If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
B
A
We
can
see
it
yes,
okay,
thanks
Chris
all
right,
well
welcome
and
thank
you
for
attending
the
May
3rd
2023
virtual
public
meeting
to
discuss
the
Arlington
career
center
use
permit.
My
name
is
Olivia
Sontag
and
I'm
here
with
the
I'm
from
the
Arlington
planning,
Arlington,
County,
Planning,
Division
and
I'm.
The
planner
reviewing
this
use.
Permit
proposal
so
welcome
to
all
joining
us
remotely
I
have
with
me
today
several
other
staff
members
who
will
be
available
to
answer
questions.
A
These
numbers
include:
Robert,
Gibson
from
Des
Brett,
Wallace,
Chris,
Kreider
and
Laura
Schaub
from
our
Urban
Design
Team
and
Bethany
Heim
from
DPR,
so
we're
all
kind
of
familiar
with
this
environment,
but
I'd
just
like
to
cover
a
few
items
just
to
help
coordinate
some
of
the
Q
a
later
in
the
meeting.
A
So
today's
meeting
is
available
to
stream
from
the
County
website,
via
Microsoft
teams,
link,
there's
also
a
dial-in
phone
option
for
those
who
wish
to
use
it
if
you
do
lose
internet
connectivity
during
today's
meeting,
please
reconnect
with
us
by
phone:
please
keep
your
video
turned
off
and
microphone
muted
until
you
are
called
on.
A
These
tools
are
located
as
icons
on
your
toolbar
and,
if
you
do
not
see
this
toolbar
just
try
tapping
or
clicking
on
the
center
of
your
screen,
and
it
should
pop
up
all
public
comments
must
must
be
shared
verbally
for
the
record.
When
called
upon
to
speak,
you
must
unmute
Yourself
by
clicking
on
the
microphone
icon.
A
A
All
right,
so
I
will
start
with
a
quick
schedule
overview
in
just
a
moment
again.
Today's
meeting
we
are
focusing
on
kind
of
trees,
open
space
play
areas,
Urban,
Design
and
architecture.
At
the
meeting
yesterday
we
talked
about
campus
circulation
parking,
streetscape
improvements
and
phasing
plans.
That
meeting
was
recorded
and
will
be
posted
on
the
webpage
and
any
material
shared
will
also
be
posted,
and
then
once
the
presentation
has
been
made,
we'll
move
on
to
the
public
q-
a
if
you
do
have
any
questions
either
throughout
the
meeting
or
following
the
meeting.
A
So,
just
a
quick
overview
of
what
is
being
proposed
with
this
use.
Permit
APS
is
proposing
a
five-story
new
career
center
with
about
1600
student
capacity,
a
four-tiered
above
grade
garage
with
about
345
to
360
spaces,
partial
demolition
of
the
existing
career
center
to
accommodate
the
construction
of
that
above
grade
garage
demolition
of
the
Fenwick
building,
which
a
permit
has
been
applied
for
and
issuance
is
anticipated
sometime
this
summer,
they're
also
proposing
a
Central
curbless
Plaza,
which
would
just
be
limited
to
buses
during
pickup
and
drop-off
and
then
to
pedestrian
students.
A
A
So
so
far,
we've
had
two
joint
meetings
with
the
pfrc
and
blpc.
Those
were
on
March
15th
and
April
19th.
Coming
up
next
week
we
have
a
meeting
with
the
form-based
code
advisory
working
group,
although
this
is
not
a
form-based
code
use
permit.
B
Thanks
Olivia
and
good
afternoon,
all
Steve
Stricker
senior
project
manager
with
Arlington
Public
Schools
with
me
today
from
APS
is
also
Jeff
Chambers,
the
director
of
design
construction
services
and
finally,
the
project
architect
from
stantec
architects,
Jasmine
McDuffie,
so
Jasmine
and
I
are
going
to
team
up
on
the
presentation
today,
Jasmine's
going
to
take
the
bulk
of
it
and
after
she
completes
I'll,
go
quickly
over
project
phasing.
C
Thank
you
Steve
and
good
afternoon.
Everyone
just
a
reminder
that
the
project
requirements
for
this
project
were
approved
by
the
school
board
back
in
October
2022,
and
so
those
requirements
are
listed
below.
C
In
terms
of
project
schedule,
everything
that
you
see
checked
are
items
that
we've
completed,
we're
currently
in
the
youth
permit
phase,
and
so,
as
Olivia
mentioned
working
towards
a
board
meeting
in
June
in
terms
of
additional
Community
meetings,
there
will
be
a
meeting
in
October
and
the
school
board
will
be
looking
to
review
that
Construction
contract
in
November.
In
terms
of
construction,
the
new
ACC
will
begin
December
2023,
with
a
completion
of
20,
December
2025,
and
the
overall
project
will
be
complete
summer
of
2027..
C
So
we
want
to
Dive
Right
In
and
talk
a
bit
about
kind
of
Urban.
Design
trees
play
areas
talk
a
little
bit
more
about
this
curbless
environment,
and
so
this
is
an
overall
campus
plan.
South
Highland
Street
is
on
the
west
side
of
of
the
campus
9th
Street
South
7th
Street
in
South
watery
drive
on
the
east
side
is
on
the
bottom
of
the
page.
