Yes,
Madam
president,
after
further
discussion
and
consultation
with
our
board
attorney,
the
Amendments
that
were
to
be
discussed
under
item
7.03
on
today's
agenda
are
more
appropriate
to
be
discussed
in
February
as
the
board
conducts
Final
deliberations
on
the
fiscal
year.
2024
budget
recommended
by
the
superintendent
as
such
I
moved
that
we
strike
item
7.03
from
today's
agenda.
Second,.
C
D
So
you
know
we
are
always
endeavoring
to
make
our
process
more
transparent
to
let
the
general
public
know
what
we're
up
to
and
as
far
in
advance
as
possible,
and
so
that
was
sort
of
the
rationale
behind
initially
wanting
to
do
this
today,
so
that
it
would,
it
would
just
be
out
there
longer
for
the
public
to
to
consider
all
three
of
the
Amendments
that
were
to
have
been
discussed
today
have
been
through
budget
committee,
and
so
whether
you
know,
obviously
we're
not
going
we're
likely
not
going
to
be
doing
this
today,
but
in
February
they
will
be
presented
to
the
public
as
amendments
that
have
already
been
through
budget
committee,
with
the
recommendation
of
the
budget
committee
as
a
whole
and
will
be
presented
to
the
public
as
such
and
at
that
time,
and
so
I
just
wanted
to
discuss
why
it
was
initially
on
here.
D
But
you
know
whether
it's
now
or
in
February,
they
will
be
taken
up
as
as
initially
intended
with
the
budget
committees.
Blessing
I
should
also
make
note
for
the
general
public.
D
Just
to
understand
that
you
know
the
board
or
the
budget
committee
does
look
at
the
board's
office
budget
in
the
fall,
and
so
that
was
the
other
reason
to
to
say
well,
if
we're
already
doing
this
looking
at
it
line
item
by
line
item
in
the
fall,
we
might
as
well
address
members
interests
in
and
changing
routes
and
things
or
adding
to
the
budget
as
a
whole.
That's
under
the
the
board
office
so
just
wanted
to
give
the
for
those
out
there
and
those
listening
at
home
some
background
and
yeah.
E
C
C
G
H
I
All
right,
so
the
board
will
award
educator
of
the
month
to
Miss
Lydia
teal.
Oh.
C
H
So
it
is
certainly
my
pleasure,
ladies
I'm,
a
teacher

a
trusted
leader
that
always
provides
reasonable
Solutions
and
is
a
problem
solver
in
group
discussions.
Lydia
teal
always
manages
to
keep
learning
fun
for
her
students
and
takes
extra
steps
to
include
current
events
into
her
lessons.
She
gives
brain
breaks
and
has
established
a
classroom
that
engages
her
students.
Ms
teal
is
a
member
of
several
committees
within
the
school
and
is
an
important
member
in
helping
to
establish
drama
club.
H
She
took
the
lead
in
creating
a
team
of
other
teachers
to
help
cast
and
run
through
teaching
students
their
lines
for
a
school
play,
She's
also
a
talented
dancer
and
has
taken
aspect
of
her
personal
experience
to
help
create
engaging
school
plays.
The
drama
club
has
been
a
success
the
last
three
years,
and
this

professional
demeanor
in
her
classroom
and
school
building.
She
has
looked
upon
as
the
leader
in
both
academic
and
professional
expectations.
H
Ms
Teal's
classroom
is
what
can
be
described
as
a
well-oiled
machine.
She
has
high
expectations
for
her
students,
yet
takes
the
time
to
teach
them
what
they
need
to
reach
those
expectations
from
a
Central,
Elementary,
School

Miss

the

is
always

and
kind-hearted.
She
never
loses
patience
with
the
students
and
acknowledges
the
students
with
individuality.
H
She
makes
sure
everyone
has
time
to
share
their
ideas
in
a
space
that
feels
respectful
and
safe.

Okay,
as
we
know,
all
knowledge
is
connected
to
all

The
fun
is
in
making
the
connection.

O
Thank
you
good
evening
or
afternoon.
My
name
is
Ethan
Schofield
and
I'm,
a
senior
at
Southern,
High
School
and
an
officer
of
the
Southern
FFA
chapter.
However
I'm
speaking
to
you,
as
today,
an
arm
Bureau
Ambassador,
the
AG
Explorer
Program
being
discussed
today
is
important
for
the
continued
growth
of
the
AG
science
pathway
at
Southern,
High
School,
and
for
a
continued
growth
of
young
people
in
the
agricultural
industry.
The

at
the
middle
school
currently
has
20
students
enrolled
in
their
trial
program
through
continued
funding
and
full
implementation
of
this
program.
O
Opening
this
program
at
Southern,
Middle
School,
will
allow
the
entire
Southern
cluster
earlier
access
to
AG
education,
where
we
can
foster
their
desire
to
lead
and
make
an
impact
in
the
communities
and
world
I
guarantee
that,
once
you
see
the
success
that
this
program
can
have,
you
will
want
every
student
in
our
school
system
to
have
access
to
the
case
complete
or
pathway.
This
program
has
allowed
me
the
opportunity
to
be
a
leader
and
compete
nationally
twice
in
two
different
fields
of
study:
AG
technology
mechanics
as
well
as
farm
and
AG
business
management
through
networking.
O
H
Thank
you,
Mr,
Schofield
and
I.
Don't
believe
that
I
see
that
we
have
any
other
folks
speaking
today.
So,
ladies
and
gentlemen,
that
does
conclude
our
virtual
public
comments
today.
Thank
you.
C
Thank
you.

