Description
Armagh City, Banbridge and Craigavon Borough Council Full Council Meeting on Monday the 19th December 2022 at 6.30pm. This is a hybrid meeting with Members and staff attending in the chamber and remotely using Zoom
B
B
Thank
you
well
good
evening,
members
good
to
see
everyone
here
tonight
in
the
chamber
and
who's
been
online
and
you're
very
welcome
to
our
last
meeting
of
2022..
It's
hard
to
believe
we're
at
that
stage
already
so
at
the
outset,
I
want
to
remind
everyone
that
it
is
our
last
meeting
and
we
hope
that
we
can
get
through
the
business
as
well
as
we
hopped
on
most
nights
throughout
the
year
and
we'll
get
through
it
succinctly
and
keep
through
it.
I
want
to
thank
on
the
outside.
Just
thank
our
team
and
Democratic
Service
news.
B
We've
had
quite
a
great
turnaround
over
this
month.
We
get
minutes
up
and
I
know
they've
been
doing
very
very
quickly
if
you
want
to
put
on
record
or
thanks
to
all
the
team
and
again
to
all
the
staff
for
all
that
has
gone
on,
it's
been
a
very,
very
busy
month,
there's
a
couple
of
months.
We
want
to
thank
each
one
of
those.
So
remember
it's
just
at
the
I-10
tonight
with
just
one
item
on
our
open
announcements
on
us,
councilor
McAllen.
C
Okay,
thank
you
Lord,
and
thanks
for
letting
me
in
on
short
notice,
Hardware
on
behalf
of
our
party
I'd
like
to
extend
our
deepest
condolences
to
the
young.
Fella
yeah
tragically
hurt
in
Thailand
at
the
weekend
that
was
even
used
for
the
parents
and
suppose,
as
a
father,
he
has
two
sons
living
abroad.
It's
a
phone
call!
You
dare
to
get
for
luck
on
behalf
of
our
party,
I'd
like
to
extend
our
deepest
and
sincere
condoms
to
either
one
and
father
am
ortion
clear
on
their
sister
Michaela.
Thank
you.
Lord.
D
Thank
you,
Lord
mayor
as
a
Lurgan
concert.
I
would
want
to
concur
with
the
remarks
made
by
my
colleague,
counsner
McAllen.
This
is
indeed
a
terrible
tragedy,
especially
at
this
time
of
the
year
for
the
family
and
our
thoughts
and
prayers
are
with
them
and
we
hope
and
trust-
and
we
know
that
from
this
community
they
will
get
all
the
support
they
needed.
This
extremely
difficult
time.
Thank.
E
Thank
you,
Lord
mayor
and
I.
Just
want
to
be
associated
with
remarks
from
my
two
colleagues.
I
am
obviously
devastating
news.
You
know
the
Canon
news,
only
parent
and
family,
which
is
dread
and
the
feeling
of
of
isolation
of
being
so
far
away
from
where
these
tragic
events
took
place,
but
just
want
to
put
it
on
record
or
parties
sincere
kind
of
sympathies
which
lay
with
the
family
of
this
terrible
terrible
time.
Thank
you.
Lord.
F
Lord
mayor,
just
on
behalf
of
Western
Union's
party
grouping,
I,
would
equally
like
to
be
associated
with
the
remarks
have
been
made.
I
did
read
that
in
the
in
the
Press
about
that
tragedy
abroad,
a
tragedy
is
difficult
for
a
family
at
any
particular
time,
but
particularly
when
the
distant
miles
is
between
them
and
the
tragedy
I,
it's
it's
a
lot
more
difficult
to
handle,
so
I
thought
some
prayers
are
with
the
family
and
are
extend
it
to
them.
Thank
you.
G
Thank
you,
Lord
mayor
I
would
just
like
to
agree
with
those
words
and
condolence
on
behalf
of
my
own
party
Alliance.
That
was
devastating
news
when
it
came
through
this
morning.
G
I
know
Warren
was
aware
of
son
and
brother
and
a
friend
of
Manny,
both
in
the
Virgin
area
and
further
field,
so
Davis
condolences
to
all
his
family
and
friends.
At
this
difficult
time,.
B
Thank
you,
coach,
her
library
and
yep
I
think
we
all
want
to
be
associated
