Council
meeting
on
this
February
11th
of
the
year
2020.
We
have
agendas
that
are
in
the
middle
of
the
room.
If
you'd
like

work

that

and
we'll
follow
it
as
outlined,
we
will
begin
with
the
Pledge
of
Allegiance,
followed
by
an
invocation
by
councilmember
Taylor,
after
which
I
will
conduct
the
roll
call.
If
everybody

we
come

this

We
are
grateful
for
the
many
blessings
which
I
was
given
us
as
a
free
people.
We
are
grateful
to
be
here
to
conduct
the
business
of
the
city,
to
provide
honor
to
others
and
to
take
care
of
those
things
which
would
make
American
Fork
a
better
place
to
live
and
to
do
business.

we're
going
to
talk
about
rain
a
little
bit
but
I
just
thought
before
we
go
into
something
anything.
Real
official
I
would
just
like
to
think
that,
as
we
elevate
anybody
in
law
enforcement
that
we
elevate
all
of
law
enforcement
with
along
with
that,
and
so
we
can't
think
enough-
our
officers
they're
supportive
staff
and
everything
that
keeps
the
peace
within
our
city.

So
let's
talk
about
Reina
in
her
short
time
in
law
enforcement
officer,
Reina
Pedro
has
had
a
profound
impact
for
good
in
our
Police
Department
in
our
community,
with
her
accomplishments
and
her
example
of
hard
work,
empathy,
service
and
compassion.
It's
no
wonder
that
the
n-double-a-cp
have
recently
honored
her
with
the
first
responder
award
in
the
state
of
Utah.
A
After
starting
her
career
in
November
of
2017
officer,
Pedro's,
immediate
art,
work
and
determination
led
her
to
become
the
department's
first
ever
female
k-9
handler
in
April
of
2019,
since
completing
k9
school
officer,
Pedro
and
k9
Zeus
have
completed
more
than
a
hundred
k9
responses.
Helping
me
remove
many
different
forms
of
drugs
off
the
street.
In
addition,
Reina
and
Zeus
have
participated
in
numerous
public
events
and
that
have
helped
foster
positive
relationships
within
our
community.

Officer
Pedro
has
a
neck
has
also
in
her
position
as
a
nova
officer
where
she
works
with
sixth
grade
students
in
our
community
to
help
them
to
seek
how
positive
opportunities
internalize
good
values
and
accept
accountability
for
the
choices
they
make
in
their
life.
Officer
Pedro's
treats
and
teachers
teach
teaches
her
students
with
a
profound
amount
of
respect
and
in
turn,
her
students
look
up
to
her
as
a
role
model.
We
fully
expect
to
see
at
least
one
of
her
students
grow
up
to
become
law
enforcement
officer
merely
because
of
her
example.

Officer
Pedro
is
eager
to
serve
the
community,
which
is
why
in
2018
she
was
awarded
the
police
department's
annual
community
policing
award.
She
has
volunteered
to
help
with
many
community
events
in
both
American
Fork
and
Cedar
Hills
from
patrolling
the
streets,
assisting
with
parades
shopping
with
the
less
fortunate
teaching
in
schools,
engaging
our
Hispanic
population
and
even
sitting
in
dunk
tanks.
Reyna
Pedro
is
always
willing
and
ready
to
serve
for
someone
who
must
deal
with
the
bat
in
our
community.

police

very
large
city
here

the
United
States
and
with
the
high
crime
rate,

know
it's

tough
issues

female
officer
faces
in
a
police
force
and
I'm
glad
to
see
that
those
opportunities
you.

great

have

opportunity

have
not
just

handler
opportunities,
but
also
the
SWAT
team
and
other
opportunities
exist
for
our
police
officers,

diligence

Department

only

House

guys
that
meeting
is

her

little
bit

Worcester,
and

yes,
we're
grateful
for
you
rain,
as
well
as
all
of
the
officers
and
then
other
people
that
serve
our
city,
the
fire
departments,

well
as

staff,
and
we
appreciate
them,
and
it
makes
our
job
a
little
easier
up
here.

makes
it

lot

week
was
the
annual
award
luncheon
that
we
had
and
I
wanted
to
highlight
a
few
of
the
awards
they
gave
out
for
the
the
mayor's
Ward
award.
The
mayor
chose
JC
w's
as
the
business
that
for
his
award,
the
presidency
award
went
to
David
bunker,
who
has
been
a
champion
of
the
chamber
this
past
year,
and
there
was
a
few
sundry
other
awards
for
different
businesses
and
individuals,
but
I
thought.
Maybe
those
would
be
a
highlight
for
Hugh
and
I
also
wanted
to
put
in
a
plug
the
chamber.

couple

I

like
to
just
make
everybody
aware
of
yes.

w's
was
the
mayor's
Choice
Award
for
the
off
to
the
business
of
the
year
and
as
I
was
contemplating,
we
have
a
lot
of
business
hundreds
of
businesses
and
one
might
think
that
you
would
naturally
go
to
JC
w's
for
the
food,
and
that
is
definitely
one
of
the
things
that
you
go
for
it.