C
C
As
Olivia
mentioned,
the
mpsa
playground
areas
are
being
redeveloped
and
those
are
located
along
mpsa
along
the
west
north
and
this
East
Side,
the
the
streets
gate
will
include
canopy
trees.
We've
been
working
with
the
county
to
try
to
maximize
the
amount
of
trees
that
we
can
provide
along
streetscape.
C
There
are
also
the
smaller
caliper
trees
located
within
the
bio
retention
areas,
and
these
are
areas
that
are
collecting
storm
water
management
for
the
site
and
those
are
depicted
in
this
lighter
green
color.
You
can
see
those
along
the
existing
HCC
North
elevation.
There
are
also
some
along
the
north
side
of
the
field
and
there
by
retention
areas
along
the
ACC
that
are
collecting
rain
water.
C
However,
we
are
introducing
a
number
of
Cipher
machines
to
help
Define
areas
that
would
be
only
for
pedestrians
and
those
are
located
along
the
edge.
You
see
these
kind
of
circles
and
in
rectangular
areas,
you'll
see
those
closer
up
in
some
of
the
future
slides,
but
I
want
to
call
your
attention
to
that
that
we
are,
you
know,
making
sure
that
there
are
pedestrian-only
zones
defined
for
safety
and
also
to
facilitate
circulation
around
the
buildings
and
at
entrances
in
terms
of
play
areas.
C
There's
the
open
field
Playfield
located
number
three
here
and
that's
a
synthetic
turf
field.
It's
going
to
be
open
for
the
public
after
hours,
but
used
by
ACC
for
PE
classes
and
there's
a
four
foot
fence
that
wraps
around
the
majority
of
that
with
a
taller
Fence
located
along
South
Highland
to
catch
any
Aaron,
Falls
or
frisbees.
That
and
there's
also
a
Todd
playground
area
here
that
supports
the
teen
parenting
early
childhood
development
program.
C
The
new
ACC
main
entrance
is
located
on
the
on
the
south
end
here,
but
there's
also
a
secondary
entrance
off
of
seventh
and
of
additional
entrances
here
kind
of
Midway
through
the
building
off
of
North
Walter,
Reed,
South,
watery
Drive
and
one
other
item
just
to
point
out
because
it
came
up
last
week
is
we
are
looking
at
in
addition
to
having
supporting
bike
traffic.
We
are
introducing
bike
racks,
both
Under
The
Canopy
areas,
locate
the
main
entrance,
but
also
throughout
the
site,
distributed
at
mob
manager,
entrances
to
the
building.
C
C
In
addition
to
looking
at
the
site
in
terms
of
layout
of
trees,
we
also
are
studying
and
coordinating
those
trees
with
campus
lighting,
both
Street
lighting
that
meets
the
county
standard.
That's
identified
in
pink,
but
also
on
campus
lighting.
That's
identified
in
blue
and
some
of
our
lighting
paths
are
going
to
be
lit
by
building
mounted
lighting
and
that's
identified
by
the
red
line
along
the
edges
of
the
garage,
the
existing
ACC
and
the
new
ACC.
C
This
is
a
blow
up
of
the
entrance
way
just
want
to
call
attention
to
those
benches
and
seating
that
we've
that
I've
identified
a
little
bit
earlier
that
helps
to
Define
pedestrian
on
the
areas
you
can
see
those
identified
here.
C
You
can
also
see
the
additional
of
additional
canopy
trees
to
Mark
the
entrance
to
the
site,
we're
trying
to
maximize
the
use
of
trees
on
site
and
the
introduction
of
some
trees
into
those
private
engine
areas.
As
I
mentioned
earlier,
and
then
you
can
see
the
the
bike
racks
both
here,
but
also
some
that
are
under
canopy
cover
I,
want
to
point
out
that
we
as
much
as
possible
are
preserving
as
many
existing
trees
as
possible.
C
The
library
enters
will
be
maintained
in
terms
of
that
existing
pathway,
and
this
section
provides
you
a
scaled
view
of
of
what
that
landscape
area
looks
like
at
the
at
the
entrance
to
the
site.
These
are
just
some
images
showing
that
these
bio
retention,
areas
from
a
bourbon
design
standpoint
will
incorporate
some
walls.
C
You
can
see
you
can
also
see
the
seating
elements
that
help
to
Define
pedestrian-only
areas
located
here,
as
well
as
on
across
the
curbless
environment,
near
the
new
ACC
additional
aerial
views
same
entrance
view
again,
showing
you
the
trees,
but
also
you
can
see
how
these
elements
help
to
define
those
pedestrian
areas
separate
from
vehicular
traffic.
Here
areas.
C
This
is
a
blow
up
of
the
North
End
of
the
new
ACC,
a
little
bitter
view
of
that
sidewalk
connection
from
7th
Street
that
will
connect
to
the
remainder
of
Campus.
It
also
provide
access
to
the
teen
parenting
in
early
childhood
Tot
Lot
area.
There's
the
entrance
below
entrance
of
the
Seventh
Street.
You
can
see
the
bike
tracks
here
and
some
additional
under
under
story
and
decorative
or
flowering
trees,
intermixed
with
canopy
trees
located
on
this
corner,
and
these
are
some
three-dimensional
views
of
that
corner.
