meeting

winter
to
give
you

others
in
the
community
a
chance
to
ask
questions
about
that
draft
implementation
framework.
In
the
first
of
the
informational
sessions,
I
outlined
the
public
engagement
process.
We
are
using
to
collect
feedback
on
the
implementation
strategies.

provided
information
surrounding
the
cep
goal,
areas
of
transportation
and
renewable
energy.
In
another
presentation,
joan
kelsh
arlington's,
green
building
program
manager
outlined
the
strategies
for
the
building
sector
and
for
educational
and
behavioral
change.
In
this
last
presentation,
I
will
focus
on
the
strategies
to
address
county
government
operations
and
intergovernmental
activity
and
also
energy
resilience.

Although
the
county
government's
operations
make
up
less
than
four
percent
of
the
community's
overall
greenhouse
gas
emissions,
county
government
still
plays
a
vital
role
in
reaching
our
cep
goals,
for
example,
by
constructing
new
net
zero
public
buildings
and
using
virtual
power
purchase
agreements
to
lower
our
government's
carbon
footprint.
We
are
leading
by
example
in
showing
the
private
sector
what
is
possible?
A
We
can
also
make
policies
and
programs
that
support
actions
by
others
that
will
lead
our
community
to
our
ambitious
goals.
The
county's
green
home
choice,
programs,
facilities,
sustainability
policy
and
the
integration
of
green
building
into
site
plan
conditions
are
examples
of
programs
and
policies
that
incentivize
energy
efficiency
and
the
increased
use
of
renewable
energy
strategies
included
for
county
government
activities
include
reminding
everyone
that
it
is
often
the
little
things
that
matter
and
cumulatively
can
add
up
to
big
savings
and
improve
performance.

Another
strategy
recognizes
that
partnering
with
others
helps
spread
the
burden
and
the
benefits
teaming
with
others
in
the
public,
private
and
non-profit
sectors
has
time
and
again
shown
to
be
an
effective
way
to
get
things
done.
Since
regulatory
hurdles
limiting
and
increasing
energy
efficiency
and
the
use
of
renewable
energy
affect
multiple
sectors
strategically.
Addressing
and
taking
down
those
hurdles
will
help
stakeholders
across
those
myriad
sectors.

Resilience
is
defined
as
the
ability
to
prepare
for
and
adapt
to
changing
conditions
and
withstand
and
recover
rapidly
from
disruptions
caused
by
deliberate
attacks,
accidents,
climate
change
or
weather-related
threats
or
incidents.
Our
cep
policies
look
for
ways
that
infrastructure
technology
and
innovative
approaches
can
bolster
our
community's
energy
resilience.

Some
of
these
policies
include
whenever
a
county
project
is
being
designed.
It
makes
sense
to
ask
the
question
of
how
the
project
could
enhance
and
arlington's
energy
resilience.
A
key
cep
policy
driver
is
to
look
for
partnering
opportunities
or
outside
funding
to
develop
projects
that
improve
our
energy
resilience.
A
Another
policy
notes
that
microgrids
can
help
a
property
owner
avail
themselves
to
more
than
one
source
of
energy,
which
can
be
a
win-win,
financially
and
environmentally.
Incorporating
microgrids
into
critical
facilities
and
functions
can
help
ensure
those
activities
can
survive
a
strike
against
the
overall
energy
grid.

addition,
we
want
to
use
what
nature
provides
us
and
recognize
the
power
nature
has
to
cost
effectively
improve
our
energy
efficiency.
For
instance,
a
leafy
well-placed
deciduous
tree
will
for
years
shade
a
home,
thus
allowing
the
homeowner
to
reduce
use
of
fossil
fuels,
dependent
cooling
systems
and
save
money.
A
Deploying
biophilic
urban
design
early
on
in
project
design
considerations
can
yield
large
benefits
in
the
short
and
long
term.
Implementing
key
cpif
strategies
will
only
boost
our
community's
resilience.
Such
strategy
examples
include
layering
together
in
one
project,
the
use
of
renewable
energy
and
storage,
which
can
help
ensure
continuity
of
critical
county
operations
during
widespread
power
outages.
