Don't
have
an

up
because
we
only
have
a
walnut,
oh
yeah
and
I
believe
the
applicant
will
be
will
be
screened.
But
if
you
would
like
to
introduce
yourselves
and
this
phrase
of
the
project,
thank.
A
Greg,
if
you
don't
mind,
sharing
your
school
with
the
a
presentation,
we'll
just
do
a
round
of
introductions.
While
that
comes
up.
As
you
all
may
know,
we've
seen
you
for
the
past
couple
months:
I'm
Lauren
with
Walsh
Colucci,
and
we
represent
the
applicant
chair
and
the
real
estate
partner.
So
tonight,
in
the
room
with
me,
we
have
David
hilding
with
with
Charlie
Lynch
and
then
online
joining
us
is
the
restaurant
team.
A
We
have
folks
from
Fosters
and
Architects
we're
druzan
Antoine,
ladron
and
Eli
Perez
are
here
with
Sarah
Munch
from
traceries
has
joined
us
online
as
well,
and
then
Jeff
grabs
from
my
car
civil
engineer
is
here
so
we're
back
before
you
I
know.
We
just
had
a
slew
of
meetings
in
May
and
June
of
this
year
to
talk
about
section
three
of
bar
crop
where.
D
A
Renovations
and
additions
to
to
that
section
of
bar
Croft
we're
doing
that
kind
of,
while
the
overall
master
plan
for
bar
crop
is
being
developed,
so
that
continues
to
be
developed.
But
we
do
have
great
opportunities
to
continue
these
renovation
phases,
especially
in
areas
where
there's
not
anticipated
any
development,
so
we're
bringing
forward
another
renovation.
E
F
A
A
You
thank
you
Orient,
you
all
to
wear
the
size
of
the
corridor
and
southern
part
of
the
county
there
it's
outlined
in
blue
is
the
entirety
of
the
bar
across
site
and
you'll
see
those
those
diagonal
lines
on
the
northwest
corner
of
this
site.
That's
the
portion,
that's
within
the
commercial
code.
Everything
else
is
within
the
neighborhoods
Farm
based
code.
You
go
to
the
next
slide.
A
It
adheres
with
the
regulating
plan
of
the
neighborhood
corn-based
code
map
looks
like
again
that
top
left
corner-
you
know,
I
should
say
the
orientation
has
changed
now
so
North
is
itself
is
down
so
that
corner
there
on
the
west
is
in
the
commercial
code.
Everything
else
is
in
the
neighborhoods
form
basic
code,
and
then
everything
you
see
in
green.
A
The
light
green
color
is
the
conservation
area
where
buildings
are
intended
to
be
preserved
because
of
their
historic
significance
and
because
of
their
affordability
as
well,
and
then
everything
in
the
light
blue
is
anticipated
to
be
redeveloped
and
then
the
the
form-based
code.
If
you're
in
a
site
within
the
conservation
area,
you
bring
forward
a
development
project
or
in
our
case
a
renovation
project.
It
does
require
review
by
the
halrb
twice.
So
that's
why
we've
come
before
the
hlb
at
least
twice.
A
You
want
to
come
before
the
DRC
to
get
opinions
on
on
our
proposed
Renovations
as
well,
and
so
just
to
clarify.
Like
last
time,
we
will
be
submitting
certificates
of
appropriateness
for
these
changes
just
coming
to
you
and
your
advisory
role,
though
you
may
submit
some
letters
as
well
like
you,
like,
you
did
last
time
you
go
to
the
next
one,
all
right,
sorry
for
all
the
orientation
changes.
E
A
F
A
Area
outlined
in
red
is
the
phase
that
we're
looking
at
now.
It's
those
three
buildings
building
32
33
and
34
that
are
within
section
four
of
the
development
and,
if
you
recall,
we've
kind
of
color-coded
all
these
buildings,
based
on
the
time
that
they
were
built
in
the
face
in
which
they
were
built.
F
A
Everything
kind
of
South
planned,
South,
it's
outlined
by
that
blue
dash
line,
is
in
phase
one
which
was
developed
first
in
the
1940s.
