for

energy
committee

2026

transportation

Committee
for
a
term
ending
March
31st
2026,
who
will
be
joining
us
via

we
have

comment

our
special
meeting

a

but
we
do

welcome

we

the
first

What
makes
me
a
good
fit
I
think
is
my
multi-disciplinary
background
and
energy
I
graduated
from
Hsu
and
oceanography
and
then
got
a
job
at
Nasa
after
that
doing
offshore
renewable
energy
project
for
biofuels,
not
wind,
unfortunately,
but
I
then
got
my
masters
from
Hsu
at
the
time
in
energy
technology
and
policy
and
did
a
project
or
my
Master's
thesis
on
trying
to
convert
Municipal
Wastewater
into
renewable
energy
biofuel
and
how
much
that
would
cost
to
do
that
at
the
arcade
away,
sweater
treatment
plant,
and
so
my
interest
in
energy
has
been
shown
throughout
my
academic
and
research
career
after
that.

I
got
a
job
at
West,
Haven,
solar
out
of
Blue
Lake
and
for
Mark
Schaefer,
and
worked
installing
solar
and
HVAC
systems
and
general
construction
duties
for
a
few
years
before
applying
for
my
own
solar
contractor's
license
and
starting
my
own
company,
some
bolt
solar.
So
now
I
live
in
Arcata
I
had
moved
from
Fieldbrook
about
a
year
and
a
half
ago
and
I
have
a
Solar
Company
and
we
and
Electro
I've
got
my
electrician's
license
as
well,
and
we
install
solar
batteries
EV
Chargers.

We
do
electrical
installations
if
we
have
time,
but
right
now
we're
backed
up
for
a
while
on
solar.
So
my
my
entire
career
I've,
been
energy
focused
and
now
that
I'm
living
in
Arcata
I
would
really
like
to
get
more
involved
with

in
the
public
forum
about
how
Arcata
kind
of
moves
into
the
new
chapter
of
a
bigger,
Cal,
Poly
and
all
the
development.
That's
going
to
go
on
here
and
be
more
involved
and
offer
any
kind
of
input
that
I
have
to
make
sure
we
have
a
smooth
energy
transition
going
into
the
future.

five

it's

that
I
mean
the
challenges
going
forward

is
making
sure
that
we
Implement
certain
strategies
that
are
cost
effective
and
practical
and
pragmatic
as
from
a
builder's
perspective

from

research
perspective,
I
guess

academic

not

haven't
I
mean
I
haven't
had
time
to
really
delve
into
it

past
couple
years,
just
probably
because
owning

own

I
haven't
been
as
focused

climate
action
plan
recently.
But
one
of
the
reasons
I
applied
for
this
position,
so
that
I
would
be
able
to
get
more
informed
on
that.

strategies

climate
action
plan,
I'm
I,
think
I
have
a
lot
of
knowledge
in
solar
and
batteries
and
Renewable
Energy
Technologies
and
how
to
build
them
and
where
the
best
place
to
build
them
is,

so
I
think.
I
could
really
given
some
practical
input
and
how
that
would
work
from
a
builder's
perspective.

biggest
one
was
the
getting
rid
of
natural
gas
and
the
Berkeley
the
Berkeley
court
case.

I
consider
Equity
I
consider
Equity,
you
know
differently
as
a
business
person
as
I
do
as
citizen,
so
for
my
business,
solar
incentives
were
gutted
recently
with
net
metering
because
of
equity
and
so
I
I
knew.
This
was
happening
with
net
metering,
switching
from
net
Marine,
two
to
snap,
meaning
three
and
so
I
as
a
business
person.
I'm
forced
to
understand
it.

that
way,
and
during
my
academic
career
we,
and
especially
at
Humboldt,
we
learned
a
lot
about
equity
and
Equity
resiliency
in
our
state
in
regards
to
Energy
Technologies,
because
they
often
benefit
the
rich
at
the
expense
of
the
less
advantaged
population.
So
I
consider
it
I
know
how
to
calculate
it
economically
and
that's
I
think
that's
the
biggest
part
of
figuring
out
which
strategies
to
to
promote
for
energy
related
Technologies
as
far
as
for
community
so
I,
don't
know
how
I
feel
about
it.

the

I

know

we
have
someone

council,
will
probably

The
energy
committee
this
year
is
to
look
at
biomass,
I'm
wondering
if,
in
your
studies
or
you,
have
interacted
or
have
any
thoughts
on
how
the
Humboldt
County
is
using
biomass.

