special
recognitions

regional

for
the
Severna
Park
and
Glen
Burnie
clusters
and
I.
Have
the
pleasure
of
introducing
this
evenings
first
board
recognition
before
I
begin.
I
would
like
to
ask
members
of
the
board
and
dr.
alato
to
come
forward.

Though,
most
of
you
probably
don't
know,
it's
a
burn.
A
park
is
the
home
of
an
internationally
recognized
surfer.
Alex
shekels
is
a
sophomore
at
Severna,
Park,
High,
School
and
as
a
competitive
surfer,
skin
border
and
snowboarder.
In
fact,
he
was
one
of
only
four
American
skin
boarders
to
compete
internationally
last
month
at
dory
Beach
in
Japan
on
skin
Team,
USA
Alex
didn't
just
go
to
Japan,
but
he
took
the
country
by
storm
like
a
teenage
Godzilla.
C
Along
with
his
fellow
team
members,
he
represented
the
United
States
in
dory
Beach
of
the
Shizuka
perfection
of
Japan
and
undertook
an
ambitious
schedule
of
events.
Alex
entered
the
competition
in
three
divisions,
open
expert
and
professional.
He
won
first
place
in
the
open
and
expert
divisions
and
took
second
place
in
the
professional
division.
The
best
part
about
it
all,
perhaps
is
Alex's
resourcefulness.
When
his
skimboard
broke
and
his
spare
one
wasn't
any
place
nearby
Alex
borrowed
a
board
from
another
contestant.

Now
he
is
a
big
part
of
the
skimboarding
community,
which
is
as
small
but
extremely
difficult
and
technical
sport
that
mimics
surfing
in
most
ways
alex
describes
skimboarding
as
a
combination
of
surfing,
skateboarding
and
snowboarding
competitors
start
on
the
beach
and
run
to
the
waves
to
catch
them
instead
of
paddling
and
starting
on
the
wave
like
a
surfer
would
do.
A
skim
board
does
not
have
fins
like
a
surfboard
does
making
it
more
maneuverable
for
doing
tricks
when
he's
on
dry
land
in
Severna.

Park
Alex
is
an
honor
roll
student
who
is
currently
taking
all
honors
and
AP
classes
and
is
in
the
project,
lead
the
way
engineering
program
at
Severna,
Park,
High
School.
He
also
plays
soccer
and
computes
and
snowboarding
and
surfing
competitions.
Year-Round,
Alex's,
favorite
class.
This
school
year
is
AP.

Environmental
science
at
Alex
hopes
to
go
into
oceanography
and
marine
biology
in
college
while
continuing
to
compete
and
surfing
snowboarding
and
skimboarding
alex
is
all
the
son
of
a
Stacey
PSA
zone,
Gabi
shekels,
a
literacy
special
in
the
Department
of
Special
Education
and
Dan
shekels
teacher
specialist
for
professional
growth
and
development.
His
brother
Eric
is
a
seventh
grader
at
Severna,
Park,
Middle
School,
who
also
serves
skim
boards
and
snowboards
as
Alex
comes
forward.

young

coordinator

health,
physical
education
and
dance
with
me
tonight
is
Denise
Harbaugh
from
the
American
Heart
Association.
We
are
pleased
to
be
here
to
present
tonight's
second
recognition,
members
of
the
board
and
dr.
alato.
As
you
know,
employee
and
student
wellness,
our
key
components
of
our
school
system,
strategic
plan
as
part
of
that
effort
to
emphasize
wellness
and
to
help
others.
Schools
across
our
County
participate
in
American,
Heart
Association
events
each
year.

Students
have
fun
being
physically
active,
while
also
learning
the
importance
of
helping
others
by
raising
life-saving
donations,
to
fund
heart
disease,
research
and
advocate
for
healthier
communities.
Tonight
we
are
here
to
recognize
the
top
five
participating
schools
from
last
year,
as
well
as
a
top
student
in
the
county.
These
schools
went
above
and
beyond,
to
encourage
students
to
get
physically
active
to
eat
healthier
and
to
make
heart
health
a
priority
as
part
of
their
kids
have
heart
challenge
program.
Students
and
their
families
were
encouraged
to
take
a
heart-healthy
pledge.
They
were
asked
to
do.

