City
Council
meeting
tonight,
we've
got
a
number
of
items
on
the
agenda.
We're
prepared
to
go
forward.
We
would
first
like
to
excuse
mayor,
frost,
mayor,
frost,
mother
unexpectedly,
passed
away
on
Sunday
afternoon,
and,
and
so
we
have
excused
him
to
take
care
of
his
family
matters.

As
of
note,
I
was
from
about
the
fourth
grade
on
I
was
raised
high
for
a
stint.
The
frost,
home
and
Carolyn
is
a
wonderful
woman
and
someone
I
called
mom,
and
she
was
a
great
person.
Clearly
she
raised
many
many
wonderful
children
and
a
fine
young
man
and
our
mayor,
and
so
our
thoughts
and
prayers
are
with
him
and
with
his
family,
all
of
the
frost
family
this
evening,
and
so
we
would
excuse
him
and
and
ask
for
his
thoughts
and
thoughts.

proposed
Highland
American
for
common
boundary
adjustment,
number
five
in
the
area
of
100
East
and
1500
north.
This

item

we'll

our
agenda,
but
we
will
receive
public
comment
on
that

that

be

okay,
we
have.
We
have
a
number
of
presentations
to
people
in
our
community
and
our
entire
police
force
tonight,
we'll
first
start
with
kirpa
volunteer
of
the
year.
I,
don't
know
how
many
of
you
are
familiar
with.
Kirpa
kirpa
is
a
wonderful
organization.
A
An
American
Fork
City
was
one
of
the
original
original
founding
participants
and
continues
to
be
very
active
in
that
organization.
Today,
as
I
stayed
at
each
year,
there
is
a
kirpa
award
ceremony
at
barbecue
that
they
host
in
Spanish
Fork
to
recognize
volunteers
and
people
who
are
outstanding
and
who
do
a
tremendous
job.
This
year,
kirpa
and
the
city
of
American
Fork
are
giving
the
award
to
a
very
deserving
soul.
Mr.
A
Craig,
Roberts
and
Craig
is
here
I'll
just
read
a
little
bit
about
Craig
and
I'll
turn
some
time
over
to
Randy
Spafford
from
our
recreation
department,
because
he's
worked
very
closely
with
Craig
and
is
very
familiar
with
all
of
the
tremendous
work
he
has
done
in
the
programs,
as
well
as
physically
on
the
parks
and
different
things.
Craig
has
served
as
a
coach
and
recreation
programs
for
15
plus
years
Craig,
currently
owns
and
sponsors
an
adult
baseball
team
consisting
of
old
men
that
just
can't
give
up
the
dream
of
baseball
Craig's.
A
Most
recent
contributions
to
American
Fork
are
found
down
at
Rotary.
Park
Craig
could
be
found
at
the
park
four
days
a
week,
making
improvements
and
tweaks
to
the
field
and
facility.
He
donates
his
time,
personal
equipment,
supplies
and
expertise
to
help
keep
Rotary
Park
a
gem.
He
mows
trims,
adjust
sprinklers,
rebuilds,
mounds
and
baselines
and
a
whole
lot
of
other
things
that
bring
bring
and
keep
the
park
up
to
snuff.
We
can't
do
what
we
do
in
the
recreation
department
without
outstanding
volunteers
in
American.

would
also
just
like
to
say
that
probably

to
12
years
ago
I
had
a
team
in
the
cult
league
that
coached
and
coached
against
Craig
and
Craig's
team
was
always
the
very
best
dressed
he
put
in
the
extra
effort
and
had
those
kids
in
all
kinds
of
different
programs
and
always
the
toughest
competitor
and
and
I
think
he's
a
wonderful
individual
he's
very
tough
to
play
and
coach
against
and
very
pleased
that
he
would
give
his
time
in
his
effort
to
our
city
and
do
such
a
tremendous
job.
That
way.

Counsel
and
my
fellow
citizens
every
once
in
a
while,
not
in
my
lifetime,
I
guess.
Well
maybe
this
did
happen
in
my
lifetime,
but
a
Halley's
Comet
flies
through
the
sky
and
I.
Don't
know
what
is
it
every
100
years
and
when
I
compare
what
is
going
on
down
at
Rotary
Park
and
what
this
individual
here
rather
Roberts
is
doing.
It's
like
the
Halley's
Comet
flying
over
ya.
You,
you
just
don't
get
people
doing
this
consistently
for
such
a
long
period
of
time
now,
I
want
to
emphasize
that.

