I
I
C
I
For
me,
I
didn't
even
think
about
what
she's
saying
like
when
people
want
to
come
over.
All
these
neighbors
trailers
they're
running
some
of
them
have
a
business
and
its
business
license
out
of
their
their
homes,
and
they
got
trailers,
lots
of
them
trying
to
back
through
the
bike
lane
and
back
through
a
10-foot,
sidewalk
and
I.
Guess
the
sidewalks,
not
necessarily
as
much
of
an
issue
but
trying
to
get
stopped
in
that
lane
and
backed
up
and
stuff,
is
a
probably
a
pretty
decent
concern
that
we
should
take.
You.
C
I
So
that's
just
one
thing
that
if
there
is
a
reasonable
resolution
to
think
about
or
try
to
can
20
foot
bike,
lane
is
pretty
big,
I
mean
I
am
for
it,
but
I
don't
face
200
South,
because
20
feet
is
that's
huge
and
there
is
a
lot
of
biking
a
lot
of
biking
on
there,
but
maybe
I
visit
more
commercialized,
it's
gonna
be
less
biking
and
it
might
not
be
so
big,
so
could
be
room
for
for
parking.
Just
a
lot
of
concerns
to
think
about.
There
too,
thank.
E
Mr.
mayor
just
a
answer,
maybe
a
couple
of
questions
that
have
been
asked
tonight
and
I
want
to
emphasize
really
first
of
all
that
this
is
very,
very
preliminary,
as
I
mentioned
before
during
the
design
stage,
so
nothing
has
even
been
close
to
finalized.
Really,
all
we've
got
is
a
couple
of
draft
sections
that
we
wanted
to
look
at
and
discuss,
all
of
which
you
know
could
change
and
that's
part
of
why
we're
here
tonight
is
to
solicit
input,
and
this
has
been
some
great
great
input
and
great
discussion.
E
E
The
quarters
in
many
ways,
the
destination,
the
east
and
the
west
is
to
get
people
through,
and
so
we
did
envision
a
a
probably
a
higher
speed
limit,
at
least
to
look
at
then
the
25
miles
an
hour.
That's
in
the
core,
certainly
on
the
west
section.
I
think
that
is
something
that
we
would
absolutely
envision,
that
the
East
section
I
think
we
we
talked
about
that.
Maybe
it
would
be
begin,
don't
know
yet
so
we'd
have
to
look
at
that
see
what
it's
capable
of
you
know.
E
We
need
to
be
sensitive
to
and
being
considerate
of
the
existing
residents
that
are
out
there
and
yet
still
be
able
to
get
people
through.
So
it's
a
little
bit
of
a
balancing
act
and
that's
one
of
the
things
that
we'll
look
closely
at
and
make
sure
that
whatever
we
recommend
and
look
at
going
forward
with
that,
it's
safe
that
there's
enough
of
a
way
to
get
people
through,
but
then
make
it
so
that
people
who
are
out
there
can
do
things
like
back
their
trailers
and
safely
do
whatever
else
then,
and
access
it
safely.
E
E
Yes,
after
the
core
to
thee,
which
is
a
lot
of
the
discussion.
Some
of
the
comments
that
we
received
tonight,
some
of
the
the
the
folks
who
live
along
there
have
commented
tonight,
so
we
had
considered
and
are
looking
at
that
the
court
I
think
again
are
we're,
probably
looking
at
being
twenty
five
miles
an
hour.
E
I
think
the
West
section
we
feel
fairly
confident
should
be
thirty,
five,
the
east
section
again
debatable,
but
maybe
thirty
I
again
I,
don't
want
to
hate
to
just
threw
out
a
number,
but
that's
kind
of
what
we
were
we're
thinking
is
something
may
be
in
that
range.
But
again,
we've
got
to
look
at
it
further.
They.
J
E
If
it's
completely
stacked
up
yes,
but
a
lot
of
this
is
flowing
people
flowing
in
to
that,
you
know
going
35
from
the
West
going
there
and
then
turning
south.
They
go
home
north
to
the
business
district
north
to
the
train
station.