C
If
you're
staying
on
the
corner
of
Knight
to
South
7th
Street
in
South,
Walter,
Reed
Drive,
you
can
see
the
mixture
of
canopy
trees
and
flowering
trees
both
at
the
entrance,
but
also
along
the
South
watery
Drive
section
of
Road.
C
This
is
a
blow
up
of
that
Playfield.
That
I
was
referring
to
earlier,
as
I
mentioned.
There's
a
there's,
a
fence
surrounding
the
entire
Playfield
trees,
that
line
the
street
on
South
Highland
to
create
that
streetscape,
the
black
dots
represent
the
street
lighting
that
we
are
considering
at
this
moment
around
the
field
will
be
surrounded
by
trees
that
are
both
within
bio-retention
areas
and
those
that
would
be
within
planting
strips
and
in
the
middle
of
the
site.
C
This
is
a
view
saying
on
Highland.
It
gives
a
good
image
of
how
those
site
Furnishings
provide
a
separation
between
pedestrian-only
zones
and
areas
where
Vehicles
will
be
allowed
to
travel.
You
can
see
the
scale
of
the
fence
around
the
field
and
as
well
as
the
amount
of
canopy
trees
that
are
being
planned
on
site.
This
is
a
image
of
the
bio
retention
area
along
the
existing
ACC
and
on
these
ones
we're
looking
at
a
fenced
enclosure
as
opposed
to
a
curb
or
a
seat.
C
C
C
C
This
is
the
elevational
view
and
I'm
going
to
show
some
three-dimensional
views
which
provide
a
better
understanding
of
how
the
building
is
is
masked,
but
these
views
indicate
the
general
height
of
the
massing
of
the
building.
So
this
elevation
is
the
elevation
along
South
watery
Drive.
The
highest
point
of
the
buildings.
Measured
is
78
feet.
The
lower
end
of
the
building
towards
seventh
is
49
feet
with
the
64
foot
height
of
the
screen.
Walls,
that's
enclosed
mechanical
units.
C
C
To
provide
the
building
scale
to
be
more
in
line
with
the
buildings
along
7th
and
across
the
street
on
South
watery
Drive,
the
building
always
also
steps
back
towards
South
Highland
Street.
For
the
same
reason,
we
want
to
keep
the
scale
of
the
building
shorter
along
that
South
watery
drive
as
the
building
steps
back.
We've
introduced
some
outdoor
Courtyards,
which
will
have
some
planters
as
well
in
terms
of
the
building
materials
that
you're
going
to
see
in
the
next
couple
of
slides.
C
C
C
This
is
the
street
view,
if
you're
standing,
probably
across
the
street
from
south
from
the
main
entrance
of
the
school,
a
better
view
that
masonry
Corner
the
metal
panels,
the
phenolic
panels
that
would
be
intertwined
with
the
curtain
wall.
C
C
C
C
C
These
boards
are
a
little
smaller,
but
they
they
provide
information
on
the
materials
that
I've
identified.
This
is
a
description
of
all
the
materials
that
are
being
proposed.
This
is
an
image
that
shows
an
image
of
the
material
from
the
manufacturer's
website,
and
this
is
the
proposed
finish
or
finishes
for
that
material.
C
With
that
Steve,
would
you
like
me
to
continue
to
show
these,
or
would
you
like
to
share
your
screen
thanks.
B
Let
me
know
when
folks
can
see
that
I
can
see
it
right,
so
in
the
interest
of
time
I'm
going
to
go
through
this
very
quickly
to
allow
more
time
for
public
comment
and
discussion.
I
went
over
this
same
presentation
yesterday.
So
folks
are
interested.
You
can
certainly
access
the
previous
presentation.
What
you
see
on
the
screen
now
is
the
existing
conditions
on
site.
B
I
will
say
with
regard
to
the
phasing
plans,
a
major
caveat:
this
is
a
draft
phasing
plan
subject
to
change,
we're
basically
in
the
middle
of
design.
Now
so
there
could
be
some
design
changes
that
would
have
impact
permitting
changes
once
we
get
a
Contractor
on
board
their
means
and
methods
and
of
course,
unforeseen
conditions
that
we
might
encounter
during
construction
could
have
implications
on
the
phasing.
B
So
keep
that
in
mind
as
we
go
through
our
goal
here
is
to
maintain
250
spaces
between
on-site
parking
of
which
we
currently
have
150
spaces,
and
we
also
have
100
spaces
that
we
lease
at
the
existing
ecdc
garage.
So
our
goal
is
during
the
course
and
construction,
even
though
parking
on
site
may
change
a
little
bit
and
it
does
and
it
will.
B
The
overall
goal
here
is
to
maintain
250
spaces
for
School
staffs.
B
Jasmine's
presentation
noted
the
location
of
the
new
ACC
building,
which
is
in
the
northeast
corner
of
the
site
and,
of
course
the
existing
Fenwick
building
is
located
in
the
footprint,
as
are
some
of
the
mpsa
play
areas.
So,
there's
a
couple
of
sub
phases
prior
to
the
main
building
construction
that
we're
calling
phase
one
a
and
phase
1B
phase
1A
is
the
relocation
of
the
mpsa
play
areas.
