We
are
working
off
an
amended
agenda.
That
agenda
can
be
found
in
the
middle
of
the
room
if
you
would
like
to
have
a
copy
of
it
and
we
will
follow
the
agenda
as
outlined.
I
always
like
to
State
for
the
record.
Today
is
January
28th
of
the
year
2020,
and
we
will
follow
the
agenda.
We
will
begin
with
the
Pledge
of
Allegiance
that
I
will
lead
followed
by
an
invocation
by
councilmember
Shelton,
after
which
I
will
conduct
the
roll
call.

Our
Father
in
Heaven
we're
thankful
for
the
opportunity
we
have
to
be
gathered
together
as
citizens
and
friends
and
neighbors
of
this
great
community.
We're
thankful
father
for
the
opportunity
that
is
ours
to
live
in
this
part
of
the
world,
to
be
able
to
be
blessed
with
the
freedoms
that
we
enjoy
and
to
be
able
to
have
the
right
to
exercise
local
government
and
to
be
able
to
do
such
with
the
freedom
of
speech
and
ability
to
listen
to
others.

We're
thankful
father
for
those
dedicated
to
committing
to
continuing
our
freedoms
and
to
be
able
to
fight
for
them
that
we
may
be
able
to
enjoy
them.
We
ask
the
father
that,
as
we
meet
this
evening,
that
we
may
be
able

do
so
with
the
spirit
that
we
may
be
able
to
have
good
discussion
and
decorum,
and
that
we
may
be
able
to
walk
away
at
the
end
of
the

refreshed
and

moving
forward
to
be
able
to
progress
the
city
in
the
way
that
it
needs
to
go.

The
council
might
remember
several
months
ago,
I
reported
back
on
a
visit
that
I
made
to
this
group
and
I
discovered
something
in
American
Fork
that
it
was
been
here
for
almost
30
years
and
I
never
knew
about
it
and
after
further
looking
at
what
they
did,
I
felt
like
that
they
warranted
some
recognition.
So
let
me
tell
you
a
little
bit
about
the
new
friends
quilt
circle.
It
was
formed
30
years
ago
by
founder
and
visionary
Carmen,
Martinez
she's
with
us
here
tonight.
A
Her
goal
was
to
provide
learning
service
opportunities
and
friendships
for
people
in
our
community
through
quilting.
These
continue
to
be
the
hallmarks
of
the
organization
today,
as
they
come
together
to
make
elegant
quilts
that
are
then
donated
to
people
in
need.
New
friends
quilt
circle
is
a
relatively
small
group
with
a
very
large
impact
on
our
community.
A
They
contribute
a
minimum
average
of
two
hundred
and
twenty-four
community
service
hours
a
month
by
their
estimates
in
2018
members
of
the
new
friends
quilt
circle
donated
over
ten
thousand
dollars
of
their
own
money
and
material,
not
including
labor,
towards
quilts
that
were
given
away
in
the
community
through
the
mills
on
wills
program.
They
donated
three
hundred
and
eighty
five
quilts
to
seniors.

The
new
friends
quilt
circle
has
been
a
quiet
but
powerful
force
in
our
community
for
years
they
serve
each
other
and
our
residents
and
they
support
our
veterans
to
recognize
their
services,
which
in
turn
makes
them
heroes
as
well.
For
these
reasons,
we
want
to
honor
the
new
friends
quilt
circle
by
giving
them
this
hero
award
and
declaring
January
2020
eight
twenty
twenty
new
friends
quilt
circle
day
in
American,
Fork
City.

have
been
a
member
of
this
group
for
almost
twenty
years
and
this
group
is
made
up
of
women
who
do
what
they
love
to
do
and
found
a
way
to
help
people
in
need,
and
it
is
the
hallmark
of
what
we
do
serving

community.

know
the
mayor
read
off
a
lot
of
numbers
to
you
of
accomplishments
of
this
group.