This
phase
has
more
more
historical
significance
in
that
it
has
more
ornamental
entries
surrounds.
It
has
more
slave
roofs
throughout
versus
phase
two,
which
came
a
little
bit
later,
is
more
simplified,
Garden,
Apartment
style
and
then
phase
two.
Is
that
part
in
red
at
the
top
go
to
the
next
slide?
A
And
so
then
here's
the
aerial
image
of
where
this
renovation
phase
is
within
the
whole
project
and
it's
that
tail
end
of
the
form-based
code
or
no
redevelopments
anticipated.
So
this
was
a
great
opportunity
to
go
ahead
and
get
started
on
on
renovating
these
units
for
pretty
existing
residents
and
again
it's
Billings
32,
33
and
34
there
yeah.
F
A
In
the
middle
there
next
time,
and
then
this
is
building
34
right
there
at
the
tail
and
South
Four
Mile
Run
at
the
Sun,
then
we'll
get
into
the
renovation
scope
of
this
project.
As
I
mentioned,
it's
very
similar
to
the
project
that
we
just
went
through.
I'll
note:
there
are
no
rare
editions
because
of
where
this
is
located
and
a
resource
protection
area
floodplain,
so
no
opportunity
there
to
add
addition
to
the
backsabilities
into
those
units
bigger.
A
But
there
was
an
opportunity
to
add
accessibility
because
of
the
way
the
grade
is
across
building
33
and
so
I'll
get
into
that
a
little
bit
more
later.
But
the
key
differences
between
phase
one
and
phase
two
is
no
no
rare
Editions,
adding
some
accessible
entries
in
terms
of
building
renovation,
the
exterior
renovation
very
similar
cleaning
up
the
brick.
A
We
will
be
infilling,
some
of
those
p-tac
older
heating
and
air
bed
systems
on
the
front
and
filling
them
with
new
brick
and
you'll
see
some
of
these
buildings
have.
The
brick
has
already
been
painted
in
the
case
where
we're
in
filling
brick
on
those
buildings,
the
we
will
paint
that
brick
to
match
the
existing
painted
bricks
so
that
it
so
that
it
Blends
in
and
then
we'll
be,
will
also
be
replacing
all
of
the
roofs
here
and
Greg.
A
If
you
could
go
back
to
the
bones
for
building
33
real
quick,
so
I'll
note,
all
these
routes
are
asphalt,
roofs,
whereas
last
time
they
were,
they
had
slate
roofs
here.
They're
all
asked
all
they're
in
need
of
replacement,
so
we'll
be
replacing
all
of
them,
but
I
did
want
to
call
out
that
Arch
there
in
the
first
photo
for
some
reason
that
Arch
has
a
slave
roof
instead
of
an
asphalt
roof.
A
A
A
A
Other
windows
with
vinyl
so
we'll
be
doing
the
same
here
and
that
does
require
a
modification
of
the
form-based
code,
Conservation
Area
standards
and
then
we'll
also
be,
as
I
mentioned,
we'll
be
creating
new
openings
for
accessible
entries
on
building
33
and
I'll.
Show
you
where
those
are
in
a
moment,
but
those
will
be
on
the
rear
of
the
building,
we'll
have
to
take
out
brick
and
create
a
new
opening
with
new
doors
and
those
new
doors
will
be
fiberglass
doors
because
of
Virginia
Housing
requirements,
and
so,
unlike
some.
A
We'll
be
able
to
request
a
waiver,
we
wouldn't
be
requesting
the
waiver
for
the
fiberglass
doors
because
they
are
a
new
element,
less
likely
to
be
waived
by
Virginia,
Housing
and
also
from
a
preservation
perspective.
They
will
be
on
the
rear
of
the
building
and
they
will
also
because
they're
new
and
a
little
bit
different
will
distinguish
original
from
new.
So
this
to
not
be
you
know,
faux
colonial
revival
style
essentially
and
then
what
else
is?
Oh,
we
will
be
replacing
light
fixtures
things
like
that
in
kind
and
then,
like
last
time,
we
will.