B
Those
will
occur
around
the
perimeter
of
the
existing
mpsa
building
generally.
That
work
will
happen
this
summer,
although
we
are
going
to
start
sometime
in
May
with
construction
of
a
natural
grass
field
just
to
the
east
of
the
Montessori
building,
so
that
that
field
has
the
best
ability
to
grow
in
prior
to
hand
off
to
to
the
school
in
the
fall.
B
So
that's
phase
1A
phase
1B,
as
I
said,
the
demolition
of
the
Fenwick
building
and
you'll
notice.
The
limits
of
construction
for
this
project
actually
have
a
big
impact
on
the
current
mpsa
Bus
Loop.
We
actually
reconfigure
the
parking
lot
in
this
summer.
Work
to
have
a
U-shaped
Bus
Loop
for
mpsa
that'll
enter
and
exit
off
of
Highland.
The
existing
ACC
Bus
Loop
generally
maintains,
as
we
increase
the
limits
of
construction
for
both
the
Fenwick
demo
and
for
the
new
ACC
facility
construction,
which
is
our
phase
two.
B
So
as
Jasmine
mentioned,
this
is
a
two-year
construction
starting
around
January
2024,
going
through
January
2026.
You
can
see
those
Bus
Loop
changes
maintain.
We
do
lose
some
parking
spaces
during
this
phase,
but,
as
noted
we'll
Endeavor
to
maintain
our
250
total
for
the
school
and
once
the
existing
build
or
sorry,
the
new
building
is
built
that
allows
us
to
move
the
existing
ACC
program
into
the
building
and
proceed
to
phase
three
phase.
B
Three
will
allow
for
demolition
of
the
shops
on
the
south
side
of
the
existing
ACC
building
and
that
allows
for
the
construction
of
our
four-story
parking
garage
at
the
corner
of
ninth
and
Highland
Street.
B
So
once
that
work
is
complete
and
that's
about
a
year
and
a
half
give
or
take
that
allows
us
to
proceed
to
phase
four.
During
this
phase,
the
parking
garage
is
able
to
be
occupied.
Therefore,
the
parking
on
site
is
no
longer
needed,
and
that
allows
us
to
create
our
artificial
turf
field
and
basically
finish
up
our
site
where
on-site
repaving
of
the
the
bus
lanes
Drive
aisles
Etc.
A
Great,
thank
you
Steve.
So,
yes,
moving
on
to
the
Q,
a
portion
of
the
meeting
we'll
have
approximately
a
little
under
30
minutes.
I
do
see
one
dial-in
participant
so
I'd
like
to
invite
you
to
ask
any
of
your
questions
or
comments.
A
Now
this
is
the
phone
number
ending
in
a
zero
eight
four,
eight
and
you'll
just
need
to
press
star
six
to
unmute,
and
if
you
don't
have
any
questions,
we
can
then
move
on
to
anyone
joining
virtually
and
then
I'll
check
in
again
towards
the
end
of
the
Q
a
to
see
if
you
have
any
remaining
questions
or
comments.
D
Hey
there
yeah
I
suggestions,
one
is
related
to
how
exactly
will
the
Tot
Lot
be
accessible
after
hours,
so
not
during
school
hours,
but
for
the
community
after
hours?
This
second
question
I
have
is
exactly
how
large
the
Green
Space
will
be.
That
is
proposed
for
the
career
center
students.
E
D
You
said
the
playground
is
at
the
the
green
space
for
the
ACC
students.
Yes,.
A
So
for
anyone
else
joining
via
teams,
just
please
use
the
raise
your
hand
function.
If
you'd
like
to
offer
a
comment
or
question
and
then
I'll
call
on
you
in
order
and
it
looks
like
Eileen
put
their
hand
up.
F
At
this
point
we
don't
have
that
calculated.
We
are
going
to
be
looking
at
the
opportunity
for
a
PPA
for
solar
panels
unavailable
rooftops.
G
A
All
right,
Stephen,
thanks.
H
Olivia,
do
we
have
a
calculations
yet
for
the
impervious
area
pre-use
permit
and
the
new
permeable
area?
Inside
of
this,
your
use
permit.
E
A
All
right,
Amy
I,
don't
know
if
that's
just
a
residual
hand,
okay
and
same
with
Stephen.
Do
you
have
any
other
questions,
I
think
you're,
the
only
one
with
your
hand
up
now.
H
Dropped
it
so
just
just
for
the
record
Olivia
the
streetscape
improvements
along
meeting
the
standards.
Just
for
the
record.
There
are
no
Street
sleep
improvements
along
the
north
side
of
Highland
or
the
east
side
of
I
guess.
Can
we
can
we
have
the
cursor
show
us
exactly
where
we're
going
to
meet
Street
State
Standards.
B
H
B
I
Hello,
can
you
hear
me?
Yes,
I
have
some
more
specific
questions
about
the
fence?
I've
been
doing
more
research
on
this,
so
the
new
Turf
play
area.
I
Currently
that
has
the
six
foot
fence
around
it
and,
for
instance,
it
also
it
has
the
fence
not
only
along
Highland
but
along
the
sides
like
what
would
you
call
that
perpendicular
to
Highland
and
I'm
wondering
are
the
six
foot
fence
that's
currently
enveloping?
