A
Jhin
on
this
March
26th
of
2019,
we
have
an
agenda
that
we
will
follow
if
you'd
like
a
copy
that
it's
in
the
it's
in
the
middle
of
the
room
on
the
on
the
desk,
and
we
will
follow
the
agenda
as
outlined.
We
will
first
stand
and
I
will
lead
it
pledge
allegiance.
It
will
be
followed
by
a
prayer
by
councilmember,
Christensen
and
then
I
will
conduct
the
roll
call.
If
everybody
please
stand.
B
That
we
may
be
wise
and
indivisible,
like
our
nation,
that
we
may
have
the
proper
goals
in
mind
and
that
we
may
speak
civilly
and
that
we
may
have
good
conversations.
We
pray
for
their
spirit,
especially
to
be
with
us,
to
help
us
with
the
decisions
that
we
make
and
the
things
that
we
do
this
night
in
the
name
of
thy
Son
Jesus
Christ,
amen,
amen,.
A
Cayla
now
to
conduct
the
roll
call,
councilmember
Taylor,
councilmember
Carol
here,
councilmember
Barnes,
councilmember
Shelton,
here
councilmember
Christiansen.
Here
all
right.
Thank
you.
We
have
a
full
body
tonight
and
we
can
conduct
a
business
of
the
city
I'm
going
to
leave
my
seat
for
a
minute
come
forward
and
I'm
gonna
ask
if
Larry
and
vada
hunter
would
come
forward
at
this
time.
A
Larry
and
vada
hunter.
Let
me
just
tell
you
where
they
live,
224
West
600
north,
and
is
that
many
of
you
might
recall
the
paradise
fire
in
California,
which
started
on
November.
8Th
2018
has
been
described
as
the
deadliest
and
most
destructive
wildfire
in
California
history,
and
it's
caused
over
16
billion
dollars
in
damage.
A
They
have
worked
tirelessly
to
gather
the
necessary
supplies
to
help
those
left
homeless
by
the
fire
they
have
selflessly
donated
their
own
5th
wheel,
trailer
and
helped
gather
the
supplies
to
fill
at
least
five
other
trailers
that
will
be
donated
and
delivered
to
the
residents
in
total
15
RV
trailers
will
be
taken
to
California.
Thanks
to
the
efforts
of
the
hunters,
the.
C
A
And
those
involved
in
this
effort
represent
the
spirit
of
service
and
sacrifice
that
are
representative
of
what
makes
American
Fork
a
great
place
to
live.
They
have
given
up
their
financial
resources
and
time
to
lighten
the
burden
of
others.
For
this
reason,
we
want
to
honor
Larry
and
Veda,
and
their
example,
by
giving
them
this
Hero
Award
and
declaring
March
26
2009
teen
larrya,
Larry
and
beta
hunter
day
in
the
city
of
American
Fork.
D
D
But
now
to
give
credit
where
credit
is
due,
I
was
selling
our
trailer
and
vada
came
to
me
and
told
me:
we're
not
selling
a
trader
anymore,
we're
giving
it
away.
I
said:
oh,
we
are,
and-
and
so
we
talked
about
that
and
then
beta
went,
went
step
further
and
started
asking
for
donations
and
for
help
that
would
come
towards
the
people
in
paradise.
Our
entire
front
room
was
careful
of
donations
about
that
high.
We
can
even
walk
around
inside
of
the
of
our
home.
D
My
plan
is
we'll
be
heading
down
money
to
deliver
the
trailer
and
the
goods
that
we
have
had
and
I
know.
A
group
went
down
over
the
weekend
and
delivered
a
trailer
also,
but
I
just
want
to
take
a
minute
and
I
want
to
have
Veda
come
up
here
and
just
talk
to
you
about
how
she
feels
about
this
because
she's,
the
one
that
did
all
this
I'm
just
I'm.
Just
the
one
says
yes
dear
smell,
and
thank
you
again
so
much.
E
Well,
I
am
a
person
that
always
follows
my
heart
and
when
I
learned
that
people
were
going
to
get
some
trainers
together
and
my
heart
about
leaped
out
of
my
chest
and
I
knew
that
we
had
something
we
could
donate.
That
was
more
important
than
selling
it
for
money,
and
so
with
that
settled
next
thing,
my
heart
just
started
a
pounding
and
I
got
goose.
Bumps
and
I
saw
him,
and
it
just
came
to
me
as
clear
as
day:
that's
wonderful
to
deliver
them
a
trailer.
E
They
opened
the
doors
and
there's
no
sheets
on
the
bed.
There's
no
towels
in
the
bathroom,
no
dishes,
no
pots
and
pans,
no
glasses,
nothing
to
eat
with,
and
so
I
thought.
Okay,
it's
Christmas
time
people,
you
know
maybe
they've
gotten
some
new
things
for
Christmas
and
they
have
some
things
they
could
donate
so
I
started
on
Facebook
and
the
response
was
just
wonderful
and
I
received
new
things
used,
things
of
which
I
asked.
Please
don't
donate
if
it's
something
you
wouldn't
use
yourself,
and
so
it
was
really
really
good
things.
They
didn't
down
there.
E
He
couldn't
donate
clothing
or
food.
That
was
already
being
taken
care
of,
but
these
were
things
that
you
need
every
day,
a
simple
thing
like
a
bath
mat,
it
was
just
phenomenal
I'm
from
Facebook,
then
pretty
soon
it
became
other
up
to
Salt
Lake,
a
friend
of
somebody
that
knew
me
donated
told
her
daughter.
E
They've
had
so
much
rain.