Know
had
a
minute
to
speak
with
him
that
night
and
I
I'll
share
this
real
quickly
that,
as
we
go
about
decluttering
our
house
and
that
that
happens
about
every
year
or
five
years
or
whatever
it
might
be,
there's
one
thing:
I've
noticed
that
will
throw
a
lot
of
things
away,
but
we
keep
the
quilts.
We
keep
the
quilts
because
there's
meaning
behind
those
quilts,
it's
something
that
with
somebody
was
given
us,
and
so
it
truly
is
a
labor
of
love,
and
we
just
want
to
extend
our
appreciation
to
this
group.
So
thank

mayor

one

specifically

the
list

today
we
just
had
a
question
on
that
one
related
to
the
costs.
Everything
looks
great.
We're
so
excited
that
it's
to
this
point,
so
we
appreciate
all
the
help
of
staff
and
everyone.
We
really
are
pleased
but
didn't
have
time
to
ask
the
question.
Some
of
the
costs
went
up
specifically
the
asphalt
cost
went
up
by
30
percent.
From
the
last
time
we
met
a
few
months
ago.

award

cool
I
wanted
to
say
it
because
I
come
to
a
lot
of
these
meetings.
I
don't
always
come
to
your
meetings.
They're,
never
like
this,
always
formal
and
you
know,
got
the
everybody,
has
a
role
and
sometimes
they're
intense

never
felt
like
this.
So
I
just
think
mark
forecast
some
really
special,
so
I
just
wanted
to
compliment
you
on
what
a
wonderful
warden,
what
a
great
couple
name.

just
two
items
report
on
first
I
had
the
chance
to
attend
the
Beautification
Committee
meeting.
Our
goal
in
that
meeting
was
to
be
able
to
review
where
our
efforts
are
best
focused
at
having
the
biggest
impact
in
the
community
as
far
as
what
they
really
wanted
to
focus
on,
and
some
of
those
were
the
still
days
garden
tour.
They
felt
was
a
big
thing
in
the
community.
The
yard
of
the
month
was
another
one
and
a
few
others
that
we
had
had
talked
a
little
bit
about.

So
it's
good
to
kind
of
see
them
zero
in
a
little
bit
as
far
as
their
efforts.
If
there's
things
the
council
can
think
of
that,
they
would,
you
know,
want
to
see
a
focus,
let
us
know
and
and
take
that
to
the
committee.
The
other
item
I
had
the
chance
to
attend
the
North
Point
solid
waste
service
district
board
meeting.
This
was
the
first
many
years
they
elected
new
officers
brynne
by
also
by

That's
the
wrong
name.

it

Oh,
my
gosh,
that's
thinking
of
the
developer.

Every
two
years
that's
been
brought
to
attention,
that's
very
hard
to
do
long
term
planning
if
someone
can
get
out
within
two-year
time
period,
and
so
there
was
quite
a
bit
of
discussion
about
what
that
term
should
look
like
and
obviously
anything
that
changes
the
way
that
the
bylaws
are
drafted
as
it
would
have
to
come
back
to
each
individual
body
for
adoption
to
extend
that
time.
So
that's
one
thing
they
made
as
a
priority
this
year.
The
other
is
the
tipping
fees
they
kind
of
went
over
and
reviewed
those
over
the
last
15
years.

Our
costs
to
take
our
city
waste.
There
has
continued
to
go
down
per
ton,
wouldn't
you've
seen
things
over
the
last
15
years.
Escalating
cost
so
I
think
that's
a
very
big
tribute
to
the
way
that
it's
been
run.
We
are
gearing
up
for
potential
increase
in
costs
as
there's
green
waste
and
I.
Think
I've
mentioned
that
before
I
think
that's
something
we
as
a
city
ought
to
take
a
look
at.

just
a
beautiful,
warm
token
of
appreciation
in
our
case
and
I'm
sure
that
families
listening
to
who
are
the
people
that
have
received
those
because
of
stress
and
problems
in
their
life

sure
they

recipients

something
that
people
use.

yes,
we
don't

that

City
that
activity,

things

people

similar

how
great
this
community
is,

I'm
just
glad
to
see
you
honor
them

too

raised
by
a
quilter
and
I,
enjoy
it
and
not
as
much
as
my
mom,
but
it's
something
that
it's

you

quilt

it

gift

heart

there's
nothing
else
like
it.
And
you
know
we
kept
that
way
and
I
I
just
appreciate
that
aspect
of
it
and
I
love
to
see
that
what
I
would
consider
an
art
form
being
perpetuated.