One
of
three
heart-healthy
activities
every
day
those
activities
included
drinking
water
instead
of
sugary
drinks,
doing
a
kind
deed
for
someone
every
day
or
taking
part
in
an
additional
60
minutes
of
physical
activity
every
day.
So
without
further
ado,
I'd
like
to
present
our
honored
schools
and
I
would
ask
them
to
please
stand
as
we
call
their

five

heart
challenge
school,

35
percent
of
students
took
the
heart-healthy
pledge

they
raised

thousand
seven
hundred
and
eighty
five
dollars
in
life.

heart
challenge
school

Arundel
County,
also,
the
number
seven
school
in
the
state
and
my
home
school
as
well
is
Crofton
Woods,
Elementary
led

nick
sight,
ler
and
Ken
Fowler.
Forty
percent
of
students
took
a
pledge
to
be
heart
healthy
and
they
raised
a
record-setting
twenty
nine
thousand
dollars
to
save
lives
and
advocate
for
healthier
communities
in
our
state.

Lexi
is
in
fifth
grade
and
attends
Crofton
Woods
Elementary.
She
has
consistently
been
the
top
fundraiser
in
her
school
and
has
saved
countless
lives

her

the

system

feel
it's
important
to
point
out
that
Lexi
does
this

she

survivor,
but

because
she
wants

a

County
Public
Schools,
for
their
continued

our
mission

Arundel,
County

Schools

heart

many

the
numbers,

School
District
for
the

in

Maryland

programming

get
extra
training

wide

great

I
want
to
thank
the
professional
development
part
of
Department
for
helping
to
organize
that
and
say

who
did
that
for
their
employees.

reviewed

observation,

charged

community

census,
as
well
as
a
initial
review
of
policy,

policy
setting
and
at
the
request
of
several
board
members
at
our
previous
meeting.

was
also
agreed
that
JC

particular
was
a
policy
that
had
a
large
express
of
interest
by
all
committee
members
and
to
the
extent
that
we
would
like
to
explore
possibly
a
more
enterprise
level
review
of
the
policy
to
see
where
we
could
have
opportunities
that
will
be
taking
on
discussion
further
and
violence
and
vandalism
is
also
being
held
open
for
additional
commentary
and
recommendations.
And
so
we
will
be
continuing
those
reviews
at
the
next
policy
meeting
and
thank
you
very
much.

So
currently
the
suit
our
superintendent
is
still
meeting
with
staff
and
and
gathering
information
as
he
as
he
puts
together.
His
proposal
for
a
budget,
and
one
of
those
things
to
consider
is
the
board
budget.
The
board
has
a
budget
that
we
have
to
submit
so
that
it
does
get
included.
So
we
we
reviewed
items,
we
reviewed
our
spending
and
we
don't
at
this
time
anticipate
any
additional
spending
for
the
upcoming
year,
but
I
guess
we
have.
We
still
have
to
review
that
with
the
whole
board.

The
we
had
a
discussion
about
the
Kerwin
commission,
so
currently
the
Kerwin
commission
is
they
came
up
with
their
recommendations
and
then
a
subcommittee
of
that
commission
met
to
discuss
the
funding
that
would
be
necessary
to
pay
for
those
recommendations
and
so
we're
watching
it
closely.
All
the
school
just
districts
are
watching
it
closely
because
it
can
impact
how
we
build
our
budget.
So
we'll
have
to
stay
tuned
because
there's
still
a
lot
of
steps
to
go
there.

have
to
the
Kerwin
Commission,
has
to
meet
again
as
an
entire
entity
and
approve
what
their
recommendation
is
going
to
be,
and
then
it
will
go
to
the
governor
and
the
legislature.
So
we're
watching
that
closely
and
how
that
could
impact
an
around

County
and
our
next
meeting
would
be
will
be,
is
currently
scheduled
for
November
20th
at

pretty
cherry
and
I'm
the
crass
secretary
of
education.
Today,
as
we
see
in
the
room,
a
CPS
were
orange
to
signify
unity.
Crass
fully
supports
the
ideas
of
fostering
kindness,
acceptance
and
inclusion.
We
stand
for
the
elimination
of
hate
and
bullying.
We
are
looking
forward
to
our
next
project
unity
event
on
December
5th,
the
official
cross
calendar
has
been
finalized
printed,
distributed
and
posted
on
our
website.

We
are
excited
for
the
upcoming
opportunities
scheduled
for
our
student
leaders
on
October
7th
I,
represented
crass
and
provided
a
student
voice.
At
the
first
meeting
of
the
joint
initiative
to
eliminate
the
achievement
gap,
we
discussed
the
past
efforts
by
the
Blue
Ribbon
project
and
how
these
goals
are
not
easy
to
achieve
or
measure.
We
reviewed
comments
from
the
public
meeting
held
on
September
23rd,
organized
the
comments
into
categories
and
established
subcommittees
on
October
15th.
Our
president
Connor
Quran,
took
part
in
a
panel
discussion
discussion
addressing
the
mental
health
challenges
faced
by
the
LGBTQ
youth.