with
those
kind
remarks
and
there's
a
very
difficult
time
for
the
family.
There's
someone
who's
lost
a
loved
on
when
they're
away
in
a
different
country
is
very,
very
difficult
regards
too
and
a
really
very
tragic
situation,
so
we
will
be
right
into
the
family
and
just
expressing
that
on
behalf
of
all
the
borough.
So
thank
you.
Everyone
who
came
members
agenda
item,
one
apologies
and
I've
received
an
apology
from
connoisseur
Kevin
Savage.
Is
there
any
other?
B
Apologies
from
the
floor
tonight,
unconscious
Paul
Barry
as
well
for
pseudopology
from
them
nope.
No
other
apology
before
okay
members
agenda
item
2.1
the
secret
proposal
and
sector
for
the
minutes
of
the
council
meeting
held
on
the
20th
of
November
2022
to
be
taken
red
and
approved
as
a
cracked
record,
Alderman
Spears.
Thank
you,
Alderman
Anderson,
okay
members,
you
all
agreed
agreed!
Thank
you
agenda
item
three
is
your
Declarations
of
Interest
and
we
only
need
to
take
now
we're
going
to
take
them
as
usual
way
as
we
go
through
the
meat
if
everyone's
agreed.
B
Okay.
Thank
you
agenda.
4.1,
minister
of
the
environmental
services
committee
held
on
the
6th
of
December,
we
have
a
proposal
respectively,
taken
red
and
approved
as
a
cracked
record
countrymic
native.
H
I
Lord
mayor,
thank
you
and
it's
not
directly
on
the
minute.
So,
if
you
permit
me
just
a
second
can
I
just
Express
Thanks
to
our
Environmental
Services
teams,
who
last
week
in
the
period
of
significantly
cold
weather,
actually
without
regretted
paths
in
an
omr
setting
and
some
of
the
towns
and
Villages
around
it.
And
so,
if
I
can
express
our
thanks
for
that
and
just
on
the
issue,
a
can
I
propose
to
be
right
to
the
Department
of
infrastructure
and
ask
them
to
review
their
winter
Britain
policy
there.
I
B
You
thank
you.
Thank
you,
country,
Holland,
yeah,
I'm,
more
than
happy
to
write,
I'm
sure
everyone's
agreed
for
everyone.
That's
had
their
own
different
issues
who
have
just
got
us.
We
all
agree
from
before.
It
would
do
that
right.
Okay,
I'm
reluctant
to
let
anyone
else.
I
know,
but
I'll
borrow
your
lights
on.
If
you
can
mention
something,
that's
fine.
J
J
Please,
car
park
in
Palm
Bridge
has
promised
that
there
was
going
to
be
good
boxes
put
in
there.
I
was
told
that
there
was
one
bot
and
but
yet
still
a
year
down
the
line
that
hasn't
materialized,
I
haven't
had
not
yet
from
the
previous
meeting
and
I
think
we
do
need
a
review
of
our
Council
car
Parks
right
across
the
board.
Thank.
B
B
4.2
minutes
of
the
plan
and
regular
service
committee
held
in
the
7th
of
Summer
to
be
taken
unread
as
a
correct
record
for
approval,
Oliver
Wilson.
B
I'm
sure
Kevin
Summit
is
apology
tonight,
so
is
there
someone
else
that
was
at
the
main,
Alderman
Anderson.
K
It's
just
it's
just
one
point
and
I
suppose
being
in
the
chair
for
that
meeting
after
read
a
prepared
statement
date,
which
refers
quite
about
the
covert
and
the
fact
that
the
GM
was
restricted,
the
numbers
and
that
but
I
think
it
needs
updated
an
address
that
would
probably
scrap
that
it's
just
so
on
a
sort
of
cringe
reading
every
month,
May,
if
you
know
what
I
mean
and
we're
restricting
members
of
the
public
I'm
not
coming
in
whenever
members
of
the
Republican
aren't
restricted
in
any
other.
You
know
Saturn.
K
I
was
just
wanting
three
years
that
we
maybe
completely
adjust
that
and
just
get
the
committee
backup
and
run
again
just
at
the
full
sort
of
capacity
and
target
of
people
coming
in,
because
there's
a
lot
of
extra
