tomorrow,
unspeakable
tragedy
visited
our
community
when
a
gunman
entered
the
Capitol
Gazette
newsroom
killed
five
innocent
people
and
changed
an
unknown
untold
number
of
lives
forever.

our
democracy.

we
move
forward
in
the
agenda,
I
want
to
remind
everyone
here
and
those
watching
or
listening
of
two
procedural
changes
to
our
board
meetings
that
were
announced
last
week
and
will
begin
today.
These
changes
will
increase
the
transparency
and
efficiency
of
these
meetings.
First,
apart
from
approval
of
the
minutes,
establishment
of
the
agenda
order,
an
adjournment
of
the
meeting
votes
on
motions
will
now
be
conducted
by
roll
call
vote.
Instead
of
a
show
of
hands
board,
members
will
be
asked
individually
for
their
vote
on
agenda
items
requiring
action.

Second,
those
wishing
to
offer
comment
during
the
public
comment
portion
of
the
meeting
that
is
for
items
not
appearing
on
the
agenda
must
fill
out
cards
prior
to
the
board
establishing
the
agenda
order
in
the
early
portion
of
the
meeting.
So
if
you
want
to
speak
today
and
have
not
yet
filled
out
a
card,
please
do
so
quickly.
Anyone
arriving
after
the

Northeast,
high
school
and

was
at
the
session

opening
session

think
of
day
two

I

that
was
since
being
back
on
the
board
has
been
one
of
the
best
events
that
I've
been
privileged
to
attend
and
I
really
want
to
certainly
acknowledge
dr.
alato
for
his
his
comments
and
then
mr.
Carroll
State
Teacher
of
the
Year,
gave
what
I
thought
to
be
an
awesome
speech.

really

into

was
some
debate
over
top
ten
versus

and
I
think

it

I

rest

the

sound

stuck

was
the
wrong
one

be
stuck

thank

that
was
one
of
the
most
inspirational
events
that
I've
seen
not

my
entire
professional
career
and

leadership
that
day
really
signals
that
our
school
system
is
poised
for
continued
success.

night
was
the
kickoff
of
the
inaugural
summer
sessions.
They
will
be
for
the
next
six
weeks
different
here
at
the
board
office
on
Tuesdays
from
six
to
seven.
Different
topics
will
be
addressed
with
the
presentation
by
the
staff
and
then
a
question
answer
period
and
then
they're
also
posted
online,
so
people
who
can't
attend
can
be
there.
I
came
last
night
for
the
discussion
on
transportation.

had
a
good
turnout
for
the
first
night
and
lots
of
good
information
and
lots
of
good
questions
asked
so
I
encourage
the
public
to
come
out
for
the
next
one.
So
the
next
one
is
next
week
on
the
Student
Code
of
Conduct.
So
it's
a
great
way
to
get
a
little
more
in-depth
information
about
different
areas
of
the
school
system
coming
out.

I

yesterday
I
went
around
and
visited
it
a
couple
of
our
summer
mobile
meal
sites
and
mr.

Gary
and
Miss
Denise
were
fabulous
out
there
and
they
know
the
kids
I
mean
they
recognize
the
people
coming
and
those
their
little
route.
They
served
over
a
hundred
kids
on
just
their
section
of
route
yesterday
and
that
was
great
to
see
how
many
families
are
coming
out,
and
so
just
I
know.
I've
said
it
before,
but
just
hats
off
to
food
nutrition
services
for
the
great
work
they're
doing
there
and
it
was
orange
chicken
yesterday,
which
is
really
a
big
hit.

my
kids
ate
it
so
I
encourage
to
get
out
there
and
I'm
going
to
give
a
kudos
to
dr.
our
lot.

he
is
going
to
be
sworn
in
today

as
a

governing
board
of
the
American
Association

School
Administrators
as
the
mid-atlantic
rep,
so
we're
very
glad
to
have
his
representing
our
school
system
and
all
the
superintendent's
in
the
country
on
there.

Elementary

10-month
employee,

advocacy,
does

end

So
neither

mental
health
concerns
as
we
had
them
a
moment

silence.
Earlier
I
want
you
to
imagine
sending
your
second
grader
to
school
and
finding
out
they
will
be
one
of
41
students
in
the
classroom.

That's
the
ratio
when
an
elementary
school
counselor
has
600
students.
This
fall,
though
there
will
be
18
schools
with
600
or
more
students
to
one
school
counselor,
adding
four
new
positions.
This
year's
thank
you,
took
care
of
the
schools
with
a
ratio
of
equivalent
of
50
for
second
graders
in
one
class,
but
there
are
plenty
of
us
with
an
equivalent
ratio
of
about
48.

only
is
this
a
mental
health
issue,
it's
an
equity
issue.
Why
should

students
have
less
access
to
social,
emotional
support
than
any
other
school
in
my
cluster?

should

staff
have
less
access
to
behavioral

policy
committee
convened

1819
school
year
to
decide
if
election

officers

be
elected
in
November,
so
this
election
was
for
1819,
but
so
that
would
be
a
decision
going
forward
for
July,
19
or
July
of
2020.

county
police
came
to
us
a
year
and
a
half
ago
asking
to
run
a
911
course,
which
we
found
to
be
an
incredible
idea.
It's
a
very
high
demand
field
right
now,
there's
a
tremendous
opportunities
for
students,
whether
they
go
into
911,
for
police,
for
fire
for
emergency
medical.
This
course
will
prepare
them
for
all
three.
Although
it
is
specifically
being
done
through
the
police
department,
the
police
will
be
teaching
the
course
the
police
will
be
supplying
a
computer
lab
at
Glen
Burnie
High
School.

fabulous,

and
so
these
students
will,
when
they
finish
the
course
they'll,
be
certified
to
be
911
operators.
So
they
could
go
right
into
that
as
a
as
a
field
where
they
could,
while
they're
in
school,
they
could

part-time

as
well.

will
be
able
to
take
the

budget
submissions

later

1

fiscal

Assembly
didn't
conclude
their
work
until
the
beginning

April.
So
it's
a
timing
issue,
so
the
board
was
not
in
a
position
to
even
be
able
to
anticipate
that
these
funds
were
available
until
after
the
General
Assembly
concluded.

county
has
acknowledged

funds

is

state

county
will
introduce
legislation
before

council
on
July
2
16th.
It
will
become
eligible
for

vote
likely
in
the
month
of
September
and

that
we'll
have
the
legal
appropriation
authority
to
begin
utilizing.

of

19
fiscal

and

as
part
of
the
FY
2010.

County
did

sufficient
funds
in

FY
2019
budget
to
fully
fund
the
negotiated
agreement
between
the
Board
of
Education
and
the
American
Federation
of
State
County
and
Municipal
Employees
local
1693.

Accordingly,
pursuant
to
provisions
of
the
education
article
and
the
apps'
me
negotiated
agreement,
the
parties
entered
into
renegotiations
and
successfully
reached
a
tentative
agreement
subject
to
your
approval
today.
The
summary
of
changes,

agreed
upon

both
parties
include
the
following

two
point:
four
percent
Cola,
which
would
be
granted
to
all
unit
three
employees,

July,

2018
and
a
mid-year
step

unique

drag

administration

collective

topics

administration

reach

would

individuals

trucks