A
We
are
proposing
to
clap
the
wood
trim
and
the
surrounds
with
vinyl,
and
we
are
proposing
canopies.
We
will.
We
will
be
requesting
a
waiver
for
those
two
items
from
our
Virginia
Housing
in
the
next
slide
and
then
here's
a
layout
of
the
site,
this
building
33
on
on
your
right.
Where
you
see
the
units,
the
address
is
42
19
through
42
13,
so
this
is
showing
the
four
new
Ada
units,
so
we're
converting
sorry
I
should
have
mentioned
this.
These
three
buildings
have
set
these
seven
units
across
all
three
of
them
and
they're.
A
A
E
D
Good
afternoon
so
I
think
that
this
scope,
mostly
is
explained.
Can
you
hear
me.
A
D
Yeah
so
yeah
we
are
making
well,
except
for
the
scope
of
the
renovation
that
Miss
Riley
explained
it
very
well.
We
are
creating
four
accessible
units
in
these
two
address:
42
17
and
42
15
of
the
building
number
33.,
and
this
this
elevation
is
the
back
of
the
building.
So,
as
you
see,
we
have
to
create
well,
first
of
all,
I
need
to
say
that
the
topography
here
helped
us
to
create
these
four
units
because
elsewhere
in
other
buildings,
we
couldn't
make
it.
D
But
here
we
could
access
from
the
back
through
the
ramp
and
then
on
the
right
side.
As
you
see,
we
just
need
a
slope
to
a
walkway
to
to
the
two
units,
because
the
slope
is
less
than
five
percent,
so
it's
not
qualified
as
a
ramp,
but
on
the
left
side
the
difference
of
elevation
is
more
so
we
created
a
ramp
with
railing
and
guard
rail
and
everything
that
is
needed.
D
So
we
are
also
creating
four
new
openings
to
to
get
inside
the
units
and
with
four
new
doors
that
in
a
few
minutes
we
can
explain,
we
can
show
the
in
the
next
slides.
D
This
is
a
perspective
of
the
same
elevation
that
you
see
shows
in
three
dimension.
So,
on
the
left
side
again,
you
can
see
the
ramp
that
is
like
an
L-shaped
wrap
and
then
it
has
a
common
Landing
for
the
two
entries
to
the
to
the
unit
one
and
unit
two
on
the
left
side
we're
building
the
address
4215
and
on
the
right
side.
As
you
see
the
you
know,
it's
just
a
sloped,
a
walkway
that
creates
the
access
to
those
two
units
on
the
right
side.
We
are
building
33
address,
4250.
D
What
we
can
say
on
this
slide.
Well,
we
are
showing
the
the
new
light
fixtures
exactly
I
mean
we're
very,
very
similar
to
the
existing
for
the
for
all
three
buildings
in
the
scope
the
link
32
has
14
of
these
lights.
Building
33
has
nine
and
building
34,
has
five
of
these
lights,
the
same
type
of
a
Serial
lighting
and
then
also
we
have
the
the
cladding.
On
the
left
side,
we
are
showing
the
cladding
on
the
existing.
D
You
know
like
trains
around
the
door
and
elsewhere
next
slide
same
as
the
phase
one
about
the
five
buildings
22
to
26,
of
your
replacing
the
the
windows
so
or
to
with
a
bit
of
vinyl
windows.
These
are
like
simulated,
divided
lights,
six
over
six
and
then
also
we
are
changing.
Also
the
the
basement
windows.
D
So
the
the
vinyl
windows
match
the
existing
style
and
and
also
the
color,
but
there
are
much
more
performance
in
terms
of
view,
value
and
ssgc.
C
D
Slide:
okay
I
spoke
about
the
four
doors
for
the
accessible
units,
so
we
are
trying
to
imitate
the
the
same
style
that
they
exist
in
the
existing
buildings
that
well,
these
are
the
the
style
of
we
see
it
in
or
elsewhere,
actually
in
these
buildings.
So
on
the
right
side,
you
can
see
that
we
have
the
the
the
the
the
fiberglass
door
that
is
accepted
by
the
VHA.
