report

March

relation
to
new
powers
available
to
council
under
the
Western
contaminated
land
legislation.
The
report
in
March
outlined
the
changes
introduced
since
January
and
Saturday.
The
council
now
has
new
discretionary
powers
and
a
joint
responsibility
with
the
Northern
Ireland
Environment
Agency
for
certain
matters,
including
the
offense
of
fly
tipping.
I
Members
will
be
aware
that,
when
effects
penalty
notice
is
served,
the
payment
of
which
discharges
the
liability
for
prosecution
and
the
penalty
of
Mind
must
be
fixed
by
the
council.
According
to
the
legislation
out
between
100
and
400
pounds
relevant
to
note
and
for
members
consideration
this
evening,
is
that
the
offensive
flight
have
been
is
very
different
to
the
offensive
littering.

involves
an
accumulated
quantity
of
waste.

officers

and

offender
details
and
then
follow

is
good
intelligence

matters

if
we
get
information
or
complaints,

patrols
carried
out
by
wardens
to
try
and
ascertain
the
offenders,

unfortunately
we
often
don't

information

in
areas
where
we
can't
patrol
all
the
time.

experience
through
environmental
health
and
through
Street
cleansing
that,
where
you're
seeing
those
items
you
know
perhaps
in
highly
densely
populated
areas
and
our
times,
a
lot
of
that
is
coming,
not
necessarily
from

fact
that
people
couldn't
access
a
bulky,
lift
it's
the
fact
that
perhaps
you
get
high
turnover
of
talented
properties
and
landlord
and
tenants,
and
so
they
don't
even
wait
to
log
the
bulky
left.
They
just.

over
the
property
so
quickly
and
they
put
out
the
mattress
and
they
set
out
the
bed
and
they
set
out
all
of
that
and
that
ties
back
into
kinds
of
diets
issue

we
then
do
Patrol,

we

plans

those
type

properties,

we
do
run
some
programs
there
with
through
the
environmental
wardens

recycling
inspectors

been

we
took
back
in
March.

took
us
quite
by
surprise
when
the
the
protocol
that
was
agreed
with

suddenly
brought
into
legislation
and
kind
of
were
given
those
Powers,

I
hope
to
bring
something
back
towards
a
lot
of
part
of
the
summer.

the

wider
aspect
of
lightapping
and
the
role
of
Nia
on
the

of

major
problem,

it

something
we

keep

staff
who
go
in
probably
three

times

week

lift
that

not
well,

could
say
deliberately
but
not

dump
stuff,

leave
stuff
at

our
immunity
sites
and

picked

fine
and

went

road

the

Causeway
coast
and
lands
have
introduced
a
tire
amnesty
scheme,

with
the

lead

it
along
the
Ulster
Farmers
Union
and
the
council
and
farmers
are
allowed
to
dispose
of
50
tires
at
an
amenity
site,
selected
immunity
sites
for
I.
Think
it's
two
and
a
half
months
and
I
was
wondering.
Is
that
something
I
mean
we're
thinking
about
bonfire
season
and
all-
and
you
know
even
tires
away
from
bonfires
and
stuff
like
that.
There's
very
much
a
priority
for
us
and
I
was
just
wondering.

that
something
that
we

perhaps
look
at?

as
again
the
wee
bit
of
publicity
in
the
last
week
or

days
and

know
Tire
dumpling,

in

Birches
area,

face

set
conditions
and
fireworks
displays

the
legislation
as
outlined
in
the

agreement

demanded

updates

existing
reentions
that
we
have
that
were
dated
back

tree

memory
of

victims
at
the

planted
along
the
toll

when
taking
these
two
items
together,

brought
this
report
to
