learn

emergency
management
and
the
function
of
the
emergency
operations
center
also
called
the
eoc
broadly
and
in
the
context
of
arlington
county.

goal

this
training
is
to
provide
a
foundation
of
understanding
about
the
eoc
and
your
role
as
an
emergency
support
function,
on
which
future
related
trainings
can
build
on.

If

were
to
occur

your
duties
as
an
emergency
support
function,
would

to

be
able
to
explain
the
role
of
emergency
management
in
incident
response,
specifically
in
arlington
county,
to
understand
the
organization
and
function
of
the
emergency
operations
center
or
eoc
to
be
able

better
serve

an
emergency
support
function
or
esf
liaison
to
be
able
to
define
what
an
emergency
support
function
is
and
what
esf
function
is
before.
During
and
after
an
incident
and
to
achieve
these
objectives,
we
will
be
discussing
what
emergency
management
is
and
what
emergency
management
looks
like
in
arlington
county.

chaotic
do

been
to
pull
together

type
of
response
without
any
established
plans
or
procedures
outside
of
the
one
department
he
was
familiar
with

Not
all
emergencies
are
as
complex
and
large
as
911,
but
ensuring
that
everyone
who
is
responsible
for
responding
to
or
managing
emergencies
in
arlington
county
understands
their
role
in
an
emergency
is
vital
to
a
successful
response.

management's
role
is
to
support
continuity
of
operations,
whatever
that
means
to
an
institution.
We
do
that
by
executing
the
four
planning
phases,
mitigation,
preparedness
response
and
recovery.
You
can
see
this
illustrated
in

to
be
effective
in
those
phases.
Emergency
managers
must
be
able
to
effectively
coordinate,
support
and
communicate.

emergency
preparedness
by
working
with
other
entities
to
develop
plans
that
address
our
response
mitigation
recovery
and
continuity
efforts.

coordinate
the
use
and
distribution
of
resources
which
includes
coordinating
esf
support
of
incident
response
and,

we
take
responsibility
for
the
communication
and
information
sharing
between
incident
responders,
county
executives
and
the
community.

managers

agencies

the
bigger

scope

the

manager's
value
increases.

worst
case.
Example:
the
largest

all
disasters

terms
of
scale,
complexity
and
consequences,
is
a
nuclear
strike.
This
is
the
mother
of
all
disasters.

The
hard
part
is
how
so,
let's
take
a
look
at
the
way
emergency
managers
work.
First,
we
get
a
few
emergency
managers
together
in
the
field
or
in
a
room
and
start
working.
We
find
the
facts
and
tell
the
story.
We
tell
who's
in
charge
what's
happening,
is
it
getting
worse,
we're
getting
better
and
what
are
we
doing
and
what
needs
to
be
done?

Imagine
this
incident
organization
as
a
pyramid
with
three
distinct
levels
at
the
top
is
the
strategic
level
with
agency
executives,
local
state,
federal
and
elected
officials
where
political
objectives
are
translated
into
strategy
at
the
bottom
of
the
pyramid
is
the
biggest
and
most
important
level.
The
tactical
level
or
the
people
who
we
call
the
boots
on
the
ground
and
in
the
middle,
is
where
strategy
is
translated
into
effective
action,
where
what
we
need
to
get
done
becomes
the?
How
we'll
do
it?
We
call
this
the
operational
level,
and
this
is
where
the
emergency
managers
sit.

Their
job
is
to
support
everybody
and
they
do
it
by
managing
information,
telling
everybody
everything
managing
resources,
getting
the
right
stuff
to
the
right
place
at
the
right
time
and
managing
consequences
finding
and
solving
problems.
But
even
if
you
were
doing
all
that,
you're
still
not
done,
you
must
tell
everyone
everything
that
you're
doing
all
the
time.
It's
critical
for
the
leadership
to
know
the
facts,
so
they
can
convey
it
to
the
public.
This
connection
creates
trust
with
the
impacted
population
and
without
it,
credibility
is
lost
and
our
work
won't
matter.