I
The
entire
portion
there
is
is
that
staying
in
the
and
I'm
going
to
tell
you
the
reason,
I'm
asking
this
I
think
all
along
we've
said
in
the
neighborhood,
we're
very
concerned
about
access
to
play
areas
for
kids,
especially
the
kids
that
live
across
Walter
Reed
in
those
historic
Apartments,
because
the
playground-
that's
currently
the
current
playground
that
was
old,
Patrick
Henry
now
mipsa
is
the
only
play
structure
that
those
kids
have.
I
And
my
question
is
about
how
the
fencing
is
going
to
work
because
I
know
there's
been
issues
with
locking
the
gates
on
the
weekends
and
so
I'm
wondering
about
the
new
fencing
going
around
what
parts
of
it
are
actually
going
to
be
accessible
in
a
granular
detail,
because
this
is
I
think
something
that
maybe
people
haven't
thought
about.
I
That
I've
been
doing
more
research
on
and
I
think
we
need
to
be
very
careful
about
how
the
fencing
is
put
up
and
what
parts
are
accessible
and
where
the
gates
are,
because
again,
some
gates
are
locked
and
there
has
to
be
a
discussion
about
if
the
entire
area
is
gated
I
mean
fenced
with
the
gate
there
has
to
be
a
discussion
about.
Is
it
going
to
be
locked
or
unlocked?
I
If
there's
a
portion,
that's
locked,
the
rest
of
it
has
to
be
unlocked,
and
so
that
gets
into
the
granule
of
details
of
where
the
fencing
is
and
where
the
grates
are.
So.
My
question
right
now
is
I
know:
there's
the
six
foot
fence
around
what
will
be
the
turf
play
area
and
I
know
that
area
is
locked
a
lot
of
times,
so
is
that
gating
perpendicular
to
mipsa
or
Highland?
F
It
is
the
intent
Christy
that
all
of
the
the
fencing
be
unlocked
during
non-school
hours
on
the
perimeter
of
the
site.
That's
the
new
play
structures,
as
well
as
the
new
basketball
area,
as
well
as
the
grass
turf
field
and
the
primary
play
areas
along
Highland
Street.
What
will
be
locked
and
continue
to
be
locked
is
the
fence
that
surrounds
the
koi
pod,
because
we
don't
want
kids
falling
into
the
pond.
I
Right,
so
my
understanding
from
doing
some
more
research
is
that
this,
what's
currently
in
the
six
foot
area,
remain,
is
locked
because
of
kids
using
because
of
concerns
about
the
removable
areas
being
stolen,
and
if
this
new
playground
equipment
is
also
movable,
is
there
still
going
to
be
that
concern
such
that
it?
You
know
it
will
be
locked.
B
So
Christian
responds
to
that.
The
new
equipment
is
all
set
in
in-ground
Footers,
so
it's
not
movable
the
six
foot
fence
that
is
currently
around
this.
This
area
that
you
referenced,
that's
a
paved
area
now,
but
that
six
foot
fence
will
continue
down
Highland
around
7th
to
Encompass
the
primary
play
areas
in
this
location.
There's
a
four
four
foot
fence
that
will
Encompass
the
areas
to
the
east,
including
the
new
grass
field
and
the
playgrounds
down
here.
As
Jeff
said,
both
of
those
areas
will
have
fences
such
that
or
sorry.
I
Okay,
so
I
think
there
needs
to
be
some
memorandum
of
understanding
that
APS
expects
those
areas
to
be
unlocked,
because
my
understanding
is
that
sometimes
they're
locked
on
the
weekends
because
of
concerns
about
kids
getting
in
and
jumping
to
the
top
of
the
mipso
roof,
which
I
can
understand
those
concerns.
But
I
am
very
concerned
about
access.
B
F
Anything,
it
is
APS
a
standard
policy
not
to
lock
play
areas.
So
if
you
have
an
issue
or
concern,
please
bring
it
up
to
our
attention
and
we
will
share
it
with
powers
that
be.
A
All
right
thanks,
Christy
Eileen.
G
So
I
wonder
if
you
could
clarify
for
me
about
Americans
with
Disability
Act
parking.
My
recollection
is
that
Fleet
had
problems
with
having
any
parking,
easily
accessible
and
seems
to
me
there
was
another
school
down
near
Roslyn
that
that's
been
an
issue.
So
where
is
the
nearest
place
that
a
teacher
who
breaks
their
left
leg
can
park.
F
The
way
the
American
Disabilities
Act
works
is
is
that
you
need
to
provide
X
number
of
spaces
where
you
provide
parking.
Our
parking
garage
is
going
to
have
handicap
spaces
and
will
be
fully
accessible
as
we
as
APS
has
had
determined.
We
have
always
said
that
we
will
work
with
the
county
to
provide
on-street
parking,
in
addition
to
the
Ada
parking
that
we're
providing,
and,
in
this
case,
we're
currently
working
with
complete
streets
and
with
the
with
the
county.
F
With
regard
to
having
handicapped
parking
on
the
street
near
the
entrances,
we
don't
have
the
full
number.