He
has
been
doing
this
thing
because
he
believes
that
there
individualists
can
change
over
the
years.
Craig
has
put
his
arms
around
many
youth
and
I
know
that
Clark
will
testify
to
this
that
have
played
on
his
teams
and
the
purpose
that
and
the
reason
why
Craig
does.
This
is,
as
the
face
of
this
city
changes
to
something
that
we
always
recognized.

Craig
Roberts
is
down
there
at
the
park,
trying
to
keep
things
the
same
as
it
looked
years
and
years
ago,
and
I
can
be
a
witness
for
that.
I
can
remember
as
a
little
boy
and
some
of
you
I
know
a
lot
of
you
know:
Randy
Hansen.
He
was
one
of
the
Hansons
that
lived
on
the
east
side
and
they
live
on
the
east
side
town.
He
actually
died
in
that
Park,
because
no
one
knew
how
to
give
him.

The
Heimlich,
maneuver
and
I
was
down
there
as
a
little
boy
getting
foul
balls
and
getting
a
piece
of
gum
for
for
returning
them
back
to
the
shack.
Well,
anyway,
the
park
has
changed
a
little
bit,
but
Craig
recognizes
that
it's
a
beautiful
place
and
he
recognizes
for
most
that
lives
can
be
changed.
People
can
come
down
there
and
relax
and
then
just
enjoy
the
night,
get
away
from
the
stress
of
the
family
and
I.
Don't
understand
it
sometimes
and
I
know
that
and
his
wife
and
you
you
better
stand
out
just
she's
right
here.

She
puts
up
with
a
lot
to
just
let
him
go.
I
know
she's
mentioned
that
during
the
the
the
mornings
and
at
different
times
they
they
lose
Craig,
but
they
the
family,
loses
him,
but
they
all
become
satisfied
that
he's
been
down
he's
down
at
the
park
working
on
the
park,
so
I
I
have
known
Craig
for
15
years,
but
I've
idolized
him
in
other
capacities
a
lot
longer
than
that
when
he
was
playing
when
he
was
playing
ball,
he
was.

He
was
probably
one
of
the
top
five
pitchers
in
in
Utah,
if
not
the
West,
so
anyway,
I
could
go
on
and
on
and
on
about
Craig
I.
Don't
know
how
to
do
that.
But
just
if
you
you
want
to
come
down,
have
a
nice
night
out
with
with
at
the
Rotary
Park
and
then
enjoy
the
of
the
scenery.
You
come
down
sit
on
the
green
grass
and
realize
that
Craig
Roberts's
is
the
the
main
person
behind
all
of
that.
So
I
don't
know
what
else
to
say.

Didn't
seek
after
this

me
tell
you
that
I
just
kind
of
wanted
to
fly
behind
the
scenes-
but
you
know
baseball
uh-huh
to
me-
has
changed
a
lot
of
people's
lives.
Even
my
own
son
I,
don't
think
would
be
here
today
had
I
not
got
him
away
from
his
friends
and
got
him
into
baseball.
Now,
that's
kind
of
taking
him
that
way,
but
as
a
pitcher
around
the
center
of
the
mound
and
he's
associated
with
a
lot
of
great
kids,
he's
turned
out
to
be
a
pretty
good
pitcher.

They
didn't
like
us
much
a
city
team
coming
up
and
messing
with
him,
but
we
took
third
in
that
league
up
there
now
I
I
coached,
this
adult
man,
baseball
team
and
they're.
Not
these
are
college
kids.
These
some
of
these
guys
are
very,
very
good.
To
show
you
Matt
Hutchings
is
one
of
our
pitchers
used
to
pitch
for
BYU.

Amazing
pitcher
hits
the
heck
out
of
a
ball
and
he
he's
played
for
BYU
nicest
man.
How
did
how
many
games
did
you
played?
He
goes.
Greg
I
was
a
walk-on
I
pitched
two
innings
all
year.
Are
you
kidding
me
so
I've
had
kids,
whose
fathers
have
committed
suicide
and
baseball
has
done
a
lot
for
them
and
I
love
it
I
was
raised
as
a
bricklayer.
I
don't
do
that
anymore.
The
fingers
are
all
busted
up
that
in
baseball
but
I
like
straight
lines
and
things
and
I
guess
you
can
see
the
park
down
there.

What
I
I
try
to
do
and
it's
a
release
for
me
and
a
few
month
well
last
year,
went
to
the
hospital
with
severe
sepsis
spent
four
days
in
intensive
care
and
to
come
out
of
that
and
think
you
know
what
that
was
pretty
close
and
this
last
year
and
went
in
for
a
stent,
my
heart,
which
is
95%,
blocked
off
kind
of
gives
you
a
different
perspective
on
what
to
do
so.
I
do
have
a
couple
of
wards.