The
meeting
discussed
how
to
effectively
support
parents
during
the
process
of
a
child
coming
out
and
support
the
mental
health
needs
of
members
in
the
community.
Our
secretary
of
legislation,
Amelie
Holloman,
has
finalized
and
approved
the
date
for
lobbying
day.
The
event
will
take
place
on
March
11th
2020
at
the
Miller
Senate
building.
The
legislative
liaisons
will
begin
contacting
senators
and
delegates
to
invite
them
to
speak
or
to
simply
open
their
offices
to
student
visitors.

We
are
offering
morning
and
afternoon
sessions
to
accommodate
middle
and
high
schools,
a
special
thank
you
to
Senator
Pam
vital
for
sponsoring
our
lobbying
day.
Collectively
we
have
decided
to
add
three
positions
to
our
Executive
Board
and
brainstorm
duties.
At
our
last
meeting.
The
three
positions
include
outreach
coordinator,
mental
health
liaison
and
another
middle
school
co-chair.
The
job
of
the
outreach
coordinator
would
be
to
increase
awareness
and
market
to
underrepresented
schools.

The
mental
health
liaison
would
attend
mental
health
events
across
the
county
and,
finally,
the
middle
school
co-chair
would
be
a
fourth
vote
by
a
middle
schooler
and
decisions
made
by
the
executive
team.
The
middle
school
wellness
workshop,
our
first
general
assembly,
will
be
held
at
November
13th
at
george
fox
middle
school.
We
have
scheduled
two
guest
speakers
from
pathways
on
the
topics
of
danger:
the
dangers
of
drooling
and
vaping,
and
social
media
safety
officers
are
planning
activities
currently
for
student-led
breakout
sessions.

Foundation

with
five

I
just
wanted
to
provide
you
with
all

an
update.
Since
last
time,
I
was
up
here.
We
are
continuing
to
work
closely
with
all
our
local
units
to
keep
them
with
compliance
issues.
In
October
we
heard
we
held
our
general
membership
meeting
and
we
provided
training
for
the
refractions
program
that
the
PTA
holds.

Our
next
meeting
will
be
November
11th
at
5:30
here,
the
Board
of
Education,
and
we
have
invited
mr.
Matthew
stansky,
the
director
of
financial
operations
to
provide
our
local
units
with
some
information
on
the
school
budget.

I
made
a
special
request
for
a
snob
update
on
today's
agenda
to
discuss
some
of
the
potential
solutions.
I've
been
working
on
alongside
the
superintendent
and
his
team
to
tackle
inequity
in
Anne
Arundel
County
in
the
in
Arundel
County
school
system.
In
efforts
to
maintain
transparency,
I
will
discuss
these
potential
solutions
briefly
tonight
to
clarify
these
are
goals.

The
second
allow
high
school
students
more
autonomy
in
their
education
by
introducing
a
study
hall
period
and
encouraging
internship
periods
to
increase
hands-on
learning
and
opportunities
for
our
students
to
lead
more
balanced,
healthy
lives.
Third:
increased
emphasis
for
our
school
counselors
to
use
existing
software
systems
to
encourage
students
of
less
privileged
backgrounds
with
high
academic
potential,
to
take
advanced
placement
classes
and
apply
for
magnet
programs.
Finally,
the
establishment
of
a
specialized
program
to
create
a
community
for
high
achieving
students
of
color
and
our
high
schools.

This
program
will
invite
students
of
color
to
partake
and
a
group
made
of
other
students
of
similar
backgrounds
in
magnet
and
advanced
placement
classes.
The
idea
is
to
create
a
support
system
in
which
they
can
receive
been
touring
from
older
students,
discuss
experiences
of
identity
and
understand
their
capabilities
and
challenges
in
the
professional
world
led
by
teachers
who
identify
as
members
of
minority
communities.
All
those
similar
programs
exist
in
many
of
our
high
schools.

This
goal
aims
to
solidify
their
existence
by
implementing
a
consistent
structure
until
our
advanced
classes
are
reflective
of
our
school's
population,
both
in
literal
diversity
and
thus,
diversity
of
thought
which
enhances
student
achievement.
I
look

working

superintendents
team
and
my
fellow
board
members
to
hopefully
perfect
these
plans
to
best
suit
our
students,
their
success
and
the
quality
of
their
education.

of
the
things
that
I
learned
in
the
course
of
campaigning
is
is
about
a
project
that
has
been
long
hoped
for
and
desired
by
the
community
around
Reese
Road,
and
that
this
this
project,
which
the
community
likes
to
call
the
community
center
at
Reese
Road
and
which
has
been
funded
in
the
county
budget
under
the
name
Severn
intergenerational
center.
This
is
a
project
that
community
members
have
been
working
on
for
more
than
30
years
total.