The
field
that
these
were
going
to,
because
the
LDS
Church
had
purchased
some
land,
putting
in
sewer
water
and
electricity
for
trailers,
and
it's
just
mutton
water.
You
can't
do
anything
with
it.
People
are
living
on
couches
floors
in
a
small
trailer
in
somebody's
driveway
and
look
what
we
have.
They
can't
even
go
to
their
property
because
it
is
so
toxic
from
all
the
ash
and
the
rain
and
everything
you
can't
even
boil
water.
E
A
Thank
you
for
sharing
those
thoughts
very
very
meaningful.
Thank
you.
We
will
now
have
that
point
in
time
where
we
have
a
portion
set
aside
for
a
public
comment
period.
Anybody
that
would
like
to
address
the
City
Council,
the
mayor,
key
staff.
We
invite
you
to
come
forward.
I
have
one
request
from
Christie
Collard
now,
if
she
would
like
to
address
the
council
or
if
there's
something
that
comes
up
during
an
action
item
that
you
would
like
to
address
before
we
did
we
out.
A
F
Some
papers,
okay,
I,
know
I'm
the
only
one
here
from
Greenwood
elementary
I
know.
There
were
quite
a
few
people
that
had
conflicts
and
I
know
that
it'll
be
a
couple.
Thank
you
a
couple
sessions
or
a
couple
times
that
we
need
to
meet
with
you
guys,
but
we've
sent
several
letters
and
emails
talking
about
the
problem
that
we're
having
with
our
crosswalk
and
we're
needing
some
help
with
the
safety
of
our
crosswalk.
F
Now
that
we
have
started
in
construction
with
a
new
add-on
to
our
school
and
we
have
some
really
unsafe
areas,
one
of
them
specifically
is
at
that
kind
of
the
estern
that
is
100,
East
and
200
South
I
know
Rob
lived
right
around
the
corner
there,
so
he
knows
that
it's
a
really
bad
corner
and
there's
a
definite
blind
spot,
but
we've
got
I
have
another
paper
around
I'm.
Sorry,.
F
Just
today,
I
went
out
and
just
did
a
tally
mark
and
did
some
statistics
and
I
kind
of
looked
online
at
what
you
dot
says.
We
need
to
have
for
a
crosswalk
that
is
beneficial,
possibly
with
a
crossing
guard
and
lights,
and
you
need
to
have
at
least
50
kids
crossing.
We
had
69
today,
plus
7
adults.
You
need
to
have
at
least
50
cars
that
come
by
within
an
hour
and
we
had
50
cars
and
vehicles
in
14
minutes.
F
F
They
have
to
pull
into
the
crosswalk
there
and
it's
really
unsafe
for
our
kids
and
we're
asking
for
some
help
from
you
guys
so
I
just
wanted
to
come
and
visit
with
you
and
just
vocally
as
well
with
pictures,
and
some
statistics
share
with
you
that
we
at
Greenwood
elementary
and
the
parents
at
Greenwood.
Elementary
really
would
like
your
help
on
this.
So
Thank
You
Christy.
A
F
Had
police
out
there
helping
us,
as
we've
made
this
transition
to
only
having
one
parking
lot
instead
of
three
parking
lots
for
parents
to
come
in,
we
don't
we
actually
don't
have
a
parking
lot
for
cars.
Even
now
with
the
construction,
we
only
have
a
bus
so,
and
so
parents
are
having
to
park
on
the
sides
of
the
street.
Kids
are
kind
of
running
in
between
cars.
It's
quite
a
difficult
situation.
We
had
police
come
and
visit
with
us
and
talk
to
us
as
well
as
be
a
presence
there
for
a
week
as.
F
Right
now,
the
I'm,
the
crossing
guard
on
Wednesday.
We
have
certain
teachers
that
are
assigned
so
we're
taking
our
own
prep
time
about
40
minutes
of
our
own
prep
time
every
day
to
go
outside
and
cross
those
kids
to
make
sure
that
they're
safe.
It
would
be
quite
a
benefit
right
there
for
sure.
I
also
think
that
we
need
new,
sidewalk
and
curb
and
gutter,
and
we
need
new
markings
right
there
to
make
sure
that
it's
safe.
G
I
H
F
H
H
Right
and
so
that
adds
quite
a
bit,
so
I
hope
the
district
would
be
willing
to
work
with
us.
I
was
gonna
mention
this
in
my
comments
for
a
council
report,
but
Stacy
and
I
had
a
chance
to
attend
a
networking
event
for
elected
officials
and
the
school
district
was
there
and
both
station
and
I
had
a
chance
to
grab
our
local
representative
represent
Beeson
and
talk
to
her
and
I
think
this
is
more
of
a
widespread
issue.
H
While
we
could
discuss
some
of
these
safety
issues
and
have
both
the
district
and
city
representatives
be
there
to
maybe
help
with
that
coordination
because
it
seems
like
we
have
a
lot
of
concern
there
and
I
don't
want
to
make
it
seem
as
if
we're
not
listening,
but
there's
actually
an
action
plan
where
both
parties
that
have
responsibility
are
there
versus
kind
of
pointing
back
and
forth
so
I'd
be
very
supportive
happy
to
help
set
that
up,
but
I'd
be
something
that
be
helpful
in
our
community.
To
have
that
discussion
for.
F
Sure
I
also
feel
like
there's
a
time
crunch
here
with
with
everyday
is,
is
very
critical:
we've
had
to
put
up
our
own
our
own
cones,
to
make
sure
that
people
aren't
parking
there,
because
there's
such
limited
parking
around
the
school
that
it
is
blocking
and
making
that
intersection
even
more
impaired
for
drivers.