One
of
the
things
I
did
in
Colt
league
after
the
game
would
get
the
guys
together
and
have
them
answer
a
trivia
question
like
how
many
teams
in
in
baseball
how
high
is
the
wallet
you
know
where
the
Boston
Red
Sox
are
how
far
as
the
pitcher's
mound
660
feet,
six
inches.
How
far
as
the
bases,
so
I
got
a
treat
for
somebody
who
can
tell
me
how
fast
a
baseball
by
the
time
it
releases
from
a
pitchers
hand
the
home
plate
at
95
miles
an
hour?
How
fast
does
that
go
anybody.

We
play
a
lot
of
ball
final
thing:
we've
even
went
up
and
played
in
northern
Utah
against
the
Smithfield
Blue
Sox.
That
team
has
been
in
existence
as
a
City
team
for
a
hundred
and
ten
years
never
missing
a
year.
They
set
up
a
board
of
directors.
The
Rotary
Park
used
to
have
professional
baseball
down
there
with
the
wood
advertisements
on
the
sign
and
the
big
rodeo
bleachers
anyway.

soup
is
the
executive
director
of
the
Utah
Chiefs
and
if
the
president
excuse
me
in
tom
ross
that
his
chief
of
police
in
Bountiful
is
the
executive
director,
the
Utah
Chiefs
of
Police
Association
are
here
to
recognize
our
Police
Department,
we'll
get
into
that
in
just
a
little
bit.
But
they
are
an
organization
of
Chiefs
of
Police
and
organizations
all
over
the
state.
It's
a
prestigious
organization
and
they
are
put
together
to
build
the
programs
to
make
sure
that
the
officers
are
well
represented.
A
The
purpose
of
accreditation
is
to
demonstrate
that
the
department
is
employing
policies,
procedures
and
practices
that
meet
the
highest
standards
of
professionalism.
I
think
this
is
pretty
important
in
order
for
the
agency
to
become
accredited,
it
must
comply
with
158
standards
of
law
enforcement,
professionalism
set
out
by
the
Utah
Chiefs
of
Police
Association.
In
June
of
this
year,
the
Utah
Chiefs
of
Police
Association
said
authorized
representatives
to
work
with
our
force
and
to
check
on
our
force.

Ladies
and
gentlemen,
you
should
all
understand
what
a
significant
accomplishment
this
is.
There
was
a
lot
of
work,
a
lot
of
paperwork
and
a
lot
of
time
that
was
was
spent
on
this
very
worthy
goal
and
I.
Think
we've
seen
a
tremendous
just
goodness
and
strength
and
professionalism
come
from
our
Police
Department
was
just
earlier
this
year
that
this
same
organization
voted
one
of
their
peer
members,
our
chief
Darrin,
false
love.
A
As
Chief
of
Police
of
the
year-
and
that
is
not
by
accident-
that's
not
by
chance
that
comes
from
hard
work
and
from
tremendous
effort
in
doing
his
job.
Well
and
now
you
can
see
how
that's
reflected
with
the
tremendous
officers
we
have.
So
we
would
like
to
invite
mr.
Ross
and
mr.
Shoop
to
come
forward
and
they
can
present
this
honor
to
all
of
our
Police
Department.
We
would
ask
that
all
of
our
officers
that
are
here
to
please
come
forward
at
this
time
and
we'll
give
the
mic
to
mr.
Shoop
and
mr.
Ross.

We
represent
106
Chiefs
in
the
state
of
Utah,
and
our
accreditation
program
is
one
that
mandates
that
they
conform
with,
not
just
the
the
statutes
of
the
state,
but
also
the
city
policies
and
federal
mandates
and
our
Assessors
that
we
have
who
do
this
and
you
have
to
those
who
are
assessed.
Not
only
are
they
receiving
a
war,
but
you
have
two
individuals
in
the
city:
Adam
Ellison
and
she
falls
lift
that
are
also
Assessors,
so
they
will
help
assess
other
cities
when
they're
prepared.
This
assessment
is
they're
allowed.

Three
years
to
complete
this
assessment
chief
falls
the

his

Sorry
chief,
did
his
within
I
believe
it's
about
six
months,
which
means
that
took
a
lot
of
work
because
it's
hard
and
they
are
mandated
to
go
through
the
policies
and
make
sure
that
they
are
following
them
per
se
and
if
there's
something
that's
missing,
they
have
to
go
in.
They
have
to
correct
it.
The
Assessor
then
goes
through
and
make
sure
that
that
takes
place.