Yes,
a
very
intimately
evolved
biomass.
My
entire
NASA
research
was
based
on
biomatic
algae
biomass.
My
Master's
thesis
was
based
on
algae,
biomass
and
just
biomass
from
the
wastewater
treatment
plant
and
converting
that
into
to
energy
through
both
biofuels,
biodiesel
and
any
other
energy
that
we
could
extract
from
that
biomass.
These
are
biomass
in
particular,
you're
talking
about
or
just
antibiotics,
I
yeah,
so
I'm
more
focused
on
Wastewater
and
algae
I
know,
there's
I'm
familiar
with
the
theory
behind
for
Force,
biomass
and
agricultural
biomass,
but
I've
never
worked
worked
with
that
specifically.

really
didn't
have
any
money,
and
most
people

to
give
me

appreciated
that
and
your

an
extremely
important
feature

any
small
town

city

we

safe,

access

transit

larger
group
of
individuals
can
achieve
their
full
potential.

There
are
a
lot
of
people
who
don't
drive
and
there
are
other
people
who
are
not
able
to
drive
and
when
we
provide
a
safe
and
accessible
walking
environment
and
bicycling
environment
and
public
transit
environment
that
gives
people
the
best
opportunities,
so
I'm
really
interested
in
in
contributing
to
how
Arcata
moves
forward.
In
that
regard,.

know
about
the
transportation,
Safety
Committee
and
the
role
that
it
plays
in
the
city.
I
Well,
I
was
on
the
committee
for
about
four
years
roughly
between
2004
and
2008.,
so
I
I
had
an
opportunity
to
serve
and
to
learn
quite
a
lot,
I
moved
away
and
was
it
was
gone
for
11
years
and
returned
in
2019
and
then
sort
of
resumed.
My
interest
in
the
committee
I
attended
a
meeting.
I've
written
letters
I've
been
on,
you
know,
attended
Zoom
meetings,
so
I
am
I,
am
I,
would
say
very
aware
of
the
role
and
the
responsibility
of
a
TSC
member.

is

foot

knowledgeable

sidewalks
and
the
various
roadways
I'm

interested

a

passenger
in
a
in
a
vehicle
I'm
like

non-driver
but
I'm
very
aware
of
what
drivers
say
as
they.

just
different
comments

people
make

I'm,
not

skateboarder,

all

modes

Transit

have

Transportation

certainly
experienced

pretty
knowledgeable

various
Vantage
points

people
feel
and
interact

the

streetscape
and
the

sidewalk
escape
and

public
realm
amenities

think
it's
important
to
mention
that
I
am
an
accessibility
consultant
and
have
a
very
deep
education
in
the
Americans
with
Disabilities
Act
and
how
it
relates
to
the
public
realm
and
there's
also
a
document
called
the
public
rights
of
way,
accessibility
guidelines,
and
that
is
another.
That's
a
document
that
sort
of
describes
the
ways
in
which
a
municipality
or
entity
that
manages
the
public
rights
of
way
is,
is
sort
of
required
and
responsible
for
creating
accessibility.
I
So
I
have
a
fair,
an
extensive
many
years
of
experience
working
in
in
public
realm
environments,
I
spent
a
lot
of
time
working
with
the
city
of
Seattle
and
other
entities.
I
I
Well,
I
have
lived
in
the
city
for
many
years
and
have
seen
it
grow
and
develop,
and
a
very,
very
interested
in
in
in
contributing
like
I've,
said
to
the
various
amenities
and
and
features
that
are
that
are
being
proposed
like,

example,

proposed
roundabout

experience

person

accessibility

youthful

walkable,

interact

getting

from

humble
campus

walked
quite

really

community

community,

any

I'm
going
to

Proclamation

hope
that
Humboldt
at
large
can
take

this
is
a
proclamation

recognition
of
queer
community
and
culture.