Mr

You
can

me
if
you
have
questions,
and
you
can
also
contact
me
if
you
would
like
to
volunteer
for
our
committee
we'd
like
to
speak
a
little
bit
about
Transportation
issues.
Transportation
issues
are
still
an
ongoing
issue
for
our
parents,
as
we
head
into
the
second
quarter,
relying
on
parents
to
find
ways
to
transport
their
students
lacking
bus
service
is
leaving
parents
and
students
in
a
chronic
stressful
state,
which
is
unsustainable
in
the
long
run.
Our
most
vulnerable
families
continue
to
be
the
most
affected
by
these
issues.
P
P
Elections
are
coming
up.
Tuesday,
November,
8th
and
accpta
would
like
to
encourage
everyone
to
go
out
and
vote.
When
voting.
Please
remember
to
vote
to
make
the
changes
you
would
like
to
see
in
education.
It
is
important
to
let
our
government
leaders
hear
our
voices
and
to
place
education
at
the
Forefront
of
local
state
and
our
national
legislation.
P
As
always,
we
encourage
and
challenge
each
of
our
board
members
to
join
a
PTA
and
maybe
even
attend
a
PTA
meeting.
If
you
have
the
opportunity
so
that
you
can
first
see
firsthand
what
the
issues
are
in
our
communities
I.
Thank
you
again
for
letting
me
speak
and
for
allowing
this
time
with
PTA.
Thank
you.
C
Okay,
that
brings
us
to
item
4.02.
The
president's
report-
I
have
a
few
things
I
want
to
mention
today.
I
was
pleased
to
be
invited
to
be
included
as
a
representative
of
the
board
of
education
on
a
meeting
of
the
County
of
The
Advisory
Group
for
plan
2040
of
the
county
on
October
22nd.
It
was
a
valuable
opportunity
to
be
a
part
of
the
larger
discussion
about
the
process,
going
forward
to
enact
the
plan
and
make
sure
that
the
voice
of
our
schools
and
Educators
and
staff
and
administrators
was
heard.
C
So
thank
you.
I
was
also
delighted,
along
with
Mr
silkworth,
Ms,
corcadel
and
Ms
Dent,
to
attend
an
event
put
on
by
leadership,
Anne
Arundel,
which
had
as
its
Central
speaker
Dr
Bedell
and
was
a
wonderful
opportunity
for
Dr
Bedell
to
meet
yet
more
leaders
and
those
who
are
active
throughout
the
county
and
a
thank
you
to
Ms
Elaine,
Shanley
and
Miss
Chris
Chris
shock,
who
put
that
together.
C
I
was
also
pleased
to
attend
an
opening
event
on
October
29th
at
Maryland
Hall
for
a
project
spearheaded
by
Ms
Encarnacion
and
Miss
Jackson
under
the
guidance
of
Mr
gelinus.
At
the
Annapolis
High
School,
the
first
family
reunification
event,
there
is
a
wonderful
exhibition
now
in
the
cafe
at
Maryland
Hall,
which
includes
artwork
and
other
work
done
by
families,
and
these
are
families
of
students,
largely
in
the
English
language
learner
program
at
Annapolis,
High,
whose
families
have
been
separated
for
lengthy
periods
of
time.
C
For
various
reasons
and
there's,
some
I
recommend
to
everyone
an
opportunity
to
look
at
some
of
the
work
that
was
produced
by
these
families
as
they
work
to
reunify
as
families.
After
a
long
and
stressful
times,
apart
and
I
thank
Mr
gelinus
and
the
staff
at
Annapolis,
High
For
spearheading
This
work.
C
Finally,
Dr
Bedell,
Mr,
silkworth
and
myself
were
able
to
attend
the
Annapolis
Port
marker
ceremony
yesterday
in
Annapolis
marking
Annapolis
as
a
UNESCO
site
of
memory
as
one
of
the
major
ports
where
individuals
who
were
kidnapped
from
Africa
were
brought
and
enslaved.
Here
it
was
a
powerful,
powerful
ceremony
and
I
think
we
were
all
very
pleased
to
see
a
number
of
students
from
Annapolis
High,
School
and
Annapolis
Elementary
in
attendance.
C
I
want
to
give
a
particular
shout
out
to
Mr
Will
Roll,
who
did
basically
a
one-man
show
as
Wiley
H
Bates,
which
I
think
the
students
found
captivating
I
know
I
did
and
there
will
be
I
believe
further
events
in
the
city
of
Annapolis
when
the
markers
are
actually
unveiled
on
the
at
the
actual
Central
downtown
Port.
So,
but
we
were
all
grateful
to
be
included
in
that,
so
those
have
been
some
of
the
activities
over
the
last
couple
of
weeks.
Thank
you
for
that.
Okay.
So
now