You
know
there's
no
way
to
mark
red,
curb
and
gutter,
and
because
there
is
no
curb
and
gutter
there,
it's
just
really
difficult
for
everybody.
A.
F
H
H
J
J
F
A
big
part
of
it
is
that
the
river
runs
right
through
there
and
there
are
cement
barriers
that
are
probably
about
this
high,
so
lower
cars
I
mean
a
truck.
Definitely
is
that
high
that
that's
that's
a
problem,
there's
the
chain-link
fence
that
goes
around
it
and
with
the
kids
standing
there
and
things
like
that,
we're
pushing
down
the
vegetation,
but
in
years
past
the
vegetation
has
been,
you
know
six
or
seven
feet
high,
sometimes,
and
it
doesn't
get
trimmed.
F
The
other
thing
is
the
the
cars
that
are
parked
along
that
area
and
it's
the
the
Wilkerson's
have
several
cars.
He
works
with
cars,
and
so
he
parks
his
cars
there
and
it's
very
difficult
to
see
around
the
turn
because
of
the
cars
that
are
parked
there.
So
I
know
that
that's
been
addressed,
I
think
before
with
the
city,
so
the.
H
F
F
Yeah
and
that
was
wonderful,
I
came
I,
think
it
was
six
or
seven
no
probably
eight
years
ago
and
asked
for
some
help
with
that,
and
it
was
really
great
that
we
got
such
an
immediate
response.
There
is
a
small
part
of
curb
and
gutter
right
at
the
very
beginning
of
the
trail,
but
then
it's
asphalt
for
a
short
ways
and
then
it's
just
flat
sidewalk
with
slopes
down
the
other
side.
Just.
H
F
F
K
You
mayor
I
just
have
a
couple
things
just
to
let
everyone
know.
Next
week
we
will
not
have
a
work
session
due
to
the
spring
break
time
period
and
also
Planning.
Commission
will
also
take
a
break
during
spring
break.
So
no
Planning
Commission.
We
have
the
spring
line
project
of
American
Fork
Canyon
in
full
swing.
Right
now,
they're
making
great
progress.
K
We
have
a
an
event
coming
up
on
April
18th.
It
will
be
the
great
shakeout,
the
Utah,
great
shakeout,
and
as
part
of
that,
we
would
love
to
be
able
to
test
out
our
reverse
911
for
the
city
and
the
city
has
joined
with
Utah
County
we
are
using
a
software
called
ever
bridge
and
ever
bridge
will
allow
us
to
make
contact
with
our
residents
in
in
the
case
of
an
emergency.
The.
K
One
of
the
big
issues
that
the
board
is
is
deliberating
down.
There
is
how
to
take
care
of
the
biosolids,
so
there's
a
district
and
on
the
back
side
there
is
biosolids,
there's
the
waste
product
and
it's
it's
thousands
and
thousands
of
tons,
and
currently
we
are
composting,
a
portion
of
that
the
district
used
to
compost
all
of
it.
But
there
was
some
some
concerns
about
the
smell
and
some
different
things,
and
so,
through
a
negotiation
process,
the
district
has
come
up
with
an
agreement
to
cease
composting
by
December
of
2020.
K
K
They
actually
can't
handle
all
of
the
tonnage
that
we
have
or
will
have
so
we're
actually
going
to
need
to
find
other
locations
to
take
care
of
that,
but
that
one
of
the
solutions
may
be
that
we
changed
the
process
at
the
treatment
plant
to
primary
clarifiers
and
digesters
in
the
in
the
stream
of
treatment.
I
know
it's
a
lot
of
information,
but
that
would
cost
over
50
million
dollars
to
do
which
ultimately
will
result
in
rate
increases
for
our
citizens,
and
that's
why
I
want
us
to
be
aware
of.
K
What's
coming
up
is
eventually
there
will
have
to
be
a
different
solution
to
what
we're
doing
now.
Composting
will
go
away.
The
district
will
not
o
not
accept
green
waste
any
longer,
which
is
also
a
benefit
that
we
have
enjoyed
for
many
years.
Just
want
to
keep
you
up
to
speed
on
that,
and
let
you
be
aware
of
that,
and
that's
all
I
have
thanks.
Thank.
A
B
Samar,
oh
I,
don't
have
a
crystal
ball,
so
I
can't
report
on
that
one.
But
yesterday
I
went
to
the
inaugural
meeting
of
the
Utah
County
sustainability
coalition
and
there
were
representatives
from
Lehi
vineyard
or
in
Provo
Nephi
BYU
and
UVU
they're
an
American
and
it
I
see
good
things
that
could
come
out
of
there.
B
We're
talking
a
lot
about
how
we
can
cooperate
to
take
care
of
different
things
that
are
focusing
that
are
addressing
our
communities
that
we
have
in
common,
whether
they're,
what
to
do
with
green
waste
or
how
to
encourage
people
to
recycle
or
how
to
take
care
of
the
recycling
that
they
provide
and
then
teaching
educating
the
public
about
reducing
and
reusing,
and
things
like
that
is
prior
to
recycling.
So
there
are
a
lot
of
different
avenues
that
we'd
like
to
pursue
right
now.
B
A
H
Just
along
what
David
had
brought
up,
how
did
conversation
with
Marc
Christiansen,
the
Saratoga
Springs
and
who
talked
a
lot
about
this
issue
with
the
biosolids?
Is
the
politically
correct
term.
