Court.
E
Wander
is
a
point
through
your
lord
Mur.
In
relation
to
this.
That
meeting
was
as
I
understand
a
confidential
meeting.
I
wasn't
in
the
chamber,
but
in
fact
I
was
out
of
the
country,
but
I
did
join
the
meeting.
As
members
will.
No
doubt
recall,
I
became
alarmed
when
the
contents
of
that
meeting
was
in
fact,
relayed
out
lives.
I
understand
to
members
of
the
public
and
they'd
I
spoke
at
that
meeting
and
I
got
a
fairly
for
bottom
report.
E
A
confidential
meetings
are
meant
to
be
just
that,
and
apparently
that
has
been
a
practice
that
hasn't
been
implemented
in
all
in
recent
times
of
this
Council
and
I
just
feel
that
if
we're
gonna
have
confidential
meetings
well,
you
know
to
be
confidential,
so
I
would
ask
that
officers
in
this
Council
begin
to
make
some
inquiries
as
to
how
these
things
are
streamed
out
on
who
I
but
I
do
know.
It
happened
on
that
night.
E
And
it's
in
my
opinion
of
we
talk
about
honor
of
a
public
representative.
Well
it
it
goes
contrary
to
that
principle,
in
my
opinion,
but
in
any
event,
I
leave
that
with
officers,
but
it
can't
continue.
One
cannot
effectively
do
business
when
you're
doing
business.
If
you
talk
about
your
business,
you
usually
don't
have
Anna,
okay,.
F
Thank
you,
Lord
mayor
I'm,
just
to
be
here
so
we'll
see.
Those
comments
actually
I
think
it's
very
disappointing
to
raise
words
actually
from
Alderman
Spears
Gregory
people
know
My
Views
and
things
no
more
parties,
Fusion
things
from
start
to
finish.
F
You
know,
but
whenever
there's
a
confidential
meeting
and
there's
things
been
leaked
out
as
the
meetings
taken
place
from
someone
who's
in
the
room,
it's
a
very
unfortunate
position
to
be
in
on
a
puts
Council
officers
who
maybe
have
sensitive
information
and
a
very
difficult
position
and
meetings
going
forward
when
they
have
potential
information
that
they
want
to
give
to
counselors
as
council's
information,
and
they
feel
that
they
can't
do
that
because
they're
going
to
certainly
pages
of
social
media
are
news
channels
or
whatever
within
a
short
space
of
time,
and
it's
confidential,
some
of
it
for
a
reason,
some
of
it.
F
Legal
cases
actually
can
be
taken
up
as
commercial
commercially
sensitive,
so
I
think
we
really
need
to
get
a
hand
on
this
and
I.
Think
members
need
to
reflect
on
what
they're
actually
making
the
prayer
they
can
write.
The
Prayer,
so
they
connect
to
social
media
even
also
make
mistake
on
players.
F
There
was
a
party
group
leaders
later
not
that
long
ago,
which,
as
we
know,
is
a
confidential
media.
F
F
But
you
know
we're
just
want
to
make
that
point
and
I
want
to
put
it
on
that
card.
But
it's
a
very
dangerous
position
to
be
in
it's
very
churlish
as
well,
and
it's
something
that
members
need
to
reflect
on.
Thank
you.
A
And
agree
with
the
sentiments
from
both
members:
there
I
think
it
did
Reese's
point
at
the
end
of
our
last
meeting,
especially
the
point
around
even
the
party
group
leader,
so
hopefully
members
we
can
learn
from
this
here
in
a
new
officers,
we'll
look
into
the
request,
as
by
Alderman
Spears
members
are
still
asking
for
a
proposer
and
the
secondary
for
the
minutes
of
that
meeting.
A
I'm
sure
Tinsley,
Deputy
Lord
Mur.
Thank
you
are
we
all
agreed
agenda
item
2.5
and
we
have
a
proposal
in
secondary
four
minutes
of
the
space
line
conference
council
meeting,
held
on
the
21st
of
September
to
be
taken
as
read
and
approved
as
a
cracked,
Accord
record
and
members
just
remained
those
who
were
at
an
interest
on
a
declared,
an
interest
that
you'll
not
be
proposing
in
seconds.
So,
if
there's
someone
who's
at
the
meeting
who
proposed
that
councilor
Nicholson
and
concert
Library,
thank
you.
Members
will
agreed
great.
Thank
you
at
this
point.
A
Okay.
Members
agenda
item:
four
is
a
presentation.
We
already
receive
time
from
DFI
roads
and
the
report
and
attend
them
tonight.
We
have
Mark
mcpick
the
division,
rules
manager
and
we
have
Colin
Woods
the
roads
and
rivers.
Deputy
secretary
welcome
you
both
to
our
meeting
tonight
as
good
to
see
us
both
here
members,
if
I
just
remind
you,
was,
and
our
correspondence
later
on,
we
have
a
letter
back
7.2.
This
response
came
off
a
request
from
Council,
so
just
to
be
a
very
loud
in
Maine
who
are
having
this
meeting.
A
We
have
had
a
session.
The
men
have
been
in
and
all
the
members
have
been
in
these
beforehand,
so
hopefully
we'll
be
able
to
get
in
as
10
minutes,
usually
for
the
presentation
and
then
we'll
have
another
20
30
minutes.
If
there
is
for
questions
but
membership
in
mind,
if
all
had
your
opportunity
already
in
quite
a
spit's
been
emailed
in.
So
let
me
just
pass
over
to
yourself
speaking
first.
Thank
you.
G
Thank
you
chair
and
thank
you
for
this
opportunity
to
present
the
DFI
Rose
annual
report.
My
name
is
Mark
mcpick
and
I'm.
The
divisional
rules
manager
for
southern
division
also
with
me,
is
Colin
Woods
who's,
the
Department's
rules
and
rivers,
deputy
secretary
and
we'll
give
an
overview
of
the
Department's
current
position,
and
also
here
are
our
two
section
Engineers
who
cover
maintenance
activities
across
the
council
area.
Desi
blacker
leads
Parker,
Gavin
and
Banbridge
office
and
Karen
McKenna,
who
leads
our
Arma
office.
G
The
section
of
a
star
are
probably
the
first
protocol
for
many
of
your
queries
can
I.
Thank
you
can
I
thank
those
who
attended
the
tonight
this
afternoon,
because
it's
a
very
useful
tool
for
both
yourselves
and
particularly
for
us,
I
hope
you
all
have
received
a
copy
of
the
annual
report
which
details
the
work
we
completed
last
Financial
year
and
includes
our
program
of
work
for
22
23.
G
H
G
Go
on
to
the
report,
I
want
to
give
a
very
quick
outline
of
funding
and
I
will
start
by
selling
the
sin,
and,
in
the
absence
of
an
executive,
the
Department
of
Finance
has
provided
DFI
with
a
contingency
planning
envelope
for
resource
and
coupled
to
Capital
to
allow
expenditure
to
proceed
until
the
budget
is
established.
G
G
The
2223
opening
contingency
allocation
for
Capital
resurfacing
is
approximately
80
million.
This
investment
volts
far
short
of
the
143
million
required
to
maintain
the
road
Network
in
reasonable
condition.
The
Department's
ability
to
spend
its
allocation
is
dependent
on
having
contracts
in
place
to
deliver
the
work
following
legal
challenges
to
award
resurfacing
contracts
in
21.
Regrettably,
this
kind
of
area
has
been
without
a
resurfacing
contract
since
November
21..
G
G
G
G
With
regard
to
potholes.
The
funding
that
is
available
allows
the
department
to
repair
defects
greater
than
50
millimeters
on
all
roads,
including
low
traffic
railroads
on
traffic
roads,
defects,
greater
than
20
millimeters
will
be
repaired.
Sorry
on
high
traffic
routes,
the
department
aimed
to
carry
out
two
grass
cuts
on
roadside
verges
and
sight
lines
between
April
and
October,
with
sight
lines
at
bands
and
Junctions
being
cut
more
frequently
resource
funding
for
traffic
signal.
Maintenance
is
currently
continuing
and
will
ensure
route
safety
and
traffic
progression
safety
to
Road
users,
resource
funding.
G
Capital
funding
has
been
provided
to
continue
the
rule
out
of
a
program
of
LED
retrofitting
and
will
help
reduce
both
the
number
of
street
lights,
outages
and
energy
consumption
with
uncertainty
around
budgets.
It
is
important
for
us
to
monitor
all
activities
within
the
constrained
funding
available
going
forward
and
difficult
decisions
may
need
to
be
made
to
realign
activities
within
funding
levels
as
the
year
progresses
to
the
report
itself.
G
Section

moving
forward
with
the

and

came
in
the
operation
in

21.
G
The
report
also
provides
an
update
on
the
two
or
mass
schemes.
The
progression
of
these
schemes
will
be
dependent
on
the
ability
to
of
capital
budgets,
sorry,
availability
of
capital
budgets
and
informed
by
the

