Description
Armagh City, Banbridge and Craigavon Borough Council Annual General Meeting Meeting on Monday 5th June 2023 at 6.30pm. This is a hybrid meeting with Members and staff attending in the chamber and remotely using Zoom
A
B
Okay
good
evening
members
and
welcome
to
your
council
meeting
on
this
beautiful
sunny
day,
it's
great
to
see
the
room
full
tonight
and
the
welcome
you
all
here
to
this
meeting
could
I
specifically
welcome
our
new
members,
I
think
with
14
new
members
threat
or
chamber
here.
You're.
B
All
very
welcome
tonight
to
your
first
council
meeting
under
AGM
I
can
assure
you
the
window
will
be
as
short
as
this
one,
probably
so,
if
you
get
used
to
that
as
we
go
through,
but
you're
all
very,
very
welcome
tonight
to
our
first
council
meeting
and
I
also
adjusted
this
CHP
tribute
to
those
I
think
the
former
country
remember
the
Seventh
Street
re-election
and
we're
unsuccessful
and
once
again
just
to
thank
them
for
their
service
on
their
time
here
on
ABC
Council,
and
we
just
want
to
record
those
tonight.
B
So
members
is
there
any
apologies
in
the
agenda
item.
One
pay
Members
with
no
apologies,
Declarations
of
Interest,
we'll
take
them
in
the
usual
manner
as
we
go
through
I'm,
not
sure
there'll
be
anything
but
very
decorations
about
just
being
the
kids
to
go
through
members.
May
pardon
this
meeting
tonight
is
very
short,
we're
on
agenda
item
three
and
it's
outgoing
to
Marks
by
myself.
B
So
if
I
could
just
make
a
few
remarks
before
we
finish
so
just
remember
to
start
off,
Alderman,
counselors,
chief
executive
and
all
the
members
of
Staff
here
in
our
map
on
Bridge
Creek,
Urban,
Council
and
I
just
said,
it's
been
such
an
honor
to
have
had
the
privilege
to
be
in
the
first
citizen
of
our
city
bomb
bridge
in
the
garden
Borough
Council.
B
This
last
year
has
been
one
of
the
greatest
but
busiest
times
of
my
life
at
the
outset,
I
want
to
thank
my
family
and
protecting
my
wife
Fiona,
who
we've
had
a
very
difficult
start
in
my
year
with
a
sad
passion
of
her
mother,
but
I
want
to
just
put
on
record
my
thanks
to
Fiona
and
my
three
children,
Amy
killed
and
Sophia
for
all
their
love
and
support,
and
allow
me
to
do
this
role
to
the
best
of
my
ability
throughout
this
year.
B
B
More
than
I
want
to
see
myself
I,
don't
know
they're
watching
it
online
tonight
and
I
hope,
I
hope,
we've
done
them,
proud,
I,
thank
them
for
all
their
support
as
well,
and
there
were
two
sisters,
I'm
Naomi
and
their
families,
who
were
always
there
to
support
throughout
the
year,
and
we
appreciate
that
and
I
also
thanked.
My
friend
and
colleague
to
me
right
here.
B
Our
Deputy,
Lord,
murcense
or
Tim,
McDonald
and
Imperial
agree
has
done
a
great
job
this
year
and
thank
you
Tim
for
all
the
events
you
carried
out
as
well,
and
it's
been
a
busy
year.
So
thank
you
for
that
to
Roger
and
all
the
staff
in
every
department
and
that
will
read
across
this
Council
can
I.
Thank
you
all
for
your
assistance
and
help
making
it
a
very
enjoyable
year
and
all
the
busyness
that
went
on.
B
Some
have
asked
me
in
recent
years,
especially
what
does
your
highlights
mean
and,
to
be
honest,
I
think
it
has
changed
at
the
end
of
most
weeks,
I
keep
thinking,
I've
had
a
highlight
and
then
I
come
home
and
I
say
how
brilliant
this
event
was
and
how
wonderful
this
crowd
was
and
how
great
the
reception
was
so
I'm
sure,
Fiona
and
the
kids
will
be
glad
they
don't
have
to
hear
about
every
event.
I
think
they
feel
they've
lived
it
every
night
when
I
come
home
might
be
fairly
later
on
still
buzzing.
B
B
On
many
many
occasions,
I've
tried
to
attend
as
many
events
as
possible,
as
I've
heard
this
year,
with
the
real
emphasis
on
making
whatever
group,
from
whatever
background
they
came
from
to
our
to
the
center
here,
Eternity
for
civic
receptions
or
event,
I've
tried
to
make
them
really
the
center
of
the
of
the
Civic
reception,
because
it
is
about
our
community
here
and
I
hope.
This
was
felt
by
each
of
the
group's
other.
Civic
receptions
and
I
also
try
to
include
you
all
in
the
room
tonight.
B
Those
who
were
older
men
are
counselors,
and
those
occasions
and
I
I
know
that
the
group's
appreciated
that
all
those
who
did
attend
the
events
appreciated
the
opportunities
were
given
to
show
your
appreciation
support
and
congratulations
to
that
group
that
was
in
another
occasion,
I
know
this
as
well
received
from
the
group.
They
did
say
it
was
a
difficult
start
personally
for
us
as
a
family,
but
my
actual
role
as
Lord
mer
started
off
with
really
with
the
bang.
B
On
the
first
event,
I
went
to
was
a
jubilee
celebration,
a
Millington
school
and
the
kids
were
all
out
standing
out
waving
flags
and
I
honestly
thought.
This
is
great.
This
is
where
you
get
on
as
Lord
Miracle
who's
quickly
reminded
it
actually
wasn't
anything
to
do
with
me
common,
but
it
was
a
very,
very,
very
good
event.
Only
one
of
the
kids
that
asked
me
was
I
the
Queen's
son.
B
What
was
I
doing
here,
I
sort
of
thought
I-
could
give
him
20
years
old,
but
it
was
just
how
it
started
and
the
kids
the
whole
way
around
always
kept.