They
want
to
build
a
building
that
will
include
a
Senior
Center
and
a
Boys
and
Girls
Club
and
other
other
aspects
to
serve
the
community
right
adjacent
to
van
bachlin,
Elementary
School.
On
a
ten
point,
six
acre
parcel
I
came
to
speak
to
you
about
it
because
I'm
carrying
a
torch
that
was
previously
carried
by
by
Pete
Smith
before
him,
by
Darrell
Jones
and
before
him.
By
now,
senator
Pam,
vital
and
I'm
both
honored
to
carry
it
forward
and
also
determined
that
I
would
be
the
last
council
member
to
need
to
carry
this
torch
forward.

upcoming
meetings

may
be

parcel

my
name
is
Stacy
Watson
and
I
am
the
mother
of
the
hardest
eyesight
and
the
mother
of
the
girl,
who
was
sexually
assaulted
at
a
Rundle
high
school's
homecoming
dance.
That
night,
our
daughter
was
on
the
dance
floor
with
her
friends
at
approximately
7:30
9:00.
It
waked
up
behind
her
reached
his
arm
around
her
waist
put
his
hand
under
the
front
of
her
dress
and
grabbed
her
over
her
undergarment
shocked
what
was
happened.

from
the
Northern
District,
came
into
gaming
to

cafeteria
and
took
my
daughter's
contact
information
as
well
as
informing
us
that
they
would
be
at
the
school
Tuesday
to
review
the
camera
footage.

that
time,
our
daughter
asked
if
it
would
be
okay
if
she
continued
with
her
plans
and
went
home
with
her
friends
that
night
weary
entered
the
school
and
let
the
administration
know
that
she
would
be
staying.
It
was
strongly
suggested
that
we
take
both
of
our
daughters
home,
because
it
would
be
too
much
drama
if
they
stayed.
We
were
not
okay
with
this
comment
and
we
inform
him
that
she
would
be
staying
with
her
friends,
but
she
actually
left
with
us.

that

students

the

they

confirm

the
surveillance
footage

saved

allowed

speaking

the
board,
they

surveillance

will

and
they
also

up
a
meeting
for
me
to
view

camera
footage
of

following

After
viewing
the
footage,
we
ask
that
arundel
send
out
a
letter
asking
witnesses
for
additional
information
on
the
incident
to
help
identify
the
subset
we
left.

mother

sewer
line

southern
middle

plan

the
middle
school
and
increase
the
efficiency

from

levels,
nitrogen
some
water
conservation
techniques
were
employing
turf
fields.

Eliminating

need
to

our

of
pride
in
the
utility
bill,
review
processes,
we've
developed
in-house
and
ensuring
the
district
is
extraneous
costs.

a
CPS
has
an
agreement
with
an
LX
north-america
to
review
and
analyze
real-time
energy
usage
in
our
50
largest
schools.
Through
this
agreement,
we
are
rewarded
for
reducing
electric
load
during
peak
times
of
grid
stress
where
brownouts
or
even
blackouts
could
occur
in
the
mid-atlantic
region.

Fortunately,
grid
stability
has
vastly
improved
in
recent
years
and
there
have
been
no
emergency
events
only
test
events
which
we
are
still
awarded
for
performance
through
this
collaboration.
We've
generated
over
1.5
million
dollars
in
savings
since
the
program's
inception
in
2011
Eco,
also
utilizes,
the
real-time
electric
data
made
possible
by
our
demand
response
platform
in
combination
with
building
automation,
automation,
data
to
identify
costly
rogue
equipment.
For
example,
our
software
automatically
identifies
an
alerts
us
of
elevated
night
base
loads
or
abnormal
weekend
usages.

energy
team
will
then
review
building
automation,
data
and
make
site
visits
as
necessary
to
audit
facility
operations
and
provide
energy
conservation
recommendations.
For
example,
the
images
above
depict
seven
days
of
a
facility's
electric
trend.
Before
and
after
the
Eco
team
identified
an
implement
and
operational
change,
we've
used
this
software
to
identify
and
implement
HVAC
related
measures
such
as
chiller
plant,
enable
programming
at
several
schools
leading
more
leading
to
more
than
three
hundred
and
seventy
thousand
dollars
an
annual
avoided.