The

is
also
being
considered
for

This

as

as

as

are
six

should
be

shortly.
This

Pages,

G
Look
back
and
outline
are
network
development
program
for
this
year,
some
of
which
have
been
carried
over
from
the
previous
year.
I
would
point
out
that
for
any
proposals
that
require
legislation
or
land,
we
have
to
follow
the
statutory
consultation
process
and
give
you
consideration
to
any
objections
that
might
be
received
which
can
cause
delays
to
skin
delivery.
G
G
I
have
considered
on
the
last
page
of
the
report,
the
contact
details
for
our
business
areas,
which
I
trust
you
would
find
useful
in
conclusion.
I
trust
that
this
has
prepared
you
with
an
insight
to
the
work
that
we
are
delivering
across
the
council
area.
I
concludes
my
presentation
of
the
report.
I
would
like
to
hand
over
to
column
to
say
a
few
words
following
which
I
will
I
can
answer
any
questions
on
the
report.
Thanks.
C
Mark,
so
what
I'd
like
to
do
is
just
take
a
couple
of
minutes
to
give
some
context
to
the
work
that
Mark
has
done
to
produce
the
report
along
with
his
team
and
just
to
share
with
you,
the
The
Wider
Financial
context
and
resorting
context
that
the
Department's
experiencing
at
the
minute.
C
So,
as
you
may
know
this
year
with
a
range
of
energy,
price,
inflation
and
other
construction
inflationary
pressures
and
the
Department's
budget,
which
is
a
ruled
forward
Baseline
of
last
year
and
currently
has
a
202
million
point
pressure
which
is
not
funded
right.
A
large
part
of
that
is
Northern
Ireland
borders,
energy
costs,
but
the
Department's
own
energy
costs,
including
for
Street
lighting
and
other
roads
activities,
is
considerable
and
really
that
has
forced
the
department
to
look
at
higher
allocates
budget
in
particular.
C
For
today,
it
is
allocated
budget
to
Mark
and
to
Southern
division
for
the
works
that
are
set
out
at
the
annual
report.
And
you
will
understand
that,
in
the
context
of
having
a
couple
of
hundred
million
pounds
over
pressure
on
the
budget,
it
forces
the
department
to
take
decisions
on
prioritization
and
ultimately,
that
influences
the
volume
of
work
that
we
can
put
through
our
teams
and
put
out
onto
the
ground
by
way
of
schemes
and
interventions.
C
And
we
would
recognize
that
there
would
certainly
be
value
in
spending
it
and
spending
more
money
on
road
maintenance,
structural
and
routine
maintenance
and
other
roads
activities,
but
unfortunately,
in
the
budget
context
that
we're
in
that
isn't
an
option
for
us.
And
so
it's
in
that
context
that
that
we
have
the
report.
That's
been
presented
to
council
today
and
really
that's
the
that's
the
context
for
for
what
has
gone
into
that
report
and
I
know
that
Mark
and
Desi
and
Kieran
can
all
identify
additional
schemes
as
I'm
sure
members
can
as
well.
C
A
I
Thank
you
Lord
mayor,
and
thank
you
both
for
every
you
know,
for
all
of
the
information
and
for
the
the
report.
It's
very
detailed
and
it's
extremely
useful
and
I
also
want
to
express
my
thanks
for
the
team
that
was
there
at
the
clinic
prior
to
this
meeting
and
for
all
the
help
that
I
ever
see
throughout
the
past
12
months
from
all
the
queries
that
I
have
raised
with
the
time.
I
want
to
thank
them
for
that
I.
Don't
always
get
the
answer.
I
I'm
looking,
but
Eddie
eventually
get
an
answer
and
I
appreciate
that
one
of
the
issues
that
I
have
been
reyesing
is
the
the
token
Crossing
at
Kernan
and
I,
see
on
the
report
here
that,
unfortunately,
it's
been
delayed
from
2021
to
2022.
now
at
the
end
of
the
year,
is
coming
very
rapidly.
Does
that
mean
it's
going
to
be
in
place
before
the
end
of
2022,
just
taken
a
name
being
mindful
that
the
play
Park
has
now
opened
and
it's
it's
really
needed.
I
The
other
issue
on
the
Kernan
Hill
Road
is
that
of
spade,
and
myself
and
I
also
got
one
of
the
mla's
Jonathan
Buckley
and
Carla
Lockhart,
to
write
letters
to
the
request
and
a
review
of
the
speed
limit
on
that
Kernan,
Hill,
Road
and
I'm,
hoping
that
the
likes
the
cross
and
going
in
is
going
to
help
with
that,
but
just
I'm,
just
wondering
where
we
are
with
that.
If
you
don't
have
that
information
tonight,
if
you
can
follow
that
up
for
me,
I'd
appreciate
that.
Thank
you.
G
J
Thank
you
thank
you,
Lord,
and
thanks
for
that
report,
I
suppose
that'll
come
as
no
shock,
but
I'm
going
to
bring
up
rare
roads.
So
Mark
you
mentioned
real
roads.
Do
you
have
a
budget
first
question
a
budget
for
the
real
roads,
then
common
term,
and
secondly,
you
mentioned
potholes:
do
you
have
a
figure
of
the
amount
of
money
that
is
imperative
claims
in
railroad
about
roads
in
general?
Thank
you.
G
Yeah
the
report
outlines
that
the
railroads
funding
for
this
year,
7.4
million
and
and
across
all
the
whole
division.
We
were
prioritize
the
locations
of
all
those
locations.
You
know
across
the
section
of
us
there's
a
Desi
and
Kieran
will
do
that
and
they
will
pick
out
the
schemes
that
they
are
most
need
and
they'll
use
the
small
scale
service
and
contract
to
do
that
and
to
do
patching
work
and
also
when
they
get
a
resurfacing
contract.
They'll
be
able
to
use
that
contract
to
deliver
resurfacing
in
terms
of
potholes.
G
The
terms
I
don't
have
that
information
at
the
minute
I
will
try
and
get
it
and
fit
it
back
into
the
question
answer
session
for
this
for
tonight.
A
Thank
you,
lordmer
and
thank
you
Mark
for
for
the
report.
Apologies
for
not
being
able
to
make
the
brief
on
earlier.
A
I
do
see
in
the
report
referenced
me
it
to
something
that
had
raised
before
and
with
the
onset
are
cool
but
I'm
not
sure
which
year
we're
in
but
I
do
see.
We
are
the
address
Crossroads
scheme
there
and
it
is
again
to
pass
on
my
thanks
for
for
all
the
work
and
new
care
and
others
put
a
lot
of
work
into
getting
that.
There
I'm
told
that
someone
recently
drove
over
four
increasingly
high
ramps
and
still
drove
through
the
crossroads.
A
Now
how
you
could
possibly
do
that
I
will
never
know,
but
that's
the
level
of
stupid
that
we're
dealing
with
in
some
of
these
cases,
but
it
is,
it
has
been
fairly
effective
as
far
as
I
can
gather
and
want
to
put
on
record
my
thanks
again
for
that
scheme.
One
issue
that
and
I'm
not
even
sure
if
it's
your
responsibility
but
I,
assume
that
it
is
like
many
of
the
members
here.
I
cover
large
swears
of
rural
roads
and
what
I'm
noticing
this
summer
is
the
amount
of
signage
that
has
grown
over.
A
Some
of
it
is
directional
signage,
but
warning
signage.
That's
warning
of
of
Hazards,
coming
up
increasingly
growing
over
and
and
and
not
visible
and
I'm
wondering
what
what
your
plans
are.
Or
can
you
look
at
that
because
I'm
not
sure
about
other
members
in
the
chamber,
but
I
know
I
could
probably
give
you
a
catalog
of
pictures
of
some
really
really
bad
areas
where
the
signage
has
grown
over.
So
that's
just
one
one.
We
think.
Maybe
you
could
take
away
and
look
at
if
that's
possible.
G
Yeah
the
responsibility
for
ages:
it
revolves
around
the
person
who
owns
the
Hedge,
and
so,
if
there
is
a
specific
areas,
then
we
can
get
the
section
of
the
snow
and
they
can
pick
them
up
and
and
approach
the
landowner.
Obviously,
if
it's
ours
we'll
take
action,
and
but
we
can
take
unfortunate
action
on
those.
A
Thanks,
thank
you,
Lord
Murphy.
Let
me
back
in
Mark.
These
would
be
signs
that
are
actually
growing
over
that.
That
would
be
yours
and
some
of
the
morning
signs.
You
know,
I,
don't
think
the
responsibility,
in
my
view
of
the
farmer
and
those
yes,
I
accept
what
you're
saying
in
terms
of
some
some
areas,
but
there
are
others
that
are
very
clearly
the
signs
or
Standalone
they're
they're,
they're,
they're,
just
been
grown
over
by
by
overgrowth
or
whatever.
So,
okay.
G