It's
just
maybe
the
best
food
around
but
I
chose
them
and
I
explained
to
them
in
the
in
this
ceremony,
that
of
just
the
environment
that
they
have
set
by
coming
to
our
city
and
that
restaurant
has
become
now
a
community
gathering
place.
I
I
was
down
there
twice
last
week
and
both
times
that
I
was
there.
I
ran
into
people
that
I
knew
one
gentleman
I
will
say
this
he's
former
American
Fork
resident
played
for
the
San
Frisco
49ers
I
packed
talk
to
him
just
prior
to
the
Super
Bowl
he's
now
retired.

He
was
coming
into
town.
He
had
two
days
and
he
says
I
had
to
hit
Jay
CW's
before
I
left
and
so
Jay
CW's
has
become
a
gathering
place
for
the
high
school
kids
after
games
for
family
events,
and
so
it
just
so
happens.
You
can
have
great
food
there
as
well.
That's
kind
of
the
neat
thing
about
it.

couple
other
events,
the
super
chicks.
We
had
a
grand
a
ribbon-cutting
for
a
new
restaurant
in
American,
forks
called
super
chicks.
A
It's
by
Costa,
Vita,
I,
can't
think
of
a
restaurant
that
opened
with
so
much
support.
I
went
there
Saturday
and
you
couldn't
find
a
place
to
park
and
I'm
hearing
nothing,
but
just
the
buzz
around
the
food,
and
it
is
a
very
different
kind
of
food
and
way
they
do
think.
It's
all
fresh,
but
boy
word
got
out
fast
and
try
finding
a
place
to
park
during
lunch
and
dinner,
and
so
we're
welcome
we're
glad
to
have
them
and
welcomed
them
into
our
city.

monumental
event
took
place
last
week
in
my
mind
and
that
it
was
that
we
had
the
passing
of
Grant
Parker.
Our
senior
director
I
was
able
to
attend
that
funeral
and
it
was
I
would
say
it
was
very
fitting
for
the
man
that
he
was
the
family
that
he
had.
It
was
had
some
moments
that
we
laughed
some
moments
that
we
cried
and
remembered
his
life
and
I
could
only
hope
to
achieve
and
to
have
the
things
said
about
me.

community
appreciate

sacrifice

grandfather

are
quite
well
often
to
be
able

afford

lot
of
different
luxuries
in
life.

thing

companionship

friendship
and
enjoyment

each
other

few

them
on
a
regular
basis
is
the
senior
citizens
groups
and
the
communities
that
we
have,

so

make

big
difference
in
many
people's
lives

organization,

lose
that
sense
of
of
love
and
friendship.

comparing

What

needs

the
staff
would
need

be
met,
and
this
was
just
a
really
good
revenue
neutral
fee
to
be
able
to
cover
staff
time
just
to
kind
of
handle
this
fraction
of
of
citizens.

just
the
need
for
the
fire
inspections.

don't
know
if
we
do
that
on
normal
rentals,
and
so
it
just
seemed

guess:
does
this
fall
under

commercial
fire
code?
Now,
when
we
do
those
inspections,

we
still
under
a
residential
or
what
are
we
inspecting
when
we're
doing
those
inspections.

inspecting
of

We

don't
know
of
any
other
rental
that
we
do
inspections
on
like
a
residential
unit,
someone
rents
it
out
for
30
days
or
more.
We
don't
do
any
kind
of
fire
code
inspections
on
it,
and
so
one
just
wanted
to
know
the
thought
process
behind
that
and
then
to
if
they
are
being
inspected,
are
they
under
the
residential
code
of
the
fire
code?
Are
they
being
inspected
under
a
commercial
side
of
the
code
that.
I
Was
probably
a
little
bit
of
a
misunderstanding
when
when
the
email
came
through,
so
we
might
want
to
discuss
that
one
a
little
bit
further?
Okay,
because
we
do
have
the
temporary
set
ups
like
the
tents
and
the
events
and
things
like
that
and
those
are
temporary
things
that
would
need
inspecting.
But
I
wasn't
I,
wasn't
clear
on
the
rental
properties.
There's
a
living
quarters.
I
E
I
A
little
bit
of
a
gray
area
there,
because
it
does
incorporate
some
things
with
the
health
department
as
well,
unless
it's
a
life
safety
issue,
that's
that
we
deem
is
critical.
We
really
don't
condemn
places
just
because
of
one
or
two
little
things.
It
would
have
to
be
a
pretty
crucial
error
or
a
mistake
that
would
create
an
imminent
danger
that
we
would
want
to
put
anybody
in.