You
humble
and
copyright
as
a
student,
Banbridge,
Rugby
Club
that
first
one
of
the
first
Saturdays
in
June,
and
we
even
watched
the
real
Arrows
fly
past.
But
thousands
there
are
supporting
our
armed
forces
and
to
see
the
center
of
palm
Bridge
pact
was
really
a
good
start
and
I.
B
Remember
thinking,
then,
if,
if
it
all
ended
now,
we've
had
a
good
start
of
the
year
and
it
really
has
really
went
well
ever
since
that,
since
June
last
year,
it
really
has
been
all
good
and
I
just
want
to
thank
Susan
and
April
for
their
organization
and
guidance.
I
must
talk
a
lot
because
of
the
first
few
days
and
I
think
it
was
with
counselor
Nelson
one
of
the
first
announcers
at,
and
they
were
following
me
to
say,
you're
going
to
be
the
next
one
and
then
I
got
the
next
one.
B
You're
meant
to
be
the
next
one.
So
thank
you
talked
too
much
or
maybe
more
than
others
at
the
first
few
events,
but
we
shouldn't
got
onto
the
way
of
it
and
I
want
to
thank
them
for
all
their
help
and
support,
not
only
in
organizing
me
and
the
many
phone
calls
and
emails
each
day,
but
also
when
working
with
all
the
groups.
B
I
know
the
groups
really
appreciated
the
effort
that
was
put
in
by
the
team
and
the
roadmer's
office
to
organize
to
have
them
in
to
get
the
numbers
right
and
meet
the
needs
that
were
met
at
each
other.
Kids
I
want
to
thank
them
tonight
as
well.
We
have
so
many
groups
involved
here,
so
you
really
are
the
life
of
Barbara
and
the
backbone
who
put
in
so
many
hours
to
improve
and
help
the
life
of
others
and
again
tonight,
I
want
to
thank
them
all
for
all.
They
do,
as
we
did.
B
Each
each
reception
were
hard.
I
was
great
to
host
so
many
receptions
and
also
to
attend
so
many
events
right
across
the
borough
throughout
the
year.
I
have
this
say
the
Christmas
campaign
this
year
was
fantastic
and
at
one
stage
my
daughter,
Sophia
who's
11,
said
to
him
away
Fiona
after
watching
some
of
the
council,
social
media,
mom
did
I.
B
Think
God's
certainly
enjoy
this
a
bit
too
much
he's
now
singing
Jingle
Bells
on
the
stage
here
and
I
think
they're
a
bit
embarrassed
a
few
occasions,
but
it
certainly
was
great
to
attend
that
I
switched
on.
So
there's
thousands
of
people
gathered
out
and
maybe
I
think
I
turned
on
12
or
14
different
trees
this
year
and
like
so,
it
was
just
an
absolute
privilege
to
be
involved
in
or
lose.
We
have
an
awful
lot
of
good
going
on
and
to
be
able
to
see
firsthand.
B
What
all
really
goes
on
from
each
area
has
been
a
real
privilege.
We
really
have
really
enjoyed,
and
we
really
could
be
here
all
night
if
I
started
to
talk
about
each
event,
I've
enjoyed
meeting
so
many
Church
groups,
sports
groups,
youth,
charity
organizations,
youth
organizations
and
many
many
more
and
I've
met.
So
many
people
who
have
in
their
own
way
left
the
last
an
impression
on
me
and
I
wish
them
all
well
in
the
future.
B
They
put
in
an
awful
lot
of
work
to
make
sure
it
all
happened
and
I
know
that
all
the
money
will
be
put
to
good
use
by
each
of
the
Charities
be
positive
on
the
southern
area
hospice.
Indeed,
it
was
hobbling
today
to
just
hear
a
bit
more
again
about
each
of
the
Charities,
and
here
I
want
to
do
appreciate
this
honor.
So
thank
you
on
their
behalf
and
on
my
behalf.
Thank
you
all.
B
It
was
such
an
honor
for
me
to
attend
the
proclamation
of
the
railroad
in
Hillsborough,
along
with
the
chief
executive
Roger,
although
we
did
get
absolutely
soaked
that
day,
we
hadn't
much
time
to
drive
as
we
came
back
in
the
power
steps
and
the
Proclamation
was
read
there
and
then
to
attend
the
service
in
Saint.
John's
Cathedral
with
these
are
all
about
today.
We'll
never
forget.
Personally,
it
really
has
been
a
fantastic
experience
all
year
and
then
called
to
come
near
the
end
of
the
year.
B
With
a
visit
from
her
new
king
and
queen
Dharma
was
really
an
unbelievable
antimate
term.
It
was
such
a
privilege
to
host
them
both
on
our
mind,
to
see
Arma
looking
so
well,
and
the
crowds
out
to
welcome
them
and
I
just
want
to
thank
again
all
our
staff
and
Council
for
having
to
play
a
second
so
well
after
those
put
in
and
those
who
attended
who
everyone
enjoyed
all
the
different
facilities
that
went
on
that
day.
B
So,
as
I
finish,
I
just
won
again
to
put
on
record
Billy
all
my
thanks
to
our
Council
staff.
We
have
for
many
group
people
work
in
our
organization
and
those
who
are
so
welcome.
Here
we
come
to
each
night
with
a
gas
array
for
reception.
The
team
who
have
fed
me-
and
some
may
say
too
well
all
year,
I
managed
to
get
them
a
last
reception
before
it
really
released.
You
don't
have
to
eat
at
all
them,
but
I've
really
enjoyed
it.
B
It's
been
a
fantastic
year
throughout
even
the
photographers,
each
one
who
has
all
their
own
lines
and
Jokes,
which
I
know
them
all
off
by
heart
and
I,
and
one
of
those
who
have
been
an
experience
will
know
their
lines
and
all
their
different
jokes.
But
it
has
been
great
to
have
people
that
are
supportive
of
the
Hawaii
three
year
and
I'm.