So
if
it
was
one
big,
continuous
thing,
yes
it
at
certain
times
of
the
day,
you
won't
be
able
to
go
the
speed
limit,
which
is
typical
of
a
lot
of
lot
of
places,
a
lot
of
streets.
E
Certainly,
when
signals
turn
red,
you
got
a
stop
and
that
you're
going
zero
and
so
I
mean
even
out
here
like
on
on
Main
Street.
It's
the
same
thing.
There
are
plenty
of
times
a
day
where
you're
not
going
the
speed
limit,
but
we
want
to
give
people
the
ability
to
go
that
speed
legally
as
long
as
it
can
be
done
safely,
and
that's
part
of
the
analysis
that
we'll
look
closely
at.
G
So
Stacy
Carter
again
so
as
we
were
talking,
our
biggest
problem
is
that
the
Southside
shows
the
buffered
trail
where
that's
everybody's,
leaving
instead
of
the
north
side.
So
if
you
were
to
switch
that
to
where
it
was
on
the
north
side
of
the
road,
it
would
eliminate
as
much
travel
for
us
to
get
out
of
our
driveways.
Does
that
make
sense?
G
So
if
this
was
north
and
that
with
south
we
only
have
four
feet
to
get
in
the
thing
and
after
our
curb
and
gutter
instead
of
28
feet,
because
we
are
gonna
have
to
wait
for
those
bikers
and
we're
not
we're
not
gonna
have
the
right
away.
They
will,
even,
though
we're
pulling
out
of
our
driveways
and
then
my
other
question
on
your
travel
lanes.
They
show
11
feet.
I
know
the
standard
generally
is
12.
G
I
know
you
can
get
it
in
11,
but
I'm
wondering
why
we've
shrunk
it
to
11
instead
of
a
12
or
a
14,
with
people
traveling
bikers
the
buffers
knowing
there's
residential
around
there
and
could
have
parking
and
whatever
with
it,
to
increase
that
a
little
bit
we're
gonna
have
people.
If
you
have
angle
parking,
we're
gonna
have
people
traveling
across
the
street,
we're
hoping
they're
the
at
the
crosswalks
in
the
intersections
and
not
running
across,
but
if
you
have
nowhere
to
go
in
your
11
feet
next
to
your
other
11
feet
car.
That's
it.
B
G
E
I
was
just
gonna
have
to
come
in
and
so
I
apologize.
First
of
all,
these
are
great
comments
and
I
appreciate
that
and
I
think
again,
the
location
and
the
trail.
Those
are
some
things
that
we
can
look
at
again
to
take
into
consideration.
Generally
speaking,
a
rule
of
thumb,
it's
not
hard
set
in
stone,
but
is
the
the
faster
you
want
people
to
go
the
wider.
The
lanes
should
be
if
you
really
want
them
to
go
fast,
make
that
lane
wider.
So
it
depends.
E
It
really
depends
on
the
the
location,
the
application
there
might
be
12
there
might
be
12
feet.
11
feet
is
very
appropriate.
We
want
people
to
be
able
to
get
in
and
out
of
here,
but
we
don't
want
them
zipping
up
and
down
too
fast.
There's
there's
difference
between
the
posted
speed
limit
and
sometimes
people,
it's
shocking,
but
they
don't
respect
the
posted
speed
limit,
sometimes,
and
so
there's
other
things
that
we
can
do.
E
G
G
West
so
I'm
like
it's
right
by
Jarrett's
house,
this
horn
sense,
we
have
several
people
and
I'm
hoping
they
would
come
that
are
down
that
road
down
five.
Seventy
that
have
big
trucks
for
their
business.
So
we
have
several
big
trucks
that
go
down
that
road
plus,
as
you
have
development,
they
won't
be
able
to
get
around
those
roundabouts
unless
they've
made
to
where
they
can
ramp
up
over
them.
So
that
was
a
big
concern.
If
they're,
it
said,
and
one
of
the
things
like
well
we'll
have
planted
trees
and
everything
in
that.
G
H
L
Again
my
Quran
as
we're
talking
about
second
South.
Could
we
have
a
little
bit
of
discussion,
maybe
from
engineering
about
seventh
west
and
what
the
city's
plans
are
on
seventh
West's,
as
it
travels
north
across
second
south?