I
guess
the
stuff
that's
left
over
after
it's
processed,
we've
looked
a
lot
of
it
at
Northpoint
and
I
suggested
him,
and
and
maybe
do
an
old
joint
work
session
with
the
boards
together
to
better
understand
the
issues.
H
I
know
that
there's
some
concern
from
North
Point,
that
other
facilities
have
tried
that
and
the
sludge
or
bile
stuff
doesn't
ever
dry
out,
and
then
they
have
to
go
back
in
and
it's
more
expensive,
so
I
guess
it
kind
of
lands.
In
my
mind
of
who's
gonna
pay
that
the
money
for
that
disposal
on
how
do
we
try
to
work
together?
So
we'd
love
to
chat
offline
about
that
or
if
we
need
to
bring
both
boards
together?
I
think
that's
something
that
we
should
do.
H
H
A
lot
of
cities
are
cracking
down
on
transfer
stations,
linden,
that's
starting
to
put
some
restrictions
on
North,
Pointe
and
concerned
about
all
these
garbage
trucks
going
through
their
city.
So
I
see
this
year
being
a
year
where
we
really
need
to
look
to
the
future.
The
problem
inside
the
district
is
we're
all
on
a
two-year
commitment.
It's
hard
to
plan
for
the
future.
When
you
don't
know
who's
gonna
be
in
longer
than
two
years.
H
So
when
you
look
at
building
a
new
facility
during
long
term
planning,
the
city
like
Lehigh
pulled
out
that
have
a
significant
financial
impact
to
the
district,
and
so
I
anticipate
discussions
coming
up
here
in
the
next
couple
months
about
wanting
to
enter
into
a
long-term
agreement,
because
any
expansion
of
the
facility
to
meet
future
growth
is
going
to
need
to
have
long-term
commitments
from
different
cities.
So
sometimes
we
need
to
look
at.
The
other
thing
we
talked
about
was
green
waste.
H
They
are
looking
at
taking
that
over
once
these
July
2020
is
that
right
dated
December
2020.
Okay,
are
they
currently
taking
it
right
now?
So
that's
one
thing
that
we
already
are
taking
green
waste.
We
expect
a
big
influx
of
that.
The
worry
is
that
if
we
don't
take
the
green
waste,
it's
going
to
end
up
in
our
communities
somewhere
in
a
vacant
land
somewhere
and
it's
gonna
cause
issues.
So
any
insights
you
all
have
on
that
would
love
to
listen
to
it
and
take
it
back.
H
Also
had
a
great
meeting
with
The
Dispatch
board,
there
was
a
Wednesday
I've
put
all
Jays
at
miss
last
council
meeting.
I
was
on
Florida
for
business,
but
that
next
morning
was
one
of
the
worst
snowstorms
we
had
and
dispatch
handled.
200
calls
in
a
two
hour
time
frame
and
basically
maxed
them
out
and
that's
another
issue.
We
have
with
growth
and
trying
to
manage
that
growth
since
I've
been
on
that
board,
we've
never
been
fully
staffed
at
dispatch.
H
It's
hard
to
be
able
to
get
employees
and
to
keep
them
on
just
the
demands
of
it.
Right
now,
there's
currently
six
vacancies
kind
of
the
same
thing.
Police
officers
are
going
through
and
so
I
think
that's
something
we
definitely
need
to
look
to
for
the
future
as
well.
No
one
ever
wants
to
call
9-1-1
and
get
a
busy
signal.
H
One
highlight
they
did
bring
up
in
the
board
meeting
at
that
be
good
to
share
to
a
local
tie
here
in
American
Fork,
one
of
the
dispatch
workers
was
working
in
a
call
came
in
on
a
car
by
cardiac
arrest
victim
and
come
to
find
out.
It
was
her
dad
and
she
was
able
to
still
stay
very
professional
talk,
her
mom
through
the
protocols
until
another
dispatcher
was
able
to
come.
Take
over
they
released
her.
H
She
actually
made
it
right
up
to
her
parents,
home
and
our
crew
was
able
to
get
him
to
the
hospital,
but
unfortunately
wasn't
able
to
make
it
and
I
thought
man.
That
would
be
a
tough
day
at
work
to
have
to
deal
with
something
of
that
nature.
So
anyway,
that
was
something
from
dispatch,
but
those
are
the
two
meetings.
I
had
chance
to
attend
this
last
couple
weeks.
Thank
you
for
that.
L
A
Right
for
the
mayor's
report
tonight,
I
had
just
one
of
the
very
neatest
experiences
of
mayor
on
Monday
yesterday,
where
I
went
out
with
local
Mills
on
wheels
driver
and
we
went
and
we
took
about
two
hours
and
we
went
to
some
of
the
neatest
people.
I
have
met
in
a
very
long
time
met
a
world
war,
two
veteran,
and
we
talked,
and
just
just
some
very
humble
people
and
I
came
away
feeling
very
lifted
by
being
able
to
just
be
a
part
of
that,
so
I
just
wanted.
A
A
Happy
to
report.
American
Fork
city
will
be
able
to
fund
another
phase
of
our
water
line
replacement.
So
it's
it's
going
to
be
a
great
thing
for
us
and
again,
Tabitha's
way
will
be
able
to
benefit
greatly
and
other
organizations
for
needy
people
with
special
needs,
the
ages
population,
and
it
was
just
fun
to
be
there.
It
was
really
difficult
to
try
to
pick
who
to
fund
and
who
not
to
fund
who
was
prepared
to
accept
that
funding
and
be
able
to
spend
it
within
the
year.
So
it
was.