D
It
is
regulated
by
phda,
so
we
are
going
to
use
this,
this
style
of
nine
lights
on
the
top
and
then
hit
the
same
simulated
divided
light
so
that
we
had
it
also
in
the
windows
elsewhere.
So
this
is
yeah.
Please.
A
And
to
just
clarify
the
these
photos
are
from
the
neighboring
building,
so
these
are
examples
of
exterior
rear
entrances
on
buildings,
30
and
32.
That's
like
murder,
invention
we're
imitating
with
our
new
new
doors,
but
we
will
not
have
that
adjoining
window
next
to
them.
It'll
just
be
the
the
new
door
with
that
kind
of
arch
wreck
over
it
and
just
letting
to
clarify
that.
D
D
Oh
okay,
yeah
I
explained
we
are
going
to
for
the
exterior
trains
and
you
know
fascia
we're
gonna
train,
we're
gonna
use
the
you
know:
cladding
vinyl,
cladding
or
vinyl
coated,
aluminum
or
similar
materials
for
these
streamer
fascia.
D
Oh
okay,
about
the
canopy
again,
this
is
exactly
same
as
the
the
phase
one.
We
showed
in
that
phase,
two
different
style
of
canopies,
so
one
which
is
on
the
left
side,
which
is
more
modern
and
the
other
which
was
more
traditional
and
I,
and
the
the
committee
went
for
the
more
traditional
on
the
right
side
and
in
this
slide
you're
showing
both
of
them.
It
provides
a
minimum
of
30
inches
of
overhang
and
then
on
each
side
of
the
door.
It's
it
goes,
12
inches
on
the
side
of
the
door.
D
And
again,
this
is
this:
is
the
modern
style
of
the
option?
One-
and
this
is
the
second
option-
option
two
which
is
more
traditional,
yes
and-
and
this
is
the
one
that
we
are
going
to
use.
Definitely
yes
and
then
the
number
of
canopies
also
is
marked
is
indicated
on
the
left
side
at
the
bottom
of
the
page.
So
building
32
will
will
get
eight
canopies
between
33
7
canopies
and
the
last
building
34
will
have
four
canopies
of
this
option.
Two
Channelview.
D
Yeah
for
the
back
side
also,
we
have
a
back
element
back
entrances.
Also,
we
are
gonna,
have
canopies
so
building
326
canopies
again
the
number
of
cannabises
Marks
here,
but
with
the
same
style
of
option.
Two.
A
Our
application
materials
we
submitted
the
form-based
code
used
permit
last
week
and
that's
now
being
routed
to
staff
for
reviews.
So
we've
got
that
that
use
permit
for
our
building,
Renovations
and
and
site
improvements
with
the
modifications
similar
to
last
time
requesting
a
modification
for
the
parking
to
permit
the
existing.
You
know:
ratio
to
remain
minus
those
three
three
spaces
that
were
need.
E
A
We,
this
is
our
first
meeting
with
you
all
here:
we're
anticipating
go
to
the
halrb
the
next
meeting
this
month
on
the
20th
and
then
again
at
least
going
to
the
hllrb
at
the
October
meeting
and
more
anticipating
going
to
Planning,
Commission
and
County
Board
on
this
use
permit
later
this
year
in
December.
B
There
you
go
yeah
there,
you
go
the
problem,
I
I
see
this
seems
to
be
mostly
Overkill.
In
terms
of
the
hand,
rail
that
you
don't
have
that
much
greater
drought
and
I,
don't
think
you
need
them
a
series
of
vertical
pieces
that
you
could
solve
that
with
a
couple
of
light,
horizontal
or
near
horizontal
pieces
and
have
a
handrail.
It
doesn't
present
such
a
strong
handrail
in
front
of
the
handrail
hand
and
a
lot
better,
I
think.
D
A
Or
accessible
regulations
that
require,
you
know
a
railing
every
certain
distance
or
you
know
how
much
room
do
you
have
to
work
around.
D
Well
normally
between
well
a
sphere
of
four
inches
should
not
pass
through
the
pickets
you
know,
but
for
for
the
yeah
I
should
say
that
we
should.