If
you,
let
us
know
what
specific
ones
there
are
in
case,
our
inspectors
have
missed
them
or
or
there's
areas
concerned.
Let
us
know
and
we'll
pick
up
on
them.
A
Thank
you.
Cancer
Pope.
B
Thank
you
very
much
indeed
Lord
mayor
and
thank
you
Mark
for
your
report.
Yeah.
It
was
just
about
the
one
of
the
completed
minor
Works
scheme
on
page
35.
B
That's
the
commercial
Road
and
Scarborough
Road
Junction
in
bambridge,
and
it's
just
been
reported
that
yeah
there's
quite
a
lot
of
backup
traffic,
particularly
on
Yuri,
Street,
Bridge,
Street
and
refryland
Street,
particularly
at
peak
times
and
I
know.
When
these
schemes
with
new
traffic
signals
are
completed,
that
there
may
be
monitoring
after
that,
and
obviously
I
wouldn't
want
any
sort
of
you
know
frustrations
to
add
the
tracked
away
from
this.
B
You
know
excellent
Junction
scheme,
so
Mark
could
be
advised
if
there
is
monitoring
of
the
traffic
timings
and
durations,
and
if
this
could
be
looked
up.
Please
thank.
A
You
thank
you,
country,
Pope
and
yeah
I,
think
that
would
be
something
that
does
back
right
across
the
club,
apparently
at
the
moment,
and
obviously
with
a
lot
of
Road
Works
going
on
and
around
the
town.
So
our
interest
to
hear
your
comments,
no.
G
Yes
agreed
normally
when
I
put
a
new,
a
new
traffic
signal
scheme
in
it'll,
take
a
few
months
to
bed
in
and
to
get
the
signal.
Timings
right.
So,
but
we'll
take
your
point
away
and
get
a
traffic
team
to
have
a
look
to
make
sure
that
it's
acting
its
most
efficiently.
K
Yes,
Gardner,
thank
you
for
letting
me
in
on
on
I
would
concur
with
thanks
both
to
Colin
and
to
Mark
in
terms
of
their
the
presentations
and
indeed
thinking
of
picking
up
with
a
colleague's,
Val
and
also
Desi
and
Sean,
and
so
on.
You
know
we
do
have
a
reasonably
good
work
on
relationship.
We
get
some
victories
by
no
means
everything
that
we
want,
but
we
get
some
factories
but
I.
K
Also
as
aware
or
as
a
means
for
not
doing
anything
and
I
I
put
my
question
is:
how
can
we
go
about
getting
the
criteria
changed
and
these
various
things
I
know
that's
my
way
a
bit
of
a
higher
level
question
but
I
think
that's
something
that
if
we
could
have
movement
if
we
could
be
shown
a
roadmap
in
terms
of
how
how
this
this
can
be
changed,
it
will
be
very
useful.
Thank
you.
Learner.
G
Mark
I'll
pick
up
on
the
it's
a
good
question,
but
first
of
all
pick
up
on
the
gridding
aspect
and
push
the
grilling
is:
is
a
discretionary
function?
It's
not
a
legal
requirement,
but
it's
done
for
the
purpose
of
moving
moving
economic
Goods.
You
know
the
economy
for
ensuring
economy
keeps
moving,
and
the
byproduct
of
that
is.
It
also
keeps
the
road
safe,
the
ones
that
are
gridded
the
system
that's
put
in
place
and
the
material
that
around
selection
of
private
Roots
is
based
on
creating
28.
G
As
a
group
of
network
that
covers
80
of
the
traffic,
that's
considered
to
be
the
most
effective
means
versus
cost
of
delivering
and
getting
throughout
the
whole
province.
G
Now
that
the
annual
budget
for
grilling
amongst
the
Six
Million
it
depends
each
cutting
action
costs
over
a
hundred
thousand
pounds
and
sometimes
two
years
reactions
are
done
in
one
night,
and
so
it
is
a
massive
exercise.
There's
resource
intensive
and
there
are
to
be
able
to
do
that.
We
have
140
Fleet
of
Critters
across
all
of
Northern
Ireland.
G
G
It's
24
million
and
double
the
fleet
numbers
again
to
over
500
Fleet,
and
sometimes
each
of
those
might
need
to
go
out
once
or
twice
a
night
just
three
times
in
length,
so
the
criteria
is
set
to
try
and
hit
the
most
effective
roots
and
to
make
the
most
benefit
of
getting
the
most
traffic
in
terms
of
the
cost
benefit
to
that.
G
So
we
think
we've
struck
the
balance
between
safety,
progression,
economy
and
cost
in
the
budget
pressures
that
we
have
at
the
moment
and
changing
that
to
something
much
greater
or
greater
would
be.
In
my
opinion,
unaffordable
I,
don't
know,
Colin
wants
to
add
anything
to
them.
C
Yeah,
the
the
main
thrust
of
the
answer
is
exactly
as
Marcus
said,
that
for
affordability
reasons
we
have
to
try
and
strike
a
balance
between
the
extent
of
our
Gooding
activity
and
the
cost
of
that.
The
other
important
function
that
the
standards
do
is
is
they
try
and
enable
us
to
deliver
a
consistent
level
of
service
across
all
communities
across
all
kinds
of
areas
with
which
is
an
important
part.
C
The
affordability
constraint
obviously
acts
as
a
break
on
our
ability
to
to
flex
the
criteria,
and
really
we
would
look
at
at
the
evidence
around
traffic
flows
and
volumes
and
that's
obviously
regretting
for
other
services.
It
would
be
different,
different
metrics
and
try
and
strike
the
best
balance
that
we
think
between
the
cost
of
the
service
and
what
we're
actually
able
to
deliver
accepting
that
there
would
always
be
valid,
valid
views
that
would
differ
in
terms
of
the
right
level
of
gridding
and
so
on.
K
Yes,
thank
you.
Lord
and
I
was
interested
in
the
comments
it
also
struck.
The
balance
I
mean
frankly,
I'm
not
sure
that
my
constituents,
children
on
the
school
bus,
that
almost
toppled
off
the
road
into
the
failed
last
winter,
I'm
not
sure
that
there
would
hold
the
view
that
the
balance
had
been
struck.
L
Thank
you,
Lord
Moore
I'd
like
to
thank
Mark
and
Colin
for
the
presentation
tonight.
I'd
also
like
to
thank
the
team
for
their
work
on
two
projects.
In
particular,
a
balakromry
having
a
car
and
RMR
setting
in
the
scheme
of
balacrum
is
very
welcome
by
the
local
community.
I
know.
What's
an
issue,
that's
been
going
on
for
some
time.
L
My
predecessor,
Miller
Campbell,
had
worked
hard
and
lobbying
for
this
game
and
I'd
also
like
to
welcome
the
works
at
Kavanaugh
as
detailed
on
pages
41
and
42,
and
which
will
see
a
footwear
and
pedestrian
safety
improvements
of
this
location.
It's
an
issue
I've
been
working
on
since
they
joined
council
at
the
start
of
2021,
so
I
just
wondered
if
I
could
get
any
indication
on
when
the
works
would
commence
calvinica
on
balakromi,
please.
A
M
Thank
you
Lord
mayor.
It
was
just
a
quick
one
and
I
missed
something
during
the
presentation
on
the
counseling
to
find
it
in
the
presentation
on
decision
time
either
it
said
about
it
was
220
millimeters
threshold
for
high
traffic
roads
just
for
potholes.
What
was
it
for
the
low
traffic
roads
and
what
is
the
threshold
for
low
traffic
roads
like
what
constitutes
one?
Is
it
the
class
of
road
or
is
it
the
actual
measure
of
traffic?
If
you
have
those.
G
N
I
had
included
the
details
in
the
previous
set
of
answers
from
the
last
kinds
of
reporters.
We
are
actually
the
back
which
shows
the
current
limited
service
standards.
So
you
know
each
of
the
roads.
High
traffic
road
is
greater
than
50
000
vehicles
per
day.
N
Medium
is
between
fifteen
hundred
and
five
thousand
on
a
low
is
less
than
fifteen
hundred
I
mean
the
defects
in
a
release
from
that
based
in
the
priority,
so
you
know
create
a
hundred
Mill
as
a
category
one
on
a
high
class
Road,
so
they
would
just
sort
of
prepared,
within
the
next
working
day,
I'll
drive
down
to
the
effect
between
20
million
50
ml,
which
is
I
mean
classifies
in
order
to
then,
if
I
work
on
this,
if
you
go
into
the
railroads
and
class
fans,
hey
traffic
was
greater
than
phase
thousand
Vehicles
medium
between
500
and
5.
N
O
Yep,
thank
you.
Lord
thanks,
Mark
Colin
Cassie
on
on
Kieran
I.
Suppose
it's
a
little
bit
like
deja
vu
guys
from
last
year,
and
it
was
a
summer
report
I.E
with
no,
when
I
haven't
got
enough
money.
We've
got
an
in-ear,
a
budget
and
a
obviously
read
through
the
report
and
there's
a
lot
of
it
isn't
going
to
happen
due
to
budgetary
constraints
and
and
that's