Is
that
still
a
discussion
of
a
fly
over
the
tracks
and
a
fly
over
I-15
or
and
what's
the
timing
on
that
yeah?
You.
C
K
My
name
is
Tim
hunt
I
live
in
the
circle,
just
off
of
200
South
they're,
just
one
else
in
basically
so
one
of
the
thing
about
the
bike
lane
I
like
to
bike
a
lot
and
I
ride
through
that
area.
Actually
I've
stopped
right
in
there
cuz
it's
too
dangerous
with
all
the
road.
The
traffic
in
there
right
now,
but
so
I
do
like
the
idea
of
a
bike
lane,
but
I
would
promote
it.
K
On
the
other
side,
as
Stacey
was
saying
to
primarily
because
when
I'm
biking
I
do
not
like
biking
in
front
of
a
lot
of
driveways,
that's
a
really
dangerous
situation,
because
you
you
just
don't
see
those
scars,
and
there
are
that's
an
area
where
we
get
a
lot
of
there's,
probably
a
hundred
bikers
on
Saturday
through
there
easily
it's
a
common
route
that
people
like
to
take
so
and
peloton's
are
those
things.
I
mean
there's
a
lot
of
them
out
there.
K
H
C
C
C
Ladies
and
gentlemen,
we
welcome
you
this
evening
on
August
28
2018
to
the
American
Fork,
City,
Council,
Reger,
regular
session,
recognize
our
staff
and
then
and
various
members
of
the
public,
and
we
would
like
to
really
highlight
these
Goods
young
men
and
their
leaders
that
are
here
with
us
tonight.
We
look
forward
to
a
great
meeting.
C
The
agenda
has
been
posted
on
state
with
the
state
website
in
various
places
throughout
the
city,
and
we
will
follow
the
agenda
as
outlined.
We'll
begin
with
the
Pledge
of
Allegiance,
followed
by
a
prayer
by
councilmember
Christensen,
and
then
following
that,
I
will
conduct
the
roll
call.
If
everybody
would
please
stand.
C
H
J
Eternal
father
in
heaven,
we
are
so
grateful
for
the
chance
that
we
have
to
live
in
this
free
nation
and
this
great
community
we're
thankful
for
the
opportunities
that
we
have
to
make
choices
and
determine
some.
What,
if
our
destiny,
we're
thankful
for
the
freedom
that
we
enjoy.
We're
thankful
for
the
good
circumstances
under
which
we
live.
J
We're
thankful
for
the
opportunities
of
discussion
and
discourse
and
pray
for
thy
spirit
to
be
with
us
and
touch
us
this
night
that
we
may
have
civility
in
our
hearts
that
we
may
have
the
good
of
the
people
in
our
minds
and
in
in
our
hearts,
for
that
we
pray
for
their
spirit
to
be
with
us
and
protect
us
this
night
and
help
our
loved
ones
also
as
we're
away,
and
we
do
it
in
the
name
of
thy
Son
Jesus
Christ
amen.
Thank.
B
C
You
we
have
a
complete
member
of
council
tonight
and
we're
here
to
conduct
the
business
of
the
city.
We
will
start
off
with
a
20-minute
public
comment
period
if
someone
would
like
to
address
the
City
Council,
its
key
staff
on
any
range
of
topics
that
might
be
on
your
mind,
we'd
invite
you
to
come
forward
to
the
microphone
at
this
time.
State
your
name
and
we'd
love
to
hear
what
you
have
to
say.
Even
you,
young
guys
back
there.
M
Yeah
I
just
wanted
to
report
one
item:
the
tempo
get
special
service
district,
which
is
a
board
I
attend
and
participate
with.
We
were
able
to
come
to
an
agreement
and
secure
a
new
district
manager
for
the
district.
His
name
is
rich
Mickelson
he's
has
about
20
years
of
wastewater
treatment.
Experience
he's
coming
to
us
from
Brigham
City
treatment
plant
and
we're
really
excited
to
have
him
on
board.