grandmother
made
me

little
kid
pulling

spring

not

the
little
boys
that
were
quilted

there

they're
doing

little
bit
of
an
idea,
but
it's

For
the
mayor's
report,
a
couple
of
the
highlights
over
the
last
few
weeks
had
the
opportunity
and
council
member
Carol
is
there
as
well
to
attend
the
ribbon-cutting
for
the
Army
recruiting
station?
That's
down
right
off
of
500
East,
just
south
of
the
desert
industries
area,
and
it
was
pretty
special
to
be
surrounded
by
so
many
people
in
uniform,
and
they
are
fully
vested
in
our
community
pledge
to
say
if
there's
anything
that
you
need
additional
help,
we
can
bring
people.

can
bring
soldiers
or
army
personnel
to
help
out
and
I
thought
to
myself
and
I.
Think
I
tried
to
say
this
I
don't
know
if
I
said
in
it
quite
the
way
that
I
wouldn't
in
a
bit
I'm
thinking
with
all
these
other
ribbon
cuttings.
We
have
that
celebrate
wonderful,
new
businesses
that
it's
hard
to.
Imagine
that
would
we
have
any
of
that
without
them,
and
but
my
appreciation
goes
out
to
them
and
their
efforts
to
recruit
good
people
that
will
defend
this
country.

and
I
had
the
opportunity
of
me
meeting
with
a
new
and
upcoming
company
when
I
say
new,
maybe
I
should
say
they're
an
expanding
company.
They
build
protein
bars
they're
down
in
the
south
part
of
our
city
in
the
old,
warm
Walmart
area,
but
they
are
about
ready
to
make
a
jump
to
be
one
of
the
the
largest
power
bar
producers
in
the
country.
Is
it
the
largest
or
deal
the
largest?

Are
one
of
the
largest
is
David
a
day,
so
they
have
purchased
a
twin
labs
building
which
has
been
sitting
they
set,
make
it
for
probably
over
a
year
and
a
half
and
they're
going
to
be
able
to
produce
that
it
will
they'll
automate.

lot
of
things
will
be
a
switch
in
some
of
the
job
descriptions,
but
it
will
in
force
there
will
be
supplied
throughout
the
United
States
and
their
marketing
strategy
was
incredible
and
they
gave
us
a
couple.

understand
why
they
are
growing.

fast,
it's
not
like
any
other
protein
bar
you've
ever
had
and
tastes
almost
like
candy.
So
but
it's
good
for
you
at
least
that's
what
it
says
on
and
then,
if
I
could
say,
the
perhaps
the
the
low
light
and

highlight
of
the
week
for
the
mayor
was
the
the
just
in
the
news
of
the
passing
of
grant.
Parker
Graham
Parker
was
a
pillar
of
our
community.
He
he
served
two
terms
as
a
city
council
member
and
the
early
90s
he
watched
over
and
was
on
the
council.

When
the
mount
Timpanogos
temple
was
announced
and
through
the
approval
processes
and
the
dedication
he
was
there
when
the
library
was
expanded.
He
was
there
when
the
fitness
center
broke
ground.
That
was
that
was
some
of
the
things
that
he
accomplished.
Amongst
the
many
other
things
and
attending
his
funeral
I.
It
was
just
so
widely
attended
by
so
many
people
as
I
looked
out
over
the
audience
at
the
funeral.

We're
just
wanted
to
get
through
the
week
and
we'll
get
through
this
week
and
then
we'll
think
about
changes
to
the
the
social
studies
to
structure.
There
are
hundreds
of
people
that
come
there
every
two
for
a
meal
and
to
be
able
to
talk
and
to
play
cards
and
to
play
bingo,
and
it's
a
very
important
part
of
our
community
that
again
that
you
can
miss
it.

their

topic

we've
had
in
work
sessions
and
it's

think
we've
refined
it.
We've
tried
to
include
all
the
edits

the
council,

you

remember,
we've
just
kind
of
we
kind
of
get
away
with
short-term
rentals.

felt
like
it
was
the
right
thing
to
do
at
the
time
and
we
were
going
to
come
back
with
what
I
would
say:
common-sense
regulation
to
try
to
keep
the
character
of
neighborhoods
to
hold
owners
accountable
for
their
properties
and
the
effects
that
it
has
on
their
neighbors
and
I
feel
pretty
good
that
we've
we've
kind
of
come
to
this
conclusion.
So
if
there's
there's
as
we've
read
through
it,
what
does
it
council
think
about
this
new
change?.