So
we're
very
happy
to
to
be
here
to
recognize
these
fine
police
officers,
many
of
them
who
are
involved
in
this
accreditation
process,
and
not
only
will
they
receive
an
award
this
evening,
but
they
will
have
a
sticker,
that's
given
to
them
by
the
Utah
Chiefs
of
Police
Association,
a
small
six-inch
sticker
that
they
can
place
on
their
car.
That
states
that
they're
an
accredited
agency
with
the
state
of
Utah.

are
not
the
only
organization
that
does
this.
Many
of
the
associations
throughout
the
country
have
this
same
process
and
they
recognize
their
departments
for
this
accreditation
process.
So,
having
said
that,
I'm
going
to
turn
the
time

Ross

Association

he's
going

it

recognizes

achievement

Police
Department

accomplished
under
the
direction
of
Chief

liffe.
Another
thing
that
you
should
know
as
well
as
he's
also
recently
joined
our
board
as
treasurer
and
we're
excited
to
have
his
input,
his
knowledge,
his
wisdom
and
he
will
play
a
Niva
and
even
growing
a
more
growing
role
in
our
association
helping
us
as
we
continue
to
move
forward
over
the
years.

can
imagine
in
today's
day
and
age
how
critical
it
is
for
law
enforcement
to
be
holding
ourselves
to
the
highest
standards,
to
make
sure
that
we
are
professional,
that
we
are
trained,
that
we
are
doing
the
things
that
our
communities
expect.
Our
citizens
demand,
and
it
is
through
processes
like
this-
that
we
are
able
to
say
American,
Fork,
Police
Department
is
accomplishing
that
and
is
setting
the
standard
and
I
think
that
is
something
for
all
of
your
residents
to
be
extremely
proud
of.

on

You
just
again
congratulations
to
our
Police
Department.
What
an
outstanding
group
of
officers
we
have
there
and
and
great
leadership
under
chief
aussolas
direction,
and
and
they
do
they
do
a
fantastic
job.
Recently
they
had
a
night
out
against
crime.
It's
the
annual
Night
Out
against
crime
that
they
invite
the
community
to
come
in
and
visit
with
the
police
department,
throw
balls
at
a
dunking
machine
and
watch
the
lieutenant's
go
under.

It
was
great
we're
having
a
lot
of
a
lot
of
participation
in
that
this
is
several
you
in
the
running,
and
we
will
continue
to
do
that
next
year
as
well,
so
that
was
on
August
7th.
There
were
other
participants
as
well:
the
Utah
Transit
Authority,
the
Highway
Patrol
was
there
and
the
County
Health
Department
all
had
booths.
The
fire
department
also
want
to
thank
them
for
their
participation,
with
that
it
was
a
great
event,
and
so
thanks
to
them,
we
also
had
a
fitness
center
of
member
appreciation
and
we
had.

There
tells
me
close
to
a
thousand
people
come
through
the
doors
there
and
they
served
850
hot
dog
meals.
So
I
don't
know
if
anyone
went
back
for
seconds
I,
don't
think
so,
but
they
could
have
but
it
you
know
they
had
a
raffle.
They
had
a
great
belly
flop
contest
and
a
bounce
house
and
different
fun
activities.

We
invite
the
community
to
attend
this
every
year
as
well,
and
so
it
was
a
great
success
this
year
and
please,
you
know,
go
get
your
membership
passes
at
the
fitness
center
again
and
we'll
have
this
same
event
next
year.
The
parking
lot
at
quill
Cove
is
finished
and
it
is
a
beautiful
parking
lot
and
we
want
to
thank
our
public
works
department,
specifically
our
streets
department,
because
they
paved
it
themselves
and
they
saved
a
lot
of
money.

By
doing
so
and
the
efforts
that
they
put
in
our
tremendous
and
it's
it's
it's,
it
saves
the
city,
a
lot
of
resources
that
we
can
use
elsewhere.
So
thanks
to
the
thanks
to
them,
and
finally,
I
just
want
to
report
that
our
longest
tenured
full-time
employee,
her
last
day
is
tomorrow
and
that
Shauna
Thomas
42
and
a
half
years
at
American,
Fork
City,
and
it
is
something
special
to
have
an
employee
that
stays
with
an
employer
for
forty
two
and
a
half
years.

a
big
honor

Shawna
she's
been
a
big
part
of
our
city.
I
know
she
did
a
key
lots
of
time
to
steal
days
for
many
many
years
as
well
as
an
employee,
so
just
all-around
involved
in
giving
back.

that's
that's
great
that
she
gets
a
chance
to
retire.
I
want
to
thank
mr.
Roberts.
Thank

all
your

dedication.

love
it
when
we
can
be
able
to
say
a
Highland
residence
here
being
able
to
help
us
out
and
I
was
at
the
recreation
programs
this
evening
with
my
kids
doing
soccer
and
left
straight
from
there
to
come
to
this
meeting
and
just
saw
the
baseball
going
on
it.
Beehive
as
I
drove
by
there
I
think
about
JC,
ballpark
and
I.