M
He's
he's
gonna,
add
a
lot
of
breadth
and
depth
to
the
that
position
to
the
district
manager
position
so
right
off
the
bat
we're
tackling
the
phosphorus
rule
that
the
Division
of
Environmental
Quality
is
is
imposing,
and
that
would
limit
the
amount
of
phosphorus.
That's
discharged
out
of
the
treatment
plant
which
could
have
you
know
far-reaching
ramifications,
depending
on
what
those
limits
end
up
being.
M
The
district
asked
for
an
extension
to
that
to
those
limits
which
we
received
and
so
we'll
kick
that
down
the
can
down
the
road
probably
another
four
years,
but
it
is
coming
where
we
will
have
to
change
how
the
plant
operates
in
order
to
handle
the
phosphorus
removal
and
that
ultimately,
could
mean
increased
rates
for
all
of
the
users
within
DSS
d.
But
I'll
have
more
information
on
that
later,
but
just
wanted
to
let
you
know
we're
in
good
hands
now.
J
The
heritage
and
history
pageant
is
going
on.
I
missed
it
last
night,
because
I
was
sick
and
I
can't
be
there
tonight,
but
it's
always
been
a
beautiful
thing
and
I
am
so
glad
that
they
brought
that
back
it's
great
to
unify
the
commune
they
help.
People
understand
the
the
basis
of
why
we
do
some
of
the
things
that
we
do
and
the
people
who
have
gone
before
us.
As
far
as
the
committee's
are
concerned,
I
don't
have
anything
except
the
arts.
N
Man
as
well
I
love,
the
history
pageant
coming
back,
I
think
that's
a
great
use
of
some
of
our
cultural
dollars
that
we
have
with
us
being
funded
through
Park.
If
I
remember
right,
so
kids
have
a
chance
to
go
up
there
and
it
just
great
for
them
to
be
able
to
see,
learn
a
lot
looking
back
upon
history
and
a
lot
of
the
hard
times
and
sometimes
put
you
in
your
place
and
think
of
other
problems.
N
We
really
have
today
aren't
quite
as
bad
when
you
talk
about
being
able
to
go
to
your
fridge
and
push
the
button
and
fresh
water
comes
out
and
you
flush,
the
toilet,
don't
think
twice
about
it.
Right,
I!
Don't
have
to
worry
about
phosphorus
content,
because
someone
else
is
doing
that
and
it's
great
to
be
able
to
have
that
that
pageant's,
that's
great
as
a
side.
N
Note
I
know
councilman
Carroll
product
pour
on,
but
had
the
opportunity
to
attend
a
meeting
that
mayor
made
me
aware
of
and
that's
involving
the
qualified
Opportunity
Zones
and
that
was
put
on
by
the
government.
Governor's
go
ahead,
Department
and
that
was
great
to
be
able
to
attend
that
and
learn
a
little
bit
more
about
that.
So
it's
odd
to
report
man.
O
F
We'll
call
it
a
summer
break
I
also
wanted
to
report
on
the
history
and
heritage.
Pageant
I
had
a
little
bit
of
involvement
in
it
and
saw
some
of
the
things
that
were
going
on
and
and
I
was
there.
Last
night
there
were
two
to
three
hundred
people
there
I
would
guess
it's
hard
to
count
him
because
they're
moving
and
and
all
of
the
different
venues
and
stuff,
but
it
was
a
pretty
full
crowd.
Most
of
the
night
got
a
little
cool
later
on
last
year.
It
was
so
hot.
F
Her
committee
she's
the
chair
of
that
there
are
a
number
of
people
that
did
writing
of
those
vignettes
for
and
acting
and
stuff
and
as
I
was
there
last
night
and
walked
around
and
watched
some
of
the
stuff.
The
the
people
were
really
enjoying
it.
They
were
having
some
good
laughs
and
they
were
learning
some
good
lessons
and
everything
and
I
I
think
it's
it's
very
beneficial
for
our
community
I
think
it's
also
what
helps
make
American
Fork
American
Fork,
or
they.
F
P
H
D
Appreciate
taralyn
with
her
forgiveness,
on
the
notes
that
didn't
completely
note
the
be
that
was
my
first
30
minutes
in
the
meeting
and
I
appreciate
that
sorry,
but
I
I.