We
still
don't
have
a
very
precise
survey
here
and
probably
the
difference
of
elevation
is
so
small
that
probably
we
don't
need
this.
You
know
this
this
this
much
tickets
and
Relics,
but
Jeff
I.
Think
that
you,
you
can
better
speak
about
this.
G
Well,
I
think
that
the
the
elevation
change
is
is
pretty
accurate
and
I.
Think
we
do
need
a
technical
ramp,
as
shown
on
the
left
hand,
side
of
the
screen,
the
the
right
side,
you
know
and
I
I
do
believe,
though
it
can
be
made
less
visually
apparent
right,
as
and
I
I
understand
where
you're
going,
and
we
will
certainly
work
with.
You
know
with
the
bonsro
hairline
team
to
to
lighten
that
as
much
as
possible.
So
it
does
less
obscuring
of
the
building
behind
it,
which
is
I.
B
I
think
what
I
was
driving
that
is
I,
don't
think
you're
you're,
that
high
off
the
ground,
that
this
begins
to
employer
a
handrail
with
the
four
inch
middle
maximum
Gap
I,
don't
think
that's
a
little
necessary
because
it
doesn't
look
like
you're
more
than
about
two
two
and
a
half
feet
at
the
most
off
the
grades.
That's
why
I'm
saying
I
really
think
you
can
go
to
a
horizontal
as
opposed
to
a
series
of
vertical
closely
spaced.
B
Alistars,
a
simple
series
of
several
horizontal
pieces
would
not
be
anywhere
near
as
visually
obtrusive
and
cool
that
much
attention
to
the
handicapped,
access
I
think
were
accessible
access,
I
I
think
that's
what
I
was
getting
at
visually.
This
just
really
says
draws
attention
to
it.
It
really
doesn't
have
to.
G
G
C
Where
the
various
sort
of
stuff,
yeah
yeah.
A
A
D
Yeah
no,
this
is
just
a
graphically.
It's
symbolic,
it's
not
exactly
what
the
the
the
light
fixtures
that
we
showed
on
the
picture
are
will
be
the
light
fixtures
that
we're
gonna
install
that
yeah.
This.
B
A
On
all
I
think
on
all
rear
elevations
we're
gonna
have
some
new
penetrations
for
for
the
upgraded
you.
A
So
we're
yeah
we're
infilling
all
that
with
brick,
just
like
we
did
with
the
First
with
the
first
phase
and
then
like
I
mentioned
Greg.
If
you
go
back
to
some
of
the
existing
photos,
some
of
these
buildings
have
already
been
painted
that
kind
of
blonde
color,
and
so
where
we
have,
you
know
we'll
be
removing
those
vents
next
to
where
the
numbers
three
and
four
are,
and
when
we
infill
that
with
brick,
we'll
match
that
brick
to
the
paint
on
the
outside,
so
that
it'll
it'll
fit
in
seamlessly.
A
G
E
I
think
so,
but
let
me
follow
up
with
you:
okay,.
F
A
A
G
C
G
Yeah
I
think
that
maybe
Jeff
Kravitz
and
there's
this
monster
team
but
I
think
we
have.
You
know
they're
in
different
places
around
the
buildings.
They're
kind
of
ground
mounted.
A
G
A
Yeah
and
then
Jeff,
don't
we
have
some
like
small
units
that
are
going
outside
of
the
building.
G
There
are
a
few
yes
and
they've,
been
preliminarily,
located
sort
of
on
the
back
side
so
that
you
don't
see
them
from
the
street.
If
you
know
what
I
mean
yeah
yeah.
A
Okay,
like
those
little
condenser
units
right,
yeah,
okay
and
I-
think
we're
showing
that
in
our
our
more
detailed
use,
permit
plans.
F
G
G
G
E
Lawrence
follow
up
on
your
other
question.
I
think
this
type
of
passageway
is
unique
to
this
section,
section
four,
but
there
are
other
passageways
a
little
bit
different
in
the
second
phase
on
the
site.