we
move
on
to
item
4.03.
Q
Good
afternoon,
everyone
Dr
Tobin
Mrs
sick,
well,
Dr
Bedell.
Thank
you
all
for
indulging
in
a
powerful
meeting
that
we
had
yesterday
with
the
policy
meeting.
Mrs
Ortiz
has
always
led
a
very
entertaining
I
should
say
if
not
least,
a
meeting
we've
completed
our
time
yesterday
in
47
minutes,
I'm
always
excited
when
we
could
be
under
the
one
hour
mark.
So
thank
you,
Miss
Ortiz.
More
importantly,
we
did
cover
two
policies
that
you
are
going
to
see
going
to
move
forward
into
getting
into
circulation.
Q
One
is
The
Whistleblower
protection
act
as
defined
by
the
Maryland
public
school
system.
So
it's
not
one,
that's
going
to
be
controversial,
but
it's
just
one
that
is
mandated
by
the
state
policy.
So,
as
you
see
that
circulating
it's
moved
forward
to
go
toward
the
board.
Please
provide
your
comments
as
always
in
the
manner
of
which
is
Guided
by
a
policy,
and
the
last
one
was
talking
about
the
military
service
as
it
pertains
to
our
Educators,
who
are
also
part
of
our
military,
which
makes
me
very
happy.
Q
But
one
of
the
things
that
the
policy
does
do
is
it
allows
you
that
if
you
do
have
to
serve
your
country,
you
will
be
able
to
come
back
in
a
level
that
you
were
previously
and
includes
all
of
the
promotions
that
you
would
have
achieved.
Had
you
not
been
away
serving
your
country,
so
that
makes
me
feel
really
excited.
Q
So
I
was
excited
to
see
that
one
move
out
of
committee
into
the
board,
and
last
but
not
least,
we
are
getting
ready
to
for
to
post
the
final,
the
very
final
agenda
for
the
policy
committee
that
we
are
going
to
be
looking
at
for
fiscal
year
23..
So
no
other
changes
should
be
annotated.
Q
So,
as
of
the
December
first
Tuesday
meeting
in
December,
we
should
have
everything
on
the
the
agenda
and
no
one
should
have
any
other
changes
and
you
will
see
what
we're
going
to
go
through
for
the
end
of
the
year
so
subject
to
that
you're
in
any
other
questions.
That
concludes
the
policy
update.
Thank
you.
C
Thank
you.
Thank
you,
Ms
Dent.
Yes,
a
very
efficient
meeting.
Thank
you.
Okay,
saying
no
lights.
We
will
move
now
to
presentations
item
5.01,
the
superintendent's
update,
Dr
Bedell.
I
Thank
you,
madam
President.
We
have
a
slide
deck
of
here.
We
go
so
just
I
wanted
to
give
everybody
just
some
updates
on
what
has
occurred
over
the
last
couple
of
weeks.
As
you
all
know,
I
was
not
here
for
the
last
board
meeting
because
of
surgery
but
started
working
a
week
after
surgery
concluded.
So
there
are
some
things
that
we
were
able
to
knock
out
and
I
want
to
just
update
the
board
in
the
community
on
some
of
these
items.
I
First
and
foremost,
I
always
provide
a
transportation
update
and,
as
I've
said
to
you
all
we're
going
to
always
operate
with
with
honesty
and
transparency.
The
number
of
persistently
down
routes
remain
constant.
We
also
know
that,
as
we
have
entered
into
the
flu
season,
RSV
and
even
with
some
covet
cases
increasing
that
it
increases
down
Route.
So
there
are
times
when
some
routes
that
actually
have
been
running
constantly
where
a
bus
driver
will
call
in
and
that
ultimately
increases
the
number
in
the
aggregate.
As
of
today,
we
have
67
bus
driver
vacancies.
I
45
drivers
are
currently
in
training.
We
know
that
there
is
generally
a
25
chance
to
you
know,
maybe
in
that
range
25
to
50
chance
that,
hopefully
we
can
get
half
of
those
going
through
training
to
pass
all
of
the
requirements
so
that
they
can
become
permanent
drivers
for
the
school
district.
Additionally,
we
talk
to
you
all
about
this
emergency
procurement
process
that
we
put
out
for
vans
that
has
concluded
the
bids
are
being
reviewed.
Now
we
plan
to
bring
to
the
board
at
the
November
16th
meeting.
I
You
know
our
our
selection,
so
we
can
move
forward
with
working
that
plan
out.
The
ultimate
goal
is,
as
I
said
earlier,
we
cannot
allow
for
the
same
families
to
be
impacted
without
transportation,
for
the
entirety