You
know
the
history
pageant
goes
without
saying
how
wonderful
it
is,
but
I
I
want
to
say
something.
The
cemetery's
been
near
and
dear
to
me
my
whole
life
and
I'm
from
the
time
that
I
was
a
just
a
little
boy.
M
D
Of
these
things
that
this
little
community
of
30,000
people
has
our
cemetery
is
definitely
a
gathering
place,
and
you
know
it's
it's
a
very
I.
Don't
know
our
cemetery
special
most
cemeteries
are
and
sacred,
but
we
have
so
many
things
that
so
many
people
have
come
together
and
made
a
difference
for
honor
cemetery
and
I.
Just
I'd
really
appreciate
all
the
time
and
effort
that
that
goes
into
the
work
there,
and
certainly
the
time
that
goes
into
the
pageant
and
the
different
things
that
take
place
just
it
does.
Q
C
In
my
opinion,
it's
and
I've
been
more
observant.
It's
become
very
personal
of
how
people
will
come.
There's
a
young
lady,
that's
just
a
little
over
from
where
my
mom
is
buried.
She
every
time
I'd
been
there.
Well,
maybe
not
every
time,
but
maybe
with
that,
except
maybe
a
couple
and
she
sits
down
rest
her
back
on
the
headstone
and
she
just
Christ.
This
is
her
father
and
her
father
is
somebody
that
we
knew
well
in
our
city
staff.
C
He
was
somebody
we
were
familiar
with
as
a
business
as
a
vendor
for
developers
as
an
engineer,
mr.
Vic
Hanson,
if
we
knew
Vic
Hanson
and
so
and
then
you
look
around
and
there's
somebody
over
here
and
there's
somebody
over
here
and
there's
little
bows
here
and
it's
just
a
special
place
and
so
I
just
appreciate
the
support
that
I
have
felt
for
my
city,
family
and
my
friends
throughout
the
the
funeral
of
my
mother
and
I've,
really
thought
you
know.
I
thought
I
spoke
in
her
funeral.
C
All
our
children
did
all
our
kids
and
and
I
thought
I'd
been
spending
and
I've
prepared.
My
whole
life
for
that
that
talk,
and
it
was
the
hardest
talk
I
ever
gave,
but
I
wanted
to
just
make
a
quote
in
her
behalf.
This
is
by
Abraham
Lincoln.
All
that
I
am
or
hope
to
be
I
owe
to
my
ancient
mother
and
she
was
a
wonderful
person.
C
She
raised
me
here
for
51
years
as
a
caveman
I
apologized
to
her
for
a
few,
the
gray
hairs.
I
might
have
caused
her
in
the
mid-80s,
but
I
think
she
forgave
me.
So
anyway
was
she.
She
was
raised
in
Spanish
Fork,
but
over
the
course
of
raising
her
family
American
Fork
became
her
home
and
so
and
when
she
passed
away,
it
was
a
really
easy
thing
and
I'll
get
the
opportunity
to
sign
the
deed
to
her
gravesite
and
that
that
will
be
a
special
moment
for
me
as
a
mayor
decide
the
deed,
her
property.
C
So
that
is
the
mayor's
report
apologize
for
getting
so
sentimental.
We
will
now
move
on
to
the
common
consent
agenda.
It
consists
of
two
items:
approval
of
the
August
7th
2018
work
session,
minutes
and
approval
of
the
August
14th
2018
City
Council
minutes
received
each
one
of
you
should
have
received
some
revisions
to
the
August
7th
work
session.
H
C
C
F
C
E
Mr.
mayor
members
of
the
council,
what
this
is
this
is
a
night
of
this
isn't
an
agreement
amendment
to
an
agreement
that
was
done
several
years
ago
to
build
a
part
of
the
road
that
is
on
the
north
side
of
this
subdivision.
The
original
agreement
included
them
building
that
road
getting
reimbursed,
but
for
variety
of
reasons
that
road
was
not
put
in
until
we
were
not
working
on
it.
E
P
E
A
very
big
question:
a
councilman
Carol
is
they
are
the
successor,
so
this
property
changed
hands,
actually
I
believe
twice
and
so
per
our
original
agreement
for
all
of
their
agreements.