arrangements
and
hassles
for
staff
and
organization
and
there's
like
I,
said
that
needless
at
this
stage,
so
I
would
make
a
proposal
if
it
has
to
be
a
proposal.
B
B
Okay
and
members
are
now
going
to
ask
for
a
proposition
sign
of
the
minutes
of
the
performance
and
Order
committee
held
on
the
8th
of
December
for
to
be
read
as
a
cracked
record,
councilor
hogger.
B
Thank
you
members.
You
all
agreed
agreed:
okay,
okay
membership
agenda
item;
4.4,
the
Menace
of
the
Leisure
and
Community
Services
committee
to
be
taken
around
and
approved
as
a
correct
record
on
councilor
mckinstry.
B
Thank
you.
Sword
has
been
bitters
here.
I'm
sorry
I
was
like
turn
this
on
and
off
here.
So
apologies
members,
we
all
agreed
yeah
I'll
agreed.
Thank
you.
Members
agenda
item
4.5
at
most
of
Economic
Development
and
regeneration
committee
held
in
the
13th
of
December
to
be
taken
and
read
and
approved
as
a
cracked
record
on
our
chairman,
alderman.
B
B
P
B
D
My
brother's
child
would
just
like
to
say
that
the
post-governance
resources
and
strategy
and
estimates
and
deficiencies
which
I
also
share,
have
a
very
challenging
task
in
the
weeks
months
ahead,
and
that
is
around
the
efficiencies
that
will
help
help
us
if
we
all
work
together
to
strike
a
reasonable
rate
for
rare
pairs,
these
very
challenging
times
and
I
think
that
needs
to
be
just
emphasized
there
that
we
need
to
come
back
and
work
with
the
deputy
chief
executive
and
her
team
around
us
to
try
and
deliver
the
very
best
for
our
ratepayers
at
a
difficult
time.
B
Thank
you.
Members.
Okay
members
agenda
item,
five
item
of
Correspondence
or
5.1
proposed
stopping
up
at
the
a27,
the
Lurgan
rule
between
the
roundabouts
there.
If
there's
any
feedback
we
get
sent
through
to
the
normal
way,
the
member
services,
anyone
country,
Michael.
R
Thank
you,
Lord
mayor,
it's
just
in
relation
to
5.1
I
would
just
like
clarification
from
DFI
roads
as
to
what
public
consultation
has
gone
on
there
with
the
local
residents
if
they're
content
with
that,
it's
just
if
they,
if
we
could
get
more
information
back
on
that,
that
would
be
very
much
appreciated.
Thank
you.
B
Thank
you,
counselor
elaborate.
G
Thank
you,
Lord
Mary,
it's
just
on
item
5.1,
as
was
my
agenda,
was
part
of
the
condition
of
the
prayer
on
the
parable
which
came
to
committee.
If
I
Remember
by
the
year
or
two
back
I
think
it
would
be
generally
supportive
of
The
Proposal,
given
that
it
will
increase
their
mind
of
segregated
cycle
Network
and
about
Santa
cravinary
improve
General
connectivity.
But
if
I'll
be
happy
to
wait
for
us
to
provide
a
formal
response
and
tell
that
information
is
provided
that
counselor,
tensley
and
all
members
thanks.
B
Q
Yes
sure
it's
just
in
relation
to
the
item
for
8.3
and
the
motion
binary
and
Warren
Council
just
the
way
you
write,
the
council
and
you
know,
for
our
support
for
the
motion.
I
think
it's
important
that
you
know
this
is
glorified
in
relation
to
tips
for
for
staff
and
catering
services,
and
you
know
so
that
us
as
a
council
would
support
that.
Thank
you.
Irma
foreign.
B
B
Andrew
Harmon
have
been
proposed.
Thank
you.
Thank
you.
We
all
agreed
Alderman
Baxter,
no
okay,
we've
got
a
provision
siren.
Thank
you
all
agreed.
Thank
you.
B
L
Thank
you,
chair,
harja
I,
know
that,
like
myself,
most
of
you
would
be
dealing
with
constituents
every
day
whose
circumstances
are
utterly
heartbreaking
and
people
who
are
trying
to
decide
whether
to
eat
or
eat
whether
to
buy
the
long
awaited
toy
or