A
N
O
A
B
I
O
O
A
You
number
two
is
review
an
action
on
appointing
Chris
Christensen
Christian.
So
excuse
me
to
the
Planning
Commission
with
the
term
to
end
2021.
He
is
taking
the
vacancy
of
Nathan.
Schellenberg
Nathan
was
just
recently
called
to
be
a
bishop
and
it
was
hard
to
do
with
everything
and
be
every
place
that
everything
at
the
same
time.
So
mr.
Christian
syns
here,
if
you
have
any
questions
for
him,
maybe
you
could
stand
for
us
Chris.
A
M
A
I
A
M
A
Well,
thank
you
Chris
Chris.
If
you
could
make
a
connection
with
Adam
and
if
you,
if
you
have
his
personal
contact
information
they'll,
get
you
to
work
real
fast.
So
thank
you
for
accepting
that
call
all
right.
I'm
number
three
is
a
review
in
action
on
approval
of
a
resolution
authorizing
changing
1080
north
circle,
from
approximately
850
west
to
900
west
to
Canyon
View
Court.
This
has
gone
through
quite
a
process
and
the
neighbors
are
ready
to
get
GrubHub
and
then
it
just
goes
to
somebody
out.
So
the.
M
H
O
A
M
M
A
O
M
J
B
M
Often
we
we
go
down
this
road
as
we've
done
many
times,
and
there
are
promises
by
the
developers
of
what
landscape
will
be
put
in,
and
sometimes
we
can
police
that
very
well
and
sometimes
we
can,
but
all
the
people,
the
residents
along
there
commented
from
the
notes
of
how
true
to
the
word,
their
word,
Doug
Smith
has
been
and
how
nice.
That
is.
So
we
appreciate
that
absolutely.
A
O
A
M
B
A
O
A
A
A
J
A
Thank
you,
alright
call
for
a
vote:
councilmember
Christensen,
aye,
councilmember,
Shelton,
aye,
councilmember,
Barnes,
aye,
councilmember,
Carol,
councilmember,
Taylor
I.
Thank
you
I,
remember.
10
is
a
review
in
action
on
an
agreement
for
the
feet
on
annexation,
consisting
of
forty
seven
point.
Three:
nine
acres
had
approximately
400
east
1,700
South.
B
C
P
I
P
P
The
owner
has
mentioned
to
me
that
he
has
received
purchase,
offers
from
a
concrete,
crushing
facility,
a
bash
plant
and
a
composting
company
I
am
very
deeply
concerned
how
these
uses
may
affect
the
lake,
those
that
live
downstream
and,
of
course,
my
extension
pop
in
my
extensive
property
across
the
street.
Our.
P
Project
will
consist
of
nine
buildings
of
the
main
1.3
million
square
feet.
We
will
be
investing
approximately
120
million
over
the
next
ten
years.
We
typically
target
fortune
500
companies,
the
desire
high-end
amenities,
high-end
buildings,
with
the
latest
features.
We've
been
very
successful
in
delivering
this
product
to
the
marketplace,
I've
done
it
for
over
30
years.
We
have
a
project.
We
feel
that
the
corporate
market
will
desire.
P
Another
concern
I'd,
like
you
guys
to
consider,
is
that
when
we
went
through
our
annex
annexation,
two
years
ago,
the
city,
the
Planning
Commission
and
the
City
Council
of
that
time
were
extremely
concerned
with
what
our
plans
were
and
how
it
might
affect
the
shoreline.
I
distinctly
remember
that
consensus
was
to
protect
the
shoreline
that
did
not
allow
development
south
of
1700
cell.
P
In
fact,
the
American
Fork
citron
same
land-use
map,
clearly
labels
the
subject,
properties,
shoreline
protection,
the
land
west
of
our
subject.
Property
is
m1
marine
in
our
land
directly
north
is
p1,
have
a
heavy
industrial
zoning
and
potential
outside
storage
and
potential
noxious
hazardous
items
simply
does
not
fit
in
this
area.
P
M
M
C
Further
to
the
west
is
the
marina
zones.
There
are
a
number
of
commercial
uses
that
can
be
in
there.
Basically,
what
it
is.
The
marina
zone
prohibits
habitable
structures,
and
so
there
can
be
commercial
uses,
and
if
the
lake
does
rise
and
fall,
then
if
those
uses
are
flooded
there,
basically
there's
you
know,
there's
no
residential
units
allowed
and
any
commercial
uses
that
are
allowed
in
the
m1
zone
are
of
such
that.
C
If
the
water
rises
and
falls
they're,
you
know
they're
they're
going
to
be
okay
in
the
long
run,
and
so
in
looking
at
any
potential
future
development
within
the
i1.
We
would
look
at
that
as
well,
so
we
just
again
there's
industrial
just
to
the
east.
If
this
goes
i1,
this
will
be
the
last
remaining
chunk
of
i1.
In
the
city
and
then
we
are
completely
built
out
of
i1,
so.
J
C
You
wouldn't
prohibit
development.
If
it's
zoned
i1
I
mean
there
are
a
number
of
uses
that
can
be
allowed
in
i1.
This
is
just
what
the
so
yeah
I
mean.
The
underlying
Land
Use
Plan
does
show
shoreline
protection
for
this
area,
but
the
petitioner
is
requesting
this
as
a
zone
and
that's
why
we're
moving
it
forward
that
way
again,
there
is
adjacent
eye,
one
just
to
the
east,
and
so
there
are
uses
that
can
be
done.
H
But
I
guess
that
our
commitment
for
and
maybe
I'm
remembering
this
wrong,
but
a
member
pretty
clearly
may
not
feel
just
saying
you
understand.