Some
experts
in
government
and
academia
believe
that
disaster
response
consists
of
leadership
and
the
field
and
that
there's
no
need
for
the
emergency
managers,
but
the
fact
is:
emergency
managers
create
the
incident
organization
that
can
manage
the
catastrophe.
Only
then
can
we
turn
our
corner
fast
enough.
Your
order
is
not
yet
restored,
but
the
sense
of
order
is
palpable.

problem
is
that
during
a
catastrophe,
the
only
thing
that
doesn't
grow
quickly
enough
is
the
number
of
emergency
managers
at
the
operations
level.
We
simply
can't
get
big
enough
fast
enough.
Keep
in
your
mind
this
image

catastrophic
incident
versus
a
tiny
brake
pad.
Is
this
going
to
be
able
to
manage
this
job?

of
coordination
during

incident.

easy
way
to
remember
this
is
to
remember
the

Emergencies
are
locally
executed,
state
managed
and
federally
supported
to
better
explain

context

arlington
county.
I
will
use
the

pandemic
as
an
example.

mean
that
an
emergency
is

throughout
the

pandemic?
The
county
manager
has
made
policy
level
decisions
on
covid19
exposure,
testing
and
vaccinations
for
county
employees.
Emergency
management
has
facilitated
and
supported
covid19
response
operations
by
setting
up
testing
facilities
and
supporting
the
vaccination
sites.

What
does
it
mean
that
an
emergency
is
state
managed?
As
I
said
early
in
the
pandemic
response,
there
were
critical
items
such
as
masks
and
gloves
needed
across
the
county.
The
department
of
public
safety,
communications
and
emergency
management
made
a
resource
request
to
the
virginia
department
of
emergency
management.
Asking
for
these
resources.

What
does
it
mean
for
an
emergency
to
be
federally
supported
during
the
coven
19
pandemic?
Fema
public
assistance
program
has
been
reimbursing
local
governments,
including
arlington,
for
much
of
our
pandemic
response
expenses,
including
things
like
ppe
purchases,
county
run
testing
sites
and
public
vaccination
clinics.

Without
this
financial
assistance,
our
lincoln
could
not
have
responded
to
the
pandemic
as
effectively
as
we
did
for
arlington
to
fulfill
our
duties.
We
must
work
within
the
organization
of
the
county
to
make
it
easier
to
communicate
and
coordinate
preparedness
mitigation
response
and
recovery
efforts.
The
department
of
public
safety
communications
and
emergency
management
dipsum
has
a
direct
reporting
line
to
the
deputy
county
manager
and
county
manager.

also
houses
the
watch
desk.
The
watch
desk
is
a
specialized
operations
support
unit
that
provides
the
county's
emergency
managers,
public
safety,
command
staff
and
government
leadership
with
real-time
situational
awareness
watch
officers,
collect
information
regarding
potential
and
actual
risks,
threats
and
ongoing
incidents
that
may
have
operational
consequences
for
arlington
county,
often
functioning
in
a
high
stress
and
time-critical
environment.
The
watch
officer
must
determine
the
validity,
urgency
and
significance
of
information
and
disseminate
it
to
relevant
parties
and
finally,
houses
the
emergency
management
operations.

is
a
tool
that
emergency
managers
can
use
to
bring
together
essential
personnel
to
collect
analyze
and
share
incident
information,
support,
on-scene
resource
needs
and
requests,
including
resource
allocation
and
tracking,
coordinate
plans,
policies
and
procedures
to
determine
current
and
future
needs
and
overall
support.
The

helpful
for
several
reasons,
but
to
focus
on
one.
The
eoc
was
able
to
centralize
the
ordering
process
for
necessary
supplies
like
gloves,
masks
and
hand.
Sanitizer,
which
helps
stop
any
competition
for
resources
between
departments
and
ensured.
Everyone
in
the
county
was
able
to
access
resources
at
a
reasonable
cost
and
within
a
reasonable
timeline.