Knowing
the
history
of
where
we've
come
on,
this
topic,
I
feel
like
we.
This
feels
right
and
that
we've
come
to
a
compromise
that
it's
fair
to
many
parties.
There's
gonna
be
a
lot
of
people
on
both
sides
who
aren't
gonna
be
happy
because
we
are
allowing
anything
and
some
people
won't
be
happy
because
we're
not
allowing
everything.
But
to
me
this
feels
right
for
our
particular
community,
and
that's
really
all
I
have
my
comments
about
it.

The
ability
to
police
things
and
make
sure
that
we
maintain
that
that
standard
for
our
neighborhoods
and
different
things
and
help
maintain
people's
property
values
etc,
as
Stacey
said
much
could
be
said,
but
I
think
our
obligation
is
there
I
think
this
does
a
great
job
of
being
able
to
do
that
and
still
allow
those
people
who
would
be
responsible
could
have
immediate.
You
know
if
there
were
an
issue,
they
can
regulate
it
themselves
without
having
to
involve
law
enforcement
and
different
things.

think
this
just
provides
a
much
better
way
to
manage
everything
and
to
take
care
of
that
and
that's
what
we
were
after
in
the
first
place,
based
on
the
night
that
we
sat
here
for
probably
two
and
a
half
hours
and
heard
multiple
complaints
about
what
it
was
doing
in
different
neighborhoods.
So
I
really
I
felt
the
same
way.

felt
like
we're
in
the
good

good
spot.
So,
okay.

a
couple
of
comments.
I've
had
a
number
of
conversations,
two
or
three
of
them
just
today
on
this
very
item
and
the
number
of
things
have
come
up
that
maybe
had
not
been
thought
of
before
at
one
individual
who
is,
is
basically
opposed
to
this
and
as
I
as
I
read
to
him
some
of
the
parts
in
it
and
explained
what
they
meant
it
helped
him
understand
better,
that
we
do
have
a
whole
dog
hold
at
this
I
think
we've
spent
a
lot
of
time
and
I
agree.

That's
always
the
case
and
I
think
we're
getting
there
when
one
idea
that
did
come
up
was
maybe
we
make
a
minimum
of
three
nights,
it's
a
little
late
in
the
game
for
that
and
I
understand
that
and
as
I
discussed
it
with
this
one
individual
in
particular,
I
said
you
know
we're
trying
this:
it's
not
the
end
of
the
world,
it's
not
set
in
stone,
and
if
we
see
problems
with
it,
you
can
pretty
well
bet
that
this
City
Council
will
address
those
problems
with
additional
regulation
or
whatever
it
takes
that
we
need
to
do
it.

Defense
of
the
police,
I
think
this
is
gonna,
require
one
more
code
enforcement
officer
in
next
year's
budget,
so
just
be
prepared
that
they
may
they
may
feel
they
need
one

don't
know
there
could
be
a
lot
of
work.
Just
on
this
one
item
for
our
Police
Department,
depending
on
how
it
plays
out,
nobody
knows
how
it's
going
to
play
out.

had
a
couple
of
questions
related
to
the
room
and
the
sales
tax
and
how
those
are
going
to
be
collected
and
how
they're
going
to
be
recorded
and
everything
else,
and
they
came
about
because
of
the
question
of
we're
requiring
a
business
license
for
these
people.
I
talked
to
mr.
bunker
and
he's
much
better
at
the
computer
than
I
am,
and
he
couldn't
find
anywhere
on
our
fee
schedule
where
we
have
a
fee
schedule
for
this
particular
business
license.
I
We
will
need
to
make
a
specific
fee
on
the
fee
schedule
for
this.
The
reason
it's
not
on
there
is:
we've
never
had
a
short-term
rental
licensure
before
so
we
will
need
to
add
that
to
the
fee
schedule
and
to
that
point,
if
we
wanted
to
make
the
effective
of
this,
you
know
March
1st
or
some
point
in
the
future
to
give
us
a
chance
to
bring
back
that
that
changed
to
the
fee
schedule.
So
the
council
can
approve
that
we
could
do
that.

that
note,
if
I
can
piggyback
off
that
comment
on
that
same
wavelength
and
maybe
bring
something
back,
I
know
I've
made
some
comments,
as
we
were
leading
up
to
this,
that
if
we
can
have
everyone
going
one
place,
knowing
if
they're
doing
any
kind
of
landlord
business
in
the
city,
it's
under
a
business
license
and
so
I'd
love
to
see
our
absentee
landlord
be
brought
in
under
the
business
license.

to