present
for
under
the
Christmas
tree
or
whether
to
pay
their
electricity
bill.
People
are
feeling
the
impact
of
the
cost
of
living
crisis.
Now
more
than
ever,
with
freezing
temperatures
price
increases
across
the
board
and
only
a
shimmer
of
light
at
the
end
of
the
tunnel
today
for
support.
L
If
we
had
an
executive,
the
600
pound
payment
would
have
been
in
people's
pockets
long
ago.
It's
unacceptable
that
the
dep's
refusal
to
form
an
executive
and
work
together
has
held
this
payment
up.
We
heard
today
that
homes
are
going
to
start
getting
payments
in
January,
but,
like
everything
else,
we
hear
from
the
British
government,
it
must
come
with
a
warning
there
will
you
would
be
a
fool
to
take
the
British
government
at
their
words.
L
We
welcome
the
degree
of
clarity
today
and
will
continue
to
push
for
further
Clarity
of
how
the
600
will
be
paired
or
how
people
are
to
redeem
it.
We
should
not
rest
until
the
money
is
in
people's
pockets.
People
are
struggling
to
pay
their
bills
now,
and
they
can't
wait
an
indefinite
amount
of
time.
Rishi
Shane
actually
take
this
opportunity
to
give
workers
and
families
a
definite
date
for
when
they
will
receive
a
payment
by
people
need
hope
and
support.
At
this
extremely
difficult
time,
people
could
and
should
already
have
this
payment.
L
We
need
an
executive
form
now
and
local
ministers
working
together
to
support
workers
and
families
with
the
raising
cost
of
living.
Therefore,
I
ask
that
this
Council
calls
in
the
British
government
to
provide
to
urgently
provide
Clarity
on
the
delivery
of
payments.
It's
well
past
time
that
these
were
delivered
with
no
more
broken
promises.
L
E
Thank
you,
Lord
mayor.
How
did
you
like
my
colleague,
councilor
Hopi
I,
welcome
today's
announcements
of
the
British
government
plan
to
begin
payments
of
the
600
pound
in
January
I?
Think
everyone
in
this
chamber
has
learned
to
their
cost
of
times
to
take
everything
the
British
government
says
with
the
giant
pinch
of
salt.
E
The
open-ended
announcement
today
still
requires
more
clarity.
We
should
use
our
par
as
a
council
to
join
the
call
from
across
the
north
to
get
that
party.
The
cold
knows
no
religion
or
political
belief.
We
should
act
on
behalf
of
all
of
our
constituents
and
content
continue
pressing
until
the
money
is
in
people's
accounts
and
in
their
hands.
Unfortunately,
this
is
unlikely
to
be
the
last
challenge
we
face,
and
what
these
events
have
shown
is
that
we
need
local
ministers
and
a
local
executive
to
fight
on
behalf
of
us
I
hope
tonight.
S
You
know
this
is
a
Westminster.
Is
she
the
second
paragraph
of
emotion
as
actually
nonsense,
because
Scotland
and
Wales
didn't
have
to
go
through
their
local
assemblies
to
have
this
payment
and
sorted
out,
and
it
certainly
doesn't
have
to
go
through
the
Northern
Ireland
one
either?
And
when
you
look
at
Westminster
Lord
mayor
deep
here,
our
best
Minister
well,
this
is
all
debuted
Westminster
for
Years,
yet
lardner
they've
claimed
10
million
pounds
in
alliances
and
the
last
attack
he
had
alone.
So
we
won't
take
any
lectures
from
about
boycotting
anything.
S
The
boy
called
it
stormed
for
three
years,
because
their
public
Masters
in
the
Fallen
school
told
them
they
had
to.
S
They
had
to
walk
away
so
I
think
it's
very
rich
tonight
for
the
councilor
to
bring
it
to
this
chamber
talking
about
boycotting
talking
about
these
things,
which
is
not
even
in
this
chamber,
to
put
the
motion
to
the
floor
for
no
other
reason
than
to
counter