where
we
are
and
and
but
what
I
want
to
consider
is
on
the
rst
ntp.
O
Obviously
it
refers
to
in
the
report
that
when
the
minister
is
content
or
whatever
there'll
be
a
public
consultation,
the
enemy
is
in
political
circuits.
At
the
minute
knows
the
ministers
out
of
a
job
on
the
20th
of
October
I'd
like
to
know
what
the
contingency
plan
is
in
relation
this,
or
is
this
just
going
to
sit
and
wait
until
there's
another
minister
in
place?
That's
my
first
question.
I
was
pleased.
Mark
mentioned
the
East
and
West
links
in
RMR
I.
O
Think
a
lot
of
us
in
this
chamber
have
been
tolerant
down
for
a
long
time
and
and
obviously
you're
right.
They
are
something
that's
being
considered
as
part
of
the
mid-southwest
deal
which
I'm
I'm
on
the
working
group.
O
Four
hours
is
homeless
and
others
in
this
chamber,
but
there
was
one
thing
we
had
a
meeting
with
with
your
your
your
officials,
about
it
and,
and
one
thing
that
in
relation
to
which,
whichever
the
the
become
economic
corridors,
because
the
part
of
the
Mid-South
West
deal
is
to
generate
the
economy
and
and
I
I
have
real
doubts
that
the
chosen
route
for
the
the
East
Link
at
the
moment
will
will
is
an
economic
generator.
O
I
think
it's
a
it's
a
way
of
moving
traffic
may
to
be,
but
basically
and
and
that's
my
personal
I-
just
wanted
that
on
on
on
the
on
on
the
notes
in
in
relation
to
the
the
winter
action
again,
this
question
has
been
asked
numerous
times
by
by
W,
Ardmore
and
others
and
and
again
I
do
have
to
say,
I
I
think
there
needs
to
be
more
consideration
for
our
rural
dwellers.
O
I
know
that
used
to
be
the
way
that
if
there
was
an
executive
in
place,
whatever
each
there'd
be
a
monetary
around
is,
is
that
how
does
that
operate
now
that,
obviously
our
ministers
are
in
and
Shadow
and
I
just
I'm
I'm
sort
of
trying
to
get
my
hair
drained
higher
exactly
this
is
going
to
work
and
forward
because
I
know
myself
I'm
sure
I
was
in
this
chamber
we're
going
to
constitu's
asking
us,
you
know:
can
we
get
this
done?
O
Can
we
get
that
done
whatever
and
the
the
smallest
things
is
a
gully
emptied
or
whatever?
But
are
we
going
to
be
in
a
situation
where,
at
the
end
of
October
we
have
no
Minister?
Therefore
I
know
you
guys
have
worked
in
the
background,
but
look
clearly
you
need
more
money
and
obviously
you're
not
immune
to
energy
costs.
No
one
is
and
clean
your
cells
and
kinds
of
so
clearly.
O
I
can
see
this
next
12
months
being
a
very
tough
12
months
for
you.
If
your
budget
is
80
millionth,
because
if
you're
saying
it
takes
143
to
stand
still,
it
is
is
a
way
off
and
on
top
of
that
energy
cost
I
I,
I,
I,
I,
I,
I'm
concerned.
You
know
I'm
just
wondering.
Is
there
anything
there
that
you
can
give
us
tonight
that
you
have
a
plan
in
place
that
you
know
you're
going
to
go
and
representational
funding
or
whatever
just
to
give
us
some
sort
of
political
ideology
to
have?
O
You
know
going
forward
because
I
do
think
80
million,
although
it's
welcome
I'm
sure
is,
is
far
from
The,
Mark
and
I
think
we'll
be
getting
it
as
a
concert.
You
know
and
we're
beginner
to
you
and
you'll
be
going,
there's
no
money,
and
it's
just
that
continuous
Circle
and
and
we've
seen
this
before
the
lack
of
investment
now
I
it.
It
just
rose
on
down
the
down
the
years
and
we
never
get
there
in
the
end.
So
there's
a
few
questions
in
there,
so
I
say
calling
you
know
on
the
way.
So
thank.
C
You
I've
tried
to
take
a
note
so
if
I
missed
any
apologies,
you'll
appreciate
that
Mark
and
I
really
are
political
ideology
at
home.
When
we
go
to
work
in
the
morning
in
terms
of
the
rst
ntp
you're,
absolutely
right
that,
as
things
stand,
we
could
be
without
a
minister
at
the
end
of
October
and
in
the
absence
of
a
minister,
we
could
not
progress
in
rst
ntp
and
that
would
unfortunately
lead
to
to
a
delay.
C
One
of
the
other
things
that
we're
doing
at
the
moment
in
the
department
is
looking
at
the
impact
of
the
climate
change
act
that
the
assembly
passed
just
before
the
Assembly
election
in
May
and
which
puts
quite
strenuous
and
legally
binding
Targets
on
the
department
to
look
at
the
carbon
emissions
within
the
transport
sector
and
the
infrastructure
and
sector
in
general,
and
both
of
those
things
would
have
an
impact
on
any
Regional
transport
plan
and
it's
Aboriginal
transport
plans.
C
And
so
we
need
to
make
sure
that
we're
we're
doing
the
thinking
in
the
right
order
on
that
and
in
terms
of
our
budget
reposition.
There
cannot
be
a
monitoring
round
without
an
executive.
So,
unfortunately,
we're
already
working
off
last
year's
Baseline
and
a
rolled
forward
contingency
planning
assumption,
and
we
don't
have
that
ability
to
move
money
between
departments
and
year
at
the
moment,
and
that
certainly
does
have
a
pressure
on
DFI,
along
with
other
departments
I'm
sure,
but
but
speaking
for
DFI.
C
C
And
to
give
you
a
flavor
of
that,
the
energy
budget
for
Street
lighting
and
last
year
the
Baseline
was
just
under
14
million,
our
pressure
alone
at
the
minute
there's
about
25
million,
which
takes
out
up
to
39
in
total
and
all
of
that
money
has
to
come
from
from
the
same
pod
and
out
of
that
pot
as
well.
C
We
fund
Northern,
Ireland
water,
of
course,
and
if
it
comes
down
to
a
choice
between
delivering
some
more
resurfacing
schemes
or
some
minor
work
schemes
or
whatever
it
might
be,
that
we
would
want
to
do
on
the
ground
and
and
the
alternative
is
to
make
sure
that
clean,
fresh
drinking
water
is
still
supplied
to
homes
and
businesses
and
hospitals
and
all
the
rest
of
it.
You
can
understand
how
that's
a
very
difficult
set
of
decisions
to
make
and
and
to
advise
on
and
ultimately
that
at
the
streets,
what
we're
able
to
do
on
the
ground.
C
So
you
can
certainly
be
assured
that,
should
the
opportunity
to
get
additional
budget
come
up,
come
up
Mark
and
this
team,
along
with
others
in
other
divisions,
no
feel
well
what
they
would
like
to
do
with
that
yeah
and
we're
not
standing
still
I'm,
assuming
that
it
won't
come
we're
we're
ready
to
to
take
additional
budget
if
we
get
it.
But
the
reality
is
that
at
the
minute
there
isn't
a
mechanism
for
that
to
happen.
C
P
Holland
yeah,
thank
you,
Lord
mayor
and
thank
you,
gentlemen,
for
the
report
and
I
suppose
also
my
thanks
to
to
Kieran
and
the
team
in
Irma
who
I
would
deal
with
on
a
regular
basis
and
David
McCullough
at
casino
about
earlier
on,
as
well
in
relation
to
his
schemes.
A
book
is
some
of
the
enter
the
individual
schemes
and
because
in
correspondence
with
the
with
the
section
of
us,
but
can
I
just
ask
you
talk
about
the
rural
rules,
Recovery
Fund
in
the
report
this
year,
it's
seven
odd
million.
P
How
much
was
it
last
year
is
the
is
the
first
thing
in
relation
to
potentially
referred
to
the
scheme
out
at
a
cabinet
Corps,
and
you
know,
David
McCollough
was
good
enough
to
share
with
us
the
drawings
for
the
scheme,
but
I
know
the
the
residents
out
there.
P
The
one
thing
that
they
are
quite
concerned
about
is
the
speed
at
which
the
the
traffic
approaches
and
the
the
area
from
coming
from
the
rural
area,
and
at
this
stage
there
was
no
a
red
markings
or
signage
at
the
entrance
to
the
scheme
and
I.
Think
that's
what
one
thing
that
would
ask
to
be
included
in
it,
but
other
than
that
you
know
it's
a
good
scheme
and
a
very
much
welcome.
But-
and
you
know
in
terms
of
things
in
general,
you
know
use
your
band
to
be
in
a
difficult
position.
P
I
think
it
says
that
the
Departments
can
only
spend
95
percent
of
their
budgets
in
the
absence
of
an
executive.
How
does
that
impact
here
locally.
C
I'll
answer
that
one
first
and
I'll
ask
Mark
to
come
in
on
the
other
point,
so
the
Northern
Ireland
art
allows