we

see
that
there's
a
difference
between
something
that's
going
to
be
rented
out
for
a
long-term
thing
like
a
duplex
or
whatever
it
might
be
as
to
where
you
have
people
coming
and
going
on
a
regular
basis
with

set
schedule,
people
from
that
might
be
coming
from
out
of
town
staying
in
a
place
for
a
minimum
of
two
nights
and
then
leaving
you
seeing
an
inherent
fire
risk
associated
with
that,
as
opposed
to
a
long-term
rental.
Yeah.
I
So,
for
example,
a
hotel-
something
like
that:
that's
something
that
we
go
in
because
they
have
the
fire
protection
systems
of
an
alarm
system
or
a
fire
sprinkler
system,
and
we
want
to
make
sure
that
those
are
are
compliant
with
the
code
on
an
annual
basis
that
they're
being
certified
properly,
whereas
if
it
was
just
somebody
renting
out
a
home,
those
are
really
hard
to
follow
because
a
lot
of
people
don't
really
report
those
things.
It's
not
something
that
somebody's
going
to
call
up
the
city
and
say:
hey
can
I
rent
out
my
house.
I

know
as
a
business
I
have
a
home
office
and
I've
went
through
this
and
it
it
caused
me
to
kind
of
look
and
buy
a
fire
extinguisher
and
certain
things
like
that,
so
that
I
was
compliant
and
I
thought.
Well
really
there's
nobody
that
comes
to
that
home,
but
it
helped
me
be
prepared
as
a
homeowner.
In
the
case
there
was
a
fire
I,
don't
know
if
that
would
be
something
that
we
would
want
to
consider
that,
because
there
will
be
people
that
will
be
living.

That
be
the
case
for
any
landlord.
That's
out
there,
whether
it's
short-term
or
not,
right,
that's
the
responsibility
that
they
have
that
provide
a
safe
environment
if
they
don't
there's
the
litigation
of
issues
there.
That
could
take
that
on

with
the
home
business
inspections,
we
give
people
a
checklist
right,
you
go
through
and
do
a
checklist
we're
not
taking
our
inspector
out
and
saying.

to
this
home
and
it's
gonna
cost
you
a
hundred
bucks
every
year
to
be
able
to
do
that.
That's
what
I
thought
was
probably
a
little
bit
of
overkill
and
again
I'm
not
really
sure
what
they
would
inspect

what
suggestions
or
guidelines
were
given
to
that
home
occupation,
so
I'd
be
open
to
part
of
that
business.

here's
things
you
ought

aware

gonna
self-certified,
just
like
we
do

the
whole
occupations,
but
I
think

staff

of

worry
about
the
bigger
targets
in
the
city.
That
would
be
more
apt
to
your
time
where
your
expertise
would
be
required
versus
the
poems
so
their.

people

come
in
and
self-select
themselves
to
pay
this
fee
right,
like
they're
gonna,
be
like
hey
I,
want
to
do
this

going

a
business
license

it
versus
the
people
who
do
it
without
a
business
license.

if
there's
any
way,
if
we
aren't
going
to
be
doing
inspections,
if
there's
any
way
to
make
the
feel
a
little
less,
so
it's
not
quite
so
painful
for
those
people
that
are
coming
in
and
following
the
law.
That
would
be
great
because
the
fee
is
supposed
to
cover
our
cost
to
do
the
inspections
of
it
right.
There's.

Well,
then,
then,
you
start
kind
of
getting
into
the
area
of
impact
fee
because
you
have
there.
There
is
public
impact
if
they're
renting
out
their
private
property
to
somebody
else
for
for
temporary
use,
and
so
it's
that's
something
that
we
might
want
to
take
into
consideration
as
well,
because
somebody
that's
self
volunteering
I
mean
they're
they're,
obviously
interested
in
their
own
well-being
and
being
compliant
with
what
the
city
requires,
but
but
those
that
aren't
doing
that
and
and
for
the
home
businesses
that
have
a
public
impact.

felt

went

Commission
and
we
were

wanted

kind

fast

there

wondered
why
we
talked
to
them

little
bit
about
that
that
that
was
the
help
with
speed
control
that
narrower
lane
gave
him
still
the
ability
at

foot
between
the
two
for
the
fire
trucks
to
go
down.

asked

work

this
three
years
ago
is
when
we
got
the
last
float
and
we
used
a
chassis
and
engine
that
we've
had
for
a
long
time.
We
thought
to
save
the
drivers
from
all

exhausts
that
they're
breathing
decide
to
transition
to
something
safer
as
well.
That
is
a
trail
that
you
can
pull,
so
you
don't
have
to
have
any
issues
with
line
of
sight
and
having
a
spotter
and
those
sort
of
things
it
just
seemed
like
a
better
process.

decided
to
do
kind
of
a
three
year
program
where
we
would
have
them
design
and
build
in
year
one
and
then
just
have
them
kind
of
touch
up
the
float
and
your
two
as
needed,
and
then
a
lot
of
cities
are
doing
this
and
we've
decided
to
give
it
a
try
to
do
like
basically
recoloring
where
they
keep
the
design
the
same,
but
they
basically
go
through
and
change
the
colors.
It's
kind
of
makes
like
a
new
design,
so
I
think
on
the
the
contract
I
revised
from
the
previous
year.

part-time

that
would
drive

float

were
certain
parades

restrict
you
from
bringing
it