bother
coming
into
the
chamber
and
hasn't
been
here
for
three
years,
so
certainly
an
uptake
any
lectures
from
that
and
I
think
when
you
hear
Michelle,
O'neill,
they're
very
party
leader
on
then
the
television
interviews
today
welcoming
the
announcement
today,
I
think
those
opposite.
S
Well,
the
women's
officer
need
to
catch
up
with
their
leader.
I
need
to
actually
listen
to
what
they're
saying,
because
they've
obviously
haven't
got
the
memo
from
Conley
house
today.
Whether
later
has
welcomed
the
announcement
from
the
government
now
look
into
the
motion
by
the
motion.
The
resume
and
the
people
are
struggling
out
there.
People
are
struggling
to
hate
their
homes
and
to
feed
their
families
and
and
rather
to
eat,
or
rather
to
hate.
I've
heard
of
the
arguments
rehearsed
before
when
you
look
out
the
motion
and
I.
S
Don't
know
that
the
the
country
brought
the
motion
didn't
refer
to
the
first
three
paragraphs
because
they're
in
a
mostly
irrelevant
the
first
one
is
not
irrelevant.
So
an
amendment
I
will
remove
that
one.
The
second
paragraph,
as
I've
said
before
as
in
muscles,
because
the
responsibility
never
laid
the
storm
as
it
didn't
in
wheels
and
Scotland
had
laid
the
British
government
out
of
my
husband
with
our
government
of
Westminster,
so
the
middle
of
paragraph
as
well,
and
the
third
paragraph,
if
you
permit
me
in
order
to
make
the
amendment
we
will
start.
S
What
is
concerned
that,
as
a
temperature
drop,
a
lender
deepens
money
Family
struggling
to
pay
certain
energy
bills?
Will
a
budget
for
this
payment
being
we
had
before?
Christmas
was
promised
and
recall
on
the
we
call
our
government
to
actually
provide
clarity
after
delivery
of
the
payment
at
his
railed
past
time,
and
these
were
delivered
with
new
unless
be
delivered
with
no
more
broken
promises.
So
I
proposed
daughter,
Mohammed
I
am
lordmer
and
if
it
needs
to
be
sent
up
to
the
top
here,
well,
I
can
do
that
with
you.
B
Thank
you,
Alderman
Baxter.
If
you
could
send
that
up
just
email,
three
I
think
it'll
be
helpful.
Okay,
members
Council
hockey
your
hands
up
again.
Thank.
L
You
for
letting
me
in
again
Char
I,
think
Oliver
Baxter
needs
to
take
a
look
at
the
definition
between
boycott
and
the
up
the
option
of
being
able
to
either
being
able
to
attend
a
meeting
via
zoom
and
into
the
chamber,
and
I
also
think
he
should
read
his
minutes
of
meetings
a
little
bit
more
carefully
because
I
have
been
in
the
chamber
because
I
am
chair
of
performance
in
order
committee.
L
So
I
have
been
in
several
times
over
the
last
number
of
months
and
once
that
change,
if
that
changes
or
if
it
ever
changes,
I
will
come
into
the
chamber.
But
at
present
I
choose
to
save
the
45
minute
Journey
each
way
to
spend
time
either
with
my
family
or
supporting
constituents.
An
attempt
and
community
group
meetings
which
might
not
be
afforded
to
me
if
I
was
to
drive
to
craigavon
for
each
meeting.
L
That
I
was
expected
to
attend,
and
my
attendance
is
actually
quite
quite
good
through
these
Zoom
meetings,
because
I
do
make
the
effort
because
it
is
on
Zoom,
and
he
also
made
another
point
about
how
it's
a
Westminster.
It's
only
a
Westminster
issue
because
the
dep
have
made
it
to
Westminster
issue
if
we
had
devolved
bars
and
if
we
had
our
executive
up
and
Roman.
This
payment
would
have
been
made
through
Stormont,
like
the
other
support
payments
were
made
through
the
executive
during
the
times
of
covert.
L
So
the
only
reason
that
it
is
being
handed
back
over
to
Westminster