the
department
of
finance's
permanent
secretary
to
release
certain
amounts
of
cash
throughout
the
year
and
ultimately,
that
gets
up
to
95
percent
is
the
maximum
that
he
could
do
at
the
moment.
C
C
G
G
So
the
the
engineers
section
engineers
and
section
teams
will
be
looking
at
where
the
money
is
needed,
spent
first
and
most
as
a
priority
and
doesn't
really
impact
it.
That
much.
P
Or
maybe
just
one
brief
supplementary,
just
picking
up
on
what
country
Nicholson
referred
to
in
relation
to
in
your
monitor
and
I
know
because
of
the
no
executive
that
can't
happen
and
don't
expect
it
if
the
numbers
are
off
the
top
of
your
head
tonight.
But
maybe
you
could
come
back
to
this
and
let
us
know
how
much
the
department
got
in
additional
funds
in
year
last
year,
because
I
know
particularly
you
guys.
Whenever
you
do
like
a
resurface
and
schemes
remain,
it
works,
it's
usually
stuff.
P
C
Yeah
because
I'm
certainly
happy
to
do
that,
just
I
suppose
two
things
I
would
say,
and
in
advance
of
being
able
to
get
you
the
numbers.
C
One
is
the
difference
between
our
resource
allocation
and
our
Capital
allocation
can
can
cause
us
to
look
like
with
money
in
one
area
and
less
than
another,
and
unfortunately
we're
not
able
to
just
switch
them
between
the
two
and
and
the
other
thing
that
we
found
is
certainly
within
the
department
that
our
ability
to
fill
post
and
fill
they
can
post
then
can
also
act
as
a
constraint
towards
the
end
of
the
year
and,
and
so
it
may
not
be,
that
we
can
take
advantage
of
of
every
point
that
could,
in
theory
be
available.
A
Thank
you
very
much,
Lord
Martin.
Thank
you
very
much,
gentlemen
for
your
report.
Thank
you,
Conan
for
your.
Your
really
grilling
I
was
just
wondering
about
the
the
French
tea
for
the
29
speed
zones.
I
just
wondering
I,
know
I
just
want
to
say
thank
you
very
much
for
bringing
that
out
and
rolling
that
out
for
more
schools
to
be
able
to
get
be
included.
Is
there
going
to
be
another
tranche
of
skills
that
are
going
to
receive
us?
A
G
G
So
that's
what
we're
doing
now,
once
these
12
years
is
actually
embedded
we're
going
to
review
it,
ensure
that
those
are
are
to
view
the
benefit
that
we
would
actually
bring
and
then
reconsider
if
a
further
tranche
should
and
needs
to
be
brought
out
and
then,
if
so,
the
need
to
potentially
change
the
criteria
for
selection
of
skills
and
my
quick
assumption
or
quick
calculation
across
215
schools
amounts
to
be
20
of
schools
in
Northern
Ireland.
G
So
again,
we
need
to
assess
the
benefits
to
see
whether
another
tranche
comes
out
and
so
it'll
take
it'll.
Take
a
while
just
to
do
that
assessment.
A
A
The
one
at
Moylan
was
a
trial
and
the
one
at
the
Bronte.
It
was
a
child,
so
surely
that
data
would
have
been
able
to
help
facilitate
for
the
rule
out
of
tranche
one
on
tranche
2..
The
reason
why
I'm
specific
about
this
was
able
to
hobby
infirmary
become
a
counselor
ten
years
ago.
They
get
speed,
reduction
at
all
skills,
there's
a
school
in
bomb
bridge
and
whenever
I
look
at
the
students
that
received
their
20
million
today,
the
school
decide
said
Palm
Bridge.
A
Actually
it's
on
Amin
Road
and
there's
ones
there
that
are
in
what
is
instead
I'm
just
and
when
I'm.
Looking
at
the
criteria.
The
crate
here
is
boggles
me
even
never
be
able
to
put
in
trans
tea
for
skills
near
enough
for
housing
estate,
yet
a
scale
that
ages
out
onto
your
main
road
that
has
a
major
tourism.
A
Capability,
200
meters,
away
from
it,
yet
it
does
not
hit
anywhere
near
the
criteria.
I'm,
just
I'm
I'm
really
struggling
to
understand
how
this
is
development
and
how
you
come.
The
trials
that
happened
a
number
of
years
ago
are
not
being
included
in
the
progress
for
scheduled
Stakes
of
polydyn,
who,
time
and
time
again
have
been
told.
No,
because
the
side
of
your
school
faces
on
to
me
and
wrote
yet
the
skills
there
and
then
they
discussed
previously
to
that
would
have
been
in
housing
developments
or
close
to
housing.
A
G
Yes,
I
take
a
point,
but
there's
a
lot
of
work
and
each
of
those
three
tranches.
We've
reviewed
all
of
the
schools
in
the
division
in
the
castle
area
and
across
the
division
and
spoke
to
the
police
and
I,
say
I
switch
ones
we
think
would
be
of
most
benefit
to
benefit
in
terms
of
safety
and
medium
criteria.
I,
don't
know
the
specifics
of
that
school,
but
I
am
assured
that
the
team,
who
did
it
did
it
with
a
lot
of
credibility,
a
lot
of
time
and
effort
and
try
to
prioritize
the
scoop.
G
The
next
set
of
schools
and
I
do
know
that
that
I
do
know.
The
criteria
now
needs
to
be
reviewed
and
maybe
a
potential
reassessment
to
potentially
Roll
It
Forward
I
do
know
we're
not
at
that
stage.
G
A
Q
Number
of
General
queries
through
Democratic
Services,
volunteer
team,
but
I
just
want
to
ask
one
question
in
general,
and
it
relates
to
active
travel
in
the
borough.
Now
say
that
one
scheme
was
of
a
small
number
of
active
travel
schemes
which
it
pursued
over
the
past.
12
months
was
important
enough
to
make
it
to
the
front
page
of
your
report
and
that's
the
service
improvements
around
our
legs
here.
I
was
about
disappointed.
Q
Q
What
are
you
personally
doing
to
ensure
a
greater
emphasis
is
placed
on
active
travel
Support
over
the
coming
years
to
improve
both
access
and
safety
for
the
likes
of
cyclists,
Runners
and
Walkers,
because
I
know
the
only
Yarborough
on
across
nor
now
because,
as
we
were
safety
as
an
issue
but
there's
also
health
benefits,
as
well
as
benefits
to
your
own
Department
from
the
likes
of
taking
Road,
Journeys
and
Putnam,
and
the
LR
alert
travel
measures.
So
I
suppose
that
would
be
my
question
for
yourselves.
C
You
thank
you
thanks
for
the
question,
so
the
answer
is
we
recognize
that
there's
a
need
to
be
able
to
Resource
and
deliver
a
greater
level
of
active
travel
work
across
the
division
across
all
the
divisions,
not
least
because
of
the
requirement
within
the
climate
change
act.
That
I
referred
to
a
little
earlier
to
spend
10
of
the
transport
Budget
on
active
travel.
C
So
there
there's
a
couple
of
things
that
are
underway
at
the
moment,
including
later
on
this
week,
where
I'm
interviewing
for
a
new
post
at
a
senior
level
within
the
team
who
will
be
given
responsibility
for
active
travel
and
part
of
the
part
of
the
point
of
that
is
to
create
additional
capacity
to
figure
out
the
sustainable
resourcing
of
active
travel
work
because,
as
Mark
has
alluded
to
and
as
I've
talked
about
when,
when
we
have
to
start
prioritizing
activity
between
different
aspects
of
the
work.
C
And
there
are
aspects
of
our
our
work.
That
is
a
legal
requirement
on
us
to
deliver
and
there
are
aspects
that
aren't
and
then
there
also
the
the
resourcing
of
emerging
stuff
like
winter
service
and
other
safety
related
responses
that
we
end
up
prioritizing
and
that
that,
unfortunately,
and
and
certainly
for
our
from
our
perspective,
regrettably,
can
take
staff
away
from
areas
like
active
travel
and,
while
that's
true
and
and
perhaps
understandable
in
the
short
term.
E
Ardmore,
thank
you.
I
would
like
to
put
on
record
or
thanks
to
our
friend
here.
Mr
Mark,
for
his
presentation
and
I
would
bring
that
down
to
the
local
team
locally
Kieran
and
talk
to
her
that
I
work
with
I,
don't
always
get
the
answer
you
want,
but
at
least
you
you
usually
get
civility
on
on
good
manners
and
and
maybe
I
promise
a
little
bit
on
another
time
or
sometime
in
the
future.
So
I
I
appreciate
that
and
I
just
want
to
have
a
couple
of
points
number
one
in
the
report.
E
Now
I
have
some
knowledge
of
claiming
lands,
there's
one
on
the
Newry
Road
and
if
you're
traveling
out
of
pharmal,
and
you
are
behind
a
large
number
of
luries
