
a
road.
So
it's
a
it's
a
very
minor
adjustment
that
we're
looking
at.
In
doing
that's
essentially
the
summary
of.
I
K
It's
opposite
of
me:
it's
very
thin
and
very
tall.
So
it's
it's
tin
to
me.
That's
small
I!
Guess
it's
it's
relative
compared
to
the
overall
size
of
the
road.
So
it's
just
it's
nipping
that
corner
basically
to
be
able
to
make
it
so
that
that
road
connection
that
is
adjacent
to
it
can
be
done
so
they've
been
very
good
to
work
with
very
amenable
and
working
with
us,
as
we
notice
that
this
needed
to
be
done,
and
so
you
know
with
that.
I
K
We
discussed
that
actually,
that
very
question
with
legal
with
David
Wood
legal
and
felt
that
this
is
a
very,
very
minor
adjustment.
It's
not
changing
density,
it's
not
changing
anything
I
guess.
The
short
answer
to
question
is
no
they're
on
a
very
tough
time
frame.
We
felt
that
it's
a
small
enough
legal
concur.
There
was
a
small
enough
adjustment
that
it
didn't
need
to
go
to
them
with
not.
I
K
I
K
K
D
I
D
K
I
H
K
But
it
could
it
calls
this
out
as
a
dedication
area,
so
I'm
wondering
really
it
was
that
just
that
part
of
them
now
I
understand
my
apologize.
It
takes
me
a
little
while
to
get
my
brain
going,
but
now
I
understand
the
confusion.
The
intent
was
not
that
we
would
be
getting
any
more
dedicated
along
680
east,
but
simply
just
the
corner
down
there
in
that
lower
right
corner.
So.
I
K
I
I
K
K
I
You
just
would
want
to
make
sure
that
that
is
written
or
in
the
approval
that
it's
contingent
upon
that,
because
what
we're
showing
here
is
not
what
we're
going
to
be
intending
to
approve
in
my
mind,
because
someone's
gonna
pull
up
a
plot
map
and
say
well,
we
showed
it
to
you
as
a
city
that
we
could
have
done
it
here.
So
I
want
to
make
sure
that
we're
very
specific,
because
that
doesn't
make
sense
to
have
a
driveway
on
the
course.
M
O
N
I
D
K
N
I
K
Need
to,
I
am
sorry.
We
we've
been
in
a
rush
on
this
to
try
to
work
with
the
developer.
They've
been
working
with
us,
but
we're
seeing
that
there's
an
error
on
there
so
and
and
if
I
could
just
be
normally
I.
Don't
try
to
do
this
too
much,
but,
on
their
behalf,
I
know
they're
working
diligently
to
fix
everything
and
and
have
done
a
good
job
and
they're
wanting
to
make
sure
that
they've
got
a
couple
of
deadlines
that
are
very
important
to
them.
So
hence.