No
emergency
services
are
gonna,
be
able
to
be
getting
to
you
because
of
the
defend.
No
defense.
So
I
don't
know.
Is
that
something
that
maybe
the
chief
can
speak
to
that
I
just
want
to
make
sure
that
whatever
we're
allowing
down
there
were
allowing
I
just
don't
want
to
have
an
activity
going
on
down
there
that
we're
going
to
then
not
provide
emergency
services
to
well.
C
And
again
commercial
uses
are
allowed
in
the
marina
zone.
I
mean
that's
really
what
the
boat
harbor
area
is
zoned,
and
so
we
have
commercial
uses
their
anticipated
future
commercial
use
is
really
what
the
you
know.
Don't
below
that
line.
What
it
is
is
there
are
no
residential
use
is
allowed
so
right.
J
J
Q
My
name
is
Elizabeth
Phelan
I
am
part
of
the
feel
on
family
Lakeland
company,
and
we
I
would
like
to
bring
to
light
that
mr.
Broderick
has
not
been
forthright
with
the
council.
He
owns
parcel
number
thirteen
zero,
seven,
six,
zero,
zero,
four
six,
which
is
41
point
six,
six
acres,
it's
it's
exactly
to
the
north
west
corner
of
our
parcel
and
it
is
already
zoned
I
won.
So
mr.
Roderick
does
own
I
won
in
this
same
vicinity
that
he
has
p1
it
backs
up
to
his
p1,
so
I'm
in
our.
Q
We
are
backed
up
on
the
east
side.
You
can
see
the
l-shape
there.
There
are
already
buildings
on
the
set
on
the
south
side
of
1700
south
south
on
Warburton.
Is
there
on
that
south
side
Kilgore
batch
plant
is
already
on
that
side.
So
those
two
business
has
already
reside
on
the
south
side
of
1700
south
and
they
are
already
zoned.
I
won
so
for
us
to
have
any
property
that
we
do
have
the
shoreline
protected
and
we
have
already
have
an
established
business
at
1641,
South,
aka,
1607,
South,
500
East.
Q
We
have
been
established
there
for
the
last
20
years.
We
have
been
an
American
Fork
family
business.
For
the
last
34
years.
We
have
kept
our
family
business
here
in
the
city
we
already
owned,
where
he
is
circling
around.
We
hold
a
topsoil
screening
business
license.
We
are
an
excavation
company.
We
do
sell
to
90%
of
the
landscapers
in
Utah
County.
As
a
screening
process.
We
screen
dirt.
I,
know
mayor
frost
when
he
landscaped.
Q
He
was
one
of
our
clients,
the
batch
plant,
that
is
to
the
south
west
corner
there,
southeast
corner,
Meister,
I'm,
sorry
Kilgore,
provides
a
lot
of
concrete
mr.
Rodricks
buildings
are
nothing
but
concrete
tilt
outs
there
concrete
tilt
up,
so
the
concrete
has
to
be
made
some
way.
The
land
that
mr.
Roderick
is
building
on
must
be
stabilized
in
order
to
stabilize
that.
Crushing
has
to
happen,
and
screening
has
to
happen,
there's
no
way
to
stabilize
our
foundations
without
crushing
it's
impossible.
So
in
order
for
mr.
Q
Rodricks,
who
have
a
p1
and
to
build
these
nice
buildings-
and
they
are
absolutely-
we
phenomenal
gorgeous
buildings-
they
are
but
he's
placed
them
in
the
middle
of
a
one
that
already
exists
on
the
east
side
and
his
own
parcel
of
1376
46
is
already
zoned
i1.
So
he
also
has
R&D
excavation
there
in
the
middle
to
the
north,
to
the
left.
Left
left
all
right
in
the
middle
of
the
green
up,
keep
going
no
further
to
the
left.
Q
There
you,
the
piece
in
the
front
there
has
been
zone
p1
and
the
piece
behind
where
Rob
and
Denise
Rogers
already
owned
his
an
i1
he's
grandfathered.
There
he's
running
the
same
kind
of
business
that
we
are
running.
It
is
necessary
for
the
city
to
have
suppliers
such
as
I
such
as
Rogers
to
provide
for
the
build-outs
that
our
community
needs
to
provide
for
the
addition,
the
remodels
of
our
elementary
schools
of
Greenwood
Elementary.
We
move
these
processes
outside
of
our
city.
We
prevent
them
from
being
zoned
in
this
city.
Q
We
now
cause
more
trucking
because
more
pollution,
we
cause
more
road
repair,
because
we
have
the
heavy
trucks
worth
going
further
distances
and
we
cost
everybody
more
money,
including
mr.
Roderick,
when
he
goes
to
develop
his
own
land
as
a
p1,
it
will
cost
him
more
money
to
truck
it,
rather
than
have
something
as
a
crushing
company
and
a
batch
plant
right
south
of
him
to
provide
those
things.
We
have
maintained
our
property
for
20
years
at
15
at
1607,
south
500
east.
Q
We
have
had
in
20
years
one
time
somebody
called
to
complain
of
dust
that
was
being
created
by
us
when,
in
fact,
the
enforcement
officer
came
out
to
visit
us
and
the
fields
that
mr.
Roderick
has
bought
were
being
farms.
That
dust
is
coming
from
the
farmers
disken
for
your
food,
my
food,
their
food,
it's
not
just
industrial
that
causes
dust
and.