We
don't
have
it
finally
confirmed
as
to
what
the
number
will
be,
but
we're
currently
looking
at
spaces
on
Seventh
straight,
which
would
be
right
adjacent
to
the
7th
Street
entrance,
and
also
some
on
South
Walter
Reed.
That
would
have
access
to
the
current
Library,
the
existing
ACC,
as
well
as
the
the
building
itself.
G
Okay,
and
as
long
as
I've
got
you
talking
parking
a
little
bit,
could
you
refresh
me
about
what
are
currently
a
lot
of
the
parking
across
on
Walter
Reed
people
at
the
Fillmore
Apartments
park
there
evenings
and
weekends,
and
so
is
that
all
going
to
go
away?
So
this
would
be
the
parking
on
South,
Walter
Reed
say
where
the
Fenwick
building
is
towards
7th
Street.
F
Will
be
parking,
there
will
be
some
time
restricted
parking
during
school
hours
on
the
school
side
of
the
street.
Again,
that's
not
fully
determined
the
county
controls
the
streets,
so
we
will
be
working
with
them
to
establish
what
will
be
where
the
east
side
of
the
street
I
believe
will
remain
parking
as
it
currently
is
now,
with
complete
streets
and
the
bus
stop
changes
that
are
going
to
happen.
F
There
may
be
some
spaces
that
are
removed
and
because
of
the
protected
bike
Lanes
there
may
be
some
spaces
that
are
not
where
they
currently
are.
So
there
will
be
modifications,
but
the
there.
The
I
don't
think
that
the
entire
Street
will
be
have
all
of
its
parking
removed.
J
J
Transportation,
so
the
complete
streets
is
looking
to
maximize
the
amount
of
parking
on
on
within
the
project
area,
while
achieving
improvements
for
for
Transit
and
for
biking
so
I,
it
is
not
our
intention
to
remove
parking
parking
will
will
shift
around
and
as
as
we
always
do,
we'll
work
with
the
complex
nature
of
of
all
the
different
users
of
our
our
rights
of
way
to
maximize
the
use
of
one
street
parking,
we
do
not
have
requests
from
APS
to
modify
the
hours
and
operations
associated
with
the
parking
along
their
fronted
streets.
J
That
is
not
on
the
actual
School
side
of
the
street.
So
we
are
not
anticipating
APS,
requesting
specific
changes
in
those
areas.
A
Thanks
Rob
we've
had
a
few
people
join
us
since
we
started
the
Q
a
so
just
feel
free
to
use
the
raise
your
hand
function.
If
you
would
like
to
offer
a
comment
or
question
Stephen
you're
up
next.
H
Thanks
Olivia
follow
up
to
Christie's
question
and
the
comment
from
staff
about
the
extension
of
the
Sixth
Street
or
six
foot
fence
along
the
new
Turf
play
area
in
the
new
playground
at
the
intersection
of
South
Highland
and
seventh,
the
existing
fence
has
a
setback
of
about
two
feet.
Maybe
18
inches
from
the
current
sidewalk,
which
you
are
planning
to
not
improve,
is
what
I
understand.
Will
the
wraparound
and
extensions
also
have
that
same
setback
from
the
sidewalk.
B
Jasmine
I
don't
know
if
you
can
answer
that.
I
don't
have
the
plan
in
front
of
me
to
be
able
to
answer
that
with
accuracy.
I
think
it'll
generally
be
in
the
same
place,
but
we
can
certainly
get
back
down
on
that
with
a
little
bit
more
detail.
B
J
We'll
have
to
get
back
to
Mr
Hughes
on
more
detail,
I
believe
that
it
actually
is
getting
pushed
back
a
few
few
extra
feet.
So
we
will
we'll
have
to
provide
detailed
information
when
we
go
to
the
the
Planning
Commission
and
Transportation
Commission
in
those
areas.
A
All
right
thanks,
Steven
I,
appreciate
that
feedback
and
we'll
make
sure
we
have
that
information
at
those
upcoming
meetings,
so
I
don't
see
any
other
hands
up
at
this
point.
I
do
want
to
follow
up
with
our
one
dial
in
a
participant
just
in
case
there
are
any
comments
or
questions
that
have
come
up
and,
if
not
it
looks
like
we
will
wrap
up
the
call.
H
I
did
I
have
a
question
for
APS
staff,
so
the
existing
Landscaping
Plan
and
the
New
playground
locations
have
a
lot
of
existing
trees
being
removed.
Despite
the
fact,
no
land
disturbing
activity
is
going
on
in
those
areas
was
any
consideration
given
to
a
more
biophilic
design
that
would
incorporate
those
existing
trees
and
provide
improvements
such
as,
for
example,
the
playground
area
across
from
on
Glee,
provided
by
the
near
Glebe
Elementary,
that's
provided
by
the
church.
That's
one
of
the
examples
in
the
community.
H
Another
example
would
be
Oak
Grove
Park
up
in
within
the
County's
purview,
so
just
a
question
for
staff
to
see
or
for
count
or
for
APS.
If
that,
if
those
thoughts
have
been
explored,.
F
We
actually
looked
at
in
preserving
a
lot
of
trees
where
we
could.