They
are
a
successor
of
the
original
agreement
which
is
fieldstone,
so
we
verified
that
to
make
sure
that
all
of
those
are
in
order
in
terms
of
who
transferred
to
who
and
rights
development
rights
responsibilities,
credits
looked
into
that
to
make
sure
that
everyone
was
being
treated
fair
and
so
their
successor.
P
D
C
F
E
J
C
O
Mayor
and
council,
this
is
just
over
the
course
of
five
months
or
so
the
cemetery
committee
reviewing
the
bylaws
updating
them
just
kind
of
come
in
line
with
what
most
of
the
bylaws
are
for
a
lot
of
the
committees
and
subgroups
to
City
Council.
So
the
committee
cemetery
committee
does
an
outstanding
job
of
supporting
the
cemetery,
as
well
as
putting
on
two
very
significant
events:
the
Memorial
Day
and
Veterans
Day
programs.
They
do
now
starting
job
being
respectful
and
honoring.
O
Those
that
have
served
and
those
that
passed
on
in
this
it's
just
a
standard,
bylaws,
so
I'm
I,
know,
counts.
Councilmen
Barnes
has
been
very
involved
in
it
and
probably
has
a
lot
more
insight
than
even
I
since
I've
come
on
later
on,
but
we
can
both
between
the
two
of
us
answer.
Any
questions
in
your
house.
P
N
We
common
I
had
is
just
as
we
look
at
that
second
paragraph:
under
appointment
and
membership
talks
about
board
members
will
be
appointed
by
the
mayor
and
ratified
by
the
City
Council
didn't
know
if
there
would
be
any
heartburn
changing
ratified
to
with
advise
and
consent.
It
seems
to
be
that's
more
typical
of
what's
using
our
agreements.
N
Past
we've
had
some
confusion
in
our
agreements
from
different
boards,
using
different
language
about
the
appointment
process,
and
so
just
trying
to
keep
that
congruent
through
all
of
our
committees
is
all
the
appointments
happen
with
the
advice
and
consent
probably
means
the
same
thing,
except
when
someone
interprets
it
to
be
different.
So.
N
R
N
Had
one
member
of
the
committee
that
was
being
called
up
and
it
was
in
question
when
it
was
going
to
the
parks
committee
because
of
trail
support
or
something
like
that
back
in
the
day-
and
there
was
some
confusion
about
how
it
was
written,
so
I
think
if
we
can
kind
of
keep
our
documents
the
same
when
I
was
gonna.
Mention
is
we've
talked
about
this
in
the
past.
N
D
D
N
N
D
F
N
Forget
I
said
on
some
committees
outside
the
city
right
and
hate,
the
name
on
when
I
won't
because
I
don't
want
to
shame
them,
but
you're
begging
people,
and
these
are
significant
committees
that
have
to
do
with
life-or-death
situations,
and
you
can't
even
get
a
committee
there,
because
there's
for
lack
of
better
term
dead
weight,
so
they
count
towards
the
quorum
requirement.
But
if
you
could
get
rid
of
them,
that
lessens
your
quorum
requirement.
N
Does
that
make
sense
so
the
business
could
still
be
conducted
without
that
dead
weight
being
there,
and
so
it's
almost
like
the
same
people.
I
kid
you
not.
You
know
we're
calling
people
fifteen
minutes
after
the
hour
you're
supposed
to
start
to
say:
hey.
Can
you
just
jump
on
so
we
can
actually
conduct
the
business
of
the
the
committee
and
I
know,
there's
a
few
in
the
city
that
are
that
way
right
now
that
I
know
I'm
involved
with
neighborhood
preservation.
N
D
D
N
P
C
Let
me
ask
do
we
do
we
feel
like
it
needs
to
be
kind
of
a
boilerplate
for
all
committees
or
I
mean
because
I've
served
on
this
committee
for
probably
three
or
four
years
you've
served
on
it.
Since
this
committee
does
not
have
a
problem
with
people
showing
up
period,
end
of
discussion
I'm
just
saying:
are
they
all
the
same?