is
because
we,
the
dep,
have
decided
to
boycott
Westminster
or
a
storm,
went
through
whatever
excuse
they
like
to
use
whether
we
believe
them
for
that
or
not
and
I
look
forward
to
seeing
it
at
us
to
the
motion.
B
J
B
U
Thank
you,
Lord
Maron
and
I'm
not
going
to
really
get
involved
into
that
it's
here
tonight,
but
look
because
I
think
it
really
is
just
sad
what
anime
look
I
have
an
amendment
to
the
motion
here:
Lord
Murrow,
which
I
am
happy
to
send
through
to
it,
says
this
kind
of
deeply
concerned
that
the
600
energy
support
came
and
promised
to
people
of.
M
Thank
you,
Lord
for
just
letting
me
in
I
just
want
to
take
this
opportunity
to
speak
on
the
motion
on
the
impact
that
is
having
on
our
communities
much
deeper
than
just
concerning
the
600
Pine
and
support
payments.
Now
that
we
finally
have
an
update
on
the
road
out
of
this
scheme
in
October
of
this
year
could
have
an
area
Food,
Bank
celebrated
its
10th
year
anniversary
in
this
Ferry
Building
downstairs
on.
All
parties
were
represented
in
the
audience
that
night,
we
all
heard
over
the
course
of
that
decade.
M
We
all
listened
up
Nate
and
we
all
listened
to
their
people
from
Chrisleys,
but
it
appears
that
it
has
fallen
on
deaf
ears
with
some
on
this
tsunami
of
need
appears
to
be
less
than
important
than
the
boycott
of
the
executive.
On
the
warden
off
the
motion
is
correct.
People
have
budgeted
for
this
payment
been
made
before
Christmas
and
you
simply
cannot
top
up
your
oil
20
pound
here,
20
pound
there
and
for
some
suppliers
the
minimum
delivery
of
oil
is
500
liters.
M
Yes,
support
welcome
in
the
new
year,
but
that's
no
Comfort
to
the
families
you're
currently
struggling
to
afford
presence
to
put
onto
the
Christmas
tree
and
they
hate
their
homes
and
given
that
no
exact
date
has
been
pervaded
with
today's
announcement.
The
only
information
given
was
that
the
payment
will
begin
in
January,
but
it
will
burn
new
confidence
to
make
institutions.
Who've
been
told
that
this
that
they
would
be
in
receipt
of
this
payment
in
November
in
2022.
So
to
conclude,
Dr
mayor
May
part
in
a
support
demotion
and
we
consider
the
Amendments.
Thank
you.
B
A
We
are
supportive
of
the
broad
sentiment
of
the
original
motion
and
that
the
people
of
Northern
Ireland
deserve
their
energy
support
payments
and
which
were
a
promise
to
be
paired
last
month
by
the
British
government
and
the
fact
that
we
don't
have
a
lack
of
executive
has
hindered
those
payments,
the
speed
with
which
they
could
have
been
made
and
I
think
the
clarity
that
we
still
need
from
a
British
government
surrounding
when
those
who
don't
pay
their
electricity
via
direct
debit
will
have
those
payments
made
to
them
and
the
the
forms
of
ID,
whether
that
will
require
another
delay,
the
lower
payments,
potentially
going
into
sort
of
March
or
April
time,
and
so
we
do
support
the
original
motion
as
it
stands.
O
B
S
Yeah
Tony
is
the
first
and
second
paragraph.
S
Then,
at
the
start
of
the
third
paragraph,
this
Council
welcomes
our
government's
announcement
today.
Others
concerned
that
as
temperature
drops
and
winter
deepens,
many
families
starting
to
pay
storing
energy
bills
will
have
budgeted
for
this
payment
being
made
before
Christmas
as
promised,
and
therefore
calls
on
the
government
urgently.
S
B
Okay,
thank
you.
Okay
members,
you've
heard
the
amendment
and
we're
going
to
go
straight
to
record
a
vote.
Then
everyone's
here
we're
going
on
yet.
Okay,
thank
you.
Members,
Alderman
Anderson,.