A
lot
of
them
are
not
high
quality
and
we
worked
with
County,
arborist
and
and
looked
at
all
of
the
trees,
and
we
are
saving
some
in
locations
that
probably
were
not
ideal.
But
we
we
felt
that
we
wanted
to
say
what
we
could.
H
And
I
do
appreciate
Mr
Chambers
the
attempt
to
save
the
one
at
the
Garfield
and
7th
Street,
the
the
ginormous
one
I
didn't
know
that
in
your
plan,
so
I
I
hope
we'll
see
if
it
survives.
So
thanks
for
the
attempt
at
least.
I
Yeah,
so
just
to
be
on
the
record
again,
I
think
that,
even
if
you
were
going
to
keep
the
six
foot
fence
around
the
new
Turf
play
area,
the
area
that
goes
around
the
new
playground
on
the
Northern
corner,
I'm,
sorry
on
the
corner
of
South
Highland
and
South,
7th
Street,
that
should
be
a
forfeit
fence
in
accordance
with
all
other,
most
other
or
all
of
their
APS
properties.
I
I
think
from
a
neighborhood
perspective,
we'd
also
like
to
see
an
improved
fence
and
such
as,
like
the
fencing
they
have
around
Fleet-
and
you
know,
obviously
not
a
six
foot
chain
link
fence.
I
You
know,
even
if
you
wanted
to
keep
the
six
foot
fence
around,
what's
now
I
think
concrete
or
asphalt
in
order
to
keep
you
know,
the
littlest
kids
in
I
think
the
new
playground,
a
forfeit
fence,
would
be
certainly
sufficient
and
consistent
with
all
other
APS
playgrounds
and
I'd,
also
like
for
the
record
to
state
that
the
neighborhood
would
really
wants
to
see
the
improvements
around
the
entire
the
sidewalk
improvements
around
the
entire
career
center
site.
I
It's
very
unclear
to
us
why
you're
not
improving
South,
Highland
and
South
7th
around
the
existing
lipsa
and
just
doesn't
make
any
sense
when,
as
Mr
Hughes
said,
that
you're
doing
ground
disturbing
activity
that
you're
not
making
the
sidewalks
Ada
accessible,
I
simply
don't
understand
that
and
that's
especially
true
when
the
final
version
of
the
use
permit
doesn't
tear
down
mipsa.
If
you
were
tearing
down
mipsa
I,
would
you
know
leave
that
to
another
day,
but
the
fact
that
you're
leaving
mipsa
and
you're
not
improving
it?
It
makes
no
sense
to
me.
F
Yeah,
just
just
to
comment
on
that,
and-
and
we
have
had
conversation
with
the
county,
the
board's
current
direction
is
is
that
mpsa
will
be
a
future
project
quickly.
Following
this
new
ACC
building
and
with
the
development
of
that
site,
we
will
be
improving
when
that
gets
happened.
We
will
obviously
have
to
continue
the
street
improvements
around
that
portion
of
the
site.
It's
it's
a
waste
of
taxpayer
dollars
to
make
improvements
that
you
may
have
to
tear
out,
depending
on
how
that
site
portion
of
the
site
gets
developed.
F
So
that's
the
reason
why
we
are
asking
not
to
put
that
Improvement
in
at
this
point
in
time
and
as
far
as
the
the
fencing
goes,
as
I
said,
we
will
make
it
accessible.
There
are
security
safety
issues
that
have
been
raised
because
of
the
the
playground
being
so
close
to
the
sidewalk.
That's
why
the
fence
was
changed
when
mpsa
moved
into
that
building
a
few
years
ago,
it
used
to
be
a
four
foot
fence.
I
I
appreciate
that
I
still
I
think
the
disconnect
between
us
is
that
you
know
you
you're
saying
in
the
future.
Mipsa
is
going
to
be
torn
down
and
I'm,
saying
that
if
you
had
a
used
permit,
that
showed
that
then
I
think
you
know,
as
you
said,
not
improving
at
this
moment
would
be
okay,
but
this
neighborhood
has
been
told
many
things
by
APS
that
never
came
to
fruition
and
so
I
I.
I
Think
that
you
know
you
whatever
that,
even
if
it's
green
space
or
it's
a
field,
whatever
is
going
to
be
there
you,
you
have
to
have
an
ADA,
accessible
and
so
I
understand
what
you're
saying
about
taxpayer
money.
I
don't
want
to
waste
taxpayer
money
either,
but
it
I
just
think
that
if
we
don't
get
it
now
we're
never
going
to
get
Ada
accessible
sidewalks
around.
That's
just
our
position.
I
A
All
right
thanks,
Christy
Eileen.
G
Thank
you
so
I
just
want
to
repeat
the
energy
concerns
that
I've
been
expressing
through
this
whole
process
that
Arlington
Public
Schools
is
going
to
put
up
a
building
that
has
at
least
a
hundred
year,
lifespan
expectancy
they're
expecting
the
existing
ACC
to
stay
for
at
least
another
50
years.
All
of
that
during
dire
climate
change.
G
All
of
that
in
the
face
of
the
community
energy
plan
that
says
the
buildings
are
supposed
to
produce
some
of
their
electricity
I
think
they
should
have
planned
for
geothermal
I,
think
they
should
have
solar
plans,
solar
panels
and
I
think
they
should
be
using
materials
on
the
building
facade
that
actually
are
generating
electricity.