Electric
cost
eco
also
uses
this
real-time
electric
data
to
administer
energy
saving,
competitions
over
long
weekends
and
holidays
and,
as
a
result,
has
captured
over
two
hundred
thousand
dollars
in
electric
savings,
since
2014
by
engaging
the
students
and
staff
participating,
schools
are
ranked
on
their
energy
reduction
during
the
current
hall
break
camp
as
compared
with
previous
holiday
breaks.
The
winners
are
recognized
amongst
elementary
middle
and
high
school
levels.

are
one
of
29
school
districts
in
the
nation
who
have
committed
to
the
Department
of
Energy's
Better
Buildings
initiative
and
their
subsequent
challenge,
which
strives
to
improve
energy
efficiency
by
20%
in
one
decade
to
track
our
performance.
We
use
EPA's,
Energy
Star
portfolio
manager,
which
is
the
industry's
free,
leading
free
benchmarking
and
energy
tracking
software
portfolio
manager
is
also
the
prime
primary
mechanism
we
use
for
reporting
our
district's
performance
under
the
Better
Buildings
challenge.

Eco
is
implemented
over
65
strategic
projects
since
2000
lighting
projects.
Excuse

strategic
lighting
projects

2013,
which
not
only
save
energy
but
reduce
operating
and
maintenance
costs
and
provide
much-needed,
improved
lighting
levels.
These
strategic
lighting
projects
have
generated
over
$350,000
in
annual
savings
and
another
$500,000
in
BGE
rebates.

Finally,
there
are
several
promising
future
eco
initiatives
under
development
and
consideration.
For
example,
we
are
developing
a
contract
to
upgrade
the
parking
lot
lighting
at
several
of
our
large
complexes
and
facilities.
We're
also
collaborating

planning,

and
construction
to
address
additional
interior
lighting
needs
across
our
portfolio.

executing
pilot
projects
that
include
interval,
water
meters
and
plug
plug
load
management
systems
to

used

our
schools

future

investigating

feasibility
of
expanding

renewable

eligible
schools
and
ground
mount
solar
on
eligible

Families
Act,

it
requires
the
vast
majority
of
employers
in
the
state
of
Maryland
ACPs

impacted
to
provide
40
hours
of
what
they
call
sick,
sick
and
safe
leave
to
employees
who
meet
the
criteria
under
the
laws.

So
the
way
the
criteria
was
drafted
in
the
law,
it
would
impact
all
of
our
permanent
employees
and
the
vast
majority
of
our
temporary
employees,
and
so
we
already
provide
sick
leave
to
permanent
employees,
but
the
sick
and
safely
goes
a
little
bit
further
in
that
it
applies.

provides
additional
types
of
leave
that
would
fall
under
that,
and
it
also
applies
to
temporary
employees
before
this
law.

law

this
regulation

vast
majority

substitute
teachers,
meet

minimum
requirements
set

the
law,

essentially
we
could
have

substitute
teacher.

earned
sick

and
then
we'd
have
to
get
another
substitute
teacher
to
cover
the
initial
substitute,
and
so
we
would
be
paying
money
out
for
three
individuals
for
one
position,
and
so
that
was
a
concern.
When
the
law
initially
passed,
you

learned
long-term
temporary
employees.
It
was
a
different
matter,
but
we
had
concerns
particularly
with
substitute
teachers.

that
the
way

law
defines
temporary
employee
absolutely
applies
to
how
we
schedule
substitute
teachers.

they

explicitly

substitute

exemptions
for

industries

systems,
so

still
working
on
it,

budget
fund
transfer
for
2020.

transfer
request

entails
transferring

million

hundred
fifty-four
thousand

hundred
eighty
five
thousand
dollars
from
the
unrestricted
FY
20,
but
categorization
to
the
restricted
side
of
the
ledger
dollars
per
dollar.
In
accordance
with
recent
guidance
that
we
received
from
MSD
regarding
Senate
bill
130,
which
is
the
blueprint
for
Maryland's
future
the
outcome
of
phase
one
of
the
current
Commission's
work.

guidance
has
been
issued
to
all
24
jurisdictions,
so
all
24
of
us
have
to
come
into
conformance
with
this
accounting
adjustment.
There
is
no
change
in
appropriation,
there's
no
change
in
state
category
totals
or
state
category
categorization.
Therefore,
it's
it's
really
just
a
bookkeeping
or
accounting
depiction,
an
adjustment
of
that
the
timeline.
I
guess
this
is
unique.
I've
never
brought

never
been
part
of
a
first
quarter
budget
transfer.

the
superintendent
brings
his
budget
forward

the

unrestricted
and
some
of
it
was
restricted

we
knew
going
into
it.