I
Q
That
may
be
inhabitable
and
hazardous
to
our
health,
but
I
can
tell
you
being
raised
in
this
industry
I'm
healthy
as
a
horse,
and
it's
not
affected
me
so
I
would
ask
you
to
consider
and
take
into
light
that
he
is
also
got
eye
one
on
the
west
side
of
his
development
that
he
currently
holds
and
without
an
eye
one.
We
don't
want
to
annex.
So
if
you
want
to
push
it
to
a
different
zone,
we
will
not
be
on
extinct,
American,
Fork
City.
We
will
stay
in
the
county.
R
Steve
Phelan
and
yes,
we've
been
there.
This
all
started
when
I
knew
they
were
gonna,
develop
next
door
years
ago
and
I
knew
my
dirt.
Pile
was
gonna,
become
an
issue
there,
so
as
a
good
neighbor,
I
was
being
proactive
and
act
acquired
this
other
land,
because
the
word
our
pile
is
right.
Now
is
where
his
road,
where
you
need
to
have
a
road,
and
so
I,
was
moving
it
to
the
bottom.
The
design
of
this
is
is
we
will
have
buildings
along
1,700,
South
they'll
all
be
above
the
flood
line
above
the
road.
R
These
are
for
people
that
need
a
building
with
a
lot
of
land
behind
it.
We
all
have
our
shops
up
front,
we're
trying
to
be
clean
and
put
all
of
the
dirty
stuff
behind
there's
not
not
much.
Most
of
the
winds
go
to
the
west.
There's
not
people
over
there
to
just
be
disturbed
by
it,
so
we're
trying
to
put
it
in
a
different
place,
so
we're
hiding
it
all.
R
Okay,
and
so
that's
where
we
went
and
we
established,
and
we
did
an
industrial
park
there,
because
nobody
wanted
to
be
by
the
sewer
plant
I
have
to
say
is
there
has
to
be
a
place
for
all
of
us
this
zone
is
we
can
deal
with
the
the
elevation
issues
we
will
be
raised
in
the
plot
up
to
do
our
things,
we're
not
doing
anything
different,
then
mr.
Rogers
is
doing
that
I'm
already
doing
we'll
be
crushed
in
concrete
and
dirt.
R
There's
the
bats
plant
next
door,
I,
don't
know
why
I
advise
plant
one
more
over
its
gonna,
make
any
difference
that
bats
plant
next
door,
most
bats
plants
is
that
all
those
materials
are
wet.
Those
rocks
in
that
sand,
there's
very
little
dust
or
any
of
that
kind
of
stuff.
That
comes
from
those
things.
I
know
that
he's
building
a
really
nice
product,
but
this
is
like
the
guy
that
moves
in
next
to
the
pig
farm
and
complains
about
the
pig
farm
has
been
there
forever.
R
There's
got
to
be
a
transition
somewhere,
but
he
wants
to
do
it
at
my
expense.
Maybe
he
should
have
kept
his
p1
at
the
top
and
the
bottom
hath
been
a
transition,
but
he
wants
to
do
it
at
my
transition
area
at
the
bottom,
and
so
I
would
ask
for
your
vote
to
keep
us
as
a
I
won,
as
we
planned.
I
came
here
at
the
request
of
the
city,
otherwise
I
just
stay
in
the
county,
because
I
don't
really
have
to
have
buildings
on
the
south
side.
P
Just
clarification
on
our
project,
the
West
forty
acres-
we
just
purchased
that
about
six
months
ago,
and
it
was
already
previously
zone
partially
p1,
partially
I.
As
part
of
our
presentation
and
master
plan,
our
entire
project
will
be
p1
so
that
there's
it's
all
going
to
be
a
plan.
Industrial
park
and
I
will
eyes
I'm
second
into
the
neighborhood
and
I'm
I
I
can
be
compatible
with
the
existing
uses
that
are
already
there.
I
have
zero
issues
with
the
soil.
An
excavation
guys
are
already
in
town.
I
want
to
be
a
good
neighbor.
P
S
Good
evening
my
name
is
Doug.
Clements
I
represent
a
ready-mix
business,
we're
looking
to
expand
I've
been
in
business
now
for
three
years
in
in
Salt,
Lake
City
I
currently
have
a
batch
plant
out
in
magna
across
the
street
from
a
sewer
plant
by
design
it's
a
great
place
to
do.
What
we
do
concrete
is
the
number
one
building
material
in
the
world.
S
Every
home,
every
business,
every
road,
every
utility
trench
uses
concrete,
including
tilled
up
buildings
and
we'd
love
to
sell
em
concrete
one
day
as
well,
but
we
feel
the
the
use
of
this
property
is
is
exactly
what
it's
meant
to
be.
That's
a
great
place
for
a
ready
mix
plant
in
American
Fork.
It's
a
it's
easy
access
to
the
freeway.
It's
easy
access
within
the
city
streets
here
that
minimize
truck
traffic,
both
inbound
raw
materials
and
finished
products
going
out
to
homes
and
schools
and
whatnot
as
well
as
it
gives
us
access
to.
S
I
15
gets
us
on
the
road
and
gets
us
to
other
cities
where
they're
building
you
know
thousands
of
homes.
A
year
we
I
have
a
batch
plan
on
the
west
side
of
Utah
Lake.
We
recognize
the
shoreline
and
we're
all
governed
by
the
law.
We,
you
have
to
keep
all
your
water
on
your
own
property.
There's,
there's
plenty
of
laws
in
place
to
make
sure
we
maintain
our
dust,
keep
our
water
and
operate
good
business
so
appreciate
your
consideration.
