city

we
prepare
now
for
our
final
budget
here,
and
we
ask
the
Lord
if
you
would
continue
to
bless
us
Supply
us
with

Necessities
that
we
need
in
order
that
we
can
have
a
qualitative
license
in
our
city.

On
September
6
city
council
adopted
a
tentative
millage
rate
of
4.1876
for
physical
year
2023-24,
and
today
the
proposed
marriage
rate
and
budget
I
mean
on
September
10th.
The
proposed
millage
rate
and
budget
was
published
in
the
Orlando
Sentinel,
in
accordance
with
the
truth
and
millage
process
statutory
requirements,
the
city
must
adopt
a
military
prior
to
adopting
the
budget,
so
the
recommended
millage
rate
is
the
4.1876
meals
which
is
13.21
increase
over
the
rollback
rate
of
3.6991.

public
hearing,
and

me
read
this
in
accordance
with
the
truth
and
millage
trim
requirements.
The
city
must
set
the
final
millage
rate
and
it
buys
the
property
appraiser
of
the
final
millage
rate
and
roll
back
rate.
The
final
millage
rate
is
4.1876,
which
represents
a
13.21
percent
increase
over
the
rollback
millage
rate
of
3.6991.

on
September
6,
the
city
council
adopted
a
tentative
budget
for
fiscal
year,
2023-24
September
10th
that
proposed
budget
summary
was
published
in
the
Orlando
Sentinel.
In
accordance
with
the
truth
in
military
statutory

the
city
must
adopt
an
annual
Budget
prior
to
the
beginning
of
each
fiscal
year.
The
total
proposed
budget
for
All
funds
is
balanced
at
165
million
828
988.

I
have
a
concern
that
we
just
made
a
net
profit
this
year,
a
huge
net
profit
at
the
July
meeting.
It
said:
44
million
dollars
net
profit
we're
putting
we're
saying
we're
having
a
zero
budget
which
we're
supposed
to
we're
supposed
to
be
non-profit
government,
and
we
put
all
these
monies
in
the
reserves
yet
and
a
lot
of
places
were
not
accomplishing
anything.

signs
are
being
put
up
on
the
interstate.
After
repeated
emails
and
Public
Service
posts
and
reports
and
phone
calls
saying
we
don't
have
signs
up,
it's
not
getting
done.
The
ponds
are
not
getting
cleaned.
The
reports
state
from
May
from
March
that
they're
full
of
trash
they're
not
getting
mowed
they're,
not
getting
pumped
out
and
cleaned
they're,
still
awful
from
the
inspection
in
March,
and
they
hadn't
been
cleaned
since
2018.,
and
yet
money
is
being
turned
back
from
the
public
services
department.

possibly
ask
for
more
ad
valorem
for
five
years?

have
the
money
we
can
hire
the
employees.

the
other

we
don't
have
any
employees
to
do
it
and
I
drive
by
and
see
one
person
shoveling

person
with
a
tablet
in
their
handwriting
another
person
holding
a
glass
of
water
and
the
fourth
person
in
the
truck?

funds

sounds
wonderful.

I
ran
a
business
like
this
is
being
handled,
I'd
be
a
multi-millionaire

taxes

looked
at
a
piece
of
property
that
has
a
violation
on
it
from
political
sign,
billboard
being
still
up
from
last
year,

been
reported,

charged
the
same
non-adv
alarm
tax
for
storm
water,
as
I
am
on
my
0.3
Acres
doesn't
make
sense
and
a
fast
food
place
who
goes
out
every
single
day,
they're,
almost
totally
concrete
asphalt.
They
have
very,
very
just
a
few
feet
of
plant
area.

hose
and
use
chemicals
on
all
that
concrete
and
windows
every
single
day
for
a
couple
hours.

hose
down
everything
with
chemicals.

have
hundreds
of
cars,
go
through
there
every
day
with
leaking
gas

leaking
oil,

they
get
paid.
They
only
pay
three
times
what
I
pay
on
my
0.3
Acres
calculation,
the
the
new
formula
you'll
have
is
very
bad,
so
you
need
to
compare
your
new
ad
valorem
non-adv
alarm
tax
to
what
some
of
these
businesses
are
paying
and
what
other
people
with
larger
tracks
of
land
are
paying.

the
profit

pacing

expenditures

projects

savings

amount

not
equal,
the
revenues
and
the
expenditures,
and
it's
not
an
annual
projection.
If
you
look
at
the
annual
projection
for
the
month
of
August,
it's
more
around
23
million
that
we
could
potentially
have,
but
that
does
not
include
our
year
in
expenses
as
well
and
to
address
what
you
just
said
in
regards
to
carry
force
with
the
major
capital
projects,
those
amounts
that
have
not
been
spent
in
that
current
year.

revenues

expenditures,
every
expenditure,
all
that
we're
in
the
month

August,
that
doesn't
truly
represent
where
we

projection.

that

we're
projecting

those
excesses

have

there's
dollars
still
that
need
to
be
considered.

calculations

the
size
of
the
property.

piece

something
definitely
wrong.

assessment

the

Village
neighborhood

district,

this
district
is
to
take
care
of
the
Retention
Ponds
that
were
abandoned
by
the
HOA
and
to
make
sure
that
we
bring
them
into
ms4
compliance.

City
staff
does
not
maintain
these
ponds.
These
are
ponds
that
were
been
abandoned
by
the
HOAs
I
have
a
contractor
Brightview
that
comes
in
and
cuts
the
ponds,
we're
still
responsible
for
the
inflow
of
the
structure,
be
it
the
pipe
going
into
the
pond,
but
traditionally
all
our
ponds
have
always
been
maintained
by
the
HOAs.
So
what
happens
when
the
HOA
goes
under?

get
abandoned
and
we
get
the
calls,
and,
unfortunately,
when
you
have
a
code
enforcement
case
and
there's
nobody
to
go
after,
it's
left
to
us
to
come
up
with
a
solution,
and
this
is
our
solution.
So
we
can
maintain
and
cut
the
pods,
and
we
also
part
of
the
the
assessment
is
to
do
engineering
studies
from
time
to
time
to
make
sure
we
stay
in
compliance
with
our
ms4
permit.

built
back

1980s,

HOA
abandoned
it.

got
growth

upkeep
and
it's
being
assessed
back
to
the
property
owners
that
would
have
been
originally
responsible
for
the
main
maintenance
of
the
pond
and
the
amount
is
set

180
dollars.

structural