G
When
they
talk
about
not
wasting
taxpayer
dollars,
they're
perfectly
content
to
waste
taxpayer
dollars,
assuming
that
Dominion
will
somehow
magically
come
up
with
renewable
energy
for
the
site
when
I,
don't
think,
that's
that's
I,
don't
think
that's
guaranteed
at
all
the
the
building's
supposed
to
open
in
2027,
and
that's
only
eight
years
from
the
time
when
Arlington's
Community
energy
plan
has
said
we're
supposed
to
be
self-sufficient
in
renewable
energy
by
2035
to
the
best
of
my
recollection,
so
I
think
it
is
I
think
it's
terrible
planning
that
that
this
has
not
been
included
in
this
site.
G
It's
now
making
it
so
much
more
of
a
heat
island
I
agree
with
Christy
that
the
teardown
of
the
mpsa
should
be
part
of
this
use
permit
to
tell
the
community
okay,
it's
going
to
take
four
years
of
construction,
because
that's
what
they've
bounded
the
plan
with
when
you
know
that
they're
still
going
to
be
construction
for
the
current
ACC
and
that
we
certainly
all
want
mpsa
to
be
destroyed.
I
think
that's
also
very
poor
planning
I
think
that's
not
being
helpful
to
the
neighborhood
at
all.
G
So
so
I
think
the
energy
concerns
are
enough
that
the
use
permit
should
be
denied
until
APS
adds
renewable
electricity
generation
as
part
of
the
site.
A
F
Aps
is
actually
putting
in
a
heating
system
that
that
could
be
converted
to
a
ground,
Source
heat
pump.
We
have
a
lot
of
rooftop
equipment.
This
building
is
a
very
complex
building
with
all
of
the
educational
needs
that
it
has
within
the
building
itself,
and
you
know
we
are
are
committed
to
making
our
buildings
as
energy
efficient
as
we
can
and
as
green
as
we
can,
and
we
have
been
doing
that
for
for
years.
F
Our
first
choice
here
was
ground,
Source
heat
pump,
but
in
order
to
keep
our
educational
mission
on
this
site,
there
was
no
place
to
put
the
wells,
so
we
are
looking
at
at
mostly
electric.
The
one
thing
that
is
a
misnomer
that
most
people
don't
realize
is
that
electric
heating
systems
do
require
heat
backup
and
they
are
not
really
ready
for
the
current
desire
to
turn
everything
electric,
and
so
we
are
looking
at
that.
F
We
constantly
look
at
that
and
we
are
are
looking
to
to
make
the
building
as
electric
as
possible
and,
as
I
said,
we're
putting
in
a
system
that
could
be
converted
to
a
ground,
Source
heat
pump
system.
Unfortunately,
with
the
ventilation
and
requirements
for
this
building,
we
do
not
have
a
lot
of
rooftop
available
to
put
solar
panels
on
as
far
as
Skin
materials
being
done
as
solar
panels.
F
K
I
just
want
to
note,
as
a
parent
of
the
three
children
at
that
school
mpsa
that
we're
talking
about
knocking
down
the
community
at
mpsa
is
aware
of
that.
K
The
fact
that
the
school's
going
away-
that's
part
of
the
move,
plan
and
I
know
there's
a
lot
of
angst
around
whether
or
not
the
building's
coming
down
but
I
believe
the
entire
Community
expects
it
to
go
down
not
at
least
because
there's
only
a
set
amount
of
seats
on
site
and
because
our
children
need
a
place
to
go
to
school
for
the
next
four
years
until
they
move
into
the
new
facility
and
then
knock
the
building
down.
The
other
thing
I
wanted
to
just.
C
K
Briefly
is
I'm
the
vice
chair
of
the
fact,
and
we've
talked
about
this
extensively
over
the
last
couple
of
years,
and
I
will
say
that
the
getting
the
current
Bond
approved
was
was
definitely
an
uphill
battle
and
every
single
angle
is
taken
in
terms
of
how
the
expenses
play
out
so
a
second
and
third,
the
desire
not
to
waste
taxpayer
money
in
the
short
term.
Even
if
it's
a
little
bit
painful
I
think
in
the
long
term,
it
will
benefit
all
of
us
to
look
forward
to
that
next.
Five
year
plan.
A
B
Yeah,
sorry,
sorry,
Olivia.
There
are
a
number
of
trees
that
get
removed
in
that
area.
To
accommodate
the
new
play
play
structures
we
are,
as
Jeff
said,
trying
to
leave
as
much
planting
in
place
as
we
can
given
the
need
for
the
play
areas.
A
All
right
well,
thank
you
everybody
for
joining
today,
sorry,
we
went
over
just
a
few
minutes
again.
All
of
these,
the
recordings
from
yesterday
and
today
will
be
posted
on
the
career
center
County
web
page,
we'll
also
have
all
the
materials
posted
and
I've
also
provided
my
contact
information
in
the
chat.
If
you
do
have
any
follow-up
questions,
but
we'll
get
those
materials
posted
in
the
next
day
or
so,
and
thank
you
again
for
joining
and
have
a
great
rest
of
your
afternoon.