Awareness
Month,
September
2023,
whereas
recent
as
well
as
historic
events
in
our
own
Community,
have
shown
and
emphasize
how
all
people
are
affected
by
violations
against
those
belonging
to
any
marginalized
group
of
people.
It
is
extremely
important
for
these
underserved
peoples,
and
especially
their
allies,
to
support
each
other.
The
queer
Community
can
serve
as
an
example
of
this,
regardless
of
orientation,
gender
or
other
differences.

the
28th
coming
up
in
October
and
we're
still
looking
for
volunteers,
for
it

going
to
be
more
of
a
full
day

centered
around
the
playhouse,
and
there

a
parade
before
that.

annual
report
right

front

I'm
going

try
to
be
brief.

I
think
I
can
speak
for
the
other
committee
members
also
when
I
say
that
our
participation
is
intertwined
with
our
interest
in
the
safety,
health
and
quality
of
life
in
Arcata.
That's
why
we
are
committee
members
and
and
do
what
we
do
so.
Some
of
the
things
that
that
we
deal
with
on
a
regular
basis
is
the
public
written
and
oral
communication.
We
have
a
lot
of
committed
citizens
in
Arcata
who
follow
City
issues.

Sometimes
we
have
some
regulars,
but
it's
not
always
the
regulars,
there's
a
lot
of
people
that
come
out
of
the
woodwork
and
have
interest
in
various
safety
issues
surrounding
transportation
that
show
up
for
the
meetings
and
we're
really
appreciative
of
that.
It
seems
like
the
involvement
has
just
gone
up
in
recent
years.
Of
course,
maybe
good
reasons
and
bad
reasons,
but
some
of
those
a
lot
of
the
repeat
issues
we
get
are
speeding
visibility
at
intersections
pedestrian
safety,
bicycle
rights
and
responsibility.

We
get
involved
in
the
development
of
policies
and
updates.
Of
course,
I
talked
briefly
about
the
transportation
element
of
the
Gateway
plant,
consider
and
review
the
transportation
element
of
the
general
plan
and
we're
currently
looking
at

city,
speed
home
policy.
We've
been
talking
about
that
and
that's
going
to
continue
at
Future
meetings.

Let's
see,
and
maybe
we've
got
a
whole
slew
of
next
year's
goals.
We
really
should
kind
of
Whittle
that
down
to
things
that
we
could
maybe
really
tackle,
but
if
we
were
to
tackle
all

of
these,
it
would
be

just
highlight
three
briefly
recommending
traffic
calming
projects
and
priorities.
That's
always
something
good
that
we
think
would
result
in
more
safety
for
all
all
citizens:
drivers,
Walkers,
pedestrians,
visually
impaired
people,
people
have
mobility
issues,
we
will
discuss
and
recommend
and
support
initiatives
to
increase
ridership
of
our

is

should

to

plan
and

will
control
the
traffic
during
construction,

items

the
most
expensive
item
in
the

are
aware

for
the

they
will
be
providing
temporary

control

serve

see
them

High
School
school
drop-off

mornings

try

if
we
can't
mitigate

little
bit

cars
aren't
idling

safety
issue

health

and
a
climate

was
able
to
keep
the
wheels
moving,
which
is
really
crucial
for
mental
health
services.