of
the
school
year
and
I
made
that
very
clear.
I
So,
at
the
turn
of
the
second
semester,
there
will
be
families
that
did
not
have
transportation
that
they
will
have
routes,
and
then
there
will
be
some
families
that
have
had
transportation,
that
they
won't
have
routes,
but
we
hope
will
be
able
to
do
with
the
Vans
is
minimize
the
amount
of
interruption
that
we
have
to
have
for
four
families
and
and
really
soften
that
blow,
as
we
continue
to
look
at
alternative
ways
to
provide
transportation
for
our
students
next
slide.
I
So
I
just
want
to
constantly
remind
everybody
that
we
are
still
matriculating
through
the
100
day
entry
plan,
it's
important
for
everybody
to
just
remember
that
I
didn't
start
until
the
8th
of
August
I
also
lost
some
time
with
the
surgery.
So
this
100
day
entry
plan
is
going
a
little
bit
longer
than
it
normally
would
go.
Generally
by
this
time,
if
I
would
have
started
on
July
1,
there's
an
update
that
normally
would
have
been
presented
to
the
board
about
what
I
have
discovered
during
the
first
100
days.
I
But
we
also
have
Audits
and
things
of
that
nature
that
we're
still
working
through
on,
and
we
have
a
tremendous
amount
of
other
areas
of
focus
that
I'll
talk
about
in
a
second
just
to
remind
everybody
of
the
five
goals
and
these
five
goals,
because
this
is
year
one
for
me
as
a
superintendent.
The
superintendent
evaluation
is
actually
aligned
to
making
sure
that
there's
a
proper
execution
of
what
we're
doing
in
this
strategic.
I
In
this
entry
plan,
the
relationship
of
District
governance
and
and
really
making
sure
or
that
we're
creating
a
transparent,
trusting
and
collaborative
working
relationship
to
have
this
strong
focus
on
curriculum
and
instruction
and
assessment.
So
we
want
to
make
sure
that
we
are
closing
gaps
and
that
we
are
looking
at
data
in
a
way
that
allows
for
us
to
make
the
most
fiscally
responsive
decisions
to
ensure
that
we're
moving
our
school
district
from
good
to
great
and
then
looking
at.
How
do
we
provide
service
from
central
office?
I
What
is
our
customer
service
model
like
here
and
how
do
we
provide
first
class
support
and
service
to
students,
schools,
parents
and
the
aacps
community
and
I?
Think
a
lot
of
that
is
just
being
honest
with
the
community
about
where
we
are
some
of
it's,
not
good
news,
but
at
least
people
know
and
they're,
not
blindsided.
While
we
work
to
fix
some
of
these
things
like
transportation,
to
create
a
culture
of
trust
through
action
with
aacps
members.
I
There's
a
lot
of
people
in
central
office
right
now
because
of
the
vacancies
that
are
actually
in
schools,
teaching
so
they're
teaching
in
schools,
while
they're
also
assuming
their
responsibilities
here
in
central
office
and
there's
a
lot
of
people
just
going
above
and
beyond,
to
make
sure
that
what
happens
in
the
schools
is
is
a
positive
experience
for
our
kids,
so
I
just
want.
You
know
to
show
our
appreciation
and
I
think
that's
something
that
you
all
will
see
from
this
board.
I
That
they've
already
started
to
demonstrate,
just
even
with
the
virtual
days
that
we're
going
to
do
in
Thanksgiving
and
there's
some
other
things
coming
on
the
pipeline.
That
I'm
not
allowed
to
talk
about
right
now.
That
will
show
greater
appreciation
over
time
for
our
Workforce
and
then
the
last
one
is
establishing
Trust
Confidence
from
the
community
at
large,
so
just
really
building
allies
in
our
community
and
creating
potential
people
or
organizations
that
may
have
gripes
with
the
school
district.
How
do
we
turn
those
people
into
allies?
I
One
of
the
things
that
I've
learned
you
can
go
to
the
next
slide.
One
of
the
things
that
I've
learned
in
in
these
first
two
and
a
half
months
or
three
months
of
doing
this
work
is
while
there
are
a
lot
of
groups
out
here
that
have
their
own
agendas.
Everybody
pretty
much
has
one
thing
in
common:
they
all
want
for
their
kids
to
be
able
to
learn
in
a
barrier-free
environment