Also
thank
you
to
all
the
team
and
all
who's
involved
for
their
working
efforts.
B
Also
so
thankful
for
health
and
strength
throughout
my
busy
year,
and
thanks
to
my
Lord
and
Savior
for
guiding
me
each
day
through
night
and
I
now
take
opportunity
to
wish
the
new
Lord
and
the
deputy
lordmer
about
to
take
office
tonight
every
success
for
the
year
ahead
and
may
we
all
never
undermine
estimate
the
amount
of
privilege
it
is
to
represent
this
wonderful
Borough
here
in
ABC.
So
thank
you
to
all
who've
supported
me,
prepared
planning
part
how
many
years
you
know
this
is
Lord
Mur.
Thank
you.
C
Thank
you,
Lord
and
it'll
be
strange
and
the
common
day
is
not
calling
you
Lord
man
I've
been
calling
you
Lord
mayor
all
year,
even
on
a
you
know,
when
a
monophonia
and
talking
in
a
personal
level
as
well
used
to,
but
just
on
behalf
like
on
behalf
of
our
party,
can
I,
say
and
I
think
that's
big
for
everybody
around
me
here
what
a
wonderful
job
and
that
you've
done
this
year,
an
excellent
job,
Amos
lordmer.
C
In
fact,
and
you've
always
been
I
suppose,
like
your
dad
before
you're
a
people
person
I'm,
not
shown
through
no
matter
who
you
had
in
this
chamber,
no
matter
what
group,
what
background
or
whoever
that
came
in
to
the
various
receptions
that
you
have,
you
treated
everybody
equally
and
I,
never
heard
a
bad
word
and
I
say
that
genuinely
and
now
you
can't
say
that
maybe
every
year
but
Daniel
never
heard
of
Bob
word
about
your
lord
mercy
and
anyone
that
came
into
the
chamber
and
praised
praised
you
on
how
good
you
were,
especially
with
people
and
I,
think
it's
important
that
you
put
your
stamp
on
lordmer
and
as
everybody
does
every
year,
and
you
certainly
did-
and
that
was
as
a
people
person
and
someone
who
who
reaches
out
to
people
and
makes
everybody
feel
well
and
I
think
you've
done
that
and
to
the
best
of
your
ability.
C
You
didn't
hate
your
testimony
or
your
faith
and
not
came
through
as
well,
and
that
was
messages
coming
back
too,
and
you
promoted
that
at
every
opportunity,
as
well
so
crowded
to
you
for
that,
you
had
a
difficult
start
of
the
year
and,
as
you
said,
with
the
person
of
your
of
your
mother-in-law-
and
you
know,
we
just
come
and
end
the
Lord
mayor
and
have
on
that
on
the
other
problem
and
that
it
was
given
that
your
mother-in-law
wasn't
even
in
the
country
and
I
knew
that
was
very,
very
difficult.
C
And
but
you
handle
that
and
as
well
as
could
be
expected-
and
you
really
came
through
and
not
only
for
your
family
but
for
the
constituents
M
of
this
Borough
and
to
your
family.
I'm.
Sure
they'll
be
delighted
for
a
couple
of
weeks
anyway.
To
get
you
home
again,
I
know:
Fiona
has
been
a
power
of
strength
to
you.
C
I
know
you've
been
a
tar
strength
to
her
and
and
the
difficult
and
the
difficult
few
months,
especially
at
the
start
and
of
your
year,
and
to
your
children
who
I'm
sure
will
be
glad
that
you'll
be
back,
praying
them
about
and
taxing
as
you
do,
between
these
kids.
These
days,
I
actually
haven't
taken
them
here
and
taking
them
there
and
the
huge
amount
of
money
areas
for
the
charity.
I,
don't
think
I've
ever
sat
and
heard
about
a
lord
remember
before
he
was
raised
just
as
much
Henry.
C
So
yeah
you've
done
an
excellent
job,
Lord
mayor
delighted
that
you
had
the
opportunity
and
to
do
it
and
I'm
delighted
that
you've
been
such
an
ambassador
not
only
for
our
party
but
indeed
for
the
whole
barrel
and
I
think
other
parties
and
when
they
get
their
chance
to
speak,
we'll,
say
something
similar,
because
that's
the
message
he
came
back
from
from
all
sides
of
this
chamber,
so
Russia
real
as
you
come
back
to
the
branches
down
here
beside
me.
C
For
your
sense,
for
the
next,
for
the
next
ride,
to
look
all
crowded
to
you
and
and
to
thank
you.
D
I
have
to
say
we're
real
crowded,
as
you
represented
the
borough,
you
did
it
remarkably
well,
you
were
very
well
and
I
mean
we
did
ask
you
to
do
a
number
of
fans
to
attend
a
number
myself
in
particular,
and
you
were
always
so
willing
and
what
I
really
loved
whenever
I
brought
you
to
an
event,
was
the
genuine
interest
that
you
showed
and
the
group
that
we
were
meeting
so
I
can't.
Thank
you
enough.
D
You
were
very
generous,
I
have
to
say
as
well
as
you
know,
I
tapped
the
the
Lord
most
fund
a
number
of
times
for
the
greater
grade,
but
there
was
never
a
no.
You
really
were
extremely
generous
and
very
well
in
with
both
your
time
and
your
lord.
My
response
so
I
think
you've
done
a
great
job
and
we
will
miss
you
at
that
top
table
and
I
wish
you
well
as
you
go
back
and
get
away
with
a
family
time
now,
which
I
hope
you
enjoy
and
very
well
done.
B
E
Thank
you,
earthquain
Lord
mirror.
Could
I
also
like
to
thank
you
for
your
year
of
service
as
the
Lord
mayor
I,
you,
you
did
mention
your
your
mother
and
father
and
I've
had
the
pleasure
of
knowing
you
and
your
mother
and
father
alone.
Before
you
were
even
politics
and
it
was,
it
was
great
to
see
them
at
several
of
the
events
and
and
I
think
you're
quite
right
there.