Had
a
member
of
the
community
pulled
me
in
and
showed
me
a
newspaper
clipping
letter
JC
ballpark
held
the
World
Series
one
year
for
the
nation
at
it
and
there's
a
lot
of
history,
maybe
with
baseball
and
everything
that
nature
got
a
baseball
for
my
grandfather.
He
passed
away
a
year
ago
is
96
and
they
gave
me
a
baseball
and
it
was
the
baseball
he
used
to
play
with
Don
Rotary
Park,
and
it
shows
how
old
that
Park.
Yes,.

That
was
the
place
where
he
tells
me
that
getting
horses
out
and
drag
in
the
field
and
things
of
that
nature,
with
horses,
so
kind
of
a
fun
thing.
So
thank
you
for
your
service
and
to
our
police
officers
were
huge.
Thank
you
really
love
seeing
the
opportunity
to
shine
and
the
show
forth
the
leadership.

there
within
the
department,
not
just
the
chief,
but
that's
all
the
way
down
and
the
dedication
to
I
would
say
helping
change
the
perspective
in
the
in
the
nation,
about
police
and
what
you
guys
can
actually
do
and
be
partners
in

community

so
I
love
that.
So
thank

on
that

dispatch
meetings.
They
want
to
give
back
to
the
communities
as
much
as
they
can.

they

be
a
part

any

our
city
celebrations

any

Cedar
Hills
has
already
had
theirs

not,

the
future
anything
we
have.
They
would
love

part

aware

dispatch
agency,
that
does
that
and
they
think
it's
important
to
show
that
unified
front
and
to
also
give
the
dispatch
there's
a
chance
to
network,
maybe
with
not
just
the
community
but
the
Public
Safety
officers.

you
wouldn't
mind
passing
that

the
fire
department
as
well,
that'd
be
great
also
that
opportunity
to
ask
them
about
the
second
tower
that
we're
trying
to
get
built
for
the
fire.
Hopefully
we'll

They'll
have
a
timeline
for
me
next
time
that
I
can
report
back
on,
but
I
see
that
being
crucial
as
it
was
hit
by
lightning
again
this
last
week,
and
so
we're
repeatedly
needing
to
make
sure
we
can
provide
our
paging
services
to
our.

EMS
and
Fire
had
a
great
meeting
with
the
North
Point
solid
waste
board.

appreciate
the
conversation
we
had
with
Republic
I
think
there's
a
lot
of
insight
that
can
be
provided
there,
so
David
I'd
love

maybe
talk
offline
or
any
other
council
members
about
the
issues
that
were
brought
up.

up
with
North
Point
can
the
same
strategy
with
Republic
and
would
love
to
just
maybe
have
that
conversation,

in-depth

was
the
right
place
or
time
given
what
we
had

good
news
is,
as
things
are,
going
to
Bayview
and
we're
starting
to
see
some
good
money
being
saved,

changing

waste
to
a
different
location
and
I'd

of
her
sons
have
had
a
significant
impact
in
my
life
and
I
know
that
comes
directly
from

teachings
of
their
mother
and

big
loss
in

went

executing
her
duties
to
perfection
as
a
mother.

committee
met

week

kind

starting

finalize
this
Veterans
Day
program.
Again
that

held

November
12th,

the
cemetery
and
I
think
there's
a
sign
over
at
the
recreation
center.
Maybe
a
couple

places
there.
A
history
pageant
will
be
taking
place
at

end
of
this
month
on
Saturday
the
25th
Monday,
the
27th
and
Tuesday
Tuesday,
the
28th.

a
great
little
activity,
come
and
learn
a
little
history
of
American
Fork
and
the
people
that
lived
here
it'll
be
held.

think
it's
from
6:00
to
9:00
each
evening
at
the
cemetery,
just
a
great
activity

everybody

community
of
all
ages,
and
we
encourage
people
to
go
there.

been
a
lot
of
time
and

work

effort

into
the
preparation
of
the
vignettes
and
the
different
things
that
they
do
just

it
was
released,
and
so
this
releases
the
balance
of
it
about
five
thousand
dollars
for
one
concrete
island
that
they
need
to
build,
that
we're
having
them
hold
off
for
a
reason,
legitimate
reason,
with
the
signal
coordination
and
in
their
durability
bond.