and
it
don't
matter
what
your
position
is
or
matters.
I
So
we
have
to
look
at
the
things
that
we
have
in
common,
rather
than
the
things
that
we
always
are
opposing
each
other
against
to
work
together
and
with
that
I've
had
a
chance
to
meet
with
the
Coalition
for
lgbtq
plus
students,
I've
met
with
moms
for
Liberty
I've
met
with
NAACP
members.
The
superintendents
team
invite
teen
advisory
I
met
with
them
yesterday.
I
That
was
phenomenal
and
we
even
had
Chester
County
super
Pennsylvania
superintendents,
who
came
here
to
learn
about
what
we're
doing
here
in
our
school
district
as
a
part
of
their
professional
development,
and
they
had
an
opportunity
to
learn
what
some
of
the
things
we're
doing
next
slide.
So
this
is
where
we
are
at
the
point
where
we're
getting
close
to
concluding
the
work
that
needs
to
be
done
in
our
100-day
plan,
so
we're
getting
ready
to
engage
in
listening
and
learning
tours
that
will
start
on
November
28th
and
we'll
go
through
January
11th.
I
These
meetings
generally
will
start
at
six
o'clock
and
we'll
conclude
at
7
30,
and
what
I
have
asked
of
our
board
working
with
their
constituents
is
to
let
people
know
like
I,
don't
start
at
5,
59
and
I.
Don't
start
at
601,
I
start
at
six
o'clock
on
the
dot
and
we're
out
at
7
30.,
and
so
we
want
people
to
know
that
if
they
can
get
there
by
six
great,
but
we
will
move
forward
because
there
are
a
lot
of
opportunities
for
people
to
hear
the
vision,
mainly
for
people.
I
I
want
to
introduce
people
to
who
I
am
and
what
I
plan
to
do
as
a
leader
in
this
school
district
working
with
this
community
to
make
it
a
great
School
District
we
will
allow
for
small
group
breakouts,
and
what
we
want
to
hear
from
everybody
is
what
are
the
strengths
of
the
school
system?
I
What
are
the
areas
that
that
we
see
as
in
need
of
improvement,
or
that
we
just
simply
need
to
do
away
with
what
are
what
are
our
future
aspirations?
What
do
you
want
to
see
happen
here
in
Anne,
Arundel,
County,
it's
open
to
everyone
in
the
county.
They
can
go
to
any
site
and
we'll
have
two
sessions
conducted
in
Spanish,
but
also
we
will
take
all
of
this
data
and
we
will
triangulate
it.
I
What
are
the
top
10
things
that
people
say
we
need
to
do
better
with
or
do
away
with,
and
what
are
the
top
10
things
that
as
a
community,
people
are
saying
if,
in
order
for
this
school
district
to
be
relevant
and
to
do
what
I
believe
it
needs
to
do
here
are
the
top
10
things
so
we'll
have
a
lot
of
great
information
that
will
help
shape
the
post-entry
plan
and
then
from
there
we'll
get
an
RFP
out
so
that
we
can
start
the
strategic
planning
process,
which
will
probably
start
sometime
in
May
and
will
take
about
an
eight-month
process
or
so
to
get
our
next
five-year
strategic
plan
underway
and
in
the
mid,
in
the
midst
of
having
this
year
without
a
strategic
plan,
we
do
have
the
blueprint
requirements
that
we
need
to
be
focusing
on
in
this
Gap
year,
because
we
have
to
submit
our
plans
to
the
state
in
March
and
implementation
of
those
things
will
be
our
major
Focus
for
this
upcoming
school
year.
I
While
we
build
our
strategic
plan.
So
that
is
the
update
and
you
can
see
all
of
the
locations.
We
have
the
two
Spanish
sessions
that
we
will
have
and
then
we
will
conclude
on
January
11th
at
Arundel
High
School.
We
start
on
November
28th
at
Annapolis,
High
School
I,
look
forward
to
seeing
everybody
as
we
get
into
this
part
of
the
100
day
plan.
I
Concludes
my
report
Madam.
C
President,
thank
you
see,
ing,
no
lights,
I
believe
we
now
go
on
to
another
presentation,
item
5.02
new
course:
approvals,
Dr
Bedell,.
I
All
right,
thank
you,
madam
president.
So
at
this
time
we
have
a
presentation
for
a
couple
of
new
courses
that
we're
going
to
bring
in
that
does
require
the
board
to
take
action
and
approve
these
courses
beginning
in
the
2023-2024
school
year,
and
so
for
that
I
will
bring
up
our
staff,
who
will
present
Miss
I