Sometimes
the
Reverend
Fred
thought
he
was
the
Lord
mayor
of
the
ABC
because
he
was
so
proud
of
the
son.
Yes,
it
was.
E
Her
thoughts
and
prayers
were
with
you
at
that
time
and
Fiona,
and
we
were
glad
that
you
continued
to
keep
in
your
role
and
you
carried
out
a
fantastic
job
right
from
start
to
finish,
you're
one
of
those
Lord
mayors
that
will
never
forget
and
I.
Think,
as
as
Oliver
and
Baxter
has
mentioned
in
relation
to
the
Charities
and
the
money
raised.
That
speaks
for
itself
of
how
well
you
were
thought
of,
but
also
the
Charities,
but
in
the
manner
in
which
you
conducted
yourself
throughout
the
year.
E
That
has
been
said,
you've
been
a
tremendous
Ambassador
and
you
served
with
great
distinction
and
energy
because
you
were
in
every
part
of
the
ABC
and
on
as
many
events
as
possible
and
I
would
just
like
to
thank
you
very
much
and
and
wish
you
all
the
best
and
you
and
your
family
in
the
days
ahead
and
also
to
Tim,
because
I
know
he's
going
to
say
a
few
words,
but
save
me
speaking
twice.
It's
done
an
exceptional
job
as
well,
I'd
like
to
wish
him
well.
Thank
you.
F
Thank
you
Lord.
Yes,
I'd
like
to
congratulate
you
as
well
on
behalf
of
our
our
party.
Here
you
did
an
excellent
job
and
you
represented
the
whole
of
the
community
and
I
have
to
say
that
any
Civic
events
where
we
were
invaded
in
you
did
give
everybody
the
opportunity
to
address
the
the
meeting
as
well.
So
he
said
that
that
went
down
well
with
with
all
the
people
that
were
there.
F
Yes,
I
I
a
difficult
start
for
you,
but
you
got
through
the
year
with
everybody's
prayers
and
thoughts
and
to
yourself
and
Fiona
and
your
family,
and
congratulations
on
raising
the
amount
of
money
you
did
for
your
two
Charlie's
and
also
to
counselor
McLeod.
There,
like,
like
Council
Barry,
said
what
well
he'd
had
a
very
good
year
as
well,
and
I
would
like
to
thank
him
for
all
that
he
did.
Yes,
both
represented
the
borough
very,
very
well.
Thank
you.
A
Lord
mayor
the
last
year,
you
have
served
all
the
people
of
the
borough
diligently
and
consistently
and
through
very
difficult
times.
A
You
showed
an
unwavering
commitment
to
service
and
people
and
if
I
may
say
you
delivered
it
with
a
really
Personal
Touch.
On
behalf
of
my
party
colleagues,
we'd
like
to
say
our
sincere
thanks
to
you
for
the
positive
impact
you
have
made
as
Lord
mayor.
Thank
you
for
your
service
to
the
residents
of
ABC
and
best
wishes
to
your
family
and
for
the
future.
G
H
G
You
Lord
and
can
I
join
with
others
in
thanking
you
for
your
year
as
Lord
Mary
and
Kim
I
wish
you
Fiona
and
the
family
all
the
best
for
the
future.
I
think
you
were
I
mean
you
set
out
to
be
a
lot
more
for
all
and
for
everyone
and
I
think
you
lived
up
in
word
and
date.
It
was
a
pleasure
to
welcome
you
to
to
Katie
for
the
the
Christmas
light
switch
on
and
I
think.
G
Maybe
that's
one
of
the
occasions
when
you
sang
Jingle
Bells
on
the
on
the
stage,
but
you
you
stretched
yourself
both
personally
and
politically
through
the
year
I,
don't
know
what
and
I
attended
a
number
of
events,
one
of
which
was
for
a
number
of
local
GAA
teams
and
you
reached
out
to
hand
you
were
extremely
gracious.
G
I
I
on
the
evening
and
I
know
it
went
down
very,
very
well,
and
people
acknowledge
your
leadership
for
the
council,
so
can
I,
thank
you
and
wish
you
all
the
best
for
the
year
ahead
and
the
same
with
a
consumer
Talent
as
well.
Thank
you
for
your
efforts
as
as
Deputy
Lord,
mayor
and
I,
wish
you
all
the
success
in
the
future.
Thank
you.
B
I
Yeah,
just
suppose
a
former
Lord
married
will
be
Remus
not
to
congratulate
you
in
completing
your
term
and
you've
had
an
epic
year.
You
know
in
in
all
ways-
and
it's
been
tremendous
to
see
you
promote
in
the
borough
right
across
ABC
from
the
crocheter
to
Lagan,
River
and
you've
done
a
really
really
good
job
and
I
just
want
to
commend
you
all
right
with
Captain
touched
quite
a
bit
throughout
the
year.
I
know
you
had
your
difficulties,
his
husband
said,
you
know.
I
Malaysia
time
is
very
when
you
you
look
at
the
length
of
your
year.
You
have
that
you
know
difficult
period
right
at
the
start.
B
J
Am
lordmer
I
would
like
to
take
us
opportunity
to
congratulate
you
and
I.
Thank
you
done
a
fantastic
job
and
I
was
running
a
charity
event
on
a
very
short
notice.
You
were
able
to
come
along.
It
was
for
the
children's
counselor
unit
in
Belfast,
and
then
your
South
and
Alderman
Wilson
came
along
to
that
and
the
day
was
going
quite
well,
but
we
were
very
short
of
people
to
go
on.
J
The
beach
and
I
was
very,
very
happy
to
see
used
to
man
coming
along
to
jump
on
and
take
their
turn,
but
all
joking
aside,
I
think
you've
done
a
fantastic
job
and
I'm
sure
your
whole
family
is
very,
very
proud
of
you.
Oh
and
I
just
wish
you
all
the
best
three
or
four
years
ahead
here
and
also
Mr
McLaren
there
as
well.