I'm
just
posing
the
question,
and
maybe
there
should
be
some
boilerplate
on
the
standard
and
much
like
we
did
with
the
ratified,
but
but
this
one
people
actually
enjoy
being
there.
It's
feel
very
productive.
F
They're
definitely
not
and
the
nature
of
the
beast
attracts
different
people,
I
think
it's
what
I'm
hearing
I've
seen
it
on
some
of
the
other
committees,
where
it
is
a
little
harder
to
get
the
people
there.
So
I
understand
what
everybody's
saying:
what
if
we
did
something
like
within
a
year,
they
need
to
attend
75%
of
the
regularly
scheduled
meetings,
because
then
it
leaves
it
flexible.
F
Depending
on
how
many
meetings,
each
I'm,
trying
to
get
away
from
missing
two
or
three
meetings
is
what
I've
tried
to
get
away
from
and
see
if
we
can
get
some
kind
of
a
percentage.
I
think
the
committee
this
committee
would
be
okay,
we'd
like
to
you,
know,
get
a
rewear
written
if
we
do
make
a
change
and
take
it
back
to
them.
Obviously,
but
this
is
a
good
functioning
committees
and
some
of
the
others
kind
of
come
in
and
out.
F
We
all
know
that,
and
it
depends
on,
depends
on
what's
going
on
and
who's
on
it
and
a
lot
of
other
things,
but
I
think
it
would
be
nice
if
we
got
some
kind
of
for
lack
of
a
better
two
words
uniform
standard
from
committee
to
committee
so
that
we
can't
be
what's
the
big
word.
Capricious
arbitrary
and
capricious
I
thinks
the
words
they
like
to
use.
I
think
we
want
to
stay
away
from
that
and
that
it's
kind
of
almost
said
something
I
shouldn't
have
said:
that's
the
kind
of
everybody.
F
P
D
F
D
A
R
A
R
I
could
just
maybe
give
a
couple
of
thoughts.
Attendance
is
an
important
factor,
but
I
think
there
are
other
reasons
why
you
may
want
to
replace
a
committee
member,
that's
independent
tendons.
There
are
times
where
committee
members
are
just
not
good
for
the
committee
and
so
I
think
there
are
almost
minutes
kept.
So
if
there
was
ever
a
concern
that
is
brought
by
the
chair
person
to
you,
you
just
had
advised
the
mayor
may
replace
the
committee
member
at
any
time
as
he
deems
necessary.
R
R
It
says
a
members
office
automatically
becomes
if
the
member
establishes
residents
outside
the
city
or
lives
outside
city
boundaries
for
more
than
60
days,
and
the
members
office
automatically
becomes
vacant
if
they
miss
more
than
25%
of
schedules.
And
if
you
have
a
rubric
for
attendance,
I'm
just
wondering
if,
if
you
want
a
little
bit
more
flexibility
because
of
the
different
nature
committees,
there
might
be
someone
who
just
has
a
health
concern
or
something
that
does
make
their
attendance
more
limited.
R
R
R
R
N
I,
like
the
way
we
have
it
there
I,
don't
you
have
an
ability
of
pulling
that
up,
been
laying
it's
the
park
website
and
you
go
under
the
resolution.
But
you
know
item
5,
a
B
and
C
I.
Think
those
three
items
actually
worked
really
good
and
we
talked
about
it
before
I've
only
seen
one
time
whether
they
would
become
an
opportunity
where
I
got
worried
with
the
committee
member.
N
Some
of
their
personal
life
wasn't
necessarily
in
line
with
a
lot
of
things
that
the
community
would
represent.
I'd
see
that
being
an
opportunity,
but
the
problem
was
the
committee.
I
was
serving
on,
didn't
have
any
of
that
language,
and
so
that
was
the
big
question,
and
so
we
call
kind
of
just
grit
our
teeth
and
made
our
way
through
it
and
that
individual
served
on
numerous
committees
throughout
the
the
city.
So
it
wasn't
just
one
committee
that
had
that
issue,
so
I'm
gonna
take
a
stab
at
a
motion.