Miss

did
I
get
it
right.
Yes,
Miss

I'm,

it's

it

N
C
You
thank
you,
Miss
Howard,
I'm,
not
sure
the
order
these
came
in
exactly
so.
Forgive
me
if
I'm
getting
them
out
of
order,
but
I
believe
I
will
start
with
Miss
Ellis.
L
Thank
you.
Always
one
of
my
favorite
parts
of
our
board
meetings.
Love
to
see
the
new
courses.
Just
education
looks
nothing
like
it
did
when
I
was
a
kid
with
all
these
options.
It's
really
great
I
I
have
something
briefly
to
say
about
each
and
one
question.
L
So
the
the
agriculture
I
have
been
so
impressed
with
what's
been
happening
down
at
Southern,
High
School-
and
this
is
this-
is
fantastic
I'm
fully
in
support
of
the
agriculture
Apex
theater
four-time,
Apex,
parent
and
I
have
known
many
many
kids
to
come
through
the
program
and
separating
out
these
courses
is
absolutely
the
correct
thing
to
do.
L
There's
a
high
demand
for
the
theater
and
I
know:
I've
known
a
lot
of
theater
kids,
who
have
perhaps
would
have
been
more
interested
if
it
was
more
geared
towards
that
the
theater
Tech
huge
need
for
that.
We
we
put
on
these
amazing
high
school
productions,
and
these
kids
give
so
much
of
their
time
to
learn
this
so
that
they
can
participate
in
this
way
and
for
them
to
have
a
class
to
teach
them.
L
These
skills
is
absolutely
amazing,
so
full
support
of
that
is
that
so
two
questions
so
will
that
be
available
at
all
high
schools?
L
Yes,
ma'am,
okay,
I
thought
so,
but
I
couldn't
remember
what
I
read
and
then
I
wanted
to
ask
real,
quick,
the
the
Spanish
for
native
speakers
so
I'm
speaking
as
a
parent
of
high
school
students
who
have
taken
Spanish
and
they
have
had
Spanish
classes
with
many
native
speakers
which
I've
always
found
kind
of
a
little
bit
sad,
because
I
almost
feel
like
these
kids,
while
they're
taking
this
class,
because
it's
here
and
there's
no
place
else
to
put
them.
But
this
is
at
the
middle
school
level.
L
L
R
R
L
So
I'm
I
don't
know
what
that
means.
In
relation
to
the
number
of
students
who
are
native
speakers,
I
I'm
I'm
just
wondering
what
we
can
do
to
encourage
these
students
in
that
direction,
because
I
do
think
there
are
a
lot
of
them
who
are
sitting
in
the
regular
Spanish
class.
That.
I
A
comment
yeah
I
just
wanted
to
add
on
to
that,
so
your
questions
are
spot
on
because
I
do
agree
with
you,
I
think.
As
we
looked
at
data
and
we're
looking
at
the
population
of
ell
and
Hispanic
students,
we
know
since
2012,
or
so
we
have
doubled
the
number
of
Hispanic
and
ell
students
in
this
school
district.
I
So
having
these
opportunities
for
for
kids
to
matriculate
through
the
the
Spanish
I'm,
sorry,
the
span,
the
native
speaker
course,
and
also
putting
them
on
that
trajectory
where
we
can
also
get
them
to
take
those
advanced
placement
courses
and
then
take
those
Advanced
placement
exams.
That
bodes
well
for
us.
I,
don't
know
if
this
state
does
anything
with
the
seal
by
literacy
or
anything
like
that.
But
there
are
some
states
that
really
do
focus
on
on
syllabi
literacy
and
when
I
was
a
superintendent
in
Kansas
City.
I
That
was
one
of
the
things
we
jumped
on
right
away
because
we
had
the
highest
ell
population
in
the
state
and
we
became
a
civil
by
literacy,
School
District.
So
those
are,
we
got
to
look
at
as
many
ways
that
we
can
to
Leverage
The
Changing
population
in
this
school
district,
and
that
is
the
main
thing
that
I've
been
talking
to
everybody
about.
F
Thank
you,
president
Tobin.
Thank
you
guys.
So
very
much
I
just
want
to
speak
just
a
couple
minutes
on
the
case
program,
and
we
don't
normally
do
this,
but
we're
talking
about
a
student
here
so
I'm
going
to
make
a
personal
privilege
of
exception
and
thank
Ethan
Schofield
for
so
well
expressing
you
know
him
and
there's
many
families,
a
part
of
the
egg
family
community
that
heavily
support
education.
We've
got
our
agricultural
commission
here
in
our
county.
F
Has
an
education
committee
designed
just
to
help
support
facilities
to
make
sure
that
these
kids,
what
we
don't
provide
here,
that
they
are
also
receiving
out
in
the
community
and
agriculture,
occurs
outside
of
South
County
here
in
the
community.
I
will
tell
you
just
a
few
years
back
the
winner.
One
of
the
winners
of
4-H
was
from
Pasadena
a
small
farm
in
Pasadena
so
and
we
do
have
Urban
gardening
a
lot
of
growth,
edit
programs
to
further
enrich
I.
Look
at
this
as
another
great