Kuna
had
a
participatory
budget
process,
a
brainstorming
session
at
the
West
Village
Studios,
which
are
out
in
Valley
West,
the
new
home
key
project.
The
newest
kuna
also
had
an
ex
another
successful
Community
cleaned
the
side,
work,
sidewalk
event
and
also
they
held
their
second
annual
free
community
barbecue
with
Dilo
the
barbecue
she's,
our
senior
planner.
By
the
way,
barbecue
extraordinaire
had
a
great
turnout
over
the
three
hours
that
we
had
this.

were
150
residents
in
attendance
and
it
celebrated
all
the
new
residents
out
in
Bali
West
to
come,
meet
your
neighbor
Cal
Poly,
humble
Comfort,
Inn,
Bridge
housing,
as
I
said,
the
Grove
home
key
project,
as
well
as
the
newest
residence
over
at
the
West
Village
Studios.
So
we
had
a
lot
of
people
from
all
communities:
the
latinx,
the
students,
the
new
residents,
the
unhoused
community.

only
main
update
is
that
the
eye
block
party
happened
and
it
was
great
and
everybody
had
a
wonderful
time.
The
block
was
packed.
There
were
three
great
bands
and
we
don't
know
the
final
numbers
yet,
but
the
committee
raised
a
lot
of
money
and
felt
like
it
went
very
well
even
better
than
last
year,
which
was
the
first
year
back
since
the
pandemic,
and
it
was
more
money
than
they
had
Ever
Raised.
So
I'm
excited
to
hear
back
on
that
report
and
that's
all
I
have.

I

excited
to
attend
all
of
these
events.
This
weekend,
I
think
the
music
on
the
Plaza
was
amazing.
It
was
a
huge
crowd.
The
barbecue
was
lovely
the

got

emcee

half

Street
block
party,
and
it
was
so
much
fun.
The
North
Coast
growers
association
is
having
their
dinner
on
Sunday.
We've
got
North
Country
Fair
coming
up,
so
I
just
want
to
say
that
you

we've
got
a
lot
of
people
talking
about.

I'm

weekend

nothing

It's
the
people
of
Arcata
that
make
the
character
of
the
town
and
I
saw
that
out
in
absolute
full
force
this
weekend,
so
I
just
wanted
to
recognize
that
yeah
I
just
was
wondering
if
you
could
very
very
quickly
give
us
a
quick
update
on
the
police.

In
terms
of
recruitment,
so
I
think
the
community,
let
us
know
that
GPA
Hearn
will
be
retiring
in
October,
so
we
do
have
an
active
recruitment
out
for
police
chief,
but
we
have
made
a
really
concerted
effort
around
police
officer
Recruitment
and,
as
the
council
in
the
community
probably
remembers,
we
were
down.
We
have
29
sworn
officers
that
are
budgeted
for.
We
were
down
10
positions
within
our
sworn:
that's
almost
30
percent
over
30
percent.
We
have
through
the
lateral
incentive
program
that
the
council
approved.

We
have
brought
on
four
laterals
that
have
taken
advantage
of
that
program.
We
did
have
a
real
boost
in
morale
with
an
officer
who
left
after
just
being
here
a
little
over
a
year
and
then
returned
just
a
couple
of
months
later,
and
you
know,
is
sharing
the
news
downstairs
of
how
good
the
department
is.
So
that
has
been
great.
So
we
had
those
five
that
have
come
really
able
to
hit
the
street
running,
and
then
we
have
four
in
the
current
Academy.

as
of
here,
September,
are
all
still
in
the
current
account
me
so
that's
great,
and
so
they
will
graduate
in
December
and
then
we've
actually
made
three
offers
now
with
filling
both
of
your
over
hires
and
one
other
over
hire
is
just
there
right
now
for
three
candidates
that
will
start
the
academy
in
January.
So
I
have
asked
the
police
department
to
put
actually
their
police
officer
recruitments
on
hold.

is
something
to
celebrate
in
our
town
for
sure,
but
and
so
once
we
get
these
four
graduated
from
the
academy
and
into
field
training
in
January
that'll
be
really
exciting,
but
I
think
you
see
it
I
see
it
on
the
street
already
with

laterals
that
we've
come
so
there's
a
great
Buzz
downstairs
and
a
lot
of
excitement
for
the
type
of
policing
that
is
here
in
Arcata.

APD

out
in
full
force
and
hopefully

especially

school

losing

expansions

at

community

beneficial
