decision
item
and
it's
an
increase
in
fixed
upon
the
occurrence.

purpose
of
effects
penalty
regime
is
to
deal
with
the
ledge
defenses
quickly,
without
the
cost
or
burden
of
legal
proceedings
on
all
parties.
We're
an

requiring
resources
to
collect

clean
up
members
this
evening,
in
their
decision,
have
an
opportunity
to
increase
the
current
fixed
pound
Airline
supporting
Council,
Zero
Tolerance
approach
to
environmental
crime.
This
would
increase
the
deterrent
effect
and
provide
financial
support
to
council
as
a
contribution
to
the
cost
of
letter
on
file
cleanup
and
engagement
activities.

will
learn
ad
cost
and
legal
processes
and
may
also
be
disproportionate
to
the
average
fine
session
by
the
court.
Legal
proceedings
occur
and
currently,
in
the
cases
that
we've
taken
to
court,
the
average
fine
would
be
in
the
region
of
80
to
100
pounds,
plus
a
summons
cost
on
a
Fender's.
Levy
is
also
relevant
for
members
to
consider.
The
fixed
penalty
is
set
out
of
the
mind
that
is
reasonably
affordable,
recognizing
the
impact
of
inflation
pressures
upon
individuals
and
the
current
cost
of
living
crisis.

recommendation
to
members
tonight
is
to
consider
the
options
presented
and,
if
they
so
wish,
to
increase
the
fixed
penalty
amount
from
under
the
1994
letter
order
for
the
offense
of
lettering.
The
2011,
clean,
neighborhoods

environment
act
for
the
dog
filing
advancement
offenses,
with
a
proposed
commencement
date
of
the
first
of
July
2023..

company

act

agency,

we
would
be.

there
are
some
people
who
still
do
not
take
the
message
seriously
and
given
that
the
current
level
of
flexibility
notices
reset
in
2015

think
indeed,
we
have
to
increase
them
at
this
time,
and
especially
now
that,
since
the
start
of

year,
we've
had
the
ability,
through
legislation
to
do
so
I
take
on
board
everything
that
that
the
officer
has
said
and
I
would
propose
that
we
go
with
number
three
option
and
that
is
to
increase
the
penalty
for
Boost
lettering
and
dog
firing
to
120
pounds,
which
is,
as
has
been
said,
at
50
percent
increase.

had

council
office
right
last
week
and
Lurgan,
you
know
and
a
relation
to
a
primary
school
Kingston
Park
Primary
School,
where
this
is
prevalent
at
the
moment
and
when
you
have
primary
school
children
coming

it
on
their
feet
and
on
the
mother's
problems
and
things
it's
even
more
repulsive
than
than
normal.
So
it
is
so
we
need
to
get
to
the
bottom
of
this.

public

people

an
increased
amount
than
what
is
currently
being
charged
and
I
think
what

is
important
is
that
keep
Northern

an
update
on
some
of
the
legislative
changes
that
have
come
in
the
Western
contaminated
land,
Amendment
act
and
Northern
Ireland
2011
and
replicates
the
discretionary
enforcement
Powers
which
are
available
to
the
Northern
Ireland
environment
agency.
Under
that
order,
and
this
principally
deals
with
a
fly
tapping
of
waste,
the
handling
of
controlled
waste
and
then
a
duty
of
care
provision
in
relation
to
waste
production
as
well.

think
it's
important
to
note
that
these
Powers
have
been
in
place
for
a
number
of
decades.
With
the
Northern
Ireland
environment
agency,
a
waste
Amendment
bill
was
brought
on
brought
forward
and
made
into
a
law
in
2011
replicating
those
parts
for
councils.

So
as
I
say,
there
are
still
some
proprietary
Works
being
done
in
relation
to
how
we
will
actually
Implement
these
Powers
a
brief
summary
of
the
offenses
themselves
and
under
Article
4
of
the
order
it
is
to
deposit
controlled
waste
or
to
knowingly
cause
or
knowingly
about
control.
Waster
to
be
posited
in
or
on
any
and
unless
a
waste
management,
licensing,
Waste,
Management
license
authorizing
the
deposit
is
in
force
and
the
deposit
is
in
accordance
with
the
license
and
Lehman's
terms,
that
is
a
flight
happen
offense
and
where
your
deposit
and
waste
online.

permission
to
do

there
also
are
provisions
on
our
article
4
in
relation
to
to
treat
the
key

dispose
of
controlled
waste,
and
that

probably
deal
more
with

waste

where
that
is
being
done
in
the
absence

try

coordinated

number

discretionary

there
are
a
number
of
options
immediately
available
to
us

work
to
refine
those
personally
clearly
because
they
are
the
scratch
reporters.

have
the
option
not
to
use
them.

option

fully
investigate
all
flight

offenses

where
there
is
sufficient

link
it
to
an
individual
and
fourthly,
the
other
option
would
be

develop
process

investigate
all
alleged

councils

involved

from

this

the

internationally

changes

don't
give
us
any
power
to
direct
the
department
in
terms
of
their

role,
but
I
do
share

frustration,
sometimes
in
terms
of
lack
of
perceived
progress
on
on
such
matters.

are

aren't
a
very
large
number
of
service
quests
with
that
particular
aspect
to
them.
We
have
I
really
had
one
prosecute
I'm,
just
straight
off
the
top
of
my
head.
It
would
be
one
prosecution
in
perhaps

last
five
years.

end
of
the
day,
we
would
normally
approach
in
an
informal
manner,
first
of
all
and
issue
warnings,
and
that
normally
tends
to
to
bring
about
compliance
and

terms
of
sort
of
being
out
of
ours

so

catch.

like
I,
said
we're
doing
this
long
enough
to
know
when
people
are
likely
delayed
afar
on

sites
or

ground

recycling
centers,

it
is
very
positive
project
in
relation
to
the
environmental
things

also
it's
fairly
easy

would
recommend

will
be

writing

3485
trees

went
up
and
still
goes
up
because
we've
sold
some
trees
that
people
have
registered
for
and
we
weren't
able
to
get
them
out
and
we
were
going
through
that
process.

Centers
really
want
to
command
the
work
that
was
done
by
the
community
people
and
the
council
about
a
varsity
team,
Communications,
the
multimedia
team,
the
recycling
center
staff,
as
well
as
the
parks
and
community
centers,
and
our
Lord
Merit
Who's
involved
in
a
number
of
days
as
well,
so
a
real
success
and
it
will
mean
a
huge
benefit
to
the
borrower
in
relation
to
the
number
of
trees
planted,
which
I
think
we
all
could
agree
is

very
good
thing
to
be
doing