step
in
expanding
our
nationally
recognized
children.
F
They
compete
with
programs
that
are
at
a
magnet
level,
as
it
relates
to
college
credits
and
I
know.
We
saw
a
great
presentation
this
spring
on
it,
and
so
I
do
look
forward
to
us
continuing
to
build
that
out,
because
if
our
kids
can
take
first
place
at
a
national
level
and
compete
with
kids
who
are
receiving
a
lot
more
in
ways
of
Education
I
know
we
have
great
potential
and
unfortunately
we
don't
have
time
at
the
other
schools
to
Rally
the
enough
support,
which
is
this
never
will
be
able
to
achieve
I
I.
F
Think
historically,
we
have
presented
obstacles
that
our
students
and
our
program
supporters
could
never
achieve,
and
so
I
see
this
as
a
window
of
opportunity
to
maybe
break
down
some
of
those
barriers
and
continue
to
encourage
this.
It's
how
we
get
our
local
food,
and
this
is
how
we
support
our
local
kids
in
such
a
great
way.
So
thank
you
on
behalf
of
of
many
and
I.
Do
not
have
any
questions
thanks.
D
Yes,
this
is
also
one
of
my
favorite
parts
of
my
job
and
I
just
love
the
courses
you
all
bring
to
us
every
single
time,
they're
so
well
thought
through
you.
You
meet
the
needs
where
they
exist
and
I'm
going
to
be
a
proud
supporter
again,
as
I
always
am
of
all
of
these
courses.
I.
Just
thank
you
all
for
your
hard
work
and
for
your
dedication
to
our
students
and
really
growing
the
opportunities
within
our
schools.
D
It
does
not
go
unnoticed
on
the
board
member
and
and
just
I'm
just
pleased
to
pleased
to
be
supportive.
H
Thank
you,
president
cookman
I
also
would
like
to
say
this
is
absolutely
one
of
my
most
favorite
Parts.
It's
amazing
that
courses
that
have
been
developed
over
the
past
just
the
past
couple
years
since
I've
been
on
the
board.
You
all
are
fantastic.
You
all
are
awesome.
I
would
respond
to
one
comment
about
the
native
speakers
in
our
language
classes.
As
a
former
language
teacher,
you
have
to
remember
that
language
involves
different
skills.
H
It's
listening
speaking
Reading
Writing
culture
and
relationships
and
a
lot
of
other
things,
and
even
though
you
happen
to
be
a
native
speaker,
doesn't
mean
that
you
Excel
in
all
of
those
skills
you
may
not.
You
may
excel
in
some,
but
I
just
want
to
make
that
point
and
the
theater
Tech
management.
That's
amazing.
I
was
a
thespian.
When
I
was
in
high
school
I
actually
played
in
grade
seven
I
have
a
twin
brother.
We
played
in
The
Prince
and
the
Pauper.
H
That
was
my
introduction,
and
it
was
one
of
the
greatest
experiences
in
my
life.
I
have
to
tell
you
that
it
was
made
possible.
We
went
to
school
7
through
12
grade
7
through
12,
and
we
had.
We
actually
were
able
to
have
the
Productions
during
this
school
day
and
and
that
would
impact
audiences,
and
that
was
a
little
bit
disconcerting
for
a
seventh
grader.
But
we
did
a
good
job
of
that
and
I
I
enjoyed
it
so
much.
H
We
were
lucky
to
have
a
gentleman
by
the
name
of
Thomas
Hal
Gomer,
who
was
a
marvelous
Drama
teacher
and
Artist
as
well
and
I
must
say
over
the
past
15
to
20
years
all
of
our
schools,
the
Productions
that
have
been
that
have
been
produced,
the
quality
of
what
our
students
do.
Under
the
direction
of
our
staff
is
simply
off
the
chart.
H
I
mean
I've,
had
the
privilege
to
be
able
to
witness
so
many
Productions
and
I
just
wanted
to
make
sure
that
everybody
knows
that
we
already
have
staff
and
students
who
are
putting
on
Great
Performances,
and
so
what
we're
doing
is
we're
helping
them
make
them
even
greater.
So
once
again
we
thank
you
so
much
each
and
every
one
of
you
and
all
the
drama
teachers
out
there
and
all
the
thespians
out
there
Rachel.
C
Thank
you,
Mr
selfworth
I'd,
just
like
to
add
a
couple
of
comments.
Yes,
as
someone
who
started
my
career
in
the
professional
theater,
I've
always
been
impressed
with
what
is
offered
here
and
and
I'll
just
say
that,
because
I
remain
involved
in
theater
with
regard
to
the
theater
Tech
course,
I
have
actually
had
people
reach
out
from
professional
theaters
in
Baltimore.
Here
other
places,
there's
a
real
shortage
of
people
to
do
the
tech
work
who
know
the
tech
work
in
Maryland.
C
Hall
is
struggling
with
that,
and
there
are
a
lot
of
people
who
know
AV,
but
they
don't
know
all
of
this
text.
So
I
think
there's
a
very
real
Workforce
opportunity
here
with
these
skills,
in
addition
to
the
fabulous
support
it