J
J
Other
committees
that
I've
served
on
course
haven't
served
on
this
one,
but
you
feel
an
unexpired
term,
and
then
you
may
take
your
own
term,
which
keeps
the
staggering
the
way
it
was
done,
because
if
you
had
several
people
leave
at
the
same
time,
then
suddenly
you'd
have
a
whole
bunch
of
new
board
members
who
all
expired,
or
their
terms
expired
within
three
years.
So
they
could
fill
the
unexpired
term
and
then
be
eligible
for
a
new
term
of
their
own.
N
And
want
to
overcomplicate
Athena
moves
up
a
thing
that
we've
talked
about
for
many
years
and
that's
trying
to
get
all
these
to
be
somewhat
similar
because
it
gets
very
confusing
as
to
who
does
what,
when
I'm
gonna
take
a
stab
at
emotion.
If
I
don't
means,
is
it
perfect,
so
open
for
additional
comments
and
things
of
that
nature,
but
I'll
make
a
motion
to
approve
the
cemetery
committee
bylaws
with
the
following
changes
under
appointment
and
membership.
N
C
P
D
D
Did
this
with
the
article
all
washed
for
her
to
live
in
Orem
and
again
trying
to
get
someone
to
come
and
stay
on
the
Arts
Council
was,
it
was
difficult,
so
I
know
I
think
they
ought
to
be
in
America
before.
But
but
you
know
to
that
point
it
should
we
provide
you
with
the
mayor,
look
at
the
advice
and
consent
of
the
City
Council,
if
someone's
outside
the
city,
boundaries
I.
F
H
F
C
J
Maybe
I
didn't
explain
it
right.
Maybe
you
didn't
like
it
I
liked
the
idea
of
having
if
someone
has
a
vacancy,
if
someone
resigns
moves
out
of
the
city
gets
sick
or
something,
and
they
replace
that
person
that
the
replacement
would
fulfill
the
remainder
of
that
term
instead
of
be
appointed
for
three
years
from
that
time,.
C
J
F
C
F
F
But
this
is
what
makes
this
city
this
city
is
that
we
can
come
together
and
have
discussions
like
this
different
points
of
view
and
come
to
a
conclusion
of
an
agreement
of
what's
good
for
the
city,
for
you,
Scouts
for
your
parents
and
for
everybody,
the
eltz
that
lives
here
to
try
and
make
and
keep
this
the
best
city
we
can
and
I
know.
This
is
boring
to
see
it.
But
this
is
what
local
city
government
is
all
about.
In
many
many
ways.
C
You
guys
are
coming
from
so
I.
You
know,
I'm
going
to
I
think
this
is
appropriate
to
ask
me
if
we
could
reflect
on
each
of
our
committees.
Let's
take
a
look
at
those
bylaws
and
try
to
bring
them
back
and
we'll
we'll
bring
some
of
this
language
back
into
some
of
the
other
committees
as
well.
I
could.
K
C
C
R
Q
You
were
right,
but
that's
that's
a
great
question
there.
The
reason
that
we
did
it.
The
way
that
we
did
was
that
they
also
have
another
agreement
for
dark
fiber
lease
and
I
wanted
those
to
match
so
that
they're
really
going
to
need
access
into
our
network
operation
center
for
the
term
of
that
dark,
fiber

So
we
just
that's
why
we
did

five-year.

item

Five
is
a
review
and
action
on
an
ordinance
repealing
and
replacing
section
6.04
0.180
of
the
city
code
relating
to
disturbing
the
peace
caused
by
a
nuisance
animal
by
nuisance
animals.
This
is
something
we
had
in
our
work
session
this
last
week.
Any
questions
for
Tim
Tim.
N
I
got
one
I'm
sorry
I
had
party
has
that
on
Saturday
on
Sunday
and
someone
can
say:
hey
I've
got
this
neighbor
and
that
this
these
dogs
stays
plural
and
they
poop
all
along
the
fence
line
and
I
can't
even
enjoy
my
backyard
property.
So
here
talks
about
you
know
having
that
issue
when
it
hits
their
property
line,
but
is
there
anywhere
with
this
or
somewhere
else
where
that
would
be
able
to
address
something
of
that
nature?.

their
right
to
choose
this
for
their
financial
guarantee,
this
method
of
guaranteeing
that
the
infrastructure
is
put
in.
We