Tell
me
you
know,
congratulate
you
as
well,
for
all
that
you've
done
was
happening
as
well.
I
miss
you,
both
all
the
best
for
the
year
ahead.
Thank
you.
B
Thank
you,
okay,
members,
I
will
know
if
you
keep
the
church
can
I.
Just
thank
you
all
again
for
your
support
for
your
attain
comments
tonight
and
thank
all
those
who
have
made
my
year.
So
it's
a
great
year.
So
thank
you.
K
Good
evening
members
and
a
warm
welcome,
we
now
moved
to
item
four
on
the
agenda,
which
is
to
agree
the
appointment
of
positions
of
responsibility,
and
you
have
a
copy
of
the
various
reports
that
have
been
circulated
in
advance
in
terms
of
the
positions
of
responsibility
as
you'll
see
from
the
report.
The
legislation
sets
out
the
process
and
the
method
for
filling
those.
K
There
are
a
number
of
different
methods
we
are
required
to
follow.
One
of
them
and
to
haunt
is
a
default
method
that
does
apply
in
the
legislation.
It
is
the
method
that
we
have
used
previously
in
2015
and
2019,
and
after
all
of
the
party
meetings
that
we've
had
over
the
last
couple
of
weeks,
members,
that
is
the
the
method
that
is
being
recommended
this
evening.
K
You
also
have
members
schedule
off
the
positions
of
responsibility
as
well,
so
what
I
would
need
members
is
a
proposer
on
the
secondary
that
we
agree
that
the
hunt
as
the
method
for
filling
the
positions
of
responsibility
and
then
also
to
agree
the
positions
of
responsibility,
and
then
we
have
Romney
to
hunt
calculation.
You
have
that
in
your
papers
as
well.
So,
thirdly,
it
is
to
agree
at
those
particular
allocations,
so
if
I
could
have
a
proposer
and
a
secondary
for
that,
please
Kennedy
has
proposed
counselor
Donnelly
has
seconded.
K
That
being
and
the
case,
then,
when
we
turn
to
the
schedule
of
allocations
the
position
of
Lord
mayor
in
year,
one
falls
to
the
Democratic
unionist
party
and
I.
Would
Now
call
on
the
party's
nominating
officer,
councilor
Mark
Baxter,
to
provide
his
nomination
for
the
position
of
Lord
mayor
for
the
year
commencing
councilor
Baxter.
C
Thank
you,
I
was
going
to
say
Thank
You
Lord
Mary,
but
that
isn't
the
right
title.
Thank
you
and
chief
executive
and.
C
And
tonight
to
propose
officially
this
person
for
the
for
the
job
and
the
elevation
and
to
Lord
my
office.
C
It's
always
usually
the
worst
kept
secret
every
year
when
we
get
to
this
stage,
any
surprise
that
I
am
nominating
tonight
in
the
name
of
counselor
and
Margaret.
Tensley
Margaret
has
been
involved
in
in
politics,
I
think
during
the
party
long
before
AWOL.
C
She
was
certainly
involved
in
politics
before
she
was
involved
in
Frontline
politics
and
has
been
elected
and
I
am
for
a
number
of
years
and
has
made
a
real
impact
in
her
area
of
central
craigavon,
coming
back
with
a
resounding
vote
just
recently
at
the
last
election,
and
there
are
several
reasons
for
that.
The
main
reason
being
but
Margaret
is
a
formidable
lady
and
as
no
one
as
a
woman
who
gets
things
done.
If
you
want
anything
done.
C
Yes,
Margaret
and
I've
just
put
down
a
few
words
there
when
I
think
of
Margaret
words
come
to
mind
an
as
diligent
and
loyal
and
a
very
sound
Christian
lady
who
puts
and
God
first
and
everything
that
she
does
and
of
no
doubt
that
the
incoming
year,
that
would
be
no
different.
C
She
is
very
passionate
about
her
family
and
very
passionate
about
young
people
and
youth
and
is
always
working
with
those
people
throughout
the
community
and
there's
a
huge
amount
in
our
community
far
too
much
to
go
into
this
evening.
C
We
wish
you
well,
as
you
maybe
just
won't
see
as
much
as
your
your
mom
and
your
your
wife
over
the
next
over
the
next
12
months,
but
I
know
one
thing:
I
know
that
Margaret
will
take.
This
position
has
Paul
did
before
her,
both
every
sincerity
that
the
the
road
requires,
and
she
will
do
the
job
to
the
best
of
her
ability
and
I
have
no
doubt
that
she
will
do
an
excellent
job
in
the
incoming
year.
So
the
city
gives
me
great
pleasure
to
propose
the
name
of
cancer
marker
tensley.
H
Thank
you,
chief,
executive
and
good
evening.
Everyone,
firstly
I,
want
to
add
my
congratulations
and
thanks
to
the
comments
and
regarding
our
Lord
mayor,
our
former
Lord
mayor,
my
friend,
Paul
Greenfield.
What
a
fantastic
year
you
had
representing
everyone
in
our
community
you're
an
absolute
credit
to
this
kind
soul,
and
we
are
the
up.
Colleagues-
are
very
proud
of
you.
H
You
did
an
amazing
job
while
also
raising
thousands
of
pounds
for
your
charity
and
can
I
also
thank
my
party
colleagues
for
all
their
lovely
messages
of
support
and
encouragement
to
me
following
my
party
nomination
over
the
weekend,
I
genuinely
really
appreciate
every
single
one
of
them.
H
My
family
I'm
delighted
tonight
that
my
mom,
dad
and
father-in-law
are
here
tonight
they're
sitting
in
this
audience
tonight
the
public
gallery,
and
they
probably
have
no
idea
what's
going
on
and
throughout
all
of
these
proceedings,
but
I'm
absolutely
delighted
that
they're
here
tonight
and
I
know
that
they
are
very
happy
for
me
tonight.