and
cars
and
buses
and
whatever
you
have
no
opportunity
to
pass
until
you
pass
the
end
of
the
dairy
Rein
Road.
And
then
you
have
the
Clayman
Liam
now,
if
you're
turning
to
the
right,
unless
you
get
into
that
claim
and
Liam
on
the
outside.
Even
you
have
a
big
lorry
but
you're
actually
holding
up
the
traffic
behind
you.
E
It's
quite
difficult
and
I've
dealt
with
people
that
have
been
summons
for
Hogan
the
traffic
lamp
and
were
taken
to
court
for
Benin
the
outside
Liam
on
them
not
moving
fast
enough
from
the
topic,
but
not
behind
them
and
I
I.
E
What
are
you
doing?
Andy
kitten?
No,
it
is
frustrating
for
those
that
want
to
turn
right
that
live
there,
have
no
option
but
to
turn
right,
but
there
is
no
reservation
lean
for
them.
So
I
would
say
here
once
that
scheme
happens,
some
measure
must
be
taken
into
place.
There's
about
five
entrances
to
the
right
of
that
in
the
houses,
a
number
of
houses,
number
of
individual
houses
and
a
number
of
roads,
and
indeed
one
particular
Farm
active
farm
and
I've
seen
things
happen
in
there
that
do
need
to
be
improved.
E
So
amid
that
point,
I'm
not
asked
to
consider
that
the
other
thing
I
go
back
again
is
emerging
from
Market
hill
without
a
roundabout
I
I
have
raised
that
here
previously,
I
probably
didn't
expect
it
to
be
provided
at
this
stage,
but
I
would
like
to
think
at
some
stage.
It
would
be
on
the
program
with
an
event
that
had
happened
in
the
future
or
in
the
near
future.
E
It's
quite
frustrating
to
get
out
of
Market
Hill
onto
the
main
road,
particularly
if
you're
turning
to
the
right
to
go
towards
Nuri
you're
passionately,
crossing
the
traffic
and
I
think
there's
only
one
solution
to
another
whatever
or
the
sport
Alderman
bar
in
the
criteria
for
schools.
They
sometimes
have
fine
criterias,
quite
hard
to
understand
and
I
do
find
that
one
equally
hard
in
relation
to
the
schools
on
the
Mohan
Road
out
of
Market
Hill.
E
This
is
30
mile
an
hour
saying,
they're
a
part
of
the
school,
the
primary
school,
a
40
mile
for
the
secondary
school.
It's
a
wide
open
road.
That
is
a
hard
shoulder
on
both
sides
of
it.
People
tend
to
drive
slightly
faster
than
maybe
the
speed
limit,
and
it's
quite
congested
down
at
the
bottom
of
the
supermarket.
Quite
a
bit
of
traffic
where
the
primary
school
is
so
I
would
have
thought
it
would
have
been
a
typical
case
suitable
case
for
a
20
mile
an
hour.
E
A
G
So
we
keep
pressing
but
at
the
same
time
they
were
happy
to
know
that
we'll
take
it
away
because
obviously
we're
having
a
look
at
putting
a
new
scheme
in
so
yes,
we'll
take
a
note
of
that
and
and
review
the
scheme
to
see
if
anything
can
be
done.
G
I
take
the
other
points,
just
as
points
we'll
take
them
away
as
well.
Thank.
R
Thank
you,
Lord
mayor,
just
a
couple
of
things
to
note
here:
I
just
want
to
thank
the
DFA
team
for
the
delivery
and
responses
to
make
queries
over
the
past
number
of
months.
A
lot
of
work
has
been
done
and
still
a
lot
more
to
do.
Just
one
way
query
we
were
talking
earlier
on
about
the
road
cutting
and
you
were
talking
about
the
budget
of,
say
six
million
Prime
a
effort
as
a
male
renter.
R
C
So
the
way
we
fund
Windows
service
is
typically
to
bid
for
the
money
in
year
so
that
we
sort
of
by
the
time
we
get
to
the
the
monitoring
around
process,
we're
we're
more
informed
about
what
sort
of
a
winter
we're
going
to
have.
So,
unfortunately,
it's
not
a
it's,
not
a
cash
allocation
that
we
get
at
the
start
of
the
year.
That
could
then
be
reallocated.
It
kind
of
works,
the
other
way
around,
where
we
bid
for
the
amount
that
we
think
we
need
they
the
amount
that
we
actually
need.
C
It
varies,
but
it
doesn't
vary
wildly
because
you
need
to
have
the
the
teams
on
standby.
You
need
to
have
the
fleet
ready
the
salt
rally
just
in
case,
so
the
opportunity
to
save
becomes
limited
for
practical
reasons
as
well,
and
but
certainly
we
we
keep
a
very
close
eye
on
what
we're
spending
and
we're
able
to
release
any
money
that
that
is
nominally
being
held
for
winter
service
and
to
other
business
before
the
end
of
the
financial
year.
D
Thank
you,
Lord
Mur.
Thank
you,
gentlemen,
for
coming
to
council
tonight
and
for
bringing
your
report
on
a
date
for
your
help
over
this
past
year.
D
It
would
be
remiss
of
me
if
I
didn't
express
some
disappointment
at
Payne's
Park
once
again
isn't
and
the
schedule
for
resurfacing.
Neither
is
Dam
Hill
Road
Marlin,
despite
the
fact
that
nearly
every
road
around
downhill
Road
in
Milan
is
to
be
resurfaced
or
has
been
done.
D
I'm
also
disappointed
that
we
don't
have
a
firm
date
for
the
Puffin
Crossing
on
the
Avenue
Road
one
that
is
really
so
much
needed
and
if
you
stand
any
any
morning
or
afternoon
on
the
Avenue
you'd
understand
why,
apart
from
that,
can
I
ask
a
general
question
around
the
licensing
for
road
closures.
D
I
believe
that
your
department
has
responsibility
for
that
and
can
I
ask
what
happens
if
road
closures
by
other
outside
bodies
I'm
talking
about
you,
know
public
telephone
companies,
gas
companies
overrun
and
cause
hardship
to
the
people
and
to
the
traffic
in
the
area.
What
happens
in
that
case,
and
is
there
any
penalty
and
has
any
penalty
been
exacted
within
your
area?
Over
this
past?
Three
years.
G
G
If
there's
a
restriction,
that's
very
much
up
to
them
to
make
an
application
for
us
to
provide
that
authorization
that
authorization
Also
may
include
diversion
rates
Etc
through
alternate
routes
and
in
terms
of
sort
of
being
there
longer
than
their
their
application,
and
then
they
need.
They
will
need
to
apply
for
an
extension
they
should
apply
for
an
extension
dependent
of
that
is
that
they
don't
have
other
authorization
to
be
on
the
road
and
the
enforcement
Authority.
G
For
that
it's
psni
and
we
do
have
statutory
functions
officers
who
keep
an
eye
on
utilities
on
the
road,
but
we're
not
the
we're.
Not
there.
All
the
time
can't
be
there
all
the
time.
We
have
a
very
much
of
a
an
oversight
role,
but
but
essentially
you
know,
there's
the
responsibility
for
making
that
extension.
Application
is
really
light
with
the
utility
company
to
advise
for
us
to
provide
that
authorization.
D
Very
briefly:
come
back
I
thank
Mark
for
the
clarification
around
that
I'm
referring
to
one's,
particularly
in
Malcolm
Road
last
year,
which
ran
on
for
approximately
six
weeks
out
of
it
was
a
shekin
which
had
a
very
detrimental
effect
on
the
traffic.
That's
why
I'm
concerned,
but
now
that
we
know
it
is
a
police
or
the
enforcing
body,
and
the
case
of
this
one.
The
signage
was
actually
wrong
as
well
in
relation
to
contact
the
outside
body.
D
So
you
know
it
was
with
great
difficulty
that
we
got
to
the
bottom
of
who
is
actually
doing
the
work
and
I.
Don't
think
that's
acceptable,
because
if
I
have
an
elected
representative
have
difficulty
finding
out,
what's
it
like
for
the
Orden
Regional
public,
but
thank
you
Mark
appreciate
your
answer.
A
Thank
you,
lastly,
country
salvage.
S
S
The
big
concern
that
I
would
have
is
that
us,
rural
dwellers
will
be
left
to
last
and
will
be
whatever
shavings
that
we
took
off
our
budget,
for
the
rare
roads
are
not
and
I'm
not
going
to
rehearse
everything
that
colleagues
have
said
about
the
state
of
the
railroads
and
footpaths
and
all,
but
that
is
one
concern
that
I
would
have
whenever
the
the
screw
tables
here
that
is
going
to
be
the
rear
land
that'll
suffer.
So
thank
you.
A
A
Okay,
members
we've
been
on
the
agenda
item
five.
Thank
you
very
much
and
5.1,
and
we
see
over
Butcher
and
secondary
for
the
minutes
of
the
environmental
services
country,
McNeil
you're,
the
chairperson
country,
Magnolia,
the
chairperson
of
the
Bear
Mountain