B
Okay,
members,
I'll
read
them
all
right
here,
but
who's
voting,
yes
or
11,
17
news
and
then
obsessions.
So
the
amendment.
Those
four
will
read
them
right
as
a
recorded
votes
through
and
yes
for
Alderman
Anderson,
Alderman,
Baxter,
counselor,
mcelroth,
alderma,
midray,
counselor,
Madrid,
Alderman
Rankin
concert,
Tinsley,
Alderman,
Wilson,

Deputy,
lordmer,
I'm,
a

those
voting,
no
counselor
Fargo
Donnelly
Pope.
B
U
Yeah,
thank
you,
Lord
and
and
like
others
in
the
chamber,
what's
going
on
over
the
last
few
months
is
deeply
concerning,
and
obviously
the
stories
we're
hearing
about
food
banks
and
the
Reliance
on
them
and,
of
course,
this
debate
with
the
heat
or
eight
and
as
a
group,
we
support
the
center
with
the
nursing
motion
so
we're
we
are
actually
going
to
propose
a
follow-on
limits
to
it.
U
Lordmar
and
the
first
paragraph
would
read
this
counselors
deeply
concerned
that
the
600
energy
support
payment
promised
to
people
across
Northern
Ireland,
who
are
enduring
severe
cost
of
living
pressures,
has
not
yet
been
made.
Despite
insurances,
assurances
by
many,
we
prepared
in
November
notes
with
concern
that
during
the
three-year
storm
was
collapsed
previously
from
2017
to
2020..
Vehicle
worked
to
tackle
the
root
cause
of
poverty
were
severely
inhibited.
U
Acknowledges
that
as
a
result
of
the
latest
bike
had
a
poor
sharing
responsibly
for
delivering
equivalent
support
risks
within
the
UK
government
is
further
concerned.
Alice
temperatures
drop
and
winter
deepens
many
families
struggling
to
pay
suing
energy
bills
will
have
budget
for
this
payment
being
made
before
Christmas.
As
promised.
This
Council
welcomes
this
announcement
on
causing
UK
government
immediately
deliver
on
the
payments
as
soon
as
possible
and
as
well
past
time
that
these
were
delivered
with
no
more
broken
promises.
B
Okay,
as
there's
no
one,
second
that
and
we
will
get
the
motion
wind
on-
oh
we're
going
to
Second,
it
I'm
sure
it's
like
the
internet's
a
bit
slower
here.
Isn't
it.
B
G
B
B
Okay,
members
will
go
straight
to
the
boat
here
on
the
new
amounted
motion,
Alderman
Anderson.