Thank
you
to
jam,
my
husband,
who
is
my
absolute
Rock
and
support,
couldn't
do
this
with
item
and
my
children,
James
and
Anna
I'm
so
proud
of
you.
H
My
sincere
thanks
to
the
constituents
who
elected
me
last
month,
giving
me
the
honor
and
the
privilege
to
serve
the
craigavon
DEA
for
a
third
term.
Anyone
who
knows
me
will
know
that
I
am
Community.
Driven
I
am
passionate
about
our
Borough
and
all
the
people
who
live
here
and
I
will
do
everything
possible
throughout
my
moral
year
to
support
people
promote
the
work
of
our
community
groups.
Volunteers
and
you
know,
just
recognize
those
individual
acts
of
kindness.
H
H
I
had
never
actually
heard
this
charity
until
last
year,
one
of
my
closest
friends
was
diagnosed
with
breast
cancer
and
she's
now
doing
really
well.
However,
she
will
continue
on
preventative
medication
for
the
next
five
years,
but
my
friend
during
her
cancer
Journey,
was
offered
treatment,
support
advice
and
throughout
this
time-
and
she
was
offered
a
sessions
of
reflexology
I'm
just
going
to
take
my
drink
here.
H
She
was
actually
invited
not
to
have
to
go
alone,
but
to
take
a
friend,
along
with
her,
to
support
her
and
I
was
very
blessed
to
accompany
her
for
six
months
during
this
time
and
witnessed
firsthand
the
caring
support
by
all
of
the
team.
It
was
very
hard
to
describe
how
much
it
lifted
my
friend
each
month
and
and
just
what
this
Center
did
for
her
in
terms
of
advice,
support
and
treatments
and
they've
actually
worked
with
over
ten
thousand
people
across
Northern
Ireland
diagnosed
with
cancer,
since
it
actually
opened
its
doors.
H
It
costs
approximately
four
hundred
thousand
pounds
a
year
to
run
as
all
their
services
are
free
and
I,
genuinely
hope
to
work
very
closely
with
the
charity
to
raise
funds
and
support
the
great
work
they
do
in
the
incoming
year.
Finally,
you'll
be
glad
to
hear.
For
me
it
is
an
absolute
honor
to
have
been
elected
as
Lord
mayor
of
Arma,
bambridge
and
craigavon
Council
today,
I
pray.
H
L
M
M
M
M
To
host
community
and
church
groups
within
this
building,
I'm
not
helped
to
recognize
the
great
work
that
these
groups
do
and
also
it
was
a
way
of
bringing
counsel
and
all
the
council
doors
closer
to
our
citizens
and
ended
up
with
astonishing
how
few
people
had
actually
ever
been
in
this
building
a
huge
thank
you
to
all
all
our
Council
officers
for
their
help
on
assistance
during
the
past
year,
a
special
thanks
to
Susan
on
April
in
the
Lord
murders
office
for
all
their
help
and
advice
and
assistance.
This
was
really
appreciated.
M
Thanks
members
are
also
due
to
my
party
colleagues
for
putting
their
faith
in
me
for
the
post
of
Deputy,
Lord,
Murr
and
I
suppose
I
hope
and
trust
that
I
haven't.
Let
you
down
I
must
also
thank
my
wife
Karen
on
my
children
for
all
their
support
and
encouragement
during
the
past
12
months
and
I
hope
to
be
at
home
slightly
more
often
in
the
coming
months.
M
So
members
there's
less
need
for
either
in
the
inbox
or
cardboard
cutout
in
our
house
up
ahead,
but
I
was
very
pleased
to
Khan
was
well
enough
to
be
able
to
attend
several
events
toward
the
end
of
my
term
again,
I
I
say
thank
you
to
her.
After
what
was
a
challenge
in
health
diagnosis
really
really
appreciated.
M
M
It
was
co-hosting,
along
with
our
Lord
Mur,
the
coronation
tea
party
and
the
seagull,
where
we
had
over
400
people
in
attendance.
I
thought
it
was
a
fabulous
afternoon
and
thirdly,
members
been
able
to
make
a
substantial
donation
to
the
cancer
fund
for
children.
From
my
Deputy
Lord
murfond
members,
we
as
a
family,
stared
and
Daisy
Lodge
near
Newcastle
during
the
past
Easter
break
what
a
fantastic
facility
a
charity-
that's
very
close
to
my
heart.
M
H
Thank
you,
former
deputy
Lord
mayor
and
well
done
for
your
year,
Well
Done
I'm,
going
to
invite
counselor
Baxter.
C
Thank
you,
Lord
mayor
I'll
have
to
get
used
to
that
too.
Hey,
but
I'm
sure
we
will
do
they.
Look
as
a
fellow
like
a
river
counselor
I'm,
going
to
pay
tribute
to
a
fountain
colleague,
Tim
10
on
Council
over
the
last
term
has
been
a
very
measured
voice
and
within
our
group
meetings,
sets
back
and
and
takes
things
in
takes
things
in.
C
It
always
has
a
very
strategic
approach
and
to
everything
that
he
does
well,
not
just
on
behalf
of
the
party
that
I
want
to
pay
tribute
to
him
and
thank
him
and
for
his
excellent
years.
Deputies,
but
I
think
I
can
speak
on
behalf
of
the
constituents
of
Lagoon
River
as
well.
The
team
genuinely
has
taken
and
they've
taken
them
to
their
heart
and
Tim
doubles
vote
at
the
last
election,
and
that's
no
mean
feat
by
any
means,
but
the
work
ethic,
the
term
housing
the
constituency.
C
Don't
think
there's
anybody
that
understands
it
as
well
as
Tim
does,
and
that
was
certainly
very
evident
and
over
the
last
six
weeks
in
particular,
built
the
election
campaign,
and
we
want
to
pay
tribute
to
Tim
he's
on
an
excellent
job
them
and
what
you've
had
some
difficult
circumstances
and
to
have
the
year
that
you
have
had
and
to
promote
those
Charities
that
you've
that
you've
done
as
well
as
a
testament
to
you
and
your
work
ethic
and
your
understanding
of
the
community
that
you
represent
so
I
wish.