offers
for
the
Productions
that
our
students
do.
So.
C
Thank
you
for
that
and
I
always
think
that
theater
classes
are
just
one
of
the
great
opportunities
that
kids
have
to
frankly
explore
what
we
often
refer
to
as
the
soft
skills
to
learn
who
they
are,
how
to
connect,
how
to
express
themselves
how
to
be
in
front
of
people
how
to
read
a
room,
all
sorts
of
things.
C
So
thank
you
for
that,
and
finally,
I
would
just
say
so:
Dr
Bedell
knows
that
I'm,
a
great
fan
of
dual
language,
enrollment
and
I-
think
that
the
the
the
courses
for
native
speakers
are
incredibly
important.
I
think
all
of
Mr
silkworth's
points
are
well
taken.
I've
certainly
been
made
aware
by
community
members
that
we
have
a
number
of
students
whose
families
speak
Spanish
at
home,
but
their
parents
may
not
necessarily
be
literate
in
Spanish
or
English,
and
so
there's
a
a
whole
list
of
of
skills
and
I.
Think
I
think
offering
this.
C
These
courses
for
native
speakers
is
incredibly
important
and
I
think
if
we
do
get
to
the
point
where
we
have
dual
language.
C
That
will
just
support
that,
because
my
understanding
is
that
not
only
do
students
learn
English
better
in
a
bilingual
setting,
they
maintain
their
native
language
and
when
we
talk
about
21st
century
skills
and
global
impact,
a
second
language
is
probably
one
of
the
most
Central
skills
anybody
can
have
so
I
just
want
to
put
a
plug
in
for
that
and
to
thank
you
all
for
the
work
you're
doing
and
again
the
AG
program.
C
I
was
delighted
to
hear
the
presentation
last
spring
and
I
remember,
hearing
that
this
middle
school
program
was
a
class
was
was
on
the
way
and
so
I'm
delighted
to
see
this,
and
just
thank
you
for
everything.
I
think
we
offer
just
some
fabulous
opportunities
for
our
students
and
I
know,
there's
a
really
hard-working
dedicated
staff
behind
that.
So
thank
you
very
much,
Ms
Frank.
C
M
I
just
I'm
speaking
of
multilingual,
you
get
a
lot
more
about
it
here.
Yeah
I
just
had
a
quick
comment
to
Dr
Bedell.
We
had
an
amazing
presentation
and
I
think
Ms
crooked
all
said
it
was
in
the
spring
on
the
case
program
and
I
just
wanted
to
put
on
everybody's
radar
again
at
that
time.
M
Most
of
the
board
had
interest
in
expanding
that
and
and
offering
that
to
different
areas
of
the
county
and
I
would
still
be
very
enthusiastic
and
I
just
wanted
to
bring
that
up
again
that
it's
a
really
amazing
program
and
I
would
love
to
see
more
of
that.
You
know
growing
for
food
and
and
agriculture
in
in
more
than
more
than
just
Southern,
so
just
to
throw
back
on
your
writer.
Thank
you,
foreign.
H
E
I
So,
thank
you
we'll
make
this
quick.
The
superintendent
recommends
that
the
Board
of
Education
authorized
the
award
of
the
contract
items
6.01
through
6.05,
so
I
moved.
C
R
C
B
B
E
B
E
C
L
E
C
You
moving
on
to
policy
revisions,
third
reading
item,
7.05
ethics
and
conflicts
of
interest
code,
baf
adjust
the
down
and.
I
S
That
so
policy
baf
is
before
the
board
on
third
reading.
As
you
may
recall,
it
has
been
amended
to
align
with
recent
changes
in
state
law
and
state
regulations,
and
also
we
just
provided
some
clarifying
language
regarding
process
for
submitting
a
complaint
and
also
a
respondents
rights
to
certain
information
regarding
a
complete.
I
So,
as
you
can
see,
there's
the
timeline-
and
at
this
time
we
are
moving
forward
with
adoption.
The
superintendent
recommends
approval,
Apollo
policy,
baf,
subject
to
final
correction
for
style
and
format.
E
S
Yes
and
I
don't
know
that
I
introduced
myself,
but
Jeanette
Ortiz
legislative
and
policy
Council.
So
this
is
policy
AC,
non-discrimination
before
you
on
second
reading
again,
this
policy
is
being
amended
to
align
with
recent
changes
in
state
law.
Our
policy
was
already
in
really
good
shape,
but
we
did
need
to
add
some
very
specific
language
regarding
refusing
to
enroll
a
student
in
retaliatory
the
prohibition
of
retaliatory
actions
in
accordance
with
the
new
state
law,
and
it's
been
a
public
comment.
A
30-day
public
comment
period
you
did
receive.
S
There
should
be
a
comment
that
we
received
from
the
public
in
your
packet
and
I.
Did
I
was
able
to
provide
some
clarifying
information
to
that
individual
and
then
it
will
be.
This
policy
will
be
on
third
reading,
the
November
16th
meeting
and
I'm
happy
to
answer
any
questions.
Thank.
C
C
All
right
I
see
no
lights,
Dr
Bedell!