Services
committee,
we're
taking
a
proposal.
A
A
Yes,
just
want
to
sort
of
use
about
the
The
Queen's
canopy
in
terms
of
the
numbers
of
of
trees
have
been
ordered
so
to
you,
Jonathan,
sorry,
bye
or
Jonathan
in
terms
of
the
numbers
of
trees
that
have
been
ordered
or
do
you've
visited.
So
there's
going
to
be
quite
a
lot
of
people
that
are
going
to
be
a
plan
for
they
treat
the
trees
under
the
scheme
that
a
cancels
one
of
them
I've
just
wondering
what
happens
if
you
reach
out
threshold
really
quick
or
on
the
flip
of
it.
T
Thank
you,
Lord
mayor,
I,
suppose
two
things
that
Queen's
calendar
has
now
been
extended.
Our
King
has
asked
for
that
to
happen,
so
that'll
be
extended.
That
gives
us
a
bit
more
time
in
relation
to
the
numbers
of
trees,
the
numbers
of
trees.
We
have
are
significant
and
that's
why
I
think
it
was
in
last
month's
paper.
We
talked
about
given
those
out
at
recycling
centers
Etc,
so
there
shouldn't
be
a
problem,
a
number
of
trees,
but
we
will
keep
out
on
the
review.
T
A
Thank
you
very
much,
I'm,
just
wondering
sort
of
as
from
a
cashless
perspective,
and
you
sort
of
loaded
to
it,
thereby
and
moving
forward
to
make
sure
whenever
we
want
to
have
a
coronation
to
make
sure
that
we
are
looking
starting
our
plans
early
in
terms
of
whether
we're
going
to
be
looking
at
Advance
or
whether
we're
going
to
be
looking
at
some
another
scheme
in
terms
of
what
we
have
done
for
her
majesty
the
queen
I'm
happy
to
make
out
as
a
proposal
now,
I
need
to
get
the
ball
roll
in
terms
of
getting
the
faction
figures,
we
can
look
at
sort
of
previous
reports
or
previous
events
from
Queen's
Jubilee
to
be
able
to
exercise.
A
4B
should
be
there
in
terms
of
like
coordination
for
thinking.
Thank
you
chairman.
Our
Lord
man.
Thank
you
all
remember.
Cash
for
Nicholson.
O
Yeah,
chairman
and
mines
over
the
point
es
71
20
22
before
the
ones
came,
but
if
you
want
to
deal
with
credential
version,
our
proposal
first
I'm
I'm,
happy
to
Second
as
if
that,
if
you
need
a
secondary
so
and
then
I
can
move
on
to
this
yeah.
Okay
right
well,
look
totally
agree
with.
What's
in
the
report,
it
is
a
really
great
scheme,
but
I
I
genuinely
do
not
think
it
goes
far
enough
and
I
think
we
as
a
kind
soul,
I
I
appreciate
we.
O
We
do
obviously
the
Newry
Council
officers
deal
with
this
for
us,
but
for
to
have
it
only
about
wall,
insulation
and
boilers.
I
I
do
think
we're
missing
a
track.
You
know
there
has
to
be
some
form
of
of
of
sort
of
looking
into
alternative
energy
and
food
of
all
text
and
I.
Think
that's
the
general
direction
of
travel
at
the
moment
within
the
the
green
agenda
and
obviously
energy
production.
So
as
I
say,
I
would
so.
O
O
What
the
bottom
line
is,
as
we
found
out
recently
the
cost
which
you
said
it
to
stay,
and
oil
and
gas
and
things
we
have
to
look
at
some
form
of
alternative
energies
and
I
know
there
is
a
a
work,
a
working
group
that
does
that
within
kinds
of
which
goes
in
the
back
of
the
climate.
Emergency,
no
solution,
so
I
would
like
this
to
be
brought
and
a
lot
of
possible.
Lordmer
I
think
that's
the
best
place,
maybe
look
at
it
as
a
counselor
that
we
should
be
a
sail
leader.
Not
a
follower
here.
O
I
just
think
that
the
to
me
the
affordable
one
scheme,
although
it's
welcome
it,
it
doesn't
go
far
enough.
So.
F
Thank
you
Lord
and
I
I'm
just
going
to
commend
a
second
only
on
board
proposal,
but
tension
Nicholson's
terminal
radish,
I'm
happy
with
that.
Just
maybe.
If
the
composure
is
happy,
there
is
a
there
is
a
working
group
set
up,
but
we
have
another
instantaneous
morphed
into
the
Platinum
Jubilee
as
well.
Maybe
we
could
just
continue
on
up
even
for
an
information,
even
as
getting
information
across
the
members.
If
they're
happy
with
that
I
think,
maybe
that's
maybe
the
best
forum
for
would
save
us,
constituting
a
new
working
group
or
whatever.
A
A
U
U
A
By
Alderman
Baxter
to
get
the
working
group
up
Maryland,
so
we
can
revisit
and
sort
of
to
look
at
going
forward
where
we
lay
in
terms
of
the
coordination
of
the
king.
Obviously
we
don't
know
when
that
is,
but
if
we
get
the
ball
rolling
as
well
as
you
can
add,
sort
of
from
the
environmental
aspect
as
well
hope
that
helps.
Thank
you.
A
Thank
you.
Alderman
bar
culture,
magarav.
A
A
Okay
members
will
just
for
cloudy
I
think
we
have
it
there
so
we're
proposing.
We
get
this
working
group
up
in
Roman.
We're
not
really
proposing
anything,
particularly
at
this
stage,
am
I
right
or
not
getting
nodes
here.
So
we
agreed
that
this
would
be
the
place
for
this
to
come
back
to
this
working
group.
Members
all
agreed,
no
objections.
Super
great.
Thank
you.
A
It's
just
a
put
on
record
my
personal
thanks
to
to
the
staff
over
over
this
last
few
days
in
terms
of
the
cleanup
many
of
our
staff
have
went
over
and
above
and
and
their
Duty,
and
it's
just
to
put
that
on
record
as
someone
who
has
always
valued
the
staff
and
and
the
efforts
they
make
and
was
behind
a
previous
proposal
coming
out
of
covert
for
our
workers
to
receive
a
bonus,
and
they
just
want
to
put
put
that
on
record
and
to
to
Jonathan
and
Barry
and
others
that
that
have
really
pulled
out
all
the
stops.
A
I
suppose
the
the
one
slight
downside
of
the
comments
I'm
going
to
make
Lord
mayor
is
reports
that
have
come
to
me
over
the
weekend
of
of
some
of
our
staff,
a
minority
of
her
staff
who
who
seem
to
be
knocking
off
early.
If
that
makes,
if
that's
the
right
words
to
use
I'm,
not
sure
whether
it's
on
their
task
and
finish
or
what
it
is.
But
there's
certainly
something
that
has
been
brought
to
my
attention,
something
that
that
I
feel
is
very.
A
Concerning
and
and
I
just
want
to
ask
officers
tonight
to
look
at
this.
Is
there
an
issue,
because
if
there
is
an
issue,
I
think
members,
and
indeed
the
public,
would
be
rightly
outraged
if
if
people
are
are
going
home
after
three
or
four
hours
work,
so
that's
just
something
that
I
have
had
over
the
weekend
at
the
tracks
from
the
brilliant
work
that
so
many
of
our
staff
have
put
in
over
this
last
few
days.
A
So
I
just
want
some
clarity
around
that
to
make
sure
that
what
I've
heard
isn't
right
and
that,
if,
if
it
is
urgent,
steps
are
taken
to
address
that
that
matter,
so
I
just
wanted
to
come
in
on
that
lordmer.
Thank
you.
Thank.
H
A
Thank
you,
councilor
mcelroth
and
coming
over
to
Jonathan.
V
Thank
you,
chair
and
again
thank
you,
councilman
broth.
In
relation
to
your
account's
relationship
staff.
Did
the
staff
have
been
working
extremely
busy
to
make
up
a
lot
of
ground?
My
husband,
missed
in
relation
to
the
recent
industrial
action.
I
can
certainly
can
confirm.
Staff
have
been
working
their
hours
that
they
are
due
to
work.
There's
a
number
of
matters
which
I
can
update
committee
on
next
week,
but
there
for
the
past
majority
of
Staff.
They
are
all
working
their
contract
at
ours.
A
P
Can
I
thank
Jonathan
and
the
team
for
not
only
for
the
work
they've
been
doing,
but
whenever
a
members
are
dating
in
at
12
o'clock
on
a
daily
basis
to
get
an
update,
it
has
been
very,
very
useful
and
that
CM
allegation
was
made
today,
and
it
was
clarified
earlier
on
today
and
I
wanted
to
thank
Jonathan
and
Barry.
For
that.
Q
Thank
you,
Lord
Marius
I
also
just
want
to
put
our
record
channel
thanks
from
Alliance
for
the
ongoing
work
of
the
staff
and
again
it
is
unfortunate
that
he's
on
stand
on
substantiated
remarks
have
been
made.
I'm
country,
America's,
correct,
the
staff
have
been
working
hard,
they've
been
working
hard
to
clear
up
the
dep's
mess,
but
the
leftist
counselor
in
and
the
fact
that
the
mass
would
still
be
ongoing
and
the
strike
action
would
still
be
ongoing
if
it
was
up
to
Du
peace
concert.