C
You
were
and
I
wish.
Karenwell
I
am
a
shahaja
back
at
home
on
to
the
children,
unless
you
well
and
for
your
for
your
term.
Here.
You're
well
earned
term
over
the
next
four
years
back
on
the
branches
and
thank
you.
D
Thank
you,
mayor
can
I
just
take
this
opportunity
to
wish
you
well
in
the
year
ahead
and
congratulations
on
your
appointment,
coaster,
McClelland
and
congratulations
on
a
very
successful
year
as
Japanese
murder.
I
know
that
I
find
you
very
warm
in
your
approach.
You
have
been
extremely
incredibly
charitable
and
I
know
that
you've
attended
a
number
of
fans
that
we
have
requested
as
well.
So
I
can't
thank
you
enough
for
that
and
I
hope.
You
too,
you
know
I
get
to
enjoy
a
little
bit
of
down
time
with
your
family.
So
congratulations.
N
Thank
you,
lordmer,
and
just
on
behalf
of
my
party
I'd,
like
to
congratulate
the
deputy
lordmer
on
a
successful
year
in
a
row.
I
know
that
you
have
put
the
real
Community
groups
and
associations
at
the
Forefront
of
your
time
as
that
be
lordmer,
not
just
an
RD
yeah
flagon
River,
but
right
across
the
ABC
and
I
know
how
valuable
and
that
support
was
for
them.
N
So
we
wish
you
well
and
your
family
as
well,
and
for
the
future
as
you've
returned
this
side
of
the
chamber
and
the
Lord
my
best
wishes
for
your
future
in
the
role.
Thank
you,
foreign.
H
Thank
you,
counselor
Johnson
for
those
kind
words,
there's
no
more
lights
now
on
so
I'm,
going
to
hand
over
to
4.5
on
the
agenda,
and
that
is
the
appointment
of
the
Deputy
Lord
mayor
for
the
incoming
year
and
I'm,
going
to
hand
over
to
the
chief
executive.
K
Thank
you
Lord
mayor
and,
as
we
have
already
agreed
the
schedule,
that
means
that
the
position
of
Deputy
Lord
Mur
for
year,
one
Falls
to
Shin,
Fein
and
I,
would
now
invite
the
party's
nominating
officer,
councilor,
Catherine
Nelson,
had
to
provide
the
nomination
for
the
position
of
Deputy
Lord
Murphy
incoming
year.
D
Almost
here,
thank
you
thank
you.
Chief
executive
I
am
I
have
to
say
it
gives
me
real
praise
to
Nate
to
nominate
not
just
a
party
colleague
but
a
friend
AKA,
my
bestie
counselor
sarka
magum
I
am
to
be
our
deputy
mayor
for
the
incoming
year.
This
is
Circus
second
term
as
a
representative
for
Lurgan
and
I
really
have
watched
her
grow
and
flourish
into
the
elected
rep
role
and
she's
really
done
herself
Pride.
During
her
last
term,
she
showed
great
empathy,
compassion
and
true
leadership,
she's,
a
real
grafter
for
the
community.
D
She
volunteers
for
a
number
of
Charities
and,
like
so
many
things
that
sorca
does
she
does
it
quietly
never
sick
in
Limelight,
always
under
the
radar,
the
families
within
the
entire
Borough
that
that
she
will
represent
in
the
upcoming
year
the
local
communities
that
she
will
visit
and
the
businesses
that
she
will
advocate
for
right
across
the
brand
of
no
doubt
that
she
really
will
work
for
all
I
take
great
pride,
not
only
because
she's
a
female,
but
also
a
republican
denominator,
for
this
position.
D
I
want
to
wish
her
well
in
the
incoming
year
she's
going
to
have
huge
support
around
her
she'll
have
our
party
group
and
she
will
have
the
her
family,
who
are
here
in
the
chamber
to
see
this
a
surprise
special
moment
for
the
family
tonight
and
a
really
Pride
moment
and
I
know
her
dad's
here
tonight,
former
counselor
Noel,
mcgone
and
I'm
sure
he
is
just
beaming
over
there
with
pride
for
his
daughter
and
as
he
should
be,
I
genuinely
believe
that
the
broiler
really
will
benefit
with
Circa
in
such
a
laden
role,
and
we
want
to
wish
her
all
the
best
and
I'm
sure
that
we
will
be
here
to
put
our
arms
around
her
and
support
her.
L
I
am
honored
to
have
selected
as
deputy
mayor
of
ombre
Arma
bombres
and
Craig
Robin
Kinsel
I
want
to
thank
the
one
mayor
and
deputy
mayor
for
their
work
and
Leadership
throughout
the
year.
I
want
to
add
my
congratulations
here:
income
America,
Kaiser,
Tennessee
I,
look
forward
to
working
with
you.
I
look
forward
to
working
with
everyone
to
deliver
on
the
issues
that
matter
to
the
people
of
this
kind
soulardia
as
a
young
woman.
L
I
want
to
be
the
voice
for
equality
and
integrity
for
the
people
of
this
bar
I,
witness
on
a
daily
basis
to
challenge
his
workers
and
family
space,
because
the
class
11
crisis
I
want
to
give
them
a
voice.
I
want
to
make
a
positive
difference.
Working
together.
We
can
build
a
better
future
for
all
our
people.
We
can
make
this
Borough
a
great
place
to
live
and
work,
and,
lastly,
I
want
to
thank
my
family
and
my
party
colleagues
for
the
support
over
the
last
four
years.
I
would
not
be
sitting
here
today.
O
Thank
you.
Lord
mayor
party
colleagues
versus
West
wish
councilman
Governor,
Deputy
Lord
mayor
mcgon,
the
very
best
and
our
term
of
office
haven't
worked
with
her
over
the
last
four
years
number
of
projects.
It
was
going
to
be
absolutely
fantastic.