L
L
Rob
Rogers
with
R&D
excavating
I,
was
here
just
a
few
months
ago.
Do
my
annexation?
Well,
not
annexation.
Excuse
me
the
zoning
change
to
i1
when
we
originally
purchased
land
out
there,
that
entire
bottom
of
the
lakeshore
was
supposed
to
be
i1
industrial.
That's
why
we
purchased
ground
out
there
on
mr.
Rodricks
map
that
conveniently
covered
my
parcel
all
the
way
up
with
with
my
10
acres,
the
bottom
five
or
six
acres
is
i1
industrial.
L
A
B
N
I'm
not
saying
anything,
different
I
think
this
has
been
in
the
works
for
a
long
time
now.
I
understand,
I,
have
two
boys
in
construction,
so
I
understand
some
of
the
problems
with
construction
and
there
are
other
people
here
who
are
also
in
construction
who
one
of
my
boys
used
to
work
with
and,
and
so
I
know
a
little
bit
about
the
problems
that
they
face.
This
is
a
beautiful
project
but
I
think
in
my
opinion,
you're
a
dollar
late
that
day
short
birthday.
C
P
H
I
H
If
that's
right
or
not,
you
know,
maybe
we
only
allow
buildings
on
1700
South
that
whole
defend
no
defend,
makes
me
worried
and
and
what
I
remember
and
I
need
to
have
it
double
checked
and
would
love
an
answer
back
from
staff
not
immediately
tonight,
but
to
clarify
was
basically
if
our
resources
are
tapped
because
of
a
flood.
We're
not
responsible
to
provide
emergency
services
down
there
and
I
think
that
if
we
don't
do
that,
someone's
gonna
come
back
and
say
well.
Why,
in
the
heck,
did
the
city
even
allow
us
to
build
down
there?
H
If
you
knew
that,
was
it
allowed
so
I
don't
really
have
any
issue
on
the
1700
South
if
it's
up
there,
but
as
we
get
closer
to
the
lake,
is
there
some
way
that
we
need
to
maybe
restrict
structures
and
buildings
down
there?
It's
more
than
what
can
be
handled
in
this
motion
tonight,
but
I
think
those
are
things
that
we
really
ought
to
take
a
look
at
you're
right
years.
Past
we've
never
had
to
worry
about
the
lake.
No
one
wanted
to
go
out
there
and
clearly
understand
that.
R
O
O
H
A
I
A
N
I'd
like
to
suggest
a
motion
that
I
moved
to
approve
the
final
plat
of
mount
Timpanogos
view
subdivision
a
consisting
of
24
Lots
located
in
in
the
area
of
1500
north
100
east,
and
to
authorized
the
mayor
and
city
council
to
sign.
The
plat,
accept
the
dedications
with
instructions
to
the
city
recorder
to
withhold,
recording
of
the
plat
subject
to
all
conditions
identified
in
the
public
record
associated
with
the
March
16th
2019
Planning
Commission
meeting
for.
N
I
C
N
I
N
I
A
Is
gonna
be
a
wonderful
place
to
live?
Okay,
all
right
item
12
B
is
a
review
in
action
on
a
final
plat
and
an
ordinance
adopting
the
site
plan
for
spring
leaf
townhomes,
consisting
of
49
Lots,
located
at
900,
a
specific
Drive
and
the
are
for
7,500
residential
zone.
Any
questions
for
any
of
our
staff
mayor.
B
T
T
Lebaron
under
the
land,
on
or
at
least
my
family
is,
and
we've
had
this
property
for
probably
four
decades
and
believe
this
is
the
best
use
for
the
property.
It's
going
to
be
a
wonderful
project,
be
a
real
asset
to
the
city.
One
of
the
main
benefits
is
that
we
will
build
Pacific,
Drive
and
connect
it,
and
so
that
will
be
a
through
the
thoroughfare
there.
That
will
help
the
soccer
field
and
the
detention
pond.
So
we
would
appreciate
your
consideration.
T
A
N

O

C

J
A
N
G
Mr.
mayor
councilman,
Barnes
I
I
one
of
the
same
things,
sometimes
when
you
do
see
that,
and
admittedly
I
don't
like
seeing
that
big
of
a
spread,
because
it
means
that
some
it
could
highly
possible
that
somebody
must
not
have
understood
the
project
correctly
and
I
always
do
get
a
little
concerned,
but
we
feel
confident
that
the
low
bid
understood
it.
G
N
G
A
I
O
O
J
A
M
I
M
H
N
Is
the
one
so
there's
reference
to
the
two
item
numbers
that
I
should
have
written
this
down
and
I
know
it
that
needed
to
be
fixed.
The
sidewalk
on
200,
East,
number,
11
I,
think
that's
supposed
to
be,
and
then
the
fire
hydrant
repair,
which
is
number
17
somewhere
in
the
documents
it's
number
16
is
referred
to
and
I
should
have
written.
That
down
just
want
to
make
sure
it.
It
truly
is
the
fire
hydrant.
It
really
looks
like
it's
the
fire
hydrant,
because
ever
everything
else.
N
K
B
A
B
K
I
I,
don't
think
we're
setting
a
negative
precedent
here,
he's
really
taking
care
of
all
of
the
safety
issues
in
the
subdivision,
which
is
the
most
important
part.
There
is
some
history
with
the
subdivision:
it
actually
went
into
a
foreclosure.
Mr.
Begler
then
came
and
pulled
that
back
out
and
has
been
working
on
that.
So
he
has
made
great
efforts
to
correct
the
deficient
items
over
just
these
couple
of
last
issues.