A
H
A
There's
been
a
couple
of
items
tonight
and,
firstly,
it's
concert
Johnson.
X
Lorna
just
wanted
to
raise
the
topic
of
drink
spike
in
test
really
quickly
and
the
potential
viability
of
use
of
these
in
our
bar
in
Belfast
City
Council
recently
called
colleagues
raised
this
as
an
added
safety
mechanism
for
local
nighttime
economy
in
the
city,
and
it
has
since
passed
recently
and
I
think
most
people
would
agree
to
welcome
and
useful
tool
and
to
increase
people's
safety
when
they
join
a
night
out,
and
particularly
for
young
people
and
women
and
as
the
largest
Council
area
outside
of
Belfast
and
with
a
significant
number
of
local
Hospitality
businesses
with
officers,
be
open
and
willing
to
look
in
the
potential
use
of
drinks,
bacon
tests
in
our
area
and
report
back
to
council
illness
if
possible.
A
Thank
you
and
kosher.
J
Thank
you.
Thank
you.
Lord
Murray
I.
Don't
want
to
thank
the
councilor
Johnson
for
bringing
this
issue
up.
I
didn't
know
it
was
coming
up,
but
I
just
want
to
thank
her
for
bringing
it
up,
and
my
daughter
was
a
victim
of
a
space
drinking
their
incident
earlier
on
this
year.
So
thanks
for
bringing
that
up.
F
A
D
D
There
seems
to
have
been
that
sometimes
A
variation
of
levels
of
service
across
our
Borough.
Over
the
last
week
we
were
told
that
blackbin
bags
wouldn't
be
emptied
in
some
areas
in
any
areas,
but
they
were
in
some
areas.
We
were
told
at
utility
sites
that
Rubble
or
metal
couldn't
be
left,
and
yet
it
was
accepted.
D
D
Many
folk
over
this
past
number
of
weeks
have
sorted
based
at
home
and
stored
it
and
then
I
find
out
this
week
that
they
can
still
be
a
week
away
from
having
a
blue
bin
collection,
while
some
others
dumped
based
in
public
locations
and
I.
Don't
for
a
second
condone
that,
but
the
people
and
I
who
have
looked
after
their
waste
at
home
are
actually
been
penalized.
D
K
Yes,
indeed,
thank
you
for
bringing
me
in
on
this,
and
yeah
I
mean
I
I
would
have
to
say
I
I
completely
support
and
would
be
very
pleased
to
Second
The
Proposal
from
Alderman
midrand,
because
undoubtedly
the
black
bin
bag
issue
has
caused
a
lot
of
confusion.
It's
caused
a
lot
of
angst
amongst
our
repairs.
K
V
Thank
you
chair
and
Oliver
Madre.
Thank
you
for
your
also
members
will
appreciate
that
there's
likely
to
be
Financial
consequences
associated
with
this
proposal
are
now
such
I
would
recommend
that
it's
taken
to
committee
next
week
for
further
consideration,
particularly
around
the
cost,
is
on
the
resource
to
actually
deliver
this
request,
making
sure.
A
Thank
you,
Jonathan
Alderman
Spears,
oh.
E
I
I
know
the
point
from
there
Donna
I'm,
just
after
hearing
what
Jonathan
says,
I'm
happy
and
with
that
approach.
I
would
just
point
out
if,
if
we
had
to
followed
the
advice
of
The
Proposal
made
by
the
party,
that's
now
speaking,
we
would
still
be
in
the
process
of
having
a
discussion
about
the
strike.
So
I
find
it
somehow
strange
that
there's
this
particular
urgency
now
which
I'm
not
against
by
any
standard
I,
want
to
see
the
place,
cleaned
up.
E
I,
don't
suspect,
there's
anyone
here
that
doesn't
want
to
see
it
cleaned
up,
but
I'm,
not
so
sure.
If
the
proposal
that
was
proposed
last
week,
if
it
had
been
passed,
we
would
have
been
discussing
how
we
were
to
save
how
we
would
save
the
amount
of
money
and
I
don't
suspect.
We
would
have
arrived
at
a
conclusion
on
that
as
yet
and
we
would
still
have
a
strike,
not
collecting
any
bins
or
black
bags.
A
U
Thank
you
Lord
mayor,
and
you
know
what
I
found
myself
in
complete
agreement
with
the
previous
speaker,
absolutely
kneel
on
the
head
shock
and
I'm,
pretty
pathetic
attempt
at
again
in
some
sort
of
political
support
from
a
party
that
clearly
didn't
even
feel
the
urgency
to
try
and
bring
this
straight
to
an
end
when
all
the
other
parties
did
come
together
to
do
it.
U
A
So,
thank
you.
Kosher
Hawkins,
as
we've
members
just
before
we
bring
in
I'll
remind
you
again.
It
is
understanding
or
is
it
any
manner
that
commits
the
council
to
expenditure,
will
not
be
considered
on
database
I'm
happy
for
to
bring
the
discussion
to
close
here,
but
a
couple
more
speakers
in
the
end
about
ultimate
victory.
D
The
urgency
of
the
moment
would
have
focused
the
minds,
but
instead
Alderman
Spears
decided
to
call
me
disingenuous,
which
disappoints
me,
so
it
does
I've
always
come
to
this
council
with
the
best
well
and
the
best
to
do
the
best
for
the
repairs,
but
we
see
what
the
real
pairs
think
when
it
comes
April
and
May
and
they
get
their
inflated
bills
because
of
the
decision
that
was
taken
last
week
and
I'm,
proud
that
my
party
wasn't
part
of
that
decision
in
relation
to
the
response
of
the
officer.
D
P
Thank
you
and
hey.
Thank
you,
a
lord
Murphy,
for
bringing
me
in
as
one
such
householder
who
doesn't
get
their
black
bin
emptied
or
their
green
or
brown
until
next
Monday
and
Wednesday.
You
know
I
I
I'm
as
much
aggrieved
as
anyone
else,
but
you
know
what
I
put
the
stuff
into
the
Carolina
recycling
center
can
I
a
just
a
I
know:
aldermability
referred
to
the
motion
still
stands.
P
F
Thank
you,
Gardner,
and
you
know
almost
no
surprise
that
the
people
are
still
harking
back.
The
decision
that
was
taken
because
this
has
been
brexit
realization
was
taken
and
people
don't
respect,
respect
the
relative
chamber.
The
chamber
made
a
decision,
it's
time
to
move
on
and
try
and
clean
the
place
up
and
it
was
a
mess.
The
burnout
was
an
absolute
mess,
not
stellars.
Yes,
Peg
Strays
have
been
made.
F
They
command
the
staff
for
doing
what
they're
doing,
but
there
is
a
disparity
here
when
we
hear
that
you
know
that
there
is
so
I've
been
struggling
to
hear
a
little
bit,
there's
a
disparity
here,
because
there
is-
and
there
has
been
teams
that
are
different
black
bags
and
even
though
the
advice
says
not
play
I
command
them
for
dental.
But
all
we're
asking
for
is
that
maybe
there's
an
instruction
could
say
good
that
they
all
did.
F
They
lift
a
couple
of
bags
because
many
of
the
gays
are
and
I've
seen
the
guys
out
working
even
Dominic
the
other
day
and
they
were
left
and
stuff.
Now
they,
but
probably
they
shouldn't,
have
been
stuffed
with
a
slate
and
Fergus
to
them.
They've
gone
ahead
and
lifted
it
on
eBay
and
all
we're
asking
is
that
you
know
an
attraction
to
write
that
they
continue
there,
but
actually
did
in
a
measured
way,
and
whenever
you
look
at
another
Ulster
Council,
they
were
able
to
do
it.
F
Two
bags
two
bags
per
left
without
any
actual
resource
being
used
and
its
resources
within
the
council
have
done
it.
So
it's
disappointing
that
people
want
to
kick
their
stain
for
for
another
couple
of
weeks,
because
you
know
some
members
are
in
the
chamber,
have
took
it
upon
themselves,
actually
going
back
back
days
from
people
and
and
I,
don't
know.
F
The
other
night
I
was
with
a
lady
who
was
suffering
from
cancer
who
was
actually
in
tears
when
she
came
out
to
me,
because
somebody
came
out
the
redder
of
the
black
bags
that
she
had
done.
What
counselor
had
advised
her
to
do
had
vaged
with
a
double
bag
of
bags,
keep
them
in
storage
until
sorts
of
times
this
thing
changed
and
what
she
told
me
was
well.
F
My
Ben
would
be
full
every
two
weeks
when
am
I
actually
going
to
be
able
to
get
rid
of
these
black
bags
they're
going
to
be
here
forever
and
a
day
if
Council
don't
take
an
extra
couple,
but
I
I
took
I
thought
about
it,
took
them
to
the
dump
floor
on
Saturday
morning.
So
you
know
there
is
an
issue
here
and
we're
not
asking
for
a
whole
lot,
we're
just
asking
that.
There's
more
uniformity
and
there's
no
disparity
across
across
the
areas,
because
some
some
Ben
teams
are
taking
the
bin
bags
and
some
aren't.
F
You
know
this
is
the
huge
huge
thing
folks
have
beer,
a
good
news
story
coming
out
of
those
kinds
of
maybe
that
we're
trying
to
help
the
red
player,
because,
on
top
of
all
the
confusion
Urban
date
last
week,
and
on
top
of
all
that
people
just
want
rid
of
their
waste
and
they
don't
want
to
live
in
a
mess.
You
know.
Thank
you.
A
P
Yeah,
thank
you
Lord.
Very
briefly,
hey
look,
you
know,
I
know
neighbors,
who
have
went
and
taken
a
some
of
their
neighbor's
backpacks
to
the
recycling
center
and
done
the
good
neighborly
thing.
I
know
all
their
businesses
who
had
a
a
thought
of
the
idea
of
doing
it.
But
then
there
were
advice
that
they
shouldn't
do
it
because
they
don't
have
always
transfer
license.
K
Yes,
indeed,
learner
and
thank
you
for
taking
this
Adam
members
several
weeks
ago,
I
raised
the
need
for
films
for
fence
repairs
at
Canal
play
Park,
essentially,
group
broken
fencing
was
allowing
access
to
the
Moga
patch,
which
in
turn
was
leading
to
sporadic
instances
of
vandalism.
Now
now,
members
I
know
that
officers,
and
especially
Jonathan,
haven't
been
focused
on
other
issues
in
recent
times,
but
I
would
appreciate
our
conversations
to
excite
visit
with
Jonathan
to
see
how
we
can
better
deter
some
of
these
unauthorized
accesses
thanks
lordmer.