Job
it'll
be
a
representative
of
the
whole
Borough.
It's
good
to
see
something
from
the
burgundy
up
on
that
open
that
top
table
there.
So
in
soccer
all
the
very
best
from
us
here.
Thank
you.
H
G
H
And
thank
you
for
those
kind
words
counselor
Hanlon
I'm,
just
going
now
on
to
4.7
to
hand
over
to
the
chief
executive
for
appointment
of
other
possessions
of
responsibility.
K
Thank
you,
Lord
mayor.
The
remaining
positions
of
responsibility
are
essentially
those
chairs,
Vice
chairs
and
the
couple
of
other
positions
as
well
and
Lord,
where
we
would
need
a
proposal
and
a
second
or
to
agree
and
to
accept
those
who
get
a
proposer
and
second
or
Lord
mark.
H
K
Thank
you,
Lord
mayor
members
will
be
aware
that
this
is
a
Borough
Council
and
right
at
the
very
start
of
the
life
of
the
council.
The
decision
was
taken
to
use
the
Arma
Borough
Charter
and,
as
such,
the
council
is
permitted
to
elect
a
quarter
10
of
its
members
to
be
aldermen
off
the
council.
K
K
At
the
annual
meeting
at
Lord
Merit
to
note
all
nominations
need
to
be
proposed
and
seconded,
but
also,
and
the
nominees
must
Ascent
to
their
nomination
as
well,
and
the
appointments
are
for
a
four-year
term,
so
Lord
mayor,
we
would
need
nominations
of
names
of
10
counselors
and
if
we
exceed
10
and
we
would
have
to
have
an
election.
C
Thank
you,
Lord
mayor
I
was
nominating
officer
for
the
party.
C
I
have
seven
nominations
for
the
title
of
alderman
on
the
world,
say
it's
a
bit
bizarre
proposing
yourself
for
one
of
them,
but
I'm
told
by
the
chief
executive.
That's
what
I
have
to
do
so.
C
Besides
myself,
then
as
an
official
proposal,
they
have
the
names
of
counselor
Wilson,
counselor,
Greenfield,
councilor,
Stephen
moutry
I
am
the
Lord
mirror.
I
am
counselor
Tinsley
counselor
Rankin
on
currency,
Paul
Barry.
Please.
L
H
H
H
H
That's
correct.
Thank
you.
Well,
there's
no
other
light.
So
on
members,
so,
chief
executive.
Do
we
go
back
to
each
individual
member,
okay,
so
myself
I'm
content
to
accept
that?
Thank
you
and
councilor
Baxter.
Could
you
just.
C
H
I
H
H
Thank
you
for
that.
My
apologies
for
that
councilor
burn
sister
is
actually
on
holiday
at
the
moment.
So.
K
I
H
My
apologies,
councilor
Barry
I
did
not
hear
your
name
on
the
dup
ranks.
H
Okay,
so
that's
all
the
appointments,
then
members
for
the
older
man
I
appreciate
your
patience
on
that
and
I
apologize
to
the
public
Gallery
the
delay
we
have
to
wait
until
the
face
is
on
the
screen
before
we
can
actually
and
there's
a
slight
delay.
There
are
otherwise
members
in
the
that's
listening
in
via
the
social
media
account
here.
H
So
there's
that's,
hence
that
little
bit
of
a
delay
so
we're
moving
on
now
to
an
agenda
item
number
six
and
again
I'm
handing
over
to
the
chief
executive
for
appointment
to
committee.
K
Thank
you,
Lord
mayor
and
again,
members
have
a
copy
of
the
report
in
front
of
them
and,
as
you
will
see,
there
are
six
standing
committees.
It
has
been
the
the
practice
in
previous
years
that
the
quota
of
greatest
remainder
is
the
method
that
is
used
for
appointing
that
was
in
March
2015
on
May
2019.
Lord
mayor.
We
have
been
working
obviously
with
the
parties
in
the
background
in
advance
of
this
meeting,
and
there
I
understand
broad
agreement
that
it
is
the
quota
of
greatest
remainder
within
the
pack
Lord
mirror.
K
There
is
the
allocation
of
committees
based
on
the
results
of
the
election,
and
then
we
also
have
the
names
of
the
members
to
be
appointed
to
each
of
those
committees,
so
Lord
Mur.
It
would
again
need
to
be
a
proposer
and
a
secondary
agreement
for
those
three
elements
using
the
quota
of
greatest
remainder,
the
allocation
and
the
members
being
appointed.
H
H
Appreciate
that,
thank
you
right
so
moving
members
on
we're
almost
at
the
end,
we're
almost
there
agenda
item
number
seven
reports,
you
outside
committees,
again
I'm
handing
over
to
the
chief
executive.
K
Thank
you,
Lord
mayor
and
yes,
as
part
of
our
annual
meeting,
we
make
nominations
to
outside
bodies
those
who
have
been
with
Council
on
the
previous
two
terms
will
know:
we've
done
quite
a
bit
of
work
to
streamline
and
rationalize
a
number
and
it's
down
to
a
more
manageable
amount.
During
the
meetings
with
the
party
Representatives
at
the
schedule
and
appendix
one
has
been
agreed
by
everybody
involved
in
those
meetings.
K
So
again,
Lord
merits
to
get
a
proposer
and
secondary
to
appoint
to
the
positions
of
outside
bodies
as
detailed
and
then,
if
the
party
nominating
officer
could
provide
the
names
of
those
people
as
quickly
as
possible,
because
those
bodies
are
Keen
to
get
in
contact
with
their
new
Representatives.
H
Members.
Thank
you
for
that
agenda.
Item
number
eight
correspondence.
I've
just
got
16
items
of
correspond
memory.
Joking,
that's
us
finish
for
our
AGM
chief
executive.
That's
everything
concluded
members
again.
Thank
you
very
much
for
your
kind
words
to
myself
and
I'm
also
to
the
deputy
Lord
mayor
and
have
a
lovely
evening
see
you
poem.