is
the
person
who
will
activate
the
eoc
when
needed.
The
planning
section
chief

are
scarce

incident

purpose
is

coordination

transportation,
infrastructure

restoration
activities
and
assisting
agencies
in
emergency
support
functions,
requiring
transportation

perform
missions
following
a
disaster
or
emergency.

landlines,
video
recording
internet,
fax,
radio,
wireless
access
and
cable
tv,
an
example
of

in

includes
getting
support
from
esf2
during
eoc
activations,
making
sure
our
eoc
technology,

is
increasingly
important

growing
virtual

the
appropriate

includes
providing
centralized
locations
for
county
resources
to
coordinate

incidents
or
events
like
severe
weather,
natural
disasters,
blizzards,
floods
or
large,
planned
events
such
as
a
presidential
inauguration
july
4th
celebrations
or
large
races.

is
led
by
the
department
of
environmental
services.
The
purpose
of
esf
12
is
to
make
sure
that
we
have
the
electricity
we
need
to
power.
Our
facilities,
esf

works
to
restore
the
public
utility
systems,
critical

saving
lives,
protecting
health
safety
and
property,
and
to
enable
other
emergency
support
functions.
To
respond,
an
example
of
esf
12
in
action
includes
coordinating
with
dominion
energy
during
times
of
mass
power,
outages
from
severe
weather
incidents
and
maintaining
and
executing
the
energy
assurance
plan.

public
safety
is
led
by
the
arlington
county
police
department.
The
purpose
of
esf
13
is
to
integrate
public
safety
and
security
capabilities
and
resources
to
support
the
full
range
of
incident
management
activities
associated
with
potential
or
actual
incidents
in
the
county
region
or
nation.

Generation
of
timely
public
information
is
essential
to
avoid
or
minimize
loss
of
life
and
property
if
a
disaster
is
imminent
or
has
occurred
before.
During
and
after
emergency
operations,
esf

provides
updates
to
the
public
through
news,
media,
the
internet,
alerting
systems,
radio
and
various
alternative
media.

purpose
of
esf

is
to
manage
and
direct
the
damage
assessment
process
following
an
emergency
or
disaster,
including
completing
an
initial
damage
assessment
within
48
hours
of
the
incident
ending
and
performing
more
in-depth
assessments.
Later,
these
assessments
will
map
out
and
estimate
the
nature
and
extent
of
county-wide
damages
to
private
and
public
property
and
inform
potential
county
requests
for
state
and
federal
assistance
to
recover
an
example
of
esf

in

includes
the
deployment
of
building
inspectors
around
the
county
to
inspect
the
damage
to
homes
and
facilities
from
flooding
and
other
severe
weather.

dispatched

extinguish

firefighters

fire
apparatuses
to

incident
emergency

desk
raised
the
eoc
activation
level

with
select
esfs
begin
to
assist
the
displaced
residents.

a

the

draw
hundreds

thousands

to
the
nation's
capital
and
could
have
impacts
in
arlington
arlington's
primary
concern
during
an
event
like
presidential
inauguration
would
be
a
mass
evacuation
of
washington
d.c
due
to
an
act
of
violence
or
threat
of
attack
being
a
pre-planned
event
with
a
set
date.
Emergency
management
has
prepared
for
weeks
for
this
activation
preparatory
meetings
and
coordination
calls
have
occurred
between
emergency
management
staff,
esfs
and
other
community
partners.

watchdesk
maintains
a
monitoring
and
notification
capability
for
steady-state
operations.
An
example
of
this
is
when
the
watch
desk
is
monitoring
a
situation
such
as
a
tornado
watch
or
a
protest
that
is
occurring
in
washington
dc.
That
has
the
possibility
of
affecting
arlington
esfs
will
maintain
a
monitoring
stance
at
this
activation
level.

Going
back
to
the
example
of
the
tornado,
the
eoc
might
increase
to
a
limited
activation
when
there's
minor
damage
caused
by
a
microburst
burst.
Emergency
management
staff
will
be
in
the
eoc
and
all
esfs
will
maintain
monitoring
stances
with
some
esfs
being
brought
into
situational
awareness
calls
level
two
activation
is
a
partial
activation.