Okay
members,
those
voting,
yes,
were
18,
those
were
in
over
it
and
those
have
abstained
were
11.
Just
now
becomes
a
substantive
motion
and
we'll
invite
counselor
hockey
back
in
the
wind
and
the
motion.
L
Thank
you,
Lord
mayor,
counselor
Nicholson
came
in
and
said
that
he
didn't
want
to
participate
in
shenfiend
and
then
Julie
participated
in
it.
L
The
emotions
completely
opposite
to
what,
where
we're,
not
completely
opposite,
but
ourselves
whenever
the
assembly
was
done
for
three
years
for
completely
different
and
also
valid
reasons
when
the
reasons
of
the
dup
are
given.
This
time
are
completely
invalid
and
somewhat
unbelievable
and
we
are
coming
out
of
a
pandemic
and
we're
going
straight
into
a
class
11
crisis
and
people
are
suffering
over
the
heads
of
us
and
if
that's
what
the
up
you
want
to
bring
forward
as
a
motion
to
not
let
them
so
be
it.
It's
just
pointing
that.
L
It
has
got
to
this
point,
but
this
is
how
we
operate,
sometimes
in
ABC
and
I.
Just
hope
that
the
people
that
are
watching
online
tonight
can
be
can
have
some
sort
of
semblance
of
relief
that
their
counselors
are
supporting
them,
whether
it
takes
them
over
half
an
hour
to
get
to
that
point.

into

to

at
the

We
will
now
be
moving
into
the

of
the

This
means
that
we'll
be
turning
off
the
public

of
the

This
will
be
returned
when
the

to

Thank

We
have
just
one
item
of
aob
tonight
and
I'm
going
to
ask
country
O'neil,
let's
speak
now.
Thank
you.
H
H
Ups
are
so
much
more
than
a
few
lights
in
a
building
they're
an
opportunity
for
campaigners,
Charities
and
families
to
raise
awareness
of
causes
close
to
their
heart,
as
you
can
imagine,
the
disappointment
and
heartache
when
they're
re-ent
awareness,
events
of
Pacific
buildings
and
turn
up
to
see
that
the
building
isn't
lit,
and
it's
extremely
on
the
fur,
so
I
would
ask
that
I
could
get
some
reassurance
that
they
schedule
layups
go
ahead
as
a
grade
and
state
it
on
kinds
of
social
media.
Thank
you.
B
P
B
Get
some
come
back
to
confirm
that
is
that
okay,
everyone's
back
to
your
country,
so
members
we've
got
through
it.
We're
at
the
end
of
our
meeting
on
our
last
council
meeting
for
2022.
Could
I
take
this
opportunity
to
thank
us
all
for
your
cooperation
and
for
those
who
have
been
out
and
about
quite
a
bit.
We've
had
lots
of
engagements
with
lots
of
good
things
happening
across
our
Borough,
especially
our
late
switzerlands
I.
B
Think,
as
my
10
year
old
daughter,
told
me,
one
night
says:
mama
and
Dad's
enjoying
these
too
much
so
I
apologies
to
my
to
my
children
in
advance,
but
certainly
has
been
a
great
few
few
weeks
across
over
and
lots
of
good
things
happen.
B
So
could
I
just
firstly
wish
each
and
every
one
of
you
a
really
happy
Christmas
to
all
the
members
here
to
all
their
staff
here
and
those
who
are
these
meetings,
but
are
out
right
across
uhurbera
working
hard
through
some
difficult
times,
but
it
certainly
has
been
great
to
be
out
and
about
quite
a
bit
across
at
this
last,
while
it's
been
very
busy
so
I
know
like
me,
everyone's
looking
forward
a
few
days
off
and
I
just
want
to
wish
us
all
members
and
all
our
staff,
a
very,
very
happy
Christmas
I
hope
you
get
some
good
time
with
your
family.
